Castle Park, Frodsham Parks and green spaces in west Cheshire have again been presented with national Green Flag awards and throughout September residents can take part in a national vote for their favourite. The Green Flag Award Scheme, run by environmental charity Keep Britain Tidy, recognises and rewards the best green spaces in the country. This year it has presented Green Flag Status to Caldy Nature Park, Castle Park, Grosvenor Park, Northwich Woodlands, Stanney Fields Park, Westminster Park and Whitby Park. Now, the award scheme is asking the nation to have its say and decide which parks and green spaces should receive the People’s Choice Award for being the UK’s favourites. There is also a Green Flag Community Award section which recognises quality sites managed by voluntary and community groups. This year Meadow Park in Ellesmere Port is among the
sites achieving the required standards and is included in the national vote. Members of the Council's Greenspace team have worked closely with park partners, 'Friends of' groups and the Council’s StreetsCare team over the last year at the various sites. Councillor Louise Gittins, Cabinet Member for Communities and Wellbeing said: "I am delighted that so many sites throughout Cheshire West have been awarded this high accolade, something I know our Greenspace and StreetCare Teams have worked hard to achieve. "In many cases they are helped by dedicated local groups, who want to make their open spaces as green, sustainable and enjoyable as possible for all and dedicate a lot of their free time to maintaining the park. Congratulations to everyone at Meadow Park in Ellesmere Port for all their hard work this year - their award is
very well deserved. “Our parks and green spaces are essential for wellbeing and healthy, happy communities. They are very special places where residents can come together to rest, relax, play, exercise and have fun. The People’s Choice award is a chance to show how much your favourite park means to you. If you think your favourite park deserves to be in the Top 10 People’s Choice, please cast your vote.” To vote go to greenflagaward.org find your park on the winners map (search CH66 4UG) and click the voting button. Keep Britain Tidy is asking voters to encourage others to get involved too through social media, using the hashtag #PeoplesChoice. The Green Flag Award is judged by green space experts, who volunteer their time to visit applicant sites and assess them against eight strict criteria, including horticultural standards, cleanliness, sustainability and community involvement. Voting closes on 30 September, with the top 10 sites being announced on 16 October.

Nantwich to raise awareness of modern day slavery
Nantwich Town Council is helping South Cheshire Chamber of Commerce and Libre Solutions Ltd (not for profit company), to raise awareness of modern day slavery and the exploitation of vulnerable people. Slavery is the fastest growing organised-crime in the world, hidden in plain sight. Unfortunately, many are unaware that it exists within our communities and businesses. All local stakeholders need to work together to help eradicate modern slavery. Mayor of Nantwich, Councillor David Marren said “Figures released by the National Crime Agency in 2017 stated that 116 different nationalities were victims of modern slavery here in the UK and whilst no exact number is known the estimated figure of modern slavery and labour abuse victims in the UK runs into hundreds of thousands! I am appalled that in 2017 slavery abuse was reported in every county in the UK, including Cheshire”. To help us all in raising our knowledge & understanding on slavery & labour abuse, an awareness event will take place on the 19th November 2018 at the Civic Hall in Nantwich starting at 12:30pm. It is a free
of charge event and speakers will explain how to recognise the signs of modern slavery and if it is found, how to deal with it, both for residents and local businesses. Jacqui Morris, International Trade Manager at South Cheshire Chamber commented “Modern slavery is often associated with supply chain businesses based abroad, but we have seen an increase in our country too. The Chamber wants to help raise the awareness of modern slavery and protect our local businesses from this criminal activity, including their supply chain.” At the event, residents and business will receive a presentation from Chamber
Members Libre Solutions, who specialise in helping businesses to identify and tackle modern slavery that could be affecting their companies. Their aim is to work with business communities to help them protect and prevent slavery and labour abuse from entering the supply chain. Key libraries role for council chief
Warrington Borough Council’s chief executive has been appointed as chair of the group responsible for providing leadership and support to libraries across the country.
Professor Steven Broomhead has accepted an invitation from the Department of Culture Media and Sport and the LGA to become Chairperson of the national libraries taskforce. Formed to build on the recommendations of the Independent Library Review for England, the national taskforce aims to promote a strong, coherent narrative about the contributions libraries make to our local communities, sharing good practice and bringing together the main organisations which promote and deliver libraries. Its priorities include: • promoting public libraries to the public and to decision-makers • providing library services and potential partners with easy access to evidence and data to inform their decision-making • providing clearly signposted, step by step guidance and peer support to support sustainable library services • helping the sector (paid staff and volunteers) obtain the insights, skills and support it needs for the future Professor Broomhead said: “I’m delighted to be taking up this role with the National Libraries Taskforce. I believe it reflects well on the work we are doing here in Warrington to invest in and safeguard the future of our libraries.
“I’m looking forward to sharing ideas, insight and best practice with the group, as well as using the opportunity to promote the good work Warrington Borough Council is doing to create a sustainable future for its libraries service.” The Taskforce reports to ministers via the DCMS and to the LGA. Warrington builds bridges
with European partners
Warrington is forging new European links to help protect the future of the borough’s famous transporter bridge. A delegation from Warrington has attended the World Congress of Transporter Bridges in Bilbao, Spain, to establish partnerships with other areas with historic transporter bridges, across Europe. The delegation - made up of representatives of Warrington Borough Council and the Friends of Warrington Transporter Bridge – aims to
work with European partners, including Germany, France and Spain, to set up a World Federation of Transporter Bridges. The Federation would enable Warrington to strengthen relationships and work towards producing joint European funding bids. This funding is vital for the future of Warrington Transporter Bridge, which is in poor condition and requires a significant level of funding to undertake repairs. Warrington Borough Council’s
executive board member for highways, transportation and public realm, Cllr Hans Mundry, said: “It’s great news that we are connecting with European partners, as part of the work to protect our transporter bridge, one of our most important heritage assets. “These new partnerships give us the opportunity to collaborate and share ideas. Equally, they will put us in a stronger position to bid for the vital funding we need to repair the bridge and safeguard it for future generations.”

We are on the search for a Cheshire-based primary school to perform at our annual Emergency Services Carol Concert. The concert will take place at the majestic Chester Cathedral on the evening of Tuesday, 4 December 2018 and will be free for the public to attend. Our competition is free to enter and the winners will have the opportunity to perform at the concert where Cheshire Fire Choir and the Cheshire Constabulary Band are also performing. How to enter. Warrington Transporter bridge is recorded in the National Heritage list for England as a designated Grade II* listed building, is on the Heritage at risk register and protected as a Scheduled Ancient Monument. The bridge has a span of 200 ft. (61 m), is 30 ft. (9.1 m) wide, 76 ft. (23 m) feet above high water level, with an overall length of 339 ft. (103 m) and a total height of 89 ft. (27 m). It was constructed in 1915, and fell into disuse in circa1964. It was designed by William Henry Hunter and built by Sir William Arrol & Co. It was constructed to connect the two parts of the large chemical and soap works of Joseph Crosfield and Sons. It was originally designed to carry rail vehicles up to 18 tonnes in weight, and was converted for road vehicles in 1940. In 1953, it was further modified to carry loads of up to 30 tonnes.

Retain Wellbeing is a community interest company (CIC), which is a business with clear social objectives. Any surpluses are reinvested in the company to further our objectives. We are not driven by the need to maximise profit for shareholders and owners. By using business solutions to achieve public good, we believe that our CIC has a distinct and valuable role to play in helping create a strong, sustainable and socially inclusive economy. The Vision for Retain Wellbeing is to prevent isolation and loneliness in adults. To reduce the stigma around mental health and dementia and to create communities which recognise their assets and value everyone for their contribution. How do we do this? We operate three Community Interest Cafes: GIFT Cafe Anfield, GIFT Cafe The Lodge, Chester and GIFT Cafe Puddington and we also have a mobile food van called GIFT Vantastic.
GIFT stands for Getting Involved, Finding Talent and within these cafes we provide a safe, friendly environment with dementia friendly staff where people can meet, join in activities or speak with our Admiral Nurse during one of the Cuppa Time sessions. We employ staff who, for various reasons have found it difficult in the past to find paid employment. Because they are in the middle of the local community, we use the cafes as a base to encourage those living alone, and anyone who is feeling lonely to try different activities. Through winning initial, small pot funding, we have been successful in starting
a dementia inclusive tai chi class in Grosvenor Park; an all-inclusive singing session within the café for everyone who enjoys singing regardless of talent and experience and DEEP groups for people living with dementia and their carers who want to make positive changes. We have learned a great deal about finding and helping people who are isolated through our work, GIFT Winsford where we help people to have a New Beginning after they have lost someone or something important to them. We are endeavouring to remain selfsustaining so that when grants and funding stop, we can still help and support people.
Two teenagers from
Runcorn charged with murder
Two teenagers from Runcorn have been charged with murder following the death of an 18-year-old man in the town. Eddie O’Rourke, from Runcorn, sustained a serious injury in an altercation outside the Royal British Legion on Castle Road in Halton Village on the night of Friday 7 September. He was taken to hospital via ambulance but sadly died. Three teenage boys from Runcorn – aged 17, 16 and 15 – were subsequently arrested in relation to the incident. Two of them – the 17-yearold and the 15-year-old – have now been charged with murder. They have been remanded in
custody and are due to appear at Warrington Combined Court today, Tuesday 11 September. The other teenager who was arrested on suspicion
of murder – the 16-yearold – has been released on conditional bail pending further enquiries. None of the teenagers can be named for legal reasons.

Deputy Mayor of Ellesmere Port, Councillor Paul Donovan has visited Poole Hall Business Park on Poole Hall Road, Ellesmere Port. The four new industrial units were built using the Council’s Property Reinvestment Programme (PRP). Cheshire West and Chester Council completed the units twelve months ago; they were all let within a few months of completion to local expanding businesses. Councillor Donovan met engineering company, Specialist Technical Services (U.K) Limited who have expanded from the 2,500 sq ft Unit 3 into the 5,000 sq ft Unit 4. Their original Unit 3 has been re let. The business park provides much needed medium sized units which have been lacking in the local market. Councillor Donovan said: “Our Property Reinvestment
Programme works hard to redevelop areas and property that is no longer fit for purpose. PRP uses the receipts from sales of Council commercial premises and reinvests the proceeds into redevelopments and investments to improve the property portfolio and the help meet our income targets. “We are supplying much needed business facilities which in turn brings more jobs to our borough. There is a clear demand for the new
units we are building that also help to improve the local environment.” PRP is currently undertaking further redevelopments including new industrial and trade counter units at Dee View Trade and Business Park on Bumpers Lane, Chester. Helping landlords create new housing
The former R.A.O.B Club in Northwich has been restored and given a new lease of life, thanks to help from Cheshire West and Chester Council and private landlord, Avi Aravinthan. The club in the town centre had fallen into disrepair following its closure and
it didn’t seem likely that it would ever be returned to its former glory. That is until landlord, Mr Aravinthan, of Hartford took on the challenge of redeveloping it as a mixture of commercial and residential accommodation. Councillor Angela Claydon, Cabinet Member for Housing
said: “We are very keen to bring as many empty and dilapidated properties back into use as we can. There is great demand for accommodation across the borough with many people on our housing register requiring affordable housing. It is great to hear that Mr Aravinthan
has brought this former dilapidated building back into use.” The club is a listed building and an important feature of the Northwich High Street. However, this came with its own problems and resulted in the contractors working closely with the Council Conservation team
and officers in the Empty Homes team. Councillor Claydon added: “Our Conversion Grant is there to assist those individuals who are just as keen as we are in transforming former empty and dilapidated properties to provide housing for people on our housing register. The grant is available to facilitate works required to convert a commercial property into residential accommodation.” The maximum amount of grant funding available is £10,000, per unit of accommodation created, up to a maximum of £50,000 per scheme. This is subject to grant conditions and inspection by a council officer. In return for financial assistance, the landlord is required to provide the Council with nomination rights for a five year period. Mr Aravinthan said: “The
grant funding has helped with the overall cost of the refurbishment and tenants were able to move into the property within days of the works being completed, and as the tenants have come through the Council’s West Cheshire Homes service, I know I am providing homes for people who are genuinely in need.” Councillor Claydon said: “This is a win-win all round as Mr Aravinthan has benefited from accessing a Conversion Grant which has created eight units of residential accommodation, and residents in housing need have been able to access much needed housing.” For more information Visit: Empty Homes on the Council website. Cheshire East sees record number of new homes built
A record number of new homes were built in Cheshire East last year to meet local need. It saw the housing stock in the borough increase by a total of 2,321 properties in 2017/18. This represents a 31 per cent increase in the number of new homes built the previous year. Among the new housing was 655 subsidised affordable homes – representing 27 per cent of all house building in the borough.
Councillor Ainsley Arnold, Cheshire East Council cabinet member for housing planning and regeneration, said: “At a time when so many people are looking for a home of their own, it is encouraging to see the highest growth ever in the housing stock of Cheshire
East. “I am also delighted that over a quarter of these homes are subsidised affordable housing to meet the needs of local people. This demonstrates that home building benefits a broad cross section of people in our communities.
“We need the right mix of housing to enable us to both attract and retain people and jobs – to continue to deliver strong economic growth across the borough. That is what Cheshire East is delivering.” Macclesfield, Crewe,
Congleton and Sandbach were the towns seeing the most affordable housing created and across the borough some 375 of the affordable homes were built as housing to rent. Last year, only six councils outside London built more than 2,300 new homes, contributing towards a total of 217,350 additional homes across England. In Cheshire East the scale of home building is almost four times what it was in 2012/13, providing a boost to the borough’s economy as well as ensuring long-term housing needs are met.

Serving Macclesfield, Buxton, Congleton, High Legh, High Peak, Knutsford, Poynton, Wilmslow and surrounding areas, the Hospice provides care, comfort and compassionate support to patients and their loved ones. Your Hospice - made possible with your support There is no charge for the care and support provided by the Hospice to patients and their families. This includes the fifteen bed inpatient unit, an outpatients “Sunflower Centre” and the latest Hospice@Home service. With less than 15% of the Hospice’s running
costs provided by central government, it needs to raise over 85% of its funding. This equates to over £7,500 daily and means that every Hospice patient relies on the kind support of people like you to keep the doors open and provide its care. Because it could be you . . . Generating the necessary income takes on many forms and fundraising is ongoing. This includes a dedicated team of in-house fundraisers, Hospice shops in Macclesfield and Handforth with local volunteer support groups raising funds with activities from afternoon teas to sponsored runs. One income stream providing regular funding is the Hospice’s own Lottery. Since 1995 its Lottery has generated over £3.8 million and continues to raise around
£1,000 daily. At still only £1 a week to play, members can be sure of where that pound is spent by regularly supporting this much-loved local charity and be in with a chance of winning one of the 23 weekly cash prizes. Play for all at Oakwood Avenue
Work has been completed on a brand new, disability-friendly play area on Oakwood Avenue in Padgate. Designed to be inclusive for all, the £100,000 project has seen the existing play area upgraded, with brand new equipment, surfacing and fencing. The theme of the new-look play area – which is suitable for children aged 0-13 – is ‘creatures that live in the park’. Warrington Borough Council’s executive board member for leisure and community, Cllr Tony Higgins, joined local ward councillors and partners on Wednesday 8 August to celebrate the completion of the project.
Cllr Higgins said: “This is our latest investment in Warrington’s play areas and I’m delighted it continues our emphasis on inclusivity for all. “High quality play facilities bring huge health and
wellbeing benefits to young people and families and that’s why I’m sure this refurbished play area will be a fantastic asset for the local community.” Grant funding of £50,000 was awarded by FCC Environment
through WREN’s FCC Community Action Fund for the scheme, with the council contributing a further £50,000 towards the project. Further works to improve the green space within the park will commence later this year.
Warrington residents’ views needed as
adult social care costs reach breaking point
The Council is urging local groups to have their say on residents and community how support for older people, younger adults with mental or physical disabilities, and their carers, should be funded. A major national consultation has been launched by the Local Government Association (LGA), which has released its own ‘Green Paper’ in advance of official government proposals. The LGA estimates that adult social care services in England and Wales face an annual funding gap of £3.5billion by 2025. According to the LGA more and more people are unable to receive good, reliable care, such as help with getting washed and dressed, and funding is being increasingly diverted from other vital council services such as parks, leisure centres and libraries, to plug growing adult social care funding gaps. Councillor Pat Wright, executive board member for adult social care says: “Whoever you are, whatever your age, this is your chance to have your say on an issue that affects all of us, directly or indirectly, now or in the future. “Those involved in providing adult social care in Warrington – council staff and other public, private and third sector organisations, and a legion of unpaid carers – are doing an outstanding job, but the system is past the tipping point. “A number of councils are effectively ‘going bust’, unable to provide even basic
services. Fortunately this is not the case in Warrington, but spend on adult social care now accounts for 44% of the council’s entire budget and two thirds of our council tax income. “The LGA’s intervention is very welcome. This government and the previous coalition have presided over a situation where no strategic approach has been taken to providing for the most vulnerable people in our society. “This summer the government stalled again with its own ‘Green Paper’. Instead, plans originally intended to come in with the Care Act in 2015 were abandoned and decisions have repeatedly been made, under pressure, to raise additional funds locally through a precept on the council tax. “In Warrington and throughout the country this has hit many people who are less able to afford it. But rising care and support costs, and increasing demand on services due to more people living longer, often with long term health conditions, means that what we raise through council tax doesn’t come close to fixing the problem.” The LGA’s eight-week consultation is open to all members of the public, regardless of whether they are directly affected by or receive adult social care and support, and community groups too. The findings will be used to help influence the government’s own green
paper and its spending plans. Possible solutions to paying for adult social care outlined in the consultation include: • increasing income tax for taxpayers of all ages – a 1p rise on the basic rate could raise £4.4billion in 2024/25; • increasing national insurance – a 1p rise could raise £10.4billion in 2024/25; • a Social Care Premium – this would be a contribution, such as an addition to National Insurance or another mechanism, paid by employers and people over 40, including over 65s. If it was assumed everyone over 40 was able to pay the same amount (not the case under National Insurance), raising £1billion would mean a cost of £33.40 for each person aged 40+ in 2024/25 (this is a purely illustrative figure and would not be the cost to individuals if the premium was attached to National Insurance given that a person’s employment status and/or how much they earn determines the amount they contribute to National Insurance); • means testing universal benefits, such as winter fuel allowance and free TV licences, could raise £1.9billion in 2024/25; and • allowing councils to increase council tax – a 1 per cent rise would generate £285million in 2024/25. Police have arrested an 18-year-old man on suspicion of possessing drugs with intent to supply following a series of warrants in Holmes Chapel and Cranage. Police conducted the early morning raids at addresses in London Road Holmes Chapel , Middlewich Road and Needham Drive, Cranage and Hough Green, Ashley. An 18-year-old was arrested at an address in London Rd, Holmes Chapel. He has since been released under investigation pending further enquiries. DS Richard Johnson said: “The raids are part of our ongoing efforts to tackle drug dealing in our communities. We do this with your help and urge anyone who sees illegal drug activity in their area to contact police with information to help us tackle the issue.”
Council approves new highways contract
to manage the borough’s £5bn worth of assets
Cheshire East Council is pleased to announce a new contract to manage its highways service across the borough. Following a rigorous tendering process, the council has approved the award of a new contract to Ringway Jacobs, to deliver highways services for up to15 years on its behalf. As a commissioning authority, Cheshire East Council procures a number of its services from outside contractors, including its own wholly owned companies. A number of the country’s major infrastructure companies bid for the prestigious £600m contract, in a rigorous competitive tendering process, which resulted in a shortlist of three providers for the final stage, before the Ringway Jacobs was finally chosen. Ringway Jacobs has been responsible for the council’s highways services since 2011 under the previous contract and will continue to be responsible for the
management of the b o r o u g h ’s 1,677miles of roads and 1,100 miles of footways and 372 miles of cycleways, together with assets that include bridges, street lighting, drainage and signage – assets valued at £5bn. The company will manage, maintain and improve the borough’s highways network, deliver value for money and build on customer satisfaction levels. The council will continually monitor and manage the company’s performance through a series of key performance indicators (KPIs), supported by regular audit checks to ensure quality and value is delivered throughout the life of the contract.
Councillor Glen Williams, deputy cabinet member for environment, said: “This new contract with Ringway Jacobs will better meet the needs of our residents and road users, whether it is gritting in the winter months or road repairs and resurfacing work during the better weather. “We have an extensive urban and rural road network and the demands on our service are understandably severe at
times. “I am confident that this new contract will ensure we continue to deliver the highest possible standard of service throughout Cheshire East and deliver value for money for our residents and businesses.” Mike O’Neill, managing director of Ringway Jacobs, said: “We are delighted to be chosen to continue as Cheshire East Council’s partner for highways services. On track for £1 billion tourism target
Tourists continue to flock to Cheshire East and visitor rates are soon set to top £1bn a year, according to the latest economy figures. Cheshire East’s visitor economy has increased by 3.2 per cent on the previous year’s figures – placing the total value of hospitality and visitor revenue at £921m. It means it is on target to reach £1 billion by 2020. Almost 16 million visitors passed through the borough in 2016/17, with festivals and dozens of other events and attractions continuing to boost the area’s popularity. Notable was the strong increase in staying visitors, the value of which increased by 6.3 per cent to £241m. Employment in the borough’s visitor economy also continues to rise, with a further increase – in full time equivalents – to 11,557. The figures are calculated through
Steam, (the Scarborough Tourism Economic Analysis Monitor) – an accredited method of calculation used by many visitor destinations. As part of its visitor economy strategy, Cheshire East Council has a long-standing aspiration to help create a visitor economy worth £1bn by 2020. Cheshire East leader Rachel Bailey, said: “This is excellent news again for Cheshire East, the council and our outstanding hospitality and tourism industry. We are fortunate to be ideally positioned for a great day visit as well as for visitors from all over the country, and abroad, staying with us. “We are delighted that more people are discovering what the borough has to offer. Some visitors come for the shows – Nantwich, Royal Cheshire, the RHS Flower Show – or concerts, including Rewind
and Blue Dot festivals. “Other visitors came to see our great historic places of interest, our breath-taking countryside, or to explore our canals and rivers. Many choose to stay overnight in our quality hotels and bed and breakfasts, which are good value.” In addition, horticultural shows, heritage and antiques markets, classic car shows and farmers’ markets have all proved popular. Detailed analysis of the latest figures shows a 69.3 per cent increase in the value of the visitor economy to Cheshire East since the borough came into being in 2009. Overnight stays in 2017 injected £200m into the hotel industry – an increase of 6.6 per cent on the previous year. Continuing investment in the borough’s heritage attractions at Tatton Park, Quarry Bank Mill and Jodrell Bank, could
lead to a further boost in numbers as the projects develop, while Cheshire East Council will stage ‘Pride in the Park’ in September 2018, which will boost visitor numbers still further. Cheshire East can, again, boast Green Flag status for eight of

£300,000 HLF funding for Lake Vyrnwy
First stage development funding from the Heritage Lottery Fund (HLF) has been approved for Lake Vyrnwy. RSPB Cymru, in partnership with Hafren Dyfrdwy, is delighted to have received initial support from the Heritage Lottery Fund for our ‘Lake Vyrnwy Experience’ project, which will benefit the community, visitors and wildlife at Lake Vyrnwy. Made possible by National Lottery players, the project aims to make Lake Vyrnwy - already home to some of the rarest wildlife in the UK, including hen harrier, black grouse and merlin – an even
better home for wildlife4, by supporting greater conservation work to protect the rare upland bog and Lake Vyrnwy’s ancient woodland. The project will also allow us to improve visitor facilities, meaning an even better experience for everyone who chooses to come visit Lake Vyrnwy. The project will see the redevelopment of Bethel Chapel and restoration work to attractions around the lake, such as the sculpture park, picnic areas and walking trails. In addition, new and improved interpretation will bring to light the social heritage of Lake Vyrnwy.
Development funding of just under £300k has been awarded to help RSPB Cymru and Hafren Dyfrdwy to progress their plans to apply for a full grant in eighteen months’ time. It’s during this development stage where employment, volunteering and training opportunities will also emerge as a result of the project. For over forty years, RSPB Cymru has been actively involved in managing the site, and in 2015 we entered a long-term business tenancy with Hafren Dyfrdwy to run the day-to-day operation of the Organic farm and
manage parts of their land for conservation. The Vyrnwy Valley itself used to look very different and the creation of the lake involved relocating the former village of Llanwddyn before flooding the valley to fill the reservoir. RSPB Lake Vyrnwy nature reserve is 10,000 hectares of woodland, moorland and farmland and is a success story built on the idea that a nature reserve is as much for people as it is for wildlife. Hafren Dyfrdwy and RSPB Cymru have both played an important role in the ongoing regeneration of the area and the reserve currently receives over 200,000 visitors every year and 1500 school children, along with volunteers who help to deliver vital work at the site. Lake Vyrnwy itself has become an internationally important nature reserve for wildlife and habitats. Hafren Dyfrdwy Head of Visitor Experience, Dominic O’Connor Robinson,
said: “We are delighted that first round approval for the project has been granted as there is so much that we want to do here that will bring the many stories of Vyrnwy alive. Lake Vyrnwy is the shining jewel in the crown for Hafren Dyfrdwy and we want people to come here to explore the beautiful scenery. Improved interpretation will enrich the visitor experience and highlight the significance of Lake Vyrnwy from a water management, conservation and historical point of view.” RSPB Lake Vyrnwy Senior Site Manager, Mike Walker, said: “We’re thrilled to receive this support from HLF, made possible thanks to National Lottery players. This project will really help us to further improve the already wonderful wildlife experiences here at Lake Vyrnwy. 9 Things You Can Do to Get a Perfect Smile
From stains to snaggleteeth, don’t let your grin be the deal breaker
Problem: Yellow or stained teeth Fix: Whitening What do most men want to fix about their smile? You got it: "The number one thing is whitening," says Dr. Jennifer Jablow, a cosmetic dentist based in New York City. "I've done thousands and thousands of whitenings." But, word to the wise, certain types of stains respond better to whitening than others. If your teeth are yellowed due to smoking, or drinking coffee or wine, you're likely to see
results. For everything else, skip to the next section. For a full rundown of the types of whitening a dentist can offer, read this. Or you can try whitening strips at home. But they might miss some areas. "Your mouth is not a perfect rectangle," Jablow says, "so whitening strips are never going to conform to the way your teeth are shaped." Problem: Gray teeth Fix: Crowns or veneers Some teeth just don't respond to chemical whitening, even when it’s done by a dentist.
"There can be intrinsic stains deep within the teeth," Jablow says. "They're usually grayish, blueish, or the tooth is translucent because the enamel is worn down. Those will not respond to whitening." The fix here might be a crown or veneer. These are thin coverings, often made of porcelain—a crown wraps the whole front and back of the tooth, while a veneer covers the front and about a third of the back. Yes, they're an investment. They can run you $2,000 per tooth, so it's important to like what you're buying. "You need someone very experienced to do these because you can end up with very opaque, chunky looking or weirdly contoured teeth," Jablow says. "You should ask to see work the dentist has done before. Once you do veneers, you're married to them." Problem: High lip line Fix: Botox Ever heard someone's smile
described as "gummy?" There's actually a medical name for that: the "gummy show." "This means when you smile, you have a high lip line," Jablow says. "Your lip lifts up a lot so there's a disproportionate show of gum tissue versus actual teeth." A potential fix for this one doesn't actually have to do with the gums. It might involve a unit or two of Botox on each side of your upper lip. Of course, you should talk to your doctor or dentist if you're considering this. "You inject Botox into the muscle that's involved in the elevation of the upper lip," says Dr. Brendan Camp, a boardcertified dermatologist based in northern Virginia. "You're not paralyzing it, which would affect the ability to chew and talk, but it's no longer elevated as much." Problem: Stubby teeth Fix: Crown lengthening surgery Your gummy smile could be the result of unusually short or stubby teeth. Your dentist might be able to laser the gum tissue to lift the gum line, which makes teeth look longer. But here's the thing about gums: where they end is dictated by your underlying bone structure. "If there's an excess amount of bone under there, then you have to get a crown lengthening surgery," Jablow says, "in which they remove some of the gum tissue but also the bone underneath." Painful? Well, it doesn't sound pleasant. (Plus, it can cost around $1,500 depending on your mouth and the area where you live.) Recovery can be relatively easy, with a day or two of downtime. Problem: Chapped lips Fix: Exfoliating Dry, cracked, chapped lips will quickly undo the benefits of your expensive dental work. They're easy enough to fix, but slathering on lip balm doesn't address the core problem. You need to get rid of that dead buildup before you moisturize. The best way to exfoliate? Try sugar. New York City-based makeup artist Gissela Gorman gave
us her directions for making a simple sugar scrub here, and here are some of our go-to lip balms and chapsticks for everyday use. Problem: Big teeth Fix: Gum grafting Then there are teeth you might have heard called "horse teeth." Key point: It's unlikely your teeth are oversized. But your receding gums might make them look that way. "What you're seeing is actually an excess show of tooth in proportion to gums," Jablow says,” and if there's root exposure, your teeth could be vulnerable to decay, and sensitive to hot and cold." Unfortunately, putting gums back is a little trickier than lasering them away. It involves tissue grafting. Problem: Buck teeth Fix: Clear braces Buck teeth are upper front teeth that are too far forward. And the fix is the same as for any otherwise-fine tooth that steps out of line: braces. Fortunately for adults, there are clear braces, like Invisalign. And there are new ways to make them work faster. "In my office we offer an accelerated program where you actually change aligners every week as opposed to every two," Jablow says. The clear aligners can be removed while you eat and drink— another advantage over traditional braces. They're custom tailored to your bite, which is why Jablow cautions against competing direct mail aligners that you can buy without an office visit. Costs are high—they can range up to $10,000. In this case, however, you may have benefits covered depending on
your insurance plan. Problem: Snaggletooth Fix: Varies What do we mean when we say "snaggletooth?" That's probably something your dentist will ask. A tooth could just be crooked. Or it could be both out of place and undersized. Invisalign comes into play here, but you can't jam all your teeth into a neat row if one is significantly different from the others. "If a tooth is oddly shaped, that's what we call a peg tooth," Jablow says. "They're sometimes passed on every other generation." The fix here is often a crown or veneer to make the tooth more like its neighbors, then something similar to Invisalign to bring it into place as needed. Problem: Missing tooth Fix: Implant Were you in a bar fight? Even if you were—and even if you won—you probably get tired of answering this question. "Some people, their canine teeth didn’t come in as they grew up," Jablow says. "Or there was an accident, they lost a tooth." If there's enough space, an implant can be created to fill the spot of the missing tooth. Costs are roughly double that of a crown, because you pay both for the implant’s anchoring post and the toothlike sculpted part. Here, too, something like Invisalign can help the new addition get cozy with the nearby teeth.

– For Fun or for a Racing Future Wouldn’t it be great to become a karting star? Well, there’s a new opportunity to find out how at the famous Three Sister Race Circuit, near Wigan. The Bill Sisley Junior Kart Club began its route to future drivers stardom south of London, and from small beginnings, rose to regular starting grids for over 100 would-be race stars per month. It is now located at Three Sisters. Whatever their future in racing, a significant positive outcome for every person who attends the School, is that they join the thousands of young karters who have learnt how to drive before they can race – and have become safer, better, more aware road drivers as a result – so they leave
childhood behind and take to the wheel on the public roads prepared and safer. Some particularly talented young future stars began as karters at the Bill Sisley School, and having been talent-spotted by race teams, are now successful motor racing drivers. One such ex-Sisley Junior Kart Club racer is Jack Aitken, now a Formula 1 Renault test team member, who lies second in the 2018 GP3 Championship after Monza. How to get into the Bill Sisley Junior Kart School? Attend one of the Novice Kart Lessons at the circuit. Once the young karter’s control has satisfied the Senior Instructor, the young karter can take part in club events. There are frequent Kart Club races, which are specially designed only for those in their first year of racing - so that everyone has the same level of experience. Further improvements to SEND
provision in Cheshire East planned
A set of recommendations to improve services for children and young people with special educational needs and disabilities has been welcomed by Cheshire East Council’s cabinet. A report, written by the authority’s children and families overview and scrutiny committee, sets out 17 recommendations, which aim to improve services since the introduction of new government legislation. This requires local authorities and health partners to reform the way they support and identify children with special educational needs and disabilities (SEND).
The recommendations include that: • Any shortfalls in services for children and young people with moderate learning difficulties and autism are addressed; • All schools are encouraged to welcome children with SEND; and • The working relationship between schools, health service and the council continues to improve, particularly in the production of education, health and care plans (EHCPs) The report follows a recent inspection of SEND services across the area by Ofsted and
the Care Quality Commission earlier this year. The inspectors recommended that Cheshire East produce and submit a written statement of action to explain how it will tackle: the timeliness, process and quality of EHCPs; the lack of an effective pathway for children and young people with autism; and unreasonable waiting times. Councillor Jos Saunders, Cheshire East Council cabinet member for children and families, said: “We welcome the recommendations from this report as we recognise the significant challenges faced
by families of children with special educational needs and disabilities. “We also know that some of our processes and support in Cheshire East are not to the standard that we all want and that our children and young people deserve.
“We welcome the work done to date, both by the members of the overview and scrutiny committee and our officers and are absolutely clear that any delay in either the council or partner processes must be addressed. “I would
like to thank the members of the scrutiny committee for their hard work and we look forward to continuing to work together to improve the experiences and outcomes for Cheshire East’s children and young people with SEND.”

Some of The Grange School’s most talented athletes have had their hard work and talents rewarded with national teams taking notice. Erika Morris-Adams (14) and Beth Alexander (15) have both been called up to the England under 16 girls hockey team. The girls from Higher Walton and Nantwich will be hoping to emulate and take inspiration from the women’s hockey team who won gold at the Rio Olympics in 2016. There’s also good news for Megan Evans (15) from Northwich who has been called up to the Welsh under-
16s netball team. Megan is clearly impressing the netballing world and will be having trials with some of the Super League teams over the next few weeks as well. Director of Sport at The Grange, Simon Williams, said ‘it is wonderful to hear about some of students getting noticed by their national teams. They are all extremely talented and it is a privilege to be able to work with such hard working young people every day, who are determined to always improve and be the best they can be’. The Grange is a co-education independent school based in the heart of Cheshire in Hartford and believes that
sport is a key part of their holistic educational offer. They are investing more into its sporting facilities to help students like Erika, Beth and Megan reach their full potential. A state of the art £6 million sports centre will open later this academic year. As well as high-quality netball, football, badminton and basketball courts there will also be tailored facilities for activities such as climbing, rowing, yoga and gymnastics. What You Need to Consider Finding the perfect venue is likely to be at the top of any newly engaged couples list. With the venue playing a vital role in the success of your day it’s the big decision you really need to get right. Just like viewing a new property it is easy to become overexcited and fall in love with a place without checking the venue can cater to your requirements, so hitched.co.uk are here to answer that question - how to choose a wedding venue? Wait until you get the feeling Much like finding your dress, the shoes, a new home, it is true that when you view venues you will know if it is right for you. You need to be able to picture yourself there on the day and ensure the style
of the building both exterior and interior will work with the theme of your wedding. Finding the right venue in our opinion is the most important factor, once you fall in love with somewhere before rushing in to anything at the very least check the following match your criteria: Is it the right location? Where will your guests be coming from? If they are not local, choosing a venue that is easily accessible, has accommodation on site or hotels in close proximity is desirable. If you have guests coming from abroad how far is the closest international airport? These factors may play a role in your decision making. Is the capacity right for you? Think about whether
you need a large capacity wedding venue or a smaller and more intimate wedding venue. The size of the venue is just as important, too small for your number of guests and the room will feel stuffy and overcrowded, too big and guests will feel lost and the space will feel cold. When a space is empty it is hard to imagine how it will look when filled with tables. For this reason we would always advise viewing a venue when it is set up for a wedding. If this is not possible ask to see photographs, most venues should have a photo book or slide-show. Another tip is to ask for a seating plan of the room at capacity, this will give you a good idea of
how much space there is and how comfortably your guests numbers will fit. Ask about the flow of the day. Make sure the venue representative talks you through how a typical day runs. The flow of the day is crucial, any long pauses or delays and your guests will become bored. If your ceremony and reception is in the same room how long does the turnaround take, where will the guests be and what will they be doing? This is also relevant between the reception meal and the evening dancing. The weather in the UK can be unpredictable to say the least! If it does rain does the venue have indoor space for the reception drinks? Do they provide a master of
ceremonies/manager? This takes the stress off you and is the best way to make sure all your guests are where they are meant to be at all times. Check the timings. Planning the time of your ceremony is a big decision; when do the venue advise? In our experience weddings of 8-9 hours work well, any longer than this and the atmosphere dwindles towards the end, you want your wedding to end on a high! Also bear in mind where the majority of people will be coming from on the day, leave plenty of time for people to get ready and arrive. Also ask, what set up time is included in the hire fee, when will your suppliers have access to the room and when
do things need to be collected? Think about the lighting Lighting plays an important part in any event, if your ceremony is during the day does the room have lots of natural daylight? During the evening do they provide/ let you bring in candles? Cameras will be a big part of your day so practise your smiles! Bearing this in mind what is the surrounding area around your venue like? Where will your photographs be? If you are looking at a central town hall where will you take outdoor photographs? The view from the venue and any outdoor space is also a massive plus not only for photographs but for your guests enjoyment. Does the

Booking A Church Wedding Ceremony: Everything You Need to Know Saying your vows in a church is a traditional part of planning a wedding, and a quarter of couples plan on getting married in a religious ceremony. www.hitched. co.uk have put together the ultimate beginner’s guide to church wedding ceremonies, so you know exactly what you need to do. What are the legal requirements for a church wedding? You can marry in a church wedding ceremony from the age of 18 onwards in a church wedding ceremony in England, Wales and Northern Ireland. If you’re aged 16 or 17, you will need your parents’ approval in England and Wales, but not in Scotland where it’s legal without consent providing there are two witnesses. Church wedding ceremonies must take place between 8am and 6pm and be witnessed by at least two people. You’ve probably heard about ‘having your banns read’ in connection to a church wedding – this is required before the marriage takes place as it signifies your intention to marry. Your banns will be read out in the parish where each of you lives as well as in the church where you’re planning on marrying for three Sundays during the three months leading up to the wedding. If you’re marrying in a hurry it is possible to skip having your banns read, but you will need to apply for a common licence for this. They cost from £200. You may also need a licence if one of you isn’t a British citizen or currently lives outside of the UK. In Scotland you’re required to give 15 days’ notice with the local registrar. Do the rules differ depending
on where in the UK the church is? Depending on where you are in the UK and what kind of church you want to marry in will impact what you need to do. Scotland has different rules relating to church weddings that England and Wales, as explained above, and there are stricter residency requirements for those planning a church wedding in Northern Ireland. A Catholic church ceremony is different to book compared to a Church of England wedding too – for example, you will need a dispensation to marry in a Catholic ceremony if one of you is not Catholic, but you don’t have to have the banns read out beforehand. Do I have to attend the church to get married there? The Church of England gives all British citizens with no former partner still living the right to get married in the parish church of the town where they live, or where either of the couple are on the church’s electoral roll. You can also get married in church to which you have a connection, such as: - Either of you lived in that church’s parish for six months or more - One of you regularly attended worship in that parish for six months or more - Either of you were baptised or prepared for confirmation in the parish - One of your parents lived in the parish/regularly attended worship there for six months or more in their child’s lifetime - Your parents or grandparents were married in the parish If you attend services at your chosen church for six months – even if you only attend a single service a month – that

You don’t have to be religious to have a Church of England wedding, however for a Catholic wedding at least one of you must follow the faith and you’re required to get a dispensation to marry there for the one that isn’t Catholic. Anyone is welcome to have a Church of England wedding, regardless of their beliefs as the vicars understand that 'spiritual beliefs are complex and varied'. How far in advance should I book my church wedding ceremony? It works the same way as booking a civil wedding ceremony in that places will get booked up months in advance. Talk to your vicar or the church office as soon as possible, particularly if you’re hoping to marry in peak wedding season. Bear in mind most Church of England churches won’t host ceremonies during Lent, although this isn’t usually the case for Catholic ceremonies. How much does a church wedding ceremony cost? It costs around £500 to get married in a church in England and Wales, so make sure you factor this into your wedding budget. This cost covers the expense of reading of the banns, the certificate, the vicar and the use of the church itself. Extra details such as flowers, having the bells rung or making use of the organist or choir will incur additional costs. It’s worth noting in Scotland and Northern Ireland there is no fixed cost for a church wedding. Can we use our own vows in a church wedding ceremony? If you’re planning on writing your own wedding vows, a church ceremony might not be for
you. In England and Wales you cannot change any part of the wedding vows, however in Scotland you can vary the traditional vows or write your own as long as the minister approves them. You can include poems, readings or songs in your vows as long as your vicar is okay with it. Can I decorate the church with my own flowers? Most churches will be able to recommend someone from the parish who can decorate the church for you, but it shouldn’t be
a problem to bring in your own floral displays. Just check with your vicar where you can have the flowers as you wouldn’t want a large arrangement to get in the way during the ceremony. What is a wedding rehearsal? Lots of churches offer the chance to have a wedding rehearsal – this allows you, your partner and your bridal party to run through the service ahead of the big day so you know what to expect and when. Can we have confetti at our
church wedding? This varies from church to church so check with your vicar and let your guests know in advance. If wedding confetti is not allowed, find out if they’ll allow you to use a natural or bio-degradable type of confetti instead. Can we have the reception in the church hall? Usually you can – check with the church office to find out. You can also have your reception at a different venue if you wish.

Church Versus Registry Office Many women dream about their wedding day from childhood. Not only is it one of the biggest days of a person’s life, it is also likely to be the most romantic. Given the momentous nature of the all-important wedding, it should therefore come as no surprise that a lot of thought goes into the planning involved. And one of the most significant aspects of that is the wedding venue. While most people associate a wedding with a church and minister, tying the knot in registry offices has become increasingly popular over the years. Ultimately, however, the decision between church and registry office depends on the individuals in question. A bride and groom-to-be could think about whether they want a traditional wedding versus modern. There is nothing more traditional than donning
a lavish white wedding dress and walking down a long aisle flanked by scores of family and friends to the tune of Here Comes the Bride. The tradition of having the father of the bride accompany his daughter and give her away at the altar is one that many dads dream about. Having bridesmaids at the side of the wife-to-be is another comforting aspect of traditional weddings that is so engrained in our cultural identity. But such strict adherence to tradition is not everyone’s cup of tea — particularly those who are in no way religious. Ultimately, marriage is a legal contract and what better way to seal that than by having a more official and straightforward ceremony in a registry office? As opposed to having passages from the bible recited and
old religious hymns sung by guests, registry office weddings can incorporate a more modern set up consisting of clear and concise vows - that are not necessarily devoid of romance — along with songs that again, are not strictly religious. At the bones of the comparison between church and registry office is just how lavish you want your wedding to be. For example, at a church there will be room for more guests, in which case a big and extravagant ceremony is a possibility, but in an official office, only a handful of people can be present. Brides feel more comfortable wearing a fabulous traditional wedding gown in a church, but in a registry office, a smart dress and jacket seems more apt. A church wedding undoubtedly provides men and women — regardless of their religion - with the ultimate fairytale setting that is often considered more romantic and magical. But, on the plus side of the registry office, it can be an awful lot cheaper. There is also less wedding planning and stress involved, meaning that the bride and groom can focus solely on each other and the reasons why they are tying the knot, instead of being distracted by the drama surrounding the spectacle that is their big day. There is a lot to be said for couples who do not need to profess their love to the world by spending thousands of pounds on an over-the-top ceremony. Clearly all they need is each other.

Parent Parking Charter
Pupils at Whitby Heath Primary School in Ellesmere Port have launched a Parent Parking Charter to help alleviate parking problems outside the school gates. The children have worked with the Council’s Road Safety Team, Locality Officers, local Police Community Support Officers and parents to develop the charter, which will challenge the way people travel to school and alleviate problems caused by inappropriate parking. The road safety initiative sees parents, drivers and school visitors make a pledge to reduce congestion and conflict outside school as well as raising awareness of parking safely on surrounding local roads. The Council’s Cabinet Member for Environment, Councillor Karen Shore said: “Pupils and staff working with both Council and Police
officers have looked at the issues outside school and have come up with rules and regulations to help alleviate the problems of parking at both entrances to the school. “Parents/carers and visitors will be asked to sign a pledge to stick to all the rules set out in the new Parent Parking Charter. The aim is to see a safer environment outside the school gates for our children and neighbours, which in turn
will benefit all members of our community.” Headteacher, Gill Morris added: “We are working together to try to resolve some of the parking issues faced outside school at peak times of the school day. The children face some challenging problems when trying to cross the road to school with drivers parking on the yellow zig-zag lines, on pavements and on double yellow lines outside school.”

community centre roof
Residents in Fearnhead are set to get an improved community and youth centre thanks to a £100,000 grant from funding body WREN. The money, awarded by WREN’s FCC Community Action Fund, will be used to replace the roof of Fearnhead Cross Community and Youth Centre on Insall Road. Last year the centre underwent a £340,000 internal refurbishment and now offers modern, flexible spaces for the whole community to use and book at reasonable rates. Cllr Tony Higgins, executive board member for leisure and community, said: “During the initial refurbishment it became apparent that the roof of the centre required some attention but, unfortunately, the original funding couldn’t stretch to carry out the necessary repairs. “We’re delighted to receive this funding from WREN as it will enable us to further improve the facilities at a very popular centre and it will provide a real boost to people in the local area. I’d like to congratulate the officers who worked so hard to secure the funding. “We’re really looking forward to getting the
work started and I can’t wait to see the transformation.” Richard Smith, WREN’s grant manager for Warrington, says: “We’re delighted to be supporting the roof replacement works at Fearnhead Community and Youth Centre and are pleased our funding will make such a difference to so many groups of people across Warrington. WREN is always happy to consider grant applications for projects that benefit local

Children find their ChAPS Holiday Club forever families in Northwich care
A regional adoption agency has found families for 85 children since opening its doors to adopters one year ago. Together for Adoption brings together the adoption services of five local authorities – Cheshire West and Chester, Halton, St Helens, Warrington and Wigan. In the last year 85 children in care have been adopted through the agency and 46 adopters have been approved. A celebration event was held in Warrington on Wednesday 5 September to mark the agency’s first anniversary and adopters spoke about their experiences. There is still an urgent need for more adopters across the region with 23 sibling groups and 35 single children currently waiting to be adopted.
One couple who adopted a baby boy 10 weeks ago said: “We couldn’t have asked for a better social worker and we feel privileged to have had continuing support throughout our journey. It’s been a rollercoaster, but it’s been a good experience and we’ve enjoyed it. Has it all been worth it? Absolutely.” Another couple, who adopted a twin boy and girl, said: “It’s not without its challenges but I would absolutely recommend adoption. They have brought so much joy to our lives. We wanted a family and that’s what we’ve got.” Councillor Nicole Meardon, Cabinet Member for Children and Young people said: “We urgently need more adopters to come forward so our children in care can find loving, stable homes. If you
could offer a loving family home please get in touch and change a child’s life. “Adoption is an important part of the Council’s work and requires caring and skilled people to make it happen so that together we can help local children get the best start in life. Over 40 children with autism enjoyed plenty of fun and games – with no technology allowed – at a summer Holiday Club run by the Cheshire Autism Practical Support charity. ChAPS put on four sessions, lasting for a full day, during the holidays at the Pettypool Trust in Sandiway in Northwich. A range of activities included indoor games and craft workshops, Lego Therapy, drama workshops, gym and sports, treasure hunts, bug hunts and slime making! “We put on range of activities during the summer break, and the Holiday Club was certainly one of the most popular with 43 children attending,” says ChAPS Managing Director Jo Garner. “The outdoor facilities and the forest setting was absolutely
fantastic, helped by all technology being banned so no phones or iPads allowed! “Not only was it a great opportunity for the children to enjoy themselves, but also to spend some quality time with their siblings who were also able to attend the sessions.” That was certainly wellreceived by the families with one parent thanking ChAPS for “allowing my son to be accepted and for my family to be a family again”. And another added: “Been so nice to see the smiles of my children after a day with you all.” ChAPS is a charity which helps anyone who is on the autism spectrum, and has the ambition to ‘support and educate parents to help your child be the best that they can be.’ The charity’s Facebook site offers a vital source of
advice and guidance to those in need, and a membership scheme with a monthly fee of just £10 per family has brought 20,000 people into contact with ChAPS. One huge and innovative success has been the introduction of an Attention Card in collaboration with Cheshire Police and Merseyside Police, carried by people who are on the Autism spectrum, which can alert others to their condition in the event of a difficult situation or indeed an emergency. Improvement works planned
for popular Tilberthwaite track
Photo shows Tilberthwaite track before work began. A partnership funded by County Council and The the Lake District National National Trust will undertake Park (LDNP), Cumbria significant repairs to the Tilberthwaite road this autumn. The work started on 3 September and is expected to take around six to eight weeks to complete. During this time the Tilberthwaite public road between High Tilberthwaite Farm and the Langdale Road at Fell Foot Bridge will be closed to all vehicles but will remain open for walkers and mountain bikers. The road was originally a wellbuilt stone road that served agricultural and quarrying activities and, as such, forms part of the historic heritage of the area. However, in recent years the condition of this route has worsened significantly and it has been agreed that remedial action is now needed to preserve the road and prevent further erosion. These major resurfacing and drainage works will be carried out in a sympathetic
and sustainable way and will result in improved access for all road users. The LDNP will carry out the work on behalf of the partnership. Steve Tatlock, LDNP Park Management Team Leader said: “This represents a significant investment from all partners to ensure improved access for users and to minimise further environmental damage. “We aim to complete these works as quickly as we can and with as little disruption as possible, but road users should be aware that they will need to plan ahead for journeys during this time. Cumbria, like every other county up and down the country, generates an awful lot of rubbish - around 250,000 tonnes every year. The council has been committed to a sustained programme of reducing waste for a number of years through service developments, raising awareness and encouraging householders to reduce, reuse and recycle. What seem like small measures can have a huge impact. As such the county council has now removed all single use plastic cups from its eight main buildings and improved the signage and locations of recycling
facilities in its offices so staff are encouraged to recycle instead of using general waste bins. There is a pledge scheme in Cumbria known as "Plastic Clever Cumbria" which allows people the opportunity to find out how, and make a commitment to, reduce their use of plastic. It's still very new but already lots of Cumbrians have signed up to
make the pledge. Councillor Celia Tibble, Cumbria County Council Cabinet Member for Environment, said: “I would like to make a personal pledge to be more "Plastic Clever". There are lots of things we can do that will make a big difference. For my part, I will use my reusable water bottle, I'll refuse plastic straws when offered, I'll take a reusable

Horticare shows its growing
success at Council meeting
Today at a meeting of its Full Council, Cumbria county councillors were treated to a great floral display from the team at ‘Horticare’. ‘Horticare’ is run by the county council’s Cumbria Care service and is a specialist unit for people with learning disabilities who use their green fingers to grow the most wonderful plants. These plants are offered for sale to the public and Horticare also provide all of the amazing flowers for Kendal’s Town flower displays. Cllr Peter Thornton, Cumbria County Council Cabinet member with responsibility for Horticare, said: “I was delighted that Horticare were able to come to Full Council and had the opportunity to talk to members about the work that they do and the great service that they provide. I was even more delighted to see Councillors digging deep to buy many of the plants that were on sale to them today. Horticare provide an essential service to people with a disability providing them with a real sense of purpose and an opportunity to showcase their skills. Neil Dobson, from Horticare said: “Working at Horticare is great. It’s a fantastic team and we work hard and play hard. One of the best things is that we get out and about and as well as working closely with customers like the town council it’s also a great opportunity to meet the public when they call in to our Horticare site, to buy

What’s great about WHH Apprenticeships?
WHH Apprenticeships are structured training programs which give new and existing staff the opportunity to work towards a nationally recognized qualification. They give new staff fantastic experience in the work place and allow them the opportunity to demonstrate what they can
do in a supported environment whilst being paid a salary and avoiding tuition fees! It’s all about learning while doing, and learning from others in the healthcare sector. Apprentices receive information, advice and guidance from NHS professionals along with tutor support and guided teaching
from a local college. Apprenticeships are full time positions but all apprentices receive 20% ‘off the job’ time to attend college, complete assignments, shadow and mentor colleagues. What are our plans for the future? WHH aim for all staff to be given the opportunity to study towards their career goals and to ‘grow our own’ offering higher level apprenticeships to new starters across WHH. What are we proud of? WHH have expanded their range of apprenticeships from level 2 to level 7 across
a wide range of subjects and departments and we are very proud of our retention rate… 80% of our apprentices have stayed with us following the completion of their qualification! We currently have 79 apprentices counting towards the levy. 32 of which are clinical, 47 are non-clinical. 44 are existing staff, 35 are new staff.

Charlotte Edwards CBE opens
Oswestry School’s new £800K sports hall
Oswestry School welcomed Charlotte Edwards CBE to open their new £800K sports facility, The Momentum Hall and presented Headmaster Julian Noad with the England shirt she wore for her World Twenty20 game in India in 2016. Charlotte is arguably England’s most recognisable female cricketer who was captain of the England women’s team from 2006. When she made her International debut in 1996 Charlotte became the youngest woman ever to play for England at just 16. In 1997 she hit 12 centuries as she began to establish herself as a fierce opening batter, whilst still being exceptionally young. Awarded ICC Women’s player of the year in 2008 the plaudits continued to come and Charlotte was awarded an MBE for her services to cricket in 2009 followed by a CBE in 2014. In the same year Charlotte was named as one of the five Wisden Cricketers of the year. The Momentum Hall is the latest development for Oswestry School. Discussions for a new sports facility had been held for a number of years and a decision was reached to build a high tensile fabric structure offering an environmentally innovative building ideal for playing under all weather conditions with natural light, acoustic comfort and a temperate atmosphere. The Hall was built by SMC2 who specialise in such buildings and construction began in September 2017. Oswestry School has been part of the community for over 600 years and it was important that local contractors were involved in the build. Electrics were installed by DA Griffiths, JM Contractors looked after the groundworks and the sports equipment was sourced through Networld Sports. Local businessman and former Oswestry School pupil, Howard Jones from Momentum Wine, was
keen to be involved in the project from the beginning and, having a love of sport, sponsored the Hall thus the name ‘Momentum Hall’. The Momentum Hall is a great addition to the school offering a wealth of multi-purpose space. It can house two netball courts, two tennis courts, court spaces for badminton, volleyball and basketball, plus there are three indoor cricket nets and can cater for functions of up to 800 people. The Hall will be the home venue for the Oswestry & District Netball league for the forthcoming season. The building of the Momentum Hall comes hot on the heels of other developments at Oswestry School. In the past twelve months a further £450K of investment has brought positive changes to the school. Alongside a new food, preparation and nutrition classroom, spin room and LED lighting upgrade system throughout the campus there has been a major investment to extend and refurbish the school’s dining facility which has become known amongst the pupils as the ‘John Lewis
café’. Headmaster, Julian Noad, commented, “We are delighted that Charlotte has taken the time from her busy schedule to come and open the Momentum Hall. The school introduced girls’ cricket to the curriculum over a year ago and the teams, though young, are going from strength to strength. Charlotte’s inspirational speech will encourage these young sportswomen to believe they too can become a leader in their chosen fields. This sports facility is twice the size of a standard sports hall and provides the school with exactly the sporting provision it has needed. Oswestry School now offers a wealth of first class facilities to rival any school. We are also looking forward to hosting a netball masterclass by England netball head coach Tracey Neville MBE in October.” There is an opportunity to view the new developments and investment at Oswestry School at the Open Morning on Saturday 6 October. Council wins award for providing
hundreds of affordable homes
Cheshire West and Chester Council has won an award for meeting the housing needs of the community by building more affordable homes on its own land. The Council’s work to provide affordable homes for residents was recognised at the first Northern Housing Awards. There were 19 categories at the event and the Council won the Development Programme Award. It was recognition for the decision of members and the work by officers to oversee hundreds of council houses for rent, shared ownership and houses for sale on the open market. Cheshire West and Chester Council will have created 1,700 new homes across the borough by 2022
on council land, with 400 already completed. Specifically, 814 new homes will be built as part of mixed tenure housing schemes before the end of 2019, with 422 of them being affordable. Up to 230 of these new homes will be council houses. By 2022, 900 more homes will be built, including 500 homes for sale, around 100 starter homes and 300 homes available to rent at an affordable price. Councillor Angela Claydon, Cabinet Member for Housing, said: “The Council is delighted to win the first Development Programme Award at the first Northern Housing Awards. It is recognition for the fantastic work our teams are doing to increase the supply
of affordable housing in our borough. “In a climate where house prices are rising steadily, it is important that our residents are able to find affordable accommodation. We are working to build more Council housing and provide an appropriate mix of homes to meet the needs of people in the borough. We are prioritising the development of affordable and low cost rental properties. “The rents for new Council houses are typically less than private sector rents. For example, the rent of a new two bedroom Council house in Ellesmere Port is £512 per month whereas a private market rent for a similar property is £640 per month.”

Council to clamp down on nuisance parking to
improve life for residents, shoppers and businesses
Cheshire East Council is to take steps to clamp down on nuisance parking, with Wilmslow targeted first following a high number of complaints. Irresponsible and inconsiderate parking in the town is causing difficulties for residents, pedestrians, people
with prams, the disabled and other road users as well as businesses. Some people have complained of finding their driveway blocked, leaving them unable to get in or out of their own home. Cheshire East Council is committing to a review of
parking policies and parking issues as part of its new Local Transport Plan, with council officers monitoring the situation and gathering evidence to shape potential solutions. The council believes that in towns where high levels of illegal and irresponsible
parking are a daily problem, this can have a serious impact on footfall, businesses and the quality of life for shoppers and residents. The review will include both onroad and off-road parking provision, to identify how best to use available spaces. Opportunities to provide additional parking will be assessed, alongside changes to enforcement and parking charges. The council is already committed to introducing an additional six enforcement officers and will continue to review the level of enforcement activity required in our towns. Cheshire East will work
collaboratively with the police, town and parish councils, stakeholders and businesses to assess needs and potential solutions. It will also look at the possibility of enhanced enforcement measures to clamp down on illegal or irresponsible parking, such as on pavements or blocking driveways. Councillor Glen Williams, deputy cabinet member for environment, said: “Knowing that there is a particular problem in the Wilmslow area, we intend to begin this process here without delay. “Many of our residents are impacted by high numbers of vehicles in areas where statutory parking regulations are often ignored or where there is insufficient provision for off-road car parking. “We intend to generate an open debate about parking matters, in partnership with our towns
and local communities. “Many of our residents and businesses suffer considerable inconvenience as a result of thoughtless, sometimes illegal, parking while people who are disabled or with young children can be seriously affected by vehicles parked on pavements or grass verges. “We want our residents, visitors and businesses to enjoy access to our towns unencumbered by irresponsible parking practices on our main roads and side streets. “We would like people to engage with us, talk to us about the issues and help us to reach solutions that satisfy the vast majority of those people affected.” The council will issue more information about the Wilmslow review, planned public meetings and events in the autumn.
