CLASSDOJO LAUNCHES LATEST ‘BIG IDEAS’ SERIES TO HELP CHILDREN UNDERSTAND AND EXPRESS THEIR EMOTIONS IN AND BEYOND SCHOOL ClassDojo recently announced a new Big Ideas series to help children recognize, understand and express their emotions in and beyond school. In the latest Big Ideas series, ClassDojo has produced 12 animated video episodes and discussion guides to help children understand their emotions and build emotional intelligence. SURVEY: MORE THAN HALF OF AMERICANS HAVE AVOIDED MEDICAL CARE DUE TO COST If there is one thing a majority of Americans can agree on, it’s that healthcare costs are too expensive and they want upfront pricing. Given the option, 86% said they would compare prices before going to the hospital if prices were posted online. CONGRESSIONAL BLACK CAUCUS EXPRESSES OUTRAGE OVER TRUMP ADMINISTRATION SNAP PROPOSAL CUTTING FREE SCHOOL MEAL ELIGIBILITY FOR ONE MILLION SCHOOL-AGE CHILDREN The Congressional Black Caucus (CBC) recently sent a letter to U.S. Department of Agriculture (USDA) Secretary Sonny Perdue regarding the Department’s proposed rule to eliminate broadbased categorical eligibility (BBCE) in the Supplemental Nutrition Assistance Program (SNAP) and its adverse impact on access to school meals for nearly 1 million school-age children. According to USDA estimates, over 3 million people, including seniors, veterans, persons with disabilities, and working families with children, would be kicked off SNAP under the proposed rule. Nearly 1 million children in affected SNAP households would lose automatic eligibility for free school meals. Illinois Department of Children and Family Services Will Adopt All Recommendations in Audit of Hotline The Illinois Department of Children and Family Services (DCFS) will adopt all recommendations from an audit of the agency’s Child Abuse and Neglect Hotline, and has already started efforts to address key recommendations, particularly increasing staffing and upgrading technology. DCFS released the findings from the University of Illinois at Urbana-Champaign’s Children and Family Research Center (CFRC) after a five-month review of the hotline’s operations. Because the hotline is critical to all DCFS operations, the department commissioned the CRFC to conduct a comprehensive review focusing on call volume, staffing levels and training, business processes and technologies and data systems. “The DCFS hotline is often the first interaction families and concerned individuals have with our department, and I am committed to ensuring we are responding efficiently and accurately to every report we receive,” said Marc

Smith, acting director of DCFS. “This roadmap will help us continue to make impactful improvements to better serve the state’s most vulnerable children after years of disinvestment and neglect. The department is already hard at work to bring on additional hotline staff thanks to the Governor and bipartisan members of the General Assembly, who approved increasing our funding. Over the coming weeks, we will be adopting all recommendations included in this report with urgency.” The hotline (1-800-25-ABUSE) is available 24 hours a day, seven days a week and serves as the “front door” of the Illinois child welfare system and is the first way most children who are abused or neglected are identified. In FY19, the hotline received 268,406 calls, a 20% increase from 222,719 in FY15; and during peak volume times, the Hotline receives over 950 calls a day.

Schakowsky, Blumenthal Introduce Bill To Improve Quality Of Care At Nursing Homes Congresswoman Jan Schakowsky (D-IL), a Senior Chief Deputy Whip and Chair of the Consumer Protection and Commerce Subcommittee of the House Committee on Energy and Commerce and Senator Richard Blumenthal (D-CT), a member of the Senate Aging Committee, have introduced the Quality Care for Nursing Home Residents Act of 2019. This legislation is vital to guarantee the human right to high quality, long term care for the seniors and individuals with disabilities who depend on nursing home facilities to survive. 25 Representatives and two Senators joined Congresswoman Schakowsky and Senator Blumenthal as original cosponsors of the legislation. “I consistently read horror stories from around the country of nursing homes that could have done better to protect their residents. I am introducing the Quality Care for Nursing Home Residents Act of 2019 to make sure that our nursing homes provide a level of care our seniors deserve. This legislation will provide more adequate staffing, better training for our hardworking nurses, and enhanced protections for the legal rights of nursing home residents,” said Congresswoman Schakowsky.“Putting a loved one in a nursing facility is always a difficult decision. We must ensure nursing home residents are not harmed because of deficiencies in the facilities they rely on to survive. When nursing homes don’t maintain adequate staffing levels, it harms both the dedicated professionals who are trying to provide the best care possible, and the seniors receiving it. Seniors and their families shouldn’t have to live in fear that inadequate staffing at their nursing home could result in injury, illness, or worse.” The Quality Care for Nursing Home Residents Act of 2019 is the first comprehensive legislation to ensure that residents of nursing homes are guaranteed their right to appropriate and high quality care. The bill: l establishes higher minimum nurse staffing levels for nursing homes under Medicare and Medicaid; l expands training requirements and supervision for all nursing staff; l creates whistleblower and other protections for nursing home residents and personnel; l prohibits the use of forced arbitration agreements between residents and any nursing home entity; and l develops a standardized protocol for nursing facilities to obtain written informed consent from residents for treatment with psychotropic drugs. Nursing homes provide essential care for more than 1.3 million Americans every year—older Americans, individuals with disabilities, and patients with physical and mental health concerns all depend on these facilities for quality care to survive and to live a fuller life. However, nursing homes in the United States are too often understaffed and mismanaged, preventing residents from receiving the care they need. A June 2019 Government Accountability Office report found

that understaffing and insufficient staff training increases residents’ risk of experiencing abuse. In fact, the number of nursing home resident abuse citations more than doubled between 2013 and 2017, and investigative reports by ProPublica and CNN in particular have found hundreds of cases of residents who were maltreated or even sexually assaulted by nursing home staff. More stringent minimum staffing requirements could not be more urgent. Over the past two decades, the medical intensity and complexity of care for nursing facility residents has increased dramatically. Medical innovation has helped patients to be discharged from hospitals sooner and live with previously fatal conditions longer. These patients are often discharged to a nursing home. The absence of adequate staffing could mean that there is nostaff present who can respond when residents’ medical conditions suddenly change or deteriorate, putting residents in extreme danger. Inadequate staffing and training can lead to a host of negative health consequences, from untreated bedsores to avoidable hospitalizations and even death. Some grim examples include: a resident in Iowa who was given an overdose of a potent seizure medication by an aide who did not know how to measure the drug properly; a Florida resident who died from an infection that spread from his untreated, rotting genitals; and a 97-year old woman in Illinois who was so uncared for that she had bedsores on both buttocks the size of a golf ball with no treatment.

Hyde Park Shoe Store Snags Top Ranking Continued from page 1 BY WENDELL HUTSON Contributing Writer

A black-owned shoe store in Hyde Park recently won top honors as the number one independent retail shoe store in Illinois and ranked 13 nationally. Wesley’s Shoes was recognized as best in Illinois during the recent 2019 Gold Medal Service Awards sponsored by Footwear Insight, a trade magazine for footwear sellers. Other Illinois shoe stores that ranked in the top 50 were Ahh Comfort Shoes in Arlington Heights, and Miroballi Shoes in Orland Park. Wesley’s Shoes was also the only minority-owned shoe store to make the top 50 ranking. Located inside the Hyde Park Shopping

Center at 1506 E. 55th St. is Wesley Shoe’s, a family-owned retail store, founded in 1970 by the late Rev. Alvin J. Wesley. And according to Bruce Wesley, store owner, Wesley’s Shoes is the oldest independent, black-owned shoe retailer in the country. “While we have been nominated three times before for a service award, this is the first time we actually won,” said Wesley, 57. “But I plan to be number one next year and every year thereafter.” According to Footwear officials, Wesley’s Shoes was the only Chicago shoe merchant to make the covenant list and received 97 out of 100 points. Shoes sold at Wesley’s Shoes include gym shoes, boots, casual shoes, dress shoes, sandals, socks, and other clothing accessories like coats,

hats, gloves, and purses for men, women and children. Prices for shoes range between $100 to $300 and Wesley said customers could also purchase items online at wesleysshoes.com. “We import shoes from all over the world so there’s a lot to choose from at our store,” he added. And since working at the store as a teenager with his father, Wesley, a Beverly resident, said he has seen many challenges for minority-owned businesses and funding is one of them. “Funding has always been one of the biggest challenges in this business because vendors want their money on-time,” he said. “If you are new on the ‘block’ some vendors will try to make you pay for your merchandise upfront when normally you receive the merchandise on

credit and pay later.” The South Side business employs eight part-timers and is open seven days a week from 9:30 a.m. to 7 p.m. weekdays, 9:30 a.m. to 6 p.m. on Saturdays and 12 p.m. to 5 p.m. on Sundays. Wesley’s Shoes also offers a free, shoe-tying class for kids from 9:30 a.m. to 10 a.m. on the second Saturday each month. As far as expanding the business, Wesley said that is not part of his immediate plans unless an opportunity to do so comes forward. “Brick and mortar stores are fading out and the overhead can be expensive. I’d rather focus more on improving our online sales for the future,” said Wesley. “But you never know what can happen in the next five years so we’ll see how things go.”

U.S. Department of Labor Promotes Worker Safety And Pay During the Holiday Season The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) and Wage and Hour Division (WHD) is reminding employers to protect worker safety and pay during the upcoming holiday season. “During the busy holiday season, employers must focus on protecting their workers by anticipating and preventing potential hazards in the workplace,” said Principal Deputy Assistant Secretary of Labor for Occupational Safety and Health Loren Sweatt. “All workers deserve a safe workplace whether they are stocking shelves, packing boxes, delivering products or selling merchandise.” OSHA offers holiday workplace safety resources on warehousing, tractor trailer drivers, forklift safety, winter weather and crowd management. General safety guides are also available, providing information on workers’ rights, the protection of temporary and seasonal workers, as well as safety for young workers. Temporary or seasonal employees hired to provide additional help have the right to a safe and healthful workplace, and to be paid for the work performed. As hiring spikes,

employees not familiar with seasonal employment, and employers unaccustomed to hiring part-time and/or seasonal employees may not be fully aware of the rules that surround such work. “Retail employees work hard during the holiday season to serve shoppers and keep the economy thriving, and they have bills to pay. We need to make sure they are able to do so by ensuring workers are paid their rightful wages,” said Wage and Hour Division Administrator Cheryl Stanton. “The holiday shopping season increases the numbers of temporary and part-time workers, so it’s important that we inform these workers and their employers about rules concerning work hours, wages and employment conditions.” WHD enforces federal minimum wage, overtime pay, recordkeeping and child labor requirements of the Fair Labor Standards Act (FLSA). Common holiday season labor violations include failing to pay salespeople and cashiers for time spent prepping or closing out a register; requiring stock room and warehouse personnel to work through breaks without compensation; and not

With the goal of driving diversity among U.S. physicians, Oakwood University and Ross University School of Medicine (RUSM) recently announced a new agreement to help more African Americans attend medical school. The agreement was signed on October 24, at Oakwood’s campus by Leslie N. Pollard, Ph.D., D.Min., MBA., president of Oakwood University, and William F. Owen, M.D., FACP, dean and chancellor of RUSM. Oakwood and RUSM are establishing an educational pathway program, making it easier for Oakwood graduates to study medicine at RUSM. Qualified Oakwood students who earn full acceptance into the medical school will receive a scholarship covering full tuition for the first semester. Oakwood University has consistently been a top producer of Blacks that are accepted and go on to attend medical school. Oakwood is currently the fifth ranking Historically Black College or University (HBCU) in the U.S., according to the American Association of American Medical Colleges and as reported by the Journal of Blacks in Higher Education. EmpowerYouth! Igniting Creativity through the Arts begins its third year In November, the Lyric Opera of Chicago and the Chicago Urban League kicked off the third year of their innovative youth program, EmpowerYouth! Igniting Creativity through the Arts. This collaborative program provides Chicago youth an opportunity to learn about the performing arts while creating an original production. EmpowerYouth! is a year-long program engaging 30 African-American high school students from Chicago in a process that encourages them to tell their story in their own words. The 2019|20 admitted participants are part of an all-time high in program applicants, including 13 who are returning from last year. Students will meet weekly with professional artists who specialize in acting, composition, vocal training, dance, and writing. Throughout the program, participants take part in a collaborative process that will result in an original stage production. This year’s work will be performed on Thursday, June 4, 2020 at Kennedy-King College. Kennedy-King is a part of the City Colleges of Chicago. Guiding students as the program’s acting mentor and stage director is one of Chicago’s theater community leaders, Regina Victor (Breach:..., To Catch A Fish, A Persephone Pageant), who was recently named one of Windy City Times’ “30 Queer Leaders Under 30” and

New City Stage’s “Chicago Players 2019: The Fifty People Who Really Perform for Chicago.” Tanji Harper, artistic director of the Chicago youth performance nonprofit The Happiness Club, will serve as the movement mentor and choreographer for the third year. Kedrick Armstrong, Project Inclusion Fellow in Conducting with Chicago Sinfonietta and assistant music director of Wheaton College Opera, will also return as music mentor and music supervisor. Librettist/scriptwriter Kristiana Rae Colόn (good friday, florissant & canfield, Octagon, but i cd only whisper, Tilikum) and composer/ songwriter Adrian Dunn (Hopera: A Hip Hop Opera, Revelations: A collection of spirituals & gospel songs in seeking justice for Black lives) will work with participants to incorporate their stories and ideas into the original script and music. Jacob Watson, an experienced program facilitator and recent graduate of Harvard University’s Masters in Arts Education program (Tellin’ Tales Theatre, Project Zero, FYI Performance Company, Redmoon, Center for Community Arts Partnerships at Columbia College Chicago), will serve as the facilitator for the program. The intent of the EmpowerYouth! program is to support young people in telling their stories as young, Black Chicagoans. The final performance will be fully assembled by the students,

Each time we experience a mass shooting, we repeat the pattern—a point I have made in previous columns. Shock, grief, prayer, throwing up our hands, and proponents of unlimited gun ownership arguing that this is not the time to discuss sensible gun control; instead we should restrict ourselves to prayer. And then nothing ever happens. Except for one thing. We become increasingly numb to the impact of gun violence which, I have come to conclude, right-wing gun fanatics wish to encourage. When we no longer see mass or just random killings as outrageous and uncivilized, the demand for sensible gun regulations

diminishes in importance. Gun fanatics would like us to accept that this violence will happen and that the best that we can do is to further arm US society, e.g., arm

teachers in schools. There is no easy way to avoid becoming numb to mass shootings and random violence. When you read about it or hear about it or witness it nearly every day and you conclude that it will not change, your mind searches for safety. That “safety” plays itself out in our becoming less shocked and—to be blunt—more accepting of the reality that our children may get killed at school or that our family or friends may get shot at a parking lot or by an outraged former employee at any number of facilities. The mind says to us that we cannot exist on a permanent level of tension and anxiety. Except we do harbor that tension and anxiety. It is just that we may not display it. Rather, it eats away at us in www.citizennewspapergroup.com

our insides. Is there any way around this, in addition to legislation? Yes. First and foremost, it necessitates community organizing and community organization. As simplistic as it may sound, our youth need to be forced to confront the finality of death. Death is not an action video game. Nor should it be the immediate recourse when someone feels emotionally injured. Thus, the victims—including families—of gun violence need to be at the center of discussions about the ramifications of gun violence. A second route is the establishment of legitimate gun clubs. This may sound strange but hear me out, and this is especially important in African American communities.

Guns are not going away so there needs to be training and discipline associated with the use of firearms. Just as with the martial arts, the younger members of our communities must understand when, where and how to utilize firearms, and when not to. Platitudes and prayer are nearly meaningless when one is up against a combination of a multi-million-dollar gun industry linked directly with a fanatical, right-wing movement opposed to sensible gun ownership.
