County advances tax referendum to pay for Mark Clark extension

Charleston County Council Tuesday night voted 6-3 to approve the second of three readings to put a proposed half-cent sales tax referendum on the November ballot. If voters in November approve the referendum, which would extend a current half-cent tax approved in 2016, it would fund the county’s share of the $2.3 billion Mark Clark extension project and more than $2 billion in other projects.

Council members Larry Kobrovsky of Sullivan’s Island, Henry Darby of North Charleston and Rob Wehrman of North Charleston voted against the measure. At issue: A growing concern that the county would need to borrow more than $600 million to pay interest costs on $1.8 million that it would also have to borrow to pay its share of the road extension project, according to county numbers.

“We have an awesome responsibility … to see to all the traffic needs of the county,”Kobrovsky told the Charleston City Paper. “I’m a fiscal conservative and a conservationist, and this fails on both hands.

“Those in favor of it think you’re either for this or you want everyone to sit in traffic, but I don’t think this is the only way to do that,” he added. “Even if we pass this, it will be 15 years before anyone starts feeling any sort of alleviation from it.”

Charleston women to strike on Monday

On the second anniversary of the U.S. Supreme Court’s overturning of Roe v. Wade, women, girls and allies across the U.S. are gearing up for National Women’s Day of Action on June 24, marked by a nation-wide women’s strike.

In Charleston, participants will meet at Washington Square next to City Hall at 5:30 p.m. Monday and march to Marion Square where there will be guest speakers and performance artists.

During the day of action, “participants do not go to work, do not go to school, and/or do not spend even one penny,” according to Women’s March organization. “As our privacy, body autonomy, health care, and travel rights are being removed, we remove ourselves for one day en masse. We stand together for all Americans to show that the nation needs us.”

North Charleston police are investigating a 4 p.m. June 16 shooting that injured one at Rivers Avenue neard Interstate 526. There have been no arrests, and no names have been released.

Seven others died in Richland, Anderson, Spartanburg, Horry, Chester and Jasper counties. Six more were hurt in shootings across the state. Nationally, there were 18 mass shootings for the week, totalling 229 for the year.

Timbo’s trailer looks for new home

The man behind the peanuts is a pillar of West Ashley, but few people really know who he is.

“A lot of people don’t even know my real name,” he said. “You say, ‘Hey, where’s Timothy Grainger in this town?’ They say, ‘I don’t know who you’re talking about.’ You say, ‘Hey, where’s Timbo?’ ‘Oh, I know him! I buy peanuts from him!’

“It’s funny how that works.”

Grainger, 59, opened Timbo’s Boiled Peanuts in 1989 after he got tired of “working for other people for $5.20 an hour,” he said. Growing up in Summerville, his friends doubted the business would work out. But it’s been 30 years, and he has no intention of stopping anytime soon.

He spends about 12 hours a week boiling peanuts — and he sells about 100 pounds on the days he’s open.

“I know how much time it takes to cook

them, how much salt to add. I figured it all out after 35 years or so,” he joked.

“I’ve had people come out here asking, ‘How do you cook these?’ And I always say, ‘Hot water and peanuts.’ I ain’t telling.”

Gullah Geechee corridor fills new climate position

Erica Xavier-Beauvoir, a former sustainability and land use program manager in Durham, N.C., has been named the first resiliency manager in the Gullah Geechee Cultural Heritage Corridor.

Beauvoir fills the corridor’s new position as rising sea levels, storm surges and erosion pose serious challenges for the Gullah Geechee communities in the corridor that stretches from Wilmington, N.C., to St. Augustine, Fla.

“Implementing protection strategies is essential to safeguard ancestral lands, cultural sites, and economic livelihoods,” said Djuanna Brockington, the corridor’s interim executive director, said. “XavierBeauvoir’s work will focus on holistic approaches that honor cultural practices, promote community engagement, and sustain the delicate balance between human

needs and environmental conservation,” Xavier-Beauvoir said her goal was to listen and learn about hyper-local restoration needs along the corridor.

“To grow and recover from nature’s climate, communities must thread resiliency plans, communication networks, and the spirit of our ancestors into our work for culture to thrive generations forward.”

Xavier-Beauvoir has more than 15 years of experience in community engagement, emergency response and project management.

The Gullah Geechee Cultural Heritage Corridor is a National Heritage Area managed by the Gullah Geechee Cultural Heritage Corridor Commission. The corridor’s purpose is to preserve, share and interpret the history, traditional cultural practices, heritage sites, and natural resources associated with Gullah Geechee people of coastal North Carolina, South Carolina, Georgia and Florida.

A new home

The Summerville native lives in Dorchester County, but makes the 15-mile drive twice a week to his iconic orange trailer parked on S.C. Highway 61. That drive will likely change soon after a dispute with his landlord drove him to look elsewhere for a parking spot for his business, which he depends on for a living.

“My old friends from Summerville High School still keep in touch,” he said. “Charleston in general keeps in touch. They know what’s going on — even if they don’t know the whole story. They say, ‘This ain’t right. You’ve been here for years.’ ”

But Grainger is holding out hope — and has his eye on a few different spots in West Ashley already.

“But it’s just like money — you can’t count it until it’s in your hand,” he said.”What makes me hopeful is my clientele.” He added that no matter where he ends up parking his new trailer (his current one is likely to fall apart if moved), he knows the community will find him.

“If you look up boiled peanuts, you’ll see me all over,” he said. “That’s 35-plus years working at this. My customers are great. They’re my whole life. I have customers who were kids, and now they’re bringing their kids to my trailer.”

Health and hope

Grainger said his declining health adds to the hardships his business is facing. In need of a new kidney, he starts dialysis treatments just after 6 a.m. on Tuesdays, Thursdays and Saturdays. And Mondays and Wednesdays are blocked out for doctors’ appointments, leaving only Fridays and Sundays for his peanut business.

“I just can’t be in two places at one time,” Grainger said. “After dialysis, I have enough strength to get home, about three miles away, and I have to take a nap. … I used to put in 50 hours a week, four days a week. I can’t do that anymore. If I get a new kidney, maybe I can get back to that.

“But now, it’s all l can do to lift the buckets for these peanuts,” he added. “I used to sling them around like they were nothing. They run about 40 pounds when full. It just ain’t like it used to be. But, you know, I’m still lucky that I can get out here two days a week. There are a lot of dialysis patients who can’t work at all.”

Despite the hard work getting harder — “It ain’t that bad,” Grainger said — he said even if he didn’t need to, he would still get out and sell his peanuts.

“I’d probably still do it,” he said after thinking for a while about the question. “I’d do it for my customers. They’re my whole life. They keep me going.”

Blotter of the Week

A Mount Pleasant man on June 9 reportedly stole several containers of Tide laundry detergent pods with a total value of about $500. We aren’t sure that anyone needs that much laundry detergent, so maybe this guy just took “money laundering” way too literally.

A Charleston man on June 7 reportedly stole “a multitude of food items” from a Meeting Street store, according to Charleston police. The items reportedly cost a total of $35, leading us to ask — where is he shopping these days to get a multitude of anything for only $35?

Ice cold

A Mount Pleasant woman on June 9 told police she wanted to report issues with her husband, with whom she is separated. She said he has been “sending soundwaves through the freezer to bother her.” She also advised she can hear him walking around upstairs — but her home is a single story. Police advised her to get some counseling.

Just needs a little nap Charleston police on June 6 pulled over a man for suspected driving under the influence on Grimball Road. The man told officers he had three beers and two shots of tequila, but that he was just tired, not drunk. His breathalyzer results — 0.17% — would beg to differ.

“The cost of the 526 extension does preclude and box out a lot of choices we have,” Wehrman said at the June 18 meeting. “We can’t predict the future, and how all this shakes out will depend on a lot of things. But we are clearly more constrained when we can’t use half of the funding from this tax.”

Unfinished business

To make matters worse for some sales tax opponents, the new tax would pay for millions of dollars of work that was supposed to be covered by the 2016 referendum.

About 5% of the revenue — or $282,223,000 — would go toward “carryover projects” from the 2016 sales tax which have stalled out due to insufficient funds, according to Charleston County Chief Financial Officer Mack Gile.

Three major projects from the 2016 sales tax need additional funding — U.S. Highway 78, Palmetto Commerce Parkway and Dorchester Road. After the 2016 sales tax passed, the county said it would fund the projects on a bay-as-you-go basis, according to council chair Herb Sass.

By not borrowing money to fund projects promised in the 2016 referendum, the council saved around $230 million in interest, Sass explained at a May 30 council meeting. This approach, however, slowed things down: “Because of delays and regulatory permitting,” he said, the projects ended up costing more money and time than anticipated.

A divided council

Council member Jenny Honeycutt of James Island said tying all the projects together is the best way for them to become eligible for federal grant money, which would help alleviate some of the cost.

“What we don’t want to do is put out a list of projects that all these people in Charleston County vote for, and then we don’t have enough,” council member Jenny Honeycutt said at the June 18 meeting. “Once the projects are shovel ready, they become eligible for [federal funds]. … This is just a priority list.”

But Kobrovsky said the referendum’s language does not reflect that idea.

“When people vote on this, they think the projects will be built,” Kobrovksy responded. “This is just a fantasy. … There’s no guarantee we will have the money to finish these project.s how can we in good faith put out something that we don’t have the money for? To me, that wouldn’t be ethical or fair.”

Several other council members said tying unfinished projects to the controversial Mark Clark project was bad governance.

“To attach [the new sales tax] to 526 is politically unfair and is just not right,”

council member Henry Darby at a May 30 council meeting. “This trepidation of not separating [the issues] is beyond comprehension.”

Kobrovsky agreed.

“My fear is that we will jeopardize ongoing projects from the [2016] sales tax,” he said. “By lumping it all, we’re holding hostage all these other projects to 526.”

So what’s covered?

The Mark Clark extension project takes up more than a third of the “sales tax pie” for road projects covered in the proposed referendum. The potpourri of projects county council agreed to add can be amended up the third reading, but several projects are already included:

• Additional lanes to Maybank Highway between River Road and the Stono River Bridge on Johns Island — $51.55 million

• Additional lanes to Maybank Highway between Bohicket Road and River Road on Johns Island — $126 million

• Adding bike lanes and sidewalks along Folly Road between George Griffith Boulevard and Sol Legare Road on James Island — $30.5 million

• Flood mitigation improvements along Long Point Road from Whipple Road to U.S. Highway 17 in Mount Pleasant — $126 million

• Realignment of Darrell Creek Trail to intersect with Lieben Road in Mount Pleasant — $46 million

• Sidewalk/multi-use path construction along the Rivers Avenue corridor in North Charleston — $142 million

• Construction of a multi-use path along Mall Drive between Lacross Road and Rivers Avenue in North Charleston — $72 million

• Construction pedestrian/bike bridge alongside the North Bridge to connect West Ashley and North Charleston — $83 million

• Widening projects along Savannah Highway between Dobbin Road and Main Road in West Ashley — $174 million

• Additional lanes to Ashley River Road from Bees Ferry Road to Old Parsonage Road in West Ashley — $102 million

• Flood mitigation improvements to the U.S. Highway 17/S.C. Highway 61 offramp in West Ashley — $36.5 million

• Construction of an overpass for eastbound traffic on Glenn McConnell Parkway at Magwood Drive in West Ashley — $194 million

If the proposed referendum goes to the ballot in November and fails, not only would the Mark Clark project remain unfunded, but so would all of the projects listed above — and any others county council adds to the list prior to its final passage.

Reject wasteful spending with a ‘no’ to Charleston sales tax referendum

South Carolina’s feisty U.S. Sen. Fritz Hollings sounded the alarm for years on wasteful government spending. He wailed about the federal government’s profligate spending of more money than it took in, a practice that required boatloads of borrowing. In turn, that caused the government to incur huge costs to pay for interest costs on the borrowing, which he decried as flushing good money down the toilet. Thirty years ago, for example, the federal borrowed a billion dollars a day just to pay interest costs. Today, it’s way worse.

Now comes Charleston County Council, which on June 18 passed the second of three readings of a measure that would allow it to borrow $1.8 billion to pay for its whopping share of a proposed $2.3 billion extension of Interstate 526.

The proposed resolution for voters in November calls for 25-year renewal of a half-cent sales tax, which would generate a total of $5.4 billion. About half of the money would go for the highway, with the rest spread across the county for various road projects, greenway improvements and more than $200 million in supposedly paid projects not finished from the last sales tax referendum.

This new proposed referendum is fiscally irresponsible for one big reason — wasteful spending on interest. While we fully understand the concept and strategy of bonded

indebtedness — borrowing now and paying off the debt with interest — how do you feel knowing that 64.8 billion of those sales tax pennies will be spent on interest costs alone? Yes, the referendum proposes spending $648 million in interest for the privilege of borrowing $1.8 billion of the county’s share of the expanded interstate. That’s more than a 30 percent cumulative fee to borrow money. It’s utterly ridiculous and offensive.

“We have an awesome responsibility … to see to all the traffic needs of the county,” council member Larry Kobrovsky told the Charleston City Paper earlier this week. “I’m a fiscal conservative and a conservationist, and this fails on both hands.

Regardless of how you feel about the interstate extension, is it really worth spending hundreds of millions in interest costs when that money could be put to much better use?

If the referendum makes it to the November ballot, we will urge voters to reject it to avoid wasteful spending of hundreds of millions of dollars for borrowing costs.

We encourage community leaders to act on these audacious priorities:

1. Deal with the water. Build a strong resiliency plan to harden infrastructure and make smart climate change decisions about development, roads and quality of life.

2. Fix roads, traffic. Repair and improve roads and reduce traffic. Speed up alternatives, including more public transportation.

3. Be smarter about education. Inject new energy into the broken Charleston County school board by focusing on kids, not national mantras.

4. Conduct public business in public. Be transparent in public business. Stop the secrecy.

5. Invest in quality of life. Build more parks. Have more festivals. Invest in infrastructure that promotes a broad sense of community.

6. Engage in real racial conciliation. If we embark on more conversations and actions on racial reconciliation, our community will strengthen and grow.

7. Develop fewer hotels, more affordable housing. Make Charleston a more affordable place to live for everyone.

8. Develop Union Pier at scale. Let’s not put ship-sized buildings on the coveted Union Pier property downtown. Instead, make what comes appropriate.

9. Build and follow a 50-year plan. Plan for the county’s long-term future and follow the plan.

10. Pay people more. Pay a living wage. Push South Carolina lawmakers to set a real minimum wage.

Turnout, scattered strategies created odd primary

Maybe the biggest story of the June 11 primary elections is that a turned-off electorate doesn’t turn out to vote.

Participation statewide was abysmal, as only 13.6% of registered voters — about 440,000 out of 3.2 million — went to the polls. But in some places, the apathy was so bad that participation didn’t get out of the single digits. Just look at turnout in Georgetown County (5.4%), Florence County (8.1%) and Horry County (8.5%). In those places, there wasn’t enough competition on the ballots to attract voters.

Or maybe they were just sick and tired of the whole mess. Look at the First Congressional District race where Republicans reportedly dropped more than $8 million into television, digital and other outreach efforts to get people to pick incumbent Nancy Mace or challengers Catherine Templeton or Bill Young. But voting wasn’t much better than the state average with turnout at 13% in Charleston County, 14.8% in Beaufort County, 13.5% in Dorchester County and 12.1% in Berkeley County.

The First District race among Democrats was notable for the opposite — the comparatively paltry amount of money spent and almost invisible television presence by candidates Michael B. Moore and Mac Deford. They did what they could, but they didn’t excite turnout, perhaps proving that going on TV is more important than trying to reach masses of voters by attending party functions, parades, community meetings, garden parties and living room visits.

There was more excitement in the Upstate where hard-right Freedom Caucus House candidates clashed with more than two dozen challengers. And there was an open seat in the Third Congressional District race and an interesting dynamic in the Fourth District (an incumbent accused of an extramarital affair in the conservative region). County participation was higher than this year’s average — Greenville (17.4%), Oconee (21.5%), Spartanburg (15.6%), Greenwood (18.1%) and Anderson (20.5%), but it’s pretty sad when the high participation rate is one in five registered voters. So the big winner was apathy.

And the biggest loser seemed to be the mainstream Republican establishment, which wasn’t able to make much of a dent in reducing the presence of the gadfly S.C. Freedom Caucus, devoted to using outrageous social conservatism to roil more traditional Republicans.

Perhaps if more center-right Republicans focused their efforts on taking out the leaders of the caucus, they would have saved the General Assembly from two coming years of antics and stunts.

They should have focused on better strategies instead of splitting resources. That’s what the caucus did in targeting two Upstate House members. And it worked — they “primaried” two House veterans, House Labor, Commerce and Industry Committee Chairman Bill Sandifer of Seneca and Assistant Majority Leader Jay West of Belton.

Another theory in an apathetic political environment brimming with negativity: Perhaps new gerrymandered lines that took 30,000 Black voters out of the First District and rearranged legislative districts in new ways created so much confusion that incumbents really suffered from the loss of longtime base voters.

That is what seems to have happened when Charleston got a new Senate district thanks to increases in population. But when the GOP crafted a new district for West Ashley and James Island, two things happened. First, Sen. Sandy Senn lost her James Island base as the district shifted west into areas she wasn’t as well known. And second as a result of that newly-created district, former state Democratic Party chairman and Sen. Dick Hartpootlian got moved into a Midlands Senate district with many more rural voters.

Result? Senn lost in unofficial results by 31 votes of 7,815 cast to uberconservative GOP Rep. Matt Leber of Johns Island and Hartpootlian fell short by 120 votes out of 4,708 cast to Rep. Russell Ott, a Calhoun County Democrat with strong ties to agriculture.

June 11 won’t be a day to remember — except for mainstream candidates and incumbents who want to know what not to do in primary elections.

DHEC hands off restaurant inspections to a new state agency

If you have always wondered what a food safety inspector dinged a restaurant for on its periodic inspection, you soon will be able to see a clearer picture.

As the state’s cadre of food inspectors transitions from the state’s health agency to its agriculture department on July 1, officials say consumers soon will be able to eye what inspectors see when they rate restaurants from A to C. Assistant Agriculture Commissioner Derek Underwood said in an effort to increase efficiency, the agency will implement a new process to photograph and document violations.

“We’re going to have more consistency when it comes to the food grades and what consumers actually see,” Underwood said. “We want to make sure any photos taken have a full explanation of what regulation was in violation and what corrective actions were in place.”

The state Department of Health and Environmental Control formally will transfer its food safety staff to the S.C. Department of Agriculture’s Consumer Protection Division in less than two weeks. Inspectors will continue to oversee inspections of 22,000 retail food

establishments across South Carolina.

Inspections won’t change

Restaurant owners and managers say they are happy to hear the laws and staff overseeing food safety in the state would not change, but few said they knew about the agency transfer occurring.

“My [inspector] said the transfer had to do with management and not with the inspections,” said Al Thompson, owner of Krazy Owls in John’s Island. “He told me I wouldn’t notice a difference.”

When asked about how his experience with food inspectors has been since owning a restaurant, he chuckled and said, “It’s actually been good.”

Krazy Owls received an uncharacteristic C grade during its routine April inspection. Five days later according to the S.C. Food Grades website, a follow-up inspection led to a new grade of A — a perfect 100, Thompson said.

At the time of routine inspection, the restaurant’s cooler reportedly was broken. That was quickly fixed.

“We were waiting on parts to come for the cooler,” one employee said, emphasizing the restaurant’s team was making strides to improve every day, including retraining of new employees when necessary.

Thompson added that while there were some rules he hadn’t understood, the state’s practices seemed fair.

“I’ve got a good inspector who is very nice and explains everything to me,” he said. “I haven’t been upset by anything he’s done.”

He said the inspector told him, for example, that the restaurant needed to improve its daily cleaning, a small adjustment.

The employee added, “It was a lot of little things, but when they compiled [the score], it makes a big difference.”

Grades may go unnoticed, but they’re posted

Inspectors will continue to regulate retail food safety, milk and dairy, and wholesale bottled products. Regulation of food safety will include restaurants, grocery stores, caterers, school cafeterias and some convenience stores.

The S.C. Food Grades website shows that Caviar and Bananas, a corner market in downtown Charleston, received an A on its most recent inspection. When Tony Withers, a customer at the market on George Street, heard itreceived an A for its food grade, he said he was not surprised. “It looks clean,” he said as he glanced around. “I’d eat off the floor anyway.”

Food grades may be unnoticed by restaurant goers, but the lettered decals are placed on the front window for the consumer’s benefit. The grades indicate any risk factors of food-borne illnesses the establishment has due to unsanitary practices.

“I never noticed it, but it’s still good to know,” Withers said.

As part of the agency transition, food safety will be headquartered in Columbia, and 118 regionally-based inspectors will work remotely.

Since the change within agencies will allow food safety staff to focus primarily on food inspections across the state, Underwood said the restructuring would increase the agency’s efficiency and responsiveness. 55% of the Agriculture Department’s staff now will be focused on food safety after their transition. This pales in comparison to the less than 3% of the department that previously managed safety regulations.

“This structure will allow us to have expertise on the specific details of a food inspection as opposed to having a jack-ofall-trades to many,” he said.

Over the last five months, Underwood traveled to regional offices and met with each food safety inspector. He conducted food safety inspections with them to observe the inspections.

“I’ve got all the science background to handle it and I just wanted to go out to see what the inspectors of the restaurants are seeing on a day-to-day basis to offer some help and guidance,” he said.

Underwood said the Agriculture Department was well-equipped for the coming change because of its nearly 50 years of managing wholesale food manufacturing. The agency already oversees animal food safety, specialty food pro -

Understanding South Carolina’s food grading system

Anyone who enters a food establishment in South Carolina soon should be able to scan a QR code near the food grade on the door to see the actual inspection and associated pictures. With the transition of retail food safety programs from DHEC to SCDA, the agency said it plans to standardize its inspection system to include specified pictures, along with a full explanation of the regulation cited and the reasoning for the grade the establishment was given.

WHAT GRADES MEAN

Grade A: Establishment earned more than 87 points out of 100 points.

Grade B: Establishment earned 87-78 points. Food safety practices need improvement.

Grade C: Establishment earned less than 78 points. Food safety practices need significant improvement.

Each score is a snapshot in time based on how a retail food establishment handles the five major risk factors related to employee behaviors and preparation practices. These five major risk factors are:

Food contact equipment cleanliness — Did the inspector see build-up on equipment that comes into contact with food?

Cooking temperatures — Are foods being cooked or heated to temperatures within a safe range?

Employee health — Does the facility have a plan in place to require employees who are sick to stay home?

Food Sources — Can the facility prove where all foods are coming from and are they coming from approved sources? (An exception would be raw, unprocessed produce from small farms, produce stands or farmers markets.)

Food holding temperatures — Were the foods maintained at safe hot or cold holding temperatures?

If you’re still looking for ideas for how to spend these hot, sunny summer months, look no further. Whether you’re looking for a place to sit in the sand and enjoy a cool, salty ocean breeze or a place to sit indoors and escape the heat with a cold drink in your hand, we have you covered.

Here’s our 2024 guide on the best places to spend your beach days, grab your summer sips, hit a local farmers markets and more. These lists are far from exhaustive — and longtime locals may probably have totally different experiences and bars from ours. More than anything, we encourage you to get out, explore and find your own hidden gems across the Lowcountry this summer.

Beat the heat

The Isle of Palms, known to locals as IOP, is home to a long stretch of public beach as well as a popular resort and golf course. The “isle” proper is nestled between the Atlantic Ocean and the Intracoastal Waterway — a 3,000-mile inland waterway that runs from Massachusetts to the southern tip of Florida before following the Gulf Coast to Texas.

Whether you’re looking for a staycation at Wild Dunes (check out its “experiences” like eco-excursions and stand-up paddleboarding) or a relaxing day trip to take in everything the island town has to offer, IOP can check all your boxes — if you can brave the parking.

Sullivan’s Island, a two-and-a-half-mile long barrier island across a bridge from IOP, was settled in the 17th century by Captain Florence O’Sullivan while he was stationed as a lookout. The beach town has a strong military background and is the site of the first patriot naval victory during the Revolutionary War. (We celebrate that day, now called “Carolina Day” on June 28.)

Beach parking is available on most streets — be sure to pay close attention to posted signs — and we’re partial to the southernmost tip of the beach. Drive past Fort Moultrie for street parking and walk down the dedicated beach path to find a more secluded stretch of beach, offset by breakwaters.

Folly Beach, lovingly referred to as “the edge of America,” is a 12-square-mile

barrier island located just nine miles from downtown Charleston. Six miles of beaches are surrounded by the Atlantic Ocean and Folly River, and outdoor recreation is a big draw for folks visiting the town.

If you’re surfing inclined — or would like to be — make your way to the Washout, the best area for surfing on Folly, and possibly all of Charleston County. This part of the beach got its name after Hurricane Hugo washed out several homes and, according to Folly’s official website, “created unobstructed wind flow that is perfect for surfing.” Contact Isla Surf School for lessons.

Also be sure to bring a bucket to collect shells. Folly recently made Southern Living’s list of “The Best Southern Beaches For Avid Shellers.” According to SL, “what makes Folly Beach really special is the abundance of fossils, urchins, sand dollars and starfish.”

Sip in the sun

The Ryder Hotel’s poolside bar, Little Palm, is as Instagram-worthy as it sounds. Belly up to the bar for a drink or reserve a set of sun loungers or a poolside table to take advantage of the pool. Poolside reservations start daily and can be made on Resy. Little Palm’s coastal-inspired menu features light and bright share-able plates, like salt potatoes, chicken croquettes and jerk wings. Fill up on larger dishes like the Cuban sandwich and double cheeseburger, too. And don’t sleep on the inventive cocktail list (that’s why we’re here, right?), with fun beverages like the Late Checkout, made with Lunazul Blanco, vanilla, smoked peach and strawberry soda and the Fresh Sheets, made with Pisco, chamomile, pineapple, lemon, green tea and toasted rice.

The Terrace bar at The Mills House seems to check all the boxes when it comes to oasis requirements (pro tip: check out our past coverage of the glory of hotel bars to learn more about why they’re so damn inviting).

The Terrace offers a variety of seating options, from bar seats to a lounge area to cabanas (available to rent if you want to dip in the pool, too). Large patio umbrellas offer some shade, and things really start to cool off when you dive into the cocktail menu, which includes a variety of both frozen drinks and signature cocktails.

Renovated last summer, Satellite Bar, formerly known as Stars Rooftop Bar, offers a place for folks looking to, quite literally, rise above hectic Upper King Street.

In an interview with Charleston City Paper last fall, Stars Restaurant’s director of operations, Heather Greene, said that the reno-ed space was a “level up” from the previous rooftop bar.

Featuring Brazilian hardwood, fruit trees and colorful awnings, Satellite Bar feels a bit like an escape from downtown.

The fun, though, is that the panoramic views allow visitors to still sightsee (and people watch).

Summer safety tips

In the middle of summer fun, experts say it is important to keep in mind summer safety tips to avoid sunburns, bruises and worse.

Keep a close eye on children near the water. Summer vacation is a popular time to surf, water ski and spend time near the ocean. Drowning is a major concern when close to the water and one of the most common preventable deaths. A child can drown in the time it takes to reply to a text, according to the American Red Cross.

Suggestion: It is best to have a designated adult “water watcher” to focus on children and weak swimmers in the water. The Red Cross advises that children take swimming lessons and always wear lifejackets.

Be mindful of firework laws and dangers. If you are inclined to shoot off fireworks, the Red Cross recommends you set off fireworks away from buildings or trees. Always wear eye protection and store fireworks in a cool, dry place away from

Fourth of July Fireworks on Folly Beach

children and pets. Buying or shooting fireworks is illegal inside the city of Charleston and many other cities year-round. It is best to check local fireworks laws before you celebrate July 4 with a bang. Pro tip: Pets really don’t like fireworks. Consider their welfare when you’re firing off popping rockets.

Apply sunscreen properly. The American Academy of Dermatology advises people of all ages to use water-resistant sunscreen with SPF 30 or higher that offers broad-spectrum protection against UVA and UVB rays.

Watch out for heat stroke. Charleston’s extreme summer heat can cause your body temperature to rise past the point of being able to cool itself. If you experience dizziness, confusion or muscle cramping, immediately go inside or into shade and drink water.

Respect shorebirds’ nesting sites. The South Carolina Audubon Society says to keep local wildlife safe this summer by staying a safe distance from nesting sites. Pro tip: Pick up trash.

Local markets and farms

Get a taste of the Lowcountry’s fresh produce at a farmers market or pick-your-own-produce farm. The Charleston Farmers Market in downtown’s Marion Square runs from 8 a.m.-2 p.m. every Saturday and highlights offerings from local farmers, tasty bites from food trucks, artisan items, live music and kids activities such as an inflatable bounce house.

The Charleston Pour House opens its backyard and back deck to the public for the Sunday Brunch Farmers Market. Visitors can peruse the many goods for sale while sipping a cold drink from the bar and grooving along to the band on the deck. Other markets take place on varying days throughout the area including West Ashley Farmers Market, Holy City Farmers Market, the Folly Art Village Market and more.

For an even fresher experience, pick your own produce at area farms including Boone Hall Farms in Mount Pleasant, Bugby Plantation U-Pick on Wadmalaw Island and Champney’s Blueberry Farm in Ravenel. This is an excellent activity for the whole family, just be sure to plan your trip according to the weather and temperature as a summer afternoon in the field can get very hot.

Pet-friendly beaches

Kiawah Island: Pets must be leashed at all times from March 16 to Oct. 31. Starting Nov. 1 until March 15, pets can roam offleash from 7 a.m. to 7 p.m., except in the critical habitat area, and on-leash from 7 p.m. to 7 a.m.

Edisto Beach: From May 1 to Oct. 31, this beach requires animals to be leashed at all times. Outside of these specified months, pets can enjoy the beach without a leash.

Folly Beach: To ensure pet safety from crowds and extreme heat, animals are prohibited from accessing the beach between 10 a.m. and 6 p.m. from May 1 to Sept. 30. Pets are welcome the rest of the year during the off-season but must

Isle of Palms: Pets are permitted on Isle of Palms between 5 a.m to 9 a.m. from April 1 to Sept. 14, and between 4 p.m. and 10 a.m. from Sept.15 to March 3. During these hours, they can be off-leash. All animals who visit should be vaccinated and pet owners must carry the vaccination certificate.

Sullivan’s Island: Summer hours for pets on the beach go into effect from May 1 to Sept. 30. During this period, pets are allowed off-leash from 5 a.m. to 10 a.m. and must be on-leash from 6 p.m. to 5 a.m. Animals are not allowed on the beach between 10 a.m. and 6 p.m.

Where to grab big-ass salads in Charleston

Nothing hits in the summertime like a really big, really crunchy, really filling salad. We’ve rounded up local restaurants that are serving what can best be described as big-ass salads. EOBC’s salads are called “big salads” for a reason, and the Smokey Caesar has everything you’d want in a big ol’ pile of lettuce: a creamy dressing, crunchy stuff like pepitas and croutons and the option to add protein like chicken, pork and salmon.

Harbinger and Harken Cafes

Perhaps best known for their inventive, indulgent pastries and bakery items, both the Harbinger and Harken Cafes have a solid salad menu that changes with the seasons. Order a salad plate and get a sample of as many (five) or as few salads as you like. Recent offerings include the Green Tomato Salad, made with cucumber, pickled jalapeno, sweet onion, mint, cilantro and extra virgin olive oil and the Edamame and Garlic Noodle Salad made with its titular ingredients as well as sunflower seeds, scallions, roasted garlic, chili flakes, mint and sesame seeds.

Rancho Lewis

You can’t go wrong with Rancho Lewis’ traditional Mexican fare — the Christmas burrito is a staple for a reason. If you’re looking for something a bit lighter, but still filling, order one of Rancho Lewis’ big salads. The West Texas Wedge takes the classic wedge salad, made with bacon and cheese and takes things up a notch with avocado, grilled corn and pico de gallo. The Sun City Caesar is made with romaine, queso anejo, crispy corn tortilla, chile rajas and cilantro. Diners can add grilled chicken, shrimp or steak to either salad.

Local fast-casual salad restaurant Verde recently expanded with a new spot in Park

Circle and a new King Street location (433 King St.). Founded in 2011 by hospitality veterans Jennifer and Sam Ferrebee, Verde focuses on nutrient-dense, preservative-free foods. You can’t write a story about big ass salads in Charleston and not mention Verde, and this spot has a wide variety of leafy greens to choose from, whether you’re in the mood for make-your-own or one of their signature creations. New dance company hosts choreography showcase

Lacey Bates is the founder of a brandnew Charleston-based dance company, Collective SC, which will host its first event and fundraiser, the Holy City Dance Festival, at South of Broadway Theater in North Charleston on June 22.

Bates told the Charleston City Paper she is excited to present a stellar lineup of local and guest choreographers in this showcasestyle production.

“The idea for this festival is to give emerging choreographers a space to present their work,” Bates said. “For the Collective as a whole, the aim is to give dancers more professional opportunities here in Charleston. All of my dancers are paid hourly — professional opportunities here are not common; usually you have to go to a bigger city to find professional work. So making space for dancers here in Charleston really is the goal.”

Bates is a South Carolina native who grew up in Myrtle Beach, attended the College of Charleston and, during her time here, danced with Annex Dance Company and Dance Lab’s Entertainment Company.

Then, she spent five years in the vibrant dance community of San Francisco and was a co-founder of a company there, called Collective S.F. When it closed during the Covid lockdown (plus, Bates was missing her home state), she decided she wanted to bring a piece of California back with her. York and California, there are a lot of these kinds of dance festivals and open applications for emerging artists, Bates explained.

“My goal is to create more opportunities for not only dancers but choreographers as well,” Bates said. “I felt like I needed to move 2,000 miles away to have a dance career.”

Collective SC is her response to that feeling.

“Charleston has so much going on artswise. I think the potential for dance is there, too, but we have to just make it happen.”

Showcasing choreography

Audience members can look forward to an evening of contemporary dance where seven local choreographers will present new work, plus one out-of-state guest choreographer. Those presenting work include Bates, Izzy Byers, Kandyce Gardner, Lucy Dillon, Jessie Natusch (Charleston Modern Collective), Taylor Rice, Tiara Scarlett (Scarlett Rose), Allie Boyd (The Dance Space) and Tori Kabernagel.

“My goal is to bring audiences a fresh perspective on contemporary dance by welcoming a sense of collaboration,” Bates said.

Working with South of Broadway Theater, Bates put out an open call in the fall of 2023 for choreographers in the area. The resulting showcase will present 11 dif-

ferent dance pieces, mostly contemporary.

“For the first production, I wanted to make it more of a community event that gives opportunities to emerging artists and choreographers in the area, because I find that’s a real need here,” she said.

Tickets start at $20 through citypapertickets.com for the 7 p.m. show on June 22. Collective SC invites its audience to join with the dancers and choreographers for drinks and conversation after the show.

“I want to do anything I can to make people feel welcome, to have fun and feel relaxed,” Bates said. “I really want to connect with the audience members and community as a whole — talk to them about what they liked, what they didn’t like. I want to create a sense of fellowship, and fun, really, in addition to seeing some awesome dance.”

She aims to expand the festival next year and make it into the Collective SC’s annual fundraising event. Bates will also begin offering a class series, starting in July, after a trip up North to present her own choreography at New York City’s Emergent Dance Festival.

Morant’s new studio series features local collabs

Local poet and musician Christian Morant debuted on Ohm Radio last month his new single, “Mermaid Green,” a live recording featuring Mount Pleasant vocalist Emily Curtis. The single is a part of his new studio series, a project where he collaborates with local musicians to celebrate Charleston’s indie music scene.

Aside from Curtis, Morant also worked with his sister, Moncks Corner visual artist Chelsea-Lee Rheault who created the single’s cover art, and North Charleston musician Michael Duff, who played guitar on the song.

Morant said “that Charleston collaborative energy” is what makes “Mermaid Green” special, as well as his collaborative video series. He’s making and releasing on Youtube a series of acoustic studio sessions with local musicians — a project that will result in an album to be released later this year.

“Music is a type of therapy. There was some darker material years ago. That was a different version of me, and then I realized the spiritual inner work I had to do to move in a more positive light,” Morant said. “The essence of Mermaid Green is this kind of fairytale feeling of love in general. I gravitate towards that joy.”

And he’s sharing in the joy of music making by working with Charleston’s musical community for his new studio series.

The studio series highlights Morant’s collaborative songwriting and singing with

musicians like Curtis. This month, for example, he released Curtis’s original song “The Background” — on which Morant is featured — via his YouTube channel.

The series focuses on stripped-back, acoustic songs, which include “Unstable,” “The Greatest Showman” and “Tender Loving Care” (those songs feature New York-based Jenn Bedell and Lubomir Rzepka). Morant said new songs, mostly with Charleston musicians plus accompanying videos, will be released every two to three months. At the end of the year, he plans to put it all into a full album release.

Summerville based director Jackson Bailes lends his eye behind the camera to create authentic, raw moments in the video recordings of the songs. Baile’s laidback approach is exactly what Morant was looking for, he said.

Morant admits he’s making the album “backwards from what most people do,” but said building the studio series has reignited his creative spark.

“I was really rushing the process when I was trying to do really produced tracks before,” he told the Charleston City Paper. “[Now,] whoever wants to listen to it, listen to it. I’m no longer [thinking] ‘oh my God, I

have to perfect this thing’ anymore.”

Returning to his roots

For the past several years, Morant has split time between New York and Charleston, but has found himself returning over and over again to work with Charleston artists — especially his family.

Aside from his painter sister, Morant said he finds inspiration in his father, who is a songwriter, producer, musician and author, Jonathan “Mookie” Morant (Charleston City Paper ’s Best Local Author 2024.) While the father and son each have their own projects, Christian Morant describes he and his father as “working in parallel” and said they are creating a children’s book together.

“Mermaid Green” and the studio series are only recent additions to Morant’s repertoire: He recently performed at Keith Summey Library for North Charleston Arts Fest and released his poetry collection Growth in 2023.
