The Regular Meeting of Council was held on May 14, 2024 at the Village office and via Zoom. 8 people attended inperson and 10 people attended virtually.
Public Input on Agenda Items. A member of the public spoke about the Fire Association charging the Village for the use of their structure protection equipment in 2023.
2023 Village of Chase Financial Statements. Brent Ashby, Partner, KPMG presented the 2023 Village of Chase Financial Statements, which were later in the meeting adopted by Council.
Road Closure Bylaw No. 936-2024. Council adopted Road Closure Bylaw No. 936-2024, which facilitates the sale of approximately 127 m2 of unused and undeveloped Village property to the owners of 838 Shuswap Avenue.
2024-2028 Financial Plan Bylaw No. 938-2024. Council adopted the 20242028 Financial Plan Bylaw No. 938-2024, which sets out proposed expenditures, funding sources and transfers between funds.
2024 Tax Rates Bylaw No. 939-2024. Council adopted the 2024 Tax Rates Bylaw No. 939-2024, which sets the tax rates required to generate revenue proposed to be raised for the 2024 taxation year.
Structure Protection Unit. Council passed a resolution directing Administration to research costs, potential funding sources and potential revenue through the BC Wildfire Service and Fire Chief’s Association of BC Interagency Agreement for the potential purchase of a Type II structure
protection unit for the Village of Chase Fire Department.
Water Meter Replacement/Repair Acceleration Program. Council passed a resolution authorizing an accelerated water meter replacement and repair program, including the carrying forward of $57,000 from the 2023 surplus in unused public works wages to be allocated to the 2024 Capital and Operating Budget to fund the program and the purchase of one hundred water meters at a cost of $61,500 excluding GST. The resolution also directed Administration to bring forward a fees and charges amendment bylaw to reduce the minimum consumption charge from 60m3 to 30m3 per quarter for water service.
Lease Renewal – Water Lot – Mill Park Boat Launch. Council passed a resolution approving the renewal of the lease of Crown land and foreshore for the purposes of a public boat ramp at Mill Park.
Request from Creekside Seniors –Pickleball Court. Council approved the Creekside Seniors’ request to install a pickleball court on the property to the east of the existing building subject to the organization canvassing local residents within a 50 m2 radius and obtaining approval.
Wildfire Coexistence in BC –Solution Symposium. Council approved travel expenses for Council members to attend the Wildfire Coexistence in BC Solutions Symposium June 3 to 5, 2024 at UBC Okanagan in Kelowna, which is intended to help participants develop a transformative vision and implementation strategy for wildfires. Michael Brett Davis
April 17, 1957 - May 9, 2024
It is with great sorrow and much love we mourn the passing of Michael Brett Davis of Chase, at the age of 67. Loving husband to Jacqueline and father of John and Michael, grandfather to Rosemary. Brother of Bruce and uncle to Crystal and Tyler. Mike was predeceased by his mother Doreen and father Alan.
Mike was born in Kitsilano Beach, Vancouver and called many places home, Calgary, Chicago and Toronto to name a few. He spent his younger years canoeing in Algonquin Park and scuba diving. In 1980 he met his wife in Ontario. At the age of 23 Mike suffered an injury to his back which would end his days of adventuring and travel. He brought his wife to Chase in 1991 to be close to his aging parents. Mike’s greatest pride and joy was raising his 2 sons and the love of his granddaughter. He was honoured to mentor the aikido students and many other young people during his life time.
Mike’s wishes were to help people. In lieu of flowers a donation to the Cancer Society would be appreciated, as there will be no service.
Please join us downstairs at the Chase Legion to share memories and enjoy a refreshment on Saturday, May 18 from 1 pm - 3 pm.

– Finance and Payroll Services Clerk
A temporary full-time employment opportunity exists at the Village of Chase for an Accounting Assistant – Finance and Payroll Service Clerk, to perform various finance clerk functions. Tasks include but are not limited to:
• Processes payroll for all employees, processes remuneration and stipend payments for Council and Fire department volunteers
• Codes and processes accounts payable invoices, reconciles statements from vendors
• Provides front counter and reception assistance
• Other duties as assigned
Being a position within the Bargaining Unit, and in compliance with Article 11 of the Collective Agreement between the Village of Chase and the Canadian Union of Public Employees (CUPE) Local 900, this notice is being provided to all Village of Chase Bargaining Unit staff.
The successful candidate:
• Will have a minimum of two years’ work experience in an accounting position, with experience processing unionized payroll and accounts payable
• Will have completed Grade 12 or equivalent
• Must be confident, flexible, and able to multi-task
• Must be able to deal tactfully with the public and elected officials
• Must be able to handle changing priorities and manage time and tasks effectively
• Must maintain an excellent quality of service and high degree of accuracy in their work
The wage for this position is $29.60 per hour plus 14% in-lieu of benefits. The hours of work are 8:30 a.m. to 4:30 p.m., with one hour for lunch. This position will be required for approximately 6 weeks, beginning June 3rd, 2024 and ending approximately July 15, 2024. This position may be terminated early or extended, if necessary.

Letter from Peter van Hoof –Planting of Wildflowers. Council passed a resolution receiving for information a letter from Peter van Hoof regarding the planting of wildflowers.
District of Logan Lake – Bill 34. Council passed a resolution receiving for information a letter to the Premier of the Province of BC supporting the letter from the District of Logan Lake and their agreement to Bill 34 that will restrict open consumption of illegal substances in public places.
Notice of Motion. Councillor Stevens provided Notice to Council that he intends to bring forward a motion proposing that the Village undertake a 14-day, cost-free wildfire risk reduction focused yard waste removal campaign for residents with expenses evenly divided between the Fire Department and Public Works budget encompassing the provision of roll off vegetation waste bins covering tipping fees and all other associated campaign costs and that Public Works conduct curbside pickup services
on two designated days on a first-comefirst-served basis, based on their capacity to assist registered vulnerable (defined as someone who for physical or mental reasons is unable to transport their waste to a designated drop-site individuals) with tracking managed by the Village staff for optimal service delivery and accountability and continuing that following the campaign Administration will identify the needs for the program in the future and make recommendations for future wildfire risk reduction events similar to the one presented.

The Chase Climate Action Committee and the Chase Environmental Action Society (CEAS) are once again supporting the Go-By-Bike campaign in our community, Monday, June 3rd -Sunday, June 9th.
To start us off, there was a Bike Rodeo on May 15th in the tennis courts between Chase Secondary and Haldane Elementary. From 8:45-12 noon, the rideo was open to Kindergarten to Grade 6 aged students.
To register for the week-long campaign, go to GoByBikeBC.ca choose Chase as your community and then create an “Log My Ride” account. This will allow you to log any kms you ride and will contribute to the total kms for Chase. Please stay tuned for more information leading up to the event. In the meantime, get those bikes out of storage, tuned up and ready to go for another season of riding and let’s beat our last year total!!!
