I am delighted to bring some truly wonderful news to the attention of our readers, advertisers and industry friends: SHEQ MANAGEMENT is now the official journal for the South African Institute of Occupational Safety and Health (Saiosh)!
T
his is tremendous news for both the magazine and Saiosh; we are kindred souls who will work together for the betterment of the industry as a whole. We have shared beliefs, too: Saiosh was created because its founders believed that death, injury, disease and waste cannot be
regarded as an inevitable price to pay in the quest to produce the goods and services necessary for this country’s growth. Similarly, SHEQ MANAGEMENT was formed because we believe that health, safety, environmental and quality issues are so important that they belong firmly in the boardroom! Practically, our alliance has a number of tangible benefits. It is good news for paid-up Saiosh members, because they will receive their favourite magazine free of charge. Those same Saiosh members will also receive free fortnightly copies of our brand new electronic newsletter. Naturally, like all our other valued readers, the Saiosh membership base will be able to access our website and app, too. We’re really proud of both our website and app; they have received international acclaim. From a SHEQ MANAGEMENT perspective, I am utterly delighted to be associated with such a forward thinking and progressive organisation. As you will learn in this issue of the magazine (turn to pages 21 and 28), Saiosh educates, motivates, supports, informs, assists and lobbies on behalf of occupational safety and health (OSH) professionals. Saiosh is also the registration authority for the Institution of Occupational Safety
and Health South Africa (IOSH SA), which is recognised by the South African Qualifications Authority (SAQA) as a professional body to register OHS professionals in South Africa. It offers four different levels of professional registration: Associate (AIOSHSA), Technical (TechIOSHSA), Graduate (GradIOSHSA) and Chartered (CMIOSHSA). This institute clearly does a remarkable job; while so many other industry bodies are waning and dying, Saiosh is enjoying astounding growth. In fact, in just five-and-ahalf years, it has grown from seven founder members to just under 5 000 members. It is growing at a rate just shy of 200 new members a month. How awesome! I am really looking forward to attending and reporting on the many Saiosh activities – such as its workshops and conferences. I know that we will build a terrific relationship and we will also be able to glean lots of information for all our readers. I am also delighted to grow the circulation of our magazine so dramatically – we have long prided ourselves on our large and growing subscriber base. However, this affiliation has really sky-rocketed our circulation figures! The message is thus clear: the SHEQ MANAGEMENT and Saiosh collaboration is a real win on all fronts! | SHEQ

I especially enjoyed the article: “A concept to die for?” We have had many discussions in the workplace and at home with regard to the use of land and cemeteries, and this concept is a truly sensible one. Land is becoming critical for humans and animals and it is “wasted” by being used to bury bodies. Personally, I believe it would be superb if people could just have a photo of their loved one at home and remember them as they were, instead of burying them and never revisiting that patch, or being distressed over the same patch that will never change. I understand religious beliefs and those who are adamant they have to be buried should continue their traditions, but, where changes can be made, well done to those who are participating in

The 2014 safety statistics, recently released by The Federated Employers’ Mutual Assurance Company (FEM), reveal a shocking surge in motor-vehicle accident (MVA) fatalities in the construction industry – making up 48 percent of the total fatalities for this sector. All hope isn’t lost, however …

his figure is a shock for the construction industry as a whole,” says FEM MD Thelma Pugh. “And most, if not all, of these so-called ‘accidents’ are avoidable.” She adds that there are many contributory reasons, such as an increase in traffic volume and the lawlessness on our roads, but the majority of these accidents could have been avoided. They were caused by: overloading (which leads to loss of control or obscures the driver’s vision), un-roadworthy vehicles (including failure of tyres, brakes or indicators), drunk or reckless drivers (of the company vehicle) and no signage or barriers at traffic control points. The frequency of MVAs has,
unfortunately, been increasing in recent years. An audit of MVA accidents revealed some intersting facts: The majority of the accidents involved drivers in the 20 to 30 year age group, with the fewest recorded in the 40 to 50 year age group. The average cost of an MVA claim is more than double that of a non-MVA claim. The majority of the accidents took place on public roads; very few of the accidents involved pedestrians. In one MVA case study, a 38-year-old casual labourer, hired by a road works company, was hit by a speeding minibus taxi while removing the road-closure signs. The grievances included burns on his face, arms and back and spinal injuries.
“The employee spent five months in hospital and had to undergo extensive skin grafts,” Pugh points out. Sadly, he will never walk again. The hospital costs were R502 268; medical costs R26 230; the capitalised value of pension R340 635; and the total cost of the claim to date R886 383. His loss and the lives lost can’t be summarised in figures however … “FEM and its partners have initiated an awareness programme designed to encourage organisations to enhance the skills of their drivers and to create a culture of road safety to ensure that their workers, and all those who drive vehicles, remain safe on our roads,” continues Pugh. A team, comprising top management

The programme, dubbed “Safetember”, was communicated across a wide range of media, functions and events, and hinged around encouraging organisations to use driver training and awareness. Captains of industry and exemplary
companies were also invited to publicly pledge their support and commitment to the programme. “We’ve also sent many of our employees on advanced driving courses and we want to spill this down to every driver in the organisation,” Pugh points out. FEM has also restructured its prizes at exhibitions such as Noshcon, where it is giving away defensive driving courses and car first-aid kits instead of iPads or TVs. “We are trying these initiatives to create awareness and make a difference in the industry,” Says Pugh. Development of Safetember is presently in its embryonic stage, but it will certainly grow into a wonderful programme that will keep many safe on our roads. | SHEQ

It is generally acknowledged by those active in the construction sector that many MVA fatalities are as a result of workers being transported (often to and from the construction site) on open trucks or

Like my Voortrekker (pioneer) forefathers, I also headed north towards the Drakensberg, but not to break away from oppressors; no, my great trek led to one of Africa’s longest-running and largest occupational health and safety conferences and exhibitions – Noshcon 2015. This 54th instalment saw leading industry experts converge at the picturesque Champagne Sports Resort, in KwaZulu-Natal, from September 15 to 18, to build upon and improve their current

You can also share information among each other in terms of your experience and ideas that you might be trying in your company. How we trekked to Noshcon Luckily we didn’t have to take an ox wagon to get to this year’s Noshcon – NOSA’s occupational health and safety conference and exhibition. We got to travel to the Champagne Sports Resort (situated in KwaZulu-Natal at the foot of the picturesque Drakensberg) in style, and very safely, in the new Auris Xr. Toyota South Africa graciously loaned us the 1,6 manual model for our annual trek to the event. The refreshed 2015 range, which was launched locally in June, includes the Auris X (retailing at R223 700), Xi (R249 100), Xs (R259 800), Xr (R287 700) and Xr CVT (R301 700). As with Noshcon 2015, Toyota keeps its passengers’ health and safety in mind with this new offering … The new Auris range benefits from suspension and steering revisions designed to improve ride comfort and handling. Components in the MacPherson strut front suspension have been revised, including the design of the coil springs, shock absorbers, upper insulators, bound stoppers and stabiliser bushes. In combination, the changes to the suspension improve initial roll damping, minimise friction and amplify straight-line ride comfort. In addition, the electric power-steering system’s mapping has been tuned to further build steering weight as vehicle speed rises, giving better feedback between 60 and 80 km/h. Other safety features include: follow-me-home headlights (which help to guide you to your front door at night as the lights can be set to switch off 30, 60, 90 or 120 seconds after you leave the car), steering switches, dual front and side airbags, remote central locking, ABS with Brake Assist and Electronic Brake Force Distribution (EBD). There is also seat-belt warning for all occupants. A new central, tablet-inspired audio-visual display panel comes standard on all models from the Xs grade upwards. It offers CD/DVD, Radio (FM/AM) and Bluetooth/AUX/USB functionality – as well as a host of other on-board functions including a reverse camera with guide lines. Our Xr model also features cruise control (which ensures that you don’t exceed the speed limit), an electro-chromatic rear-view mirror, curtain airbags and a driver’s kneebag, as well as electric lumbar support for the “pilot”. The 1,6 manual reportedly consumes an average of 6,2l /100 km in the combined cycle (but we received even better reading during our time with the vehicle).

Topics were as diverse as they were interesting, with speakers presenting on assorted approaches to safety; from resilient business transformation to the simple science of common sense. Andrew Sharman made his seventh appearance at the conference and did not disappoint with his talk on the five truths of being “safety savvy”. The evening’s entertainment featured a “silent disco” – an experience initially approached with an equal mix of scepticism and trepidation (which were quickly discarded once guests realised the benefits of being able to tailor the choice of dance music). The final day began with a lively debate between a panel of experts and delegates, followed by a series of breakaway sessions; this time delving into subjects ranging from the origins of safety risk, to tackling risk in global supply chains. “It is extremely important in a conference like this, where you are faced with 25 different speakers, that you are able to take back a couple of important key messages,” explains Duncan Carlisle, CEO of NOSA Global Holdings.

Skills development now more important than ever Revised broad-based black economic empowerment (B-BBEE) codes demand strong partnerships in skills development, explains STEVEN HERSCOVITZ, managing director of Training Force

he revised codes of good practice for B-BBEE are now in play, with far-reaching implications for companies that do not have at least a 51-percent ratio of black ownership. Companies seeking a more positive B-BBEE rating – in order to maintain or close new contracts that depend on their level within the framework – are going to need to place a greater focus on achieving high scores across more criteria. One of the most impactful changes is that the codes now have three priority elements: ownership, skills development and enterprise and supplier development.

Companies not achieving 40 percent in certain indicators in these elements will drop a level on their scorecard, while companies with a black ownership level of less than ten percent will automatically be downgraded a level. With the scores for each level also having altered (to a possible total of 118 points rather than the previous 107 points), companies are now compelled to place a greater emphasis on taking real action to empower previously disadvantaged people within their organisations and communities. According to amendments to the B-BBEE Act and the Codes Explained
published by Werksmans attorneys, the amendments to the codes increase the number of factors to be considered under skills development, with five factors now in play. The new factors offer points for training unemployed black persons, and for the number of black people offered jobs at the end of the learnership programmes. The points required have increased from six to eight percent, while the compliance target for skills-development expenditure has increased from three to six percent. Skills development has been allocated a potential 25 points in the new framework – up from a previous 15 points – and the focus

This partnership needs to be more than just the appointment of a company that is recognised by the South African Qualifications Authority (SAQA) – offering accredited training programmes across a wide spectrum of industries and services. The ideal training partner should offer consulting services that help identify the most effective ways to complete training in an organisation. It should also help companies understand the requirements of the law, assist them in compliance and ensure that all training, education and development initiatives help the company to achieve the maximum possible points as outlined by the new codes. This partner should also have skills and experience in working with a company’s specific industry and skills requirements, whether their focus is in construction, transport and logistics, engineering, hospitality or business. Being able to offer training in workplace support topics, such as adult basic education or health and welfare, is also a distinct advantage. | SHEQ

The skills part of the scorecard is now even more important than before. It now has a larger weighting, and the percentage of turnover to be invested in skills development has doubled. Training Force, a wholly owned subsidiary of Workforce Holdings, believes that learnerships are definitely the most economical way to achieve maximum points, because the stipends given to learners while they are studying can be included when accounting for this amount. It can also be included as part of the allowance described in Section 12h of the Income Tax Act. The tax allowance makes it possible for a company to heavily subsidise the cost of the learnership, while, at the same time, subsidising the six percent of leviable spend required. With the increased expenditure on education and development outlined in the codes, and greater emphasis on formal education rather than on informal skills transfer, companies seeking to achieve the maximum possible points in the skills development element of
The Department of Higher Education and Training (DHET) in the North West Province has partnered with Training Force to give 100 adult learners the skills they need to join the ranks of the employed. The learners graduated after a three-month course, during which they learned welding skills. In the final practical evaluation they had to build a gas stove. This is a particularly valuable assessment process, as most of the learners come from areas where there is no electricity, and being able to build and sell gas stoves is one way that they can earn a livelihood in the future.

Wasting healthcare risk waste away
The South African waste management industry is changing as new legislation is promulgated, especially in the healthcare risk waste industry. We conduct a Q&A with Vishika Singh, compliance manager at Compass Medical Waste Services – one of South Africa’s largest healthcare risk waste service providers

hat should people consider when dealing with healthcare risk waste?

They need to remember that it is hazardous and can be detrimental to people’s health and/or the environment and must therefore be managed accordingly.

The generators of healthcare risk waste need to ensure that: • There are sufficient and relevant containers for this waste stream; • The waste is segregated correctly; • There is a central storage area (CSA) to cater for the volume of waste that is generated; • The CSA is accessible to their healthcare risk service provider (waste collection and disposal company), to ensure that the waste goes directly into the collection vehicle;
• Their healthcare risk waste service provider has barcoded containers so that they can track the cradle-to-grave process of the waste collection and disposal; and • They understand their legal responsibilities with regard to the disposal of this waste stream and employ the services of a reputable service provider, so as not to compromise their reputation. What challenges are associated with healthcare risk waste disposal? Healthcare risk waste disposal is often viewed as a “grudge” expense. Companies are driven by the bottom line rather than considering compliance and the environment. Being compliant with the laws and requirements that regulate the disposal of healthcare risk waste, and being environmentally proactive is expensive. Every aspect of the industry is regulated
– from the bags/liners and containers that the waste goes into, to the personal protective equipment (PPE) worn by staff, the vehicles used to transport the waste, the treatment and disposal processes, the effluent from treatment plants and the washing and decontaminating of the vehicles and reusable containers. There is also a common perception that there is a lot of money to be made from healthcare risk waste collection and disposal, and that anyone can do it. As a result, illegal dumping is rife. Some businesses tender for healthcare risk waste collection and disposal, but do not always have the expertise or knowledge of the legislation governing this industry. They also do not have the capacity to cope when the customer’s requirements increase. You need to have a plan in place for additional waste collection and disposal. This

Why is healthcare risk waste training so important? The management of healthcare risk waste does not form part of the normal training curricula of nurses and doctors. It is, therefore, essential that they are educated on the correct way to handle and dispose of the waste. Contracted cleaners who work in the healthcare facilities (hospitals) also need to be aware of the potential hazards of healthcare risk waste. The biggest challenge is that often the healthcare workers do not realise the impact the waste (generated by their facilities) has on the public and the environment. An injury or incident arising from healthcare risk waste often results in longterm consequences from a health and financial point of view. One needle stick injury can cost up to R8 000, for example, and the treatment takes a minimum of six months. Prevention of the mismanagement of healthcare risk waste is the message we highlight to our customers and their staff.
What do you do with the waste after it has been removed? The sharps and infectious waste is treated by our Bondtech autoclaves, then shredded and landfilled at permitted landfill sites. Autoclaving is a non-burn technology that utilises live steam and pressure to “sterilise” the healthcare risk waste. Anatomical and pharmaceutical waste is incinerated by third-party incinerator operators. Low-scheduled pharmaceutical waste can also be destroyed and landfilled in permitted hazardous landfill sites.
How much, and what type of, waste do you remove per annum? Currently, between 25 000 and 30 000 t is being collected and disposed through our services per annum. How to Improve Floor Safety in the Workplace

Across South Africa, slips in the workplace are a real concern. It’s not just sprains and bruises. Slips all too frequently result in bone fractures, and in the most extreme cases, fatalities. Slipping is especially dangerous if the individual falls onto a sharp or moving object, or comes into contact with hot surfaces, or chemicals.
Contaminants on floor surfaces are very often the culprit. This can be water, ice, oil, grease, chemical spillage, etc. It is not just spilt liquids that make floor surfaces dangerous. Swarf, powders and other dry debris can act like marbles on a floor surface. Uneven and poorly maintained floor surfaces can also cause both slips and trips.
Floor safety should be evaluated frequently, with regular risk assessments. Carefully consider any risks. Initiating preventative measures, such as the installation of anti-slip matting, flooring or coating can dramatically improve safety underfoot.
