Questionaire
Why do you want to be a member of a Constituent Board?
To help advocate for better educational opportunities in District 1
What qualifications do you have that qualifies you to serve?
My family has lived in the District 1 area for generations and I have witnessed the steady declne of our public schools.I know what ths community wants to see in how our schools can be improved.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role?
Yes, these roles are good the for the constituent school boards to have. However, I think they could be expanded to give more oversight to ensure quality services in every constituent district.
If no, please explain what you think the role should be.
What do you believe is working well within your Constituent District?
What do you see as the top issues within your Constituent District?
What do you see as the opportunities and challenges in the Charleston County School District?
Please describe your past experience in serving on boards or leading organizations.
The transition after the closing of Lincoln Middle-High seems to be going smoothly.
The top issues are low test scores, low enrollment, lack of diversity, and the building of the two new schools in Awendaw.
I see the opportunities of having the funding to offer equitable funding for quality education across our county. The challenges I see are that we are very large and diverse; which makes it difficult to agree on key issues facing our students countywide.
I served on the Town of Awendaw’s Town Hall Taskforce. On the taskforce we went through the process of hiring a structural engineer firm to access the town hall’s condition and made recommendations off of their findings as to what to do to improve the conditions of the town hall.

Questionaire
Why do you want to be a member of a Constituent Board?
With two new high schools in the planning stages, it is an important time in District 2. As a Mt. Pleasant native with children who have attended CCSD schools, I am interested in being involved to make sure our schools continue to serve our community’s needs well.
What qualifications do you have that qualifies you to serve?
Parent of two children who have attended CCSD schools (one still at Wanda High School) Co-leader of an educational advocacy group, Charleston Area Community Voice for Education Legislative Action Director for the League of Women Voters of the Charleston Area (LWVCA) Member of the Education Committee for the LWVCA Former Legislative Chair for the Charleston County PTA Former member of the Caria Middle School Improvement Council
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role?
Those three roles are important and provide relief to the county school board and school district. One other designated role is to give annual updates to the county board. I would like to see more and better communication between the constituent boards and the county board. With such a large school district, it would be helpful to have regular input from constituent school boards that are more in touch with local schools and communities.
If no, please explain what you think the role should be.
What do you believe is working well within your Constituent District?
What do you see as the top issues within your Constituent District?
What do you see as the opportunities and challenges in the Charleston County School District?

We have great schools, teachers, and students in District 2. I am particularly impressed with Wanda High School which is able to offer so many wonderful opportunities to students.
The biggest issue in District 2 is overcrowded schools, so the most important work to be done is 1) finish drawing the attendance lines for Carolina Park Elementary; 2) prepare and plan for Lucy Beckham High; and 3) work with District 1 to prepare and plan for the third East Cooper high school.
Opportunities: magnet programs; Montessori programs; Wanda AP Academy; dual credit course offerings and internships in high school; community partners Challenges: effectively serving all students; overcrowded schools; underfunded schools; too large class sizes; lack of quality public preschool programs; recruiting strong school leaders; discipline

Why do you want to be a member of a Constituent Board?
I want to serve to give back to the community. Our students are the hope of our future. I will work to see that all students realize their potential. I will also endeavor to apprise the community of the board’s activities and the good things happening in schools
What qualifications do you have that qualifies you to serve?
I have considerable knowledge of the operation of the schools of Charleston County and in particular those of James Island. Both sons went through JI Elementary, Middle, and high school. My Ph.D is Physiology and my tenure at MUSC enabled me to be involved in education for many years.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role?
Those are the responsibilities of constituent board established by the legislature in1967. The local boards are also tasked with transportation though they have given that responsibility to the district. I would work with other board members to bring concerns of the district (3) to the consolidated board. I would stay in touch with concerns by inviting principals to a monthly lunch.

The physical plants of the school in District 3 are excellent. Teachers are our valued resource in the district.
Maintaining quality education for all children in a safe environment. It’s also important to have comprehensive curriculum. That includes not just basics but also the arts and Technology. Middle schools should have opportunities to explore colleges and careers.
There are impressive opportunities for improvement with a new superintendent. The district is, however, challenged by a lack of adequate resources. Compare Meeting Street Academy per pupil spending with the district average.

Questionaire
Why do you want to be a member of a Constituent Board?
I believe that education is vital to the formation of good citizens. I also feel that in an increasingly technological society, education is closely related to financial security and family stability. My education has served me well, and I want to pass it on to the next generation
What qualifications do you have that qualifies you to serve?
I am a member of numerous organizations in North Charleston. A few years ago, I was Vice President of North Charleston Constituent Board. I am now a retired teacher and businessman. I’m considered thoughtful and want the best for our children.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role?
All of the above are fine, but there is more that the Constituent School Board can do. We are very familiar with the schools in our area. I think that the board can be of help in selecting new principals and we can explain the cultures of the schools. I also think that we can be an informal go between for teachers and the District’s administration Downtown.
If no, please explain what you think the role should be.
What do you believe is working well within your Constituent District?
I feel the Constituent Board members have to work together for a long time. This tends to make them a little more harmonious. I believe that the Mayor and police commissioner are trying to help the local schools and are giving time and money to special events to help the children.
What do you see as the top issues within your Constituent District?
There are many problems in our district starting with the fact that we have many schools that are failing, and we are not able to get literacy and test scores up to national standards. I think there needs to be more training for the police officers working in the schools, some whom are arresting kids for bad behaviors. We need to look very carefully at the financial problems of the district. Additionally, the district’s financial problems are causing many of our most vulnerable students not to get the help they need. I think we need more student and parents advocates.
What do you see as the opportunities and challenges in the Charleston County School District?
Please describe your past experience in serving on boards or leading organizations.
Most of them were cover in the above section. We need clear thinking and to adopt educational programs that are working around the country into our local schools.
I’m on the Charleston County Affordable Housing Board and the CCSD Special Commission which is an advisory board dealing with capital constructions. I’m also a member of the North Charleston Ministerial Alliance which has a committee that advocates for public education.

Why do you want to be a member of a Constituent Board?
“Education is the most powerful weapon you can use to change the world” - Nelson Mandela. It is time for our students to have leaders with passion. drive. and dedication to serve them. One who grew up exactly where they live. but most importantly a leader who will never cease trying to improve their chances and educational opportunities.
What qualifications do you have that qualifies you to serve?
I am a native of the exact district I want to serve. I have. Through various means of employment. Instructed students aged preschool to collegiate level. including those with special education needs. Through my work I have taught within 12 schools within the area I would serve and therefore have been able to first-hand see issues. And achievements found within the school system.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role? If no, please explain what you think the role should be.
Technically it also has a fourth role: overseeing school bus transportation. The reason for most school issues being transferred to the consolidated school board was to ensure that all students received the best and equal support in maintaining their schools and way of life. As the district continues to grow. these functions continue to expand, where a nine member board cannot oversee all items in an effective way. I would like to see an independent review group analyze our boards’ roles. and determine what roles could be returned to the constituent school boards to ensure transfer of duties best serve the students while maintaining quality.
What do you believe is working well within your Constituent District?
We have two schools, School of the Arts and Academic Magnet, which continue to thrive and inspire those within the district. We also have students and teachers continuing every day to work towards successful academic goals and maintaining a diverse and rewarding environment.
What do you see as the top issues within your Constituent District?
We have an urgent need to address the lack of readiness for college our students have. Research indicates that the gap between readiness and collegiate-level requirements begins to widen in the 5th grade. We need to further explore this issue so it can be remedied and our students can succeed in their academic and professional lives. We also need to provide more technical training for students and explore options to maintain vital yet underfunded needs such as the arts in the schools.
What do you see as the opportunities and challenges in the Charleston County School District?
Please describe your past experience in serving on boards or leading organizations.
1) Future zoning and growing student populations 2) Rising suspension and incarceration rates 3) Lack of teacher resources to support students 4) Lack of accessibility for the public to the current constituent board. As well as lack of understanding regarding the roles both boards play.

I also am active on our church’s mission board and work with Low Country food Bank. Also on the board of Mt. Pleasant Track Club with over 200 athletes.
Questionaire
Why do you want to be a member of a Constituent Board?
I would like to have a say (even if a small say) in what goes on in our area schools. I have always believed that if you feel there are issues-do not complain- get involved. Our schools do some things very well but there are unique problems in certain schools mused by economic and social hardships that need to be uniquely addressed.
What qualifications do you have that qualifies you to serve?
I have two children who attend public schools in this area and we take in foster children who will attend these schools when in our home. I have educated myself on the problems/hardships specific to schools in this area which are different from other Charleston County Schools.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role?
I feel these are all the very important roles and should be handled by the constituent board. I also feel that since the constituent board is made up of members from this area it should also be called upon to make possibly more decisions about the particular day to day decisions about those schools- if not to make the decisions, to at least give advice and make recommendations.
If no, please explain what you think the role should be.
What do you believe is working well within your Constituent District?
I believe disciplinary issues are handled well. Our schools are safe places and I feel taking proper action against those children who do cause problems keeps the majority of students as safe as we can.
What do you see as the top issues within your Constituent District?
So many children are coming from homes where there are financial strains, single parents, social issues, that school work is often pushed to a low priority. Needs to be programs for parents to teach the importance of education. School needs to be a priority in all our households.
What do you see as the opportunities and challenges in the Charleston County School District?
The district is getting so large and there are different problems in different parts of the district. What affects Mt. Pleasant schools is so different then what affects N. Charleston schools. One solution does not work of all schools. May need to differentiate areas/schools in their decisions.
Please describe your past experience in serving on boards or leading organizations.
I have always been active at the school. PTA President at Laurel Hill Primary, Treasurer at Sullivans Island Elementary, PIE board at Academic Magnet HS, President and now board member of Mt. Pleasant Track club, Band Booster Board at Charleston School of the Arts, and the SIC at Sullivans Island Elementary.

I am a volunteer with the Dolly Parton Imagination Library Program, a member of the Angel Oak School Improvement Council, a member of the Johns Island Community Association and recently joined the Sea Island Hunger Awareness Foundation. I have been a volunteer at Angel Oak Elementary for the past 6 years and continue to work with primary students on literacy skills and strategies.
Questionaire
Why do you want to be a member of a Constituent Board?
I believe that it is time for the Constituency Board to reflect the interests and concerns of our community members who are zoned to attend their local neighborhood schools. These parents have a desire to be involved locally in their children’s education. Many of them would like to see the Meeting Street @ Brentwood Model implemented at Angel Oak Elementary School.
What qualifications do you have that qualifies you to serve?
I am a lifelong educator who is passionate about public schools serving the needs of the students and their families. My experience as a Middle and High School counselor, Elementary School Librarian, Head Start, Early Childhood, Kindergarten and First Grade teacher qualify me to understand the requirements needed to implement challenging curriculum and employ teachers who have passion for rigor and high expectations.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role?
In addition to the current responsibilities, I feel that Constituency Boards should have consistent communication with the CCSD Elected School Board of Trustees and attend monthly CCSD Board meetings. Attendance at local PTA and SIC (School Improvement Council) meetings and school at their designated schools is important. Minutes of Constituency Board meetings need to be posted on the CCSD website to insure transparency.
If no, please explain what you think the role should be.

Having a Constituency Board member serve as a liaison for each school in the district is important. Timely soliciting and reporting of information from those schools in the district newsletter to distribute to the community is a vital link in communication. Announcement of meeting dates, times, agenda and location on the CCSD website is important for community involvement.
Listening to community members to gain insight into their vision for our schools is critical to improving the quality of education that our students receive. The current perception of our schools hinders the willingness of over half of the families zoned to send their children to their local neighborhood schools. The overall academic proficiency based on test data of students falls below expected grade level achievement and is a contributing factor to this exodus. The demographic diversity of Johns Island is currently not reflected on the Constituency Board.Ongoing training of Constituency Board members in their leadership roles is an important issue.
One of the biggest opportunities currently available to CCSD is the education and training of Elected Board Trustees through the leadership of the current Superintendent. Acknowledgment of the lack of previous oversight in relation to the CCSD budget, the student achievement gap and the administration and teacher talent gap is creating awareness for much needed work to be done to bring Charleston County schools into the 21st century. Professional Development in effective curriculum is necessary. Training in classroom management strategies such as The Responsive Classroom model is a vital component.
I have had experience as a Stephen Minister Leader within the Catholic Church, as a Survivor Follow Up volunteer with Coastal Crisis Chaplaincy, and as a member of the Angel Oak PTA and SIC Executive Boards. I am a past member of the SC Education Association.

I attend Hebron Zion Presbyterian Church Volunteer with Sea Island Hunger, Hands for Christ, Community in Schools. Substitute teacher for District 9 elementary schools.
Questionaire
Why do you want to be a member of a Constituent Board?
I care about children, education, and this community. As a long-time teacher, I have devoted my career to educating students. Now, I feel it is time to take that experience and transition to the Constituent Board. My involvement in the schools on District 9 has sparked in me a passionate interest to address the concerns and highlight the strengths of the schools in our community.
What qualifications do you have that qualifies you to serve?
I was an elementary school teacher for over 20 years and had the good fortune to teach more than 500 students in grades Pre-kindergarten through sixth grade. I have a bachelor’s degree in Elementary Education, and I previously served as a school board member. As a volunteer and substitute teacher in District 9, I have seen firsthand both the challenges and opportunities for growth faced by this school district. Moreover, I am a parent to three children and grandparent to four. I understand the importance that a teacher plays in the formation of a child, the importance that a school board plays in the guidance of a school, and the need for families and schools to work in partnership to strengthen the educational environment for all children.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role? If no, please explain what you think the role should be.
In addition to the main responsibilities identified above, I believe the Constituent Board also has three further roles: (1) report and follow through with school concerns to the Consolidated School Board. (2) attend, as appropriate, meetings of the Consolidated School Board, local PTA, School Improvement Council, and attend school functions. (3) Finally; the Constituent Board should also work to ensure it is transparent with its minutes and meetings.
It is an exciting time to be a part of District 9. With a rapidly growing community, the school district if facing challenges associated with that growth.Working well within the schools: (1) Angel Oak Elementary is receiving much needed renovation,
What do you believe is working well within your Constituent District?
(2) strong diversity within the schools, and (3) the dedication of teachers and staff. Working well within the Constituent Board: (1) Meetings are held at Haut Gap Middle School – a location convenient for attendees. (2) Each month, board members are assigned to report on assigned schools, thereby ensuring that attention is paid to each school within the District.
Issues within the schools: (1) D istrict 9 schools need to address the issue that 50% of the student population is leaving John’s Island, (2) improve academic achievement,
What do you see as the top issues within your Constituent District?
(3) pursue foreign language in the elementary schools and 3 year old pre-school programs, (4) S t John’s High School needs a stronger curriculum to encourage technical courses that would be transferable after graduation. To serve the entire student population of District 9, options need to be studied and implemented to improve the overall academic achievement and increase school enrollment for the entire community.Issues within the Constituent Board: (1) the demographic diversity of the district needs to be reflected on the board.
What do you see as the opportunities and challenges in the Charleston County School District?
Please describe your past experience in serving on boards or leading organizations.
Charleston County School District needs to address the talent gap of teachers with in the school district, by offering staff and professional development. Renewed focus needs to be on schools that have been neglected and need improved facilities. All resources within the district need to be allocated appropriately.

Questionaire
Why do you want to be a member of a Constituent Board?
I am very disturbed and saddened by the school-to-prison-pipeline that saddles kids with a record at a young age and thus a bleak future. Since the constituent board handles disciplinary issues, I hope to be able to steer troubled kids into programs that can help them rather than punish them.
What qualifications do you have that qualifies you to serve?
I have a passion for helping people and am ready to step in if someone is treated unfairly. I am a member of several local social justice groups and currently serve or have previously served as an officer in these groups. I am interested in grassroots politics/government and am the Co-Chair of the South Carolina Green Party and co-founder and Co-Chair of the Charleston Green Party.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role?
Although the split in the roles of the school boards is unusual and unique to Charleston, it does provide the local Constituent Boards the ability to work within their local schools and focus on the students without the added responsibility of budgets, staffing, and infrastructure that the Consolidated Board handles. It also allows the Constituent Boards to be the families’ advocates within the overall school board.
If no, please explain what you think the role should be.

Our schools have shown improvement and receive good ratings.
Overcrowding and crazy attendance lines -for example, why do children in Old Towne and parts of Maryville attend Springfield Elementary and why do some boundary lines split neighborhoods?
Redraw attendance lines to keep children closer to home and to keep children that live on the same block in the same school. Also, help troubled students with alternatives that will keep them out of the juvenile justice system.

Do you agree that this is the right role? If no, please explain what you think the role should be.
There are a few main reasons why I would like to be on the District 10 Constituent School Board. First, I am a product of District 10 schools. I went to St. Andrews Elementary and CE Williams Middle before graduating from West Ashley High in 2014. These schools gave me great opportunities and put me in a position to be successful for the rest of my life by giving me my educational base. I want to help the kids of District 10 seize the many opportunities afforded to them in District 10’s amazing school. Secondly, I have many family ties to West Ashley schools that open my eyes to the problems that persist and need to be addressed. My mother and her sister, my aunt, are both teachers at St. Andrews School of Math and Science. I have another aunt who is the lead teacher at Oakland. My grandmother was also the secretary at St.Andrews High school before finally retiring from West Ashley High in 2007. In addition to these ties, my brother attends West Ashley High as a senior this year, I have two cousins at St.Andrews Elementary, one cousin at Ashley River Creative Arts and another at CE Williams Middle. Having family at schools across district 10 allows for me to have a unique understanding of the happenings at multiple schools. Finally, in attending many District 10 meetings, I have come to find that there is a large amount of dysfunction in the board created by a lack of leadership and civility amongst current members. I feel that I can bring a voice of reason and levelheaded discussion to the board, which would be to the benefit of District 10.
I have grown up in schools my whole life. Having many family members involved in the profession of education, it is not uncommon for me to be in District 10 schools throughout the summer and school year, helping to set up classrooms amongst other things to aid teachers in preparing for school. Having these relationships with teachers in District 10 exposes me to the issues most pressing to our District. Furthermore, I have worked as a camp councilor for the Kaleidoscope program Camp Explorer that serves many title 1 school children. This experience has helped me understand the struggles of many students in District 10. Also, I am active in volunteering and supporting the West Ashley Football program as I feel the program serves an important community building function in West Ashley.
The powers of the board are largely out of the control of its members. I feel however that constituent school boards should serve a more vital role in decision-making. At one point in time, the constituent board was vested with hiring and firing powers as well as budgetary authority. Personally, I feel this is a better governing system than the current bureaucratic beast that CCSD has become. Returning powers of budgetary authority to the constituent boards would better assign accountability to monetary mishaps than the current system. I think that CCSD should consider this option instead of the newly proposed coherent governance, which further consolidates power to the superintendent.
What do you believe is working well within your Constituent District?
District 10 has no failing schools. This alone is an awesome feat and clearly shows that we are doing something right in West Ashley. Looking at schools individually, St.Andrews Elementary is one of the best schools in the entire County. I believe that this can be mainly attributed to the success of the partial magnet program. I would love to see more inter-district magnet programs in our schools in District 10 because it gives our students more choice to choose schools that better align with their interests. For instance, St.Andrews has a focus on math and science. I would like to see some other schools, such as Stono Park and Oakland, implement similar programs that have their own unique focuses.
What do you see as the top issues within your Constituent District?
Rezoning is at the top of the list when talking about issues that must be resolved in District 10. Many parents have voiced their concern over the lack of neighborhood schools in the Northbridge area. When Orange Grove Elementary transitioned into a charter school, this created an issue because many families were unable to get their students enrolled. This then forces them to have to take their kids across West Ashley to Springfield while fighting the morning traffic of Highway 61. I would like to work on communication between Orange Grove and their surrounding priority zone to help get these kids into a school closer to their homes. Likewise, I would like to see a shift in the Springfield attendance zone for the very reason aforementioned.
What do you see as the opportunities and challenges in the Charleston County School District?
Please describe your past experience in serving on boards or leading organizations.
CCSD is fortunate in that it has a reliable and fertile tax base. Keeping a countywide tax base is preferable to having individual districts that only pull taxes from inside of their district lines. Many other districts in the state, in more rural counties especially, have a major issue with not having a suitable tax base. This is a distinct advantage and opportunity for CCSD to have some of the top schools in the state. Unfortunately, due to the size of CCSD, there is a fair amount of waste and lack of budgetary accountability. Not only this but with its tremendous size, which is second only to Greenville County School District, the challenge of running an efficient and productive school system is overwhelming. It is very hard for one person or administration to attend to the needs of the tens of thousands of kids that live and attend the schools in our County.
I have worked on one board as a senator for my residence hall in college. My duties involved working with a team to organize and host various activities for the residents of Johnstone Hall as well as creating and presenting budgets to Clemson for funding to bring these plans to fruition. I was also the Chief representative for Ben Carson’s national campaign on Clemson’s campus, which involved building, leading and organizing our group of nearly 150 students.

I want to be a member of the Constituent School Board because of my commitment to a quality education for all children. I am married and have two children in District 20 and I want to work to ensure that we build and improve the educational environment for all children to obtain their goals and level of success. I am committed to doing my part to facilitate, nurture and grow relationships that will allow for quality teachers to be hired, scrutinize disciplinary issues by insuring any and necessary steps were taken prior to expelling students from schools. As a Board Member of Friends of James Simons Foundation, we have meet the needs of families that have been displaced, hungry and experiencing hardships from being homeless. I have a passion to help and assist all students from all backgrounds and social economics.
Constituent Boards have three main responsibilities: Attendance Zones/ Boundaries, disciplinary issues and reviewing and taking action on transfer requests for students within the Constituent School District. Do you agree that this is the right role? If no, please explain what you think the role should be.
What do you believe is working well within your Constituent District?
I agree that the Constituent School Board should be involved with attendance zones/boundaries, disciplinary issues and reviewing/taking action on transfer requests, however, I believe they can do much, much, more. We need to be involved in the policies that govern our schools as well. The constituent school board members are in the schools. Constituent school board members should be boots on the ground in our schools! I am in the schools weekly organizing and working with the Parent Advocate to not only hear but see what the needs are for our children. As the President of North Central Neighborhood Association, I am in a position to help get the community more involved with the educational process for our children by partner the community local businesses to the school. My goals for community partnership is to get our elderly to volunteer to read to our students, attend and chaperone fieldtrips, be mentors, help keep an eye out for our children in the morning and afternoons. There are countless opportunity to bridge the community with their neighborhood schools. We must address the disparity in African American and Latino males being expelled at a higher rate than other males. We cannot educate our children if they are not in school. A lack of a quality education will only feed the school to prison pipeline.
I believe we should constantly evaluate how we do things in the district in which we serve. School needs are constantly changing and we need to be on the cutting edge of addressing those changes. I want to have boots on the ground so that I can readily identify those needs and address them directly with the Consolidated School Board. Addressing the growing number of African American and Latino males is a concern and School Resource Officers duties and responsibilities need to be more defined and made known to parents/teachers. The memorandum of understanding that the SRO’s have with the administrators and how they care out their day to day interaction with students should be role of a mentorship with students versus policing in schools. I want ensure sufficient training is provided to deescalate situations compared to making arrests, being held and charged, which will only lead to the start of criminalizing youth. A relationship should be built to encourage positive behavior.
What do you see as the top issues within your Constituent District?
Funding is the top issue within my Constituent district. Mismanagement of funds is unacceptable. We must be fiscally responsible when our children futures are at stake. There is no room for error when we are projecting and preparing for our children’s futures. A quality education should be seen as a necessity, not a “public good”. Our goals should be measurable and ramifications in place if goals are not met. Our Title I schools are currently under funded and I will ensure that funds are being distributed based on needs and not equally distributed. Each school has distinctive needs and we need to be in a position to meet those needs financially. Our district should require schools to perform at a level of excellence and if teachers and administrators don’t perform, they should be removed.
What do you see as the opportunities and challenges in the Charleston County School District?
The challenges right now are funding, policies and hiring diversified teachers. We must address the lack of diversity of among our teachers in our schools where there are predominately African American students and less than 1% African American teachers, if any at all. We must take advantage of the opportunity to get parents more involved with their children’s education by providing more services that are convenient for working parents/families. We must allow parents to have a voice in the growing challenges that our children are facing with cyber-bullying, technology and culture sensitivity. Title I schools must continue to receive various funding for teacher specialists, counselors and parent advocates. Lastly, address the fiscal mismanagement of funds from previous years to ensure this never happens again.
Please describe your past experience in serving on boards or leading organizations.
I have experience with serving as PTA President for Owens Christian Academy. While President of the PTA, I organized fundraisers, and outside the classroom cultural experiences with the arts. We had successful fundraisers such as carnival, oyster roast, and breakfast with the family at local businesses. We exceeded our goal and parent participation was at 100%. As the former Treasurer of North Central Neighborhood association, I’ve worked with organizing our National Night Out, where the community partner with the Charleston Police Department and other services to provide an opportunity to meet your neighbors, free blood pressure checks, free clothing, free school supplies and local officials, such as councilmen, police chief and firestations. I worked to increase membership with the association and due to my continuous work with the neighborhood association, I was recently elected by community members to serve as President of North Central Neighborhood Association. As a Board Member of Friends of James Simons, we work to meet the needs of the students, teachers and parents. I’ve organized the first Family Barbeque at James Simons Elementary (2015-2016), where we had over 300 participates and it provided families to meet new families and bridge a relationship with people from different backgrounds and cultures. Being on the financial board I’ve assisted with providing teachers with supplies for their students to paying part of teacher fees for professional development classes. The needs at a Title I school range from minimal to great and we’ve had needs this school year that have ranged from homelessness to hunger. The Friends of James Simons have been able to assist in meeting the needs of those families that are experiencing hardships at this time. As a Quality Education Project member, also known as QEP, which is a community and research-based organization that seeks to implement a quality education for all students within the public school system, I work with the cultural awareness and curriculum oversight committee. Our goal is the address the lack of cultural awareness in the instructional materials provided by the district and address the lack of a rigorous curriculum that is being offered to our students. Lastly, as a Parenting Partner Facilitator at James Simons Elementary, we offer classes throughout the school year (am/pm) to parents that help them learn techniques to take a more positive approach to parenting and partnering with their children to ensure we are being supportive emotional and academically. We had our first successful graduation last school term (2015-2016).

Why do you want to be a member of a Constituent Board?
I am currently on the D20 Constituent School board, having already served nearly one full term. Though frustrating at times, this position has given me the opportunity to make some positive contributions to our board and to our schools. I am running for a second term because I want to continue the work I have started, and I want to be a part of the catalyst for positive change in our schools. I am passionate about educating children, and about building neighborhood schools that do it well. Like any job, there is a learning curve with this one; with experience, one’s potential to make a difference only increases. I feel we have the opportunity for real change with the Postlewait administration. We are also fortunate to have Todd Garret as our downtown representative on the consolidated board. It is an interesting time to serve in this capacity.
What qualifications do you have that qualifies you to serve?
I am a mother of three children who attend a downtown public school. I am also a passionate educator, Certified in the Orton-Gillingham approach to teaching reading. I spend my days teaching dyslexic children 1:1 how to read and write. This gives me a unique perspective on the challenges and shortfalls of educating our CCSD students. I see clearly that a great many of our students lack appropriate, explicit instruction in reading, and it is no surprise to me that the majority of our students read below grade level. I believe that a large percentage of our students are literally starving for reading instruction, and that it would not require a large financial investment to correct this educational neglect. Although curriculum is not within the domain of constituent boards, this knowledge and experience helps me to understand some of the critical issues within our schools. I have strong communication skills, which is essential for someone in this position. My abilities to write a good letter and to generate consensus are useful tools that I bring to this office.
The three main responsibilities that you list are the main action items of the Constituent Boards. Moving attendance zones, handling discipline hearings, and considering transfer requests can have broad and lasting ramifications to our students, and to our schools. It is important that our constituent boards are thoughtful and smart in their decision-making. In addition to these responsibilities, the CCSD administration asks Constituent Boards to report back on the status of our schools. This requires visiting our schools and speaking with principals, teachers, and parents. This is an important, sometimes underestimated, part of the job; it is the most time consuming, but also, to me, the most rewarding aspect, because it allows us to have an inside look at our schools, speak to administrators, and parents, and develop an understanding of our schools’ strengths and weaknesses. With a county as a large and diverse as ours, CCSD administrators benefit from the input and groundwork of local constituent boards. The Postlewait administration is working in a pro-active way to communicate with constituent boards; this is encouraging. Some people believe that Constituent Boards should take on the hiring and firing of principals. I strongly disagree. I think that the scope of our job, with some input in the hiring of principals as suggested by Superintendent Postlewait, is appropriate.
Over the past year, communication between our school administrators, parents, and the CCSD administration has improved tremendously. This improvement is a testament to the increased community efficacy and interest in our neighborhood schools. It is also partially a result of better outreach from the superintendent’s office.
What do you see as the top issues within your Constituent District?
Many schools within D20 are largely segregated. We need a comprehensive plan to desegregate our schools. As part of this plan, we have to build strong pre-school and Kindergarten programs in our downtown schools so that we can begin to bridge the achievement gap and prepare all children to become fluent readers. We need to attract more zoned neighborhood students to our downtown schools. Currently, most neighborhood students transfer elsewhere. We must train our teachers to deliver effective, researchbased reading instruction. Of course it is totally unacceptable that the majority of our students do not read at grade level. It is time that CCSD changes the outdated whole-language teaching approach that is failing so many of our students, and provide teachers with the tools necessary to provide effective and explicit reading instruction.
What do you see as the opportunities and challenges in the Charleston County School District?
The question of school choice is one of both opportunity and challenge. While magnet and charter schools have no doubt negatively impacted the fabric of our neighborhood schools, they have also provided some examples of what can be done differently, and in some instances better. Regardless of one’s opinion about charter schools, many are here to stay. It is important that we draw from best practices throughout this huge county. For example, we can learn from reading instruction at Meeting Street Academy, where nearly all third graders are reading on grade level, (as opposed to only 15% of African American students in CCSD 3rd grade). Rather than exclusively fight outside investment as the antithesis of public education, it would be wise to look closely at examples that other models provide. Afterall, CCSD has SO MUCH to learn in terms of teaching students how to read, and preparing students for college. We need to invite and incorporate the very best in research-based instruction and also outside perspectives (nationwide searches for star principals, for example) into our neighborhood schools. Integrating our schools so that they reflect the diversity of our neighborhoods is the albatross that must be explicitly tackled. That we still have downtown schools that are effectively segregated in 2016 is shocking. There is also the well-publicized, county-wide challenge of building diversity in our best magnet school programs. This is inextricably dependent upon meeting the challenges of providing quality pre-school to all of our students, and of effectively teaching reading to all students in early elementary school. The size of CCSD is another huge challenge. I think the CCSD administration is on the right track with increased and more effective communication bridging the gaps to its constituent boards.

Why do you want to be a member of a Constituent Board?
I want to stay active on board to complete the programs and school plans I implemented as chairman. Burke HS was renovated with computer, business and culinary arts laboratories. Many young parents are anxious to have public schools that are the ‘best in the world’. Charleston has many ‘bests’, I aim to make Charleston’s public schools compete with private schools for the young families that have returned to the city.
What qualifications do you have that qualifies you to serve?
I am a born leader. I was the oldest of four brothers and learned inclusive community consensus as a child. I can lead a meeting and get positive results while including everyone in the dialogue and validating all members.

We have developed an excellent communication rapport with the Superintendent of CCSD.
Top issues are marketing our local schools to local families to change the perspective and perception to make our public schools the best choice.
The primary challenge is protecting our schools from becoming the point for other districts ‘discipline’ problems. The opportunity is keeping our districts families in our schools.
As WTNA Chairman I was the lead on the James Simons Montessori school rebuild and refocus. I raised over $100,000 for our neighborhood playground, Corinne Jones. I planted over 500 street trees after raising $100,000 at our annual party with over 500 attendees.

While those three responsibilities are important recent history has shown us that the constituent boards have to have some form of budgetary oversight. Add that oversight and we will have a pretty well fleshed out constituent board.

Switching to having just one stand only middle school at Simmons-Pickney. Not having middle school age students at Sanders-Clyde expands our educational experiences that can be offered to 6-8th grade students and increases the quality of education.
Ensuring quality educational opportunities for all our students, getting budgetary oversight, and preserving community input/involvement.
There are budgetary challenges, but also opportunities to improve the educational experience in our peninsula schools.

I’m well known and approachable. People feel comfortable coming to me with their concerns.
I’m starting to see concerns with some of the board members some of the members don’t seem to connect well with the community they seem to verblize their concerns they don’t get all the facts. They don’t have a vision on what is good for the district.
Children leaving the district going to other schools getting and maintaining good teachers how to motivate parents about whats going on in the district. Parents have to take a more pro active roll.
It was a learning experience to be apart of the board for the first time. There were many challenges but it gave me the drive to want to do more and be apart of the board again.
