OVERVIEW This Phase 3 Report, Asset Benchmarking & Strategic Recommendations, provides detail on program availability, learner support and resources available in the education and training eco-system in the Charleston region. The report provides an overview of the education assets at the K-12 level, including both the Career Academies and other related Career and Technical Education programs at the school districts throughout Charleston, Berkeley and Dorchester counties. Additionally, this report provides an overview and analysis on education asset benchmarking in key target sector and competencies areas important to the economic growth in Charleston as compared to similar communities with common economic target sectors. This inventory, coupled with the full inventory of Charlestonspecific target sector and competency inventories (provided in the Phase 2 report) provides a full perspective on the current landscape of the education and training eco-system as it exists in Charleston and how it compares to other competitive regions. The report concludes with a set of strategies and recommendations that indicate how the Charleston region can continue building on the current set of education and training assets and more fully address target sector skill needs with enhanced program content, increased career awareness and effective community collaboration to ensure the talent development system is aligned with and supporting target industries in the region. The Phase 3 Report is separated into four sections: •
Sector/Competency and Institutional Overview – provides an overview and analysis of K-12 programming across Charleston, Berkeley and Dorchester counties.

Post-Secondary Education Assets Benchmark Review – provides an overview and analysis of the Higher Education programming in Charleston in target sector and competency areas (Advanced Security and Information Technology, Aerospace and Aviation, Biomedical and Healthcare, and Transportation and Logistics) as they compare to similar competitive regions across the country.

Strategy and Recommendations: Credential and Degree Pathway Sector Support – offers a set of strategies and recommendations for enhancements to the current education and training eco-system in Charleston as it relates to Program Content, promotion of Target Sector Career and Education Opportunities, and Regional Collaboration.
•
Appendix – provides institution and program detail for Charleston and other competitive cities as related to the Higher Education asset benchmarking.
The goal of this Phase 3 Report is provide a clear picture of how target sector education programming in Charleston addresses skill development needs all along the talent development pipeline and how higher skill development in the region compares to other cities Charleston Region Talent Strategy: Phase 3 Report

who are attempting to address skill needs in those same industries. The full strategy and set of recommendations that concludes this report is the culmination of data review, quantitative and qualitative analysis among the target sectors and related education and skill development programming in the region. These strategies and recommendations indicate ways that Charleston can increase communication on career opportunities in the region, enhance collaboration among those with a stake in local talent development, and underscores modified and new program content development.

High School Level Program Alignment and Overview Beginning in High School, students begin to think longer term about the importance of their studies and the associated career opportunities those choices allow. Sometimes these decisions about academic courses and associated career pathways begin even earlier in a students’ career. In addition to traditional academic content, helping High School students in Charleston understand the range of career opportunities that are available in the local economy is also critical to students learning and planning. The following information graphic shows how academic areas of focus relate to local career opportunities in Charleston. These academic categories address skills that are important to Charleston’s target industries, and provide foundational skills that can enable access to jobs, careers and to higher level education and training. Several academic areas serve as the foundation for careers in more than one target sector.

Career Academies (EDGE Academies) The 2013-2014 school year proved very successful for Charleston’s newly developed Career Academies. These academies provide a platform for enhanced and formalized engagement with industry and expose students to career pathways and enable students to apply learning within the context of the industry and occupations within the target sectors. This 2013-2014 pilot school year for the Career Academies enjoyed many successes that outweighed any challenges. Many of the challenges were related to capacity and level of interest on behalf of the student body faced by administration, faculty and industry partners. These academies will continue to grow throughout the coming school years and will begin tracking students’ success. Program leaders will develop protocol for industry involvement and creating a platform for enhanced professional development for instructors and cross-academy learning for the benefit of schools taking on the Academy model. New program disciplines will become available in the future years of the Career Academies. Given the target sector focus of the region and its education and training stakeholders it will become increasingly important to focus programming to support specific STEM career areas. For example, separating the general STEM program into specific STEM specializations such as engineering and information technology will allow for deeper learning in those and other career focused skill areas and will allow for deeper involvement from different sets of employers. Learning can then have a stronger focus on different theories, concepts and applications as they exist in the various STEM fields. Career Academies have been proven to be an effective way to engage students in a contextualized and hands-on learning manner. By engaging local industry and providing students with a clear understanding of how their learning applies to career opportunities in the Charleston area, the Career Academies help to increase awareness of local opportunities and develop a talent pipeline from the beginning of a student’s academic career, enabling the development of deeper appreciation for and connection to the industry and area employers. 2.5!

Related High School Career and Technical Education Programming In addition to the Career Academy model in the regional school districts, there is other Career and Technical Education (CTE) focused programming offered within the scope of traditional high school courses. These CTE offerings address skill development in a number of areas which support skill needs of the target sectors in Charleston. The following graphs show the availability of programs at each school district in the three counties of Charleston, Berkeley and Dorchester. The overview highlights key areas that are strongly represented throughout the region versus those programs that are underrepresented. For example, Pre-Engineering courses are available in each county, at a number of districts. This is a key area that will be in demand in the local economy. However, there is a messaging challenge associated with this skills development area. Most students believe that when they are on the Pre-Engineering pathway that must lead to a 4-year degree or higher to find high wage sustainable employment. Specifically in Charleston there are a number of industries that are looking for talent with engineering skills at the technician level. In fact, these are some of the skill sets that are hardest to find. It is important to continue growing these PreEngineering programs in terms of availability for students while also addressing messaging that emphasizes local career opportunities available to students who do not immediately pursue a four-year degree. Conversely, there are a number of programs that reflect a key talent and skill gap in the local economy which have very low availability in the region, and in some cases have only one program across all three counties. Aircraft Manufacturing, Networking Systems, Materials Management, Electronics Technology and Media Technology all represent strong and growing sets of career opportunities locally. These programs support target sectors in the region including Aerospace and Aviation, Advanced Security and Information Technology, Advanced Materials, Logistics and Software competencies. In order to better support talent development for these industries more programs should be available to students across the region that align with these skill areas. The graphs on the following pages shows program availability and the alignment each program has with the target sectors and competencies in the region.

The following chart illustrates how each program is supporting the target sectors and competencies key to the Charleston economy. It is clear here that the Pre-Engineering program is widely available, with over 50 programs across the three counties, supporting four target industries – Aerospace and Aviation, Energy Systems, Advanced Materials and Logistics. Other programs, such as Electronics Technology, Mechatronics and Welding also support multiple target sectors and competencies but have much lower availability in terms of program numbers than Pre-Engineering.

The following chart shows both program type and number of programs in each county. Berkeley and Charleston counties have comparable numbers of programs. Given the smaller student population in Dorchester County, the lower program numbers are understandable. Dorchester, with a centralized location for most of the CTE programming at Dorchester County Career and Technical Center, has a streamlined approach and access point for career skill development in addition to CTE focused programming at the other three High Schools. Notable in this overview is the limited program availability in support of Advanced Security and Information Technology programs across the three counties. With Information Technology representing both a standalone sector in the Charleston economy as well as a foundation skill applicable in most, if not all, other target sectors, it is an area that warrants higher investment at the High School CTE and Career Academy levels.

The following chart consolidates the type of programs available at each district within the three counties. It is clear that some districts have heavily invested in CTE programming and include programs that cover multiple disciplines, while other districts offer only a handful of programs, and in some cases only one CTE program to their students. Recognizing that investment in program development may be difficult to justify for small numbers of students, it may be advisable to explore how students can access programs in districts, schools or career centers in other districts.

Benchmark Region and Sector Program Analysis To support the target sector and competency inventory provided in the Phase 2 Institutional Alignment Assessment report, additional benchmark analysis was conducted to reveal how the education and training eco-system in Charleston compared to regions also focusing on the same target sectors. Advanced Security and Information Technology Programs Overall the Advanced Security and Information Technology Sector in Charleston has a strong number of programs in comparison to the other benchmark cities. Given the disproportionate population between Charleston and Austin, Boston and Seattle, having an 11% share of total programs reveals a strong number of program availability in the region. Within the full set of programs, across all of the regions, almost half of the programs available exit at the Certificate level. This is important to understand in terms of types of programs to be developed in the future for IT specific skill development in Charleston.

Charleston has a significant amount of Certificate and Graduate Certificate programs in information Technology as compared to the benchmark cities. Its Bachelor’s and Master’s program levels are comparable to Raleigh and Seattle, but are far below Austin and Boston. Feedback from Charleston professionals in the Advanced Security, Information Technology and other Software related start up organizations indicated their talent need was within short-term skill development offered through Certificate level programs. The ability of the education and training system to be nimble and adjust programs to reflect current and future skill development needs within these shorter term programs is seemingly stronger in Charleston.

One interesting finding from the comparison on the “type of institution” (located on page 20) offering programming is that in Charleston, close to half of the programs offered are within For-Profit Institutions. While all benchmark cities have IT programming at For-Profit Institutions, which has been a key type of programming offered at these venues, in Charleston the number rivals that of the programs offered at the Public College Institution. It will be important to ensure that skill development opportunities are available at lower cost institutions in the region, which are typically not local or national For-Profit options.

The three competencies that are most available across the benchmark cities are Network and Server Administration, programming and Security/Cyber Security. Charleston has programs available at similar levels to the other regions, specifically as it relates to Raleigh – the most comparable population-wise. Charleston does lack in certain competencies, most notably considering the growing start-up community in the region, is Software development and Multimedia.

The graph below provides a high level perspective on the types of sub-specialties and credentials that are offered in the Charleston region. Where general areas such as Computer Science are available, other competencies critical to the health of the Advanced Security and Information Technology sector such as Programming, Graphic Design and IT Engineering are only offered at the Certificate level. Benchmarking Degree Completions in Information Technology Another perspective on the availability of programs is one that examines the output levels of college graduates in degree fields. Using data from the U.S. Department of Education (IPEDS), and coding degree codes to a Computer Science cluster, we see stark contrasts between Charleston and benchmark cities. In 2012, Charleston produced just 57 graduates at the Bachelor’s level or higher, while Boston produced nearly 2,200, Austin produced 560, and Raleigh-Durham produced 770. On a per capita basis, Charleston produces one-third of the graduates produced by the benchmark metros and US average.

Aerospace and Aviation Programs Charleston has a number of programs in the region as it relates to skill development for Aerospace and Aviation programs, especially considering the relative maturity of industry presence in the area. Similar to Advanced Security and Information Technology programs, most of the learning opportunities exit at the Certificate level. Much of the conversation with local employers centered on their talent needs among production and technical occupations. These occupations are derived from Certificate level programs focusing on manufacturing or aerospace specific skill sets. The conversation in Charleston in the near-term and long-term will need to identify which Certificates are needed by industry so the right competency mix is being addressed by Higher Education.

Charleston’s programming distribution reflects industry skill needs. With the exception of current programming at the Masters and above level, which will be developed in the future with the change at the College of Charleston and other related programming available at the Clemson University Restoration Institution (see more on this in the recommendations section) there are a number of opportunities for skill development in this sector. As mentioned above it will become increasingly important to ensure that shorter term programs, those at the Certificate and Associate level, are reflective of current and future needs of industry to ensure that the talent pipeline is fulfilled.

Charleston is the only city with Aerospace and Aviation programs at the Post-Baccalaureate Certificate level. These programs may become increasingly important to the health of the workforce as they are shorter term skill development programs and keep workers on a degree pathway into the Master’s and higher programs. The certificate level programs offered through the Public College system are lower in number than is available within the other benchmark cities and may require more programs addressing new competencies. Some Master and Doctorate level programs available in the other cities could be useful when Charleston begins to develop those opportunities; namely Aerospace Engineering and Aeronautical Technology. Investment in developing those higher level programs may result in graduates leaving the Charleston region in the near term, but could indicate to the industry partners that Charleston is ready to support more engineering work in addition to the production that is currently taking place.

While this current mix of programs will continue to evolve following changes allowing Masters and higher programming at the College of Charleston this information is helpful in identifying key competency and skills gaps within the current aerospace, aviation and manufacturing workforce in Charleston. Almost all of the opportunities are at the Certificate and Associate level offered through Trident Technical College. Ensuring that enough programs are available to those currently in the workforce is a key strategy to supporting the development of the talent pipeline. The community college system in Seattle will be a best practice to model in terms of class availability (online and distance learning as well as a number of night classes) and corporate training programs within industry that is either within a degree pathway or completes with an industry recognized certificate. Benchmarking Degree Completions in Aerospace Data from the U.S. Department of Education (IPEDS) shows that Charleston produces a relatively small number of certificates and degrees in Aerospace (includes engineers and assembly workers) and no graduates at the Bachelor’s level or higher. In 2012, Charleston produced 104 graduates at the Certificate and Associate’s level, while Boston produced nearly 1,200, Wichita produced 177, and Savannah produced 45. Relative to the base of aerospace jobs, Charleston produces Certificate/Associates graduates a a level that is higher than the benchmarks. However, this comparative level is with regions that either have flat or negative growth (and graduates serve only a replacement need.) Considering Boeing’s current and future hiring needs, aerospace technician graduates are now and will continue to be under-supplied for many years to come.

While there are a high number of programs offered in Charleston at For-Profit Institutions these are largely nursing and therapy positions, most of the biomedical offerings are available at MUSC (see chart on page 35). Certain competencies that could be further developed in the Charleston region are centered solely within biomedical areas as opposed to the healthcare provider and practitioner disciplines. The sub-specialties such as Bioinformatics, Bio-manufacturing, Bioengineering and Biotechnology are in some cases offered, however, programs at lower levels than Masters degrees could help to further this niche sector in the Charleston economy. Benchmarking Degree Completions in Biomedical Data from the U.S. Department of Education (IPEDS) shows that Charleston enjoys a more that sufficient supply of college graduates in the Biomedical field (as shown in the Phase 1 report). However, the per capita supply can vary across specialities. Three occupations with varying levels of education requirement were examined. Charleston produces a comparable number of Registered Nurses as the benchmarks (though still below the US per capita average), but more than twice the benchmark average for Medical IT/Records graduates. Similarly, Charleston produces a high per capita number of Medical Scientists. While most Medical Scientist graduates would expect to leave the region to find a job, Medical IT/Records graduates mostly likely are seeking new skills to find a job in Charleston.

Talent Strategy Recommendations The analysis from the Institutional Alignment Assessment report, coupled with the benchmark comparison and analysis in this report as well as many stakeholder conversations in Charleston (with both High School and Higher Education leaders, workforce system partners and many industry representatives) have informed the following Talent Strategy Recommendations for the Charleston region. These recommendations provide a roadmap for a larger regional strategy to enhance education alignment, career and education programming awareness, as well as certain content modifications to current programming that will support stronger alignment with industry needs and overall help to continue the cultivation of a sustained talent pipeline in the Charleston region. The following strategy is broken into three separate parts with particular recommendations that address Content, Collaboration and Communication within the education and talent development system in Charleston. When appropriate, the recommendations reference national best practices as a guide to future implementation as well as the relative priority for each strategy. 1. High School Career Academies and Career and Technical Education Content Recommendations
1.1 Continue development of Career Academy programs – specifically within STEM focus areas = High and Continuous Priority •
The first year of the Career Academy (formerly EDGE Academies) was a stunning success, strong partnerships were developed with industry and students are exponentially enrolling in the programs even during this pilot phase. It is recommended that future Career Academy development have a specific focus on the STEM related programs, and that that focus leads to the development of programs within particular sub-disciplines under the STEM umbrella. This includes programs that focus specifically on Manufacturing and Engineering competencies that are needed in the talent pipeline locally across a number of different employers. – Best Practice – Alamo Area Academies, San Antonio, Texas. Alamo Academies are industry-driven, High Education programs of studies that align workforce talent with economic development through school-to-career pipelines. These are national award winning, innovative, STEM-based instructional models operates by Alamo Area Academies Inc., a non-profit organization in partnership with Alamo Colleges, San Antonio area high schools, industry and the cities of San Antonio, New Braunfels and Seguin. www.alamoacademies.com
1.2 Create an Information Technology focused Career Academy = High Priority •
Given the significant IT start-up community in Charleston and the high need for Information Technology skill sets across all target economic sectors, it is critical that Advanced Security and Information Technology have its own Career Academy in each of the three county school districts. The start-up community, which is largely made of young professionals, would provide a wonderful industry and education partner. Students are historically more engaged by younger professionals, especially at the earlier High School years, and this start-up population could provide a key connection and interest point for students who are just beginning to focus their studies. – Best Practice – IBM sponsored Pathways in Technology Early College High School (P-TECH). This model offers an integrated high school and college curriculum that focuses on science, technology, engineering and math (STEM), while also providing essential workplace skills such as leadership, communication and problem solving. P-TECH’s graduates will receive both their high school diploma and a free associate in applied science degree in Computer Information Systems

Contextualized learning is the foundation for Career Academy and Career and Technical Education programs. Contextualized learning is the process of allowing the learner to apply theory and concepts in a hands-on manner and connects those concepts to experiences in daily life. Students begin to learn the theoretical through practical applications of competencies and tend to be much more engaged during the process as compared to purely theoretical, classroom-based learning. It is recommended that more contextualized learning be applied to Career Academy and CTE programming as well as into other traditional college preparatory courses when it is appropriate to involved industry partners to provide learning context. – Best Practice – Maritime Discovery Schools Initiative, Port Townsend, WA - The Maritime Discovery Schools initiative has created a cohesive framework for compelling experiential and project-based learning throughout a student’s academic career. This learning, while not limited to maritime experiences, uses the hands-on learning aspect of that discipline as a common thread to connect learning across grade levels and subjects. http://maritimediscovery.org/

2. Higher Education and Sector Driven Content Recommendations
2.1 Higher Education System Program Development = Mid and Long Term Priority •
2.1.1 There is a need to focus program modification and development at the technical (Certificate and Associate) level. This skill set and experience level was what most employers identified to be as the biggest gap in their workforce and talent pipeline. It is recommended for the regional stakeholders and education leaders to use the program inventory provided in this report and the Institutional Alignment Assessment report as the foundation for program development conversations. This is most critical within the Engineering Technology programs. With the wide range of employer processes it will not be possible to develop programs that meet their need completely, however, across the range of industries and occupational skill sets in the economy the Higher Education system can realign and recalibrate current programming to more effectively address workforce skill gaps in the future.

2.1.2 Increase Entrepreneurial Programs as they pertain to the Information Technology and Biomedical sectors. With the start-up community in Charleston, and the wealth of biomedical skill development at MUSC, the development of entrepreneurial focused programs that support these sectors could help bring new products, processes and business markets to Charleston. With the intellectual property coming out of MUSC and with new opportunities through the University of Charleston there needs to be an investment in structures and supportive services to ensure that patented research and products make their way into the Charleston economy. – Best Practice – Santa Fe College Center for Innovation and Economic Development (CIED), Gainesville, FL. The CIED offers a number of services to the residents of Gainesville including corporate training, incubator services, entrepreneurship training and other business development support it also partners closely with the local workforce investment board and University of Florida (UF) to support business plans and go-to-market strategies for patents developed at UF under research and development grants. http://www.sfcollege.edu/cied/

2.2 Program Structure and Enhanced Access for All Students = Continuous Priority •
2.2.1 In order to ensure that all students and potential students have access to education and training opportunities, in addition to ensuring that the output levels are meeting industry demand, the development of programs offered online and via distance learning is a key recommendation to the region. With only one technical college in the region capacity will continue to be a challenge, however the degree to which the region can increase scale without straining capacity either through online programs or connections to other institutions online programs the stronger the local talent pipeline will become. Increase evening, distance learning opportunities for adult students, current workforce. – Best Practice – Rio Salado College - Rio Salado College is a national community college with headquarters in Tempe, Arizona that offers associate degree and certificate programs in an online, on-campus and hybrid formats. Rio Salado is the fastest growing 2-year college in the country and has an education format that focuses on adult and working students. All courses are offered 50 weeks out of the year, online, and there are in-person administrative and supportive services available to students that live in the Tempe region. www.riosalado.edu

2.2.2 Enhance Prior Learning Assessment opportunities to include military training and military experiential learning. The Charleston region has a large military population, it is important to remove policy and practice barriers for students to gain college credit for learning they’ve obtained outside of a college classroom. This process is critical for a diverse group of potential students but can be particularly helpful to former military students. – Best Practice – Minnesota State Colleges and Universities VETS Program – The Veterans Education Transfer System (VETS) is an online application that helps past, present and future servicemen and servicewomen determine how their military training can count for credit at Minnesota State Colleges and Universities institutions. The state has created a crosswalk that will provide associated college level credit recommendations for the various Military Occupational Specialty (MOS) codes and military documented training programs.

3.1 Regional Approach to Industry and Education Partnerships •
3.1.1 (High Priority) Continue to build Post-Secondary Education programs to meet local industry need through a connected and centralized approach. It is recommended that industry advisory conversations happen at a regional, and not institutional, level. Consolidating these conversations to understand foundational skill needs will increase efficiency and effectiveness of the time industry is providing to the local education partners. – Best Practice – Washington State Skills Panels – Industry Skills Panels are public / private partnerships of business, labor and education. These alliances work together to improve the skills of workers in specific industry sectors. 3.1.2 (Continuous and Long Term Priority) Avoid developing new programs within each institution and leverage the programs already underway or in development at other regional institutions. For example, the Clemson University Restoration Institute (CURI) is developing new programs – at the Master and above level – that supports the target sectors identified in Charleston. These programs include: Electrical and Mechanical Engineering, Information Technology, and Supply Chain and Logistics, to name a few. Depending on future employer demand, it may not be necessary to duplicate program development and utilize limited funding to create programs that address complete skill gaps in the region.

3.1.3 (Mid Term Priority) Share Career Academy learning and industry partnership best practices. Career Academies should consolidate industry input, feedback and validation of program curriculum. Industry, in many cases, may feel committee “fatigue” especially in conversations with education institutions. It is recommended that an industry or sector intermediary lead all feedback and validation conversations for the betterment of every academy programs across the three county region.

3.1.4 (High Priority) Create an Academy Guidebook or Manual with industry partnership menu of services, academy obligations, touch points and other educational guidance for both academic faculty and industry representatives. Documenting what is expected of the partners will help to provide easier onboarding for new academy staff as they are developed in the coming school years.

3.1.5 (Long Term Priority) Unify philanthropic education requests from the region. It is recommended that the region create an inventory of philanthropic dollars coming into Charleston in an effort to better aggregate education and skill development requests and support. – Best Practice – National Fund for Workforce Solutions (NFWS) San Francisco – NFWS partners with businesses, communities and philanthropy to develop employer-driven workforce strategies to create a local talent supply chain that closes skills gaps and strengthens local economies. In San Francisco the Bay Area Workforce Funding Collaborative (BAWFC) has focused on building the workforce training capacity of community colleges. The BAWFC focused on a set of strategies aimed at improving training and employment outcomes for individual students enrolled in sector-specific career training programs, while at the same time lead to long-term systems change in the way that colleges design and deliver career pathway programs. http://nfwsolutions.org

3.2.1 (Long Term Priority) Map industry training to college and university courses to increase the number of workers on a degree path. The education institutions can work with employers to assess their internal training programs and work-based learning for college level credit, allowing working learners to move through academic programs and reach higher levels of credential attainment more rapidly. – Best Practice – Arkansas Aerospace Alliance – The Alliance is a public / private partnership that works with industry and education to stay on the leading edge of skill development in the aerospace, aviation and defense sector in Arkansas. The alliance has connected industry and education to assess their corporate and internal business training programs for college level credit within the Arkansas state college and university system, among several other workforce and skill development initiatives. http://www.arkansasaerospace.com

3.2.2 (Mid Term Priority) Focus workforce system training and placement towards opportunities and careers in the target sectors. In many regions a targeted occupations list has been identified within the workforce system and is used as a way to ensure that federal and state workforce dollars are being used to support skill development within the target sector areas of need. – Best Practice – Southern Florida Workforce Investment System – The workforce system that serves Miami Dade County conducted labor market analysis on the growing sectors in their economy with the final goal of isolating the type of training they would support through government funding and target job placement activities. The workforce system additional identified which jobs were considered to be high wage and high growth vs. those that are low wage and limited growth to create a sliding scale of dollar allocations for the associated training programs.

4.0 Communication Recommendations
4.1 Implement a Career Awareness Campaign •
4.1.1 (High Priority) The education system in Charleston is of incredibly high quality, including opportunities at the High School level. With the development of the Career Academies and other CTE related programs the missing piece is a full communication and marketing campaign that includes both opportunities for learning and career planning. The general lack of understanding in terms of job opportunities, appropriate education and training at the Post-Secondary level and the Academy programs that spark student interest in career fields is a substantial gap in the community. Developing a public service announcement and outreach campaign will help to educate all residents as to the opportunities in Charleston. Some tactics to help broaden and deepen the communication across the region includes: – Highlighting Academy and Technical programs as Highly Skilled education pathways – Utilize industry leadership to communicate employment opportunities and career pathways – Conduct localized outreach and communication for programs/careers in the various counties and neighborhoods – Engage with the current workforce and employers to bridge the connection to education and training opportunities – Ensure that a full career pathway is communicated, not just the entry points, include associated wage ranges in messaging •

4.1.2 (Long Term Priority) Create a Virtual Sector/Competency One Stop Shop through the Charleston Chamber. There are many places to get information online, by creating a centralized portal for all target sector related news, opportunities, training programs and so forth the communication is streamlined for the Charleston population. This “one stop shop” model has been applied in many areas across the country where concentrated investment was made to support growth of target sectors. A clearinghouse of information for all of the target sectors ensures the validity of content and communication and will drive all stakeholders (employer, educator, advisory/counselor, student, parent and worker) to the same set of opportunities and messaging in support of the target sectors. – Best Practice – New York City Sector One Stop Centers – The workforce system in NYC created innovative one stop centers to support two of their largest and highest growth sectors, Healthcare and Transportation. These centers are dedicated to supporting skill development, business relationships and job placement within the specific sector. 4.2 Regional Talent Attraction Campaign = High and Immediate Priority •
Develop a Talent Attraction Campaign with a focus on fields with workforce shortages in the region: Information Technology/Software, Engineering, and Production/Assembly. While the Talent Strategy seeks to boost the pipeline of new graduates from local education institutions, the immediate challenge at hand is identifying and recruiting talent into the Charleston region to fill current-day needs. It is recommended that the region invest in a talent recruitment campaign to target recent college graduates and mid- and management-level talent in the workforce across the county to relocate to Charleston and contribute to local industry with immediate gaps in workforce talent. The campaign can utilize any number of new media tools (read: web-based tools only) and events: o a Talent website for the region, outlining the areas of growth and jobs available in the region; o a social media campaign to spread information on Charleston (consider highly targeted advertisements on LinkedIn and Facebook); o a virtual Talent Conference with regional employers who can invite all partners, contractors, and vendors from across the globe; o events at technology conferences that showcase Charleston to workers; o article placement on web news media; and o many others tools and tactics to be decided as part of the campaign design process. – Best Practice – Greater Houston Partnership – Greater Houston is the fastest growing major metro in the US today, and their ability to recruit workers has been hampered by a poor image. The Greater Houston Partnership (GHP) recently
