Minstry seeks feedback on Highway Options

he future path of the highway has been a source of speculation for years, so it was no surprise that there was a good turnout for the Information Session on Tuesday by the The Ministry of Transportation and Infrastructure. Over 200 Chase and area residents showed up to view project plans and ask questions regarding four laning of the section of the Trans-Canada Highway from Hoffman’s Bluff to Chase. “We had over 95 people come in the first hour, which is great,” said Jeff Knight of the Ministry of Transportation and Infrastructure.
Those who were unable to attend can view the presentation online, and provide feedback by June 12th. (The page can be accessed from this shortened URL http://bit.ly/283IMom) Three different options were presented for the section from Hoffman’s Bluff to Chase, all with price tags between $47 and $50 million in cost. Project Manager Ken Aura said the Pritchard to Hoffman’s Bluff portion of the project should be completed this fall. The Chase Creek Road to Chase portion would ideally begin in the spring of 2017 and is slated to be completed in 2019. Continued on page 12

Updatebyfrom Town Hall Meeting Joni Heinrich, Village of Chase CAO On April 22, 2016, Village Council hosted a Town Hall meeting at the Community Hall, with Sgt. Heebner of the Chase RCMP detachment and representatives from Southeast District including Staff Sgt. Jim Harrison. Almost 200 members of the community were in attendance. At the meeting, the presenters explained that the local detachment is currently understaffed, as are many other detachments in Canada. Additional resources for Chase have been requested by the local Sgt., given the large geographic area for
which Chase detachment is responsible. During the meeting, Council committed to hosting another Town Hall meeting to update the community on actions taken to address the resource issues of the local detachment. Since the meeting, Mayor Berrigan has met with our Member of Parliament, Mel Arnold, and has a meeting scheduled later in June with our MLA Todd Stone. Council fully intends to host another meeting, once additional information is available to share with the community.

10 questions With... This week we are talking to David Lepsoe, a local history buff and a Councillor for the Village of Chase Q • Were you born here? A • I was born in New Denver. My parents were both teachers and Dad got a job in Chase and we never left. That was 1965. I always say ‘I settled in Secwepemculecw 100 years after Whitfield Chase did’.

Q • You have been dubbed the ‘Town Historian’. How did you get that title, and how did you get interested in history? A • People started calling me the Historian. I first got interested in history after hearing stories my Uncle about World War II. I started wondering ‘did all this stuff ACTUALLY happen??’, so I started doing research to find out.
Q • You have been on Village Council for how long? A • This is my third term. I was first elected in 2008.
Q • Do you have a life philosophy of any kind? A • I have 3 rules that I use. The first two from Einstein. Number one is: you can’t solve a problem with the same level of thinking that caused the problem and number two is: the definition of insanity is doing the same thing over and over and expecting a different outcome. The third I learned from an engineer: when you engineer something, use existing materials. Those rules can apply to any problem that you have.
Q • What are your favourite parts of being on Council and what are some of the challenges? A • I love seeing things work and being able to be involved and see things come together. I enjoy my time with the Shuswap Tourism Advisory Committee. Tourism is the #1 employer industry, there is so much opportunity here. That’s actually one of the challenges - getting people to see these opportunities. Q • Are there any projects you’ve been involved with on Council that you are particularly proud of? A • I was happy that Council was able to complete the water treatment plant project. We have a brand new water treatment plant, which is just huge for Chase.
Q • What do you do for fun? A • Well… Life is fun! Everything is fun. But I do hike every morning up the switchbacks with my dog, and that grounds me.
Q • What is your favorite book? A • When I was a kid, I loved the Sherlock Holmes books. I liked the way he deduces things by seeing from someone else’s point of view.

Caravan Follows Salmon Migration Path by Kelsey Snelgrove
A group travelling with the salmon smolts swimming from the headwaters to the ocean is bringing it’s celebration of the spirit of wild salmon to Chase next week. The Wild Salmon Caravan is a collaborative, grassroots project led by the BC Food Systems Network,with the purpose of building “coalitions and campaigns that link Indigenous and nonIndigenous peoples, artists, food systems networks, individuals, organizations, and communities who are working to protect, conserve and restore wild salmon and it’s habitat in the Fraser Basin and Salish Seas corridor.” The Caravan was created at an event in Chase in 2014 called the Wild Salmon Convergence, and is now entering its second year. A small group will journey from the headwaters of the Fraser River at Mount Robson in the Rocky Mountains, to the Salish Seas at Vancouver during the week of June 6 – 11, 2016. On Tuesday, June 7th there is a Wild Salmon Caravan event at Adams Lake Indian band. At 5 pm there is a welcoming at Adams Lake Indian Band Fishing Station. At 6 pm there will be a fest, songs, speakers, film showings and stick games at ALIB gym. “The intention of the Wild Salmon Caravan is to nurture the creative energy that wild salmon have inspired through the ages, and affirm inter-tribal
relationships that are the foundation of Indigenous trade and fisheries knowledge systems adapted over thousands of years. The collaboration and creative energy will serve to transform the darkness surrounding the industrial storm that is endangering wild salmon,” said Dawn Morrison, one the event organizers. The Caravan will feature ceremonies, songs, engaging speakers, and creative expressions of music, storytelling, and visual and performing arts, to engage with attendees. “In a similar spirit as the world renowned Mardi Gras festival in New Orleans, we invite artists, coalitions, food systems networks, individuals, and communities from all ages, creeds and cultures, to come out in colourful and creative expressions of our love for wild salmon at one or more of the community events we are planning,” said Morrison. The organizers have launched a new website where you can find more detailed information about caravan events and ways you can participate. MP Arnold Tables Petition for Auxiliary Police News Release
MP Arnold Tables Petition for Auxiliary Police Tax Credit Ottawa, ON- Today in the House of Commons, Mel Arnold, Member of Parliament for North OkanaganShuswap, tabled a petition initiated by City of Vernon Councillor Bob Spiers calling on the federal government to establish a tax credit for auxiliary police officers. Similar federal tax credits were established for volunteer firefighters and volunteer search and rescue personnel in 2011 and 2014, respectively. The Royal Canadian Mounted Police Auxiliary Constable Program was introduced in 1963 and currently deploys 1600 volunteer Auxiliary Constables in communities across Canada. In the RCMP program, Auxiliary Constables contribute to community-based policing by engaging in community events and
also providing support to the general duties of RCMP Regular Members. “I am happy I could collaborate with MP Arnold who sponsored and presented this petition to Parliament,” said Councillor Spiers in Vernon. “I am hopeful that the federal government’s response will be positive and that all Canadian auxiliary police- whether municipal, provincial or RCMP- will get the same tax credit as other first responders, namely volunteer fighters and search and rescue volunteers.” MP Arnold echoed Councillor Spiers’ hope and said, “I thank Councillor Spiers for his advocacy on behalf of auxiliary police and hope the federal government moves forward with establishing this benefit recognizing the valuable contributions of auxiliary police officers that make our communities safer and better places to live.”

Coconut Rice
1 1/2 cups brown jasmine or basmati rice 2 cups good-quality coconut milk 2 cups water 1/2 tsp. salt 2+1/2 Tbsp. dry shredded coconut (baking type) 1 Tbsp. coconut oil, or other vegetable oil Rub the oil over the bottom of a regular-sized pot (you will also need a tight-fitting lid). Add the rice, coconut milk, water, salt, and shredded coconut. Stir and set over high heat. Bring to a bubbling (but not rolling) boil. Immediately reduce heat to low and
cover tightly with a lid. Allow to cook for 1 hour, or until the coconut-water has been absorbed by the rice. When all (or nearly all) of the coconut-water is gone, turn off the heat, but leave the pot on the burner (covered). Allow the rice to sit for another 5-10 minutes, or until you’re ready to eat. Your coconut rice will stay warm in this way for 1 hour or more (a great make-ahead tip if you’re expecting company!). Fluff the rice with chopsticks or a fork, and serve with your choice of entree(s).

Highway 4-Laning Options Unveiled
Option 1 • Shuswap Chase Creek Road Interchange – Preferred Option (estimated cost of $48 million) The recommended option would provide a new four-lane highway to the south of the existing highway, and an interchange located near the existing Shuswap Chase Creek Road Intersection. The existing highway would become a frontage road from VLA Road to Shuswap Avenue. Option 2 • Interchange Near Planter Road (Estimated cost of $50 million) West of Planter Road, the new highway fourlane alignment would generally follow just south of the existing highway, and to the east the new highway would follow the existing highway, between the Village of Chase Wastewater Treatment
Facility and the CP Railway. A local road would also be constructed between the highway and the CP Railway. An interchange would be provided with a highway overpass, and eastbound ramps provided near Planter Road. The westbound right-in/right-out intersection would be provided approximately 800m further east of the highway overpass. Option 3 • At-Grade Protected T Intersections at Shuswap Chase Creek Road and Shuswap Avenue West (most cost effective option at $47 million) For this option, the new four-lane highway alignment would follow along the existing highway, with the existing Shuswap Avenue intersection closed in favour of a new protected T intersection approximately 200 m further east. The Harper Lake Road and Shuswap
Chase Creek Road intersections would be combined into a new protected T intersection. VLA road would be connected to Planter Road, which would have a right in/right out restricted movement. There was also a basic conceptual layout for Chase to Jade Mountain, which is still in the early planning stages. This portion would include Coburn Street and the Mattey’s Road access, and isn’t planned to be completed until 2022.
