DINOBI DETERGENT FOUNDERS OPEN DIRTY LAUNDRY LAUNDROMAT IN HYDE PARK The founders of a non-toxic home goods have found a way to fulfill a community need, with a coin- operated laundromat, Dirty Laundry, located at 5230 S. GOV. PRITZKER, AFSCME COUNCIL 31 ANNOUNCE CONTRACT RATIFICATION

CHICAGO — Governor JB Pritzker’s administration and AFSCME Council 31— the largest union of frontline Illinois state employees—have announced the ratification of a new contract after membership voted overwhelmingly in favor.

The agreement was tentatively reached by negotiators for the state and the union in the early morning hours of July 1. Over the past two weeks, members of the American Federation of State, County and Municipal Employees (AFSCME) Council 31 attended local union meetings throughout the state to review and vote on its terms. The four-year agreement is now in effect.

The agreement provides for a 4.0% pay increase retroactive to July 1. In all, base wages will rise 17.95% over four years. Other provisions include expanded parental leave to 12 weeks and new joint efforts to improve workplace safety.

The agreement also includes a number of significant actions to expedite the filling of vacancies and improve strategies to recruit, hire, and retain workers, such as:

Modernizing how vacancies with State agencies are filled by updating the contract language to reflect the state’s transition to an electronic hiring process.

A commitment to work together to streamline the State’s hiring process to improve the pace at which vacancies are filled.

Increasing hiring and retention of current employees by forming a joint labormanagement committee that will meet to identify roadblocks to hiring.

Implementing a pilot program for recruitment bonuses for positions that have high vacancy rates.

Ensuring that employees on Parental Leave may still bid on vacancies during their leave.

DEADLINE FOR HOMEOWNERS TO APPLY FOR PROPERTY TAX SAVINGS IS AUG. 4

Cook County -- Cook County Assessor Fritz Kaegi announces that the deadline to apply for exemptions is Friday, Aug. 4. Exemptions are property tax savings that contribute to lowering a homeowner’s property tax bill. The most common is the Homeowner Exemption, saving a property owner an average of $950 dollars each year. The savings from exemptions are reflected on a homeowner’s second installment property tax bill.

Automatic renewals related to COVID-19 ended this year and homeowners need to resume annual filings for the Low-Income Senior Citizens Assessment Freeze “Senior Freeze” and Veterans with Disabilities Exemptions. Seniors and Veterans that need to reapply were mailed application booklets, however they can still apply online to make the deadline.

New homeowners, first-time applicants, or those that need to reapply can now do so online by visiting, www.cookcountyassessor. com/exemptions. Applying online is easy, free, and can be done in under ten minutes.

If homeowners are unsure of their existing exemptions, they can check by reviewing their “Property Details” and review the Exemption History & Status section.

Dinobi Detergent Founders open Dirty Laundry laundromat in Hyde Park

Dirty Laundry opened JDirty Laundry opened June 24th of this year. But before that, it was known as Launder Koin. It closed in February of this year. Leaving people in the community without a neighborhood place for people to do their laundry. The laundromat in Kimbark Plaza had also closed.

It was Augie’s wish to open a laundromat to branch out from the detergent. He and Sylvia reached out to the University of Chicago, which owns the laundromat. Through conversation, it was agreed that the Emuwa’s would take on the laundromat for six months.

“Now, we’re starting to see that maybe this is something that could last past six months. It seems to be an asset for the community. It’s addressing economic leakage, because the neighborhood is 65% renter occupied,” Augie said, adding that the Hyde Park community has multiple socioeconomic backgrounds, as well as and multiple cultural backgrounds, from US citizens to migrants, and they all need to wash their clothes.

The goal is for people in the community who come to Dirty Laundry to have a space where they can read, sit, enjoy music, work and get their clothes washed. Through Dirty Laundry the Emuwa’s have been able to educate people about Dinobi being a toxic-free home goods company. While the Emuwa’s are building the Dinobi brand, having Dirty Laundry fulfills the community’s needs and aligns with their brand.

Dirty Laundry offers coin-operated laundry and wash and fold services. Running a laundromat, the Emuwa’s have learned the engineering and maintenance component, as well as being a viable business. “We don’t want to just be a regular laundromat. We have our own dream. We want to be an evolved laundro-

mat,” Augie said, adding that he wants to try to create more of an experience. With that, came the desire to get more intentional with the programming at the laundromat. Hearing the needs of the community, the Emuwa’s decided to have Laundry

After Dark, where Dirty Laundry is open until 10 p.m. on Thursdays, and Senior Wednesdays where the laundromat opens at 6 a.m. Dinobi and Dirty Laundry have a partnership with SkyArts, located on the Southeast side of Chicago and they will host second Saturday programming.

“We want people to have an experience and not just be passive about it. We want people to engage again. We just wanted a space that is very communal, where people could be open and just so happen to do their laundry,” Sylvia said.

In creating Dinobi in 2019, the Emuwa’s knew they had a high-quality product. Selling it on a website left something out. They wanted people to be able to engage with the product, to feel and touch the product and ask questions. Having the laundromat allows them to do that. It also is an opportunity for them to talk to people about a safer, eco-friendly alternative for detergent. People who have come into Dirty Laundry have been grateful the laundromat is open. They are excited to have the laundromat back open in the community.

“We want to continue to improve something that’s a community asset. This business has been handed down to three families at this point. So, it’s a legacy of a family-owned business. From the initial family, to Miss Kim’s family, to now our family, being able to manage and steward over this is truly a real honor,” Augie said.

ATTORNEY GENERAL RAOUL LEADS COALITION SUPPORTING MINNESOTA PROHIBITION OF INDIVIDUALS UNDER 21 FROM CARRYING FIREARMS IN PUBLIC

Chicago – Attorney General Kwame Raoul led a coalition of 21 attorneys general filing an amicus brief with the U.S. Court of Appeals for the 8th Circuit supporting the state of Minnesota’s ban on individuals under the age of 21 carrying firearms in public.

“Under our nation’s Constitution, individual states have the ability to enact commonsense restrictions that protect the public from gun violence,” Raoul said. “I will continue to work to protect our youth from the scourge of gun violence that has become all too common in too many communities.”

Raoul and the coalition explain the Second Amendment allows governments to enact sensible and varied regulations to protect the public, including age-based restrictions on the purchase, possession or use of firearms. Although regulations vary based on each state’s needs, virtually every state has imposed some form of age-based regulation on firearms, including 15 jurisdictions that have made the same decision that Minnesota has by instituting restrictions on the ability of individuals under the age of 21 from carrying firearms in public. In addition, at least 19 jurisdictions prohibit the sale of some or all firearms to those under 21 and at least 11 jurisdictions have set a minimum age of 21 to possess firearms.

The brief is the most recent step in Attorney General Raoul’s work to address gun violence throughout Illinois and across the nation. The Attorney General’s office works with state law enforcement agencies and prosecutors to increase awareness of Illinois’ red flag law and to address gaps in Illinois’ firearms licensing system. The office also continues to prosecute individuals who lie on FOID card applications. Additionally, Raoul proposed the Firearms Industry Responsibility Act in Illinois to hold the industry accountable, which was passed by the General Assembly and is awaiting final approval by the governor.

Nationally, Attorney General Raoul led a coalition to preserve states’ authority to bar individuals subject to domestic violence restraining orders from accessing guns. He also led coalitions of attorneys general in filing briefs supporting state laws in New Jersey and New York to hold the firearms industry accountable. Raoul led coalitions of attorneys general supporting bans on carrying firearms in sensitive areas such as in schools, on public transit and in places of worship.

Attorney General Raoul has persistently advocated at the federal and state levels to strengthen regulation of 3D-printed guns and ghost guns. Illinois law now prohibits ghost guns, but

ComEd Community Energy Assistance Ambassador Program Earns National Recognition

CHICAGO – ComEd’s work to connect customers in need with bill assistance while also providing temporary, part-time employment to residents from low-income neighborhoods, was recently recognized by utility-industry association Chartwell Inc., one of three awards presented to ComEd and its parent company, Exelon.

ComEd won Chartwell’s 2023 Best Practices Bronze Award in the category of Serving Vulnerable Customers for its Community Energy Assistance Ambassador (CEAA) program. The CEAA program, originally launched in 2020 in response to the economic impacts of the COVID-19 pandemic, was designed with community-based organization Chatham Business Association (CBA) to increase both education and access to financial assistance options that can help income-eligible customers pay their electric bills, while creating local employment opportunities for this same vulnerable population.

“At ComEd, ensuring all our customers can access safe and reliable electricity is just as important as delivering it,” said Melissa Washington, ComEd’s chief customer officer and senior vice president of customer operations.

“It’s important to us that families and businesses know they can turn to us for help from the moment they start electric service and through any changes and hardships they may encounter. It’s a tremendous honor to be recognized by the utility industry for these efforts.”

Since its inception, the CEAA program has provided employment to approximately 300 residents from Chicago’s underserved south and west sides. During the 2022-23 winter season alone, CEAAs reached out to approximately 1,800 families; 27% of whom received a total of more than $59,000 in assistance. This effort contributed to ComEd helping connect more than 87,000 eligible customers to more than $26 million in bill assistance during the first quarter of 2023. For ComEd, this is the largest amount of assistance provided – and second-largest number of customers supported – for any first quarter dating back to at least 2019.

The annual Chartwell Best Practices Awards recognize excellence among electric and gas utilities with respect to customer-oriented projects, programs and service initiatives. Each year, judges, made up of members of Chartwell’s research team, select the best projects for recognition. More than 90 entries were submitted across all six categories for this year’s selection process.

“Chartwell’s Best Practices Awards are truly the mark of excellence in utility service and marketing, and that’s because awards are judged by industry experts,” said Russ Henderson, Director of Research, Chartwell Inc. “It feels like Best Practices Awards submissions get better and better every year, and I think that’s because utilities continue to raise their game in serving their customers. Customer expectations have risen in recent years, and utilities like ComEd keep raising the bar to meet those expectations.”

the office continues to fight in federal court to help defend a recent rule closing the federal loophole. Additionally, Attorney General Raoul successfully filed and resolved a lawsuit to get the federal firearm license of an unscrupulous arms manufacturer revoked.

In addition to supporting law enforcement efforts to prevent gun violence, the Attorney General’s office supports victim service providers around Illinois that offer trauma-informed services for crime victims and their families. Raoul’s Crime

Chartwell also presented ComEd the Gold Customer Service Award for its development of an Email Welcome Series for new and relocating ComEd customers. These customers receive a series of four emails, which begin shortly after their electric service is activated, that provide guidance on the full range of programs and offerings available by ComEd and address questions most frequently asked of customers establishing or moving their electric service. The goal is to proactively address customer needs, boost awareness and participation in programs that help the customer, and lay the foundation for a superior customer service experience.

Exelon earned the Silver Digital Experience Award for the development of its “I Sign Up & Move” (ISUM) program that further simplifies the process for customers establishing a service account or transferring service with each of Exelon’s utilities, including ComEd. The program provides customers with more personalization, autonomy and simplicity in creating and managing their utility accounts. It also streamlines the account-registration process and provides customers with real-time review and edit capabilities for stopping, starting, and moving their electric service. Since its launch, Exelon has increased customer-satisfaction rates and seen a reduction in operational costs.

FOSTER STATEMENT ON FAA REAUTHORIZATION

Congressman Bill Foster (D-IL) issued the following statement after the House passed the bipartisan Securing Growth and Robust Leadership in American Aviation Act to reauthorize the Federal Aviation Administration (FAA) for five years:

HUNTER: $71.5 MILLION IN INFRASTRUCTURE IMPROVEMENTS COMING TO 3RD DISTRICT

Building on the smart infrastructure investments supported by State Senator Mattie Hunter, the Illinois Department of Transportation announced an investment of more than $71.5 million in road and bridge improvement projects.

“These projects will upgrade and repair our infrastructure while bringing jobs to the 3rd District,” said Hunter (D-Chicago). “By revitalizing our roads and bridges, we are strengthening our local economy and making it safer for everyone to travel.”

As part of IDOT’s latest Multi-Year Plan under Rebuild Illinois, Hunter’s district will see six infrastructure projects totaling $71,553,000 over the next six years.

These projects are part of IDOT’s Multi-Year Plan, a $40 billion investment in construction projects for the next six fiscal years. The project invests in all modes of transportation: roads and bridges, aviation, transit, freight and passenger rail, waterways, as well as bicycle and pedestrian accommodations.

U.S. Department of Education Strengthens Guidance to Improve Equal Educational Opportunity for Children with Disabilities

The U.S. Department of Education’s Office of Special Education Programs (OSEP) released updated policy guidance, which takes immediate effect, to ensure and strengthen the rights and protections guaranteed to children with disabilities and their families under the Individuals with Disabilities Education Act (IDEA).

The guidance and accompanying Dear Colleague Letter address the IDEA’s “general supervision” requirement, which necessitates states monitor local educational agencies (LEAs) as required by IDEA Part B, and early intervention service (EIS) programs and providers as required by IDEA Part C to ensure children with disabilities and their families access their rights under IDEA.

“As a former special education teacher, administrator, and state special education director, I’ve experienced implementation of IDEA’s general supervision requirements at the state and local level and recognize the need to fortify the policy guidance,” said Glenna Wright-Gallo, Assistant Secretary for the Office of Special Education and Rehabilitation (OSERS), under which OSEP sits. “We must continue to Raise the Bar for all children. One vital component of this effort is to ensure children with disabilities, birth through age 21, receive the early intervention services and a free appropriate public education (FAPE) that meets their unique needs and prepares them for further education, employment, and independent living.”

OSEP’s updated guidance will: Provide states with accessible and actionable information necessary to timely identify and correct noncompliance; Help ensure the rights guaranteed under the IDEA to children with disabilities and their families are protected; and Reaffirm expectations across states to help ensure consistent

implementation of IDEA.

“While the federal government provides grants to states under IDEA, it is the state’s responsibility to educate students with disabilities in accordance with the law. This guidance underscores each state’s general supervision responsibility to meet the purpose of IDEA and ensure that all school-age children, regardless of the nature or severity of their disability, can access FAPE in the least restrictive environment and that infants and toddlers with disabilities and their families receive appropriate early intervention services to the maximum extent appropriate,” said OSEP Director Valerie C. Williams.

Through various OSEP monitoring activities and information received in the State Performance Plan/Annual Performance Report (SPP/APR) submissions, OSEP has observed the need for updated guidance to ensure states have the information needed to build robust general supervision systems. Such systems should ensure statewide accountability that swiftly identifies and corrects noncompliance, increases accountability through the collection of timely and accurate data, and ensures the full implementation of IDEA to improve functional outcomes, and early intervention and educational results for children with disabilities.

Additionally, OSEP received requests to clarify for all state education administrators the roles and responsibilities needed to satisfy the IDEA’s general supervision requirements. OSEP is further clarifying or expanding positions in the following areas:

A state must not ignore credible allegations of noncompliance made outside its formal monitoring visit cycle;States must monitor each LEA or EIS program at least once within the six-year cycle of the state’s SPP/APR; States must issue a

timely finding of noncompliance, generally within three months of the state’s identification of the noncompliance; and States,

LEAs, and EIS programs or providers must correct each individual case of identified noncompliance, rather than a subset.

Beating hearts pump up virtual reality for pre-surgery planning

PEORIA, Ill., PRNewswire -- Imagine being a surgeon who can plan a surgery in virtual reality (VR) by seeing the beating heart of a patient before walking into an operating room. Researchers at Peoria, Illinois-based OSF HealthCare and Bradley University believe they can make this vision a reality.

Matthew Bramlet, MD, is a pediatric cardiologist at the University of Illinois College of Medicine at Peoria who specializes in congenital cardiac MRI for OSF Children’s Hospital of Illinois. His Advanced Imaging and Modeling (AIM) lab at Jump Trading Simulation & Education Center is focused on translation of medical images into 3D and 4D interactive models (for 3D printing for virtual reality) to assist in pre-surgical planning of complex cardiac and cancer cases.

According to Dr. Bramlet, the heart is a unique organ because it changes shape as it expands and contracts to pump blood through the body. This change in shape becomes a problem when the muscle of the heart grows abnormally and obstructs its own ability to pump blood out of the heart. This is a problem, because no current technology exists that allows a surgeon to view this 4D, dynamic obstruction.

Rather than relying on years of trial and error of surgical expertise to determine the correct way to cut out muscle to relieve the obstruction, this project seeks to provide the surgeon with a VR view of their next patient’s beating heart in 4D.

The Innovation for Health (IFH) grant program with Bradley University in Peoria, Illinois is designed to inject funding ($50,000) to combine clinical problems with computer science expertise. Assistant Professor Sam

Hawkins, PhD, and graduate students at Bradley University plan to utilize machine learning to convert standard medical images into a sequence of 3D models, that when played sequentially create a 3D beating heart; the “4D heart.”

This concept has been previously demonstrated by Dr. Bramlet’s AIM lab, but it took an entire summer to convert images to a 4D heart, showing both the expansion and contraction of the heart that could be viewed through a virtual reality headset. Dr. Bramlet says that’s not a sustainable approach.

“How do we put the CT data into a computer and slice by slice, say this is the myocardial tissue so we get an exact replica of the heart. But I don’t need just one (3D replica of a heart); I need 20 to make each phase of that heart (he simulates the sound of repetitive beats) into a 4D heart.”

Assistant professor Hawkins believes machine learning can be leveraged to perform the labor-intensive process of converting images. Hawkins explains computer science graduate students at Bradley are part of the research effort.

“First, we need to figure out what part of the image is the heart and what part is not. And then we need to combine these tiny images into a 3D image. And then we need to do that many times to get the 4D.”

The solution should allow surgeons to virtually preview the beating heart of their patient, showing the obstruction in 4D, therefore providing a new pre-surgical analysis tool. The multidimensional view allows surgeons to zero in on structures of the heart, significantly enlarge elements and get a much better view of the anatomy. This machine learned 4D generation of a beating heart will be a

first of its kind technology.

Technology could expand use of VR for surgery planning

Researchers believe creating an automated solution can reduce the manual process of converting images from months to hours, and eventually perhaps minutes. That option could be applied to images for other types of complex medical cases in adults, children and the smallest infants.

Dr. Bramlet says new AI-supported software could provide a scaled solution for surgeons everywhere.

“The most immediate impact isn’t going to be the 4D heart. The impact at a grander scale will be the scalability of how any program will be able to create models for pre-surgical planning; 3D printed or for VR with this technology.” -Dr. Matthew Bramlet, pediatric cardiologist

Hawkins believes the technology will lead to other hospitals adopting the approach for pre-surgery planning.

“It has the potential to really remove the barrier of entry for institutions that don’t have the expertise or the time but do have images they wanted to view (more intricately).”

This entire machine learning project has been made possible by Jump Simulation’s long-term investment in sharing 3D insights. Since, 2014, Jump has contributed 3D models of congenital heart disease to Dr. Fauci’s 3D database at the NIH. This library of annotated 3D models provides the rich dataset of raw material needed for machine learned insights into automated segmentation of patient specific 3D models.

Within a year, this project aims to automate, through machine learned algorithms, the conversion of cardiac CTs into virtual reality. The 4D view will enable surgeons to see the beating hearts specific to individual patients.

Alex’s Lemonade Stand Foundation (ALSF) emerged from the front yard lemonade stand of 4-year-old Alexandra “Alex” Scott, who was fighting cancer and wanted to raise money to find cures for all children with cancer. Her spirit and determination inspired others to support her cause, and when she passed away at the age of 8, she had raised $1 million. Since then, the Foundation bearing her name has evolved into a national fundraising movement. Today, ALSF is one of the leading funders of pediatric cancer research in the U.S. and Canada raising more than $250 million so far, funding over 1,000 research projects and providing programs to families affected by childhood cancer.
