REIMAGINATION OF SHILIN IN 2026

SHILIN 2026 MASTER PLAN PROPOSAL

Abstract

The Chinese University of Hong Kong, HKUK

In Taipei city, there are over 28,000 non-licensed vendors now a days. And In the Silin District, there are over 2,300 non-licensed vendors. With this excessive amount of illegal vendors, the Taipei city government proposed the “Long-Term Improvement Plan” in 2019, to put in order the society of Taipei night market, to become more manageable. However, over the past two years, the Long-Term Improvement Plan has been abortive to the unorganized illegal vendors. Taipei City Councilor argued that the illegal vendors are unlicensed business. They occupy the pedestrian walkway; stealing water and electricity from the building nearby. Councilor believes that more unorganized night market will face imminent close down. Therefore, sorting out illegal vendors was the main issue the government has been neglecting and needed to be sorted.

Mayer Ko suggested commercializing the Shilin District by promoting Transit-Oriented Development TOD development on Shilin and Jiantan Stations (2026), aiming to apply green and sustainable design and to take the MRT network as the core in urban development

To introduce a bottom-up masterplan under the guidance of the government radical urban masterplan. To re-use the negative space between the future TODs, Shilin and Jiantan Stations, to enhance connectivity with the local market, heritage, and future art and commercial developments in Shilin District. The masterplan aim to apply sustainable development and local historical features to explore how to take the Tamsui - Xinyi railway network as the development of Taipei urban planning blueprint.

Tamsui–Xinyi line [The Red Line]

It is the longest and oldest line of the Taipei Metro begins service in 1997. The Red line is a high-capacity metro system. The route and stations between and including Minquan West Road and Xiangshan are underground; the routes and stations between and including Yuanshan and Beitou are elevated; Xinbeitou station is elevated; the route and stations between and including Fuxinggang and Hongshulin are ground level; and Tamsui station is elevated. The spine are constructed in steel form with pentrate catwalk allowing visitor to observe and learn all the facilities from above to provide interaction on different floor levels, also to avoid congestion on ground level circulation.

-People living in high density communities are affected the most as they usually have good neighbour relationship due to more interactions between each other (such as sharing of food, playing mahjong.)

Creating a New Typology for Community Centre

-Foreseeable future of community centre and means of communication

-Different ways for Activities and Interactions to occur

-Through the pourcument that focus on senses and emotions to recreate social community and memories

Abstract

The main facilities in Craster are Hospitality Servise, Craster kipper factory, Church, Residencial Area for locals and the National Park at the North. Since Craster is the only route to access the Dunstanburgh Castle, loads of hikers and Dunstanburgh Castle visitors go to Craster. In spite of this, they are usually families and elderlies “passing” and “going” for just a daily trip. In order to, catch the youngs attractions, Craster is needed to in fuse with some intriguring programme in order for visitors and youngs to “stay”

Four themes are set to set out a guideline for designing each programme location and usage. Where the whole site are linked continuously, to easy the accessibility for local elderlies and fishermans.

The proposed master planning project is situated in a 60ha area virgin site in Hong Kong, emphasizing on the mixed-use concept and forming community between sciecnce park manufacturing system and residential use. Hightlighed on the innovation spine between buildings blocks which comprised with Autonomous Logistic System and Vehicular Circulation where Greenary is the key of this project. Working correspondingly with the project director during the project, we produced plans, section, perspective section, rendering images, rendering video and development schedule for presentation use.

ZONE 1, 2 & 3 - ELEVATED QUICK ACCESS SPINE Elevated quick access spine are situated in between each zoon and Tamsui - Xinyi railway. The spine are constructed in steel form with pentrate catwalk allowing visitor to observe and learn all the facilities from above to provide interaction on different floor levels, also to avoid congestion on ground level circulation.
