AETNA BETTER HEALTH PREMIER PLAN MMAI APPROVED TO EXPAND STATEWIDE TO SERVE DUAL ELIGIBLE MEDICARE-MEDICAID CUSTOMERS ACROSS ILLINOIS Aetna®, a CVS Health® company (NYSE: CVS), recently announced it has received approval to expand its existing Illinois Medicare-Medicaid Alignment Initiative (MMAI) demonstration health plan (Aetna Better Health® Premier Plan MMAI) to serve the entire state. The MMAI is a groundbreaking joint effort by the Illinois Department of Healthcare and Family Services (HFS) and Centers for Medicare and Medicaid Services (CMS) to reform the way care is delivered to individuals eligible for both Medicare and Medicaid services (“dual eligibles”). The MMAI demonstration project began providing coordinated care to dual eligible enrollees in the Chicagoland area and Central Illinois beginning March 2014. The statewide expansion is the result of extensive planning initiated in 2019 by HFS in collaboration with CMS, health plans and community stakeholders. The MMAI integrated delivery system and payment model aims to improve the quality, coordination and cost-effectiveness of care for dual eligibles. Aetna is the only health plan approved to operate the MMAI program across all Illinois counties.

G7 LEADERS UNITE AROUND AMBITIOUS GLOBAL CONSERVATION AGENDA Leaders of seven of the 10 largest economies in the world recently united in an ambitious agenda for the conservation of the planet, recognizing the critical role of nature in rebuilding the global economy in the aftermath of the COVID-19 pandemic. In a joint statement, the heads of state from the G7 nations agreed to conserve or protect at least 30% each of the land and ocean on earth by 2030 to halt and reverse biodiversity loss. The communique also included support for conserving the biologically rich waters of the Antarctic Southern Ocean, tackling marine plastic pollution, addressing unsustainable and illegal activities negatively impacting nature, and mobilizing sustained financing to tackle climate change and biodiversity loss. The G7 finance ministers pledged to approach these measures with a commitment to an “inclusive global recovery that builds back better and greener.”

Bril Barrett considers himself a taptivist. The founder of Making A Difference Dancing Rhythms and M.A.D.D. Rhythms Tap Academy spent his whole life wanting to be a professional tap dancer. “At a certain point, I decided that I wanted to try and help expose young people from the community like me to the art form, to offer it as a solution, or possibility for an option for them, as well,” he said. Barrett was teaching and volunteering and it evolved into M.A.D.D. Rhythms in 2001. He wanted to show young people the beauty of tap dancing. It started out as a training company, then a production company, presenting shows, then the training academy. Barrett said at the shows, young people would say they wanted to learn how to tap dance. Then, the Chicago Tap Summit was created as a way to bring people from all around the world to Chicago and study tap dancing with M.A.D.D. Rhythms. “It was a way for me to give back to my community through the art form of tap dance, in a way that if I hadn’t been exposed to it, I don’ know where [I] would be now,” he said. Barrett added, a full circle moment for him is to train the children and siblings
of the first students he taught. “I call myself a taptivist because I find myself, as a Black man in America, and also as a tap dancer, dealing with the Black art form, that has often been subjugated and relegated, just like its creators, I find myself always find myself fighting for the honor and respect of the art form,” he said. Barrett said his grandmother encouraged his mother to put him in tap dancing and the arts. He said, when he was younger, he went to a community center in North Lawndale. He said he went into the theater, his cousins went into sports, and he has never looked back. Barrett said teaching was never his goal, it was a way to pay the bills in between being on tour. He noticed each time he left and came back from the road, he had to re-establish himself on the local scene. He said he wanted a home, something he could create and come back to when he came off the road. He also wanted to bring his younger brother alongside him to keep him out of trouble and was focusing on young Black men when he first started M.A.D.D. Rhythms. “I wanted to show young Black men this art form, just like it had been shown to me,” he said, adding his little sister wanted to know why it was just for boys. Barrett said M.A.D.D. Rhythms serves

everyone from the novice to the professional, from the studio to the stage and is a full pipeline in one facility. M.A.D.D. Rhythms is also an arts partner in residence at the Harold Washington Cultural Center, located at 4701 S. King Drive. “I like knowing that a young Black child can walk in from off the street into the Harold Washington Cultural Center, never knowing what tap was, never having seen a tap shoe, but can leave there a professional tap dancer,” he said. M.A.D.D. Rhythms has a Tap for Tots program, starting at age 2. Then at age 5, they can go to Tap Academy. From 14-18, there is the Afterschool Job Training Program. At 18, they can be in the Pre-Professional Apprenticeship Program, which allows them to study with the professional company. After that, they can audition for an opportunity to become a member of the professional company. Barrett said, oftentimes, children are exposed to different things but “after they leave us, they go back to the world they come from” and it’s not the same. “So, I was intent on trying to build that step ladder that would allow them to stay with us all the way to professionalism, if that’s what they choose,” he said. Coalition behind the Empowering Communities for Public Safety ordinance blasts Lightfoot’s opposition to democracy and continued obstruction of police reform

U.S. Postal Service Releases Dog Attack National Rankings More than 5,800 postal employees were attacked by dogs in the United States in 2020. From nips and bites to vicious attacks, aggressive dog behavior poses a serious threat to postal employees and the general public. To highlight the enormity of this serious issue, the U.S. Postal Service recently provided the public with information on the do’s and don’ts of responsible dog ownership as part of its annual National Dog Bite Awareness Week public service campaign, which ran through June 12 - June 18. This year’s theme was “Be Aware: Any Dog Can Bite.” Prevent the bite Dog owners are responsible for controlling their dogs. The best way to keep everyone safe from dog bites is to recognize and promote responsible pet ownership. Most people know the approximate time their letter carrier arrives every day and having their dog secured as the carrier approaches their property for delivery will minimize any dog carrier interactions. According to a press release, pet owners should: l Remind their children not to take mail directly from a letter carrier as the dog may view the carrier as a threat. l When a letter carrier comes to the home, keep dogs: l Inside the house or behind a fence l Away from the door or in another room l On a leash Also, Informed Delivery is a great tool for customers. It’s a free service that gives customers a digital preview of the mail and packages that are scheduled to be delivered so that they can take precautions and secure their dog when parcels are delivered to the door. Sign up at informeddelivery.usps.com. Carrier and the Canine Letter carriers are trained to observe an area where they know dogs may be present. They are taught to be alert for potentially dangerous conditions and to respect a dog’s territory. Letter carriers know: l Don’t startle a dog. l Keep your eyes on the dog. l Never assume a dog won’t bite. l If entering a yard, make some noise or rattle a fence to alert the dog. l Never attempt to pet or feed a dog
l Place your foot against an outward swinging door. If a dog attacks, carriers are also trained to stand their ground and protect their body by placing something between them and the dog — such as their mail satchel — and use dog repellent, if necessary. Even though postal officials ask customers to control their dogs, unfortunately dog bites still happen, which may cause injuries to carriers and costly medical expenses for dog owners. Kansas City, KS letter carrier James Michael Benson recognizes the importance of the safety training he’s received as a letter carrier to help protect himself from dog attacks while delivering the mail. However, even though he diligently follows dog bite safety protocols while on his route, he was recently attacked by a dog. “I knocked on a customer’s door to pick up a package and as a young child answered, a dog came bursting out of the door and bit my forearm, knocking me to the ground “ said Benson. “I was in shock and struggling with the dog, when he lunged and bit me again on my face, under my ear.” Benson stated the attack was so fast and forceful he couldn’t react to get his dog repellent and it was one of the most terrifying moments of his life. The attack happened in seconds before the dog was abruptly restrained by the owner. Carriers do have tools to remind them about dogs on their routes. There is a dog alert feature tool on their handheld scanners to remind them of a possible dog hazard and they use dog warning cards as reminders when they sort their mail for their routes that a dog that may interfere with delivery. Lastly, when a carrier feels unsafe, mail service could be interrupted, not only for the dog owner, but for the entire neighborhood. When mail service is interrupted, mail must be picked up at the Post Office. Service will not be restored until the dog is properly restrained. More than 5,800 USPS employees were attacked by dogs in 2020. The top 25 rankings comprise 47 cities, as some cities reported the same number of attacks. According to 2020 dog attack rankings by city, Houston, Texas is ranked number one; Chicago at number two and Los Angeles ranks at number 3. Top three states for dog bites were California, which ranked first, Texas, second with Ohio ranking number three, among the top ten states for dog bites.

According to a press release by the Chicao Alliance Against racist and Political Repression, On Friday June 18, as she has done throughout her term, Mayor Lightfoot once again obstructed the democratic process of reforming Chicago’s troubled police department, instructing her allies in the Public Safety Committee to refuse to even consider a revised version of the Empowering Communities for Public Safety (ECPS) ordinance. Last Friday was supposed to be a capstone moment in Chicago’s years-long search for a solution to the endemic racism that haunts its police department, a search that culminated in the creation of the ECPS ordinance, around which hundreds of community organizations as well as dozens of labor unions, houses of worship, and all four caucuses in City Council have rallied. Rather than meeting the weight of this historic moment and engaging in an open and democratic debate about a bill that, at its heart, is about democracy and its extension to police accountability, the Mayor’s allies engaged in a shameful display of procedural manipulation in order to thwart the democratic process and prevent the ECPS bill from even being debated in committee. “If it wasn’t clear enough that Mayor Lightfoot is against democratic police accountability for Chicago, her actions on Friday showed she is even willing to subvert our democratic process in order to make sure our rights to true police accountability don’t threaten her power,” said Jazmine Salas, co-chair of the Chicago Alliance Against Racist and Repression. “Lightfoot has shown, once again, that she is the single greatest obstacle to police reform in Chicago.” The Mayor’s office has claimed it is close to reaching an agreement with the ECPS coalition on an ordinance. This is a lie. The ECPS coalition has met exactly once with members of the Mayor’s office – enough to make it clear to the coalition that Lightfoot does not believe communities have any role to play in the process of community oversight. “Our previous talks with the Mayor broke down because of Lightfoot’s disregard for communities and their need to have a say in their own safety,” said Desmon Yancy, Director of Community Organizing at the Inner-City Muslim Action Network. “As a coalition, we have no doubt that Lightfoot is totally unwilling to lead this city in the direction it is demanding to go – a future in which our communities are in charge of public safety. The city of Chicago has come together around that vision and this ordinance and we won’t stop fighting as a coalition for our right to democratic police accountability,” he added. Moving forward, the coalition has decided to split ECPS into two ordinances. One will create the Local District Councils and the Community Commission envisioned by the original bill to oversee police department policy and investigations of police misconduct through COPA. The other will place a referendum on the ballot to ask Chicagoans whether the Community Commission should be directly elected and include expanded powers. “The Black Caucus, Latino Caucus, Progressive Caucus, and Democratic Socialist Caucus all voted to endorse an ordinance that includes a referendum to empower Chicagoans to make a democratic choice about the Commission and its powers,” said Alderperson Carlos Ramirez-Rosa of the 35th Ward, Chairperson of the Democratic Socialist Caucus. He added, “In the face of a committee that is unwilling to even consider the change Chicago needs, we split the referendum from the original ordinance to ensure we uphold the rights of Chicagoans to decide on their public safety in a fair and democratic manner. We will be presenting the referendum in a standalone ordinance soon.” Alderman Roderick Sawyer of the 6th Ward, a lead sponsor of ECPS and a member of the Black Caucus, agreed. “Last Friday was a setback for the city of Chicago, but our coalition will go forward to ensure that our city’s Black and brown communities have police accountability and public safety that empowers them to become the solution to ending police misconduct.”

Redfin Reports Pending Sales Continue to Slow--Still Up 29% from 2020 The breakneck pace of the housing market is beginning to slow heading into June, according to a new report from Redfin (redfin.com), the technology-powered real estate brokerage. Leading indicators of activity are now mostly cooling off instead of continuing to heat up. Adjusted for seasonality, home purchase applications have been falling since late March and are now 7% below their average levels in January and February 2020, despite low mortgage rates and easing access to credit. The cooling market is also reflected in a four-week decline in pending sales and a drop in Redfin’s demand index, which is down 12% from its late-March peak. Taken as a whole, the data paints a picture not of a bursting bubble, but a clear change from the overheated spring market. “Homebuyers may have found a better way to spend Memorial Day weekend than touring homes, but
most have not exited the market entirely,” said Redfin Lead Economist Taylor Marr. “Buyers have faced a tough market this year and fewer feel it is a good time to buy as the allure of low rates has waned, so some are choosing to wait it out for now. With demand stabilizing, the housing market should become more balanced, allowing homebuyers to have a less stressful and challenging time finding and competing for a home.” “While the market has not come to a full stop, we are seeing signs of yielding,” said Westchester County, NY Redfin real estate agent Candice Smith. “Buyers are winning bidding wars with offers that are $60,000 or less over asking prices; just a month ago in similar situations they had to go $100,000 or more over asking. Bidding wars are still the norm, but
the number of competing offers have been cut in half from around 17 to about eight. Homebuyers still need to be strategically creative when submitting their highest and best offer, which involves methods like offering to cover an appraisal gap upfront, dropping the appraisal or mortgage contingency altogether or adding escalation clauses.” Key housing market takeaways for 400+ U.S. metro areas: Unless otherwise noted, this data covers the four-week period ending June 6. Redfin’s housing market data goes back through 2012. Data on homes listed and/or sold during the period: The median home-sale price increased 24% year over year to $358,749, a record high. Asking prices of newly listed homes hit a new all-time high of $364,725, up 14% from the same time a year ago. Pending home sales were up 29% year over year. Seasonally adjusted
pending sales are down 9.7% from their peak four weeks ago. The sudden slowdown in pending sales is likely due to more people opting to pause their home search and take advantage of the holiday weekend. New listings of homes for sale were up 9% from a year earlier. Active listings (the number of homes listed for sale at any point during the period) fell 37% from 2020, and have been relatively flat since late February. 56% of homes that went under contract had an accepted offer within the first two weeks on the market, well above the 43% rate during the same period a year ago. 43% of homes that went under contract had an accepted offer within one week of hitting the market, up from 31% during the same period a year earlier. Homes that sold were on the market for a median of 16 days, a new all-time low and down from 38 days a year earlier.

A record 53% of homes sold above list price, up from 25% a year earlier. The average sale-to-list price ratio, which measures how close homes are selling to their asking prices, increased to 102.1%—3.7 percentage points higher than a year earlier and an all-time high. Other leading indicators of homebuying activity: Mortgage purchase applications increased 0.3% week over week (seasonally adjusted) during the week ending June 4. For the week ending June 10, 30-year mortgage rates decreased to 2.96%. 35% of consumers said it is a good time to buy a home in May, according to Fannie Mae’s homebuying sentiment index, down from 47% in April and 52% in May 2020. Home tours as of June 6 were 26% above their level at the beginning of the year, compared to 40% at the same period in 2020, according to home tour technology company ShowingTime.

(StatePoint) If you contribute a portion of your income to a 401(k), you may think you’re all set for a comfortable retirement. Experts say it’s important to take a closer look at these savings. To help you get started, Lincoln Financial Group is breaking down three common misconceptions about saving for retirement revealed in a recent survey of U.S. employees by Lincoln Financial and CivicScience: • True or False: “Saving enough to meet the employer match is enough to keep me on track for a comfortable retirement.” This one is (most likely) false! An employer match (if offered) is a good place to start, but if you really want to make sure you have enough of a nest egg to retire when and how you want, a good rule of thumb is to save at least 10 to 15 percent of your salary. • True or False: “Paying down my student loan debt as quickly as possible is more important than saving for my retirement.” This can be true…or false, depending on your situation. While you should not delay saving for retirement, it’s a good idea to speak with a financial professional to determine how to strategize paying off debt while also planning for your future. • True or False: “I’ve thought about moving money from an old employer’s 401(k) into my current employer’s 401(k), but it seems like it would be too much of a hassle.” This one is false! While it is important to consider all options of your 401(k) platform prior to making a decision, the process for a rollover is typically very easy and brings multiple benefits. Instead of tracking investment selections, performance or statements for multiple accounts, for example, you’ll only have to monitor a single account. “While there are certainly still some misconceptions when it comes to saving for the future, the majority of those surveyed understand the importance of not delaying saving for later in their careers,” said Aaron Moore, senior vice president, Retirement Plan Client Engagement, Lincoln Financial Group. “This is cause for celebration, as delaying saving for retirement can have a significant impact on future savings. This is another reason why we are focused on working with employers to educate their employees so they can achieve the retirement they envision.” If you’re looking for more ways to help set yourself up for a financially secure future – here are three tips to keep in mind: 1. Check your account. It might sound simple, but logging in regularly (try for at least once a quarter) can help ensure you’re on track with your savings goal. Be sure to use the calculators and projection tools your retirement plan offers. 2. Update (or create) a goal. When you have a goal to work towards, research shows you’ll be more likely to increase your contributions, and therefore, increase your savings. 3. Meet with a professional. If your employer offers retirement consultants, schedule a meeting, or consider speaking with a financial professional, who can help you understand the full picture of your savings and where to focus your efforts.
