CHICAGO NATIVE, FORMER TV EXEC PREPARES FOR 2ND YEAR OF EDUCATING AND EMPOWERING YOUNG BLACK MALES Former television executive producer, Tenisha Taylor Bell, is hosting the Ezekiel Taylor Scholarship Foundation(ETSF) Gala and Fundraiser on Saturday, July 28th at 7 p.m. at the Hilton Hotel Chicago Oaklawn. ETSF provides scholarships, mentorship and life skills workshops to African-American male students impacted by Chicago’s gun violence. The foundation, in its second year, has garnered local and national media attention. The scholars will be presented to the community at the ETSF Gala on Saturday, July 28, 2018. “Congratulations to all of the ETSF winners! WORLD SICKLE CELL DAY KICKS OFF FUND DRIVE FOR A SICKLE CELL MEDICAL CANNABIS CLINICAL TRIAL A coalition led by the Sickle Cell Foundation of Georgia, Inc. (SCFG), recently announced a fundraising campaign to launch the first clinical trials investigating the efficacy of cannabis oil for pain associated with Sickle Cell Disease. The coalition includes Biotech, Inc. and the Phoenix Tears Foundation. The Georgia Legislature made history when Sickle Cell Disease was added to the list of maladies approved for Medical Cannabis opening the door for clinical trials. This is the first clinical trial of its kind in the nation. To assist in this effort, the public can make donations through the SCFG website www. sicklecellga.org/Donate. NEW SIMS LAW WILL EXTEND 72-HOUR ‘COOLING OFF’ PERIOD TO ALL FIREARMS SPRINGFIELD, Ill. - Legislation to extend the waiting period for all firearms has now been signed into law. State Senator Elgie R. Sims, Jr. (D-Chicago) sponsored legislation that would require applicants for any firearm to wait at least 72 hours before they can receive it. “This sweeping ‘cooling off ’ period for guns will protect people throughout the state by keeping guns out of the wrong hands,” said Sims. “The 72-hour waiting period provides a strong and effective tool in our efforts to keep our communities safe.” Before this action, Illinois law mandated a 72-hour waiting period to obtain a handgun after purchase, but assault weapons, including the AR-15 and other military-style weapons, could be received in only 24 hours. “With all of the gun violence we’re seeing in our communities and around the country, we must have the proper regulations in place to keep someone from making a hasty decision that could end their life or someone else’s,” Sims said. Senate Bill 3256 takes effect on Jan. 1, 2019.

Chicago Public Schools recently released a proposed $1 billion budget and capital plan for the 2019 fiscal year. Following the release of the proposed spending plan, a series of public hearings were held across the city to receive public comment on the massive investment. The capital plan hearing held recently at Kennedy King College, located in Englewood, brought up concerns about favoritism in the city, outdated facilities assessments, and whether or not the schools with the greatest needs are going to see investment through this plan. The proposed capital plan, if approved, will be the largest single-year investment in more than 20 years, according to Chicago Public Schools. With this plan, the school district is attempting to address equity issues by investing in educational programming, overcrowding relief, facility maintenance, athletic spaces, and IT and security improvements. “Education investments include state

of the art high schools science labs, high-speed internet access and devices, expansion of free full-day PreK, and IB, STEM, Magnet, and Classical expansion programs. We have three key academic initiatives that support our optimal learning. One is warm, safe, and dry and that is deferred maintenance, then there is education programs, and over crowding,” said Mary De Runtz, Deputy Chief of Capital Planning and Construction. The proposed budget will provide capital projects at over 150 CPS schools, a full list of schools that are being targeted for investment in one way or another is available to view on the Chicago Public Schools’ website. After the quick review of the Final Year 2019 Capital Plan, the microphone was turned over for public comment. Many people spoke out against the plan saying the struggling schools are still going to struggle under this plan. “This is one more example year after year of a gross violation of the law and complete reckless spending and is completely inequitable. You haven’t done any facility needs assessments since 2014 so you don’t know the conditions of your buildings.

There is no facility master plan which is a complete violation of state law,” said Sarah Rothschild, education policy analyst for the Chicago Teachers Union. She went on to ask “why are you building annexes when there are nearby schools with under-enrollment and you could just adjust the attendance boundary?” Part of the proposed budget plan includes building annex buildings for overcrowded schools, but many people at the meeting voiced their opinions that money would be better spent on improving education at existing neighborhood schools which would encourage families to enroll and therefore alleviate overcrowding. “We are not against any schools getting the necessary repairs and upgrades that they need and we are not here to say any school doesn’t deserve something, most schools have waited far too long for facility upgrades. What we are asking is for information on how CPS chooses who has to wait and who doesn’t,” said Deb Hass on behalf of Raise Your Hand For Illinois Public Education. Veterans owed refunds for overpayments WASHINGTON - The Internal Revenue

Service is advising certain veterans who received disability severance payments after January 17, 1991, and included that payment as income that they should file Form 1040X, Amended U.S. Individual Income Tax Return, to claim a credit or refund of the overpayment attributable to the disability severance payment. This is a result of the Combat-Injured Veterans Tax Fairness Act passed in 2016. Most veterans who received a one-time lump-sum disability severance payment when they separated from their military service will receive a letter from the Department of Defense with information explaining how to claim tax refunds they are entitled to; the letters include an explanation of a simplified method for making the claim. The IRS has worked closely with the DoD to produce these letters, explaining how veterans should claim the related tax refunds. STATUTE OF LIMITATIONS The amount of time for claiming these tax refunds is limited. However, the law grants veterans an alternative timeframe – one year from the date of the letter from DoD. Veterans making these claims have the normal limitations period for claiming a refund or one year from the date of their letter from the DoD, whichever expires later. As taxpayers can usually only claim tax refunds within 3 years from the due date of the return,

this alternative time frame is especially important since some of the claims may be for refunds of taxes paid as far back as 1991. AMOUNT TO CLAIM Veterans can submit a claim based on the actual amount of their disability severance payment by completing Form 1040X, carefully following the instructions. However, there is a simplified method. Veterans can choose instead to claim a standard refund amount based on the calendar year (an individual’s tax year) in which they received the severance payment. Write “Disability Severance Payment” on line 15 of Form 1040X and enter on lines 15 and 22 the standard refund amount listed below that applies: $1,750 for tax years 1991 – 2005 $2,400 for tax years 2006 – 2010 $3,200 for tax years 2011 – 2016 Claiming the standard refund amount is the easiest way for veterans to claim a refund, because they do not need to access the original tax return from the year of their lump-sum disability severance payment. SPECIAL INSTRUCTIONS All veterans claiming refunds for overpayments attributable to their lump-sum disability severance payments should write either “Veteran Disability Severance” or “St. Clair Claim” across

the top of the front page of the Form 1040X that they file. Because all amended returns are filed on paper, veterans should mail their completed Form 1040X, with a copy of the DoD letter, to: Internal Revenue Service 333 W. Pershing Street, Stop 6503, P5 Kansas City, MO 64108 Veterans eligible for a refund who did not receive a letter from DoD may still file Form 1040X to claim a refund but must include both of the following to verify the disability severance payment: A copy of documentation showing the exact amount of and reason for the disability severance payment, such as a letter from the Defense Finance and Accounting Services (DFAS) explaining the severance payment at the time of the payment or a Form DD-214, and A copy of either the VA determination letter confirming the veteran’s disability or a determination that the veteran’s injury or sickness was either incurred as a direct result of armed conflict, while in extra-hazardous service, or in simulated war exercises, or was caused by an instrumentality of war. Veterans who did not receive the DoD letter and who do not have the required documentation showing the exact amount of and reason for their disability severance payment will need to obtain the necessary proof by contacting the Defense Finance and Accounting Services (DFAS).

Freedom Trail Hike Explores The History Of Underground Railroad In Illinois BY KATHERINE NEWMAN

The Little Calumet Underground Railroad Project recently hosted their first Walking the Freedom Trail hike in Beaubien Woods near the Little Calumet River. The hike was led by Tom Shepard and Larry McClellan who walked participants through the woods and told the story of the thousands of escaped slaves that came through the forest on their journey to freedom. “Out here in the far south side, thousands of escaped slaves came through this area during the mid-1800’s before the civil war. They were freedom seekers that were coming up to Chicago and going either into Chicago or moving onto where they would be free up in Canada or points eastward where the bounty hunters didn’t go like Pennsylvania and New York,” said Shepard. During this time, the area was home to several Dutch farmers who had immigrated to the United States from Holland. Aside from being farmers, they were also abolitionists. One in particular, Jan Ton, opened his farm to freedom seekers as a safe house. “What we are hoping to do is recreate a little bit of the trail that the freedom seekers might have taken back in the 1850’s or so and we are out near the site of the Jan Ton Farm who was

The Little Calumet Underground Railroad Project is a fairly new organization that just came into existence at the end of last year. Coincidentally, at the same time this organization was forming, the Cook County

Forest Preserve was looking for a new way to breathe life into Beaubien Woods which is one of the most underutilized forest preserves in Cook County, according to Shepard. “The Cook County Forest Preserve has embarked on improving and highlighting the Beaubien Woods Forest Preserve because it is one of the least used forest preserves in the county system. Our timing was just perfect because we began our effort about the same time they were looking for something to spark a flame at Beaubien Woods Forest Preserve,” said Shepard. A possible pavilion and a memorial to the Underground Railroad in Beaubien Woods is being discussed by the Cook County Forest

Collins: Governor’s Crosscheck veto hurts all Illinoisans CHICAGO – Governor Bruce Rauner has rejected legislation co-sponsored by State Senator Jacqueline Collins (D-Chicago) that would have ended Illinois’ participation in the Crosscheck system. “Crosscheck threatens the rights of Illinoisans to participate in our democracy,” Collins said. “It has been used as a discriminatory tool to purge voter rolls in other states, a practice which we attempted to prevent here. I am disappointed that the governor chose to continue to use this faulty system that also puts all Illinois voters’ information at a cybersecurity risk.” Senate Bill 2273, co-sponsored by Collins, would have discontinued Illinois’ involvement in the controversial Crosscheck system, which is used by election authorities to identify voters who may be registered in multiple states.

Crosscheck has been found to adversely affect voters with similar last names by disregarding middle names and designations like Jr. or Sr. and only comparing first and last names. Furthermore, Crosscheck takes inadequate measures to

safeguard voters’ personal data from cybersecurity threats, according to a press release. “Illinoisans should be able to participate in our democracy without fear of their personal identification being compromised,” Collins said. “I will continue to work to end Illinois’ participation in Crosscheck,” she said. www.thechicagocitizen.com

Want better business? Invest in public transit BY PAUL P. SKOUTELAS

Earlier this year, an Amazon executive called officials in Detroit to explain why the city had fallen out of contention for the retail giant’s new headquarters. The main reason? The lack of investment in Detroit’s regional public transit. The city doesn’t have enough downtown workers to fill all the jobs the headquarters would create. And without reliable public trains and buses, there’s no easy way for suburbanites to commute into Detroit without a car. The Motor City’s predicament isn’t unique. Inadequate public transportation networks are hampering the economic ambitions of dozens of American cities. Robust funding for public transit can help them get back on track. A reliable, well-maintained public transportation system is now a requirement for many businesses scouting for new locations. In 2014, for example, State Farm brought 3,000 new jobs -- and 8,000 total — to an Atlanta campus served by one of the city’s MARTA rail lines. Localities that have invested in public transit have seen those investments pay back in spades. In Chicago, home values along the city’s Brown Line -- which was reconstructed and modernized a decade ago — shot up 55 percent between 2000 and 2014. Higher home values and more development aren’t just good for residents -- they’re also good for city coffers, as they result in more property tax revenue. That’s certainly been the case in metropolitan Washington, D.C. Property values are 7 percent to 9 percent higher near Metro rail stations; that property delivers $3.1 billion in tax revenue a year. Unfortunately, as a nation, we have largely failed to learn from cases like these. Thanks to a lack of funds and resources, public transit officials have been forced to focus on repairs and maintenance, rather than on expanding economic opportunity with new transit networks. Cities are keeping trains and buses running beyond their normal lifespans. A 2015 report from the Department of Transportation found that over 30 percent of the tracks, bridges, and tunnels in the United States were in poor condition as of 2012. And the American Society of Civil Engineers gave the nation’s public transportation infrastructure a D minus -- the lowest grade given to any category of U.S. infrastructure. That neglect has real consequences for American businesses. In 2015, a record-breaking Boston snowfall buried the nation’s fifth most-used public transit system. As a result, Boston lost $40 million in revenue and recovery costs. Unless the United States clears its public transit project backlog, businesses will lose a collective $340 billion in sales by 2023. This dim outlook for public transit and the businesses that depend on it can be reversed. But making that happen will take a commitment from Congress. Congress’s 2018 spending bill was a step in the right direction. Passed in March, the measure included $1.5 billion in Transportation Investment Generating Economic Recovery grants (TIGER) and $2.6 billion in Capital Investment Grants. But there’s more to be done. Congress must ensure that its 2019 spending bill matches or exceeds those levels of funding. Lawmakers must also replenish the Highway Trust Fund, which pays for surface transportation projects will face a $20 billion funding gap by 2020. Ignoring these funding needs will cost us. Without the $90 billion needed to modernize our nation’s public transit system, America will forgo $109 billion in household income and 162,000 new jobs. By committing to rebuilding our nation’s public transportation infrastructure, Congress can make sure cities like Detroit are ready next time Amazon comes calling. Paul P. US IT Sector Adds an Estimated 9,600 Jobs in June, CompTIA Analysis Reveals The U.S. information technology (IT) sector added an estimated 9,600 new jobs in June, extending its current streak of employment gains to five consecutive months, CompTIA, the leading technology industry association, reported recently. For the year, IT sector employment has increased by an estimated 48,900, according to CompTIA’s analysis of the latest Bureau of Labor Statistics “Employment Situation” report. Thereport includes some contradictory signals in IT employment. While the IT sector added jobs, IT employment across all sectors of the economy was down 90,000 jobs.

“Despite the mixed bag of results in the tech labor market over the past several months, demand for tech talent remains strong,” said Tim Herbert, senior vice president for research and market intelligence at CompTIA. “There will always be a degree of volatility in BLS data from month-to-month. Over the long-term, we expect the growth trajectory to continue.” CompTIA’s analysis finds that June job growth occurred in four categories: • IT services, custom software development and computer system design added 6,000 positions. This category

has grown by some 41,000 jobs through the first half of 2018. • Computer, electronics and semiconductor manufacturing increased by 5,100 jobs, including gains in the sub-categories of electronic instruments (+ 3,100) and semiconductors and electronic components (+ 1,700). So far this year tech manufacturing employment has expanded by 14,100 jobs. • Data processing, hosting and related services added 1,100 jobs, reversing May’s slight step back in employment. For the year, this category has grown by some 10,000 positions. • Other information services, including search portals grew by a modest 600 jobs.

Telecommunications employment declined by 3,200 positions in June. This category has shrunk by some 18,200 jobs so far this year; and has shed an estimated 30,700 jobs over the past 12 months. “This reflects the ongoing dynamic of telecom companies pursuing growth in new areas such as the Internet of Things, 5G and IT services, while contending with the maturing technologies and business models of the past,” Herbert said. ENTERTAINMENT Rafting Season on Colorado’s Arkansas River Remains Strong

Run, river, run... That’s exactly what the Arkansas River is busy doing, even in what is perceived as a particularly dry season. Water levels are still ideal for whitewater rafting, all sections are open and business is good, according to members of the Arkansas River Outfitters Association (AROA). Surprised? That dreaded ‘D’ word – drought – is fueling rumors that whitewater rafting is having a tough time. Not at all, says Travis Hochard, Vice President of AROA. Quite the opposite. “We’re having a phenomenal year. We have half our rafting reservations still to go. We’ll operate through Labor Day as we

always do and fully anticipate great rafting then, too,” says Hochard. Several factors contribute to the area’s positive vibe. For starters, the Voluntary Flow Management Program (VFMP) kicked-off on July 1. Central Colorado’s ‘secret weapon,’ the VFMP, is an ingenious system to keep river recreation and fun flowing. In July and August when other rivers reduce to a trickle, the VFMP augments water flow levels using imported water released from area reservoirs. NEWS 44% Of Workers Would Quit Their Job For A Bigger Paycheck Money really does talk, suggests new research from the staffing firm OfficeTeam. More than two in five workers (44 percent) said they’d leave their job for one with better pay. Among professionals in the 28 U.S. cities surveyed, those in Des Moines, Cleveland, Philadelphia and Salt Lake City are most attracted by a bigger salary. In terms of gender, 47 percent of women would resign if offered more money elsewhere, compared to 40 percent of men. Whatever the reason for leaving, employees should have a good exit plan when parting ways with a company. In a separate survey of HR managers, 83 percent said the way someone quits affects their future career opportunities. CALENDAR Half-day Fest for Dogs and Their People For 25 years, the West Suburban Humane Society has celebrated everything dog at their annual Barkapalooza. This half-day, familyfriendly fest for dogs and their people, will return to Lisle Community Park located at 1825 Short Street in Lisle, Illinois, on Sunday, September 30, 2018, from 10:00 a.m. to 2:00 p.m. This extremely dog-friendly event allows pet owners, prospective pet adopters, and allaround pet lovers to raise money for homeless dogs and cats through a Dog Walkathon and Pet Expo full of pet-related vendors. Participants are encouraged to collect pledges for the walkathon, and all proceeds will support the West Suburban Humane Society, at their signature annual fundraiser. Animal lovers can explore the Pet Expo at Barkapalooza, for a $20 donation fee, where a wide variety of pet-focused vendors such as The Happy Dog Barkery, Bow Wow Tique, Pampered Pooch Couture, and more will be featured along with breed specific rescue groups of all sorts from Shih Tzus to Shar Peis and many others. Pet owners may have their pets microchipped for $35, a fee which benefits the West Suburban Humane Society. A blessing for the animals will be given at 10:00 a.m. to kick off the event, and the Skydogz Frisbee Team and the West Suburban Humane Society Alumni Agility Dogs will also perform. For the kids, there will be clowns, face painting, balloon sculptures, a “Kids and Kindness Zone,” scavenger hunt, and other games. Food trucks and food vendors will be onsite throughout the event with human food, dog treats, and refreshments for all. Barkapalooza will occur rain or shine, and there is no entry fee to attend plus parking is free and plentiful. The adult event fee for the walkathon is $20, while children 12 and under may walk for free and all receive a free goody bag for registering in the walk. Walkers with $100 or more in collected pledges will have their registration fee waived and walk for free. Participants may set up fundraising websites by visiting www.firstgiving.com/wshs. Fundraising for the walkathon is not necessary to attend Barkapalooza, but it is highly encouraged.
