More than 53,000 property owners who overpaid their First Installment taxes last year will automatically get back more than $47 million in refunds starting this week.

“If you have a refund coming, we’ll find you and return your money,” Pappas said. “By putting refunds on automatic pilot, we’re eliminating a lot of unnecessary paperwork and applications.”

Here’s a breakdown of some refunds:

16,629 homeowners who paid their property taxes online will see a total of $14.8 million electronically deposited to their bank or credit card accounts

22,241 homeowners who paid their taxes through a bank/mortgage escrow account will be mailed refund checks totaling $14.8 million

14,137 homeowners who paid taxes totaling $17.4 million in cash or by check will receive an electronic refund or will be mailed a refund application to ensure the proper party receives the refund

Most of the refunds will go to homeowners receiving property tax exemptions, which are applied to the Second Installment tax bill and reduce the total taxes due. The exemptions include: Homeowner, Senior Citizen, Senior Freeze and Disabled Persons. Second Installment 2021 property tax bills were due on December 30, 2022.

Pappas launched the automatic refund program in July 2018. Since then, more than 174,000 property owners have received about $129 million in refunds without having to fill out an application.

TILLMAN: DOLTON 149 GETS $150,000 STATE GRANT; SEN. SIMS THANKED

Calumet City, Ill. – South suburban Dolton School District 149 will receive a $150,000 grant from the state of Illinois in a supplemental budget recently approved by Illinois lawmakers, and its top elected official is offering a public “thank you” to a key state legislator who secured the funding.

Board of Education President Wilbur Tillman expressed his “deepest gratitude” to State Senator Elgie Sims (D-Chicago), the chair of the Illinois Senate Appropriations Committee, who sponsored the grant for the district.

“On behalf of the entire Board of Education, I want express my deepest gratitude to Senator Sims for championing the $150,000 grant for Dolton 149,” said Tillman. “The district appreciates Senator Sims support for and invest in local schools.”

The grant, which was part of a supplemental budget, HB 969, approved by lawmakers on January 10, 2023 during the legislature’s lame duck session, seeks to help the district with “violence interruption” and “community development,” according to the legislation.

“The safety of our students is a top priority for the district,” said Tillman. “And a thriving community contributes to the safety and well-being of children, and this money will help our efforts to strengthen our schools in the community.”

Tillman pledges to continue advocacy on behalf of the district.

“As Board President and a member of the board of education, I will remain a fierce advocate for securing additional money from Springfield to help our schools,” Tillman said. “I will fight for every dollar to improve our children’s education.”

‘When Broadway Was Black’ explores the Black Theater Renaissance of 1920s

Gaines stayed for the talkback and was struck by how the actors communicated their disappointment that the show was ending its run early. Gaines looked into “Shuffle Along” and its history and learned things about the musical, which led him to write the book, “When Broadway Was Black.”

The original 1921-1922 run of “Shuffle Along” showcased the talents of Josephine Baker and Paul Robeson. It was written by Flournoy Miller and Aubrey Lyles, with music composed by Eubie Blake and lyrics by Noble Sissle. “I was kind of amazed that this show that was so incredibly important had been kind of forgotten by history. Also, that the 2016 production seemed like it was running the risk of being forgotten by history yet again,” Gaines said, adding that there was no cast recording, available video or libretto for the 2016 show, which is one way Broadway plays stay alive past their run time.

As a writer who is always looking for interesting stories, and as a theater lover, Gaines wanted to write the story. He also acknowledged that often, when there are shows that star people of color, written by people of color, it can somehow be classed as innovative and celebrated as a new moment for Broadway. He is using the book to show people that in the 1920’s, the biggest musical in America was written by, starred, and the music was composed by Black people.

The title of the book was changed from “Footnotes” to “When Broadway Was Black” because the book isn’t just about “Shuffle Along.” It is about a moment in time when there was a Black Renaissance in Manhattan, not just in Harlem, but also in the Theater District. Gaines said that between 1921 to 1929, there were a number of all Black Broadway shows. Those shows popularized the Charleston dance, introduced Duke Ellington to the masses and changed the musical and cultural landscape during the 1920’s.

With the book, Gaines wants to celebrate the Black Renaissance that was happening. He started working on the book in 2017 and

it was originally published in 2021 for the Centennial anniversary of “Shuffle Along.” Gaines did a lot of archival research, looking at letters and unpublished memoirs. He was also able to use articles from the Black Press at the time that featured the musical or performers who were in the musical.

Gaines didn’t want the book to read like an encyclopedia article. He hopes that when people read it, they read it as it is a novel, with characters and go along for the ride with them. The most interesting thing Gaines learned in doing research for the book was how short history is. Two of the four creators of “Shuffle Along” had parents who were previously enslaved. One of the creators of the play, Noble Sissle, has children who are still alive.

“I think there is this sense sometimes when we think about the narrative of history to say, ‘oh my goodness, the period of slavery was such a long time ago, or the period of Jim Crow was such a long time ago,’ but their accomplishments were so incredibly recent. I think that was something that was a real perspective for me in writing this,” Gaines said.

Gaines hopes people remember, to remember the really important figures in history, and particularly Black history. He believes with “Shuffle Along,” people forgot to celebrate and honor the creators. He acknowledges that certain aspects of the show don’t hold up to today’s standards, because those aspects included the reinforcement of negative racial stereotypes of Black people. He believes there is a way to recognize the artists who were at the center of that reinforcement, while acknowledging the times those artists were in when they created their work.

“The story of ‘Shuffle Along’ is ultimately triumphant. It is a story that is rife with challenges, but I think it’s a story that ultimately begs us to remember our ancestors and not be so quick to cast them away if there legacy is not 100% flawless,” he said Gaines is on a mission to tell the story and the story of Blake, Sissle, Lyles and Miller because it is a part of history that people should know.

ATTORNEY GENERAL RAOUL LEADS COALITION SUPPORTING ACCOUNTABILITY FOR FIREARMS INDUSTRY

Chicago – Attorney General Kwame Raoul led a coalition of 18 attorneys general supporting a New York law to hold the firearms industry accountable. In an amicus brief, Raoul and the coalition argue that New York has the authority to protect residents and public safety.

New York enacted its statute to hold gun industry members accountable for the irresponsible sale and marketing of firearms when that conduct results in harm to the public. Under the law, public officials or private citizens can file a lawsuit against a gun industry member when they knowingly or recklessly endanger the safety or health of the public in New York state through the unlawful or unreasonable sale, manufacturing, importing, or marketing of firearms. Gun industry members can also be held liable when they fail to use reasonable controls and procedures to prevent firearms from being unlawfully used or sold in New York state.

“Attorneys general play a key role in protecting residents from unlawful industry practices,” Raoul said. “My office has used its consumer protection powers to hold the tobacco, opioid, and payday loan industries accountable. Our enforcement actions have significantly changed industry behavior to protect Illinois residents. The firearms industry is not exempt from that same accountability, and that is why I filed this brief in support of New York’s law.”

Several members of the firearms industry sued New York, arguing that the statute is preempted by federal law and is unconstitutional. The U.S. District Court for the Northern District of New York dismissed the lawsuit. Raoul and the coalition are now asking the appellate court to affirm the lower court’s ruling, which found that the law is not preempted by the Protection of Lawful Commerce in Arms Act — a federal law that limits civil remedies against gun industry members for harms caused solely by the misconduct of individuals who use firearms. The court also found that the law did not run afoul of either the Dormant Commerce Clause or the Due Process Clause of the U.S. Constitution.

Raoul and the coalition argue that New York’s statute is lawful and benefits the public. As the brief explains, empirical evidence suggests a direct link between the harmful effects of gun violence and the irresponsible actions of gun industry members, such as dealers failing to enact reasonable controls to prevent straw purchasing or manufacturers designing novel marketing schemes to target vulnerable youth. New York’s law serves the

important purpose of deterring gun industry members from engaging in irresponsible practices that actively contribute to increasing gun violence and, where necessary, holds those who engage in such tactics accountable for their own actions.

The brief is the most recent step in Attorney General Raoul’s work to address gun violence throughout Illinois and across the nation. The Attorney General’s office created a state-of-the-art crime-gun tracing database for Illinois law enforcement called Crime Gun Connect. Raoul’s office also collaborates with local law enforcement to combat gun trafficking and has used the office’s jurisdiction to prosecute multi-county gun trafficking offenses. Additionally, the Attorney General’s office works with law enforcement agencies and prosecutors to increase awareness of Illinois’ red flag law and to address gaps in Illinois’ firearms licensing system. The office also continues to prosecute individuals who lie on FOID card applications.

The Attorney General’s office partners with the U.S. Secret Service National Threat Assessment Center (NTAC) to try to avert violence by hosting trainings for law enforcement officers, educators, religious leaders and other community members that are designed to prevent targeted acts of violence.

Attorney General Raoul has persistently advocated at the federal and state levels to strengthen regulation of 3D-printed guns and ghost guns. Illinois law now prohibits ghost guns, but the office continues to fight in federal court to help defend a recent rule closing the federal loophole. Meanwhile, the Attorney General’s office also defends cases pending in courts across the state challenging Illinois regulations of firearms. Nationally, Attorney General Raoul successfully filed and resolved a lawsuit to get the federal firearm license of an unscrupulous arms manufacturer revoked.

In addition to supporting law enforcement, the Attorney General’s office supports victims service providers around Illinois that offer trauma-informed services for crime victims and their families. Raoul’s Crime Victims Services Division administers a host of programs and services to assist survivors of violent crime. More information is available on the Attorney General’s website.

African American Philanthropy Experience subject of upcoming exhibition

CHICAGO — Chicago African Americans in Philanthropy (CAAIP) will host the groundbreaking national exhibition Giving Back: The Soul of Philanthropy Reframed and Exhibited opening during Black History Month at the Chicago Cultural Center, 78 E. Washington St. The touring exhibition explores the African-American philanthropy experience and giving traditions grounded in faith, mutuality, responsibility and social justice. It opens Feb. 1 and continues through April 30.

The exhibition illustrates Black philanthropy through innovative and interactive presentations, including luminous photographic prints on

metal, iPad kiosks with digital apps featuring music, poetry, photography, narratives and more. It comprises over a dozen vignette stories and more than 50 black-and-white images that depict facets of giving across generations. Elements of the exhibition invite visitors of all ages to share their own stories of giving and to contribute to “reframing portraits of philanthropy”. Images and stories composing the exhibit are from the book “Giving Back: A Tribute to Generations of African American Philanthropists” by author Valaida Fullwood and photographer Charles W. Thomas Jr.

The locally curated exhibition, titled “Rooted in Chicago,” will also tell the story of philanthropy from a uniquely Chicago perspective. This parallel exhibition aligns with CAAIP’s mission to achieve racial equity and Black leadership in philanthropy.

In November, CAAIP issued a call for nominations for local philanthropists to be featured in the “Rooted in Chicago” component of the exhibition. These individuals are being recognized for ‘making a difference in Chicago through their giving of time, talent and treasure’, and join Chicago icons and legends Derrick Rose, New York Knicks; John H. HUNTER SUPPORTS THE RIGHT TO CHOOSE, ACCESS TO ABORTION

Following the Supreme Court’s overturning of Roe v. Wade, State Senator Mattie Hunter proudly voted to protect abortion rights in Illinois through a measure that passed out of the Senate Wednesday.

“Abortion is a health care issue, and a medical service that could potentially save someone’s life, especially in regards to combatting maternal mortality,” said Hunter (D-Chicago). “There are so many reasons abortions are needed, none of which is the government’s business. What is the government’s business, is protecting the right to have one.”

Researchers at the University of Colorado Boulder found that under a nationwide total abortion ban, there could be a 24% increase in expected maternal deaths nationwide, with Black women projected to see a 39% increase.

If signed, House Bill 4664 will enshrine legal access to abortion care in the state of Illinois and provide protections for health care professionals from restrictive laws from other states. Illinois could become a safe haven for those who need abortion within the state, and in surrounding states in the Midwest.

Hunter has championed various health care issues over her two decades in the senate, including measures to reduce maternal mortality.

“Everyone deserves the right to choose what they do with their own body,” said Hunter (D-Chicago). “I voted to ensure that here in Illinois, that right will remain for anyone who needs access to an abortion.”
