Advocates say Charleston wins when local businesses grow

Charleston entrepreneurs face rising costs, competition for commercial property and are often small players up against corporate interests. Plus, COVID-era rules introduced all new kinds of business challenges.
Despite that, many Charlestonians are opening new businesses, expanding and sustaining existing ones, and bearing witness as some industries take Charleston by storm.
Two new businesses which open next month, Wake Refill, a zero waste refill store on downtown’s Eastside, and Top Talent Cheer, a cheerleading gym in the Citadel Mall, are recent participants of “Commercial Space 101,” a free program from Lowcountry Local First (LLF). It seeks to help businesses ready to launch into their first brick-and-mortar location.
“Opening a brick and mortar can feel totally overwhelming and first timers often don’t know what they don’t know,” said LLF’s executive director, Jacquie Berger.
“Lowcountry Local First is here to offer support and to ensure these new local businesses start off on the right foot.”
In early September, Top Cheer Talent
will open in Citadel Mall to provide a dedicated cheerleading gym for Charleston cheer teams, coaches and high school students who want to pursue college cheering activities. First-time entrepreneur Theresa Duncan said she’s fulfilling a lifelong dream with her new business and is excited to provide “a space for cheerleaders to learn and grow in this sport.”
Also celebrating a ribbon-cutting in September is Wake Refill at 698 Rutledge Ave., a building across from Hampton Park that was once a pharmacy. Also opening in that same building (along with a new space for local jewelers AL&EM, facial studio Isabel and more) is the new location for coffee shop and retail store, Sightsee, formerly on Line Street.

Petition seeks to protect county’s libraries
A proposed book restriction resolution by the Charleston County Republican Party is the focus of a change.org petition started Aug. 19. The resolution seeks to restrict content accessed by people under 18 at Charleston County Public Library (CCPL) locations.
The proposed resolution, presented to the CCPL bboard of directors at its August meeting, claims county libraries make “obscene or harmful” content “easily accessible” to children. But the petition says all material goes through a rigorous and publicized process before it hits the shelves.
The petition garnered about 800 signatures as of 11 a.m. Aug. 21. It says librarians are professional curators and parents are responsible for guiding their children’s reading choices.

North Charleston police on Aug. 17 arrested a minor for allegedly shooting and killing Cameron Tyler, 16, of North Charleston, on Warsaw Road.
Seven others died in Horry, Richland, Sumter, Anderson and Pickens counties. Five more were hurt in shootings across the state. Nationally, there were nine mass shootings for the week, totalling 355 for the year.

S.C. to try again on legalized online sports betting

South Carolinians will see a renewed major push for legalized online sports betting in January when the General Assembly reconvenes, despite two recent legislative failures and a pair of new studies that highlight gambling’s social costs.
The reasons, experts and policymakers say, are simple: money and momentum.
Since the U.S. Supreme Court struck down the federal law prohibiting states from authorizing sports betting in 2017, 38 states have legalized the practice in some form. Last year, states generated more than $2.5 billion in taxes from $11 billion in industry revenue.
And now with North Carolina generating eye-popping revenues just across the border in its first five months of legal online sports gambling, experts like Stephen Shapiro of the University of South Carolina Department of Sport and Entertainment Management think S.C. legislators will feel significant pressure to act.
“The success in terms of the tax revenue generated already in North Carolina will be enticing,” Shapiro said in an Aug. 19 interview. “I would imagine that we’re going to see more of those types of [sports betting] bills and that there’s a good chance it would be legalized in the next couple years.”
The North Carolina experience
When North Carolina’s new law allowing online sports betting went into effect at noon on March 11, it was expected to generate $64 million in its first year.
“The legalization of sports betting will provide a significant boost to North Carolina’s economy and will allow our thriving sports industry to continue to grow,” Governor Roy Cooper said that day, as he placed a bet on the Carolina Hurricanes to win the Stanley Cup.
So far, Cooper’s prediction appears to have been an understatement, with North Carolinians wagering more than $1 billion in the first 60 days after legalization. By July 1, the state had generated more than $50 million in taxes and fees — almost 80% of the $64 million it expected to collect for the entire year.
“They’ve definitely seen a consistent high level of gambling productivity in the market since March,” USC’s Shapiro said. “And we haven’t even gotten to football season, which is when you see the biggest boost in gambling activity.”
Meanwhile, in South Carolina
Most South Carolinians probably first heard a sustained political argument for
legal online sports betting in 2022 when then-Democratic gubernatorial candidate Joe Cunningham made it a major issue.
“Sports betting is happening in South Carolina. It’s just under the table, unregulated, and overseen by bookies. Our state gets nothing,” Cunningham said in 2022. “It’s time to legalize sports betting, bring it to the surface, and use the new tax revenue to cut taxes and invest in our teachers and roads.”
Two bipartisan bills to legalize online gambling were introduced in the following legislative session.
The first, sponsored by S.C. Rep. Russell Ott, D-Calhoun, was a limited bill aimed at subsidizing the state’s struggling equestrian industry by allowing online gambling on horse races. Ott now is running for state Senate.

the times, that have passed this type of legislation and have given their constituents and the citizens in their states the freedom to be able to do what so many people are already doing,” Ott was quoted as saying at the time.
In a surprise to many, Ott’s bill cleared the S.C. House 56-46 in an April vote before dying without a vote in the Senate as the legislature adjourned in May.
The second bill, introduced by Dorchester County Republican Rep. Chris Murphy, was more ambitious. The bill proposed online sports betting on professional and college sports. It was projected to raise at least $20 million a year in new revenues, with 80% going to the state’s General Fund.
“Studies have shown that there is about $2.5 billion annually that’s being wagered online in South Carolina illegally,” Murphy told his colleagues in a March 2023 committee hearing. “The hope of this legislation would be to eradicate that illegal wagering.”
Despite a strong push by proponents and almost $300,000 in lobbying support from major industry players like the Sports Betting Alliance, the legislation died along with the horse-race gambling bill in May.
S.C. forms Smalls Monument Commission

The state’s new Robert Smalls Monument Commission is expected to hold its first meeting Aug. 28 to begin the process to place a statue on the Statehouse grounds to honor the Beaufort native. Ten members of the S.C. General Assembly have been appointed to the commission.
If Small’s statue is installed, it will be the first monument for an individual Black person at the state’s capitol complex. South Carolina observed its first Robert Smalls Day on May 13 to honor the Reconstruction-era legislator and Civil War hero.
S.C. Rep. Brandon Cox, R-Berkeley, introduced the bill in the S.C. House to create the 11-member commission. The director of the South Carolina Department of Administration or his designee will chair the commission.
The bill received unanimous approval in the General Assembly during the most recent legislative session. Cox is one of four tri-county legislators appointed to the bipartisan commission.
A modest Cox said a team effort got the bipartisan bill passed.
“I think this is something [important] to bring us together at a time that we seem so divided. Memorializing [this] amazing South Carolinian is timely.”
Cox said he cried when the legislation passed “and to be named to the commission is an honor.”
House Speaker G. Murrell Smith Jr., R-Sumter, also appointed S.C. Rep. Wendell Gilliard, D-Charleston, to the commission. Gilliard said he’s also honored to be part of this effort to celebrate Smalls, who was “a great leader, motivator [with]
New research raises expensive questions
As other states continue to bet big on gambling, two new studies raise serious questions about the social costs of putting a sports book in every citizens’ pocket.
The first, a study from the University of California San Diego’s Rady School of Management, used tax data, gambling hotline reports and digital payment records to examine the impact of legalization in 32 states. And while the findings confirmed that online gambling has been a boon to state budgets, they also showed strong evidence of financial distress among poorer residents, some of whom spend 10% or more of their income on gambling.

On May 13, 1862, Smalls, an enslaved crewman, commandeered the Planter, a Confederate steamship in Charleston, and gave it to the Union Navy. Other enslaved crewmen and their families were also on the vessel as Smalls skillfully sailed the boat past Confederate batteries.

Collections actions on unpaid debts rose 8%.
Statewide credit scores fell by one full point.
Study co-author Brett Hollenbeck, a marketing professor at UCLA’s Anderson School of Management, told the City Paper the study’s results left him more concerned about online gambling than he was at the outset.

The commission would be required to raise money for the monument and report a proposed design and location for it by Jan. 15, 2025.
Gilliard said he’d prefer for the Smalls’ monument to be placed in a prominent position on the north side of the Statehouse.
When it is installed, the Smalls’ monument will be the second African American history memorial at the capitol.
An African American History Monument, created by Denver sculptor Ed Dwight, was completed in 2001 at the Statehouse as a part of a compromise the year before to remove the Confederate flag from the Statehouse dome. Recognizable Black history trail blazers are featured on the monument’s carved panels on the eastside of the capitol, but they are not named individually.
All of the stand-alone monuments, markers and statues memorializing specific South Carolinians on the 22-acre Statehouse grounds honor White men.
Malloy said former State senator Glenn McConnell of Charleston chaired the senate committee that was involved in erecting the African American Monument.
Malloy said he will consult with McConnell “to get his historical perspective.
“I think the commission will have a great challenge ahead of [it] to make sure that the story is told appropriately about the great Robert Smalls,” he said. “His story that should survive all of us and our children should know about it and about the way he prepared himself to become one of the greatest American heroes.”

Still, Hollenbeck said he’s relatively agnostic on the underlying policy issue, due to elected officials’ need to balance the competing interests of increased state revenues, individual liberty and potential harms to some.
“It’s important that policy makers are fully informed about the downsides and that’s why we did the research,” Hollenbeck said. “But a lot of people find [online gambling] to be a perfectly enjoyable hobby that’s not harmful to them, and the states generate tax revenue that can be put to good use.”
While legislators likely will wrestle with the issue in 2025, Gov. Henry McMaster won’t be onboard.
“The governor has always opposed legalized sports betting and campaigned against it during the 2022 gubernatorial election,” McMaster spokesman Brandon Charochak told the Charleston City Paper earlier this month. “His position remains unchanged.”

A West Ashley woman on Aug. 11 told Charleston police that she was “losing her mind” after the apparent theft of more than $36,000 in jewelry from her Ashley Town Center Drive apartment. She explained there was no sign of forced entry, and she was the only person with the door code to enter her apartment. The investigation is ongoing.

Mount Pleasant police on Aug. 8 searched a vehicle during a routine traffic stop and found a mug in the cup holder with the words “A blunt a day keeps the bullshit away” on the front. Also in the car were two pill bottles containing “a green, plant-like material.” This is a friendly reminder that if you’re going to break the law, don’t be so obvious.
Should have tried “Dragon stance” A Charleston police officer on Aug. 15 responded to calls about a disruptive person at a West Ashley gym. He then confronted the suspect, who reportedly took a “defensive stance,” took his shoes off and said, “I have bond money.” The man was arrested after being held at Taser-point. Sorry, Jackie Chan, turns out Taser beats kung fu.

“Coming back into the retail world post-Covid, we’ve seen costs go up with supplies for makers, which makes their product costs go up. It’s a vicious cycle,” Bellil said. “So educating our customers why prices have gone up, that’s been a challenge….. But doing this, you just hear so many genuine comments about how they appreciate what we’re doing and bringing people together.
“Owning a small business is hard. But what you get out of it is just so beneficial.”

Wedding boom
One of the industries that has exploded in Charleston in the last decade, according to statistics from Explore Charleston, is the wedding industry.
“Charleston is now the #2 most popular wedding destination in the country only behind Las Vegas,”said Doug Warner, an Explore Charleston vice president.
According to the organization’s 2022 wedding report, the wedding industry generated more than $123 million in sales for Charleston County. That estimate represented a 15% increase from 2021 and a 47% increase from prepandemic levels in 2019) It’s also worth noting, Warner said, that when brides and grooms come to Charleston, they bring their families and guests who fill up hotels, eat at restaurants and spend all sorts of money on tourist attractions.
“The wedding industry has been really important to Charleston as a community for a long time,” Warner said, “It is somewhat recession-proof. Because we have had such a strong wedding industry, we’ve weathered downturns in our economy better than most other locations.”
With all this growth, lots of out-oftown talent, vendors and planners are often brought in, said some local professionals, including a DJ and two wedding florists — all of whom encouraged that Charleston brides and grooms should opt to use local vendors for wedding needs so that those who work and live in this industry can enjoy the boom, too.

Latest school test scores illustrate how South Carolina still fails students
South Carolinians are famously bound together by traditions, some seemingly as old as the earliest English footprints on the banks of the Ashley River at Albemarle Point in Charleston. But as last week’s damning statewide public school test results pointed out, some Palmetto State traditions belong on the ash heap of history — starting with our longstanding and obdurate refusal to educate all of our children.
First, a little background. Every year, South Carolina students in grades 3 through 8 take the standardized SC READY test, which is designed to measure whether they’re reading and doing math like they should for the grade they’re in. Results are reported by the S.C. Department of Education in four categories: Does Not Meet Expectations, Approaches Expectations (which is bureaucratese for Does Not Meet Expectations But Give Us A Little Credit), Meets Expectations and Exceeds Expectations.
And how bad were this year’s results? Let us count the ways — starting with the fact that we’re not teaching our kids to, ummm, count.
For starters, as the Charleston City Paper reported this week, fewer than one-third of 8th graders in South Carolina are doing math at grade level and only half meet or exceed expectations in reading. But of course, those are just the top-lines — the averages of all students across all racial, ethnic and income levels.
It’s only when you delve deeper into the numbers — into what education professionals call the disaggregated results — that you begin to see the full dimensions of the never-ending crisis in the inadequate education that South Carolina provides her children.
In the 8th grade, just 13% of Black children are meeting expectations in math, 34% in reading. Unsurprisingly, the news for 8th grade Hispanic kids isn’t much better — 23% are succeeding in math, 40% in reading. And finally, perhaps explaining those two results, only 19% of students in poverty are working at grade level in math, 40% in reading.
Put simply, 70 years after the landmark Brown vs. Board of Education case that ended de jure segregation in South Carolina schools, we still aren’t making a good faith effort to educate all our children. Though, truthfully, with only 43% of White 8th graders doing math at grade level and 66% meeting expectations in reading, it’s clear our state’s chronically underfinanced public education system is failing children from every background and walk of life.
That’s a tradition that South Carolina voters can and must end. So this November, demand to know how every state and local official on your ballot is going to fix our broken education system, and vote like our children’s future depends on it. Because it does.
CHARLESTON CHECKLIST of community
objectives
We encourage community leaders to act on these audacious priorities:
1. Deal with the water. Build a strong resiliency plan to harden infrastructure and make smart climate change decisions about development, roads and quality of life.
2. Fix roads, traffic. Repair and improve roads and reduce traffic. Speed up alternatives, including more public transportation.
3. Be smarter about education. Inject new energy into the broken Charleston County school board by focusing on kids, not national mantras.
4. Conduct public business in public. Be transparent in public business. Stop the secrecy.
5. Invest in quality of life. Build more parks. Have more festivals. Invest in infrastructure that promotes a broad sense of community.
6. Engage in real racial conciliation. If we embark on more conversations and actions on racial reconciliation, our community will strengthen and grow.
7. Develop fewer hotels, more affordable housing. Make Charleston a more affordable place to live for everyone.
8. Develop Union Pier at scale. Let’s not put ship-sized buildings on the coveted Union Pier property downtown. Instead, make what comes appropriate.
9. Build and follow a 50-year plan. Plan for the county’s long-term future and follow the plan.
10. Pay people more. Pay a living wage. Push South Carolina lawmakers to set a real minimum wage.
Lowcountry’s Moore has juice with Kamala

This was going to be the column about how S.C. Rep. J.A. Moore may be the secret go-to guy for anyone who wants influence with Democratic Party presidential nominee Kamala Harris.
It still will be, but we’ve got to get a recent gun incident straightened out first.
On Aug. 13 an hour or so before he was to pick up his daughter from her first day of kindergarten, Moore waited to pull into a parking place so he could go to a restaurant near Park Circle in North Charleston. Then a guy in a black truck cut around him and took the space. Moore said he rolled down his window and exchanged words with the driver. Then he said the guy, sitting in his truck, pointed a gun at him. Moore drove off. Not long later, Moore noticed the guy walking on the street, took a photo of him, returned to the lot and took a photo of his license plate, turning it over to police. Officers reportedly found the guy in a bar. He eventually admitted to the argument, but “denied brandishing a handgun toward the victim,” according to a police report. No arrest was made at the time due to lack of corroborating evidence or witnesses, but Moore later said he would press charges.
It was scary, Moore said last week.
“It was a situation where the gentleman, for whatever reason, felt he needed to pull a gun to settle a verbal dispute,” said Moore, a Democrat elected to the legislature in 2022. “I don’t know if there’s a legislative remedy to that. But I do think there is a societal remedy that needs to be had.” The country, he says, needs a refreshed, new conversation about guns.
“He felt that it was OK to threaten my life over what was a verbal dispute. I never threatened the guy’s life.”
More than likely, this will be remembered as a lifechanging moment for Moore. Just like that day in the spring of 2019 when he learned he was going to be the father of a girl.
At the time, Moore, like many state legislators, was being lobbied hard by presidential candidates for his political support in the important 2020 South Carolina Democratic presidential primary. He’d talked with several. Had their mobile numbers.
He’s still discouraged by gun violence across the country — from horrific mass shootings like the one in which his sister died in 2015 at Emanuel AME Church in Charleston to the incident that affected him this month.
So it wasn’t out of the norm for him to know how to reach then-U.S. Sen. Kamala Harris of California. On the day after a gender reveal party, he phoned her to say he was going to be a little girl’s father and that he was going to support Harris’s candidacy.
“It was the fact that she was a woman of color who had a viable chance of being president and I wanted my daughter to see that image — to live in a country where that was possible,” Moore recalled this week. He wanted Harris to prove a Black woman could be president — for his daughter. Moore eventually became a national surrogate, including a well-publicized stint in the spin room as after the S.C. primary debate in 2020. He co-chaired her S.C. campaign.
And they’ve stayed in touch, as he’s been invited to various Washington functions. He said he even showed up at the recent announcement that Minnesota Gov. Tim Walz would be Harris’s running mate.
These days, he’s still discouraged by gun violence across the country — from horrific mass shootings like the one in which his sister died in 2015 at Emanuel AME Church in Charleston to the incident that affected him this month. But he says Harris’s candidacy is fresh and energizing.
“So many South Carolinians, both elected and people who believe in freedom and justice and that liberation takes work, are wholeheartedly supporting the vice president to be the next president. It’s encouraging to me.”
In the months ahead, Moore will be continuing a long fight to curb gun violence and to elect a friend to be the next president.

How to stay safe when taking your golf cart on the road

s summer vacations wind down and the weather (with any luck) begins to cool a bit, it seems the perfect time of year for families and college students to hop in the ol’ golf cart for a quick trek around Charleston.
And lots of folks seem to agree as streets are full of more golf carts than ever.
“They’re definitely becoming more popular,” said Charleston Police Sgt. Christopher Stinson. “We’re seeing more and more of them these days.” And he’s not the only one.
“I see more than anybody and I’ve seen more than ever,” said Charleston City Councilman Mike Seekings, whose district covers parts of downtown Charleston, including the Battery. Seekings chalks the numbers up to the ease of storage, convenience and high maneuverability on tight downtown streets for the growing numbers. But, he said, people may be more hesitant to switch their cars out for carts if they really understood how dangerous they can be.
In cart versus car, car will always win
Golf carts lack many of the safety features that traditional motor vehicles have — from sturdier frames to seat belts.
“They are not safe on the streets, period,” Seekings said. “They have very limited protections for people in them.”

Charleston County residents may remember the 2023 Folly Beach tragedy in which a newlywed bride died after the cart she was in got hit by a car. The incident rocked the Lowcountry for weeks, and the driver of the vehicle that rear-ended the just-wed couple’s cart was released from jail March 1, 2024 on house arrest.
“Carts are just built to be out of traffic, not in it, and in an incident between a car and a golf cart, the car is going to win every time,” Seekings said.
That’s why there are rules and regulations in place to help keep cart operators safe when sharing the road with heavier, stronger vehicles. Unfortunately, it’s clear to anyone who encounters carts on a street that many of their drivers have the maxim that rules are made to be broken.

The S.C. Department of Public Safety (DPS) governs the South Carolina laws for golf carts, but the first thing to note
is that all golf carts are considered motor vehicles subject to the same laws and regulations as any other:
• They must be insured.
• A driver has to have a valid license (so no 10-year-olds).
• They can’t be driven on a sidewalk.
• If they are parked at a meter, the driver will have to pay.
“When you’re driving a golf cart, legally, on the roadway, you need to operate it as if you were driving a car,” said Nicholos Pye, a community relations officer for the S.C. Highway Patrol. “You’re in traffic, so you don’t drive on the wrong side of the road, you don’t drive while using your cell phone, and you definitely don’t drive while you’re under the influence.”
And on top of those rules, golf carts have a few more restrictions. Golf carts:
• Must have a state permit decal displayed but do not have to have license plate
• Can only be driven within four miles of the driver’s home
• Can only be operated on roads with a posted speed limit of 35 mph or less
• Can only be operated during daylight hours
• Cannot be parked in Charleston garages, unless an emergency order is declared
• Cannot be used for commercial purposes in Charleston, such as a taxi

carts operating at night regularly, and as days get shorter, I’m sure we’ll see more of them,” he said. “The thing I’ve seen that’s really crazy is people driving with young children in their laps, unsecured; whole families with dogs; and people driving with alcohol in their hand.”
Seekings said rules for golf carts exist for a reason.
“If you’re going to drive a cart, please just be safe,” he said. “The whole idea of operating them on city streets needs extra vigilance from the operator, the passenger and all the people who put the rules out there.”
Stinson added that when people are informed about the rules, they’re at much less of a risk of getting hurt.
“As long as they are being operated correctly, I don’t see them as a significant issue or safety concern,” the sergeant said. “When people do all of these things, they’re perfectly safe.”
Could things change?
The city of Charleston already has several ordinances that restrict golf cart usage, such as parking limitations and commercial use restrictions. Elsewhere in the state, cities are taking a page out of the Holy City’s playbook to crack down on carts.
In Columbia, for example, a recently proposed ordinance would outlaw the use of golf carts as taxis, citing the difficulty of

enforcement for existing laws for the reason behind the change. That difficulty is seen in Charleston, too.
It’s really easy to find someone operating a golf cart, but it’s hard to determine if it’s within four miles of their home, for example, Seekings said.
Seekings added he would like to see stricter enforcement of the rules already in place before more restrictions are discussed. He also said it would be difficult for city officials to put more rules in place, due to the bizarre relationship between Charleston and the state Department of Transportation and their jigsaw-puzzle roads.
“It all just comes down to common sense,” Pye said. “If something doesn’t seem safe, it probably isn’t.”

Bar Polari, a new kind of LGBTQ+ experience

Brent Compagni wanted to open a different kind of bar for the LGBTQIA+ community — one that’s cocktail forward.
“Bar Polari is, at its core, a speakeasyinspired cocktail lounge,” Compagni said. “The goal is to have a space where you can come in, have a nice cocktail and build the community’s connections.”
Bar Polari, located at 1813 Reynolds Ave. Suite C, in North Charleston is an intimate space that focuses on mixing up great drinks. You can find Bar Polari behind Macho Pichu Chicken, next to Rebel Taqueria. “We’ve got some really great neighbors with some really great food,” Compagni said.
Guests can bring food in from Polari’s neighbors if they get hungry while perusing the extensive cocktail list that features cheekily named beverages (read on for just how cheeky they are) like the Bitaine, Fruit and Blag. Compagni’s favorite is the Cartes, made with jalapeno aguardiente, Amaro di Torino, agave, lime, orange and bitters.
The word Polari means a form of slang that incorporates Italianate words, rhyming slang and Romani that was originally used as a secret language in England and adopted by some gay communities in the 20th century. Look no further than a recent today.com article, “Polari, the ‘lost language’ of gay men,” to see where the cocktails get names like Zhuzh (tart up), Fruit (gay man) and Dish (ass).
In addition to the 11 house specialty beverages, drinkers can order classics, like a martini and daiquiri, or choose from several nonalcoholic concoctions.
Indecisive drinkers can also let bartenders know what kind of drink they want — use words like sweet, floral, spicy, bitter or smokey and the mixologists will whip up an off-menu drink just for you.
“I want to try and set a new standard and create a new experience for everybody,” Compagni said. “When people think ‘gay bar’ they get this idea in their mind of what to expect and what it’s going to be like. …
I didn’t really necessarily want to go down the path of every other gay bar before me.”
A place where you can relax
As an appreciator of a handcrafted cocktail, Compagni wanted to create a place for the LGBTQIA+ community to enjoy a drink where “you don’t have to scream to be able to hear each other.”
Bar Polari is open seven days a week starting at 4 p.m., so folks can stop in for happy hour, after-dinner drinks or late night fun (especially on Fridays and Saturdays when the spot is open until 2 a.m.)

De Mare serves boat-to-table oysters at pop-up raw bar

Joey De Mare has been working with oysters for over a decade. He started as a shucker at Pearlz Oyster Bar where he, admittedly, got pretty good at shucking. After some time managing restaurants he met Trey McMillan, the owner of Lowcountry Oyster Company (LowCo.). He’s been a farm manager with the company for four years.
De Mare missed the restaurant scene, though, and he wanted to create something all his own. De Mare Raw Bar was born.
De Mare spends his days harvesting oysters and his evenings serving them at pop-ups at a variety of locations, from Odyssey Bottle Shop to Munkle Brewing Co. to Get Carried Away Southern Market.
“The main thing is always having our oysters that we grow,” said De Mare on the importance of utilizing local seafood at his pop-ups. And while he’ll bring in some other Southeastern varieties of oysters, his emphasis will always be on locally sourced seafood. “I feel like a lot of places in Charleston say that their seafood is local, and then when you really dig a little deeper, it’s just not.”
Power of the pop-up
De Mare joins an ever-growing Charleston roster of fresh, inventive pop-up concepts. As Charleston City Paper has written before, pop-ups are not a new trend, but they are having a moment in a city filled to the brim with dining options.
And De Mare said that the response to his raw bar, from both hosts and guests, has been overwhelmingly positive. There’s something celebratory about ordering an oyster and watching it get shucked and dressed right before your eyes.
He said that one pop-up perk is getting face time with customers and “being able to see the fruits of your labor, that people are enjoying the stuff that you’re able to grow.”

De Mare has noticed an increase in the popularity of raw bars in the city since his days shucking at Pearlz, back when that East Bay stalwart was one of the few raw bar options in town. “I feel like [oysters have] become a staple here in Charleston. It’s getting known for it and rightfully so,” he said. “It’s a … beautiful thing, and it’s a very sustainable protein.”
De Mare Raw Bar always features LowCo. Oysters with a variety of mignonettes (and the tantalizing option to add caviar, creme fraiche and chive oil to an oyster for just $5) and a rotating roster of other seafood, like tuna tartare, shrimp cocktail and bay scallop ceviche. De Mare has been offering an oyster happy hour at his pop-ups, serving up $2 oysters. “It’s fun, and it’s bringing it back to that price range … that people expect [happy hour] to be,” he said.
Those happy hour oysters are reminiscent of De Mare’s days at Pearlz, where he eventually mastered the art of shucking, after some initial struggles. “I didn’t love it for the first couple of months,” he said.
“As I got older, you just find more appreciation for it. … Since I’m with LowCo., you see everything grow. I’m part of growing [oysters] from seed, and I facilitate that all the way up until they’re full grown and watch it go out the door. It’s awesome.”

Compagni hopes to host events at Bar Polari in the near future, but for now they’re focusing on serving good drinks to a growing crowd.
“I just hope they walk away feeling like they were able to meet people within the community that they hadn’t met before and build new friendships, new bonds — just kind of really bridge this community together — because I absolutely adore it,” Compagni said.
“I [moved here] a couple years ago and was welcomed with open arms, and it became more home than anywhere else before,”
Compagni added. “I hope that I can give that back out and have a really warm space where they can feel like they can go on a date or they can meet people and have fun.”

Spooky Empire haunts the Holy City

Horror fans can find comfort in their favorite creepers and creatures at the Spooky Empire convention, coming to Charleston Aug. 23 through 25. With 30+ celebrity guests, including Malcolm McDowell (A Clockwork Orange, Class Of 1999, Halloween 2007 ), Doug Bradley (Hellraiser film series), Dee Wallace (E.T., The Howling) and David Howard Thornton (Terrifier films), there will be plenty for fright fans to delight in. Or pose for a photo-op with Jason Voorhees, Pinhead and everyone’s favorite pale-faced psychopath, Art The Clown, while perusing vendors, panels and more at the Charleston Area Convention Center.
Founded in 2003, Spooky Empire has grown to become one of the largest thriller conventions with its attendance increasing each year in size. Spooky Empire, lovingly referred to as “the dark side of Comic-Con” prides itself on allowing guests to interact with their beloved horror icons. The event will host some frightening panels, as well as a huge vendor room of over 100 vendors and exhibitors in attendance.
Locals to participate
As an integral part of the monthly Terrorvision Theater series at the Terrace Theater, and a frequent pop-up host in the area, Ryan Graveface has consistently worked on carving out a niche for local horror nerds. When he isn’t working on bringing underseen films, like $lashers and The Woodchipper Massacre, to the Terrorvision video label — or underheard musicians to his record label, Graveface, he’s working on acquiring more creepy items for his Graveface Museum in Savannah

The perpetually busy Graveface said the Terrorvision/Graveface table at Spooky Empire will offer a wide array of things to check out — Graveface said, “I like selling my stuff, but I also genuinely love meeting humans and exposing them to new things. Getting someone into new music or some movie they haven’t heard of, or telling them about the museum has always been pretty cool (to me).”
Local stop motion animator, filmmaker, artist, film buff, movie prop collector, and dad Trent Shy will have a table featuring movie props (mostly films from the the 80s and 90s) which he’s collected over the years for his Instagram page, Creature Features Museum.
“We have rare props used in films like The Blob, They Live, Arachcnophobia, Mars Attacks, Anaconda, Tremors, and Trick ‘r
Treat just to name a few,” he said “I’ve been in love with movies and practical effects since I was very young. My obsession with practical effects even led me to my career as a professional stop motion animator and filmmaker.”
From this obsession of film and FX came the urge for Shy to acquire practical effects, especially monsters and creatures, from the films he loved.
Shy added, “Owning a piece of history from these films is a way to feel closer to them. Nostalgia plays a big part of it too. I mostly seek out props from films I connected to as a child.”
Bringing the exuberance and nerd dedication to Spooky will be none other than the equally prolific Jules Elizabeth, the president of Charleston’s Absent Friends, and co-host of Midnight Terrors Podcast with Kevin Roche — which won Best Local Podcast in 2024 in the Charleston City Paper ’s annual Best of Charleston contest.
A 501(c)(3) nonprofit organization as of this year, Charleston Absent Friends has been around in a less formal capacity since 2002. It started out as a monthly Rocky Horror Picture Show shadow cast (that currently resides at the Terrace Theater), created by a group of friends and family seeking to have fun. It has morphed over the years, becoming more relatable to community theater, drag and improv. Setting up a table at the convention means a lot to Elizabeth, who said, “Our goal is always to provide safe spaces to as many people as possible and hopefully entertain and make you laugh along the way! Lowcountry Jazz Festival returns with a stacked lineup

If you decide to attend the Lowcountry Jazz Festival at Charleston’s Gaillard Center Aug. 30 to Sept. 1, spare a thought for Tony Clarke. Because as acclaimed and award-winning jazz artists like Samara Joy, Incognito, Brian Culbertson and Art Sherrod (among many others) play onstage, Clarke will see little to none of it, even though he’ll be on site.
And that’s because he’s the producer of the Lowcountry Jazz Festival and has been for the last few years. He’ll be far too busy to take in the performances.
“I unfortunately don’t get to see the shows I produce,” Clarke said. “I’m always in the production office. I’m always having conversations with the artists prior to going on stage. I’m almost like the mother of the bride, but I’ve never seen the bride go down the aisle.”
Which is fine with Clarke, because after two decades as an event producer, curator and artistic director, he’s learned that the best part of the experience of the Lowcountry Jazz Festival for him is the audience.
“The most rewarding thing is sitting in the corner of the stage and looking out at the crowd,” Clarke said. “It’s seeing the enjoyment of the people that are very satisfied with the ticket purchase that they’ve made. It’s looking at the happiness — looking at the people having a great time and seeing recurring faces at the Lowcountry Jazz Festival.”
Expect to see
Audiences will have plenty to take in at the festival: The event opens with performances from saxophonist Art Sherrod, trumpeter Lin Rountree (who’s scored multiple No. 1 hits on the Billboard Smooth Jazz chart), and
flutist Ragan Whiteside. Night two features
The Braxton Brothers, soprano sax player Marion Meadows, pianist and composer Alex Bugnon, and two-time Grammy-award winning vocalist Samara Joy.
The festival wraps up with some acid jazz from Incognito and jazz-funk from dazzling singer/multi-instrumentalist Brian Culbertson.
It’s one hell of a lineup — and it’s one that Clarke sweated over a lot.
“The festival planning starts the day after the previous year’s festival ends,” Clarke said. “I travel the world looking for what would move the needle with people and create excitement. We always try to do something different annually so that you don’t get complacent. The festival’s never stale.”
Once Clarke has found the artists he wants to play the festival, another game begins.
“The game of producing is almost like a chess match,” he said. “You have to continue to move things around on the board so that you can always win and also give the patrons and ticket buyers something that they can look forward to. We’ve got a great lineup in a great city at a great venue. You can’t go wrong with that.”
Held at the Gaillard
The “great venue” is as much a part of that chess game as anything else Clarke does, and he took a moment during the interview to praise the Gaillard Center, where the festival will take place for its fifth year.
“It’s so perfect for music, arts and entertainment,” he said. “It’s just a world-class venue, and I think if anyone hasn’t had the chance to go and see a show they should. Once you get to the Gaillard Center, it takes you to a totally different place.”
The Lowcountry Jazz Festival is also a
fundraiser for Closing the Gap in Health Care, an organization whose mission is to decrease health disparities and increase the health literacy of African Americans and the underserved communities throughout the Carolinas — Which means that Clarke has to think about ticket sales even more than the average event producer.
