“In its notice that our proposal had been chosen, the EDA stated that it stood out for ‘its ability to create good job opportunities for Americans to help local industries and economies develop the skilled workforce needed to innovate and compete globally,’” says Partnership Interim CEO Patrick Combs. “We are thrilled to have been chosen in such a competitive process and look forward to invest ing these funds to foster employer-led workforce training in high-demand, high-growth sectors, to reach under served communities with career-pathway job opportuni ties.”The winning proposal, dubbed Good Jobs Chicago (GJC), is an employer-led, community driven initiative to promote economic resiliency and growth for Chicago and Cook County. The focus of GJC is to create durable and resilient career pathways into intermediate and mid-level jobs in Chicago’s recovery task force sectors.

BY TIA CAROL JONES While Collab oraction has been working with youth since 2015, during the pandemic, it wanted to create a system that was more in line with its adult programs and its mission to cultivate social change. They came up with the con cept to pick a small group of exceptional artists who had pas sion and a voice for social justice issues, pairing them with a professional mentor, for a whole “Really,year.the idea of creating the next generation of social changemakers. Artists that are really not just trained to be excellent at executing their craft and sharing their hopes and dreams and their voice, but also, directly fo cused on cultivating social change in Chicago,” said Anthony Moseley, artistic director of Collaboraction. Phallon Pierce, Kyra Pierce and Cortez Lewis are three youth arts activists who are participating in this year’s pro gram. The Pierce Twins, Kyra and Phallon are known for their dances that tie-in a social justice and spoken word component. They also made a book list with a diverse list for elementary school aged children, as well as created a nonprofit called Positive Change “CollaboractionCharities.really helps us get our message out in a way that we can relate to people. Anyone can watch, dance, or listen to people sing, and that positive form of art can help people relate to us,” Phallon said.Cortez has done work with racial equity in the education system during his time in high school. Now, in college, Cortez performs po etry and his music with or ganizations that push social change. Cortez will perform a new piece that he will be debuting on their tour. The young people work on creating a piece that is seven minutes or less that gives voice to a social jus tice issue the young person is focused on bringing change to. With the support of Toyota and Malnati Fam ily Foundation, The Light can operate yearlong. “The ultimate goal is to create social change around equity in Chicago, around peace and dismantling oppression, racism and classism. We think that young artists that have exceptional talent and craft, as well as a platform for their voice … we really need to hear from them,” Moseley said. The hope is that these young art activists will create this kind of social justice art for years to come. This legislation amends the Energy Policy Act of 2005 to improve collaboration between relevant nuclear energy university stakeholders and to maintain and upgrade existing university research reactor infrastructure. As we look for carbon-free energy sources to help combat climate change, nuclear energy stands out as an established technology that can and does provide consistent, clean energy to our nation. Research reactors, like the ones supported in this legislation, offer an opportunity for demonstration projects or exper iments testing new reactor technologies. This legislation also provides support for programs converting research reactors from high-enrichment, weapons-grade fuels, to the low-enrichment fuels used by the next generation of advanced nuclear reactors.

JOYCE EMPHASIZES BACK-TO-SCHOOL TAX HOLIDAY ON SCHOOL SUPPLIES Illinois will institute a 10-day tax holiday on school supplies and working families and teachers can expect to have reduced shopping costs ahead of the upcoming school year, thanks to support from State Senator Patrick Joyce. “For educators and working families, back-to-school shopping can be a stressful time due to the costs of new items needed for every school year,” said Joyce (D-Essex). “Institut ing a tax holiday will help relieve burdensome costs in order to ensure students are prepared for the upcoming school year.” The law lowers the state tax rate on school supplies and eligible clothes and footwear from 6.25% down to 1.25% for 10 days. This tax break began on Aug. 5 and will go through Aug. 14,“For2022.our students to be successful in school, it is important they are provided with new supplies each year,” said Joyce. “I urge all Illinois families and educators to make use of this tax break in order to contribute to our students’ success.”Public Act 102-0700 took effect on April 19, 2022 and was fully implemented with the Fiscal Year 2023 state budget on July 1, 2022.

Under Frerichs, I-Cash has returned about $1.5 bil lion through more than 1.2 million claims.Illinois is a national leader in the unclaimed property space and is frequently consulted by others who are reforming their unclaimed property laws, rules and proce dures.Frerichs noted that he and his team work hard to inform people about unclaimed property, using different types of approaches to spread the word. The Treasurer takes out newspaper ads across the state twice each year and sends letters to people who have newly reported unclaimed property val ued at $100 or more. He frequently encourages people to check the I-Cash website every six months to find out if there is unclaimed property that should be returned to them.An estimated one-in-four adults in Illinois who search the I-Cash website find unclaimed property, with an average claim of $1,000.Examples of the dramatic changes to a cumbersome, pa per-bound system resulting in tripling the number of claims paid each year include: Fast Track – Simple, online claims up to $2,000 automatically are approved for payment. Started in 2018, Fast Track has paid more than 500,000 claims. Frerichs suc cessfully worked this year to raise this threshold to $5,000. eClaiming – Claimants can easily upload documents, or photos of documents, to the website rather than making copies and mailing them to Springfield at the claim ant’s expense. eClaiming began in 2018 and dramatically reduced payment processing time. Money Match – The Treasur er’s Office compares unclaimed property data with other state data and simply mails checks to tax payers for properties up to $2,000. No claim is necessary. Launched in 2018, more than 139,000 claims have been paid with an approxi mate value of $14 million. Frerichs successfully worked to raise this threshold to $5,000 in FY2023. These enhancements led to paying significantly more claims. In FY2003, approximately 25,000 claims were paid. In FY2015, when Frerichs took office, there were 60,000 claims paid. Another Record Year for Unclaimed Property Program
SPRINGFIELD – Illinois’ un claimed property program again set records for the amount of money returned and the number of claims paid during past year, Illinois State Treasurer Michael Frerichs said . The program, also known as I-Cash, returned a record $280 million to taxpayers from July 1, 2021 through June 30, the state’s Fiscal Year 2022. The 362,352 claims paid during that time also is a record.Therecord-setting perfor mance is the result of a complete restructuring of the unclaimed property process under Frerichs. The state treasurer’s office has added electronic claims, eliminated red-tape that slowed small-money claims, and leveraged technolo gy to allow payments to be made without a claim even needing to be filed.“We reached a new high-water mark in reuniting Illinois taxpay ers with money that belongs to them,” Frerichs said. “It shows that using common sense to make the unclaimed property program more efficient has achieved real results.”
The Foster amendments included are: Restore and Modernize Our National Laborato ries Act:This amendment calls for significant investments in infrastructure projects at the National Laboratories. The final version of the legislation included $14.7 billion dollars in infrastructure funding for the National Laboratories, including $10.7 billion of investment in the Office of Science Laboratories.Strengthening Digital Identity Act: This legislation directs the National Institute of Standards and Technology (NIST) to create robust standards and guidance for the implementation of digital identification, a long-overdue and necessary tool for the United States econ omy to transition into the digital age while preventing fraud, ensuring privacy, and improving equity. This will help ensure that NIST is ahead of the curve in establishing standards and guidance for a safe, secure, digital identification.

I take this responsibility seriously,” he added. The previous unclaimed prop erty records were set in FY 2019, when the state treasurer ’s office returned $239 million to taxpayers through 236,093 claims.

The Electrification Coalition (EC) applauds the Illinois Department of Transportation (IDOT) for sub mitting its National Electric Vehicle Infrastructure (NEVI) state plan to the federal Joint Office of Energy and Transportation.TheIllinoisElectric Vehicle Infrastructure Deployment Plan be gins the critical process of admin istering the funding awarded to the state through the Bipartisan Infra structure Law. The state is eligible to receive $22 million of NEVI funding in 2022 and $149 million over the life of the program. This is a monumental investment in the state’s electric transportation future as a leader in EV manufacturing and deployment, specifically the goal of 1 million passenger EVs on Illinois roads by 2030. CHICAGO — Mayor Lori E. Lightfoot and the Chica go Department of Family & Support Services (DFSS) Com missioner Brandie Knazze have announced that $230,000 in Community Services Block Grant (CSBG) scholarships are now available for Chicago residents seeking to continue their edu cation. Residents have until midnight Friday, Aug. 26, to apply. The announcement coincides with the launch of a new online application portal. Built to simplify the application process a nd provide even greater access to students, individuals can now apply online at www.chicago.gov/fss/scholarship.
The CSBG Scholarship Program offers financial aid rang ing from $1,000 to $5,000 for income-eligible residents of the City of Chicago who demonstrate academic achievement, career potential, and educational motivation. Income requirements can be found on the aforementioned website. Displaced and under-employed workers, high school graduates (or equivalent), and those aspiring to higher education and employment are encouraged to apply. “DFSS is here to support students on their path to success, and we look forward to lessening the financial burden of sec ondary education,” DFSS Commissioner Brandie Knazze said. “This year, our scholarships will support at least 70 students as they continue to learn and grow.” The project is supported by funds provided under the Com munity Services Block Grant Program administered by the Illi nois Department of Commerce and Economic Opportunity. This is the second year in which the City has provided $230,000 in funds to support students, a marked increase from previous allotments of Recipients$100,000.canusetheir
awards to attend post-secondary education at any accredited institution of higher education or vocational training in the State of Illinois for the 2022-2023 academic year. Funds can be applied toward tuition, uniforms, study-related fees, and books. Scholarship awards must be used for the 2022 fall semester/quarter. Analysis of last year’s recipients show attendance at both city and state institutions, including: Chicago State University Bradley University DePaul University Harold Washington College Kennedy King College Wilbur Wright College Lutheran School of Theology Moody Bible Institute North Park University Northern Illinois University Pacific College of Health and Science Resurrection University University of Illinois at Chicago University of Illinois at Urbana “In 2021, I was unemployed due to my employer going out of business. However, my daughter received $4,500 from the CSBG Scholarship,” said Louversia Gilbert, parent of a 2021 recipient. “That support prevented me from having to choose her tuition over our household needs.” Candidates must submit a complete scholarship application with all required documents and provide proof of residency and income eligibility, which can be found on the scholarship’s website. There is no age requirement. Applicants are also required to write an essay in response to one of five different prompt questions, primarily underscoring their needs and goals. Recipients will be notified of their status by Friday, Sept. 30, and will receive funds for their education by October. The RLE Project would extend the Red Line from the existing 95th/Dan Ryan terminal to 130th Street. The proposed 5.6-mile extension would include four new stations near 103rd Street, 111th Street, Michigan Avenue, and 130th Street. Multimodal connections at each station would include bus, bike, pedestrian, and park & ride facilities. The Final EIS includes the project’s purpose and need, a description of the alternatives considered, and evaluates the potential impacts and benefits of the project’s Preferred Alignment in comparison with the No Build Alternative. The combined Final EIS/ROD commits to specific mitigation measures to eliminate or reduce adverse impacts to the human and natural environment. Comments received on the Draft EIS, Preferred Alignment announcement, and Supplemental Environmental Assessment were reviewed by FTA and CTA. The comments, with corresponding responses, are included in the combined Final EIS/ROD. The ROD is the conclusion of the National Environmental Policy Act (NEPA) EIS process and the official FTA decision document regarding the environmental impacts and mitigation that allows CTA to continue additional engineering and construction of the RLE Project. Under 23 U.S.C. § 139(n)(2), FTA has issued a single document that consists of a Final EIS and ROD. Therefore, the 30-day wait/review period under NEPA does not apply to this action. Such measures include the installation of aftermarket immobilization devices (otherwise known as kill switches that render the vehicle inoperable without a separate key), car alarms with motion detection, steering wheel locking devic es, or vehicle tracking systems.
COOK COUNTY, IL – Cook County Sheriff Thomas J. Dart is warning the public about a dramatic rise in thefts of certain models of Kia and Hyun dai vehicles. He is urging owners to take additional precautions to reduce the risk ofIntheft.thepast few months, the number of such unoccupied vehicles stolen has skyrocketed in Cook County, mirroring increases reported in other cities across the country. Since July 1, there have been 642 reported thefts of Kia and Hyundai vehicles in Cook County, compared to 74 during the same period last year. This represents a 767% increase.
Owners are also encouraged to fill out a consent form offered on the Sheriff’s Office website that enables law enforcement agencies to more quickly obtain the cooperation of vehicle manufacturers to track stolen automobiles. Vehicle owners who have signed this consent form can also obtain stickers to display on their vehicles notifying would-be thieves that the vehicle can be tracked by investigators. These stickers are available at all Cook County courthouses. In addition to these measures, vehicle owners should remember to take precautions such as parking in a garage or in well-lit or high-traffic areas, if possible, to discourage thieves from targeting their automobiles.

Chicago — Peoples Gas today unveiled Finnegan — a dog made up of 17 different breeds who moved here from the South — as the company’s new safe digging “ambassadog.” Finnegan’s new job title was announced this morning at Lincoln Park Zoo, where the pup proudly stood before cameras.
Finnegan — whose full name is Finnegan Clover Clovington (and whose shorter nickname is simply “Finn”) — has a rags-toriches backstory. He moved to Chicago from rural Mississippi after being discovered in an abandoned house. A Peoples Gas customer who lives in the Ravenswood neighborhood then met him at an adoption event and fell in love with him.On the inside, Finnegan is a mi x of labrador retriever, beagle, terrier, Australian cattle dog, chow chow, rottweiler, German shepherd, and ten other breeds. On the outside, he is 100% dapper. Finnegan has his own personal collection of bowties, neckties and bandanas. He also owns a tuxedo.Finnegan has his own Instagram page, on which he can be seenmodeling his fancy duds. His account is @finnegan_clover. Finnegan became Chicago’s safe digging ambassadog after entering the Peoples Gas “Doggone it!” contest, in which customers send in photos of their dogs digging. The public then voted online to decide which pupper won — and was impressed by Finnegan’s distinguished demeanor, fierce digging, and of course his wardrobe. For the next year, Finnegan will be fea tured in Peoples Gas promotional campaigns to raise awareness about safe digging and the importance of dialing 811 at least 48 hours before starting any digging project.

CHICAGO – Illinois Humanities, in partnership with the Poetry Founda tion, Brooks Permissions, and the Reva and David Logan Center for the Arts, is proud to announce the winners of the 2022 Gwendolyn Brooks Youth Poetry Awards, an annual competition for Illinois poets in grades K–12. The 25 win ners and 12 honorable mentions were chosen from a record 445 submissions representing 70 schools from across the state. The winning poets will be celebrated at 1 p.m. Saturday, August 20, at a public ceremony at the Reva and David Logan Center for the Arts in Chicago. The ceremony will be hosted by Emily Lansana, and award winners will recite their poems as part of the ceremony. This year, Illinois Poet Laureate Angela Jackson will read a poem at the ceremony in honor of the winning students. Guests can RSVP to attend here. “Congratulations to the winners and honorable mentions of the Gwendo lyn Brooks Youth Poetry Awards,” said Governor JB Pritzker. “In the words of the late great Gwendolyn Brooks, ‘poetry is life distilled.’ Thank you for shar ing a slice of your lives with us. Here’s to the next generation of Poets Laureate and Pulitzer Prize-winning writers.” Gwendolyn Brooks began the Youth Poetry Awards in 1969 during her tenure as Illinois Poet Laureate, and continued to administer the awards until her passing in 2000. The original youth poetry awards were born out of Ms. Brooks’ belief that a poet laureate, “should do more than wear a crown—[she] should be of service to the young.” In 2017, in honor of the centennial of Ms. Brooks’s birth, Illinois Human ities joined with the Poetry Foundation, Brooks Permissions, and the Reva and David Logan Center for the Arts to revive the awards to honor the tremendous legacy of Gwendolyn Brooks, the first Black person ever to win a Pulitzer Prize, and to celebrate and amplify the words and experiences of young poets from across Illinois. In the six years since the revival of the awards, over 1,800 poems have been submitted from young poets all across the state. “The annual Gwendolyn Brooks Youth Poetry Awards ceremony cele brates the vibrant community of youth poets across the state of Illinois, who each year demonstrate the wisdom, power, and creativity of our state’s young people,” said Gabrielle Lyon, executive director of Illinois Humanities.
CTA Red Line Extension Project Receives ‘Record of Decision’
The Federal Transit Administration (FTA) and the CTA, in cooperation with the Federal Highway Administration (FHWA), announce the publication of the combined Final Environmental Impact Statement (EIS)/Record of Decision (ROD) and Final Section 4(f) Evaluation for the RLE Project on Aug. 12. This significant milestone paves the way for the CTA to advance to the next steps of the federal New Starts funding program. The ROD is the conclusion of the National Environmental Policy Act (NEPA) EIS process and is the official FTA decision document regarding the proj ect’s environmental impacts and mitigation. The ROD and the Final EIS, which are combined into a single document, include a list of mitigation commitments related to the impacts identified in the Final EIS. Public and agency engagement and feedback have been vital to the develop ment and refinement of the RLE Project since the publication of the Draft EIS in 2016 and the Supplemental EA in January 2022. Community input has been and will remain essential in helping shape this project and its path forward. The RLE Project will extend Chicago’s most-traveled rail line from the ex isting terminal at 95th Street to 130th Street. The 5.6-mile extension includes four new stations near 103rd Street, 111th Street, Michigan Avenue, and 130th Street. The project’s modern, efficient railcar storage yard and maintenance facility would benefit the entire Red Line. Recipe courtesy of the North Carolina SweetPotato 2Servings:Commission4NorthCarolina sweetpotatoes 1/2 head purple cabbage 1 tablespoon olive oil salt, to 6pepper,tastetotastetablespoonspoppyseed dressing, divided 1 tablespoon chopped parsley 2 cups grape tomatoes, halved 3 tablespoons feta cheese, crumbled Preheat grill to 400 F. Scrub and wash sweetpotatoes. Cut each into six wedges. (If sweetpotatoes are long, consider cutting wedges in half.) Parboil sweetpotatoes 5 minutes, drain and cool 5 minutes. Shred cabbage into thin slices. Toss sweetpotatoes with olive oil and salt and pepper, to taste. Place sweetpotato wedges on grill perpendicular to grates over direct heat; grill about 3 minutes on each side, or until tender-crisp with grill marks on each side. PASADENA, Calif., PRNewswire -- A unique testing method invented at the University of Birmingham is set for a global rollout after its commercial rights were licensed to the world’s largest COVID-19 test provider, Innova Medical Group – a California-based global health screen ing and diagnostics innovator and a world leader in the manufacture and distribution of COVID-19 rapid tests. Known as Reverse Transcription-Free EXPAR (RTF-EXPAR) testing, this new technol ogy offers detection in as little as 10 minutes. Reverse Transcription-Free EXPAR (RTF-EXPAR) testing offers detection in as little as 10Detailedminutes.test evaluations reveal the method delivers a fast, accurate, highly sensitive and simple test for COVID-19 detection, meaning the test could be deployed en masse at entertainment venues, airport arrival terminals, and in remote settings where clinical testing laboratories are not available. The method is just as sensitive as both PCR and LAMP tests - currently used in hospital settings - and is also faster and more sensitive than lateral flow tests, enabling detection at low vi ral levels. Crucially, it can be used with testing techniques which bypass the need for specialized laboratory equipment, which would reduce delays in waiting for test results, which currently requires samples to be sent to specialist laboratories. The assay was invented and tested at the University of Bir mingham, which found its sensitivity to be equivalent to quan titative PCR testing. This new RTF-EXPAR testing platform is also being adapted for the detection of other viruses, meaning the tests can be quickly adapted to cover both new variants and new viruses. The technology’s new license holder, Innova Medical Group, is the world’s largest provider of lateral flow tests. The company is aiming to accelerate RTF-EXPAR’s global rollout for widespread use by 2023. The approach behind RTF uses reagents that can be adapted for the detection of other viruses, meaning the tests can be quick ly adapted to cover both new variants and other viruses, such as human papillomavirus (HPV) which causes cervical cancer
“The RTF test rapidly amplifies small quantities of viral genetic material, producing a detectable signal within 10 minutes, which is much faster than PCR or LAMP testing and even quicker than lateral flow tests,” said Professor Tim Dafforn from the University of Birmingham. “The reverse transcription and amplification steps slow down existing COVID-19 assays like LAMP and PCR, which are based on nucleic acid detection, thus an ideal test would be both sufficiently sensitive and speedy; the new RTF test achieves that goal in two ways - a new RNA-toDNA conversion step we designed avoids reverse transcription and the amplification step to generate the read-out signal uses EXPAR, an alternative DNA amplification process.”
