“Imagine Englewood If ” presented its Growing Citizen Leaders program and held an interest meeting Mar. 13, 2017 at 730 W. 69th st. The Growing Citizen Leaders Program (GCL) is a unique and lifechanging program devoted to providing a safe space for teens to interact with their peers,
build an intentional community and engage in meaningful, issue-based environmental and social justice work. The youth will earn over 200 hours of community service, receive monthly stipends, lead a lead Poisoning Prevention campaign, promote Healthy Living in Englewood and qualify for $10 per hour summer job opportunities, according to a press release. The program is also producing leaders who

U.S. Secretary of Education Betsy DeVos Announces Release of Updated ESSA Consolidated State Plan Template In a letter delivered recently to chief state school officers, U.S. Secretary of Education Betsy DeVos provided clarity on the Every Student Succeeds Act (ESSA) implementation and released the updated template for the consolidated state plans. The updated template ensures greater flexibility for state and local education leaders to do what they know is best for children, while also maintaining important protections for economically disadvantaged students, students with disabilities, and English learners. Secretary DeVos issued the following statement: “The updated state template will ensure states are able to better serve students with the freedom and flexibility they deserve, and which Congress requires. My philosophy is simple: I trust parents, I trust teachers, and I trust local school leaders to do what’s right for the children they serve. ESSA was passed with broad bipartisan support to move power away from Washington, D.C., and into the hands of those who are closest to serving our nation’s students.”
Plan for Cost Savings Efforts Moves Forward IDHS Secretary James Dimas in a news release. “Policies regarding overtime are a basic practice used by employers throughout the country.This is a thoughtful, responsible policy on the use of overtime in the Home Services Program that will ensure our most vulnerable residents are protected for many years to come.” IDHS engaged with the people who rely on its home services program, individual providers, and union representatives at multiple public hearings and through more than 300 written comments. Changes were made directly in response to many of the concerns that were raised by the HSP community, according to an IDHS new release. The policy outlines exceptions that would allow for overtime pay. Most notably, overtime would

CHICAGO – How can you help make trees thrive in an urban landscape like Chicago? That’s what residents found out on March 26 when an expert from the Morton Arboretum spoke at the Pullman State Historic Site. The free event with Lydia Scott, director of the Chicago Region Trees Initiative, took place at 2 p.m. at the historic site’s Hotel Florence, 11111 Forrestville Ave., Chicago. “In urban, developed settings like Chicago and our suburbs, the trees that live alongside us face different challenges than trees living in the wild,” Scott said. “Trees are vital to the health and future of our cities, yet they need human intervention to help them thrive. Her appearance was organized by the Historic Pullman Garden Club, which provided refreshments and door prizes. The Historic Pullman Garden Club was established in 1991 to beautify the community and fulfill Chicago’s motto of “urbs in horto” – city in a garden. It maintains gardens at local parks and the Pullman State Historic Site’s Hotel Florence. It also holds special events, lectures and monthly meetings. The Pullman neighborhood, including the part operated by the Illinois Historic Preservation Agency, was declared a national monument because of its significance in civil rights, the labor movement and urban planning. It began in 1880 as company-owned housing for workers at the Pullman Palace Car Company, the first planned community of its kind. The Pullman company was the target of a historic, nationwide strike in 1894. It also contributed to AfricanAmerican history by employing porters who organized a union and supported the civil rights movement. The Hotel Florence and part of the Pullman factory are operated by the Illinois Historic Preservation Agency. IHPA protects the state’s historic resources, which contribute to education, culture and the economy. IHPA sites include ancient burial mounds, forts and buildings erected by settlers, and homes connected to famous Illinoisans.
SPRINGFIELD – The Illinois Department of Human Services’ proposed overtime policy to govern overtime in the Home Services Program cleared the Joint Committee on Administrative Rules. This rule is designed to protect Illinois’ most vulnerable residents, create jobs and ensure the long-term sustainability of the program to allow individuals with disabilities to continue living independently in their homes. “This overtime policy protects Illinois residents who depend on the Home Services Program. Under this policy, people with disabilities living in the community will still be able to choose their caregivers, will see no reduction in the amount of service hours in their plan, and will not lose the opportunity to be part of this program,” said

be allowed for individuals whose needs are so profound or complex that training a back-up provider would be impractical. The policy also outlines approvals for emergencies, traveling and other circumstances. The new policy will go into effect on August 1, 2017. Communication will soon be sent to the people that rely on the Home Services Program providing detailed information about the overtime rule and to reemphasize the key steps they should take to find alternate providers as required under the current Home Services Program. Duckworth, Senate Democrats Challenge President Trump to Support Paid Family & Medical Leave Legislation U.S. Senator Tammy Duckworth (D-IL) joined U.S. Senate Democratic Leader Charles E. Schumer, and U.S. Senators Kirsten Gillibrand (D-NY), Patty Murray (D-WA), Bernie Sanders (I-VT), and Heidi Heitkamp (D-ND) to unveil comprehensive paid family and medical leave legislation and challenge President Trump to support it since he has previously endorsed the concept of paid leave. The Senators’ comprehensive proposal, the FAMILY Act, would provide up to 12 weeks of paid leave for workers who need time to care for a newborn or adopted child, a seriously ill family member, or their own serious health condition. “Paid leave is deeply personal to me,” said Senator Duckworth. “When I was wounded in Iraq, my husband was let go from his job after he used all of his unpaid leave to be by my hospital bedside. Fortunately, the American people continued to pay my salary while I was hospitalized as a wounded soldier, which enabled him to take the time to care for me. However, many hardworking families cannot afford to take time off to care for a sick loved one and that hurts us as a nation. We need to expand paid leave for all Americans. If the President is serious about keeping his campaign promises to help working families, I urge him to support this bill.” The FAMILY Act is modeled after existing state programs and would: • Provide up to 12 weeks of paid leave for serious personal or family member’s medical condition; • Provide 66% wage replacement, capped at $4,000 a month; • Be self-funded through contributions by employers and employees of just two-tenths of 1% each (two cents per $10 in wages), or about $4 a week for the typical employee. ‘Imagine Englewood If’ Offers A Chance to Give Back

Howard University graduate Michelle Rashad, a program manager for ‘Imagine Englewood If’ recently sat down with the Citizen and discussed why she walked away from her job in corporate America to come back to serve in Englewood, a neighborhood where she grew up as a teenager. Citizen How important is it to invest in youth at an early age? Rashad It’s very important. I once read a quote that said “It’s easier to build strong children than to repair broken men.” And that’s true because I work for several different organizations and I’m a product of a program very similar to the Growing Citizen Leaders that came out of Imagine Englewood If. I went to Lindblom Math & Science Academy, which is a selective enrollment school in Englewood. It’s like an island because you think of these schools in Englewood and a lot of them aren’t performing to the standards that they should. But then you have this selective enrollment school that’s doing awesome, but you only had so many kids in the school that was actually from the area. So, I had a History teacher come to me and say “There’s an organization taking a group of kids to Washington, D.C. to talk to some congressman about issues.” So, I’m like ‘Okay.’ We went to D.C. and spoke to Congressman and afterwards I liked the group. I liked the fact that I could do something after school in addition to everything else I was doing. But I’m a product of someone believing that you needed some leadership skills and that youth needed to express their voice. Citizen What is an interesting fact about your life or role as an organizer? Rashad I feel like when I left college, I would have thought that I would have been working for some media company right
now because I studied Media Management and I minored in Business Administration at Howard University. So, going away kind of brought me back because at Howard, which is an historically black university, they always taught us to learn who we are, how did we get to where we are and never forget where you came from. So, I decided to come back home and I did an internship with PBS and I was like ‘Mmm, this is how the media world is. But I was like okay, but I’m trying to make some money.’ So, I used my business background and I began working in corporate America as a data specialist and I felt like I was dying because I was one of three black people in the office. And I felt that when things were happening in the news about black people, more particularly about black men being gunned down by police, they didn’t talk about that. And they talked about everything in that office and it bothered me. Citizen So, what did you do after that experience? Rashad I was like ‘I can’t be in this environment.’ I was like ‘Why am I using my skills to help the man and help this big corporation that will probably never do anything in my community?’ I’m like ‘What about the younger me?’ So, then I quit. I didn’t have a job lined up. I would just go to a coffee shop every day and look for organizations and re-connect with some of the people when I was coming through a program with Imagine Englewood If. And after talking to this person, to this person and to this person…now I’m pretty much making the same amount that I was making in Corporate America. But I’m doing something that I’m happy to wake up to and do every single day. I feel like my goal is to cater towards the younger me because there weren’t a lot of opportunities. Even though there are a lot of resources in this community…there aren’t people pointing and saying ‘hey there’s a job here, hey there’s a program here or there’s opportunities to do this or that.’ So, I want to be one of those people because that’s how I made it out but that’s also one of the reasons why I’m coming back.

Stratton Backs Legislation to Encourage State to Invest in Woman and Minority Businesses CHICAGO – Determined to provide minority- and womanowned businesses more opportunities to supply goods and services to the state, state Rep. Juliana Stratton, D-Chicago, has introduced legislation to end the disparities minority and women-owned businesses face. “Too often minorityowned and woman-owned businesses have a more difficult time receiving a loan, or have to pay very high interest rates if they do,” Stratton said. “Ensuring that these businesses are able to receive their fair share of government contracts is both important and just. And these businesses are providing great services – someone just needs to give them an opportunity.” A 2015 study commissioned by the State of Illinois’ Department of Central Management Services found enormous disparities between minority-owned businesses, woman-owned businesses, and those owned by white males. The study found that minority and woman-owned businesses still have to overcome unequal access to information and negative perceptions from government officials. The Stratton-sponsored House Bill 3756 would aim to increase the number of woman and minority owned businesses receiving state contracts by increasing the incentives that state contractors using them. This would specifically apply to projects not covered by mandated affirmative action goals, as these programs tend to see lower minority and woman participation. “We have a very diverse state, and the people who receive state contracts ought to reflect our diversity,” Stratton continued. “These businesses are providing great services and just need access to opportunities.”

PRESIDENT TRUMP SHOULD CONSIDER CBC BUDGET IF HE’S SERIOUS ABOUT HELPING BLACK AMERICA By U.S. Congressman Robert C. “Bobby” Scott (D-Va.) A nation’s budget is a document that reflects its priorities. While President Trump has yet to submit his first budget to Congress, we are already learning what will likely be in it. The President has proposed a $54 billion increase in military spending, which would be offset with deep cuts to programs that support education, rebuild our infrastructure, ensure clean air and water, and protect workplace safety and public health. On top of that, the President has called for massive tax cuts that would primarily benefit the wealthiest among us and put the nation’s finances deeper in the red. During the contentious 2016 presidential campaign, President Trump called for a “new deal” for Black America. And in an unwieldy press conference just a few weeks ago, the President again mentioned his desire to propose policies that will help and uplift Black America. Unfortunately, we have yet to see any detailed proposal from the White House, and based on what we’re already learning about his first budget, Americans of all races, colors and
creeds should be concerned. If the President is serious about improving the lives of African Americans, he need only look to the Conscience of the Congress: The Congressional Black Caucus. The CBC has been fighting for neglected and underrepresented Americans since its inception in 1971. And for more than three decades, the CBC has developed its own federal budget alternative that is often credited as being fiscally and morally responsible. The CBC has proposed its own budget regardless of who occupies the White House or which party controls Congress. The Fiscal Year 2018 budget cycle is no different. For the last decade, I have had the privilege to lead the development of the CBC budget and CBC Chairman Cedric Richmond has asked me to do so again this year. I am proud to report that the Congressional Black Caucus is again proposing a bold, fiscally responsible budget that should serve as a guiding post for meaningful solutions that will move the Black community and the rest of the nation forward. Ms. Chang’s colorful laser-cut applications, entirely her own designs, demonstrate a creative approach that creates a unique work of art. Her coat is exquisitely detailed and polished. Xinyi (Teresa) Lin won second prize, with a jacket dress. Ms. Lin’s garment takes its inspiration from the windows of Robie House. A dress in deep yellow with horizontal strokes of green and brown is overlaid with a transparent plastic jacket. Its structured sleeves and high collar are detailed with geometric patterns of her own design. Ms. Lin’s jacket dress is inventive and forward thinking in the spirit of Wright. The work of Maria Beniaris and Scarlet Le garnered honorable mentions. Ms. Beniaris’ proposal for a layered gown was inspired by the varied wall textures and soft earth tones of the Robie House interior. Ms. Lin’s evening dress, inspired by the architectural plans for Robie House, combines the contours of architectural
drawing with garment design in an engaging proposal that explores form and transparency. The finalist designs include works by: Peggy Cao, Tianna Shiaochao Liu, Kelley O’Brien, Lexus Wang, Ching Yeh, and Shuyi Zeng. The two award-winning garments will be fabricated and displayed in the showroom window of Jil Sander, 48 E. Oak Street, from April 24-30. Proposals for the honorable mentions, along with the finalists' proposals, will be displayed in the Jil Sander showroom during that week. The garments will be featured at Fashion 2017, a one-night only showcase of student creations, taking place May 5 at VenueSix10 at the Spertus Institute, 610 S. Michigan Avenue. Recipients of the Wright 150 Fashion Design Awards Announced (Chicago) – In celebration of the 150th anniversary of the birth of Frank Lloyd Wright in 2017, the Frank Lloyd Wright Trust and the Fashion Design Department at the School of the Art Institute of Chicago (SAIC) have created the Wright 150 Fashion Design Awards. The junior class of fashion design students from SAIC toured Frank Lloyd Wright’s Robie House, which is maintained and operated by the Trust, and created original design proposals for garments inspired by Wright’s iconic architecture. SAIC’s Fashion Design faculty members Abigail Glaum-Lathbury and Annie Novotny selected 10 semi-finalists. Chicago History Museum Curator of Costumes, Petra Slinkard; Trust Curator, David Bagnall; and Ms. GlaumLathbury served as the design jury led by SAIC’s Associate Professor and Sage Foundation Chair Anke Loh. Ms. Loh and Celeste Adams, CEO of the Trust, awarded a first and second prize, plus two honorable mentions. Hana Chang won first prize for a long coat. Ms. Chang’s garment reflects the jewel-like character of Robie House as its inspiration,
to meet the critical needs of the nation. The CBC budget calls for $3.9 trillion in revenue enhancements over ten years and proposes repealing many tax provisions that favor the richest of the rich. With this additional revenue, the CBC proposes a $1 trillion investment over the next decade to rebuild our nation’s failing infrastructure and revitalize historically underserved communities, while employing millions of hardworking Americans in desperate need of job opportunities. The CBC budget also calls for protecting and strengthening the Affordable Care Act (ACA) to ensure universal health care for all Americans. In fact, the CBC budget proposes the creation of a public health insurance option in the ACA health insurance exchanges, which has scored as a cost savings for the American taxpayer – saving an estimated $121 billion over 10 years. In addition, to help support and advance working families, the CBC budget calls for a $250 billion investment in the education system over the next decade to revitalize public schools, bolster Historically Black Colleges and Universities, and make higher education more affordable.

Illinois Lottery Launches 2017 ‘MS Project’ Instant Game CHICAGO, IL – The Illinois Lottery, Illinois Lieutenant Governor Evelyn Sanguinetti, the Greater Illinois Chapter of the National MS Society and the Illinois Department of Public Health unveiled the newest version of The MS Project instant game - a lottery ticket that funds research into the cause, prevention, and future cure of Multiple Sclerosis (MS). “The Illinois Lottery is proud to be partnering again with the Illinois Department of Public Health and the Greater Illinois Chapter of the National MS Society in the fight against multiple sclerosis,” Illinois Lottery Acting Director Gregory Smith said. “By purchasing the MS Project lottery ticket, players are providing financial support to their fellow Illinois citizens that struggle each day with the effects of multiple sclerosis.” This is the 10th edition of The MS Project special cause instant game. The ticket costs $3 and has raised more than $8.4 million since 2008. The game offers three top instant prizes of $50,000. All net proceeds, after prize payouts and expenses, benefit MS research statewide.
“I became an MS warrior in 2007. With the help of my neurologist and my family, I have been fortunate not to let MS define me,” Lieutenant Governor Evelyn Sanguinetti said. “I’m honored to join the Illinois Lottery to launch this game and thankful for their support to fight this disease. Hopefully this campaign will bring us one step closer to curing MS.” “With recent advances in disease modifying therapies and treatments, it is a time of great promise for people living with MS,” said Sarah Rodriguez, President of the Greater Illinois Chapter of the National MS Society. “Thanks much in part to ongoing Lottery-funded research projects taking place across the state, Illinois is a leader in cutting-edge research aimed at stopping MS in its tracks, restoring what has been lost and ending the disease forever.” All profits for The MS Project instant game go to the Illinois Multiple Sclerosis Research Fund, which awards grants to organizations conducting MS research in Illinois. All grants are reviewed and approved by the National MS Society’s Research Programs Advisory Committee,
a panel that includes 75 leading scientists, physicians, and other professionals from virtually every field related to MS. “MS is an unpredictable and often disabling disease affecting approximately 400,000 people in the U.S.,” said Illinois Department of Public Health Director Nirav D. Shah, M.D., J.D. “We are pleased to partner with the Greater Illinois Chapter of the National MS Society and the Illinois Lottery to fund research to help those diagnosed with MS and to end the devastating disease.” The MS Project ticket is available at nearly 8,000 Illinois Lottery retailers throughout the state and is one of five special cause instant games offered by the Illinois Lottery. Other specialty games contribute funding for Illinois veterans, the fight against breast cancer, assistance for people living with HIV/AIDS, and Special Olympics training programs across Illinois. The Fulbright Program is the U.S. government’s flagship international educational exchange program. Topproducing institutions are highlighted annually in The Chronicle of Higher Education. The College prepares its students to be global leaders by making available opportunities for them to conduct research and engage in study abroad experiences. Fulbright is one of numerous notable programs to recognize Spelman students for their academic achievements and potential in the global arena. From 1999 to 2017, 48 Spelman students have been awarded Fulbright fellowships. Four graduates won Fulbright awards for 2016-2017, placing the College among the top 35 bachelor’s degree institutions to produce Fulbright fellows. NEW NATIONAL FIELD DIRECTOR FOR RAINBOW PUSH COALITION As a boy, growing up on the South Side of Chicago, Rev. Tyrone Emmanuel McGowan, Jr. did not watch cartoons on Saturday mornings. Nor did he play in the park with friends or hit the mall. Instead, he sat at the kitchen table or nestled between his grandparents on the living room sofa and listened to Rev. Jesse L. Jackson, Sr. and the weekly Rainbow PUSH Coalition community forum and international broadcast. “After reading Rev. Jackson’s bio, learning that he twice ran for president and worked with Dr. Martin Luther King, I said wow, I can’t believe this great man lives in my city,” Rev. McGowan said. “I wanted to know everything I could about him and what he was saying. I was amazed at how he would risk his life to go get hostages from Syria and Iraq and other dangerous places around the world. I still don’t know any other preacher who can do that.” On Saturday, March 11, 2017, during the same weekly forum that he listened to and watched so faithfully as a child and teenager, the 29-year-old minister was officially introduced by Rev. Jackson as the new National Field Director for Rainbow PUSH. “Tyrone is an incredibly able, educated young minister, with a multiracial and multicultural vision,” Rev. Jackson said. “He has an acute sense of social justice and a real desire to mobilize our people.” As field director, Rev. McGowan will be responsible for coordinating the coalition’s satellite offices in New York, Atlanta, Detroit, Washington and Silicon Valley. He will also take a leading role in expanding the coalition’s work with churches and community groups in developing neighborhood tech centers, voter registration drives and other campaigns. Bookish and soft spoken – until he stands in the pulpit – Rev. McGowan was just 13 when he was licensed as a Baptist minister, committed to the spiritual, political and economic liberation of African-Americans and other people of color. He was shaped in no small measure by his hours watching and studying Rev. Jackson, as well as the fiery intellectual preacher, Jeremiah Wright, and the Black Panther-turnedpolitician-turned minister, U.S. Representative Bobby Rush. Rev. McGowan calls them and himself “liberation theologians.” “A liberation theologian looks at the world, the church and society from the perspective of the oppressed,” he said. “A liberation theologian seeks to lift up the marginalized, to bring them into the center, the heart of society, where their lives, their voices matter, too. It’s really a theology of inclusion.” Rev. McGowan grew up in a middle class family in the Wrightwood neighborhood of Chicago. He attended Marcus Garvey elementary school during the week and First Unity Missionary Baptist Church every Sunday. His grandmother’s

father was a founding member of the church after arriving in Chicago as part of the Great Migration from Mississippi. In the eighth grade, Rev. McGowan won a city-wide public school history project contest. His subject: Rev. Jackson and Rainbow PUSH. About twice a month, his parents would take him to hear and see Rev. Jackson in person at PUSH national headquarters, 930 E. 50th Street. “I liked his ability to be a preacher of the gospel and still be able to articulate critical social and political issues,” Rev. McGowan said. “His message always spoke to me. It fired me up about fighting for justice.” After graduating from Whitney Young, one of the top high schools in Chicago, Rev. McGowan headed south to Morehouse with a $5,000 scholarship from PUSH Excel, the educational arm of Rainbow PUSH. “I was a PUSH Excel Jesse Jackson Fellow during my time at Morehouse,” Rev. McGowan said. “Getting through school without that scholarship would have been a lot harder.” Rev. McGowan graduated from Morehouse Phi Beta Kappa in 2010 and from Yale Divinity School in 2013 with honors. While at Yale he was the recipient of the prestigious Wolcott Calkins Prize for excellence in clear and vigorous public speaking. At Yale, Rev. McGowan enrolled in a course called “Modern Christian Thought,” taught by Rev. Dr. Shannon Craigo-Snell. After graduation, Rev. McGowan returned to Chicago. He worked as a small business consultant for a bank before coming “home” to PUSH as National Youth Director, overseeing a financial literacy program in cities across the country. In 2015, he fulfilled a lifelong dream. He got his own church. He was named senior pastor of Good Shepherd Lutheran Church in Robbins, IL. Last year, at age 28, Rev. McGowan became one of the youngest inductees into the Martin Luther King, Jr. Board of Preachers at Morehouse College. “In this season of political transition,” Rev. McGowan said, “I think the mission and work of the Rainbow PUSH Coalition is so critical. I think people need to become more aware of what we do, of the work Rev. Jackson does, the advocacy, the outreach, the organizing. We need to take our message of hope, of standing up and speaking out for justice and equality to where people are hurting, where they need it the most. If I can help do that, then I think I’ve accomplished my job.” Meanwhile, Rev. McGowan said he will continue to strive to live his life according to Micah 6:8: What doth the Lord require of thee? To do justly, love mercy and walk humbly with thy God.

elationships are an important part of life, and truly enrich our experiences in living. Each of us is wired to enjoy healthy, productive, reaffirming relationships. We all benefit from human contact, personal touch, and emotional connection. Our interactions with others allow us opportunity to find joy in sharing one another’s growth. Yet not all relationships are created equally, and unfortunately, in the absence of healthy relationships, we are too often willing to settle for the unhealthy ones. Where healthy relationships help us feel fulfilled, unhealthy relationships have the potential to rob us of the joy, peace, and unity that comes from walking with another. In order to get the most of your relationships, it really helps to be self-aware and selfreflective. Both tools are critical when it comes to evaluating your relationships. Selfawareness and self-reflection enables us to examine the nature of our relationships and potentially better understand with whom we are involved. Self-awareness is activated through one’s mindset of love, acceptance, and appreciation for self. It’s been suggested that each of us has four different types of people in our lives: those who add to us, those who subtract from us, those who divide us, and those who multiply us. Simply put, those who add to us help us do more than the sum of what we could do alone. Those who subtract from us leave us with less than we had before the interaction. Those who divide us leave us fragmented with a sense of separation. Those who multiply us help us expand exponentially. Color: A Painting Exhibition Against Hate features a group of young diverse college students from SFUAD who are using their art to fight for social justice. All profits from this show will be donated to Disability Rights Education and Defense Fund (DREDF). Opening night was on Saturday, March 18, from 4 -7 p.m. at the ART.i.factory in Art.i.Fact on 930 Baca St. in Santa Fe. The exhibition shows through March 28, with gallery hours Monday through Saturday 10 a.m. - 6 p.m.

Mrs. Rush, 67, died of congestive heart failure on Monday, March 13, 2017 at the University of Chicago Hospital. She will be eulogized by Presiding Bishop Charles E. Blake, Sr., of the Church of God in Christ (COGIC) of Los Angeles, California. Other dignities are expected to provide reflections during the 11:00 a.m. service to be held this Saturday, March 25th at Freedom Temple COGIC, 1459 W. 74th Street, in Chicago.
