On September 15, the Chamber honored the late W. Brian Moody for his outstanding leadership and extraordinary work to strengthen the community at Honors Night. Brian’s impact can be seen through the halls of some of our finest educational facilities and within the countless lives that he influenced. Six additional companies and individuals who continue to provide exceptional advancements to the region were recognized at the event and are showcased in this issue of CMCC Magazine. Over the next five years, it is forecasted that there will be 26,000 new jobs. This requires the development of a strong, local talent workforce. The annual honors are presented in six award categories: The Trailblazer; The Beacon; The Rockstar; The Pillar; The Milestone; and The One to Watch. Additionally, the prestigious Joseph P. Riley Leadership Award recipient was honored, celebrating a visionary leader who has done extraordinary work to strength the community and is an outstanding community volunteer that has demonstrated a lifetime of leadership (see page 8).

Charleston County Aviation Authority The Charleston County Aviation Authority, who owns and operates the Charleston International Airport, Charleston Executive Airport on Johns Island and the Mount Pleasant Regional Airport, has transformed the once outdated Charleston International Airport terminal into a world-class facility. The terminal facility, built before rolling bags were invented, had more than out grown the 3.5 million passengers who travel through Charleston annually. The newly renovated airport is modern and innovative, welcoming passengers into our world class region, elevating the aesthetics and improving the quality of life for the region, which is why they have been recognized for the Beacon Award.
Rockstar:
U.S. Army Corps of Engineers – Charleston District The Rockstar Award, honoring the U.S. Army Corps of Engineers – Charleston District, recognizes an organization that has experienced a significant achievement resulting in a positive impact on the region. Working under the new Corps of Engineers Modernization Process, the Charleston District has been able to reduce the timeline for completion of the Post 45 Harbor Deepening study by a number of years and save millions of dollars. As one of the first District teams to put the new system in place, Charleston’s office is now advising teams from across the country on how to implement this innovative new process that will result in the Charleston Harbor being the deepest on the East Coast.
Pillar:
Home Telecom Recognizing an organization known for long-standing excellence, the Pillar Award was presented to Home Telecom. A pillar in our community since 1904, Home Telecom has transformed from a local “telephone” provider into an innovative telecommunications company that meets the needs of modern residents and businesses. Headquartered in Moncks Corner, Home Telecom serves over 25,000 residential and business customers in Berkeley, Dorchester and Charleston counties using a variety of technologies, most notably, fiber-to-the premises.
Milestone:
Wonder Works Wonder Works is recognized as the 2016 Milestone Award for their inspiring entrepreneurial success, innovation and commitment to the Charleston region. The Milestone Award recognizes a small business (max. 50 employees) that illustrates excellence in entrepreneurship, employee relations, diversity and community contribution and involvement. The One to Watch Award, recognizing a young professional with outstanding professional success in the business arena demonstrating impeccable leadership qualities in the community, is presented to Ryan Johnson, Public Relations and Economic Development Coordinator for the City of North Charleston. In his role, Ryan is a spokesperson for Mayor Keith Summey and the third largest city in South Carolina. Ryan has played a pivotal role in reshaping the image of the City of North Charleston from merely industrial to a sustainable, forward thinking community that is ripe for business. As a graduate of Leadership Charleston Class of 2012 and a past Chairman of Leadership Charleston, Ryan demonstrates impeccable leadership while working to improve the quality of life in the Charleston region.

Brian Moody (1963 - 2016) lived his life with the philosophy that you should make the community you live in better than you found it. Brian was true to his ideals, leaving us with a strong legacy of leadership, family and community involvement. On September 15, Brian was recognized for his dedication and service to the Charleston region [in front of more than 250 business and community leaders] with the Joseph P. Riley Leadership Award. The prestigious award, given annually as part of the Chamber’s Honors Night, celebrates a visionary leader doing extraordinary work to strengthen the community and who is an outstanding community volunteer that has demonstrated a lifetime of leadership. Also referred to as the “Big Joe” Leadership Award, the Joseph P. Riley award was initiated in 1992 by the Charleston Metro Chamber, named for one of our region’s finest citizens, the late father of Former Mayor Joe Riley, who was also instrumental in many areas of growth in the region.

Public servant Born and raised in West Ashley, Brian was passionate about the Charleston region and serving where he could be most valuable. As a product of the Charleston County school system, Brian wanted the same experience for his two sons. As Will and Ben became school age, Brian quickly saw the need for improvements and, not afraid to stand up for the things he believed in, stepped up to make a difference. He decided to run for a seat on the Charleston County School Board.
“When Brian started his term as Board Chairman, he said his motto was: ‘If you are going to get involved in something, don’t just put your toe in it; jump right in and completely immerse yourself,’” said Chamber President and CEO Bryan Derreberry. “Brian was true to his motto.” Beyond his commitment to the School Board and Chamber, Brian served on numerous regional boards, was a member of several professional organizations and was highly involved with John Wesley United Methodist Church.

Ultimately, Brian served on the School Board for 12 years and was Chairman from 1999 to 2000. He was known for his ability to consider an issue from all angles and often was the swing vote. Instrumental in the campaign to gain approval for funding to build new and improved school facilities, Brian’s legacy is seen in the modern schools filled with our future workforce found throughout our region.
But Brian’s passion and service did not end there. He served on the Chamber’s Board of Directors and as Chairman of the Board from 2005 to 2006. In 2004, he chaired the Citizens for Community Improvement Campaign for the Chamber and was integral in the passage of the half-cent sales tax referendum to improve county roads and green space – all while campaigning to serve another term on the School Board.

Balancing a three-legged stool “Brian was full of sayings that he thought were helpful,” said Chris O’Neal, Managing Partner of Moody & O’Neal CPAs LLC. “One he always liked to use with me was that you have three legs to your stool, one leg is your public life, one is your work life and one is your family life and you have to try to always keep those in balance.” Brian was remarkable at keeping his stool balanced and excelled in all areas of his life. He instilled that same standard of excellence in his two sons, Will and Ben. Recalling a coachable moment they now refer to as the “C Speech” - one of them brought home a less than exemplary report card, upset less about the grade than the lack of effort, Brian assured his sons they were on the right track, as long as they wanted to have a C job, a C relationship with their family, C friends, etc. This was not Brian being a perfectionist, but rather teaching his sons the value of fully committing themselves in everything they did.
Brian was both an accomplished public servant, and an extremely successful and highly regarded CPA. A graduate of Clemson University where he earned his degree in Administrative Management, Brian became a CPA in 1995. He led one of South Carolina’s largest CPA firm mergers when Gamble Givens & Moody merged with Pratt-Thomas & Gumb and Co. who later joined forces with North Carolina’s Dixon Hughes. Most recently, Brian partnered with Chris O’Neal to open Moody & O’Neal CPAs LLC where he served as owner and managing partner. Even with a successful and demanding career and impressive public service commitments, Brian was most known as a loving and devoted family man and friend. His favorite moments were spent tailgating with his sons and closest friends for his beloved Clemson. While Brian was a tried and true Clemson fan, he loved tailgating, not for the football, but for the memories he was creating with his boys.

Far Reaching Legacy In October 2014, Brian was diagnosed with a brain tumor and after 17 months of fighting, he passed away on March 17, 2016. Many knew Brian and were impacted by his presence, but his impact on our community goes much deeper. Brian truly did make everything he touched better.

“A lot of Brian’s legacy is cemented in people, whether that is the people at Charleston County School District, whether that is the students that went through the schools, whether that is the people that worked at his CPA firm, whether that’s his family, Brian’s legacy is spread across so many different places,” said Chris O’Neal.

“The Charleston community really showed how much they cared about him and I felt they expressed that they were grateful for the things Brian did. That was a blessing for Will, Benjamin and I to hear,” said Maribeth Moody, Brian’s wife. “People’s lives were changed because of Brian’s work and service to the Charleston region.”

• Support a long-term comprehensive infrastructure funding solution for our state’s decaying infrastructure
Each year, through the legislative process, the Chamber works on behalf of its members to advocate for policies that support the growth and prosperity of Berkeley, Charleston and Dorchester counties. Chamber Lobbyist, George Ramsey, is at the State House each day the legislature is in session, advocating on behalf of the region and your business. This year, we focused on the following key areas at the State House:
• Infrastructure and Transportation • Economic Development and Talent • Military Base Retention and Expansion With just 18 minutes to spare before the end of the two year legislative session, the House agreed to the changes the Senate made to the military retiree tax exemption bill, which increases the deductions for military retirement benefits. With this vote, 100 percent of the Charleston Metro Chamber of Commerce’s state legislative priorities passed, ending the session on a high note. A roads bill, which will result in a total of $4.2 billion for infrastructure improvements throughout the state, was also successfully passed this session. Though not a long-term funding plan, this is a huge shot in the arm for our crumbling infrastructure and gives the legislature time to develop a long-term revenue stream for SCDOT.

Finally, the final $16 million of state funding for the Aeronautical Training Center at Trident Technical College was secured.

Transportation infrastructure is on the mind of every business leader in the Charleston region. To be clear, it’s on the mind of every business leader and citizen in the state. Improving our roads, bridges, highways and byways is critical – for the transport of goods and services, for the safety of employees, for the convenience of customers and for professional and personal financial relief. Fixing SC roads matters. It was big news when, at the end of the legislative session in June, the South Carolina Senate and House agreed on restructuring the SC Department of Transportation (SCDOT), and the Senate Finance Committee developed a plan for $4.2 billion over the next 10 years to be used on interstate improvements, the primary road system and the replacement of all substandard bridges statewide. Welcome, Act 275.

But what does Act 275 really mean and how does it address the need?
What does all this mean for the Charleston region?
Here’s where the rubber doesn’t meet the road.
The good news is that $1.6 billion has been committed to our region.
SCDOT estimates that more than $42 billion is needed to address South Carolina’s road and bridge infrastructure. This is a $1.2 billion annual need over the current SCDOT budget.
Projects and their related costs include:
Act 275 addresses just 10 percent of the need throughout the state. It provides:
• $215 million annually to the state highway fund • $149 million of new funding • $65 million is redirected existing SCDOT funding Over the next 10 years it will be used to widen interstates ($2 billion), to fix structurally- and load-deficient bridges ($950 million) and to resurface existing roads ($1.4 billion).
• Widening I-526 from Paul Cantrell Boulevard to Rivers Avenue including a new interchange at 526 and 26 $780 million • Widening of I-526 from Rivers Avenue to US 17 • Widening of I-26 from the Port Access Road to I-526 • Widening of I-26 from mile marker 197 to 187

The not so good news is that this is a drop in the bucket of the current needs of this growing region. And none of the monies will be used to build new roads that are so desperately needed.

Resurfacing crumbling roads? Excellent; the sooner the better. Widening an existing road? Will certainly help. (Until that is, we get to the bottleneck from which we all must exit.) Fixing structurally and load deficient bridges? Okay, that’s just a no-brainer. With 48 new people in the region per day, new infrastructure is needed in addition to improvements to our aging infrastructure.

In 2015, the Charleston Metro Chamber’s Infrastructure Visioning Task Force identified 15 current infrastructure priorities for our region with an estimated price tag of over $2 billion. Clearly, the costs exceed the funds available. The solution to this mega problem lies in the identification of a long-term comprehensive funding solution which incorporates multiple revenue sources. Currently, 28 percent of revenue for SCDOT comes from the state’s Motor Fuel User Fee, which is at $16.75 cents per gallon. South Carolina has the third lowest fee in the country. It hasn’t been raised since 1980. This is one source that can be modified to make a huge and immediate positive impact to our revenue stream. Every penny increase in this user fee generates $30 million. And 35 percent of our state’s motor fuel users are out-of-state drivers. So when we learn that it costs $12 million to widen (not build) one mile of interstate from two to four lanes, it becomes very clear that the revenue stream and its funding sources, as they stand now, will not be sufficient today, nor tomorrow, to meet metro Charleston’s transportation needs. Creating a permanent long-term funding solution has been the Charleston Metro Chamber’s top legislative priority for the past two years and it will continue to be in the next two-year legislative session. We will work with our coalition partners (other South Carolina Chambers, the South Carolina Trucking Association, South Carolina Alliance to Fix Our Roads, among others) to pressure the General Assembly to identify the revenue to meet the $42 billion need.
SCDOT Funding
Leadership in the House and Senate recognize the need for a long-term solution as well. $4.2 billion is a step in the right direction but it isn’t the answer. (Especially since a portion of the monies in Act 275 is simply redirected existing funding. Moving the deck chairs doesn’t take away from the fact that the ship is sinking.) Are there alternative transportation options? Sure, but not for any time in the near future. Besides the staggering costs of Bus Rapid Transit, Water Ferry, Light Rail and Commuter Rail options, none are feasible without a much greater population density. The most cost-effective, Bus Rapid Transit, will cost $15.5 million per mile for the 23.12 miles from Summerville to downtown Charleston. What we need now is a funding solution that will fix our “roads reality”. Can this solution be finalized and made in the next legislative session which starts in January? Let’s raise our collective voices to move beyond Act 275 and meet the infrastructure needs we have today. 2018 is the gubernatorial election year and there will be more gridlock (literally and figuratively) if something isn’t done soon. NEW JOBS FORCASTED IN THE NEXT FIVE YEARS An update to the region’s Talent Demand Study forecasts 26,000 new jobs in the next five years. The update, sponsored by the Charleston Metro Chamber and Charleston Regional Development Alliance, was completed in May 2016 to provide current data on the workforce pipeline for the region’s fastest growing industries. The full Talent Demand Study was originally completed and distributed in 2014. The study showed local talent shortages in key fields, resulting in the region being overly dependent upon recruiting workers from out-of-state. This update, which is part of the One Region Global Competitiveness Strategy, shows that the region’s job growth continues to accelerate rapidly in the highest demand fields.

General Machinist The study update shows that the occupations expected to have the largest workforce shortages are general assemblers (838 jobs), accounting support (345) and software developers (278). The Chamber, in partnership with several regional education and business partners, is working to increase metro Charleston’s talent pipeline in several impactful areas. In 2013, seven Career Academies at five local high schools were launched to engage students in high demand work sectors. Since that time, Career Academies have grown by over 742 percent with 62 Academies in 22 high schools for the 2016/2017 academic year. A second pipeline driver is through the Youth Apprenticeship program which connects high school juniors and seniors with local companies who hire them as apprentices while in school. At completion, students will earn a high school diploma, a Trident Technical College certificate, a journeyman credential from the U.S. Department of Labor and two years’ work experience. The Chamber pays all costs associated with the program, including tuition and books. The Chamber continues to build the local talent pipeline through additional programs, services and tools that aid students in their knowledge of the types of careers available in the region and the paths to career and job attainment. Tri-County Cradle to Career Collaborative named the Chamber as the Convener of the High School Graduation Network in 2015.
