South Suburban College Swears in New Trustee SOUTH HOLLAND, IL–At a special meeting of the Board of Trustees of South Suburban College held on November 16, Vivian Payne was appointed to fill the seat vacated by Trustee Jacqueline Martin. The vote was unanimous and Ms. Payne was sworn in immediately. Payne, a Lansing resident of more than 23 years, presently serves as Lansing’s Village Clerk. She is currently President and past Secretary of the Lansing Business Women’s Association, past Executive Director of the Lansing Chamber of Commerce and past Secretary of the Planning & Zoning Board of Appeals. Payne will represent South Suburban College District 510 which encompasses 18 villages. Steves discusses ending the prohibition on marijuana Rick Steves, a travel writer and host of the public television series, “Rick Steves’ Europe,” recently joined State Senator Heather Steans (D-Chicago) and State Representative Kelly Cassidy (D-Chicago) for a news conference in Chicago to discuss why it makes sense for Illinois to end its prohibition on marijuana. Steans and Cassidy are the lead sponsors of a measure to tax and regulate adult-use cannabis. Estimates suggest legalization could generate $349$699 million for the State of Illinois annually. Inspired by Europe’s approach to drug policy, Steves is an advocate for ending America’s prohibition of marijuana. Following the news conference, Steves testified at a state Senate hearing on the topic of economic opportunities around legalization.

Wendell Phillips Academy High School in Bronzeville defeated Dunlap Highschool 33-7 on Nov. 25, earning them the title of state champions in the 5A Class Division. Troy McAllister, head football coach at Phillips Academy, prepared for the big game by maintaining a normal routine for the student athletes. “We have learned that if you can minimize distractions and disruptions, it really allows the young men to focus on being prepared for the game,” said McAllister.The high school celebrated the big win by holding a pep rally during the school day on Nov. 28. Mayor Rahm Emanuel and Alderman Pat Dowell were in attendance to congratulate the team. “Congratulations to Wendell Phillips Academy High School for winning their second state football championship in three seasons! The Wildcats’ success on the field is matched only by the academic strides Phillips Academy students have made in the classroom. Chicago is proud of their success on and off the field and I want to congratulate the entire Phillips community on another sensational season.” said Mayor Rahm Emanuel in an official statement.
“It was a great experience and great for the young men to be recognized for their accomplishments,” said McAllister. The pep rally gave the young men a chance to unwind after the big game and celebrate, as students, with their peers and teachers. “Football is such a disciplined sport so for the young men, it’s an opportunity where they can kind of let their guard down and enjoy them selves,” said McAllister. Going forward, Coach McAllister believes that winning a state championship this is a great motivation to get players back into practice next year and working towards winning another state championship. “I think wanting to go back and repeat is a motivation for the players,” McAllister said. “Especially the juniors that will be seniors, they wanna leave their senior years as state champs. That’s their motivation to push forward for next year.” This is the second time in three years that the school has won the state championship in football. Cook County Board Approves Balanced FY18 Budget The Cook County Board of Commissioners recently approved a balanced $5.2 billion FY18 budget through a package of amendments presented by Cook County Board President Toni Preckwinkle. The 17-0 bipartisan vote approving the budget follows a month of extensive departmental hearings, commissioner questions and public meetings aimed at closing a more than $200.6 million gap that followed a vote last month repealing the Sweetened Beverage Tax. “Through shared sacrifice and cooperation we were able to develop and pass a balanced budget,” President Preckwinkle said. “We have had to make exceedingly difficult but necessary choices, but we have met our fiscal obligation to the people of Cook County. While at the same time protecting key public health and public safety services. “I remain committed to building on the progress we have made over the past seven years of passing balanced budgets and working to secure the County’s financial future.” The $200.6 million budget gap is being closed primarily via expenditure reductions, including 321 layoffs and more than 1,000 vacancy closures. Also factored into closing the budget gap are a combination of expected increases in Disproportionate Share Hospital payments for the County’s Health Fund, additional Tax Increment Financing surplus revenue, heightened enforcement of existing home rule taxes such as parking and gasoline, and organic growth in miscellaneous revenues and fees. Additionally, adjustments from special purpose funds, grant and capital expenditures in a series of additional amendments presented today combined to solve for the $200.6 million shortfall. Among the steps taken to close the gap were: A collection of efficiency measures eliminating equipment purchases from general fund revenues, holding the line on salary increases, and approved furlough days in the
Office of the Clerk of the Circuit Court. More than 1,000 vacancy eliminations for offices and departments across the County. The amendment contains 763 vacancy eliminations on top of 254 eliminations advanced in the President’s original budget recommendation. 321 layoffs, the result of a number of initiatives such as consolidating services, right-sizing management-to-staff ratios, merging HR functions, closing a branch court and Juvenile Temporary Detention Center (JTDC) housing unit, and additional divisions at the County Jail as a result of sustained population reduction at both the Jail and JTDC. “We sought efficiencies wherever we could while at the same time protecting our vital services,” Preckwinkle said. “But unfortunately, we could not reach the needed savings without having to lay off some people. I deeply regret having to do so but the fiscal realities we face left us with no choice.” She added, “I applaud the commissioners for their collaboration and for asking the tough questions of separately elected officials, bureau chiefs and department heads. As a result of this process, I believe we all have a better understanding of where our money comes from and where it goes – how we raise it and how we spend it – that will ensure we continue to provide our residents with the services they expect and are entitled to.”All budget information has been posted to the Cook County budget website, allowing the public to review documents. CHA Board Expands Housing Opportunities, Approves Investment in Apartments The Chicago Housing Authority (CHA) Board of Commissioners recently approved the addition of 353 apartments to its Property Rental Assistance Program (PRA). The housing, co-developed with a number of development partners, will bring new affordable housing for veterans, seniors and families across the city. “Our commitment is to bring affordable housing to every neighborhood in Chicago,” said CHA CEO Eugene Jones, Jr. “And we’re doing so, with investments now in 75 of Chicago’s 77 community areas. As important, we are working in partnership with a broad range of for- and non-profit developers. There is a need for affordable housing in every neighborhood, and with our partners we are ensuring that there is long-term affordable housing everywhere.” Under the Property Rental Assistance (PRA) program, CHA provides rental subsidy assistance to create affordably-priced apartments in both new construction and rehabbed properties to ensure that low-income Chicagoans have quality housing options in as many communities as possible. CHA’s support for these units will provide long-term rental subsidy contracts, thereby keeping these units affordable.
Construction on the majority of projects will be completed in 2018 and 2019. Ald. Arena, Waguespack vote against Emanuel administration budget Following is a joint statement from Progressive Reform Caucus Chair Ald. Scott Waguespack (32) and Ald. John Arena (45) regarding their votes against the Emanuel administration’s proposed FY 2018 budget: “[Recently], we voted no on Mayor Emanuel’s proposed 2018 budget, because it falls far short of what the working families of Chicago need and deserve.” “In recent years, Chicago taxpayers have been hit with an increase in property taxes, water and sewer fees, a new garbage tax and a phone tax. Public employee retirees have had to pick up thousands of dollars in health care costs that were previously covered by the City. And yet, again through this year’s budget, the Emanuel administration adds to the load of regressive fines, fees and taxes that working families must bear. We cannot in good conscience vote to advance this irresponsible approach.” “From the gross underfunding of the Civilian Office of Police Accountability, to the extreme over-reliance, yet again, on police overtime and civilianization of the police department, this budget fails to responsibly deal with our troubled police department.” “We are also deeply concerned about new cuts to the mental health safety net and the dysfunctional recycling program, among other aspects of this budget.” “Year after year, the administration has failed to fight for ways to make sure the very wealthy and big corporations are paying their fair share, and that we aren’t balancing the budget through more regressive, burdensome fees and fines on working families. The only way to address the needs of Chicagoans, and keep our promise to our Chicago workers, is to go to Springfield and fight like hell for a progressive income tax and other progressive revenue options. We all know that’s what’s needed. The question is whether the Mayor will get down there and fight for working people.”
The local school council (LSC) for Irvin C. Mollison Elementary held a meeting on Nov. 21 where they addressed concerns about a rodent problem going on within the school. The meeting began with the teachers report listing that teachers at Mollison appreciate the extra cleaning they have seen take place since the rodent problem has become a concern, but they believe the problem is still persisting and there a more that should be done to protect the staff and students. On Oct. 24 Mollison failed a health inspection. “It’s not un-normal for a school not to pass an inspection from the health department. I found out probably a day after the failed inspection,” said Martin Miller, facility manager for Mollison, who added, the school passed a city inspection after making all of the required corrections. Yolanda Redman, LSC Chair, read out loud several of the violations that were listed on the inspection report. Violations were also posted on chicago.everyblock.com. “10 mice droppings on window ledge and radiator in staff lounge, 10 mice droppings on floor between walk-in freezer and reach-in cooler in staff lounge, 5 mice droppings on table near microwave and on phone in staff lounge, 5 mice droppings scattered on floor in dry storage area in kitchen, 5 mice droppings on floor along lockers in locker room, 10 mice droppings on floor in hallway near lunchroom manager office, 10 mice droppings on floor near cubbies and refrigerator in pre-k room, do y’all want me to go on?” said Redman. Aramark is contracted by Chicago Public Schools to provide janitors at Mollison. “I have heard the concerns that are here and we are doing our best to address them in terms of the mopping of the classrooms as well as the daily vacuuming,” said William Washington, Aramark Custodial Manager for Mollison. The Aramark staff working at Mollison is supposed to spot-mop and spot-vacuum every class room daily. Weekly, every class room is
cleaned top to bottom and disinfected, according to Washington. Washington said Nov. 22 was a non-attendance day where time was taken to, “clean up any rodent droppings or anything of that nature,” he added. Reportedly, aggressive pest control followed by a deep cleaning by Aramark took place over the Thanksgiving holiday break. “[Pest Control] will be doing extra baiting to catch any remnants that are still around. Aramark will be coming in with extra staff to clean over the Thanksgiving weekend and by Monday morning this place should be spotless regardless of the fact that we have already been inspected and passed,” said Alex Amp Lead Facility Manager for the Bronzeville area. CPS and Aramark officials in attendance insisted that the rodent problem was a top priority for everyone and that the school would be spotless when students returned from Thanksgiving break. “There are many issues that occur throughout the city of Chicago within our schools. This is a priority for us and a priority issue for us to resolve,” said Kareem Pender Director of Family and Community Engagement for Chicago Public Schools. “We want to ensure that there are safe and healthy environments for all of our students and all of our staff through the entire district.”

Apostolic Faith Church held an opening service for its new 3,000 seat worship complex on Nov. 26. The space has been designed to support and improve the community and the lives of Chicago residents. “Our theme was crossing over to multiple generations. We had young people, elders, and board members and each one had a participation in the ribbon cutting at different points in the facility to indicate that we are doing this as a multi-generational church,” said Bishop Horace E. Smith, pastor of Apostolic Faith Church. “Our emphasis is to make sure that we are inclusive to all generations.” The Apostolic Faith Church has served Bronzeville residents since 1915 and is one of Chicago’s longstanding congregations, according to a press release from the church. Bishop Horace E. Smith, M.D. was named pastor of Apostolic Faith Church (AFC) in 1980. He is also an attending physician specializing in Pediatric Hematology/Oncology at Ann & Robert H. Lurie Children’s Hospital of Chicago. In addition to being a worship facility, the new complex is home to a multipurpose youth center, an administrative annex with classrooms and a safe haven for young people and families to come to. “We make sure what we do not only impacts families who are members
of our church but also people who are members of the community. Of course we want them to be a member of the church but it’s not a requirement,” said Bishop Smith. The Grand Opening Celebration will continue with several events during the first 2 weeks of December. On Dec. 8 iHeart Radio will hold, in collaboration with AFC, the Give and Receive Christmas Concert in the new facility. Attendees are asked to bring a toy or canned good to donate for admission. “All those gifts that we receive on the 8th, there will be probably upwards of two or three thousand, they’ll be given to kids who are in need in the community and in the church,” said Bishop Smith. For the last 12 years, the AFC has hosted a Christmas Day celebration where about 400 volunteers feed around one thousand people. The church works with about twelve shelters who will all be invited to attend the celebration. At the celebration the attendees will not only receive a meal, but also a free coat, hat, scarf, and gloves. This will also be when the toy donations from the iHeart Radio Christmas concert will be distributed. “At that Christmas Day celebration when the kids come from those shelters, they will go into our fellowship hall where there will be about 4,000 toys. The female entrepreneurs discussed the forces that inspired them to turn their passions and ideas into successful businesses, the challenges that come with starting a business from scratch and benefits of selfemployment. The panelists included: Autumn Merritt, fashionista, and co-founder of Sir and Madame Boutique in Hyde Park, Lauren Ash, founder and executive director of wellness and lifestyle brand Black Girl in Om, and Andrea Williams, CLU®, CFP®, Northwestern Mutual - Chicago Financial Advisor who runs her own financial planning practice. The group of trailblazers offered valuable career advice for those in any industry. Ash emphasized that without a support system, Black Girl in Om would not be reaching the same level of success that it is today. “Acknowledging your fears and hesitations by talking about them with other people is important,” Ash said. “Surround yourself with a support system of people who affirm you, rather than those who question or doubt you.” Merritt advised that resilience and reflection are two important things to keep in mind as an entrepreneur. “Being in business for yourself requires resilience. However, every time you get knocked down, you need to look back and assess the situation. You are going to learn something from every win and every loss.” An insight from Williams was that mentality and hard work is crucial in growing a career when cultivating one from the ground up. “Whether you’re working for yourself or
for others, don’t ever have a lazy day. Always put forth 100 percent effort and work with the spirit of excellence. If you don’t, you’ll only be cheating yourself. Hard workers are building muscle memory that will only help them as their responsibilities increase down the road.” The panelists also discussed the low but rising numbers of African-American owned businesses. “I found that not only was I often the only woman of color in a yoga class but that there was rarely a woman of color actually teaching a class - I thought, ‘why don’t I create something that speaks to this?” Not only did Ash create an inclusive health and wellness space but also created an online publication and podcast that focuses on conversations of self-care and self-love for women of color. Williams spoke to this topic as an entrepreneur and as a financial advisor. “When I first started my practice, a lot of people had never seen a black woman in financial services,” Williams said. “Now after ten years, my practice has reached the Northwestern Mutual Forum, where only the top two percent of Northwestern Mutual advisors are able to be.” As a financial advisor, Williams has built a successful practice that works with the African-American community not just in Chicago, but nationally. “It is very consistent in our community that there is a lack of discussion revolving finances,” Williams explained. “The way that we can bridge that communication gap is by having conversations like this. Build a relationship with a financial advisor you can trust, introduce them to people in your community. This will increase communication, awareness and ultimately be comfortable in your understanding of financial planning.”

JOBS Unemployment Rate Drops in All Metro Areas for Fifth Consecutive Month CHICAGO– Unemployment rates decreased over-the-year in October in all of Illinois’s metropolitan areas and in all 102 counties, according to preliminary data released today by the U.S. Bureau of Labor Statistics (BLS) and the Illinois Department of Employment Security (IDES). Data also show nonfarm jobs increased in eight of the metropolitan areas and decreased in six. “It is encouraging that the unemployment rate is down statewide and Illinois gained 18,200 jobs over the past year,” said IDES Director Jeff Mays. “However, six of the 14 metro areas did not add jobs, which is a clear sign of the need for more sustained job growth across all areas of the state.” Illinois businesses added jobs in eight metro areas, with the largest increases in: Carbondale-Marion (+2.1 percent, +1,200), Kankakee (+2.0 percent, +900), and Lake/ Kenosha (+1.3 percent, +5,300). Total nonfarm jobs in the Chicago-Naperville-Arlington Heights Metro Division increased (+0.6 percent or +20,800). Illinois businesses lost jobs in six metro areas, with the largest losses in: Danville (-1.0 percent, -300), Springfield (-0.9 percent, -1,100), and Champaign (-0.5 percent, -600).

Join ADI and make a difference.” Sara Pascoe said: “With so many alternatives to fur available, no animal need suffer. Using the real thing is cruel and unnecessary. Please join me and ADI in supporting the designers whose fabrics, but not principles, are fake.” Since the launch of ADI’s shocking films ‘A Lifetime’ about the brutal short lives of two foxes, brothers Borys and Eryk, and ‘Never Humane’ exposing inhumane killing on a Polish fur farm, celebrities have lined up to speak out against wearing fur, including Ricky Gervais, Joanna Lumley, Moby, Alexandra Paul, Brian Blessed, Elaine Hendrix and legendary TV host and animal advocate Bob Barker. ADI’s findings reveal a cruel industry hidden behind images of beauty and luxury; the desperation and suffering of sensitive, intelligent, foxes deprived of their natural lives and intensively farmed in barren, cramped, filthy conditions. The lifelong stress, deprivation and extreme confinement causes both psychological and physical damage. Wild foxes are trapped in small bare wire cages, with babies torn from their mothers at just a few weeks old. After only seven short months, the young foxes are dragged from the cages by their tails, hung upside down and electrocuted in front of their families and other animals on the farm. Aware of what will happen to them, the animals desperately attempt to evade capture, clinging onto the mesh. Animal Defenders International President Jan Creamer said:
“Animals farmed for their fur endure a lifetime of suffering and a terrifying, painful death. Buying fur buys cruelty and we urge shoppers to say no to fur and help ADI end this brutal trade”. Worldwide every year over 110 million animals are killed on fur farms, with more than 16 million trapped in the wild for their fur. Over 15 million foxes are killed in a year, usually for trinkets, trims and accessories. Poland is the fourth largest producer of fox fur in the world – almost all is exported. Although the UK banned fur farming more than 15 years ago, it remains a major dealer importing and exporting fur. The UK is in fact one of the largest exporters of fur in Europe; garment exports amount to over $30 million a year, while imports of fur skins are valued in millions, including $6 million from Poland and $6 million from China last year alone. Compassionate shoppers are being tricked into buying real fur – some products being sold as “fake” have been found to be real fur. ADI advises ethical shoppers to report items that are not labelled, or mislabeled, and is providing advice on how to identify the real fur being sold as ethical fake. Actress Joanna Lumley, said: “Be comfortable in your own skin, and not that of a poor defenseless animal caged and killed to provide it. Say no to fur and yes to helping these fashion victims. Please help ADI stop this brutal trade.” Actor Brian Blessed, said: “Millions of wild animals live on factory farms, bred for the fashion industry. It’s time to kill the suffering, not the animal. Always choose faux and not real fur and support ADI in this campaign.” Comedian Ricky Gervais: “Fashion is a form of escapism for many but for the animals, imprisoned and denied their most basic needs, death is the only escape. It doesn’t have to be this way – save lives by going fur-free and supporting ADI.”

(BPT) - With U.S. graduation rates being at an all-time high, one might expect employers to have a wealth of qualified candidates to hire. Instead, many employers are finding that these recent graduates are unprepared to succeed in the workforce. While many are graduating with technical skills, their “soft skills” are lacking. These skills - from professional communication and critical thinking to collaboration and time management - are seen as critical by employers, yet have not historically been taught with consistency or prioritized. A recent whitepaper commissioned by the U.S. Chamber of Commerce Foundation and AVID (Advancement Via Individual Determination), an education nonprofit that equips students with the necessary soft skills needed to be successful in college and their careers, highlights recent partnerships between the business and education sectors to tackle this skills gap. “Bridging the Soft Skills Gap: How Employers Can Partner with Educators to Prepare Students for the 21st Century Workforce” offers practical recommendations for businesses to make an impact and profiles strategic partnerships being successfully implemented across the country by Nike, Ernst & Young, Wegmans, Wynn Las Vegas, and the Northern Kentucky Education Council. According to a 2016 analysis by the Wall Street Journal, 92 percent of nearly 900 surveyed executives said soft skills were as or more important than technical skills, yet 89 percent reported some level of difficulty finding employees who have mastered these skills. “With almost 6 million unfilled jobs in America, this lack of soft skills hurts workers, businesses and the economy,” says Cheryl Oldham of the U.S. Chamber of Commerce Foundation’s Center for Education and Workforce. “Businesses recognize the critical need for soft skills and are working hard in their communities to help students obtain the skills they need to succeed in the jobs of tomorrow.” A growing number of companies are focusing on student education as a part of their business strategy. By equipping students with the skills for workplace success, they strengthen their talent pipeline and create shared value. CHICAGO – The Illinois Department of Transportation will host a public meeting Dec. 6 to share updates and collect feedback on proposed changes to the Interstate 55 managed lanes project. The department recently updated the project plans to include a second managed lane in each direction of I-55 between Interstate 294 (Tri-State Tollway) and Interstate 90/94 (Dan Ryan Expressway). The meeting will be in an open-house format at the following time and location: Wednesday, Dec. 6 4 – 7 p.m. Toyota Park Stadium Club 7000 Harlem Ave. Bridgeview, Ill. 60455 The state received federal approval in 2016 to build one managed lane in each direction of I-55 between Interstate 355 near Bolingbrook to I-90/94 in Chicago. The revised project proposes to add the second managed lane north of the Tri-State Tollway within the existing IDOT right of way. The additional capacity will make it easier to maintain consistent, reliable speeds and travel times for all I-55 users. No funding has been identified for construction, but IDOT continues to pursue the project as a public-private partnership. Exhibits will be on display and an audio-visual presentation will be shown continuously during the meeting. Project team members will be available to discuss the project and answer questions. Written comments can be submitted at the meeting, mailed afterward or submitted via the project website www.i55managedlaneproject.org. The meeting is accessible to individuals with disabilities. CHICAGO - The Second City Training Center (SCTC), the world’s largest school of improvisation and part of Chicago’s legendary comedy institution, The Second City, is proud to bring its groundbreaking Improv for Autism classes to the Western suburbs. Beginning Saturday, January 13th, the SCTC’s Wellness Program workshops will be offered at Giant Steps school in Lisle, IL. Giant Steps, a 501(c)(3) nonprofit, is a specialized, therapeutic day school for children and young adults living with Autism Spectrum Disorder (ASD). Improv for Autism has been successfully running at The Second City Training Center in Chicago’s Old Town neighborhood since 2014, serving both teens and adults. “The early research in this area has shown that improvisation has a discernible positive effect in improving communication and prosocial behaviors in individuals with autism. We are thrilled to partner with Giant Steps so that we can collectively help more kids, parents, teachers and friends in this wonderful community,” said Kelly Leonard, Executive Director of Insights & Applied Improvisation for The Second City. The classes at Giant Steps school will be held each Saturday at 2:00 p.m., for eight weeks. Each class session is 90 minutes long. Classes are open to students, ages 14-18, with a primary diagnosis of autism.
