Dear Chamber Member, Throughout 2014, the Charleston Metro Chamber of Commerce achieved major advancements in key initiatives aimed at increasing our region’s talent pipeline, now and for the future. Scholarships and career training for high school students; resources for entrepreneurs; export training for businesses; and leadership development at multiple levels – these are some of the many outcomes you will see in this Annual Report and Business Priorities.

This year’s publication delivers accomplishments and upcoming priorities on the five platforms of our Chamber work: Talent; Business Development & Entrepreneurship; Legislative Achievements; Leadership; and Membership Relations & Development. In each section you’ll read our top outcomes from 2014 and see the goals and objectives that will drive our work in the year ahead. While talent is the thread woven amongst most of our 2014 outcomes, 2015 is showing us that growth will be at the core of our message and actions. Sustainable growth, and responsible management of our growing region, is imperative to our future economic health, regional vitality and livability. As the collective voice of business, we must drive growth so as not to be driven by it. Our 2015 business priorities in each section are reflective of our region’s growth and what we must do to prepare for tomorrow. Priorities for infrastructure, education and service delivery will bring improvements for our members’ businesses to thrive and for our residents to live. Working in partnership with you, the Charleston Metro Chamber will continue to lead and advocate for improvements in infrastructure and education, both of which are being severely impacted by the growth of our metro area. TALENT Robert Preston Henley, Jr. AGC Scholarship Award Winner
Scholarships for Tomorrow’s Engineers Preston Henley’s plans after high school graduation did not include going to college; it simply wasn’t financially feasible. Instead, Preston planned to join the Navy and figured that the military would determine his future. When his guidance counselor at Goose Creek High School suggested he apply for a scholarship at Trident Technical College to study avionics or engineering technology, his interest was piqued. Several years earlier he had visited an airplane museum and saw behind-the-scenes workings of planes.
“The day I got the news… honestly, I thought it was a joke until I saw it for myself, and nothing could have taken the smile off my face. The Accelerate Greater Charleston Scholarship is a blessing to me in ways you cannot imagine. Not one person in my family has been to college and I am glad that I get to change that in my family name.” The 12 Trident Tech scholarships for mechanical and civil engineering technology, or other high-demand employee fields, were funded by the Charleston Metro Chamber’s Accelerate Greater Charleston campaign

“When I saw how these great machines work, I was beyond amazed,” said Preston in a letter to the Chamber. This, coupled with his interest in taking things apart to see how they worked, gave Preston clarity for his future. He applied and was granted a scholarship, along with 11 other students from area high schools. He is now enrolled at Trident Tech and hopes to one day work at Boeing.

and were granted in May, 2014. Ten of the 12 students, including Preston, are the first in their family to go to college and have all faced obstacles when dreaming of the future. A foundational goal of Accelerate Greater Charleston lies in Talent Development – to dynamically strengthen the preparation of regional high school graduates entering employment in STEM-related fields. Scholarships are provided annually so that more high school graduates can pursue degrees and jobs that our region’s employers need, despite personal financial hardships.
Regional Education Council The Regional Education Council, established in January 2014, is comprised of business leaders representing Chamber membership and education stakeholders who work to improve public education policy and advance talent initiatives for the region. The council works in tandem with Business Advocacy to support strategies needed to improve career-related outcomes for the region’s school districts.

TOP OUTCOMES IN TALENT
Talent Demand Analysis A Talent Demand Analysis was initiated, completed and unveiled examining the region’s projected job growth, occupational requirements and educational resources needed to fulfill the employee pipeline to support workforce readiness. Results of the analysis generated multiple activities and initiatives designed to accelerate talent outcomes in both education and industry areas. Apprenticeships in Manufacturing In partnership with Trident Technical College and the S.C. Youth Apprenticeship Program, 11 high school juniors became the region’s first to enter an Industrial Maintenance apprenticeship program receiving on-the-job training in a local company, dual credit, hourly pay and rich learning experiences. Upon graduation, apprentices will have industrial certification from the U.S. Department of Labor, a nearly completed Associates Degree (in addition to a high school diploma), and potentially a full-time job. Tuition and books are paid for through Accelerate Greater Charleston. Career Academies Expansion At the start of 2014, seven Career Academies in five area high schools had 23 Academy Partners working together to prepare students for their future careers and education goals. At year end, the Chamber welcomed more than 85 Academy Partners working across 21 Career Academies with 5,149 students enrolled. Commitments made for 2015 will result in exponential growth, making the Charleston region the largest Career Academy initiative in the country.
DRIVING TALENT IN 2015 • Develop a Career Awareness Initiative & Strategic Plan to implement recommendations from the Talent Demand Analysis, including benchmarks and indicators to measure progress toward increased educational attainment levels in the region. Aspects of the strategic plan include: - Career Headlight – an education microsite for offerings and careers available in the region - Expanded Principal for a Day and W.I.S.E. programs - Internship Database • Lead the region’s Higher Education Business Advisory efforts by creating a President and Superintendent Roundtable of area university/college presidents and school district superintendents to address the region’s talent and workforce needs. • Expand the Regional Education Council to accurately reflect the region’s industries and school districts. • Work with the new IT Advisory Board to include a new IT curriculum for Career Academies. • Aggressively increase successful Career Academies to 40 with 13,000 students enrolled. • Increase number of Academy Partners to 200. • Grant 25 new AGC Scholarships, an increase of 208%. • Provide a total of 50 apprenticeships across six industries.

Charleston Metro Chamber of Commerce Catalyst Center
Fueling Entrepreneurship through the Catalyst Center The Charleston Metro Chamber’s Catalyst Center, located on the second floor of the Chamber, opened in August to a standing-room-only crowd who came to learn about the new resource center and hear from a nationally acclaimed entrepreneur. The opening and launch were the culmination of a year-long development project involving numerous local firms, member volunteers and funding sources working together on the region’s only dedicated resource space for start-up and high impact companies. The Catalyst Center is one of several regional assets developed after visiting a similar concept in Nashville during one of the Chamber’s prior annual Metro Leadership Visits. Studying resources in metro areas similar to our region, it became clear that the growing entrepreneur community in the Charleston area would benefit from a dedicated space designed to boost high impact start-up companies by making programs, services, mentors and resources easily accessible during the demanding early years. Funding for this new resource was made available by BlueCross BlueShield of South Carolina, and plans were initiated to design and develop the center.

The 2000 square foot space attracts entrepreneurs, small business owners and existing Chamber members who use the Catalyst Center services to connect with and learn from others, explore business ideas and discover community resources available to them including information about local funding opportunities, entrepreneurial training, mentoring and programs dedicated to start-up businesses. Assets of the Catalyst Center include conference room space, meeting rooms, free Wi-Fi, white boards, coffee bar and a video studio. In addition to fueling entrepreneurial growth in the region, the Catalyst Center will also drive new members to the Charleston Metro Chamber. Leaders from start-up companies can join the Entrepreneur Crowd (eCrowd) and use the Catalyst Center for up to two years, thus allowing time for the business to grow and mature so that they can become a fully-engaged member of the Chamber. With more visitors coming to the Chamber to use the resources in the Catalyst Center, their familiarity with the Chamber, staff and mission grows and they become more aligned with the work of the Chamber.
eCrowd Established in conjunction with the Catalyst Center, the eCrowd is a group of entrepreneurs and start-up business owners, not currently Chamber members, interested in Catalyst Center membership and access. Benefits include monthly workshops on scaling business, quarterly Inspiration Lunches with local high impact business entrepreneurs, webinars, Catalyst Center access, newsletters and more. At the close of 2014, there are 40 eCrowd members.
Business in your Backyard Business in your Backyard, a series bringing timely economic development issues to specific neighborhoods throughout the region, was enthusiastically embraced by members resulting in increased frequency and follow-up programs throughout the year. By bringing community and civic leaders to the stage to report on development plans for roads, business corridors and neighborhoods, members responded and asked for more. The Chamber continues to develop program and event agendas and information that raise the bar on delivery and exclusivity.
Export Training World Trade Center Charleston (WTCC) provided extensive training to 11 companies interested in expanding globally by exporting products and services. Training classes result in custom export plans and ongoing support and are led by a nationally recognized exporter. As part of the Metro Export Initiative and Plan, WTCC will assist 100 companies with executing their export plans by the year 2020.

Export-Import Bank Partnership World Trade Center Charleston (WTCC) was accepted as a City/State Marketing Partner of the Export-Import Bank of the United States in spring of 2014. One of only three such partnerships in the state, WTCC is now able to connect companies with export financing opportunities to further facilitate international trade.
DRIVING BUSINESS DEVELOPMENT AND ENTREPRENEURSHIP IN 2015 • Develop a robust, multi-level Small Business Platform allowing members access to knowledge and resources in physical and digital formats including webinars, workshops and an online Small Business Resource Center. • Build upon the established entrepreneurial assets by increasing services and programming in scalable formats. Increase eCrowd membership and utilization of the Catalyst Center by 25%. Establish an Entrepreneur Resource Council. • Train a minimum of 10 local companies on export expansion in attainment of the goal for 100 additional companies to be exporting by the year 2020. Develop export training alumni engagement activities and report progress of new global commerce achievements. • Conduct a Cyber Business study and analysis. Develop a cyber asset map to position the metro area as major cyber community with world class assets that attract business.

LEGISLATIVE ACHIEVEMENTS Image from Degrees of Change campaign reflecting the regional workforce gap
Degrees of Change Entering into the 2014 legislative session, the Charleston Metro Chamber had many goals, one of which stood out among the others – obtaining a research university (R1) charter for the Charleston Metro region; formed upon necessity. With 25,000 new jobs expected in the region over the next five years, we must address the large gap that exists between the graduates we are producing and the positions that need to be filled. The completion of a Talent Demand Analysis revealed that Masters and Doctorate level degreed professionals are needed for positions in internet technology, computer programming and multiple engineering specialties – degrees not currently offered in our region. To fill the gap, employers hire from afar, with 39% of local jobs being filled by residents from out-of-state. The solution seems easy – offer these degrees locally. However, in order for that to happen, legislation must be passed to provide a fourth R1 charter in the state, allowing local institutions to offer both Masters and Doctorate degrees in needed fields. The only Charleston-based university currently to have an R1 charter is the Medical University of South Carolina.

The process was neither clean nor smooth. It took several variations of the bill to get to a place where the House decided to pass it, which would grant the University of Charleston, the post graduate arm of the College of Charleston, with an R1 Charter – a small victory, but the battle wasn’t over. The Senate did not agree and by the end of the session, the legislation was not adopted; a tremendous loss for our region. However, by requesting approval from the South Carolina Commission on Higher Education and proposing a revised mission statement, the University of Charleston received approval and was designated as a research university, granting them the authority to offer targeted doctoral degrees. The Chamber will again advocate for legislation in the 2015 session to ensure the University of Charleston can offer the needed degrees. With this structure in place, we can begin to focus on generating the needed degrees and preparing our local students with the necessary skills and education to fulfill the jobs of our region’s future.
Yes4SchoolsCHS The Chamber led a successful campaign supporting the Charleston County School Tax Referendum which was passed in the November 4 election with support of 67% of voters. The campaign, titled “Yes4SchoolsCHS”, was a multi-platform, grassroots effort that spanned several months to inform, educate and bring visibility to the much needed funding for continued capital improvements throughout the Charleston County School District.
Partnership for Responsible Growth The Chamber joined forces with more than 150 local organizations to form the Partnership for Responsible Growth (PRG), advocating choice, balance and stewardship as tenets of our region’s growth plans. The coalition believes in working together to develop innovative solutions to guide growth in a manner that improves quality of life for all citizens, now and in the future.

90% PAC Ten of the 11 Charleston Metro Chamber’s PAC endorsed school board candidates in Charleston, Berkeley and Dorchester County School Districts were successfully elected in the November mid-term elections.
60% Lobbying Agenda The Chamber’s Business Advocacy Division experienced successful passage of several legislative items and continues to work on unfinished business and pending legislation in preparation for the 2015 legislative session.
DRIVING LEGISLATIVE ACHIEVEMENTS IN 2015 • Initiate a statewide campaign for an increase of 25 cents in the Motor Fuel User Fee. • Advocate for additional critical infrastructure improvements including harbor deepening to 52 feet and completion of I-526. • Lead the business community’s support for completion of the R1 status for the College of Charleston to offer advanced degrees that fill the gaps in higher education. • Endorse successful candidates for 2015 local elections. Actively involve the membership and business community in the election of the first new Mayor of the City of Charleston in 40 years.

LEADERSHIP Leadership Charleston spans four decades
40 Years of Leadership Charleston Each year, 50 professionals from around the region are selected from numerous applications to become one of the class of Leadership Charleston. The nine-month program begins annually in September and culminates with graduation in May, upon which the 50 class members add this achievement to their professional accomplishments. The one-day per month classes focus on issues impacting the region and include field trips and prominent speakers who encourage discussion and decisionmaking on issues such as crime, healthcare, workforce development, economic development and adversity. Field trips include tours of municipal offices, law enforcement establishments such as the Lieber Correctional Institution, the state capitol and military installations. Tours give Leadership Charleston participants a “back room� view not normally experienced by the general public. With a focus on educating business leaders on issues facing the region, Leadership Charleston is a critical component in training future leaders on strategies to address key regional livability issues.

2014 marked the 40th anniversary of the first class of Leadership Charleston, originally titled Leadership Trident. Throughout the year, alumni from each class took part in the current syllabus and came back to the classroom to participate and form new relationships. Alumni gatherings throughout the year were also held to celebrate four decades of community leadership and re-engagement in current Business Advocacy efforts. Leadership Charleston alumni boasts an impressive group of leaders in our state and local community. Many of the current Charleston Metro Chamber Board of Directors members are alumni of Leadership Charleston, as are several elected officials and other top business leaders. With over 2000 Leadership Charleston alumni, business leaders past and present are connected through the oldest and continually operating leadership development program in the Charleston metro region. Leadership Charleston is the catalyst for progressive and effective leadership on a wide range of advancement issues, producing future leaders who are committed to the health of our economies and communities.
CYP Membership Membership in Charleston Young Professionals (CYP) increased dramatically, from 750 at the start of 2014 to the current membership of 1200. The increase comes from both existing Chamber member organizations who are increasing their staff involvement in CYP, as well as from non-member young professionals in the region who are eager to join this interactive and results-oriented group.

Metro Leadership Visit A third successful Metro Leadership Visit was held in October, attracting 30 professionals who traveled to Indianapolis, Indiana to experience best practices in education, entrepreneurship and transportation. Fifty percent of the travelers were first time participants who gave high marks and praise for the impactful time spent with other members and business leaders while exploring possible new developments for future Charleston assets.
Vision 2030 Labs Both the Charleston Metro Chamber and Charleston Young Professionals held Vision Labs in 2014, bringing together leaders from multiple companies to tackle the area’s most pressing growth priorities. Infrastructure planning and development was the top issue selected, and the groups in both labs developed plans for continued work to achieve objectives needed for infrastructure improvements for the immediate and long-term future.
Success of Emerging Leaders Emerging Leaders, a six–week program designed and initiated in 2013, was enthusiastically embraced in its second year with capacity enrollment. Aimed at increasing leadership development of younger professionals, more than 30 students generated rave reviews for their classes led by regional leaders representing a cross section of industries.
DRIVING LEADERSHIP IN 2015 • Increase membership in Charleston Young Professionals by 15%. Enhance membership benefits and engagement levels to drive increased participation of young professionals in both CYP and Chamber initiatives. • Vision Labs will be conducted in 2015 to continue the work among leaders of both the Chamber and Charleston Young Professionals. Infrastructure lab work will continue, and a Vision Lab on Housing Affordability will be held in early 2015. • Enhance professional and leadership development programs to drive increased participation and visibility of the Chamber as the region’s source for top platform leadership development. Move the Metro Leadership Visit to commence earlier in the year. • Further engage Leadership Charleston alumni in their grassroots activities and support of advocacy work.

New Website Attracts Larger Audience Keeping members informed is of utmost importance. With today’s communication landscape, it is becoming increasingly easy to be inundated with messages making it difficult to find vital information. The Charleston Metro Chamber launched a new website in early 2014, built to allow for easy navigation and quick access to relevant information. The new interactive site allows users to search by topic, view and connect with fellow members, learn about membership benefits, register for events and spotlight their organization utilizing numerous opportunities for promotion and visibility.

With technology rapidly evolving, it was essential to build the website on a platform allowing for modifications and upgrades. Working closely alongside digital partner SOUTH.io, the site was constructed utilizing the latest technology and features. Fully responsive, the site readily optimizes for viewing on desktops, laptops, tablets and smartphones. Since launch, average monthly page views have increased by 47% year over year. Currently, average views are more than 26,000 per month and trending upward.

Charlestonchamber.net is a resource not only for our members, but for the region. Visitors can find economic data and regional business news as well as Chamber and member news. 2015 revisions to the site include additional upgrades, new information and updated resources. The Chamber site was not the only one to be reconstructed. Charleston-yp.com, the website for Charleston Young Professionals, was also completely redesigned and launched in the summer of 2014. Young Professionals have access to a calendar of upcoming events, professional development information and community resources.
The redesigned websites are just part of the Chamber’s efforts to refine and enhance communication tools. A new bi-weekly eNewsletter was added in 2014 providing members with a quick snapshot of upcoming events. ePlanner rotates with eUpdate, arriving in member inboxes each Wednesday. Additionally, the Chamber continues to increase social media utilization and engagement as part of the communication strategy.
Audit Results A thorough audit of the Chamber’s financial records was conducted in the first quarter, and reported to the Executive Committee and Board of Directors in April. The audit, conducted by Glaser Duncan, showed thorough transparency of all financial records and a “clean” report and effective management response from the auditors. Seventy-three cents on every dollar in revenue raised goes to the mission activities of the Chamber.
Honors Night Awards Two additional awards were added to the annual Honors Night event, highlighting a small business honoree with the new Milestone Award, and a rising young professional with the One To Watch Award. The event also honored the 2014 Joseph P. Riley Leadership Award winner, Charles T. Cole, Jr.

Lead Investors’ Programs and Gatherings The Chamber’s Board of Advisors, 250+ lead investors, were presented exclusive briefings, roundtables and social events throughout the year designed to promote deeper relationships and elevate their voice on Chamber initiatives. Guest speakers included Governor Nikki Haley and former Charleston County School District Superintendent Nancy McGinley, and roundtables focused on Talent Recruitment/ Retention, the growing IT Industry Sector and global trade.
Membership Enrollment The application process and membership information increased the ease by which companies can enroll at a time most convenient to them. Using the enhanced membership enrollment functions of the website 23 new members joined the Chamber.
DRIVING MEMBERSHIP RELATIONS IN 2015 • Develop alternative programming options allowing members to access Chamber resources and knowledge opportunities around the clock. Services such as webinars and podcasts will provide increased value for small businesses who wish to access opportunities at times most convenient to them. • Significantly expand membership investment benefits to increase value and exposure for members at all levels, drive additional new member sales and positively impact member retention. • Increase new member sales revenue by 25%. • Increase number of top investors by 12%.
