NOBLE CHARTER SCHOOL SOPHOMORES EXPERIENCE A SUMMER OF A LIFETIME On May 29, over 1,000 sophomores from 17 Noble high schools across Chicago converged on Chicago’s southwest side for a final preparation and celebration ceremony before traveling to 84 colleges across the country, including Ivy League schools, several Historically Black Colleges and Universities, Big Ten schools, and dozens of others. Like Noble’s general student population, the vast majority of these 1,000 sophomores are minority and low income. The Summer of a Lifetime program was founded in 1996 and solidifies the belief that college is a reality, not just a dream, for Chicago’s students. With funding and support from private donors, Noble students have been able to experience college life firsthand for over twenty years.

RESEARCHERS FIND 28% OF 35-50 YEAR OLD MEN STUDIED ARE AT-RISK FOR OSTEOPOROSIS Research published in The Journal of the American Osteopathic Association found 28 percent of men and 26 percent of women between 35 and 50 years of age had osteopenia, a precursor to osteoporosis. The findings surprised the participants and researchers, who did not expect the condition to be more prevalent in men. Osteopenia occurs when bones are weaker than normal, but do not yet break easily. Bone mineral density (BMD) is measured to determine bone health. Nutrition, lifestyle, environment, physical activity and genetics all contribute to BMD. Peak BMD is believed to be established by 30 years of age.

SIMS INITIATIVES AIM TO LOWER ALARMING MATERNAL DEATH RATE Two bills sponsored by State Senator Elgie R. Sims Jr. (D-Chicago) to help lower the alarming maternal death rate in Illinois passed the General Assembly. According to the Illinois Maternal Morbidity and Mortality Report released by the Illinois Department of Public Health (IDPH) in October 2018, an average of 73 women die annually within a year of giving birth, and black women are six times more likely than white women to be one of them because of a pregnancy-related condition. HB 2896 was approved by the legislature recently and awaits the governor’s signature to become law. HB 2895 was sent back to the House for approval of Senate amendments. If they approve those amendments, the bill will then be sent to the governor.
Community Lender Partners With Nonprofit to Pilot Job Training Program For Ex-Offenders Continued from page 1 BY KATHERINE NEWMAN
The Chicago Community Loan Fund in collaboration with the Safer Foundation is in the midst of their three-year-long Chicago Neighborhood Rebuild Pilot Training Program. The program provides ex-offenders and young people with job training opportunities and allows them to assist with home renovations. Through the Chicago Neighborhood Rebuild Pilot Training Program, the two organizations have come together to tackle recidivism, unemployment, and vacant housing in Chicago’s hardest hit neighborhoods. The goal of the three-year pilot is to rehab 50 houses in the Englewood, Lawndale, and Garfield Park neighborhoods. “The goal of this program is to purchase, renovate, and sell 50 single-family and two-flat residential properties in the 7th, 10th, and 11th police districts. Those three police districts were chosen because they have been known to have
the highest level of violence and the highest level of underdevelopment. The goal is to provide investment [in neighborhoods] while also offering workforce development for ex-offenders and the hardest to employ youth,” said Lycrecia Parks, vice president of Portfolio Management for the Chicago Community Loan Fund. The people who participate in this program will be able to gain experience doing renovations along with other job skills that will help them find employment. So far, 78 people have been recruited to participate in the workforce training pilot. Of those 78 people, 96 percent are black and 39 percent are ex-offenders. “We aren’t just training them in this skill, we know that’s not enough and we have incorporated wrap-around services for them. After the cohort is over, there is still a counselor that will check in and make sure they are showing up for work on time, we can help them with their resumes, and we can connect them with any other resources that they may need to ensure that they don’t return to violent crimes or
incarceration,” said Parks. As a lender, the Chicago Community Loan Fund has its own goals in addition to providing job training. The Loan Fund is looking to get vacant properties rehabilitated and back on the market for potential homeowners. “We are trying to improve these communities by showing that people and families still want to live in these neighborhoods. We know that homeowners take pride in their neighborhoods so having this be a for-sale model shows them that we want them to have a stake in their neighborhoods,” said Parks. “They are going to be the ones that create those block clubs that will deter the crime.” So far, the Chicago Neighborhood Rebuild Pilot Training Program has renovated five properties and sold one. The program is currently in its second year of operation and by the end of the three-year pilot program, they hope to have shown that there are people who want to move into these three undervalued communities.
Op-Ed: Prevent Long Hot Summer of Violence in America “WE SHOULD NOT WAIT FOR ANOTHER ONE OF OUR HERO’S TO BE KILLED BEFORE WE STAND UP TO TAKE ACTION TO PREVENT THIS PLAGUE OF VIOLENCE FROM CONTINUING. NIPSY WAS A GREAT EXAMPLE OF WHAT CAN HAPPEN WHEN A YOUNG MAN FROM OUR COMMUNITY PUTS HIS HEAD DOWN AND TRANSCENDS THE TRAPS THAT ARE LAID BY THE ENEMIES OF OUR YOUTH IN AMERICA.”
BY RUSSELL SIMMONS Exclusive to the NNPA Newswire
Across the nation and throughout the world, millions of people are still morning the tragic and senseless killing of our Brother Nipsy Hustle. We are again reminded of the terrible sickness of violence in communities across the United States. We should not wait for another one of our hero’s to be killed before we stand up to take action to prevent this plague of violence from continuing. Nipsy was a great example of what can happen when a young man from our community puts his head down and transcends the traps that are laid by the enemies of our youth in America. Let me be clear: All those who have the capacity and opportunity to do their part to end the senseless spiral of violence but do nothing by their omission are aligned with the forces that are against our communities’ safety, resilience and progress. Complacency with violence directly contributes to its devastating continuance. There are, however, very successful programs in nearly every hot pocket in our inner cities that are alarmingly underfunded. Those effective antiviolence
Russell Simmons
programs are in constant need of volunteers. I have personally witnessed and worked closely with so many extremely productive and amazing programs that in fact prevent violence. Effective programs like Erica Ford’s “Life Camp” in Queens, New York or Captain Dennis Muhammed’s “Peace Keepers” efforts in over 20 cities are in need of additional funding and support from city, state and federal agencies. Of course, in addition, the private sector and local community support systems must also be summoned to help out. Now is the time to act to prevent future violence. These two programs are shining examples of how much better and effective local interventions are than the police who
www.thechicagocitizen.com
in many cases are disconnected, not trusted, brutal and too often fatal. But despite the results of current research studies on what works, city budgets in too many states are now being turned over to ineffective police containment strategies because of the undue influence of police unions and other conservative political forces. Violence cannot be contained. It has to be prevented by trusted and effective community-based programs. Are we prepared to sit back this summer and watch more than 50 of our kids get shot and killed every weekend in Chicago, New York, Los Angeles, Houston, Detroit, Miami, or in St. Louis? Because if we don’t act urgently now, that’s what is gonna happen! Where is the national debate or priority about our children’s safety from violence? It appears that the
hip-hop community is the only authentic and caring voice that is speaking out effectively and consistently on this important issue and “Taking back responsibility.” Most religious and political figures won’t bring it up publicly or earnestly unless we do it first. I will do my part. Will you? No matter how big or small your impact might be, everyone’s input and support is needed now. Even if you only will just write to your member of the U.S. Congress to urge more funding for community antiviolence programs, that will also be helpful. The clock is ticking. The summer is coming. Are you prepared to lose a love one or a friend to violence in our communities? Or are you going to join me and others to help make a lasting difference? Thank you for your response. With great love, all things are possible.

New South Side High School Opening This Fall, Hosts Community Hiring Event BY KATHERINE NEWMAN
IDFPR Warns Consumers About Unproven Stem Cell Therapy
This fall, the new Englewood STEM High School will finally be open at 6835 S. Normal Ave. with Conrad Timbers-Ausar serving as principal. In order to prepare for the opening, Chicago Public Schools, along with Teamwork Englewood and Price Workforce Solutions, recently hosted a hiring event for a variety of positions that will be available at the school. The hiring event took place at 815 W. 63rd St. on the second floor and provided information about available jobs for security staff, substitute teachers, lunchroom staff, custodians, bus aids, safe passage workers, and special education classroom assistants. “This is a brand new high school in Englewood and I’m really excited that there is already a lot of interest in the community about the new school. Being in alignment with Dr. Jackson’s vision about equity and access not only for students but for communities, we felt that it would be important to have an opportunity for people within the community to be informed and interviewed for different positions that they normally might not have access to,” said Principal Timbers-Ausar. The new Englewood STEM High School will open this fall with just a freshman class to start. The incoming students will have a brand new stateof-the-art building that will include multipurpose educational spaces, an outdoor sports facility, and a school-based medical center for use by both students as well as community residents, according to Chicago Public Schools. The school will start with a freshman class and add one grade each subsequent year until the building is fully serving grades nine through 12 which should be in the fall of 2022. “We didn’t start the hiring fair until 10 a.m. but I noticed that people were getting there around 9 so they could prepare. We saw a lot of people that were very structured and everyone I spoke to had a
The Illinois Department of Financial and Professional Regulation (IDFPR) is warning consumers about unproven stem cell therapy treatments and those administered by providers who may not be licensed to do so. This follows warnings provided by both the Food and Drug Administration (FDA) and the Centers for Disease Control and Prevention (CDC). The department is currently investigating several consumer complaints related to this practice. In particular, the department urges consumers to avoid stem cell therapy treatments administered by chiropractors or others who are not licensed to provide such therapy absent collaboration with a medical doctor, doctor of osteopathy or other authorized health care provider. “Stem cell therapy is largely an unproven and potentially dangerous treatment,” said Dr. Brian Zachariah, IDFPR’s Chief Medical Coordinator. “Our department will take all available action to protect consumers and ensure providers obey the law, but we urge consumers to proceed with caution. Check that the provider is properly licensed and trained to administer the treatments and be aware of the risks associated with stem cell therapy.”

resume and was very focused in on what they were looking to do and asked great questions. I was very happy with the turnout,” said Timbers-Ausar. Students that attend Englewood STEM High School will have the opportunity to learn science, technology, engineering, and math (STEM) concepts and be exposed to STEM careers. The school is also partnering with Kennedy-King College, located nearby in Englewood, which will allow students to earn college credit while they are still in high school. Even with the new building, the partnership
with Kennedy-King, and the top-of-the-line STEM equipment that will be at the student’s fingertips, Timbers-Ausar said that community representation inside the school is critical for student success and for that reason he hosted the community hiring event. “I think it’s very important for students to see representation not only from the community but just by having people in general that resemble them,” said Timbers-Ausar. “It’s important for our students to see that there is richness and greatness within their own community.”
Rahm Emanuel Named Founding Executive Chair of National BAM Advisory Council Former Chicago mayor Rahm Emanuel has been named the Founding Executive Chair of the National BAM Advisory Council, which will advance the national expansion of the evidence-based Becoming A Man® (BAM®) program, developed and implemented by nonprofit Youth Guidance. “The growth of BAM to serve over 7,000 young men in over 100 schools in Chicago could not have occurred without his leadership, and we are thrilled to have Emanuel champion BAM’s national expansion during this new chapter of his life,” said Youth Guidance CEO Michelle Adler Morrison.
“Nearly eight years ago I participated in a BAM circle for the first time, and saw the power of a program that gives young men male role models and a new confidence in themselves. You can hear that new confidence in their voices, see it through their actions and feel it in their hearts. “Since that day at Harper High School I have met countless young men like Rajay at BAM circles throughout the city, and Rajay may have put it best when he said his BAM Counselor ‘always made us feel like we belonged, and we were important.’ Over my time in office I was proud to share the power of BAM with
President Obama, Bill Gates, Theo Epstein and mayors across the country, and I am proud to continue the important work of helping give more young men confidence in themselves and the opportunity for a bright future,” said Rahm Emanuel. “Emanuel brings the perspective of a former mayor to conversations with cities around the country looking for ways to increase school engagement for young men in under-resourced communities. We are delighted to have him launch the national BAM Advisory Council,” said John Raitt, youth guidance board chair and retired partner, president & chief executive officer of Harris Associates, LP. www.thechicagocitizen.com
“BAM is a national model that has proven to be transformational for young men by offering group counseling and mentorship. It creates a safe space for students to talk about their challenges in life and receive support in overcoming these challenges to realize their potential. We have been encouraged to see our BAM program in Boston deliver the same high-quality supports as BAM provides in Chicago and are excited to bring the program to more cities in the coming years,” said National BAM Director A.J. Watson. About BAM BAM is a school-based, group
counseling and mentoring program that draws from the fields of youth development, Cognitive Behavioral Therapy (CBT), and Rites of Passage to help young men learn and internalize six Core Values: Integrity, Accountability, Self-Determination, Positive Anger Expression, Respect for Womanhood, and Visionary Goal-Setting. The University of Chicago Urban Labs has published two randomized controlled trials (RCTs) evaluating BAM’s impact, and has found that BAM increased on-time high school graduation rates by 19% and decreased violent crime arrests by 45 - 50% for the students it serves.

On-Trend Ideas for Updating Your Home Exterior StatePoint - If it’s time to upgrade your home exterior, you may need some guidance, particularly if you want to make on-trend choices that will instantly boost your curb appeal. Bear in mind that many younger, trendsetting homeowners are gravitating toward the natural, earthy look, and they are achieving this with manufactured stone. As you make your own upgrade, consider the following:
and with dark stone use light grout. The effect is eye-popping, and shows off the shapes and textures of the manufactured stone. • Blend both approaches above to reflect an array of earthy colors. Choose a grout color that matches one of the shades found in the stone. It will naturally contrast with the other shades. • For a pulled-together look, weave a matching color choice throughout the various home exterior elements -- siding, garage door, front entry door, roofing, etc. -- to reflect a designer aesthetic and provide instant curb appeal. Just like a well-coordinated suit, shirt and tie, this look projects confidence.
Prioritize Authenticity Not all manufactured stone is of equal quality. Do a close inspection to ensure the products you select are molded and colored to look and feel like natural stone. Select Your Cut Choices abound when it comes to the cut of manufactured stone veneer. However, linear shapes that provide a sense of calm and order are very popular right now, making profiles such as the Chisel Cut offered by ProVia a smart move for staying on-trend. The natural texture complements the chiseled form, and looks great grouted or dry stacked. Be Serene Gray is in right now, and this is likely due to its low-key aesthetic. Likewise, any color on the

• For an understated, elegant look, match the grout color with the dominant color shadings in the manufactured stone. This is a subtle-butsophisticated choice. • To bring bold drama to the home, choose a grout color that’s the exact opposite of the stone color. With light stone, use dark grout,

Illinois Senate passes marijuana legalization bill Significant changes from initial draft helped bring on some GOP support BY PETER HANCOCK Capitol News Illinois phancock@capitolnewsillinois.com
SPRINGFIELD – The state of Illinois is one step closer to legalizing recreational marijuana. The Illinois Senate voted Wednesday to pass the bill, sending it to the House for consideration in the final two days of the session. The vote was 38-17, with two Republicans joining 36 Democrats in supporting it. “This bill is going to set the model, I believe, the gold standard for how to approach social equity issues, relating (to) cannabis legalization,” Sen. Heather Steans, D-Chicago, the bill’s chief sponsor, said in her closing statement on the Senate floor. The action Wednesday came just hours after a new, revised version of the bill was made public, and it is substantially different from the one Steans introduced on May 3, a proposal that sparked strong resistance from law enforcement, business groups and some local governments. Like the original draft, the new bill, an amended version of House Bill 1438, provides that starting Jan. 1, 2020, Illinois residents could possess up to 30 grams, or roughly one ounce, of marijuana flower, five grams of THC concentrate and 5 grams of THC in a marijuana-infused product. It also authorizes the state to issue a limited number of licenses for cultivators, processors and retail dispensaries, and to charge excise taxes on the retail sale of marijuana products. But other major provisions in the 622-page bill are substantially different from the original version, and those changes appeared to be key to gaining
support and diffusing some opposition. For example, instead of enacting blanket, mass expungements of previous criminal records for minor marijuana-related violations, the new bill allows for expungement through the governor’s clemency process if the case involves less than 30 grams of marijuana. For cases involving amounts greater than that, up to 500 grams, individuals and state’s attorneys would be allowed to petition a court to vacate a conviction. “I think what is proposed today is a significant shift from what was proposed, what, two or three weeks ago,” Sen. Jason Barickman, R-Bloomington, told reporters following a committee hearing on the bill Wednesday. “Moving that off the table, I think, paved the way for us to resolve a bunch of other issues that were very important that weren’t resolved initially.” Among those other issues was a provision allowing people to grow up to five marijuana plants in their own homes, under certain conditions. While the original bill would have extended that right to all adults, the new bill limits it only to people who have been approved to use marijuana for medical purposes. The new bill also preserves the right of employers to maintain “zero tolerance” policies on drug use and to establish drug-free workplaces. And it allows local governments to prohibit

cannabis businesses in their communities, or to enact zoning regulations to control where they are located. “We recognize there are shifts in social consensus,” Illinois Chamber of Commerce President Todd Maisch told the Senate Executive Committee. “And my board, after a lot of deliberation, said we aren’t really excited about this, but you know what, there are things that don’t shift, and that is the need for a safe workplace and a productive workplace. And I’m here to tell you that after a lot of work, and tremendous engagement from a lot of parties, … that we believe these are the strongest workplace protections in the nation.” It also preserves the right of landlords to prohibit marijuana possession and use on their properties. For many supporters of legalization, the most important issues other than expungement involved what they

called “social justice and equity” provisions. Among those are provisions that earmark 25 percent of the revenue generated to a grant program for reinvestment in low-income, high-minority neighborhoods. It also gives preference in license applications to people who live in or have connections to neighborhoods characterized by high arrest rates for marijuana and other drug-related offenses. Some opponents of the measure, however, said that provision was one of the reasons why they voted against the bill. “There is a limited number of licenses and we’re going to give preference to vendors who are going to be in the poorest zip codes in Illinois,” said Sen. Chapin Rose, R-Mahomet. “We’re going to give preference to keeping poor people stoned.” In addition to funding community
reinvestment grants, the bill calls for dedicating 35 percent of the revenue to the state general revenue fund; 20 percent for substance abuse prevention and mental health services; 10 percent to pay down the state’s backlog of unpaid bills; 8 percent for local law enforcement; and 2 percent for public education and safety campaigns. “Illinois is poised to become the first state in the nation that put equity and criminal justice reform at the heart of its approach to legalizing cannabis, and I’m grateful that the Senate has taken this important step with a bipartisan vote,” Gov. J.B. Pritzker said in a statement released after the Senate vote. “Senators Steans and (Toi) Hutchinson have done tremendous work to reach this point, and I encourage the House to take decisive action to make Illinois a national leader in equity and criminal justice reform.”

High-Speed Internet Access Critical for Students and Job Seekers
SERVICE
(StatePoint) The job market is rapidly changing, thanks to new and emerging technologies. As a result, job training has become highly specialized, even at the high school level. While young people living in urban and suburban communities often benefit from on-site access to the specialized education that they will need for future career success, those living in rural areas must sometimes rely on distance education to get the same training, as smaller rural schools can’t always realistically offer a wide range of specialized coursework. With this in mind, a recent report from NTCA–The Rural Broadband Association, highlights the need for high-speed Internet access in every community nationwide to meet the demands of tomorrow’s job market. With two job categories poised for demand, middle-skill and STEM jobs, experts say that reliable rural broadband access will help ensure that there are enough trained workers available to fill the next generation of American jobs, while also helping to expand job opportunities for a greater number of young people. Rural broadband providers continue to play a vital role. By leveraging their networks and working closely with local educational institutions, they are providing fiber connectivity and broadband to schools in harder-to-reach locations. As a result of these initiatives, a greater number of communities and schools can offer specialized coursework, career guidance and more to their students, helping to build local career opportunities and strengthen local economies. Those who have directly benefitted from rural broadband echo this sentiment. “High-speed internet service in my rural area allowed me to participate more fully in high school and gave me the chance to explore more opportunities after graduation. I am so grateful for the access it provided me, I am now actually working at a broadband company myself and plan to study business management and marketing at school,” says Devin Bryant, a young adult living and working in Abbeville, S.C. “Good service allows me to stay in my rural area near family and friends and still pursue the job opportunities I want.” With an effort already underway by NTCA to build smart and connected rural communities, experts say you can expect to see expanded educational opportunities and strengthened local economies nationwide. To learn more about these efforts, visit ntca.org. Access to reliable broadband is vital for today’s young people in their search for education and job training. __________________________________
