Raw Dough’s a Raw Deal and Could Make You Sick

Do you find it hard to resist gobbling up a piece of raw dough when making cookies, or letting your children scrape the bowl? Do your kids use raw dough to make ornaments or homemade “play” clay? Do you eat at family restaurants that give kids raw dough to play with while you’re waiting for the food? If your answer to any of those questions is yes, that could be a problem. Eating raw dough or batter—whether it’s for bread, cookies, pizza or tortillas—could make you, and your kids, sick, says Jenny Scott, a senior advisor in FDA’s Center for Food Safety and Applied Nutrition. \Why? Flour, regardless of the brand, can contain bacteria that cause disease. In 2016, the U.S. Food and Drug Administration (FDA), along with the Centers for Disease Control and Prevention (CDC) and state and local officials, investigated an outbreak of infections that illustrated the dangers of eating raw dough. Dozens of people across the country were sickened by a strain of bacteria called Shiga toxin-producing E. coli O121.

For more than a decade, Illinois has used the hospital assessment program to funnel billions of dollars to help fund Medicaid services to the state’s poorest residents at hospitals in Chicago and statewide. But the hospital assessment program may go away for local hospitals like Roseland if Governor Bruce Rauner doesn’t reinstate the program by June 30, 2018. Safety-net hospitals employ 25,000 people statewide and the hospital assessment program generates $4 billion dollars each year for hospitals, according to the Association of Safety-Net Community Hospitals. Tim Egan, president of Roseland Hospital explained that Roseland Hospital, which he calls the “economic engine of the community,” could lose $6.6 million if the hospital assessment program is shut down, adding, the hospital still needs an additional $10 million to keep operations running. “To say that we’re not a safety-net hospital is immoral,” Egan said. Illinois State Representative Robert Rita said the Roseland Hospital has struggled financially over the years, but has managed to work everything out until now. “If this hospital shuts down, this would be devastating to the community,” Rita said. “Where would someone in a seven-mile radius go? Then you look at the employees who live in the community would lose their jobs.” Illinois State Senator Emil Jones III said ironically, the state of Illinois recently identified $200 million in additional funding that can be distributed to Medicaid hospitals like Advocate Hospital. “They’re taking away from the poor hospitals and giving to the rich hospitals,” Egan said. “It doesn’t make any sense that anything would be cut from any safety-net hospital. Why would you cut if you’re bringing in $200 million more?” Egan continued to explain that outside experts researched and found that the state of Illinois can distribute an additional $300 million, resulting in a pool of $500 million for the Illinois Hospital Assessment program. Yet, money is still being taken away from hospitals like Roseland, which may be shut down, he said.

On Sept. 18, 2017, the Illinois Health and Hospital Association (IHA) shared preliminary hospital data for its most recent assessment model. In the most recent model, Roseland Hospital loses more than $19 million in assessment payments. The reduction to Roseland Hospital and other similar safety net hospitals is due to the fact that the data IHA is using in its new model to formulate payments does not include Managed Care Organization (MCO) denials or settlements between hospitals and managed care organizations, according to House Bill 4099. Therefore, the data shared by the IHA is, according to the safetynet hospitals, up to 30 percent inaccurate. The large reduction to Roseland Hospital would result in the hospital closing in a matter of weeks. “Just to cut almost $20 million out of their budget would completely devastate this hospital,” Jones said. “If I have to camp out here 24/7 to prevent Roseland Hospital from shutting down, I would.” Jones explained that a bi-partisan task force has been established to work with IHA and state agencies to form a better formula, but the numbers that IHA presented to the task force in November were still outdated. He continued to say that he believes at this point, Governor Bruce Rauner needs to get involved like previous Governors who understood what Roseland hospital meant to the community and to the community’s economic development. “Time is running out and folks need to come to the table,” Jones said. “They know where we need to be and they know exactly what they need to do. They just need to agree and do it.” John Hoffman, communications director for the Illinois Department of Healthcare and Family Services, said safety net hospitals have always been an important part of the department’s mission to provide healthcare access in struggling communities and will continue being part of the evolving healthcare delivery system in Illinois. “Our overall goal for the program going forward should be to ensure that payments to hospitals follow services for Medicaid beneficiaries,” Hoffman said. “Dollars should be invested in a way that makes sure quality care is provided to those with limited resources, regardless of where they live.”

Tom Cullerton leads discussion to help remedy Legionaries’ disease epidemic State Senator Tom Cullerton (D-Villa Park) recently convened a joint bipartisan hearing of the Senate and House Veterans Affairs Committee to examine the Legionnaires’ disease outbreak at the Illinois Veterans Home at Quincy to help better serve and protect Illinois veterans. The joint committee heard from representatives from the Illinois Department of Veterans Affairs, Illinois Department of Public Health and the Centers for Disease Control and Prevention to examine and research the response and protocol in place to prevent similar outbreaks of Legionnaires’ disease at Illinois veterans’ homes. In December, he toured and met with staff and residents at the Illinois Quincy Home for Veterans to better understand the protocol at the home. Cullerton was impressed with the care and service patients received. However, Cullerton was disappointed that senior staff from the governor’s office did not provide testimony or make themselves available to answer questions before the committee to help give the public greater insight. A veteran himself, Cullerton plans to hold additional hearings to further examine and institute best practices in veterans’ facilities throughout the state.

Cook County Assessor’s Office Mails Annual Senior and Senior Freeze Exemption Renewal Applications

Cook County Assessor Joseph Berrios’ Office has mailed Senior and Senior Freeze Exemption renewal applications for Tax Year 2017. Legislation crafted by Berrios will result in additional savings for these exemptions that will appear as deductions on Second Installment Property Tax Bills mailed this coming summer. Nearly 300,000 applications were mailed to seniors who received the exemptions last year. The application deadline is Wednesday, February 7th and state law requires annual renewal in order to continue to receive exemption savings. The Senior Exemption application is part of a booklet sent to eligible seniors. The booklet also contains the separate, income-based Senior Freeze Exemption application. “It may be a minor inconvenience to return the renewal applications, but it is even more important for seniors to receive their exemptions this year,” Berrios said. “Seniors have worked hard their entire lives and are entitled to these money-saving exemptions. It is important they do not lose them, especially this year with the new law bringing additional savings.” To qualify for the Senior Citizen Exemption for Tax Year 2017, a taxpayer must have been born prior to or in the year 1952, owned the property during 2017 or have a lease or contract for 2017 which makes them responsible for the real estate taxes, and used the property as his or her principal place of residence in 2017

Apartment List releases results from their third annual Apartment List Renter Survey With over 45,000 responses, the Apartment List survey is the largest survey focused exclusively on renters, providing unique insight into what states and cities must do to meet the needs of America’s 111 million renters. Of the 50 largest U.S. cities, Boston, MA, Denver, CO, Charlotte, NC and San Francisco, CA earned the top scores for renter satisfaction. Baltimore, MD, Memphis, TN and Detroit, MI received the lowest rating from renters. In addition to scoring their cities overall, renters rate their cities on eleven diverse factors including affordability, public transit and weather. Nationwide, the four factors that have the biggest influence on overall satisfaction are safety, job opportunities, and social life and recreational activities. Walgreens Honors Teens in 2017 Expressions Challenge By Christopher Shuttlesworth

Walgreens recently celebrated its 2017 Walgreens Expressions Challenge where local teens displayed their talents in creative writing, visual arts and multimedia and voiced their perspectives on teen issues, at the Museum of Contemporary Art, 220 E. Chicago Avenue. The Walgreens Expressions Challenge is a peerto-peer based “healthy choice” awareness initiative where 2,000 high school students ages 14-18, in Chicago and St. Louis, have the opportunity to submit entries in the form of creative writing, visual arts and multimedia and share topics that affect their generation. One of the Chicago Finalists, Garrett Miller of Kenwood Academy wrote an essay entitled “A Poem”. Miller shared his poem during the 2017 Walgreens Expressions Challenge Awards Ceremony, which an excerpt from Miller’s essay reads below: “This short story of my experience witnessing a form of bullying and out casting is a message to all teens to be inclusive of everybody, especially those who are greatly different from the majority. When I opened the door and walked into the classroom for the Fourth Annual Young Men of Color Summit, my attention was immediately drawn to what appeared to be an isolated boy. He sat there alone, in the center of every school desk, surrounded by a fleet of young teens. As I tried to comprehend why this young men was so excluded from everyone else, I questioned myself. How can no one in this room, full of teens, have the courage to at least engage in a conversation with this boy? The closer I got to him, the more I felt that it was my responsibility to acknowledge and include him. My first thought was that he may have a mental or physical impairment. He was a young boy, wearing glasses, hunched over

in a wheelchair. When I got closer, I noticed the severity of his impairment less. But after I pulled out a seat and introduced myself, I realized that his most prominent features were his uncontrollable joy and cheers of smiles.” The rest of the Chicago Finalists included Shakayla Woods, a Percy L. Julian High School student; Tyriek Hampton, an Innovations High School student; Ana Mancera, a Mather High School student; Alexis Johnson, a Bolingbrook High School student; and Kirsten Ceralde, a Senn High School student. Alexis Johnson, a Bolingbrook High School student, showcased her painting entitled, “True Identity,” which she describes as a Black woman who wears two faces. Johnson said Black girls are being pressured everyday to conform to society’s norms and standards of beauty when it comes to hair and makeup which diminish a young Black girls’ selfesteem. “[The right side] is a depiction of how society wants Black girls to look like and the makeup and tears show the [Black woman’s] emotions of how she doesn’t want to be who society wants her to be,” Johnson said. “On the left side you can see her natural side because she just wants to be who she is on the inside, which is her true self.” “This constant ideology is hurting Black girls, especially Black teenagers,” Johnson said. “I want society to know that Black girls just want to be happy like the rest of society and be free to be who we are.” During the Awards Ceremony, the finalists took home a first place prize of $2,000 and a second place prize of $1,250. Obama Foundation Announces Lakeside Alliance as Construction Manager for Obama Presidential Center Chicago, IL – The Obama Foundation recently announced that it has selected Lakeside Alliance to serve as the construction manager for the Obama Presidential Center. Lakeside Alliance is a newly created joint venture consisting of Turner Construction Company, and the Presidential Partners consortium of Powers & Sons Construction, UJAMAA Construction, Brown & Momen, and Safeway Construction. Powers & Sons, UJAMAA, Brown & Momen and Safeway represent some of the most established and wellrespected AfricanAmerican owned construction firms in Chicago. The creation of the joint venture will ensure that minority firms from the South Side will be in significant leadership positions in the construction of the Obama Presidential Center. Not only will the Presidential Partners have 51% of the overall financial equity of the contract, key roles in the day-to-day decision making and strategy-setting will be performed by people of color and women. Smaller firms are often precluded from winning large-scale construction projects because they lack the necessary resources or experience with similarly-sized projects; the joint venture structure is designed to solve for that problem by creating a consortium that includes minority firms working in partnership with a national firm. This structure goes beyond a typical arrangement where a national firm receives the majority of a contract and an MBE/WBE receives a smaller share. The Obama Foundation anticipates that participation by the minority firms will provide the experience they need to grow and compete for other significant projects in the future. Some of the major projects that members of Lakeside Alliance have completed include the Modern Wing and

Nichols Bridgeway at the Art Institute of Chicago, the University of Chicago Reva & David Logan Center for the Arts, and the University of Chicago Booth School of Business Charles M. Harper Center. Members of Lakeside Alliance have also completed multiple other projects at the University of Chicago and with such institutions as the University of Illinois at Chicago, City Colleges of Chicago, the Illinois Institute of Technology and Purdue University. Local Automotive Chain Keeps Kids Warm St. Charles, IL – Illinois children and families received approximately 10,000 lbs. of winter gear just before the cold artic weather arrived as a result of the Snug Hugs for Kids Clothing Drive sponsored by Merlin 200,000 Mile Shops. The clothing donated by local residents and customers at local Merlin 200,000 Mile Shops was distributed by Merlin’s charity partner Children’s Home + Aid, a leading child and family service agency that each year helps more than 40,000 underprivileged children and their families throughout the state. Merlin Shops also conducted their Warm Hands and Hearts Red Mitten fundraiser and combined with donations from Merlin strategic partners; U.S. AutoForce, Advance Auto Parts, and the Chicago Wolves, a total of $20,000 was donated to Children’s Home + Aid to help support essential services such as the Power of Fathers program which helps dads become economically self-sufficient and fully engaged in the life of their children. (BPT) - With U.S. graduation rates being at an alltime high, one might expect employers to have a wealth of qualified candidates to hire. Instead, many employers are finding that these recent graduates are unprepared to succeed in the workforce. While many are graduating with technical skills, their “soft skills” are lacking. These skills - from professional communication and critical thinking to collaboration and time management - are seen as critical by employers, yet have not historically been taught with consistency or prioritized. A recent whitepaper commissioned by the U.S. Chamber of Commerce Foundation and AVID (Advancement Via Individual Determination), an education nonprofit that equips students with the necessary soft skills needed to be successful in college and their careers, highlights recent partnerships between the business and education sectors to tackle this skills gap. “Bridging the Soft Skills Gap: How Employers Can Partner with Educators to Prepare Students for the 21st Century Workforce” offers practical recommendations for businesses to make an impact and profiles strategic partnerships being successfully implemented across the country by Nike, Ernst & Young, Wegmans, Wynn Las Vegas, and the Northern Kentucky Education Council. According to a 2016 analysis by the Wall Street Journal, 92 percent of nearly 900 surveyed executives said soft skills were as or more important than technical skills, yet 89 percent reported some level of difficulty finding employees who have mastered these skills. “With almost 6 million unfilled jobs in America, this lack of soft skills hurts workers, businesses and the economy,” says Cheryl Oldham of the U.S. Chamber of Commerce Foundation’s Center for Education and Workforce. “Businesses recognize the critical

STOP COMPARING YOURSELF TO OTHERS! YOU WERE MADE TO STAND OUT

Have you ever compared yourself to someone else? If you have, you’re not alone. It’s natural for us to want to know where we rank or how we stack up. Unfortunately, when you compare yourself to others one of two things usually occurs: either you regard the other person as being better than you and you feel discouraged (sometimes motivated), or you regard yourself as being better than the other person, and you become puffed up (sometimes egotistical). Neither of which supports your spiritual growth. Pointless comparisons do little more than help you take your eye off the prize...being all that God created YOU to be. “Who am I that you are mindful of me, that you hear me when I call” (Psalm 8 - NRSV). Here the psalmist sings about the majesty of how we are made and how important we are to God. He points us back to the origins of the divine potential that has been placed within each one of us. Though there may be an avalanche of evidence in the midst of our lineage, culture, neighborhood, or family, the psalmist’s words give credence to the notion that we have been set apart for a dynamic purpose. Like the prodigal son, it takes courage, conviction, and faith to come to yourself and be what God called you to be. The only thing that matters is, are you better today than you were yesterday? “I praise you because I am fearfully and wonderfully made.
