As the United States continues to move under the leadership of its 45th President Donald Trump, C-SPAN released the results of its third Historians Survey of Presidential Leadership, in which a crosssection of 91 presidential historians ranked the 43 former occupants of the White House on ten attributes of leadership. As a result, former President Abraham Lincoln ranked #1 for the third consecutive time with former Presidents “George Washington, Franklin D. Roosevelt, Theodore Roosevelt and Dwight Eisenhower,” completing the top five list of C-SPAN’s Presidential Historians Survey, according to C-SPAN. org. Dr. Edna Medford, who serves on C-SPAN’s Presidential Historians Survey Academic Advisory Team, noted that it’s rare that any other former President comes above #1 ranked Former President Abraham Lincoln and said it’s significant that C-SPAN continues to determine through the Presidential Historians Survey how former Presidents have fared over a period of time. “It’s important because it helps us get in touch

Medford said over 150 historians were invited to participate in the survey, but only 91 historians responded. “This is a very complicated survey that takes time to do in a thoughtful way,” she said. “So, the people who did this were people who were truly committed to having their voices heard and had some understanding of the Presidency.” “Participants were guaranteed that individual survey results remain confidential. Survey responses were tabulated by averaging all responses in a given category for each president. Each of the ten categories was given equal weighting in arriving at a President’s total score,” according to C-SPAN.org Medford said as much as she thinks Washington deserved to be in the top ten because he was the first President and the one to write the book on the Presidency, she still doesn’t know if she would’ve ranked him #2 and even Roosevelt at #3. “It doesn’t surprise me that people go up and down in the ranking,” Medford said. “Each generation interprets history according to its own interest so we [will] see this over and over again in these surveys.”

“The National Minority Business Council, Inc., (NMBC), a non-profit organization serving the needs of small businesses domestically and globally for the past 45 years, held its 37th Annual Awards Luncheon and Expo recently at its corporate headquarters of BNY Mellon, 101 Barclay Street, New York City. In addition to celebrating NMBC’s decadeslong commitment, the Awards Luncheon honored the best-of-the best minority, women-and veteran-owned business enterprises, as well as corporate partners who go the distance in helping to grow such enterprises,” according to a NMBC’s press release. NMBC’s President and CEO John Robinson was proud to note that since 1972 the entire focus of the membership organization has been set on minority, women and veteran owned enterprises. According to the Minority Business Development Agency (mbda.gov), fifty-five percent of minority-owned businesses are currently in New York, California, Texas and Florida. Robinson said that it’s important to honor these types of businesses because minority businesses are growing faster and

Robinson said the advice he would give to small business owners would be to focus on their brand, know how much the organization can take and partner with other companies that relate to their ultimate goal. “Stay focused on the area you created your business in the first place,” he said. “Secondly, try to grow your business in a way that you can manage your business because some people take on more business than they can handle and that can take the business out. T
he National Aeronautics and Space Administration (NASA) has selected astronaut Jeanette Epps to join the crew of the International Space Station in 2018. Epps will become the first Black crewmember to represent the U.S. on the station. The journey will mark the first time Epps has traveled to orbit, allowing her to follow in the footsteps of the women who, she said, inspired her to become an astronaut. While other Black astronauts have flown to the Space Station for brief stays during the outpost’s construction, Epps will be the first Black crewmember to live and work on the station for an extended period of time. Her journey aboard the Soyuz spacecraft and stay at the station places her as the only American and female among a crew made up of mostly Russians and men. “I’m a person just like they are. I do the same work as they do,” Epps told a group of STEM
students at her Syracuse alma mater, Danforth Middle School. “If something breaks, anyone of us will have to be able to go out the door. We have to be jacks of all trades. It’s not a job that’s like any other.” While working on her doctorate, Epps was a NASA graduate student Researchers Project fellow, authoring several journal and conference articles about her research. After completing her graduate studies, Epps worked in a research lab for more than two years, co-authoring multiple patents, before being recruited by the Central Intelligence Agency (CIA). She was a CIA technical intelligence officer for about seven years before being selected as a member of the 2009 astronaut class. “Anything you don’t know is going to be hard at first,” Epps said in a video statement about the launch. “But if you stay the course, put the time and effort in, it will become seamless eventually.” Epps, in the NASA video interview, shared when she was first introduced to the idea that she could be an astronaut. “It was about 1980, I was nine years old. My brother came home and he
looked at my grades and my twin sisters’ grades and he said, ‘You know, you guys can probably become aerospace engineers or even astronauts,’” Epps said. “And this was at the time that Sally Ride [the first American woman to fly in space] and a group of women were selected to become astronauts — the first time in history. So, he made that comment and I said, ‘Wow, that would be so cool.’” Epps will join veteran NASA astronaut Andrew Feustel at the Space Station. On Feustel’s first long-duration mission, he served as a flight engineer on Expedition 55, and later as commander of Expedition 56. “Each space station crew brings something different to the table, and Drew and Jeanette both have a lot to offer,” said Chris Cassidy, chief of the Astronaut Office at NASA’s Johnson Space Center in Houston, in a statement. “The space station will benefit from having them on board.” The AFRO is a member publication of the National Newspaper Publishers Association. Innovative Cancer Imager Earns Illinois Tech Professor Prestigious NSF CAREER Award Chicago – Illinois Tech Assistant Professor of Biomedical Engineering Kenneth Tichauer has been awarded a prestigious NSF CAREER Award in the amount of $568,245 to perfect a medical imager that could lead to earlier detection/diagnosis and targeted drug development for cancer patients. According to the American Cancer Society, more than 1.5 million new cancer cases are expected to be diagnosed this year. Tichauer’s project, “Development of Enhanced Early Photon Tomography for Cancer Staging,” involves the ADEPT Cancer Imager, which will enable more accurate measures of the molecular environment of an individual’s cancer. Treatment strategies can then be tailored on a personalized level—a process known as personalized medicine. Tichauer and his ADEPT team are also the finalists of Illinois Tech’s Nayar Prize I, a $1 million prize package funded by the family foundation of an Illinois Tech alumnus. The team has built an imager prototype and has applied for a patent. Members are now collaborating with two cancer experts from the University of Chicago and Georgetown University on how to best bridge the gap between testing the ADEPT system and using it in hospitals. The NSF CAREER Award is one of the agency’s top honors given to junior faculty members. The award program supports faculty who exemplify the role of teacher-scholars through outstanding research, excellent education, and the integration of education and research within the context of the mission of their organizations.

BLACKS RETURN TO THE LABOR MARKET AND FIND JOBS, BLS REPORT SAYS By Freddie Allen (Managing Editor, NNPA Newswire)
The Black unemployment rate continued to improve falling from 7.8 percent in December to 7.7 percent in January, according to the latest jobs report from the Labor Department. The labor force participation rate for Blacks, which is the share of workers who are employed or looking for jobs, increased from 61.8 percent in December to 62.4 percent in January. The employmentpopulation ratio (E-POP), the share of people who hold jobs compared to the total population, edged up from 57 percent in December to 57.5 percent last month. Compared to December, more Blacks entered the job market and found work in
January. The economy added 227,000 jobs in January. Retail trade, construction, and financial activities saw the greatest gains in jobs, the report said. Even though much of the data was collected before President Donald Trump took office, Trump Administration officials were quick to take credit for the solid jobs report. Economist Kate Bahn of the Center for American Progress, an independent nonpartisan policy institute dedicated to improving the lives of all Americans, said that the most recent jobs report was, “the final release of data that reflects how the labor market fared under President Barack Obama, with 227,000 jobs added—near the average for the past two years.”

The Immigration Enforcement Police State is Here by Thomas L. Knapp
February 7: Muhammad Ali, Jr., returning to the US from a speaking engagement in Jamaica, is detained for two hours at Florida’s Fort Lauderdale-Hollywood International Airport and questioned about his name and religious beliefs. February 22: Passengers disembarking from a domestic (San Francisco to New York) flight at JFK airport are held up by US Customs and Border Protection agents demanding their IDs. February 24: Jeffrey Tucker of the Foundation for Economic Education clears the usual security checks at Hartsfield-Jackson Atlanta Airport en route to Mexico. Then, while actually boarding the plane, he and the other passengers on the flight are stopped by US Marshals demanding that they submit to retinal scans. You’re probably thinking that this is the point where I’ll take a break to blame Donald Trump. It isn’t. It’s the point where I’ll take a break to remind Americans who’ve been voting for politicians who promise to “secure the border” and other such authoritarian nonsense that THIS is exactly what they’ve been voting for. When advocating for the libertarian position on immigration (“open borders,” which
also happens to have been the position Ronald Reagan and George H.W. Bush both took in the 1980 Republican presidential primary debates) I usually prefer to stick to the moral argument. That argument, put simply, is that where peaceful people move to, settle or work is nobody’s business but theirs. But there are practical arguments against America’s increasingly draconian immigration laws too. Enforcement is expensive but, fortunately, almost certain to be ineffectual (if it worked, severe economic downturn would be the result). The most important of the practical arguments, in my opinion, is that a police state built to persecute immigrants will necessarily persecute everyone else as well. I’ve spoken with friends who traveled in the old Soviet Union and eastern Europe before the Berlin Wall came down. They see near-complete similarity between those regimes and the operations of the US Immigration and Customs Enforcement, Customs and Border Protection and Border Patrol forces. The difference between pre-reunification East Germany and the 100-mile wide “constitution-free zone” along the US-Mexico border is the flag the agencies in question salute.
Recent administrations have worked to expand that zone to cover the entire country and the Trump administration seems bent on finishing the job. The near-total police state blossoming before our eyes is the inevitable result of America’s 70year romance with the astoundingly stupid idea that it’s the government’s business to monitor and control who travels, lives and works where. America had legally open borders for its first century as a nation, and nearly so for half a century after that. It wasn’t until after World War Two that one even needed a passport to enter or leave the United States. Open borders worked. Freedom worked. The subsequent seven decades of attempts at rigorous immigration control have irrefutably established that our choice is not between open borders and closed borders, but between immigration freedom or totalitarian government. And Americans’ time to stop the stampede toward the latter is running short. Thomas L. The show gives a positive spin to reality TV by sharing their lives, everyday challenges and their journey with son RJ, who has autism. Being a mom, career woman and shooting a docu-series can be demanding, but Robinson Peete juggles her multi-faceted life in style. When her father was diagnosed with Parkinson’s disease, her world changed. “My dad [has] been gone for 14 years now, but his struggle with Parkinson’s led us to a life of service,” said Robinson Peete. Inspired to help those affected by Parkinson’s, she and Rodney founded the HollyRod Foundation in 1997. After their son, RJ, was diagnosed with autism they expanded the mission of HollyRod to also provide support and resources to families affected by autism. To help raise funds for the foundation, every year they hold events such as DesignCare - and fashion and entertainment are very much on the agenda.
While fashion is a highlight of DesignCare, HollyRod, most importantly, has been able to help many people thanks to the support of dedicated friends and sponsors. “We’re really blessed to have great partners,” said Robinson Peete. “One in 68 kids are affected by autism spectrum disorder. NAVIENT CHARGED STUDENT BORROWERS TOO MUCH, SAYS CFPB By Charlene Crowell (NNPA Newswire Columnist)
The financial futures of more than 12 million federal and private student loan borrowers who collectively owe approximately $300 billion is at the crux of a lawsuit filed by the Consumer Financial Protection Bureau (CFPB). CFPB is suing Navient Corporation and two of its subsidiaries for using shortcuts and deception to illegally cheat borrowers out of their rights to lower loan repayments. Illegal loan servicing failures caused more than one-in-four borrowers to pay more than they should have. A CFPB investigation of Navient, the nation’s largest student loan servicer of both private and federal student loans, found that borrowers were not accessing a federal student loan repayment option that has been in effect since 2009. For eligible borrowers, income-based repayment can lower monthly borrower payments by taking into account income and family size. Depending upon individual borrower circumstances, payments could be reduced to even zero, and loan forgiveness apply after 20 or 25 years of regular monthly payments. “At every stage of repayment, Navient chose to shortcut and deceive consumers to save on operating costs,” said CFPB Director Richard Cordray. “Too many borrowers paid more for their loans because Navient illegally cheated them…The Bureau seeks to recover significant relief for the borrowers harmed by these illegal servicing failures.” From January 2010 to March 2015, CFPB estimates that Navient’s practices cost borrowers up to $4 billion in extra interest by repeatedly enrolling borrowers in forbearance. CFPB also found that many federal student loan borrowers were unaware that the government could pay part of the interest charges on their loans when personal circumstances prevent borrowers from keeping up. The lawsuit names Navient and two of its subsidiaries: Navient Solutions, the corporate division responsible for loan servicing operations, and another subsidiary, Pioneer Credit Recovery that collects on defaulted student loans with the parent corporation. All three entities are charged with systematically making it harder for borrowers by incorrectly processing payments or failing to effectively act when borrowers complained. Instead of assisting borrowers with available options for repayment, CFPB charges that borrowers were steered into forbearance, a temporary and high cost solution that suspends payments but allows interest rates to continue accruing. “With forbearance, borrowers can temporarily suspend making monthly payments, but their debt continues to grow as the unpaid
interest is added to the loan”, continued Cordray. “It is typically not suitable for borrowers who are facing long-term financial hardship. And the longer a borrower is in forbearance, the more their loan balance increases.” Many of the borrowers incurring excessive charges, according to CFPB, included military veterans who became disabled during their service to the country. Federal law provides that military veterans whose disabilities were incurred during service to the country are entitled to loan forgiveness. Other CFPB charges include: • Failure to correctly apply or allocate borrower payments to their accounts; • Deceiving private student loan borrowers about requirements to release co-signers from loans; and • Harming the credit of disabled borrowers, including severely-injured veterans. “Servicers are supposed to follow instructions from the borrower about how to allocate payments across what often are multiple student loans,” noted Director Cordray. “We believe that Navient repeatedly creates obstacles to repayment by misallocating or misapplying payments. The company all too often fails to correct its errors unless a consumer stays vigilant, discovers the problem, and contacts the company to insist that it be fixed.” Illinois Attorney General Lisa Madigan supports the CFPB lawsuit adding, “Navient’s actions have led to student borrowers needlessly carrying billions of dollars in debt and the company must be held accountable.” Many consumer advocates agree. “Too many Americans are struggling to make their student loan payments every month,” said Whitney Barkley-Denney, a policy counsel specializing in student lending with the Center for Responsible Lending. “While the Department of Education has created programs to help make monthly payments more affordable, those programs only work if servicers are actually helping eligible borrowers access them.
