2 news Assessor’s Office Refunds $15 Million To Cook County Neighborhoods In figures released today, Cook County Assessor Fritz Kaegi announced the collection of more than $15 million dollars over the past three years from people receiving tax exemptions for which they were not eligible. The office collected the funds from taxpayers who did not meet the state eligibility requirements and from estates of those who were recently deceased. Of the $5.1 million collected in 2021, $3.5 million was refunded back to communities in Cook County to pay for services such as schools, parks, libraries, and first responders. “As the Cook County Assessor, one of my most important jobs is to ensure property tax savings exemptions only go to those who qualify,” said Assessor Kaegi. “Since the beginning of my administration, our Erroneous Exemptions Investigations Department has done this work at no cost to Cook County taxpayers. To ensure that only qualified households received property tax savings, the Erroneous Investigation Exemption (EEI). Department conducted extensive audits. As a result of these audits, the EEI department recovered more than $1.4 million over the past three years, including more than 300 exemptions that would have otherwise been received on behalf of deceased individuals. Since Assessor Kaegi took office in 2019, the Erroneous Exemptions Investigations department has operated at a surplus at no cost to Cook County taxpayers. The cost of salaries and investigations conducted by the department is paid through late fees and penalties charged to those who received exemptions for which they were not qualified. Common findings are households that no longer meet the income requirements or receive exemptions on dual properties. Any surplus funds are used to pay for the operations of the department in the following year. Automatic renewal of exemptions will be granted again this year and the EEI department will continue its rigorous audits to ensure that only those who qualify continue to receive exemptions. In March and April, homeowners who may no longer qualify for exemptions will be mailed letters informing them that they must reapply. In the event that a homeowner discovers that they are no longer eligible, they can also fill out a waiver form, removing the exemption. MAYOR LIGHTFOOT ANNOUNCES 7 WINNERS OF CHICAGO WORKS COMMUNITY CHALLENGE CHICAGO – Mayor Lori E. Lightfoot announced more than $10 million in infrastructure improvements selected through the Chicago Works Community Challenge. These projects will reinforce the roles of seven public facilities as neighborhood anchors throughout the city. Mayor Lightfoot launched the initiative in May 2021 to give Chicago residents an opportunity to tell the City what public investments they wanted to see prioritized in their neighborhoods. The winning projects, valued up to $1.5 million each, will improve four Chicago Park District (CPD) facilities, a pair of Chicago Public Schools (CPS) facilities, and a Chicago Public Library (CPL) branch. “As City leaders, one of the most impactful actions we can take is giving our residents the resources they need to transform their own neighborhoods,” said Mayor Lightfoot. “This is one of the driving principles behind the Chicago Works Community Challenge, which demonstrates our commitment to empowering residents and improving the facilities they rely on every single day. I want to thank everyone who submitted a proposal for review, extend a huge congratulations to our winners, and am beyond excited to see their projects come to fruition in the very near future.” The Chicago Works Community Challenge invited neighborhood stakeholders to submit ideas for improvements to public parks, schools, libraries, and City-owned residential lots. The City received nearly 500 submissions through an online application process last summer. A City of Chicago selection committee evaluated the applications and short-listed 21 projects for consideration. The semi-finalists were presented for public review during regional planning meetings in the fall that included more than 1,000 attendees. “Children and families look to parks daily for recreation and enrichment opportunities, therefore the investments we make in these spaces have a real impact on the lives of neighboring residents,” said Chicago Park District Interim General Superintendent Rosa Escareño. The evaluation committee selected the winning projects this winter based on project viability, facility need, neighborhood activation, and the input of nearly 7,500 survey respondents. The winning proposals, by region, include: Matthew Gallistel Language Academy, 10347 S. Ewing Ave. Far South Submitted by Rogelio Lopez, a school counselor at Gallistel Language Academy, the project will modernize an antiquated playground with contemporary climbing equipment, landscaping, and areas for active and passive recreation. Southeast Submitted by Carolyn Vazquez, a racquetball advocate and volunteer coach, the project will repair an outdoor handball and racquetball complex with new play surfaces, seating areas, and landscaping. On December 15, 1,363 payments went out to hardworking families across Illinois. According to Columbia University, these monthly payments are reducing food insecurity, and families overwhelmingly spent this money on food and other basic needs. “Prior to the passage of the American Rescue Plan, too many children and families who would benefit most from a Child Tax Credit were left behind including 48% of children in Illinois’ Second Congressional District,” said Congresswoman Kelly. “Now, after six months of payments, the evidence is clear. The expanded and improved monthly Child Tax Credit works. We must continue the progress brought to Illinois families by President Biden and Congressional Democrats’ American Rescue Plan. We must pass the Build Back Better Act and extend the Child Tax Credit.” Over the long term, research has found that an extra $3,000 in a family’s annual income when a child is younger than five leads to 19% higher future earnings, and a growing body of academic research finds that public investments in children yield significant long-term returns with economy-wide benefits, as healthier, more educated kids grow up to be more productive workers with higher earnings. This, in turn, also generates higher future revenues.
