KEY FINDINGS •  Workforce shortages can occur when there is an insufficient number of local college graduates to fill job openings. •  Of the occupations groups with a significant presence in the region; Production, Business and Software & IT are expected to have the greatest shortages. •  Occupations expected to have the largest workforce shortages are General Assemblers (838 jobs), Accounting Support (345) and Software Developers (278).

ABOUT THIS REPORT This report seeks to answer the question, “What potential gaps exist between the graduate output of local educational institutions and the skills demanded by employers?”

This report is an update to data provided in the Workforce Supply & Demand Analysis report of the Charleston Region Talent Strategy, completed in June, 2014. The data in this report shows how well labor demand in the Charleston region is served by the output of local college graduates. In this analysis, we identify occupations with current and future potential shortages – or at least those where the supply of local graduates is insufficient to meet projected employer needs. Unless existing trends are reversed, these occupations will require the attraction of labor from others parts of the state and US. Each occupation group is described in terms of being in balance with graduate output, over-supplying the market, or under-supplying. Supporting data is provided in easy-to-understand infographics and a data appendix. Occupations are organized according to their Competency, or area of specialty that often aligns with specific target industries (A Production competency serves the Advanced Manufacturing industry). Demand is measured by the forecasted job openings in occupations due to new job creation and replacement needs due to workers exiting the workforce or a specific occupation. Supply is measured by the output of graduates from colleges and training providers. While college graduates are not the only source for local workers (people relocating to the Charleston region contribute to workforce expansion), graduates are a significant source of new workers and one that can be directly affected through local economic and workforce development programs.

HOW TO USE THIS REPORT The information in this report is meant to help the region’s educators, career counselors, parents and students to align education with the needs of local employers.

This report is meant to serve many stakeholders in the Charleston region, from education administrators creating new degree programs to students making education choices. Each audience can learn from the content in this report: Education Administrators at local colleges and universities can align their programs and capacity around the skills and occupations that will be most indemand in coming years. The data in this report aggregates degrees conferred across all institutions, which clarifies how well the collective community is supplying the necessary workforce. Programs and capacity can be adjusted after careful consideration of what other institutions are doing – some supply data in this report may not reflect recent program additions. For example, the Citadel recently added a Bachelor’s in Mechanical Engineering, though no students have yet to graduate and are not reflected in the 2014 graduate output used in this report’s calculations. Career Counselors can use this information to educate students about which careers are high-demand and which may be under-supplied and offer good job prospects. Students that choose to get educated in careers that are over-supplied may face the reality of having to leave Charleston to find a job. Parents can help their children understand that choosing a career that fits their personality is important, but so is being able to find a job after graduation and earning enough to live on their own. Workforce development advisors can help career-changing adults to better understand how to maximize their future employability and earning potential by choosing the right education program.

NOTE ON METHODOLOGY An explanation of our method for matching occupations to college degrees.

Matching a degree with an occupation is an imperfect science. Some liberal arts degrees have few to no occupation matches (e.g. a Psychology Bachelor’s graduate is not qualified to practice without additional education), while other degrees are precisely designed for a single occupation. In addition, the degree’s award level will affect its match with an occupation. For example, a certificate or two-year Associates degree in computer science may only qualify someone for a computer support position (15-1151: Computer User Support Specialists), while a Bachelor’s in computer science is preparation for a Computer Programmer position, which requires a Bachelor’s degree or higher in most cases. Unlike other supply-demand taxonomies in use today by the US Department of Labor, our taxonomy extends to matching degrees and occupations at each education level (Certificates, Associates, Bachelor’s, Master’s and PhD). Infographics for each Competency (e.g. Production) show an occupation group (usually a roll-up of 2-3 occupations) and its corresponding degree output (usually 2-5 degree codes by award level). The demand forecast is the annual average “New & Replacement Jobs” each year from 2015-2025. “New & Replacement” include the net new job forecast for that occupation plus the average replacement jobs created due to retirements and persons exiting the field. The colored circle in the middle measures the supply-demand “gap”. To determine the over- or under-supply, we calculate the ratio of college graduates for 2014 versus average job demand. A higher percentage indicates more college graduates per job. Workforce is considered “in balance” when graduates comprise 50-100% of job demand. Below 50% indicates a shortage; below 25% indicates a severe shortage. Underlying occupational forecast data is from EMSI’s Covered (ES202) employment dataset, which has been revised upward for three industries based on news reports: Aerospace, Automotive, and Software & IT. See Appendix 3 for an explanation of how job forecast numbers were increased by Avalanche Consulting. 7

NOTE ON METHODOLOGY This report uses the BLS’ new “separation rate” estimations, which show much higher turnover rates than previously estimated.

Note: Recent updates to turnover rates from the US Bureau of Labor Statistics (BLS) mean that direct comparisons to previous data may prove difficult. The BLS recently increased its estimates of turnover, which affected our relative balancing of the shortage-surplus scale. The BLS now provides estimates of replacement/separation rates for occupations that are 3 times higher than previous estimates. According to the BLS, their previous method was outdated and undercounted openings “because it only accurately measures workers who follow a traditional career path—entering an occupation at a young age, working in the same occupation for many years, then retiring—which is not the case for many workers in most occupations.” As a result, the job openings estimates in this report will be much higher than in the previous report. To compensate for these higher turnover rates, our scale of shortage-balance-surplus has been adjusted. Now, workforce “balance” is achieved if college graduate output is 50-100% of annual job openings, versus 80-120% in the previous report. Engineering There are several dozen Engineering occupational categories. The region is expected to experience a shortage of Aerospace Engineers, Environmental Technicians, Nuclear Engineers, Industrial Engineers, and Mechanical Engineers due to the lack of graduates in these fields. Electrical & Electronics Engineers and Civil Engineers are expected to experience shortages, though less severe. Electrical Engineering Technicians & Drafters and Industrial Engineering Technicians are balanced, with graduate output sufficient to fill expected job openings.

Engineering Several occupations have meaningful levels of employment and will be over-supplied by local graduates: Environmental Scientists, Chemists, Physicists & Physical Scientists and Zoologists (all at the Bachelor or higher level). Software Most Software occupations will be severely under-supplied. Software Developers will have 22 graduates for 300 jobs, Computer Analysts will have 48 graduates for 291 jobs. No graduates are available in network management (at the Bachelor’s level) or in Computer Science at the PhD level. Computer Support Specialists will be in balance with 146 graduates for 190 jobs.

Health & Biomedical The percentage of job need addressed by local graduate varies at the Certificate/Associate’s level for Health & Biomedical occupations. Dental Assistants and Medical Secretaries will be under-supplied, while Emergency Medical Technicians and Medical Records & Health IT Technicians will be over-supplied. Medical Assistants and Registered Nurses will be balanced. At the Associate’s level, Radiologic Technicians will have a shortage, and Medical Lab Technicians will have a severe shortage. Registered nurses will be balanced. The large output of Bachelor’s graduates will be challenged to find jobs that require a Bachelor’s.

Business & Finance Business & Finance occupations at the Bachelor’s level are relatively balanced, with graduates going into a broad category of Executives, Managers & Analysts group. The niche specialty of Supply Chain managers is undersupplied, as are Accountants & Tax Examiners. Associate’s level Accounting Support position will be severely under-supplied, though many workers attain on-the-job skills in place of formal education.

Communications & Marketing Advertising & Sales Managers and Sales Engineers are generally not supplied by specific education programs, though many business graduates (or other degree fields) will fill them. Marketing Managers and Public Relations Specialists will be sufficiently balanced, but large numbers of English and Foreign Language graduates will have difficulty finding writing or translation jobs.

Education Most Education occupations will face a shortage of local graduates. Pre-K, Elementary and Middle/Secondary teacher occupations will all be under-supplied in the Charleston Region. Library Specialists will be severely under-supplied. Special Education teachers will be balanced.

APPENDIX 3: FORECAST REVISIONS How and why we revised EMSI’s forecast upward for aerospace, automotive, and IT industries.

Employment projections can provide a useful roadmap of anticipated changes in a local economy. Future employment estimates incorporate both the past performance of the US economy as a whole and trends specific to a region. For example, the Charleston region has consistently outpaced national employment gains on a proportional basis in recent years. As a result, current employment projections for the Charleston region remain more positive than for the US. Employment projections are more powerful when complemented by knowledge of the local economy. Employment projections from our data vendor EMSI aren’t well equipped to accommodate sudden, transformative investments within a community, including those recently announced by both Mercedes and Volvo in the Charleston region. Standard forecast models may also miss contract workers and technology positions not readily accounted for by an outdated federal employment classification system, both of which contribute to Boeing’s Charleston operations. To ensure the most accurate employment projections possible, Avalanche Consulting has augmented existing employment projections with information collected during extensive interviews with regional stakeholders, including business representatives, the Charleston Metro Chamber of Commerce, and the CRDA. As a result, existing projections have been revised by Avalanche Consulting for three employment clusters—Aerospace, Automotive, and Information Technology. On the following page, we explain how job creation forecasts were adjusted for each industry cluster.
