2 news Assessor’s Office Refunds $15 Million To Cook County Neighborhoods In figures released today, Cook County Assessor Fritz Kaegi announced the collection of more than $15 million dollars over the past three years from people receiving tax exemptions for which they were not eligible. The office collected the funds from taxpayers who did not meet the state eligibility requirements and from estates of those who were recently deceased. Of the $5.1 million collected in 2021, $3.5 million was refunded back to communities in Cook County to pay for services such as schools, parks, libraries, and first responders. “As the Cook County Assessor, one of my most important jobs is to ensure property tax savings exemptions only go to those who qualify,” said Assessor Kaegi. “Since the beginning of my administration, our Erroneous Exemptions Investigations Department has done this work at no cost to Cook County taxpayers. The refunds they’ve collected contribute to lowering property taxes for residents and business owners.” Investigations Department has done this work at no cost to Cook County taxpayers. The refunds they’ve collected contribute to lowering property taxes for residents and business owners.” Automatic renewals of exemptions over the last two years helped ease the administrative burden on homeowners during the height of the pandemic. To ensure that only qualified households received property tax savings, the Erroneous Investigation Exemption (EEI). Department conducted extensive audits. As a result of these audits, the EEI department recovered more than $1.4 million over the past three years, including more than 300 exemptions that would have otherwise been received on behalf of deceased individuals. Since Assessor Kaegi took office in 2019, the Erroneous Exemptions Investigations department has operated at a surplus at no cost to Cook County taxpayers. The cost of salaries and investigations conducted by the department is paid through late fees and penalties charged to those who received exemptions for which they were not qualified. Common findings are households that no longer meet the income requirements or receive exemptions on dual properties. Any surplus funds are used to pay for the operations of the department in the following year. Automatic renewal of exemptions will be granted again this year and the EEI department will continue its rigorous audits to ensure that only those who qualify continue to receive exemptions. In March and April, homeowners who may no longer qualify for exemptions will be mailed letters informing them that they must reapply. In the event that a homeowner discovers that they are no longer eligible, they can also fill out a waiver form, removing the exemption. Foot Locker, Inc and LISC announce funding for 16 organizations NEW YORK PRNewswire -- Foot Locker, Inc., through the Foot Locker Foundation, and the Local Initiatives Support Corporation (LISC) have announced grant funding for nonprofit community organizations that empower youth in Black, Indigenous, and people of color (BIPOC) communities. Known as the Foot Locker Foundation Community Empowerment Program, the $3 million joint effort was announced last year to bridge gaps driven by racial inequity and promote youth empowerment and community wellness—all while supporting community-based organizations led by people of color. For both LISC and Foot Locker, Inc., this funding is part of larger national efforts focused on economic opportunity and racial equity. The program draws from Foot Locker, Inc.’s $200 million commitment to its Leading Education and Economic Development (LEED) initiative, which is focused on fueling education and economic opportunity within the Black community. It also connects to LISC’s Project 10X strategy to break down systemic barriers and support racial justice. In this first round of funding of $1.26 million, LISC and Foot Locker, Inc. identified 16 high-impact programs across 12 metro areas. A second round of funding is planned for spring 2022.

The grants also respond to the philanthropic gap facing BIPOC-led organizations. In fact, a 2020 assessment from The Bridgespan Group and Echoing Green found that Black-led nonprofits, like those included among the grantees, had unrestricted net assets that were 76 percent lower than those of White-led groups, making it more difficult to operate their organizations and grow their impact. “The past few years have been difficult for young people—particularly in Black and Brown communities that have been disproportionately impacted by the pandemic,” noted LISC CEO Lisa Glover. The 16 organizations funded by the Community Empowerment Program have been awarded grants ranging from $25,000-$100,000 each, depending on the programs being supported. They include to Chicago organizations: Spark Chicago, Chicago Mentorship program that matches students with committed mentors for 13 weeks of engagement each spring. MAYOR LIGHTFOOT ANNOUNCES 7 WINNERS OF CHICAGO WORKS COMMUNITY CHALLENGE CHICAGO – Mayor Lori E. Lightfoot announced more than $10 million in infrastructure improvements selected through the Chicago Works Community Challenge. These projects will reinforce the roles of seven public facilities as neighborhood anchors throughout the city. Mayor Lightfoot launched the initiative in May 2021 to give Chicago residents an opportunity to tell the City what public investments they wanted to see prioritized in their neighborhoods. The winning projects, valued up to $1.5 million each, will improve four Chicago Park District (CPD) facilities, a pair of Chicago Public Schools (CPS) facilities, and a Chicago Public Library (CPL) branch. “As City leaders, one of the most impactful actions we can take is giving our residents the resources they need to transform their own neighborhoods,” said Mayor Lightfoot. “This is one of the driving principles behind the Chicago Works Community Challenge, which demonstrates our commitment to empowering residents and improving the facilities they rely on every single day. I want to thank everyone who submitted a proposal for review, extend a huge congratulations to our winners, and am beyond excited to see their projects come to fruition in the very near future.” The Chicago Works Community Challenge invited neighborhood stakeholders to submit ideas for improvements to public parks, schools, libraries, and City-owned residential lots. The City received nearly 500 submissions through an online application process last summer. A City of Chicago selection committee evaluated the applications and short-listed 21 projects for consideration. The semi-finalists were presented for public review during regional planning meetings in the fall that included more than 1,000 attendees. “Children and families look to parks daily for recreation and enrichment opportunities, therefore the investments we make in these spaces have a real impact on the lives of neighboring residents,” said Chicago Park District Interim General Superintendent Rosa Escareño. The evaluation committee selected the winning projects this winter based on project viability, facility need, neighborhood activation, and the input of nearly 7,500 survey respondents. The winning proposals, by region, include: Matthew Gallistel Language Academy, 10347 S. Ewing Ave. Far South Submitted by Rogelio Lopez, a school counselor at Gallistel Language Academy, the project will modernize an antiquated playground with contemporary climbing equipment, landscaping, and areas for active and passive recreation. The work will also include the creation of new spaces for outdoor instruction and community socialization. Rainbow Beach Park, 3111 E. 77th St.

Southeast Submitted by Carolyn Vazquez, a racquetball advocate and volunteer coach, the project will repair an outdoor handball and racquetball complex with new play surfaces, seating areas, and landscaping. The work is also expected to include clubhouse improvements involving the building roof, plumbing, windows, ADA-accessible entrances, and artwork. Claremont STEM Academy Playground, 2300 W. 64th St. Southwest Submitted by Layla Treuhaft-Ali, a middle school teacher at Claremont Academy, the project will transform the school’s unimproved lawn spaces with a cohesive playground that provides structure for recreation for students and neighbors, along with opportunities for outdoor learning. Columbus Park, 500 S. Central Ave. West Submitted by Samantha Jordan, an Austin resident and artist, the multi-dimensional proposed enhancements include an outdoor stage for live performances and movies; upgrades to existing basketball and tennis courts; select landscaping and accessibility improvements; and improvements to natural spaces that foster social interaction. Warren Park, 6601 N. Western Ave. North Submitted by Pamela Stauffer on behalf of the Warren Park Advisory Council, the project includes site improvements for activities such as cricket, horseshoes, bocce, and pickleball to foster multi-generational engagement and healthy lifestyles. Kelvyn Park, 4438 W. Wrightwood Ave. Northwest Submitted by Casey Guerra on behalf of the Kelvyn Park Advisory Council, the project will repair the roof of the park fieldhouse and auditorium and make long-needed building upgrades, including ADA accessibility. Dr. Martin Luther King Jr. Library, 3436 S. King Dr. Central Submitted by Janell Nelson, a Douglas/Bronzeville neighborhood parent, the project will renovate the library’s children's section to foster family-based learning and engagement. The work is expected to include greater emphasis on Dr. King’s legacy in Chicago, as well as the beautification of select interior and exterior public spaces to help build stronger community relations. Project scopes and designs are expected to be finalized and approved by the respective agencies later this year, with work expected to start in late 2022 or early 2023.

Rep. Kelly Announces $1.4 million Housing Grant for City of Kankakee

KANKAKEE, Ill. -- Congresswoman Robin L. Kelly (IL-02) announced that the City of Kankakee has been awarded a $1,426,306 grant to help improve housing through the U.S. Department of Housing and Urban Development’s (HUD) Healthy Homes Production Grant Program. “I am proud to announce this $1.4 million grant for the City of Kankakee, which will help create safer homes in our community,” said Congresswoman Kelly. “Unhealthy housing can lead to lifelong health challenges for children and place a financial burden on families. I will continue working in Congress to provide funding for programs such as the Healthy Homes Production Grant to ensure that Illinois’ children have a safe and healthy place to call home.” “The City of Kankakee and our Economic and Community Development Agency (ECDA) team are thrilled to have received this Healthy Homes Production Program grant,” said Kankakee

Mayor Christopher Curtis. “As a community that has many homes that were built in the mid-century, this allocation of funds will improve the lives and health of all of our families, especially children, by creating safer and healthier homes. This grant begins the new year as a prosperous one for our residents and continues to assist the City of Kankakee in stabilizing and modernizing our neighborhoods.” The purpose of the U.S. Department of Housing and Urban Development’s Healthy Homes Production Grant Program enables a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time. These grants are critical to communities to mitigate the impacts of unhealthy housing, preserve affordable housing, and to ensure that future generations can reach their full potential.

Gary Teachers Union President to Testify on Proposed State School Takeover

Dunham: “Takeovers are a cynical way for lawmakers to show that they are doing something for schools desperately in need of sincere help; in reality, they are perpetrating a fraud on the community. GARY, Ind.—The proposed state takeover of the Gary public schools is a terrible example of lawmakers more interested in a power grab than actually working with educators and community to make beneficial improvements, the president of the Gary Teachers Union will testify at a House hearing Thursday. The House Education Committee will hold a hearing Thursday on HB 1187, which would create a permanent state-appointed advisory school board for the Gary Community School Corporation and would prohibit the existence of a teachers union and ban collective bargaining. “Let’s be clear: state takeovers are a harmful power grab devoid of actual ideas or plans to improve schools. Takeovers have failed in city after city because their focus is on taking away the voices of local education officials, educators and parents, not investing in proven programs, services and funding to truly move the needle,” said GTU President GlenEva Dunham. Dunham also said state takeovers historically have targeted communities of color, like Gary. “Takeovers are a cynical way for lawmakers to show that they are doing something for schools desperately in need of sincere help; in reality, they are perpetrating a fraud on the community. Gary schools need real investment in programs with track records to make a difference. That’s what Gary educators and parents are fighting for,” she said.

Rep. Kelly Highlights Impact of Child Tax Credit on Illinois Families

1,363 Payments Distributed in December in Illinois Today Marks the First Time in Six Months Hardworking Families Will Not Receive this Transformational Tax Cut Congresswoman Robin L. Kelly (IL-02) For first time in six months families will not receive the expanded and improved monthly Child Tax Credit by calling for the passage of the Build Back Better Act. On December 15, 1,363 payments went out to hardworking families across Illinois. According to Columbia University, these monthly payments are reducing food insecurity, and families overwhelmingly spent this money on food and other basic needs. “Prior to the passage of the American Rescue Plan, too many children and families who would benefit most from a Child Tax Credit were left behind including 48% of children in Illinois’ Second Congressional District,” said Congresswoman Kelly. “Now, after six months of payments, the evidence is clear. The expanded and improved monthly Child Tax Credit works. We must continue the progress brought to Illinois families by President Biden and Congressional Democrats’ American Rescue Plan. We must pass the Build Back Better Act and extend the Child Tax Credit.” Over the long term, research has found that an extra $3,000 in a family’s annual income when a child is younger than five leads to 19% higher future earnings, and a growing body of academic research finds that public investments in children yield significant long-term returns with economy-wide benefits, as healthier, more educated kids grow up to be more productive workers with higher earnings. This, in turn, also generates higher future revenues.

Van Pelt announces $1.4 million investment in West Side pre-apprenticeship programs State Senator Patricia Van Pelt (D-Chicago) announced over $1 million in investments for pre-apprenticeship programs on the West Side through the Illinois Works program. “With this investment, local organizations will create jobs and wealth for the community at large,” Van Pelt said. “I am happy that West Side pre-apprenticeship programs will receive much needed backing for training and wraparound supportive services.” The following organizations in the 5th District received over $1.4 million in investments: · Chicago Women in Trades, $500,437 · Revolution Workshop, $400,777 · Safer Foundation, $500,000 Comprehensive pre-apprenticeship programs can help participants gain admission to apprenticeship programs, which provide a greater opportunity to obtain employment in the construction trades.

Better School Days Ahead with

Egg-Powered Recipes (Family Features) The school year can be full of challenges, but fueling kids for a full day of learning tops the priority list. Affordable and easy to prepare, eggs are a key ingredient for successful days in the classroom. From a wide variety of breakfast options for even the pickiest of eaters to a nearly limitless menu of lunches, eggs keep kids full and energized to conquer each school day. As one of the only foods that naturally have vitamin D, eggs offer a nutrient critical for building strong bones. Eggs also help the body absorb nutrients like vitamin E and carotenoids that are found in plant foods, making them a perfect partner for veggies that might be a hard sell for some kids. Additionally, they’re one of the best sources of choline, which is critical for brain health and development at every age and stage. What’s more, between learning and down time, many kids spend a lot of hours in front of electronic screens. The lutein and zeaxanthin found in egg yolks can help protect their eyes from harmful blue light. Try these easy recipes that support eye health, brain health and nutrient absorption, and are easy to prepare ahead of time. To learn more about the nutritional benefits of eggs and find more family-friendly recipes featuring eggs, search #ProteinPrepSchool on social media or visit IncredibleEgg.org

LIVING

(StatePoint) As the third most expensive holiday on the calendar, according to Wallet Hub, Valentine’s Day expenses can quickly add up. With a little planning however, you can design a memorable, do-ityourself date that truly shows that special someone how much you care, while saving time and money in the process. The experts at Dollar General are here to help with budget-friendly Valentine’s date essentials to gush over! Devoted Decorations Adding just a few small romantic details around the house can create an intimate ambiance. Place flowers on the dinner table and light candles for a fresh aroma. Give the candles a festive touch by adding burlap and heart pendants around the sides using these crafting instructions from Dollar General: dollargeneral.com/inspiration. Create mood lighting by turning off all main sources of light and spreading tea light candles throughout the space instead. Dress up the rest of the house with red, pink or white banners on the walls and mantle, or with homemade crafts such as a Puzzle Piece Frame or cards.

Next, plan a romantic dinner and sweet treats to follow. Homemade food can mean more than ordering an expensive meal at a restaurant or takeout, especially when the meal is delicious, nutritious and doesn’t break the bank. Consider using Dollar General’s “Better For You” recipes, such as the Pecan-Crusted Salmon, Steak & Veggie Kabobs, or Slow Cooker Pork Chops to serve a tasty meal that is also affordable. Finish the feast on a sweet note with a dessert that can be shared between a couple or a group of loved ones, such as Valentine’s Day Truffles.
