Chemicals Management Software Guide

Foreword Welcome to Chemical Watch’s second Chemicals Management Software Guide. In publishing it, we are continuing to respond to the growing use of software to improve chemical management programmes, while also presenting data on what it is currently being used for and future plans for investment. To this end, we carried out a survey (pages 4-7) about how chemical companies and downstream users are doing that and there are also five articles about key functions that software addresses, plus another on the emerging technology of blockchain. The need for better supply chain software is driven, ultimately, by regulations that oblige the supply chain to communicate more with itself, both up- and downstream. Downstream customers are now likely to ask questions of their suppliers about a particular regulation, even if they themselves are not directly affected by it. Suppliers have to be ready to respond. As our first article (pages 9-11) shows, many software companies and service suppliers are working to improve the transparency and visibility of the supply chain by collecting, verifying and managing supplier documentation. This can take place collaboratively across a whole industry or at a simpler one-to-one level. As in other fields, the software has to tread a fine line between being universally valid and customisable to specific needs, but it also has uses beyond compliance, notably in R&D and product redesign. There is a wide array of software platforms for health, safety and environment (HSE) tasks, from basic incident management, to full risk assessment and compliance management and everything else in between. The second article, on pages 13-15, looks in particular at management of change (MOC) and hazard communication software, while also considering the difficulties of implementing globally integrated systems when regulations and measurement metrics vary so much across the world. Reporting requirements are another major challenge. Not the least of this is the variable way global standards are interpreted across the world, despite the Globally Harmonised System (GHS) and sometimes because of it. Software is being developed to address these problems by keeping users totally up-to-date with regulatory developments (pages 16-18) but any system is only as good as the data going into it. A key challenge is striking

the right balance between making the system user-friendly, while still coping with the extreme complexity of regulation. Proving compliance to regulators and other stakeholders in terms of transparency, product stewardship, sustainability and corporate social responsibility (CSR), as well as the letter of regulations, is another increasingly important function of chemical management software. In another article (pages 20-21), we look at how software can be embedded in product safety and stewardship processes, automatically generating the necessary documentation. This can have further advantages in driving cross-functional efficiencies, monitoring the supply chain and responding proactively to both customer demands and regulatory changes. We, also look at the highly specialised field of safety data sheet (SDS) authoring systems and how to choose the right one for a business’s specific needs to ensure its documentation is fully compliant (pages 23-25). This has never been so complex and it is clear that a structured project, with clearly defined internal ownership, is essential to making it work. The focus here is on practical advice to identify current and future needs, understand the company’s internal capabilities, select the right vendor and test the system out before buying. Finally, we cover one of the exciting technologies that is emerging to address some of the challenges that have arisen from technology itself, as well as the growth in regulation and consumer pressure (pages 27-28). Blockchain is a digital record-keeping system that enables more records to be created and fast-tracked. It is also said to improve data security, control and transparency. This technology is not the answer to everyone’s prayers, nor, as our survey shows, is it yet very high on service providers’ radar screens. However, it is definitely going to be one to watch in the coming years. We hope you enjoy reading the articles and find the listings useful. Chemicals Management Software Guide

Introduction Why are chemicals companies and downstream users investing in chemical management software? This is the second Chemicals Management Software Guide to be published by Chemical Watch, following the success of the launch edition in 2017. We developed the product because we saw a clear customer need for it. The compliance demands placed on chemicals companies and downstream users are becoming more extensive and complex, and at the same time, the number of suppliers and the variety of products they offer are probably expanding even faster. The chemicals industry does not need instruction from anyone on the need for safety. This is – well, pick your cliché – both part of the DNA of the industry and its licence to operate. Traditional safety mechanisms have been built into the industry for generations and the software revolution has impacted them as it has just about every other industrial function. Chemical management software today, however, is about much more than that. It also encompasses the responsibilities imposed on the industry all the way up and down the value chain. Thus it is also of interest to downstream customers, government agencies, service providers, law firms and potentially everyone who interacts with the chemicals industry. In other words, potentially almost everyone, although these categories account for the vast majority of companies using it at present.

corresponded with the editorial articles in the guide. All of these concepts remain important, but we have redirected our coverage slightly this year to focus on the needs the software actually addresses. Thus, this edition of the guide has five main articles covering software for: • supply chain management; • regulatory compliance; • chemical reporting requirements; • managing EHS obligations; and • safety data sheet (SDS) authoring; So, who is investing in the software and why? Chemical Watch carried out a survey of 328 firms active in and around the chemicals industry, asking them about their current investments and future plans relating to chemical management software. Figure 1 – Have you used a software system (including third party) to support your chemicals management programme in the past three years, by size and type of organisation?

Small (less than 50 employees)

The advantages software systems bring are, broadly speaking, the same that come from any automated function that replaces interactions between multiple human brains in different locations. They are, however, an aid to rather than a substitute for applied human intelligence – rather like a satellite navigation device is not meant to be a substitute for road sense and careful driving.

Compliance might not be a glamorous function, but it is essential and increasingly recognised as such. Making mistakes can have serious, even catastrophic, consequences for a company, its reputation, its workers and the wider community, not to mention the industry as a whole. Users of chemicals who may, in the past, not have needed to be so aware of that fact now most certainly do. And software cannot just be ‘good enough’, any more than the traditional processes of the industry can be. Last year, we examined the software available in four broad categories of operational risk, environmental performance, product stewardship and process safety, which broadly

These companies varied considerably in size, though most (60%) were defined as large, with over 250 employees and a further 22% were medium-sized, with 50-250 employees. Small (<50 employees) companies accounted for the remaining 18%. The broad make-up of those participating in the survey was similar to last year’s, in that most defined their company’s main area of activity as chemicals, oil and energy (29%) or downstream users (40%). The rest comprised: • service providers including legal services (18%); • government and agencies (4%); • trade associations, public relations firms and similar (3%); and • others (6%). There were marked differences between these groups when they were asked if they had used a software system (including third party) to support their chemicals management programme in the past three years. Over two thirds (67%) had done so. Figure 1 shows the percentage of firms by size and types of organisation to have invested. Large companies, regardless of their area of activity, remain the biggest users of these systems. Overall, 74% of large companies had used software in the past three years, rising to 79% among the chemical companies. Of medium-sized companies, 67% had invested, but the figure falls to 50% among small companies.

Conversely, where downstream users had more than one system, they were more likely to have integrated them. While 26-27% of companies in each organisational category had fully integrated their systems, 57% of chemical companies had not integrated any of them, as opposed to only 44% of downstream users. This may indicate a longer-established but less systematic approach to the acquisition of software by chemical manufacturers than their customers, who have come later to this and been able to think more holistically about it. Companies have many different means of integrating software too. While the commonest way was to use an in-house team (cited by 44% of all companies), this method was not used by a clear majority in any organisational category. Consulting services and third party implementation were each used by 11% of the companies responding and 27% of them do not integrate their systems at all, with the ‘other’ category being least likely to do so (33%). It is much clearer what kind of software users regard as most critical to their business. Asked how important different IT systems are to their current chemicals management programme, 79% described regulatory

Figure 2 – How many software applications do you currently use to support your chemicals management and control programme?

This is not surprising in itself: larger companies have more complex systems to manage and higher reputational risks to concern them. Even so, compliance is a concern for the whole industry and becoming more so with every passing year.

In the individual categories, 72% of those active in chemicals, oil and energy have invested in software for chemical management in the past three years. The figures were 70% for service providers, 64% for downstream users and 66% for all ‘others’. Asked if they were considering implementing this software in the next 12 months, 48% said that they were. This rose to 52% among service providers and others, with 49% of chemical companies and 45% of downstream users saying the same. Figure 2 shows the number of software programmes respondents said that they are currently using for chemical management. Naturally, the chemical companies have the most diverse array of systems, with 20% of them using more than four. However, the commonest answer in all categories and overall were one (39%), then two (23%). The ‘others’ category was proportionately most likely to have two or fewer systems.

compliance systems as ‘very important’ and 18% called them ‘somewhat important’. Next came hazard communication (60% and 30% respectively), followed some way behind by chemical safety assessment (52% and 34%) and finally product stewardship (43% and 34%).

Figure 3 shows in full detail how respondents viewed different sub-categories in terms of their importance in their current chemicals management programmes. The most important, pretty much in line with the 2017 figures, were regulatory compliance systems, particularly for: • data management (regulatory lists, substance data); • product compliance; • regulatory management; and • compliance assurance.

These trends were similar between chemical companies and downstream users, with one major difference. The former were far more likely than the latter to see hazard communication software as ‘very important’ (71% v 47%), reflecting the considerably greater obligations on chemical suppliers to communicate with the authorities and wider stakeholders on the hazards of their products.

In other fields, labelling, hazard assessment and safety data sheet management scored highly. Software for product lifecycle management (PLM) and corporate

sustainability reporting (CSR) still seems to be a relatively hard sell, but even for these, more than half regard them as ‘very important’ or ‘important’. There is no category for which more than 25% of respondents had no use at all.

• • • •

It seems clear enough, then, that just about every software function available on the market is broadly seen as useful, at the very least. The chemicals industry and its customers now see having the right software as essential, not just useful, to getting the regulatory compliance function.

Compliance software is there to help chemicals companies and their downstream users manage their risks and obligations better, in a timely manner and in a more costeffective way than continuously expanding their regulatory departments. And the systems are now better than ever before. This guide can help you to find the right ones for you.

The single main factor in driving investment in software solutions was time saving. This was cited as ‘very important’ or ‘important’ by 57% and 37% respectively of all companies surveyed (Figure 4). Close behind came cost (48% and 42%), being customisable (39% and 42%) and ease of integration with existing health, safety and environment (EHS) and enterprise resource planning (ERP) systems (30% and 45%). CSR was again bottom of the list, but even so, 59% saw it as ‘very important’ or ‘important’ and only 12% did not regard it as important at all.

That these companies need software to manage their data in the age of ‘Big Data’ and ever increasing requirements is a given. Indeed, 56% of all companies surveyed, rising to 64% among downstream users, said they had gaps in their data. As yet, however, there was little perception of blockchain as a possible aid to data management: barely 5% of respondents thought it could help them and that figure hardly varied across different kinds of organisations. That this proportion will grow sharply in time seems a safe prediction.

More links in the chain Software is managing ever more complex tasks in supply chain communication

Ideally, companies all along the supply chain would be sharing data so that everyone would know and understand what chemical substances were in their products. The reality is very different, as supply chains are often very complex, with multiple layers, making information sharing a highly cumbersome and labour-intensive process. Consequently, customers tend to rely on their tier one suppliers to tell them about the substances they buy and what they need to do to comply with national, regional and global regulations. The need for information is also hindered by the fact that many companies formulate or add substances to transform the initial raw material into the final end product. Data gathering can be especially complex for items like household and personal care products, which are heavily formulated. Software companies and service suppliers are working to improve the transparency and visibility of their supply chains. Communication is key and several software packages are available that can assist companies in managing their supply chains and ensuring compliance. Ruud Overbeek, chief of business development and strategy at US-based compliance systems company Decernis, says it is in everyone’s interest to have more automation to support people up and down the chain. Communication, collaboration and compliance are the three major areas that he believes companies should focus on in their supply chain management. Decernis itself offers supply chain management software that collects, manages and verifies a supplier’s compliance documentation to ensure its products meet regulatory, market or customer requirements. The tool, which is based

around a standardised questionnaire, can be used at different levels down the chain. There is a clear move to standardise communication along the chain so that everyone understands what is required at each level. Decernis is also part of an initiative that was launched in May 2018 between chemical suppliers, including BASF, and the paper industry to standardise the collection of data. The initiative, called P&P VIS (Pulp and Paper – Value chain Information System), is hosted through the Decernis Supplier Compliance Management System and is based around a harmonised questionnaire and information transfer. The questionnaire covers, for example, the regulatory status of a chemical and its food contact compliance, and asks whether a chemical is on the paper industry declarable substance list (PIDSL). It requires standardised answers, including comments, and provides links to detailed explanatory notes. The web-based system has been designed for easy up- and downloads to companies, reducing the time and effort for collecting and handling data. “Suppliers to pulp and paper manufactures needed an efficient and transparent way to share important compliance and safety information along the value chain,” says Sabine Vogt, expert product stewardship dispersions and resins at BASF. There is a huge difference between paper used in the print industry and paper for packaging drugs, food and consumer products, while regulations vary from country to country. In addition, the chemicals used for papermaking are usually mixtures that include several substances, with each manufacturer having its own unique products.

For Donovan Hornsby, vice president and corporate strategy executive with Gensuite, a cloud-based software provider, it is less about what a company can do and more about taking a risk-based approach. Even if a company is not directly impacted by a certain regulation, he says, the fact that a customer is asking about it means it has to respond. “In an ideal world, companies and their customers would understand the components of their products,” he says.

Chemicals Management Software Guide

Commission in July 2017 to support the FMD programme and compliance system roll-out in its European facilities. The project is exploring the link between Whirlpool’s compliance system and a life-cycle analysis (LCA) tool outputting environmental and health impact targets, thus demonstrating how chemical monitoring data can drive proactive compliance. It began in July 2017 and will run through 2020, the company says.

To facilitate that flow of information, Gensuite provides a base-case capability, where a company can take a product and break it down into its components to the level required to answer customers’ questions. This is available via a web portal and uses a standardised template. For example, the company has one for the electronics industry based on the sector’s data exchange standard, IPC 1752.

UL, a global safety science company, offers integrated software packages to manufacturers and retailers to organise, analyse and share product information in order to comply with regulations and also to assist companies in developing sustainable products.

In this way, Mr Hornsby says, companies can create their own questionnaires and build in their own flexibility. For example, they can ask for information on chemical compositions and, at the same time, request information on slave labour or conflict minerals. The goal, he says, is to contact suppliers as few times as possible and reduce the administrative burden.

Jill Oakman, director of business development and marketing at UL Product Supply Chain Intelligence, says that many major retailers are working with it to manage regulatory compliance and their own chemical policies, to reduce the hazardous substances in the products they sell. Retailers use UL PurView, she says, to gain visibility into the ingredients used in items they sell, such as personal care and cosmetic products. The software also protects the brand owner’s IP.

The real challenge for software providers and their customers, says Mr Hornsby, is identifying the commonality across regulations, all of which have their own regional nuances. “You could go bankrupt creating a perfect report for every jurisdiction around the globe. We help our customers do their reports for the most common jurisdictions, then facilitate using them in others,” he says. One of Gensuite’s clients is home appliance manufacturer Whirlpool, which used the company’s software to develop a fully automated system to collect, monitor and assess the chemical components in its global product line. The pilot phase of Whirlpool’s compliance system went live in Q2 2017, followed by the first automated full material disclosure (FMD) requests in Q3.

UL has also built a web-based survey tool called Supply Chain Network, so that companies can automate their responses to customers’ requests for information, replacing more traditional ways of sharing product information in Word documents and Excel spreadsheets. This tool was developed to meet the needs of companies that are asked to provide information to thousands of customers they supply throughout the chain. During UL’s

The company concedes that collecting FMD data from its suppliers is a challenge. “Not all suppliers consistently collect material composition data throughout the multiple tiers of their own supply chain. Many claim proprietary data they are unwilling to disclose. We expect that it will take a few years to build a database of accurate and complete disclosures, including a thorough change management regime,” it states. Whirlpool’s Critical Materials Management (CMM) team is introducing additional projects into the system during 2018, as well as expanding its FMD requests. It is also using funds from a Life Environment and Resource Efficiency grant that it, the National Technical University of Athens and Italian innovation agency T2i received from the European

research, Ms Oakman says, one company reported having received 40,000 requests for information in Excel or Word in just eight months. UL has designed the software so that, once a company has answered a specific question, the next time somebody else asks the same question, it will automatically populate the form with the answer, saving time and maintaining data quality. In addition, the software allows companies to notify supply chain constituents when changes have occurred in a formulation that may impact the regulatory or sustainability profile of the product. This is offered in multiple languages. Adam Sawyer, who is responsible for product development and innovation at UL, says the company’s programmes are all built on the same platform, which can be marketed for different audiences. This integrated platform, he explains, sits on a large and complex regulatory engine with more than 6,000 regulations from over 130 countries. Using this database, the platform can analyse product information and derive data, which is turned into product insights. Mr Sawyer believes the chemical industry is behind other sectors in the way it collects and manages data. “This is understandable when you consider the high degree of importance to these companies of protecting confidential business information,” he adds. In his view, compliance across the supply chain has become high profile for companies operating in the chemical space and there will be a fast and hard push in the area of product transparency over the next couple of years. This push will not be restricted to just compliance. Product supply chain transparency will allow companies to stay ahead of competition and help to inform the innovation process. This information can be useful in the early stages of R&D or in re-design phases of products to

allow for more proactive approaches using prediction and analysis to gain insight into product attributes such as sustainability, performance and overall market risk, Mr Sawyer says. Blockchain is an evolving technology that could potentially transform supply chains. People can use blockchain to upload certificates for compliance and access a transaction throughout the chain. It can also allow users to trace products back to origin but, cautions Steven Banker, vice president of supply chain management at ARC Advisory Group, the origin will still need third-party checking and certification to ensure that people are doing what they claim. Gensuite’s Mr Hornsby says blockchain is a promising technology and some customers are already looking at the cryptographic system to simplify their processes. Gensuite is a member of the Responsible Minerals Initiative, which has set up a working group on blockchain with an initial focus on contracts. The initiative is also trying to address the problem of transparency in terms of materials going into making products and tracing them from the country of origin onward. Mr Hornsby admits this is a challenge. “As products flow through the supply chain, people manipulate them and turn them into something else. It is a highly complicated problem to address the value of blockchain and entirely depends on which groups and entities are involved at the start. It will take a critical mass of suppliers to make it happen,” he says. The trend towards automation will undoubtedly gather pace as global regulations and demands from retailers and consumers continue to proliferate. All players in the supply chain can only benefit as standardised tools and communication become more readily available.

Safety from software The right software is essential to managing EHS obligations in the chemicals industry

Today’s safety and facility managers have a plethora of software platforms to choose from for tackling environment, health and safety (EHS) tasks. There is software for everything from incident management and corrective actions through to risk assessment and compliance management, all of which can be mixed and matched, depending on a company’s specific risk profile and mitigation plans. For operations involving highly hazardous chemicals, Matt Airhart, president of VelocityEHS Canada, recommends management of change (MOC) software. “It’s particularly important and very useful for managing process safety,” he says. “Its benefit is the way it allows facility managers, reviewing proposed changes to processes, to identify and mitigate risks before the changes are completed. MOC software makes it easier to manage all requests and approvals within a workflow and provides a visibility that makes it less likely that either temporary or permanent changes can be made without appropriate review and risk mitigation.” Mr Airhart adds that facility managers cannot begin to address chemical risks unless they have the kind of visibility, control and understanding of their chemical inventory that comes from hazard communication software. “This is especially important for large chemical facilities, to help manage the vast number of safety data sheets (SDSs) they maintain and to keep their chemical inventories up to date,” he says. When it comes to software designed to help maintain safety and mitigate risk, providers have seen several trends come to the forefront over recent years. Customers

are now looking for software that is mobile-friendly and combines the features they need in one system. They are also looking for simplicity and ease of use. “We’re seeing a real shift in the marketplace, where people want all of their software in one system that’s easy to access and use – so that they can ensure user adoption,” explains Ian Cohen, product marketing manager for environmental, safety and sustainability solutions at EHS software supplier Cority. “Regulatory oversight, especially for large multinationals, has also driven them to seek off-the-shelf solutions, rather than continue managing these requirements with spreadsheets, homegrown systems and emails.”

What’s driving adoption? Understandably, providers consider regulations to be one of the biggest drivers for the adoption of EHS software. There are many such laws, notably the REACH, Restriction of Hazardous Substances (RoHS) and the Waste Electrical and Electronic Equipment (WEEE) Regulations in the EU and TSCA and the Resource Conservation and Recovery Act (RCRA) in the US – but it is more a case of regulatory complexity growing and information management software helping companies navigate these challenges, in their view. Interestingly, however, companies look at things differently. At a recent customer advisory board event, Kimberley Williams, chief sales and marketing officer at SDS management firm SiteHawk, asked customers, from large Fortune 100 companies across the manufacturing, automotive, textiles and pharmaceuticals sectors, whether compliance was their primary driver. The answer was ‘no’.

14

Chemicals Management Software Guide

“They said their aim is to provide the safest workplace possible for their employees and ensure their products are safe and made to the highest quality. They consider regulatory compliance a by-product of that,” she says. “I thought that was a fascinating answer from a group of highly regulated organisations.” Mr Cohen points out that various stakeholder groups are pushing for improved management of chemicals and ultimately, more green chemistry, which is viewed by many as safer. “These include unions and worker councils, environmental NGOs and shareholders who’ve realised that there are large risks related to environmental and occupational health events, which has a direct impact on the value of their shares. They’re looking for more transparency and an understanding of how the C-suite is managing these risks in the short and long term,” he says.

Globally integrated approach When it comes to maintaining safety and mitigating risk there are lots of benefits to implementing a globally integrated approach. As data from various sources – historically stored in siloed systems – is brought together in one centralised software platform, real-time visibility is improved, providing efficiency gains and allowing people to make informed decisions as events unfold. However, there are also many challenges in bringing together all the EHS processes of a multinational company. There needs to be consideration of the different regions’ regulations, how company culture differs from location to location and also achieving buy-in from all levels of the organisation. That is no easy task. “One challenge to effective global software deployment is the variability of EHS regulations from region to region and how quickly each of those laws can change,” says Mr Airhart. “In a given year, there may be thousands of regulatory changes over hundreds of jurisdictions. It takes real focus to build a compliance framework that encompasses all of the jurisdictions relevant to your business, and a sustainable, flexible software platform to maintain that framework as the regulations change.” Likewise, he adds, it requires an elegant software design to capture the wide variety of EHS metrics used to track on energy and water use, waste generation and greenhouse gas emissions around the world, in the primary languages of those workforces, and to then automatically perform the unit calculations necessary to create a unified report.

Safety managers have been early adopters of wearable technologies

the direct and indirect value associated with the work EHS teams do and can demonstrate the positive effect they have on the bottom line and brand reputation. Therefore, there is a more positive and proactive view on ensuring engagement of EHS software across the business. If the software is chosen and implemented well, all staff will use it. If not, it can have the opposite effect, leading to a loss of buy-in. “It’s really important to be selective about your choice of software and there are three characteristics to look out for: out of the box, mobile and multi-tenant, also known as Software as a Service (Saas) or ‘true cloud solutions’,” says Mr Airhart. According to him, simple and flexible ‘out of the box’ platforms can be implemented faster and require less training, meaning they are more likely to be used. Mobile maturing, he adds, makes every employee a source of real-time information and a point of action for carrying out tasks.

Staff engagement

Scott Gaddis, practice leader for EHS at Intelex Technologies, agrees. He believes mobile applications on devices such as smartphones foster touchpoints much deeper in the organisation. Employees stay engaged on the go by getting needed information from the platform and at times are asked to give back information that reduces risks, improves the EHS process and increases regulatory compliance, he notes.

Thanks to technology and changing attitudes, companies are now seeing EHS teams for their value rather than as the cost of doing business. Companies are able to calculate

“For example, today we can deliver informational bulletins to workers regarding subjects important to the local or enterprise EHS team,” Mr Gaddis says. “It’s common to get

15

Chemicals Management Software Guide

back a ‘thumbs up’, letting the EHS practitioner know the information was understood.

temperature, air quality, humidity and noise, and to provide employees feedback when conditions become unsafe.”

“Then it’s validated when the practitioner sends information back, along with a picture of a hazard found because he or she learned from the engagement bulletin. That’s a very simple but real example of a game changer in increasing worker engagement and fostering EHS partnership and collaboration.”

All the data collected needs to be analysed, which is why the role of big data analytics is paramount. “Data analytics are so important. Facilities that value data will use analysis to make the workplace safer,” notes Mrs Williams.

As for SaaS, Mr Airhart believes such offerings are generally more affordable and easier to implement, and can be updated quickly. Done right, he says, cloud solutions can be more secure than what many customers can do for themselves on their own servers. “Plus centralisation of the platform makes it easily accessible by all employees, helps ensure data accuracy and drives buy-in of EHS programmes across the organisation.”

Technological advancements As EHS challenges evolve, so does the technology developed to help manage them. The Internet of Things (IoT), big data and analytics are now all piquing interest within the EHS sector. Connected devices are helping to collect and exchange EHS data, providing real-time environmental monitoring. Examples, Mr Gaddis says, include wearables that can monitor workers in certain environments, drones that can watch for tank leaks and security fencing that can inform staff of an intruder. “Safety managers are definitely early adopters of IoT, especially wearables, so they can collect as much data on how employees work and really zero in on why incidents occur,” adds Mr Cohen. “They’re looking at smart glasses to measure eye movement to determine if someone is fatigued or unfocused, connected hard hats to measure impacts to the head to ensure employees don’t have undiagnosed concussions, fatigue bands, monitors that measure

“It’s absolutely changing things, as they have more capabilities thanks to bringing all the different data sources together and analysing everything. But it’s still a very new concept and they’re not there yet. People in this industry are just beginning to get their heads around what analytics can do for them.”

Get what you need Mr Airhart points out that we should be careful about focusing on “trends and buzzwords” too much, as many facilities are still managing EHS systems using desktop applications, legacy-based software systems and even paper documents like spreadsheets and checklists. “Focusing on the latest solutions versus the most needed creates inefficiency and gaps in awareness, which could in turn create risks. The most important questions for software of any kind is not whether it represents the ‘latest and greatest’ out there, but rather what kind of improvement it can make to EHS management and culture,” he advises. What it really comes down to, he says, is that it is more important to get the EHS software you need rather than the EHS software you want. He recommends avoiding the temptation to get highly configured solutions that will require extensive training, have longer implementation timeframes and result in reduced participation. “Look for software that meet your needs out of the box, built and based on best practices and insights from real EHS professionals. You want solutions that function as an integrated platform, and that offer mobile capability for some of the really important tasks. You’ll have happier, safer employees and stronger EHS management,” he concludes.

Reporting requirements made easier Software suppliers are working to make ever-increasing global demands for chemical reporting more straightforward

Chemical reporting obligations are becoming ever more onerous, particularly for multinational businesses, with the volume of requirements steadily growing and becoming increasingly complex. Francis Trudeau, solution manager at risk management software specialist Sphera, says the main regulatory challenge for companies producing or using chemicals is the significant variation in how global standards are interpreted across the world. “Country-specific differences in the implementation of the Globally Harmonised System (GHS) remain a big issue for companies,” he says Mr Trudeau describes this as a widespread problem. Countries that do not make the hard choices required by the GHS leave grey areas that are difficult to navigate, he says. But countries where implementation is more advanced have also complicated things because regulatory details are often being challenged. “For companies it can be a do-your-own adventure in compliance.” Mark Pemberton, technical director of Global MSDS, says that software that takes some of the decision making burden from companies, underpinned with reliable and up-to-date data, is essential to help chemical producers and users navigate these complexities. “Companies can’t afford to do it in-house or to outsource it,” he says. “The use of intelligence-based systems linked with data threading – where you’re using freshly maintained data – is the only way to promote effective compliance and proactive engagement with regulation, because the cost of man hours is too high for many of these activities to occur in practice.”

Automating the SDS Such systems use complex computer algorithms to encode a sequence of considerations that an expert would make to develop say, a safety data sheet (SDS). Global MSDS’s HazMix SDS, for example, can determine whether the product is a liquid or a solid, which regulations are relevant for a specific part of the world and how these would apply. It can also work out what advice should be given for a particular hazard and apply it to a particular part of the SDS. “It takes what would be a lot of human experience and automating it, making it simplistic,” says Dr Pemberton. “So when you press the button you’re actually getting me and our multilingual regulatory team.” Sphera’s systems do not come with artificial intelligence (AI), says Mr Trudeau, but they do support experts in making informed decisions by determining mixture hazards and compliance risks. As such, a company can assess the marketability of its products to customers in specific countries based on legal constraints and customer requirements. Dr Pemberton says that the benefits of such systems can be clearly demonstrated in both time and money. “When we bought the company six years ago it took someone six to eight hours and several hundred pounds to write a SDS for a product with a complex mixture. That is now done in 20 minutes and costs £5.” Such complex systems are all very well but software providers agree that their products are only as good as the data underpinning them. “It’s not in the interest of

17

Chemicals Management Software Guide

industry or regulators to have poor quality data,” says Dr Pemberton. Global MSDS has a legal agreement to get hazard classification information directly from the German government and Echa’s chemical databases, which he considers the most robust in the world. To these classifications, the company adds Cas index occupational exposure limits (OELs), but the system also uses data from other regulatory systems which Dr Pemberton does not consider to be as reliable. To help users navigate this variability in information quality, the software uses icons to distinguish between 21,000 classifications guaranteed by the lead competent authorities and companies as correct and those that are not. Any classification changes are updated instantly. Complex algorithms can automate processes like filling out a safety data sheet

Both Global MSDS’s and Sphera’s systems give users the ability to add their own hazard classifications. “There are typically shades of grey in regulation,” says Mr Trudeau. “So we provide users with settings, so they can enforce their preferences and interpretation where it matters.” As well as having good quality datasets, Dr Pemberton says, the way they are used and interpreted is important. He points to the use of read-across. For example, the US Environmental Protection Agency (EPA) developed tools to enable users to look at the proximity of certain chemicals to a target chemical. “These are the way forward in management where you’re using information in a big data way,” he says.

Databases added A similar service is provided by ToxServices’s ToxFMD Screened Chemistry Database, which has a library of around 1,000 GreenScreen for Safer Chemicals assessments that examine substances against 18 human health and environmental endpoints, from cancer to persistence in the environment. Bergen Hubert, sustainability scientist and project manager at ToxServices, says: “We developed a simple platform to get a snapshot, a tox profile, for each one of those endpoints for individual chemistries. You type in an individual Cas number and it populates individual tox profiles for each endpoint. Then you can click individually on that endpoint and see why we came up with that.” The GreenScreen assessment comes up with an overall benchmark score at the end, from 1 (the most toxic) to 4 (the least), allowing users to identify chemicals of high concern and to search for similar but safer substances to replace them with.

ToxServices’s managing director and chief toxicologist Margaret Whittaker says the system helps companies eliminate hazards on the front side by screening out dangerous substances, and therefore reduces the need to carry out risk and exposure assessments in the final formulation. In instances where risk assessments are required, GreenScreens are useful to identify critical health effects endpoints and identify points of departure, she adds. For this reason, ToxServices is expanding the database to include two new modules. One has over 2,000 tolerable intake values, which are useful for assessing risks from extractables and leachables from medical devices or container closure systems; the other contains more than 3,000 personal care product profiles, including points of departure. “This is so that companies that have to live in a risk world as opposed to a hazard avoidance world will still benefit from the database, because there’s a place for both in decision-making,” Dr Whittaker says.

Striking the right balance How do companies manage the balance between making their systems accurately reflect the complexity of regulation and remaining user-friendly? The visual interface is an important start. The ToxFMD database uses bright colour coding and provides indexing by function class to help users navigate the system and make better decisions about the chemicals in their products. Global MSDS’s system is explicitly designed so that it can be used without detailed technical knowledge,

18

Chemicals Management Software Guide

with accompanying YouTube videos and ‘follow-me’ guides to help navigate it. The SDS can be generated in different ways, in multiple languages, to suit different user requirements. However, some level of complexity is inevitable. Sphera’s software reflects the fact that it is built for experts. “Our domain is highly specialised and so are our users. We would like to have state-of-the-art user-friendliness but our focus is on being conversant on regulatory details with our customers,” Mr Trudeau says. He adds: “What matters most in the end is that our users find the solution to be aligned with what they need for compliance.” Sphera’s approach is to develop training material and recorded training sessions so users can teach themselves about their legal obligations and how to use the software in order to meet them.

The move to cloud computing will help in the storage of cross-company information

Up in the clouds As well as dealing with the current complexities of regulation, software producers have to keep abreast of new developments. One important way of doing this, says Mr Trudeau is to have a close relationship with customers and to listen to them. For instance, the forthcoming central notification requirements for national poison centres, which arises from a REACH annex, was brought to Sphera’s attention eight years ago by a concerned customer. “It’s nine-headed hydra, it’s super-complex. You need to submit data in a specific format and this is meant to help but the deadlines are very ambitious for companies, he says.” Sphera is therefore planning to add new functionality to its software to be ready when the Echa portal becomes active. This will allow users to submit information about products electronically at the push of a button. Global MSDS, meanwhile, is currently testing software for fingerprinting and interest profiling. “Based upon the chemicals, regions and topics you’re interested in, we can do a pay-as-you-go positive information system,” says Dr Pemberton. “The automated system will proactively tell you whether there’s a new regulation that touches your chemistry or topic, or whether there’s a classification change in any of your chemicals you’re interested in. That, we believe, is the way things will go in the future.” Individual software products can also have uses beyond their primary purpose. The main goal of the ToxFMD Screened Chemistry Database, for example, is to help companies make informed chemical management decisions. However, the underlying data can be used for other purposes, such as developing product SDSs and labels into a formulation review as part of the larger ToxFMD programme. enabling companies to demonstrate compliance with specific brand requirements, or to obtain risk values needed to comply with international standards and regulations.

Looking to the future, Mr Trudeau says the shift toward cloud computing may help companies store a single source of information across all of a company’s business units. “For multinational companies there’s a lot of value in only having one version of the data characterising their products, otherwise there are islands and pockets of knowledge and they’re not harmonised. It makes it much easier for companies to manage,” he says. Security issues are a potential barrier, Mr Trudeau adds, but he believes these can be overcome and that software can help a company raise its game by instituting a higher level of compliance than required in one country to keep pace with tougher regulations in another. Although the sheer volume of data to handle can be problematic, he says, it can also highlight the differences in regulation and implementation across the world. “It is exposing the variability as to how we regard the hazards of a chemical substance. It can force a conversation between people, such as ‘how did you get to that conclusion?’” ToxServices agrees there is scope to improve chemical management in the industry, which is why it gives free access to its entire library of GreenScreen Benchmark 1 chemicals. “Hopefully, this will encourage a decrease in the use of these chemicals and, in cases where substitution isn’t possible, then at least exposure controls will be implemented,” says Dr Whittaker. Dr Pemberton believes even more passionately that the industry’s compliance level can be raised by providing as much information as possible for free or at low cost. “The only way confidence in it will rise is by understanding about regulations and complying with them. And the only way they’ll do that is cutting cost and raising awareness. That will slowly bring back confidence among regulators, NGOs and the general public”, he says.

Showing compliance through software Software is becoming available to address both customer scrutiny and the varying regulatory landscape

Due to the trends towards increasing customer scrutiny of the safety of chemicals in products and tighter regulatory requirements, there is a growing need to manage risks, ensure compliance, demonstrate transparency to customers and maintain a good reputation, both for producers and users of chemicals. The circular economy is another driver for better understanding of the raw materials used. This is needed to ensure responsible use and safe reuse or recycling. Furthermore, chemical regulations vary across regions, making the global regulatory landscape difficult to navigate. The digitalisation of industry as a whole is driving companies to look for ways to store data and intelligence centrally to share across the organisation rather than in separate siloes. And all of this comes at a time when companies have shrinking resources to tackle these issues. Software packages are being made available to address these needs and help cut costs. “We see that mounting pressure to safely and efficiently develop, manufacture, market, utilise and distribute chemical-containing products is driving investment in product safety and compliance solutions,” explains Alan Johnson, director of strategic alliances at one of the companies offering such software, Verisk 3E. Mr Johnson adds: “With public pressure for transparency, sustainability and corporate social responsibility (CSR) increasing, the ability to efficiently collect, validate and share product compliance information across the global supply chain has never been more critical.” Verisk 3E says that it offers a range of software for supply chain compliance, regulatory consulting, monitoring and reference, among other products. The information tools contained in the software are based on the contacts its

supply chain specialists make with suppliers, vendors and others to obtain material and compliance data. The data acquired can be embedded into product safety and stewardship processes, automatically generating (extended) safety data sheets ((e)SDSs), labels and exposure scenarios. Similarly, Gensuite says that its software enables users to stay up to date with global regulatory changes relating to product stewardship and product compliance. This is accessed through a cloud-based, cross-functional platform, with a supplier portal and automatic notifications of changes in regulations by country or jurisdiction. The firm’s packages cover product stewardship, regulation trackers, product compliance, and supply chain continuity and conflict minerals programme management. Toxnot software, in comparison, sets out to enable companies to speed up and achieve transparency, by managing chemical hazards, improving product design and automating reporting. It “offers a secure chemical hazard dashboard connecting supply chain to streamline materials health management”, the company says. Product hazard data can be collected, compared against regulatory lists, safer alternatives sought, and complex supply chains managed in one dashboard system. This also generates automated reports, including health product declarations (HPDs), LEEDv4 manufacturer inventories and Declare labels. Annie Bevan, sustainability manager at Superior Essex, a Toxnot customer, comments: “It is invaluable to be able to collect and organise chemical ingredient information, direct development of material ingredient reports, and collect key CSR supplier information all in one software tool.”

21

Chemicals Management Software Guide

Since chemical regulations are usually based on product contents, software tools like these, which systematically track this, can help companies create a forward-looking chemical management system. Time and resource savings can be made by using software which includes regulatory content, because there is less need for manual and timeconsuming processes like research, data entry and tracking down supplier and customer information. “With the click of a button, you can send your supplier an official questionnaire, as well as collecting, organising and reporting various material ingredient information,” adds Ms Bevan. “As both collection of data and reporting is automated, we have found that we save hours of time and money which would have been spent on manually inputting data collected from emails and spreadsheets.” Product stewardship software can even enable companies to gain other advantages beyond tracking and demonstrating compliance, according to Donavan Hornsby, Gensuite’s VP and corporate strategy executive. “Although compliance is the starting point, our customers soon realise that they can use the same software to drive cross-functional efficiencies, supply chain continuity and even competitive advantage in the marketplace. They can move beyond compliance and begin creating broader value for their organisations,” he says. Mr Johnson of Verisk 3E echoes this, saying: “Users can proactively anticipate and manage regulatory changes, respond quickly to shifting customer requirements, avoid supply chain disruption and accelerate time to market.” Assigning responsibility for product compliance may seem like an insurmountable task, but accountability and transparency are vital in the commercial world. Software platforms can be used to digitise and visualise workflows across the organisation and share information. Connections can be mapped between compliance leads to regulatory monitoring and impact assessments; from procurement teams to suppliers for data collection and validation; from engineers to compliance status of materials used in products; and from sales teams to products approved for shipment to different countries. “Unfortunately, sometimes it takes a crisis to focus the mind and objectives of a company and to motivate crossfunctional working – for example, shipments stopped at the border, the loss of sole suppliers and lost customers are wake-up calls to action,” says Mr Hornsby. Mr Johnson agrees, saying: “An intelligent product compliance solution can enable teams to base critical product decisions on more reliable, accurate and up-todate data, reducing the risk of having to rework

formulations or recall products due to non-compliance with changing regulations or shifting customer requirements.” However, the results of software analyses are only as good as the data put in, so how do data quality issues come into this? Generally, data quality has improved with better and more consistent reporting standards. In addition, there is increased awareness of reporting requirements in the supply chain. Toxnot provides a free suite of tools to help upstream suppliers understand the needs of downstream users. However, there may still be quality issues with information from upstream suppliers and manufacturers and in a company’s internal business system.

"The digitalisation of industry as a whole is driving companies to look for ways to store data and intelligence centrally to share across the organisation rather than in separate siloes" “The implementation of compliance-focused software usually helps organisations understand the gaps they may have in internal systems and the need to educate their supply base and their internal stakeholders, for that matter,” explains Mr Hornby. Once the gaps and issues are better understood, companies can use software platforms to ensure data integrity through real-time validation against business rules and regulatory reporting requirements. For example, Toxnot provides automatic updates of regulatory and hazard lists to ensure the data platform is current and quality-assured, as well as customer service. “By providing free access to our data, we get the widest possible review from the global community to help update methods or catch mistakes more rapidly explains Pete Girard, CEO and co-founder of the company. “At the customer level we provide support, help with documentation and training alongside our free platform access to help people to start to use the software and gain confidence.” So if, as a producer or user of chemicals, a company wishes not only to track the chemical ingredients it uses but also to demonstrate compliance with regulations, show transparency to its customers and make efficiency savings, it could be worthwhile looking at obtaining a software package that suits its specific needs.

Getting it right on safety data sheets Choosing the correct SDS authoring software is a lengthy but vital task

Safety data sheet (SDS) authoring systems are great tools for increasing efficiency and consistency, but choosing the right one for a specific company is no easy task. Tracking international chemical regulatory guidelines and providing accurate, compliant documentation has never been more complex. It is important to find a system that make it possible to manage the complexities of gathering accurate data, applying regulatory directives and guides and issuing reliable hazard communication documentation. On top of this, a system must be found that meets a business’s specific needs. When deciding on an SDS authoring system, consultants, vendors and systems integrators all recommend setting up a structured project. Chemdox, a subsidiary of Germany’s Unique Computing Solutions that markets its eponymous software for SDSs and other documents, outlines a ten-step process for customers to use. These include: • research; • identification of needs; • demos; • testing; • looking at custom development needs; and • implementation planning. One of the first things that should always be put in place, of course, is internal ownership, according to Sean McCloskey, a principal consultant at the international chemical service provider ERM. “Is this an IT project with the product stewardship (PS) organisation as a customer, or does the PS organisation manage their software systems? Establishing a cadence between the PS and IT teams is a critical step in the software selection process. A project may be IT-driven, with the business function as a customer, or business-driven, with IT providing support as directed,” he says.

Identifying requirements Once a project team is in place the next, and potentially most important step, is to identify the key requirements, or the scope of authoring needs. The questions that could be asked are endless, but to get started, Mr McCloskey puts forward some key points to consider (see box on page 24). It is important to look to the future too. When such a large investment is being made, the system should last and be capable of growing with the business. With this in mind, users should consider their organisation’s outlook for the next five to ten years and the areas it might expand into. It is also crucial to understand the company’s internal capabilities. Does it have staff that can manage implementation and system support or will they need external services? If so, what type and level of services is required and how much of the work can be or should be automated? “We have a variety of customers. Some like to be hands-on and do all the authoring, while others like to simply push a button and let the system do it all,” says Karen Lanka, senior director of product management at Verisk 3E, a global provider of chemical, regulatory and compliance information services. Defining the ‘must-have’ requirements makes it easier to understand exactly what the business needs from an SDS authoring system and set project expectations. This is important, Mrs Lanka explains, because “if expectations are not made clear at the beginning this can lead to the scope being expanded mid-project, which can result in additional effort and cost, as well as affecting your timeline”. Connie Prostko-Bell, associate vice president of information-driven performance at Arcadis US,

24

gives an example of a large chemical company, which sold a handful of simple products that did not change over time, were only sold in North America and were transported by rail. It bought a very complex, expensive package of business rules and content.

"Once a project team is in place the next, and potentially most important step, is to identify the key requirements, or the scope of authoring needs" “As the implementation progressed, it became clear that the complexity of the system was a hindrance and the team ended up just mocking up their SDS in the system without using any of the complex features,” says Ms Prostko-Bell. “Those could have been well worth the investment of time and money for a company with a different product portfolio, but in the case of this organisation, they only led to frustration and waste.”

Streamline the shortlist With defined requirements set out, a shortlist of vendors can be created. “Each company will have different requirements that might eliminate certain providers. It’s important to put together a list of what’s important to your company and ensure each of the providers you’re looking at can offer that,” says Frans Lemaire, product manager at Lisam. Anton Zrzavy, Chemdox’s CEO, recommends requesting software demos at this point as “a good way to get a feel for the software – and the provider. You’ll be able to see if the system seems easy to use, if it’s efficient and if you like the look and feel of it. Employees will use this system every day. If they hate the user interface, that’s going to be a bad thing, so it’s important to check these kinds of ‘soft’ facts.” Doing this should shorten the list of potential systems further still, so next it is time to really drill down into the software and vendor, take a very detailed look at the systems, compare all their features and then put together a list of questions to send to vendors. These help to ensure the systems being considered meet specific requirements. For example, users might want to ask how you can integrate the new SDS authoring system with the business’s existing enterprise resource planning (ERP) or product lifecycle management (PLM) systems, or check how often the provider supplies regulatory updates and if they provide the legal data or if it comes from a third party. “Perhaps you want to get an understanding on the phrase library and language capabilities,” says Mr Zrzavy. “Do they

Chemicals Management Software Guide

ensure quality translation, the correct legal wording? For example the legal wording may differ between Spanish-speaking countries, such as Spain, Mexico and Argentina.” Taking the time to drill down into potential systems is very helpful, he adds. “It gets a potential buyer to sit down and think ‘Right, I’ve been working with my current software for 20 years – why am I checking out new systems? What are the things I want handled in a better way?’ It encourages people to look a bit deeper.” Mr McCloskey advises reaching out to contacts within the same industry for benchmarking and to get their real-world experience. Furthermore, for those with little implementation experience, it might also be worth discussing the selection process with a system-agnostic third party consultancy.

Scope of authoring needs ERM’s advice on the things to consider when looking at the scope of authoring needs comprises the following: • what are the R&D formulation and new product introduction business process integration opportunities?; • how many unique products require an SDS or other hazard communication that will be generated by the authoring system?; • what is the rate of major changes and introduction of new products which drive SDS (re)authoring events?; • how complex is the product line chemistry, and are the products blends of raw materials or do they involve reaction and transformation?; • how diverse are the product lines in a chemistry sense?; • how many unique formats and languages are required based on regulatory needs and customer countries?; • how many different scenarios are supported for sales and distribution?; • how many users/authors will need access to the system, how spread-out are they and is this a factor in system performance?; • are metrics to hand for authoring time, measuring backlog, tracking the number of authoring events and changes done within the organisation and will the platform support capturing those and other metrics?; and • what other product stewardship requirements should the system address leveraging the common centralised SDS data (such as global chemical product compliance, hazardous material transport compliance, label authoring, etc.)?

25

Chemicals Management Software Guide

Structured testing Next, companies are recommended to undertake structured testing of the shortlisted systems. A lack of structured testing is something vendors see all too often, where companies are given access, then the time passes without trialling the system. It is imperative to block time for structured testing and have a list of the processes to try out. Suppliers advise users to start by creating an SDS, adding a new substance to the system, then designing and generating a label, thus checking each of the tasks the system is supposed to carry out. Mr Zrzavy recommends setting challenges, for example seeing how long it takes to set up a new mixture, classify it and set up an SDS for each of the regions the product is sold in. Comparing software this way will show which are most user-friendly and efficient. It may also help customers raise specific questions. For example, if a task is not available’ out of the box’, they can ask if it is achievable by altering the configuration or if there is a need to customise the system – and, indeed, if that is possible. Once all of these questions have been answered, it is time to request a quotation. “It’s important to get it down to a good selection of software systems, to really understand your needs and the support available from the provider. Because, only when you have all this information can you judge whether the price is good value,” Mr Zrzavy concludes.

What to look for when selecting SDS software There is no ‘perfect’ checklist for selecting an SDS authoring system, but a rough guide can be envisaged. First and foremost, the chosen system must meet both business and regulatory requirements. Other key steps to ensure due diligence are to: • develop a structured project for selecting SDS software and defining the project owners and leaders; • decide on the scope of PS needs; • understand in-house capabilities and whether external implementation and/or run-andmaintain services are needed; • consider the organisation’s outlook for the next five to ten years – for instance, consolidation through divestiture, expansion through acquisition or diversification of product lines; • ask what level of system automation is wanted; • create a shortlist of potential vendors that can the defined requirements; • request software demos; • drill down into initial research and return to vendors with any specific questions; • undertake structured software testing; • develop a final shortlist of systems to choose from; and • request quotations and make an informed decision on the value they offer.

New kid on the block Can blockchain solve supply chain communication issues and enhance transparency?

The rise of globalisation has allowed businesses to tap into multiple markets and expand to every corner of the earth. Much of this can be attributed to rapid development in IT over the past few decades. These technological advances have allowed products to be shipped around the world quickly and at relatively low cost. However, while industry has benefited from open access to the global market, incredibly complex supply chains have emerged, bringing with them significant challenges. These vast webs have made sharing and obtaining information across multiple suppliers in multiple regions a particularly difficult challenge, especially for those along the chemical supply chain. From consumer pressure to the growing number of regulations around the world, businesses are being required to identify product ingredients and publicly share them on an unprecedented scale. Knowing what chemicals are in the materials and products they buy and sell has become one of industry’s most pressing challenges. It is fitting that, just as technology has been a factor in creating this problem, an emerging one is being hailed as the solution. In many people’s eyes, blockchain, the distributed ledger technology, holds the key. But what is blockchain? And how can it help companies achieve effective, efficient information exchange on chemicals and in a more transparent way?

The basics In simple terms, blockchain is a digital record-keeping system that enables the creation and maintenance of

a growing number of records, allowing fast tracking of information. It was originally created to manage transactions through the crypto-currency Bitcoin, but has since shown potential for sharing and retrieving many other forms of data. Through a database, the information can be validated by a larger network, instead of just a central authority. Advocates say the technology ensures data security, control and transparency. “Blockchain is composed of what’s called a distributed ledger. It allows all the parties spread around a network to have access to or view the same data,” says Dominic Regan, Oracle’s senior director of logistics applications in the Europe, Middle East and Africa region. This year, the computer technology firm rolled out a blockchain service, which allows companies to use the technology. Mr Regan says that blockchain moves industry on from its traditional approach, which involves each stakeholder having its own database of information. “Over the years, we’ve seen all sorts of ways of integrating data. But the reality is, if you want to get to it, you have to go to a database somewhere; you have to have the right credentials to get to it; and you have to retrieve the data, probably map it into a format that you can use, then consume that data,” he says. This process, adds Mr Regan, can take a significant amount of time. In addition, issues of trust and security have been raised. Whether the data is the original set or has been changed before or subsequently are prominent worries for industry.

28

The underlying concept of a blockchain is that everybody who is connected and within the defined network has access to the same data at the same time and it can only be changed if all parties agree. “That’s one of the real values of blockchain. By its nature, everybody has access at a local level and this greatly increases transparency and speed of access,” says Mr Regan. With increased transparency come issues around confidential business information (CBI). According to Mr Regan, this is addressed through blockchain’s ability to allocate data access. Companies can integrate certain access rules through a ‘permission-based blockchain system’. This means only authorised parties can access, view or use the data.

The test phase Pilot projects that leverage blockchain as a fundamentally different approach to solving these problems are emerging. One of the most notable is the collaboration between major US retailer Walmart and IT giant IBM, which has been in the blockchain space for some years. Walmart is assessing whether blockchain can be used to trace chemicals across some of its products and packaging. A spokesperson for the retailer told Chemical Watch that “the beauty of blockchain is that it lets us shine a light on a range of data attributes”. Blockchain, she said, lets companies confidently and precisely pinpoint ingredients and suppliers, with dates, times, locations, temperatures, certificates and more. “It can provide an extraordinary level of detail that we would definitely like to see include chemical ingredients, direct and indirect additives and colours,” she added. Walmart has collaborated with Chinese online retailer JD.com, IBM and the Tsinghua University National Engineering Laboratory for E-Commerce Technologies to create a ‘Blockchain food safety alliance’. This aims to enhance food tracking and traceability, and achieve greater transparency through the food supply chain. In a trial of the technology, the company first asked a team to trace a package of sliced mangoes back to their source using current methods. Because of paper-based record keeping commonly used in the industry and multiple layers in produce supply chains, it took six days, 18 hours and 26 minutes. Using blockchain it was able to trace a mango in a US store back to a farm in Mexico in 2.2 seconds. “Such capability would help enable rapid processing of recalls and help limit potential exposure to affected products,” Walmart said in its latest sustainability report. Global chemicals giant BASF is also working on a pilot project with start-up companies Quantoz and Ahrma.

Chemicals Management Software Guide

Together, they have developed an “intelligent pallet” that informs them about its position, movement and loading status. BASF says that with this, missing or damaged parts could be automatically re-ordered. The blockchain technology it is using means security and trust in the data integrity could increase. “This combination provides an outlook for a secure and transparent material and data flow in the future,” the company says. The blockchain buzzword is also a discussion point of the Proactive Alliance industry group. The cross-sector alliance of industry representatives is working to develop a global standard for material data, which would be interoperable with the IT systems used by different sectors. The group recently held its second technical meeting and discussed whether blockchain could help collect and share material data for articles – including their chemical composition – across sectors. Its outcomes are soon to be released.

‘Overwhelming hype’ Although more and more companies are getting involved in blockchain, there are calls for caution. In April, the World Economic Forum released a report which said that companies must consider the “overwhelming amount of hype surrounding blockchain”. “It has started to seem that the most intractable of the world’s problems have merely been waiting for blockchain to arrive. This is not only misleading and untrue, but also becomes a barrier to decision makers in taking a balanced perspective on the technology,” the report says. Truly innovative deployments of blockchain, it continues, require a “match between blockchain’s specific benefits and use cases that enable realisation of these benefits”. This must be followed by “dedicated hard work to get it right and embed it in organisations and industries”. Moreover, the report adds, blockchain is “not a workaround for business processes, nor is its use a guarantee of stakeholder alignment … It is only once the hard work of engagement and deployment has been done that we will truly start to reap the benefits of the innovation provided by consensus and pseudonymous value transfer.” The technology clearly offers significant opportunities for chemical supply chains and some of these are already being realised. However, it is still in its infancy, certainly for product supply chains. This means that its true potential is not yet understood and only when more, carefully implemented examples emerge on how blockchain works in this environment will we truly understand its potential and power to transform how chemicals are identified and tracked, leading to their better control.
