Farmers’ Market Starting Up by Kelsey Snelgrove
T
he Chase Farm & Craft Market is starting up this Friday, May 18th in the same location as last year, near the Garden Centre in the Safety Mart Plaza. The hours will remain the same as last season, from 10 am- 2 pm every Friday until the last week of October. Three local farms are w o r k i n g together again to ensure the market
has a good selection of produce each week. Chase farms Roots Up Vegetable Farm and Golden Ears Farm, will be coordinating with Sorrento’s Notch Hill Organics each week to bring bedding plants (early season), seasonal fruits and veggies, bread, and eggs. INFO CENTRE Reno In 1986 the Chamber of Commerce took on the contract of offering Visitor Services and Information to local residents; both new and old and many provincial, national and international visitors! The Visitor Centre sees nearly 4000 visitors a year in Chase and has become the “community hub” for information on local businesses, community services, tourism and more! For the past decade, the Chamber & Visitor Centre has had a mouse infestation that has become difficult to eradicate as new holes in walls, floorings, ceilings and foundations continue to accumulate. This has forced us to close our doors and temporarily move locations while we undertake some serious renovations. Because this is an emergency situation and it is time sensitive, this has created
the incapability of applying for other grants as the work is commencing immediately. We are extremely fortunate that our predecessors that sold the Employment Centre that the Chamber of Commerce ran for many years, put those funds into a GIC; intended use was for it to accumulate interest over years and only be used for grant matching for future Economic Development and other Chamber of Commerce programing or for an emergency situation, such as this. We are very excited for the revitalization of our office with a better layout to serve you better, and a brighter, cleaner and “mouse free” environment! Fire Brigades Past and Present Part One of a three-part series

With early settlement and the transformation of forests into towns and their buildings, firefighting became a critical and major undertaking for citizens. Wood stoves, overheated pipes, fireplaces, and a wayward spark could level the clustered layout of a community in short order. Even sidewalks were once constructed of wood. Families always kept at least two fire buckets on hand, and some municipal by-laws mandated such buckets, along with a ladder or two. The alert of a loud bell or the sounding of a large rattle by a watchman was the signal for residents to hit the ground running. Bucket brigades would quickly be formed, with the men relaying the full buckets and women and children passing empty buckets back to the water source. Buildings were often pulled down to help smother blazes. And at times, structures in the path of the fire were demolished to stop its spread, while people frantically tried to save belongings and guard against looting. Axes and crowbars were part of firefighting equipment even back then. Through the mid-1800’s, volunteer fire fighters were growing in numbers right across the country, often with an exemptions from jury duty or military service as incentives. Larger centres eventually phased out their volunteer forces, replacing them with paid positions. Ongoing maintenance of fire halls, machinery, horses, and equipment required fulltime staff. However, smaller communities continued to rely on stalwart volunteers to manage operations and to deal with the inevitable conflagrations. By the late 1800’s more sophisticated fire protection equipment had been developed, such as steam engines, horsedrawn apparatus, and hydrant systems. As well, building codes were in place that required fire walls, fire resistance
between floors, and sufficient minimum space between structures. Rubber-lined duck coats and rubber boots became the de rigeur garb for fire fighters by the early 1900’s—practical, safer, and in more visible colours. Two types of fire departments eventually evolved: hook & ladder crews utilizing ladders and long, hooked pike poles, and engine companies that doused flames with water, whether from handdrawn, horse-drawn or self-propelled equipment. And today’s motorized fire trucks are often designated as either ladder trucks carrying tools and ladders or pumper trucks capable of carrying and pumping water. At times, competition developed between fire departments over which group would fight the fire and collect the reward from the insurance company carrying the policy for the building. Structures were fitted with metal plaques called Fire Marks that indicated which insurance company underwrote the coverage and therefore, which firm would pay the reward for stifling the fire. In the Village of Chase, an important meeting was held on April 30, 1910 at the Underwood Hotel. Property owners and residents met to discuss adequate fire protection for the community. A few days later on May 3rd the Chase Fire Association was formed and its first Chief elected, Mr. William. Hudson. Also at that time, an order was submitted for seven hydrants, 400 feet of hose, nozzles and couplings. The association was funded by a share offering, at $1 per share, which raised $768. The village’s first firehall, believed to be the smallest in Canada—small but mighty—was constructed in 1912 near the intersection of Chase Street and Shuswap Avenue, with an alarm bell installed on it in 1916.

Fire Association History
The Fire Association would fund its operations through community special events and sporting activities for many years. The fire hose cart on display in the Chase Museum was built in 1912. Water to the town site at that time was provided through lateral lines hooked to the Adams River Lumber Company’s water main, which was used to create water pressure at the mill. During the 1930’s and 40’s, the Carlin family owned water and electricity rights within the area. Chase Water Works District was set up in June of 1950, with the purchase of rights from the Carlins being completed by the end of that year, in the lead-up to village incorporation in 1969. Water Works also assumed control of the Fire Association.
In 1955, the town’s second fire hall was built on the same site as the first, and an allwheel drive truck was purchased. Plans for a new water system were underway in 1956 and by 1962, a more modernized system was up and running. 1975 saw the town`s third fire hall constructed at Okanagan Avenue and Chase Street, with a large expansion to the building added in 2009 to meet the needs of the growing village and area. 108 years of faithful service have been delivered to the Village of Chase by its dedicated fire fighters. Part Two will tell some of the stories of our current first responders—and talk about the future.

2018 Budget Explained submitted by Village of Chase
On Monday, May 14, 2018, Council provided another opportunity for the public to provide comment and ask questions about the 2018-2022 Financial Plan and the 2018 Tax Rates. Afterward, both the financial plan bylaw and the tax rates bylaw were adopted. Chase, being a municipality (and a lovely one at that!) under the laws of the Province of BC, has the authority to collect taxes and fees to pay for the services provided to the members of the community. Sewer, water and solid waste are services that are funded by fees. They are considered a 'fee for service'. Other services like dog control, bylaw enforcement, pothole repair, community hall air conditioning, parks mowing, welcome signage, line painting, and snow plowing to name a few, are all services funded by taxation. If services are needed or desired, there must be money to pay for those services and that's where fees and taxes come in. And as with your groceries, laundry detergent, potting soil, plants and other household goods, costs continually increase for services purchased by and provided by your municipality. Our Chief Financial Officer prepares a budget based on the services that are historically provided, that people come to expect and the anticipated costs of delivering those
services. In order to raise funds for those services, fees must be charged and taxes must be collected. As was explained last week, Council is not changing the tax rate this year, it is staying the same as it was in 2017. That being said, many of us Village taxpayers will see an increase in our tax notices when they are sent out later this month. The reason for this increase is because in our area, in fact the Kamloops/ Shuswap region, property values have gone up. This is good news on a few fronts - it means that our properties are worth more if we want to sell them. Also, that means our area is becoming more popular as there is more demand for housing. This also means though, that even if the tax rate does not change from 2017 to 2018, the tax levies will be higher because the assessed values are higher. If you notice an increase in your property tax bill this year, it is due to the increase in the assessed value of your property. People are discovering Chase! And whether we like it or not, this discovery is having an impact on our property values. Page 9 • May 18th, 2018 • Chase Sunflower Obituary CARKNER, Elizabeth Florence (nee Wallace) November 2, 1931 – May 15, 2018 It is with great sadness that we announce the peaceful passing of our mother, Elizabeth (Betty) Carkner at her home in Chase, BC on Tuesday May 15, 2018, at the age of 86 years. Betty was predeceased by her loving husband, Russell, in 2001 and her sister, Helen Smith, in 2016. Betty will be forever and lovingly remembered by her son Larry (Jennifer) Carkner. Daughters Mary Anne (Rick) Archer, Susan Carkner, and Nancy (Dan) Hassler. Also survived by her brother, Ron (Marg) Wallace, as well as numerous nieces and nephews. Grandmother to Stacy, Sarah, Mitchell, Matt, Beth, Chloe and Russell. Great Grandmother to Carson, Skylar, Liliya and Everett. A Funeral Service in memory of Betty will be held Saturday, May 19, 2018 at 1pm, at Creekside Seniors Centre in Chase. Interment will follow at Chase Cemetery. A Reception will be held afterwards at Creekside Seniors Centre. Gently toss to combine. Cover the dish tightly with foil and bake for 35 minutes. Uncover; stir. At this point you should check the pasta to make sure that it is al dente (firm but just about finished cooking). If it’s still too hard, cover the dish and return to the oven until pasta is al dente. Then move on to the next step. Sprinkle Parmesan over the top. This week the Chase and District Fish and Game Club would like to invite the community to their annual Fishing Derby and Family Campout at the Range in Turtle Valley. The camp out is being held on May 25th, 26th and 27th. The Fishing Derby and camping is open to any families in the community. It is not just for members. Everyone who is interested is invited to come out and see what our club is all about. For the Fishing Derby portion you register up at the Range on Friday evening until 8 pm. The derby ends on Sunday at noon. It costs $10 for non-members and $5 for members. Children 10 and under can enter for free. If children want to be included in the bigger prizes they can enter as an adult. There are 4 lakes that you are allowed to fish in – Fleming, Phillips, Miller and Skimiken. These lakes are for 10HP max or electric motors. There will be prizes!! CDFGC is going to try to make a satellite map to help participants find their way to these
lakes if you don’t know where they are. Camping is dry camping only at the range. There are no services except for some out houses for tenters. There is a big field to camp out on. Saturday night is BBQ time. Several pork loins will be cooked along with potatoes and buns. Campers are asked to bring potluck sides and salads to share with others for the BBQ to make sure there is lots of delicious food for everyone. There will be a variety of games and music as well as a Horse shoe tournament which is open to anyone. If you don’t want to camp but just enter the Derby that is fine. If you just want to camp and visit and not fish that’s great too. Or just come up and participate in the potluck dinner and games on Saturday. For archery enthusiasts the archery range is now open.
