MASS DEPORTATION WOULD COST U.S. ECONOMY BILLIONS, EXPERTS SAY By Barrington Salmon (NNPA Newswire Contributor)
Immigration and labor experts say that mass deportation would cost the federal government nearly $900 billion in lost revenue over 10 years and would immediately reduce the nation’s gross domestic product (GDP) by 1.4 percent. That GDP shortfall would grow by 2.6 percent, and reduce the cumulative GDP over 10 years by $4.7 trillion. Overall, the U.S. economy would lose $434.4 billion in GDP every year in losses in the construction, manufacturing,
and leisure and hospitality industries, if unauthorized immigrants were forced to leave the country. “This would cripple the economy,” said Rita Medina, the immigrant campaign manager for the Center for American Progress Action Fund (CPAF). Medina said that a state law in Alabama forced agricultural workers to leave their jobs, which had a negative effect on crop yields and the economy. “It takes a toll on communities. People are moving, because of the fear of [Immigration Customs Enforcement] and taking their children out of school. Small businesses and the housing market will be deeply affected.”

Brown (NNPA Newswire Contributor) n 1827, with the publication of the “Freedom’s Journal,” John Russwurm and Reverend Samuel Cornish established the Black Press and boldly declared their mission: to be the voice the African-American community, standing up for victims of injustice, and championing the unsung. Dedicated, resilient and strong Black women, who account for a significant number of the 211 African-American owned newspapers and media companies, that are members of the National Newspaper Publishers Association (NNPA), stand at the forefront of that mission, today. As Women’s History Month concludes, NNPA President and CEO Dr. Benjamin F. Chavis Jr., said that it’s important to recognize publishers like Rosetta Perry of “The Tennessee Tribune,” Elinor Tatum of the “New York Amsterdam News,” Janis Ware of “The Atlanta Voice,” Joy Bramble of “The Baltimore Times,” Brenda Andrews of the “The New Journal and Guide” and the many Black women that own and operate media companies in the United States and around the world. Chavis said that it’s also important to acknowledge the role that women play as leaders in the NNPA. “Four out of five members of the NNPA executive committee are women and, in 2017, that shows that NNPA, as a national trade organization, is out in front of all other organizations in putting women in the top positions,” said Chavis. Denise Rolark Barnes, the publisher of “The Washington Informer,” serves as chair of the NNPA; Karen Carter-Richards, publisher of the “Houston Forward Times” holds the position of first vice chair; Atlanta Voice publisher Janis Ware serves as treasurer; and Shannon Williams, the president and general manager of the “Indianapolis Recorder” works as the organization’s secretary. “For the Black Press, Women’s History Month becomes more noteworthy because of the women of the NNPA and their very important roles,” Chavis said. Still, the pressure of operating a newspaper isn’t lost on publishers like Richards of the 57-year-old Houston Forward Times.
Richards took over after the death of her mother, Lenora “Doll” Carter, whom she shadowed at the paper for more than 30 years. “The business isn’t for the faint of heart and being a female publisher requires you to be even stronger,” Richards said. “Because of what my mother taught me, Forward Times Publishing Company has grown to become a multimedia company and award-winning national publication.” Chida Warren-Darby, managing editor and co-publisher of the “Voice & Viewpoint” in San Diego, said that being a female publisher has proven to be an “amazing experience.” Warren-Darby also offered advice to the next generation of women. “[Women publishers] should always remain true to themselves and never conform. There’s a lot of authenticity missing in the world of journalism and the media industry as a whole,” Warren-Darby said. “I believe it’s slowly returning, but it will take the next generation to maintain that authenticity. I would also encourage them to know that their voices and ideas matter, to never underestimate what they bring to the table, and to never feel like it’s too late.” Others have spelled out what the Black Press has brought to the table. “The New York Times” noted that, well before the Civil War, publications and, more recently, radio and television stations owned and operated by African-Americans have provided an important counterweight to mainstream media, simultaneously celebrating and shaping Black culture—from politics and government to fashion and music. It all starts with the Black Press and many of its talented and savvy female publishers. “The Black Press has been the heartbeat of Black America since its inception,” said Tatum, publisher and editor-in-chief of the New York Amsterdam News, one of the most influential Black-owned and operated media businesses in the world, which ran its first edition in 1909. “From the abolition movement, to the Civil Rights movement to the Women’s Rights movement, the Black Press has been our voice, a voice not heralded anywhere else.” Tatum continued: “A voice so true to itself that our community
still heeds the call today. A voice in many cases owned by women, run by women and nurtured by women.” About 190 miles south of New York, Bramble founded The Baltimore Times on the premise that they’d publish only positive stories about Black people. After more than 30 years, Bramble said that The Baltimore Times paper, and its companion, “The Annapolis Times,” haven’t wavered. “I am extremely proud to be a part of the long tradition of respected women publishers. My challenges as a publisher have not come from my gender, but rather my race,” Bramble said. “Black newspapers must jump through ridiculous hoops to receive or even be considered for advertising and promotional dollars.” Women are changing the world and represent an important audience that should not be taken for granted, said Natalie Cole, publisher and CEO of “OurWeekly Los Angeles” which was formed in 2004 and boasts a readership of more than 200,000 weekly. “As an African-American woman publisher, readers and investors and supporters should not get caught up on my ethnicity as the driving force to their decisions as to do so would be to sell themselves short,” Cole said. “Therefore, the challenges that exist today are challenges to doing business successfully in our global marketplace. Yes, racism and, in many cases institutional racism is evident…some will never buy what we are selling.” Cole continued: “However, we must continue to educate our loyal readers as to major players or companies that support our communities as well as those that don’t support us with an emphasis on companies to which African-Americans are their core customers.” With the diligence of the NNPA member papers, news, information and commentary have been delivered each week to more than 20 million readers. Since, its founding, the NNPA has been lauded for consistently being the voice of the Black community, reporting news that makes history. “Our papers are trusted, read from cover to cover and are a vital part of the community—190 years and still going strong,” Bramble said. “I am sure that we will still be around another 190 years, as we continue to be the standard bearer for all the good news that’s happening in our communities.”
Cook County Board Passes New Tax Incentive Ordinance The Cook County Board recently approved a new Tax Incentive Ordinance that will work in tandem with the recently passed Workforce Ordinance for any tax incentives processed by the Cook County Bureau of Economic Development (BED). “This ordinance is a result of a major effort by municipalities, businesses and property owners throughout the County to reactivate vacant property,” said Cook County President Toni Preckwinkle. “It is designed to improve the business climate, stimulate job growth in Cook County and ensure that those who receive the incentives comply with their commitments.” Moving forward, tax incentive recipients processed through the County’s
BED must enter into an agreement with the Chicago Cook Workforce Partnership for the term of the tax incentive. Recipients will work directly with the Partnership to fill job openings and vacancies for a period of at least seven business days from the date job vacancies are opened. Working together, the newly amended Tax Incentive Ordinance and Workforce Ordinance will: · Facilitate faster processing of incentive applications in Industrial Growth Zones and designated retail corridors. · Make tax incentive recipients more accountable for upholding their end of the agreement with the County. · Increase transparency by requiring
tax incentive applicants to submit an Economic Disclosure Statement to their municipality. · Create avenues for revoking tax incentives for businesses that do not comply with their development agreements. · Clarify and expand the scope of the County’s Living Wage requirement to ensure that employees who work at properties that receive a tax incentive are paid a living wage regardless of ownership. These new standards primarily apply to tax incentives reviewed by the BED and sent through to the Assessor for approval, and will promote overall accountability for the tax incentive and job creation process in Cook County, Preckwinkle said.

Trotter: Antiquated, unfair bond process hurts the poor To end a system that punishes the poor, State Senator Donne Trotter is sponsoring a proposal that eliminates the state’s antiquated monetary bond process. The legislation is Senate Bill 552 which is in the Senate Criminal Law committee. “Rather than providing all persons arrested an equitable opportunity to leave custody, it is only afforded to those who can pay the bond,” said Trotter, D-Chicago “This antiquated bond process only increases the likelihood of low income people being arrested for petty crimes and enduring harsher conditions than people from affluent backgrounds who commit the same crime. These trends of partiality toward people with wealth are prevalent in the justice system.” Illinois Department of Insurance Places Public Service Insurance Company into Rehabilitation An Agreed Order of Rehabilitation has been entered against Public Service Insurance Company (“Public Service”) and its parent corporation Public Service Mutual Holding Company by the Circuit Court of Cook County, Illinois (“Supervising Court”). Jennifer Hammer, Director of Insurance of the State of Illinois, has been affirmed as the statutory rehabilitator (“Rehabilitator”) for the companies. As of December 31, 2016 Public Service had a statutory surplus of $28,264,847 as it relates to policyholders. The Order of Rehabilitation provides that coverage under policies in force will remain in place through the expiration of their terms, and authorizes the Rehabilitator to continue to pay claims by or against the Public Service policyholders as well as assumed reinsurance claims in the ordinary course of business as they come due. In accordance with Illinois law, the Rehabilitator is preparing a plan of rehabilitation for the companies that will be presented to the Supervising Court for public hearing and approval. Public Service is an Illinois domestic stock property & casualty insurance company located in New York City, New York. Public Service was previously organized as a mutual insurance company that, upon its conversion to a stock company, became a subsidiary of Public Service Mutual Holding Company. CHICAGO PUBLIC LIBRARY’S DIGITAL SKILLS ASSISTANCE PROGRAM HELPED AT LEAST 1,000 CHICAGOANS SECURE JOBS IN 2016 Mayor Rahm Emanuel recently joined Chicago Public Library Commissioner Brian Bannon to announce that in 2016 at least 1,000 patrons secured jobs with assistance from the CPL’s CyberNavigators. The CyberNavigator (CN) program, available citywide at CPL locations, offers patrons one-on-one computer help from a CyberNavigator, including job support and online application services. In April of last year, Mayor Emanuel announced an expansion of digital skills access and training resources across the city, including an expansion of the CyberNavigator program at CPL. The expansion increased CNs from 48 public library branches to every neighborhood in the city, creating an additional 350-400 new training hours per week across Chicago. The library locations with the highest number of self-reported jobs secured are Kelly in Englewood, Douglass Branch in North Lawndale and Whitney M. Young Jr. in Chatham. The actual numbers of jobs secured may be higher, in these communities and citywide, as numbers were only self-reported by returning library patrons. “We see Chicago Public Library as a resource for Chicagoans to strengthen their ability to develop digital skills, be successful in today’s labor market, and help support Chicago’s economic development,” said Commissioner Bannon. “We are so proud to be having an impact on the patrons we serve by guiding them to successful job resources.” CyberNavigators provide patrons the opportunity to work oneon-one with a digital tutor who helps navigate their questions on computer basics, email and Internet basics, online job searching and resume writing, CPL website and online resources, and eBooks and other digital content. Report shows Black Millennials are the most optimistic DALLAS -- PRNewswire/ -- In a unique collaboration within the advertising industry, Richards/ Lerma joined forces with The University of Texas at Austin, Stan Richards School of Advertising & Public Relations to decode “Millennials,” the generation set to define the future of our nation. The “Millennials Deconstructed” initiative was supported by a nationally representative online research study conducted among 1,000 Millennials aged 18 to 34, with representation across White, Black, Hispanic, and Asian ethnicities. The quantitative findings were enhanced with qualitative ethnographic interviews, a comprehensive social media listening effort, and academic desk research to provide an in-depth look into the subtle differences among today’s highly diverse multicultural Millennial groups. Relations will provide free access to all findings through the release of a series of research reports. The first report, “New Political Beat” on Millennial political beliefs was released last October, and the unrestricted release of the second report, “American Dreams,” released recently centered on Millennials’ varied aspirations and attitudes toward the American Dream. Findings are eye-opening and often counterintuitive to what is portrayed in mainstream media: Expecting to uncover at least hints of despair, apathy, and hopelessness in Black Millennials, we found the opposite. They are the most optimistic segment. With a heightened sense of control over their future, they have the most faith that their hard work will pay off. Many Hispanics feel misrepresented as cultural intruders, blamed at least in part for what some see as a deteriorating American society and culture. But the data suggests that there’s been a misdiagnosis.
Hispanic Millennials are the most traditional keepers and seekers of the American Dream. The minority Millennial segments will contribute the most energy toward pursuing and keeping alive the American Dream. Their racial setbacks fuel their motivation and oddly their optimism and traditional values as well. With more achievement in their family history, White Millennials are less energetic about the American Dream and future aspirations than the other three ethnic segments. In the coming months, the third and final report will be released by Richards/ Lerma and The University of Texas at Austin featuring findings about Millennial media behavior broken out by various ethnic segments. Pfizer and the National Newspaper Publishers Association Collaborate to Raise Awareness of Sickle Cell Disease and Need for Improved Patient Care NEW YORK--(Pfizer Inc. (NYSE:PFE) and the National Newspaper Publishers Association (NNPA), a trade association of more than 200 African-American–owned community newspapers from around the United States, are collaborating to raise awareness of sickle cell disease, a lifelong and debilitating genetic disorder that affects red blood cells. People with rare diseases, like sickle cell disease, have unique and complex challenges. The first initiative under the collaboration will be a national poll, conducted in partnership with Howard University’s Interdisciplinary Research Team in Washington, DC. The goal is to assess the awareness of sickle cell disease, the challenges of living with the disease, and the importance of clinical trial participation in helping researchers succeed in developing potential new treatments. In a review of 174 sickle cell disease trials, difficulty enrolling patients was the stated cause in nearly half of the 30% of the trials that were
terminated early. “This collaboration with Pfizer provides an opportunity for NNPA to inform and educate the readers of our 211-member Black-owned newspapers in more than 70 markets across the country on sickle cell disease, an often misunderstood disease that has a profound impact on the health and well-being of those affected,” said Dr. Benjamin F. ifty-one years ago, on March 24, 1966, the United States Supreme Court struck down the last poll taxes in this country. It was a victory for the American people and for the case’s lead plaintiff, Annie A. Harper, an elderly African-American woman who could not afford to pay Virginia’s poll tax to cast her ballot. That spring, it looked like the United States was on its way towards a democracy where all voting-age Americans would have access to the polls. The Supreme Court’s 1966 decision to strike down the Virginia poll tax knocked down one of the last pillars of the Jim Crow era. And just the year before, in August of 1965, Congress passed the Voting Rights Act (VRA), our nation’s most powerful tool for protecting the vote. Now, in 2017, more than fifty years later, the same racial and economic discrimination continues to haunt our elections. Old battles have become new again. As minority voters and low-income Americans face new barriers to participating in our democracy, the anniversary of Harper v. Virginia Board of Elections is less of a celebration and more of a reminder that our fight for voting rights is far from over. Since the Supreme Court gutted the VRA in its 2013 Shelby v. Holder decision, states across the country have enacted a new set of discriminatory voting restrictions: voter ID laws. After decades of progress, it is open season for erecting new barriers to voting. Voter protections in states with a history of discrimination have been erased, and as states implement voter ID laws limiting access to the polls, the impact of these policy changes is eerily

familiar. When Annie Harper brought her case to the Supreme Court in 1966, her lawsuit asked the Court to rule on a $1.50 poll tax charged by the Virginia Board of Elections. For a lowincome senior like Harper living on a fixed income, that fee was out of reach. The price of today’s barriers to voting is just as debilitating and restricting as Annie Harper’s poll tax. Consider the cost of today’s voter ID laws. In my home state of Alabama, some rural voters have to drive over an hour to acquire a stateissued photo ID, which can often mean taking time off of work. There are also rural voters who don’t have birth certificates or the verifying documents necessary for getting proper identification, and those documents cost money to acquire. For many voters, the hidden costs of obtaining a voter ID create modern barriers to voting. No democracy should ask voters to make these sacrifices in order to be heard. The impact is to deprive certain Americans, often voters from minority communities and disabled voters, of a voice in our democracy. The strength of our democracy lies in the ability of all its citizens to vote. If one person’s vote is denied, it goes to the very integrity of our democracy. In addition to fostering a more responsive, more diverse democracy, the
right to vote and engage in our elections is a right that runs to the core of who we are as a country. It is a right embedded in our Constitution. For me, the right to vote is a fundamental principle of our democracy, and one we have a sacred obligation to protect. That’s why I was outraged when the Trump Administration announced recently that it would drop its support for a challenge to discriminatory voter ID laws in Texas. For six years, the federal government stood side by side with plaintiffs against Texas’ voter ID law because it targets African-American and Latino voters. Federal courts have consistently ruled that the law is unconstitutional and petitioned Texas to fix it, a decision which the Justice Department’s new position now puts in jeopardy. For those of us watching the attack on voting rights unfold, we have a responsibility to speak up and speak out. We stand on the shoulders of giants in the voting rights movement and we will never be able to repay the debt we owe to those individuals. However, we must each do our own work in protecting the precious gains those individuals fought, bled, and died for. The price of freedom is not free, and every generation must do its part to protect the gains

I particularly enjoy reading about the leadership challenges and opportunities faced by many of the transformational leaders found in scripture. Now, just as then, transformational leadership remains a valuable commodity. Whether you’re leading department, division, company, family or just yourself, when it comes down to people deciding whether you are worth following, remember that people first listen to the words you say, then they watch the things you do. People want to make sure that the talk of the leader matches the walk of the leader. Accordingly, leaders are largely considered credible only after their words and deeds match. Before you can lead others, you must first be willing to lead yourself well. When leaders practice what they preach, people are more willing to trust and trust is one of those invaluable qualities that give leaders the ability to move. Transformational leaders understand how to use their influence to share their vision and improve their environment. One of the responsibilities of transformational leaders then is to develop the trust that leads to the ability to see into the distant future with clarity and vision. Transformational leaders develop this essential ability and eventually master the skills necessary to envision a preferred future and lead into an enlarged territory. Leadership and vision go hand-in-hand. When we have leadership without vision, we get lost without a place to go.
