HAMPTON UNIVERSITY TO OFFER FREE ENROLLMENT, ROOM & BOARD TO UNIVERSITY OF THE BAHAMAS STUDENTS DISPLACED BY HURRICANE DORIAN In an effort to help those students and families affected by Hurricane Dorian, Hampton University is entering into an agreement with the University of the Bahamas-North to allow students who have been displaced by the hurricane to continue their education on HU’s campus. “I think this agreement is something that can be helpful to a great number of students and families, and is part of something I’ve tried to do my entire career – helping people to achieve and meet their goals,” said Hampton University President, Dr. William R. Harvey. Students from the University of the Bahamas-North will be able to attend classes at Hampton for the fall 2019 semester, receive room and board for one semester, and will have the option to stay at Hampton once the semester is over at regular rates for tuition and fees. South Side Alderman Introduces Two Ordinances And Defers Zoning Committee Appointment Continued from page 1 BY KATHERINE NEWMAN

Ninth Ward Alderman Anthony Beale recently introduced two ordinances to Chicago’s City Council that, if approved, will create a tax increment financing (TIF) district on 95th Street between South State Street and South Cottage Grove Avenue and rezone a surrounding area for the development of detached houses. The two ordinances that were introduced by Ald. Beale at the most recent city council meeting are meant to spark a community-led planning process for the development of 95th Street between State Street and Cottage Grove Avenue. Beale has asked the city of Chicago’s Department of Planning and Development to consider designating the area on 95th Street as a TIF district and the ordinance goes on to say that the Department is “authorized and directed” to make an acquisition map in case the use of eminent

domain is necessary. Tax Increment Financing is a tool that the city of Chicago uses to generate money for economic development in specific geographical areas. TIF districts allow the city to re-invest all new property tax dollars back into the neighborhood from which they came, according to information provided by the Cook County Clerk’s Office. If passed, the second ordinance Beale introduced at the recent city council meeting would downzone properties on State and 95 Streets from C1-1 Neighborhood Commercial District, B3-1 Community Shopping District, and RS-3, Residential Single-Unit District to those of an RS-1 Residential Single-Unit District. This rezoning would make way for the development of single-family homes. Beale’s focus on 95th Street comes after an announcement from the Governor’s office that the 95th Street Metra Station, the closest station to Chicago State University, will be the first to be upgraded as a result of

Governor J.B. Pritzker’s $41.5 billion capital plan that was passed earlier this year. “We are glad that Governor Pritzker has made needed funds available,” said Alderman Beale. “However, after waiting all this time, we want to ensure that the needs of the community are heard so whatever gets done will take into account the needs and interests of the community, not those of a particular city department. This is what aldermen are elected to do, to meet with and fight for the communities we serve.” Beale said that he plans to work with the community and the Chicago Transit Authority to make sure that the community’s interests are served as they upgrade the Metra Station and attempt to bring development to 95th Street. In addition to introducing two new ordinances, Ald. Beale also successfully deferred the approval of Chicago Mayor Lori Lightfoot’s appointment of James Rudyk Jr. to the Zoning Board of Appeals during the recent city council meeting.

US HEALTH OFFICIALS URGE INFLUENZA AND PNEUMOCOCCAL DISEASE VACCINATION New data released recently by the National Foundation for Infectious Diseases (NFID) revealed that only 52 percent of US adults plan to get vaccinated against influenza (flu) this season. Representatives from NFID and other leading public health and medical organizations urged the public and healthcare professionals to follow the CDC recommendation for everyone age 6 months and older to get vaccinated against flu annually. “Many people underestimate the severity of flu, yet we know flu causes hundreds of thousands of hospitalizations and tens of thousands of deaths each year in the United States,” said Secretary of Health and Human Services Alex M. Azar, II. “When it comes to protecting people from flu, our best preventive tool is an annual flu vaccine. It can safely prevent flu illnesses, hospitalizations, and deaths,” added Secretary Azar. PRECKWINKLE REAFFIRMS COOK COUNTY’S COMMITMENT TO PROTECTING IMMIGRANTS AMID LOCAL ICE RAIDS Cook County Board President Toni Preckwinkle recently affirmed Cook County’s commitment to protecting immigrant communities, following reports of Immigration and Customs Enforcement (ICE) detaining residents recently. In 2007, Cook County declared itself a Fair and Equal County for Immigrants. The series of raids in the region follows the U.S. ICE press briefing claiming that sanctuary policies threaten public safety and local jurisdictions are complicit in crimes committed by immigrants. According to a press release, Cook County cooperates with other government entities to the extent required and permitted by applicable law, but in the absence of a criminal warrant, does not detain anyone, regardless of their immigration status, after a judge determines that he or she should be released. To do otherwise would subject the County to liability for unlawful detention and infringe upon that individual’s rights, the press release further stated.

Redfin Survey: 38% of Homebuyers and Sellers Hesitant to Move to a Place Where They’d Be in the Political Minority Thirty-eight percent of homebuyers and sellers would be hesitant about moving to an area where most residents have differing political views from their own, down from 41 percent in 2017 and 42 percent in 2016, according to a recent report from Redfin (www.redfin.com), the technology-powered real estate brokerage. They’re much more likely to be open to the idea of moving to a place where they’d be in the racial, ethnic or religious minority, with just 22 percent saying they’d be hesitant about it. The report’s findings are based on a June Redfin-commissioned survey of more than 3,000 U.S. residents who bought or sold a primary residence in the last year, or plan to in the next 12 months. Where possible and applicable, results were compared with those from similar past surveys. “This decade’s tumultuous political climate has widened the aisle between parties not only in Congress and the voting booth, but in our nation’s communities,” said Redfin Chief Economist, Daryl Fairweather. “While the share of homebuyers and sellers who hesitate about moving to a place where most people have different ideologies has been declining, I imagine tensions will start to flare again

as we head into the 2020 election year. As more people—especially young professionals—head inland from blue coastal cities seeking affordability in smaller inland metros, it’s likely they will seek out communities where they’ll live, work and send their kids to school with like-minded people. We expect to see red places in the middle of the country become redder and the blues bluer as the migration trends we’ve been reporting continue.” Sixteen percent of respondents would be enthusiastic about moving to an area where most residents have differing political views, a notable increase from 9 percent in 2017 and 8 percent in 2016. Nearly half of homebuyers and sellers—46 percent—would be neutral at the prospect. Broken down by age, 23 percent of respondents aged 25 to 34 would be enthusiastic about moving to an area where most residents do not share their political views, a higher share than any other age group. Just 6 percent of people aged 65 and over would be enthusiastic at the prospect. When the responses are broken down by race, 40 percent of white homebuyers and sellers said they’d be hesitant about moving to an area where most residents have different political views, a higher share than any

other racial group. Black and African American respondents were most likely to be enthusiastic at the prospect (22 percent reported enthusiasm, versus 14 percent of white respondents). Non-white respondents to the surveys included people who indicated their race was black or African American, East Asian or Asian American, Latinx or Hispanic American, Middle Eastern or Arab American and Native American. Young people are most likely to be enthusiastic about moving to an area where most people are a different race than they are Twenty-nine percent of homebuyers and sellers would be enthusiastic about moving to an area where they’d be in the racial, ethnic or religious minority. A smaller share—22 percent—would feel hesitant at the prospect, and just about half of respondents said they feel neutral about it. The June 2019 survey was the first time Redfin asked this question. Forty-one percent of people under 25 years old would feel enthusiastic about moving to an area where most residents are a different race, ethnicity or religion than they are, more than any other age group. The older the respondent, the less likely they were to say they’d be enthusiastic about moving to

a place where they would find themselves in the minority, with just 16 percent of people aged 65 and older reporting enthusiasm. Forty-three percent of black or African American people would be enthusiastic about moving to an area where most residents are of a different race, ethnicity or religion, a higher share than any other respondent racial group. White respondents were the least likely to say they’d be enthusiastic about moving to a place where they’d be in the minority, with just 26 percent indicating that response. Just 10 percent of black or African American respondents said they would be hesitant to move to an area where they’d be in the minority, less than any other group, versus 25 percent of white respondents, more than any other group. It’s possible respondents felt more comfortable expressing their hesitancy about moving to a place where they’d be in the political minority than moving to a place where they’d be in the racial minority, as it has become acceptable and common place to openly avoid interaction with people of different political opinions. At-home blood pressure tests more accurate for African Americans Cardiologists know that when patients use a blood pressure cuff at home, they have a significant head start on managing their heart health risk. Now, researchers have learned the added value for African Americans. According to the American Heart Association, African Americans have the highest rates of disability and death related to high blood pressure of any group in the United States. Researchers at UT Southwestern Medical Center studied data from the Dallas Heart Study and learned that at-home measurements are more accurate, less expensive, and easier to obtain than blood pressure screenings done in medical settings. Patients’ readings tend to be higher in the clinic due to stress or anxiety. “Our study shows that African American men and women who are taking medications to control their hypertension should monitor their blood pressure at home on a regular basis. These home-taken readings are a more accurate measure of how healthy the heart is than clinic readings when compared to other ethnic groups,” said Dr. Wanpen Vongpatanasin, professor of Internal Medicine, at UT Southwestern and director of the Hyperten-

sion Section and its Hypertension Fellowship Program. Checking blood pressure in the clinic alone may miss the opportunity to prevent heart disease, especially in high-risk hypertensive black patients, she added. The risks are substantial. Having hypertension can potentially lead to heart failure, stroke, kidney failure, and premature death. “The debate among cardiologists has been whether measuring blood pressure in the clinic can lead to under-treatment or over-treatment of hypertension,” said Dr. Vongpatanasin. “We wanted to see if measuring blood pressure at home would give us a more accurate picture of heart health.” The research team assessed 1,262 black and 927 white participants ages 30-64 years. At-home blood pressure measurements were found to be more likely to predict potentially dangerous thickening of the left heart chamber than blood pressure taken at the doctor’s office. The study, published in the journal Hypertension, is one of the few to examine an at-home approach to blood pressure monitoring in African Americans. After 10 years of planning, Metra finally broke ground on Monday for a new, $20 million station in Auburn Gresham. The long awaited project at 79th Street and Lowe Avenue was first conceived by former Alderman Latasha Thomas (17th) and later spearheaded by state Sen. Jacqueline Collins (D-16th) and state Representative Mary Flowers (31st) in the Illinois Legislature; U.S. Rep. Bobby Rush (1st) in Congress; Ald. David Moore (17th) in City Council; and Cook County Board President Toni Preckwinkle. “I’m excited and hopeful that the Auburn Park Metra Station will be more than an added convenience for consumers but rather a key part of economic renaissance for this hard hit area,” said Collins. “This station is also a crucial step in the direction of equalizing infrastructure investments across all communities.” Metra contractor, T.Y. Lin International Inc., has completed about 60 percent of the design phase and expects to be finished by December 2019,

Haley, professor of Internal Medicine and Director of the Division of Epidemiology, helped design the Dallas Heart Study in the late 1990s. They considered Dr. Victor to be a mentor and close colleague. “The Dallas Heart Study is one of the nation’s first major population studies designed to focus on the specific heart disease issues of African Americans,” Dr. Haley said. “The idea arose from Dr. Victor’s concerns over the disproportionate numbers of young black men and women with advanced heart disease that he treated over the years. Although long recognized, he felt the causes and solutions of their disease were not being addressed.” Dr. Haley holds the U.S. Armed Forces Veterans Distinguished Chair for Medical Research, Honoring Robert Haley, M.D., and America’s Gulf War Veterans. Dr. Vongpatanasin holds the Norman and Audrey Kaplan Chair in Hypertension and the Fredric L. Coe Professorship in Nephrolithiasis Research in Mineral Metabolism.

according to Jim Derwinski, CEO and executive director of Metra. Upon completion, Derwinski said Metra would then solicit bids from general contractors to start the construction phase with a goal of opening the new station within a year. The closest Metra station to the pending Auburn Park station is one mile away at 87th and Halsted Street and that can be a “hike’ for 32 year-old Wendy Silver. “I moved to Auburn Gresham three years ago but I did not do my homework and learn more about the neighborhood,” explained Silver. “I have two small kids and I have to drop them off at the

daycare before I go to work, which is a constant struggle for me.” Preckwinkle said more South Side and south suburban stations are needed and the county is prepared to put its “money on the table to help make this happen by subsidizing more stations.” Thomas was on hand to participate in the groundbreaking, a project that first began under her watch as alderman. “I am still a part of this community and will remain a supporter of the 17th Ward,” Thomas told the Chicago Citizen. “Today is a wonderful day because something that was started years ago has

finally come to fruition, and for that I am very grateful.” The new station is personal for Carlos Nelson, CEO of the nonprofit Greater Auburn-Gresham Development Corporation, whose office is a little over a mile away from the upcoming station. Nelson said growing up, he’d “always hear this big train (Metra Rock Island) zipping past every so often, never knowing where it was going. All I knew is that this loud train would ride pass my community and not stop. Well, those days are over. Now, when I hear that train coming, I know it will stop right here in Auburn Gresham.” www.thechicagocitizen.com

The Chicago City Council recently passed a resolution calling for the establishment of the Chicago Descendants of Enslaved Africans Reparations Commission to ensure equity, equality, and parity for citizens of African descent in Chicago who are experiencing poverty and to explore what can be done to close racial gaps in homeownership, educational funding, healthcare, government contracts, and anything else they find that needs to be addressed. The resolution was sponsored by several Alderman including Sixth Ward Alderman Roderick Sawyer, Eighth Ward Alderman Michelle Harris, and Seventh Ward Alderman Greg Mitchell. The resolution was pioneered in part by Dr. Willie Wilson, a local businessman and a former candidate for Mayor of Chicago. “I’m glad to serve as Alderman of the Sixth Ward and co-sponsor of this ground breaking resolution,” said Alderman Roderick Sawyer. “We know that this is going to be an uphill battle but we cannot stop this conversation. We have to keep the conversation going for the African descendants of slaves here in Chicago, in the state of Illinois, and in the United States of America. We have to have a discussion about reparations to repair the disparities that we’ve had.” The resolution lays out several reasons why reparations are needed for descendants of enslaved Africans living in Chicago. The resolution states that

“African Americans continue to suffer extraordinary disparities in economic, educational, health, housing, unemployment and poverty outcomes.” Sawyer went on to talk about racial disparities in health care, education, and housing and said that it wasn’t until recently that he came to the realization that the fight for reparations has been going on for over a century and acknowledged that it is something worth fighting for. “We are at the bottom or the top of every key category, we are at the top when it’s bad and the bottom when it’s good and we need to correct that. The only way we can correct it is by being here and talking about the repair and the rehabilitation and all the elements that have been talked about. We don’t have to study it anymore, we have to implement it. We need reparations now,” said Sawyer.

Unemployment Rate Falls to Historic Low in August The Illinois Department of Employment Security (IDES) recently announced that the unemployment rate was 4.0 percent in August, down 0.2 percentage point from the prior month, based on preliminary data provided by the U.S. Bureau of Labor Statistics (BLS) and released by IDES. The August unemployment rate was the lowest monthly unemployment rate for the state on record. Nonfarm payrolls were stable compared to the prior month, down -1,400 jobs. The July monthly change in payrolls was revised from the preliminary report (from -400 to +1,300 jobs). The state’s unemployment rate is +0.3 percentage points higher than the national unemployment rate reported for August 2019, which was 3.7 percent and unchanged from the previous month. The Illinois unemployment rate was down -0.2 percentage point from a year ago when it was 4.2 percent. Illinois payroll employment has shown variability since the beginning of the year, as have national payrolls. Average payroll employment growth in Illinois during the June to August three-month period, which provides a more stable measure of payroll employment change, was +2,500 jobs, with the largest gains in Educational and Health Services (+900), Government (+900) and Financial Activities (+700). “We are pleased that Illinois’ unemployment rate is at its lowest level ever and will continue to focus on making sure that our economy works for everyone,” said Deputy Governor Dan Hynes. “This administration prioritized creating an environment where Illinois could create more good jobs that raise wages for working people in this state. The number of unemployed workers decreased from the prior month, -3.7 percent to 262,500, a record low, and was down -4.0 percent over the same month for the prior year. The labor force was up +0.1 percentage point over-the-month and +0.7 percentage point over-the-year. The unemployment rate identifies those individuals who are out of work and are seeking employment. An individual who exhausts or is ineligible for benefits is still reflected in the unemployment rate if they actively seek work. Does Your Child or Teen Experience Migraines? What to Know StatePoint - The pain and symptoms that accompany migraines can be debilitating. For children and teens, it can mean missed school days, absence from social or sporting events and activities at home. To evaluate migraine treatment in children and teens, new guidelines from the American Academy of Neurology (AAN) and the American Headache Society looked at two areas: acute treatments to stop or lessen pain and other symptoms during a migraine, and treatments to prevent or reduce how often migraine attacks occur. “The good news is that there are effective treatments for children and teens for migraine attacks when they occur,” says guidelines lead author, Dr. Maryam Oskoui, McGill University, and an AAN fellow. Based on the guidelines, families dealing with pediatric migraines should consider the following: • Clinicians make a migraine diagnosis based on the intensity and duration of pain, how many attacks a person has had, and whether they’re accompanied by associated

symptoms like nausea, vomiting and sensitivity to light and sound. Those with migraines should get a diagnostic evaluation that includes a careful medical history, as well as general physical and neurological examinations conducted by a neurologist or headache medicine

Many of these issues can be addressed with healthy habits, like nutritious foods, regular exercise, adequate hydration and sleep. • Ask your child’s neurologist about the risks and benefits of preventive medication and appropriate acute treatment. For example, in studies, the drug amitriptyline combined with cognitive behavioral therapy (CBT) -- which employs techniques like relaxation and coping strategies -- was more beneficial than amitriptyline combined with headache education in reducing migraine attack frequency and migraine-related disability. However, it’s important to note that amitriptyline may increase the risk of suicidal thoughts and behavior. “The benefit of CBT alone or in combination with other treatments in migraine prevention warrants further study,” says Dr. Oskoui. • Treat migraines as soon as your

child or teen becomes aware of one starting. For children and teens, medications such as ibuprofen and triptans can help relieve pain during an attack. For teens, consider the combination sumatriptan/naproxen. • Families and neurologists should carefully weigh the use of treatments not proven to be effective in children and teens. For example, while botulinum toxin is effective in preventing migraine in adults, it hasn’t shown the same effectiveness in children and teens. And while some of the newest treatments, including calcitonin gene-related peptide antibodies and other similar drugs and devices are effective for adults, the study of their pediatric use is only beginning.
