FLOWERS PASSES CERTIFICATION BILL TO IMPROVE QUALITY OF CARE AT MENTAL HEALTH AGENCIES
SPRINGFIELD, Ill. – House Deputy Majority Leader Mary E. Flowers, D-Chicago, passed a bill on Wednesday, April 5, to improve the quality of mental health care by requiring community mental health or developmental services to renew their licenses more frequently.
“We continue to see that some community mental health facilities are falling short of acceptable standards, and mental health deficiencies continue to be an issue across Illinois,” Flowers said. “Yet, in many cases, these facilities continue to retain their certification for years, despite low quality and compliance scores. That’s why my bill shortens the licensure period for these facilities. When facilities must certify more frequently, they must pay closer attention to their standards of care.”
Since 2018, community mental health agencies have been subject to a quality scorecard system administered by the Illinois Department of Human Services (IDHS). Under Flowers’ House Bill 1032, more frequent licensure examinations would enable IDHS to increase scrutiny of deficient mental health agencies. The bill would also permit additional sanctions including freezes on admissions or license revocation for agencies based on low compliance scores.
“Tolerating noncompliance with mental health treatment standards is a choice,” Flowers said. “We owe vulnerable people in our state a well-regulated mental healthcare system. When agencies or facilities fall short of standards, it is not enough that they eventually face accountability. The harm that can result to already troubled individuals when conditions like this aren’t rectified quickly is too serious.”

Liddell quickly became one of the most requested planners at the church, where she studied with two of the top wedding planners there. She began to offer her services outside of the church, noticing that all brides were looking for the same caliber of service she provided at the church.
While at the church, she was asked to do a broom for a wedding. She used her creative imagination and her love of crafting to make the broom. Since 1996, she estimates she has made thousands of brooms. The brooms are available as decorative pieces in someone’s home as a house blessing.
Diamonds and Lace EventScaping is a full-service event planning company. The company plans baby showers and milestone birthday parties, in addition to weddings. “Because Today’s Gifts Are Tomorrow’s Heirlooms, Diamonds and Lace is committed to providing goods and services that both meet your needs and suit your tastes,” Liddell said, adding that it also is the company’s tagline.
The company averages two to three weddings per year. The goal is to ensure each couple receives quality time from planning to the day-of the wedding. During the consultations care is taken to listen to what the couples want and to provide quality customer service for them to make their big day special, with attention to detail.
“We get them from the yes, to the I do,” Liddell said. Johnson said being a mother-daughter wedding planning business can be fun and challenging. If she has an idea, she pitches it to Liddell. She said her mother keeps her on her toes.
“It’s been very rewarding, we work well together, and we just play off of each other’s strengths, because we’re both artists, we’re both crafters, we welcome each other’s feedback and we respect each other’s creativity and ideas,” Johnson said, adding they value each other’s opinions. Liddell got her work ethic from her father. He was the regional manager for Columbia Records. Liddell recently retired from her job and is working with Diamonds and Lace EventScaping full time.
Johnson and Liddell said one of their most extravagant weddings happened when they first started the business. It was a 500-person wedding, with dancers, over-the-top décor at a venue that mirrored the event. There also was a wedding that took place recently that had a lot of moving parts, which included food trucks, catered food and overthe-top décor. Johnson described that wedding as amazing.
Diamonds and Lace EventScaping also has planned milestone birthday parties where well-known singers have serenaded the birthday person. One of Johnson and Liddell’s favorite moments was when a well-known singer serenaded someone on their birthday. The look on the birthday guest of honor’s face was priceless.
Throughout the years, Diamonds and Lace EventScaping has planned the same couple’s baby shower, milestone birthdays and other events. Diamonds and Lace EventScaping is putting together a Bridal Expo for Fall of this year.

THE CITY OF CHICAGO AND NASCAR ANNOUNCE TRAFFIC PLAN FOR NASCAR CHICAGO STREET RACE
CHICAGO — The City of Chicago and NASCAR officials shared a traffic plan for the NASCAR Chicago Street Race, which takes place July 1–2, 2023. The plan provides an outline for street closures, parking restrictions, and pedestrian routes in and around Grant Park. As Chicago hosts the first-ever cup series street race in NASCAR’s 75-year history, residents and visitors are encouraged to be mindful of the traffic impacts, as well as safety measures in place.
“The City of Chicago has been working with NASCAR in the planning and execution of the race to minimize disruptions to residents and visitors while making it a safe event for everyone,” said Rich Guidice, Executive Director of the Office of Emergency Management and Communications (OEMC). “Safety is our top priority, and we will help monitor all race activity leading up to the event, through the race weekend, and following the event to help coordinate city resources and expectations.”
As the course and viewing structures are assembled and disassembled, Chicago residents can expect to see street closures, parking restrictions, reroutes, and traffic impacts. All businesses and residences will remain accessible throughout the race weekend.
Pre-race activity will begin Friday, June 2, with parking restrictions along Columbus Dr. between Jackson Dr. and Balbo Dr. On Saturday, June 10, Ida B. Wells Dr. will close east of Michigan Ave. starting at 12:01 a.m. to allow for construction of the main viewing areas. Temporary road closures from Saturday, June 17 to Sunday, June 25, will allow for track wall installation, with the exception of Balbo Dr., which will close at 6 a.m. on Monday, June 19, from Michigan Ave. to DuSable Lake Shore Dr.
The most significant closures will start on Sunday, June 25 at 12:01 a.m. with the closure of Columbus Dr. between Jack-
son Dr. and Roosevelt Rd. On Wednesday, June 28, at 10:00 p.m., southbound DuSable Lake Shore Dr. from Randolph St. to McFetridge Dr. will close. On Thursday, June 29, starting at 8:00 p.m., Roosevelt Rd. east of Columbus Dr. and northbound Michigan Ave. will close. On Friday, June 30, at 5:00 p.m. southbound Michigan Ave. between Balbo Dr. and Jackson Dr. will close.
During race weekend, northbound DuSable Lake Shore Dr. will close on Saturday, July 1, at 4:00 a.m. between McFetridge Dr. and Randolph St. as an added safety precaution. Northbound DuSable Lake Shore Dr. will begin reopening Sunday, July 2.
Streets will begin reopening as early as 7 a.m. on Monday, July 3, following the conclusion of the event. All street closures are expected to remain in effect as demobilization of the track wall, fence, and viewing structures takes place. The priority streets to reopen are DuSable Lake Shore Dr, Michigan Ave, and Columbus Dr. Other street closures will remain in effect as demobilization of the track wall, fence, and viewing structures takes place. Activity is expected to conclude by Saturday, July 15.
The Chicago Park District will prioritize public access during the NASCAR Chicago Street Race, keeping more than half of the park open during the event, including set-up and tear down. Access to popular park features like Buckingham Fountain, Butler Field, and Lower Hutchinson Field will remain accessible to the public with minimal restrictions that equate to less than one-fifth of event operation days. In addition, free festival activities associated with the Chicago Street Race will be held on Butler Field, inviting the public to learn more about NASCAR without the price of admission. Gov. Pritzker Awards $22.5 Million to Boost Tourism, Support Illinois Festivals and Attractions
CHICAGO – Governor JB Pritzker and the Illinois Department of Commerce & Economic Opportunity (DCEO) joined legislators and leaders in the tourism industry to award $22.5 million in grant funding for 89 projects across Illinois through the Tourism Attractions and Festivals Grant program. Designed to support local festivals and attractions and drive tourism across the state, Illinois increased the funding available from $15 million to $22.5 million in order to support additional attractions. The additional $7.5 million was secured during the Illinois General Assembly legislative session in early January 2023 and the program is funded by the American Rescue Plan Act (ARPA).
This second round of the Tourism Attractions and Festivals Grant program provides grant funding to
localities, organizations, and businesses for a broad range of tourism-related improvements, events and activities. This builds upon $10 million in funding through the first round of the grant program provided to 40 localities across the state. Combined with Illinois’ largest-ever tourism campaign, ‘Middle of Everything,’ Illinois is prioritizing investing in our thriving tourism industry while driving millions of visitors to choose Illinois for their next trip.
“Whether people are traveling to Illinois to visit the Superman Celebration in Metropolis, take a drive down the historic Route 66, or check out the world-renowned architecture in Chicago, Illinois has it all,” said DCEO Director Kristin A. Richards.

Through the $22.5 million investment, $5 million was reserved for festivals, which serve as economic drivers while bringing communities together, and $17.5 million is supporting a broad range of other tourism-related projects such as attractions, museums, live performance venues, and more. Applications were selected through a competitive process, with each grantee demonstrating how the award would help businesses in the surrounding area, as well as the project’s ability to attract visitors for overnight stays. Projects also scored higher based on proximity to commercial corridors and services – including hotels/ motels, restaurants, retail, and other commercial operations.

The grants also support community-based events like Equiticity’s community bike ride series in Chicago designed to support local businesses, and the inaugural Lake County Juneteenth Festival at Foss Park.
The State of Illinois continues to prioritize our tourism industry as millions of visitors spend billions of dollars annually across Illinois, boosting economic development and supporting jobs in the industry. In FY23 to date, hotel tax collections have surpassed all of FY22 collections and are on-track to surpass the highest fiscal year collections on record in FY19. Per the latest data available, in 2021 Illinois welcomed more than 97 million visitors who spent more than $32 billion in the state.

45th Annual BRIC Celebrate Brooklyn! Returns To Prospect Park This Summer

Ag Invest Program Surpasses $1 Billion in Agriculture Lending During Treasurer Michael Frerichs’ Administration
SPRINGFIELD – The Illinois State Treasurer’s Ag Invest Program has achieved a new milestone by loaning more than $1 billion to farmers and agriculture professionals across the state, Illinois State Treasurer Michael Frerichs said today. The milestone represents the cumulative amount of Ag Invest loans since Frerichs became state treasurer in 2015.
“Agriculture is a valued and crucial industry in Illinois,” Frerichs said. “I’m proud that my office can help provide affordable financing for farmers and agricultural professionals as they pursue their vital work and contribute to the well-being of our state.”
Since 2015, the program has supported more than 5,000 agriculture borrowers and partnered with more than 35 financial institutions.
Ag Invest is an agriculture-focused impact investment program providing loan opportunities for Illinois farmers and agri-businesses to start, expand or add value to their farm operations. Ag Invest offers affordable financing through two options: the Ag Invest Agriculture Operating Line of Credit and the Long Term Ag & Value-Added Ag program. The treasurer’s office partners with eligible financial institutions in Illinois to provide low interest rate loans to Illinois farmers.
The loans provided by the financial institution can be used for the purchase of farm equipment, purchase of land, construction-related expenses, operating lines of credit or other costs related to conventional or sustainable farming.
Ag Invest, the nation’s most expansive agriculture deposit program, also celebrates its 40th anniversary this year. Since its inception in 1983, Ag Invest has loaned more than $5 billion in operating lines of credit

Another part of Ag Invest is the annual Cream of the Crop Photography Contest for young Illinoisans. The contest is now in its 11th year, and submissions are being accepted through June 12.

During his time as treasurer, Frerichs has improved the Ag Invest program in several ways, helping farmers gain more access to operating lines of credit and expanding terms for the long-term loan program. Frerichs’ most recent improvements to Ag Invest took effect earlier this year.
The Ag Invest Agriculture Operating Line of Credit, available as a one-year or two-year program, assists farmers with paying for seed, fertilizer, salaries, transportation, processing, milling, crop insurance and other expenses. Each borrower is allowed a single line of credit, and the maximum amount is $600,000 per borrower.
The Ag Invest Long-Term program is designed to help pay for capital expenditures such as machinery, construction and renovation, transportation, milling, livestock, specialty crops, land acquisition and other costs. Each borrower is allowed multiple loans up to $800,000 per calendar year. Projects greater than $800,000 are considered on a case-by-case basis. The initial rate for a Long-Term Ag loan is guaranteed for three years, and the loan may be extended beyond that period.

The United Network for Organ Sharing (UNOS) has held a monopoly over the contract to manage organ distribution since 1984. Recent reports have raised concerns about how this monopoly affects the national Organ Procurement and Transplantation Network.
The legislation would allow for the Health Resources and Services Administration (HRSA) to run a competitive process to choose from the best contractors for different national OPTN functions (e.g., health IT, logistics). A better-performing national OPTN will better serve patients across the country.

1. Stay Local: While volunteering with any type of mission can help to better the world, people tend to be more impacted by volunteer opportunities from which they can observe the fruits of their labor. 2. Volunteer With Friends and Family: Families can support their communities by volunteering together. Consider working at a local food bank, participating in community clean-up initiatives, or organizing donation drives for local charities. Volunteering as a family not only provides a chance for quality time together but also encourages children to develop empathy and
social responsibility. By volunteering, families can strengthen relationships, build community connections, and make a positive impact in their communities.
3. Recognize and Expand What You’re Already Doing: While many of us think about volunteering in a formal way with longer time commitments and structures, civic engagement comes in all forms. Informal actions like helping a neighbor and leveraging your purchase power all make up civic action. Ask yourself: how could I take three to five actions around one cause area that’s important to me to make greater impact? 4. Say a Simple Thank You: At its core, Global Volunteer Month is about thanking those already volunteering and making an impact. Take a minute to send a thank you to a special volunteer in your life or an organization that is giving its time and talent to make your community stronger.

Rising Inflation is Impacting Mental Health. How the Country is Coping
(StatePoint) It’s no secret that the country is feeling the pinch from inflation and the rising costs of goods and services, with 48% of Americans struggling to make ends meet financially, according to the latest data from Dynata’s Global Consumer Trends survey. That’s up from 34% in August of last year.
These circumstances are having a significant impact on wellness, with 53% of respondents attributing financial difficulties as being an extremely or very important contributing factor to their worsening mental health since before the pandemic. Women are feeling the impacts most. Nearly six in 10 women – 57% – say financial difficulties are the largest contributor to a decline in their mental health vs. 44% of men who say the same.
Many Americans however are finding new ways to ease the burden on their mental health. Here are a few of the habits and attitudes that have helped those who report having better mental health now than they did pre-pandemic:
• Exercise. Getting more exercise has helped 78% of respondents achieve better mental health during this time of financial uncertainty.
• Spending more time with hobbies and interests. Seventy-four percent of respondents have seen an improvement in their mental health by spending more time and focus on their hobbies
