briefly NEW LEAF ILLINOIS CELEBRATES EXPUNGEMENT MILESTONES, LOOKS FORWARD TO THE FUTURE With 2022 in full swing, New Leaf Illinois will continue its efforts to expunge cannabis records for Illinoisans across the state. Last year, New Leaf provided services to residents in more than 60% of Illinois counties – helping people of all demographics get a fresh start by removing barriers to employment, education, housing and more. New Leaf Illinois launched in November 2020, and last year was its first full year serving Illinois. “Our 2021 work shows a strong baseline for growth and expansion, but we know there are many more people eligible,” said Beth Johnson, an attorney and Project Manager for New Leaf Illinois with the Illinois Equal Justice Foundation. “We’re eager to continue our outreach efforts and increase our impact.” New Leaf Illinois will continue to offer free cannabis expungement services to the estimated 34,000 Illinoisans with records that were not automatically cleared after the state’s legalization of cannabis. With a network of 20 legal aid and advocacy organizations across the state, New Leaf is committed to overturning past cannabis convictions which disproportionately impacted Black and Latino communities. “In 2022, our goal is to help as many folks as we can to expunge their past cannabis records,” said Johnson. “For those who are confused about whether their record has been automatically cleared or not, or whether they are eligible, please reach out to New Leaf — we can help you navigate the process.” New Leaf helps people determine their eligibility for relief through an easy-to-use online registration portal www.newleafillinois.org or via phone at (855) 963-9532. Legal aid organizations within the New Leaf Illinois network provide free services in every region in Illinois. CITY TREASURER MELISSA CONYEARS-ERVIN INTRODUCED CITY ORDINANCE TO MANDATE FOSSIL FUEL DIVESTMENT Chicago City Treasurer Melissa Conyears-Ervin, in partnership with Alderpeople George Cardenas (Ward 12 & Chair, Environment Committee), Scott Waguespack (Ward 32 & Chair, Committee on Finance), Maria Hadden (Ward 49) and Daniel La Spata (Ward 1), introduced an ordinance in the Chicago City Council to mandate the divestment of city funds from fossil fuel companies, an important step toward ensuring a clean energy future for our city and our planet. Treasurer Conyears-Ervin is the chief sponsor of the ordinance, which already has the support of Mayor Lori Lightfoot. “As City Treasurer, it is my responsibility to ensure that our city’s funds are managed sensibly and in a way that creates a stable fiscal future for Chicago and its residents,” said Treasurer Melissa Conyears-Ervin. “It is also my responsibility to ensure that our investments are reflective of our values, and that’s why I’m proud to introduce an ordinance that will mandate city funds be divested from fossil fuel companies. When I first took office, I chose to divest from fossil fuels to protect the health of our residents, our city, and our planet. In passing this ordinance, we will be sending a message that Chicago is permanently leaving dirty energy in the past and welcoming a clean energy future for generations to come.” The ordinance will mandate this practice moving forward to ensure city money is not reinvested in fossil fuels. If passed, the ordinance will require the City Treasurer to update this exclusion list and report to the City Council Committee on Finance whether any changes have been made at least annually.

Robbins Mayor lays out plans for Village Continued from page 1 BY TIA CAROL JONES
According to Bryant, Robbins has a 41% poverty rate. Part of Bryant’s plan to improve career opportunities and workforce development within the Village, is to turn a building into the Robbins Resource Center. It will house a job training center for union jobs, GED programs, as well as provide social services. Bryant’s plan for economic development also includes building a municipal-owned commercial facility on the corner of 137th and Claire, within the Village’s downtown district. It would include a grocery store and other retail. The project is estimated to cost $2 million, and the plan is to start construction in the latter part of this year. When it comes to the water crisis in the Village, Bryant has been in talks with the City of Chicago, and is also seeking help from the federal government to remedy the problem, which includes the replacement of lead-lined pipes and to stop underground leakages. In October, police officers in the Village of Robbins walked out on the job. Days later, they were back on the job and Bryant and his administration were meeting with the Illinois Council of Police to bring a resolution to the situation. Since then, Bryant and Police Chief David Sheppard have offered the officers new bullet proof vests. When Bryant was sworn in, there were four surveillance cameras in the Village, now there are 12. Increasing the number of surveillance cameras in the community is a step toward improving public safety. Speed bumps in school zones and recreation areas have also been installed to keep the community safe. There also is a 40% increase in pay to all officers. “We’re making strides from an administrative standpoint the best way we can, looking at the budget from a fiscal
standpoint and making sure we get back cuts,” Bryant said. The appropriation budget for the Village of Robbins is $5 million. The administration has spent $4.05 million since May 11, 2021.Looking ahead to Bryant’s first year in office, he has learned there are a lot of needs to address in the Village. He also has learned while it is imperative to have a comprehensive plan for the entire Village, smaller plans for each Village department are necessary to keep it moving. Bryant believes economic development for the Village of Robbins includes residential development, commercial and retail development. According to Bryant, the Village still owns 1200 to 1400 parcels of land. The municipal affidavit for exemptions was updated in 2021. Now Village parcels can be sold, which will go toward Robbin’s residential development. There are plans on the table for the Anaerobic Digester Facility in the Village. The 17- plus acre facility is set for the site where the Waste to Energy facility was once located at 13400 S. Kedzie Ave. in Robbins, Ill. The Anaerobic Digester, which is being redeveloped by Sustainable BioWorks, LLC, is expected to open in late 2023 and bring 135 full-time jobs to the Village. An estimated $28 million leaves Robbins and is spent in surrounding municipalities. Bryant wants to see that money come back into the Village and stimulate its economy. “You have to build up the residents in order to have a productive economy. We want to make sure our residents are able to participate in the economy. We’re doing that through the workforce training of the Robbins Resource Center, so our people can be ready to participate in industrial, participate in residential and participate through purchasing and sales tax,” Bryant said.

Illinois lawmakers must create legal balance between owners, renters of storage units BY RETIRED ARMY COL. PAUL KANTWILL
During and since my time as an active-duty officer in the Army, I have devoted much time and energy to protecting military service members from financial predators. Last year I focused on the passage of the Predatory Lending Prevention Act (PLPA), and the nationwide repeal of a Comptroller of the Currency rule that protected payday lenders using evasive schemes to get around state-imposed usury rate caps. While those efforts were successful, there is more to do. Recently, I took notice of a bill in the Illinois Legislature, HB 4627, which would allow the owners of self-storage locker facilities to avoid altogether the required public notice of the auction of renters’ items when his or her belongings have been confiscated. Those auctions often take place without the knowledge of the renter, who might be overseas defending our country or assisting fellow citizens falling victim to natural disasters. Illinois law requires owners to notify renters of an auction only by sending notice to the renter’s “last known address.” A deeper look into Illinois’ Self Storage Facility Act reveals a law that is astonishingly lopsided in favor of locker owners to the detriment of renters. It is a law in need of reform. Whether the renter is active-duty military, our neighbors in the military Reserve or National Guard called to duty, a victim of eviction, or a victim of a house fire, every effort must be made to locate the renter before selling what could be their worldly belongings. Public notice in newspapers and their at-tendant websites helps. California law requires owners to allow renters to submit the name and address of a second individual to
whom all notices must be sent. In addition, California law also allows renters to formally object to an auction after which the owner must get a court’s blessing before proceeding. Illinois law should do the same. Locker rent increases and late fees should be examined. How many rent increases should a renter en-dure after their belongings are in storage? Active-duty military or reservists and Guardsmen called to duty might find it impossible to competitively shop or even receive notice once deployed. The current law should be viewed from the perspective of the transient and the vulnerable, not from only the point of view of owners. I am all too familiar with real-life cases in which deployed service members have lost literally everything when storage facility owners sell off their possessions. I am sure that, given these difficult times, many other Illinoisans have suffered or will suffer the same. There are several other changes in Illinois law that could help protect the renters of storage lockers. Many of those changes have been proposed by my colleagues, including the Woodstock Institute, Chicago Urban League, Housing Action Illinois, and Legal Action Chicago. Those changes include several provisions that would benefit renters and help provide a balance between the rights of renters and owners. I urge legislators to not only reject HB 4627 but to reform Illinois’ Self Storage Facility Act as soon as possible. Retired Army Col. Paul Kantwill serves as founding executive director of the Rule of Law Institute at Loyola University Chicago School of Law. He previously led the office of Servicemember Affairs at the Consumer Financial Protection Bureau. He had a 25-year career as an active-duty officer in the U.S. Army and served in Afghanistan and the Persian Gulf.
Re-Entry Testing Requirement Still in Place MINNEAPOLIS PRNewswire -- As destinations ease restrictions and travelers consider international travel for the first time since the pandemic, the re-entry testing requirement remains in place. Travel insurance will help you book with peace of mind knowing that unexpected costs may be covered if you contract COVID-19 while at your destination. The experts at Yonder Travel Insurance break down how travel insurance covers quarantine (or not!) and important tips on getting your claim approved. What IS covered? For most policies, if you test positive for COVID-19 and are required to medically quarantine at your destination, travel insurance may reimburse you for additional accommodations, meals, local transportation and a new return flight home under travel delay or trip interruption benefits. “Most resorts now have quarantine plans in place if a guest tests positive for COVID-19,” says Terry Boynton, President and Co-Founder at Yonder. “Check with your hotel or resort first to figure out what the out-of-pocket cost would be if you were required to quarantine and that will help you decide which policy will best meet your needs.”
What’s NOT covered? Medical quarantine is often defined as a period of isolation imposed by a government or physician to prevent the spread of disease. Most travel insurance policies won’t provide coverage if you’re NOT ill or sick with COVID-19 but have to self-quarantine or shelter-in-place upon arrival to a destination. For some policies, if you don’t physically have symptoms, coverage may not apply if you were exposed to someone with COVID-19 and are asked to quarantine. What are important things to know about filing a quarantine claim? There are two important tips the experts at Yonder can give when it comes to filing a successful quarantine claim. The first is that if you do become sick with COVID-19 during your trip, make sure to have proof of a positive PCR lab test or see a licensed physician. The second tip is to keep all receipts of the extra expenses you pay out of pocket while you are quarantined. This will increase the ease of filing a claim. The team at Yonder will assist with filing your claim and make sure it gets processed in a fair and timely manner.

Hunter’s CROWN Act passes Senate
A measure led by State Senator Mattie Hunter (D-Chicago) to end hair discrimination in the workplace passed the Senate recently. “No one should have to miss out on a job opportunity or miss a school graduation because of the hair that grows naturally out of their head,” Hunter said. “It’s 2022. As a nation, we should be past this petty discrimination.” Senate Bill 3616 – also known as the Create a Respectful and Open Workplace for Natural Hair (CROWN) Act – amends the Illinois Human Rights Act to provide that the term “race” includes traits historically associated with race, including, but not limited to, hair texture and protective hairstyles such as braids, locks and twists. A recent study from Dove uncovered that 80% of African American women felt they needed to switch their hairstyle to align with more conservative workplace standards in order to fit in. Hair discrimination occurs not only in the workplace, but in schools across the country. Last year, the Illinois General Assembly passed the Jett Hawkins Actin response to a four-year old boy in Chicago who was told his braids violated his private school’s dress code. “Black people should have the right to be expressive and creative with their hair and not worry about being ‘unprofessional’ or violating a conduct policy because of it,” Hunter said. “If it is wrong to judge by the color of one’s skin, isn’t it also wrong to judge by the way one styles their hair?” The Dove study also noted a bias against Black women with natural hairstyles in job recruitment. Black women with natural hairstyles were perceived to be less professional, less competent and less likely to be recommended for a job interview than Black women with straightened hairstyles and white women with either curly or straight hairstyles. Black women with natural hairstyles also received more negative evaluations when they applied for a job in an industry with strong dress norms. The CROWN Act passed out of the Senate recently and awaits further consideration from the House.
Joyce offering residents resources for tax assistance
State Senator Patrick Joyce (D-Essex) is encouraging families in need of assistance filing their 2021 income taxes to take advantage of new assistance programs offered by the Internal Revenue Service and AARP. “Filing taxes can be stressful, but there are resources available to help,” said Joyce. “Please share this information with friends and loved ones who need assistance filing their tax return.” The IRS Volunteer Income Tax Assistance and the Tax Counseling for the Elderly programs offers assistance to individuals who earn $58,000 a year or less, people aged 60 or older, people living with a disability and taxpayers with limited English-speaking skills. The AARP Foundation Tax-Aide Program provides free tax assistance, with an emphasis on taxpayers over the age of 50 or who have low-to-moderate income. AARP membership is not required to receive assistance. “With the tax filing deadline date of April 18 just around the corner, it is important for Illinois taxpayers to know that filing assistance is available,” said Illinois Department of Revenue Director David Harris. “Volunteers at these locations are certified by the IRS and ready to assist qualified individuals in filing their state and federal tax returns accurately and on time.” Individuals with questions should contact IDOR’s Taxpayer Assistance Division at 800-732-8866.
Stadelman-sponsored measure to promote public trust in local government passes committee
To restore public trust in local government officials, State Senator Steve Stadelman (D-Rockford) is sponsoring a measure alongside Senator Dave Syverson (R-Rockford), to create a process to place local officials on administrative leave for those accused of violating their oath. “We are ensuring that while criminal charges are pending, residents can have trust in their government to act appropriately,” Stadelman said. “This allows townships and counties the ability to remove bad faith actors within the system.” Senate Bill 3460 creates a process in which countywide elected officials or township officers can be placed on administrative leave in the wake of a criminal charge for a crime or any offense in violation of their official oath. Specifically, this measure allows county or township boards to vote to determine if the official should be placed on administrative leave with a three-fifths vote. The vote would then be sent to the state’s attorney for review of the crimes, and if it is determined the crimes were relevant to their duties, the state’s attorney would file a motion to place the elected official on administrative leave. “An elected official should not remain in office after violating an oath they took that breaks the trust of their community,” Stadelman said. “This process already exists for many other offices in Illinois – it only makes sense to apply this standard across the board.” This legislation was born out of corruption charges levied in 2020 against Winnebago County Coroner Bill Hintz. While his trial is ongoing, the coroner continued to serve in his elected position and is accused by the Attorney General of continuing to engage in additional misconduct. Senate Bill 3460 passed the Senate Executive Committee on Wednesday, February 16, 2022 and moves forward for further consideration.

Education Department Announces $35 Million Competition to Improve Teacher Quality Program Aims to Recruit, Prepare, Retain and Support Teachers with a Focus on Equity, Diversity, and Increasing the Educator Pipeline The U.S. Department of Education is posting a Notice Inviting Applications for the Teacher Quality Partnership (TQP) program, which will award $35 million to bolster teacher preparation programs at the undergraduate or “fifth-year” level (Pre-Baccalaureate Models), as well as teaching residency programs for individuals new to teaching that integrate relevant academic content and meaningful clinical experience (Residency Models). “Across the country, we must continue the necessary work of developing a strong, diverse educator workforce for today and tomorrow,” said U.S. Secretary of Education Miguel Cardona. “High-quality educator preparation programs and teacher residencies are integral to this effort. Effective programs have positive effects on teacher candidates—including boosting the likelihood that they will remain in the profession—and they increase the impact that great teachers have on student learning.” In keeping with Secretary Cardona’s priorities, this competition also includes four competitive priorities focused on educator diversity; student social, emotional, and academic needs; and student equitable access to opportunities and resources. Research shows that high-quality residency models like those in the TQP program can expand the pool of well-prepared applicants entering the teaching profession, promote diversity of the workforce, and bring a wide range of experiences into the classroom to support students. In addition, the close partnership between school districts and colleges required by the TQP program ensures that preparation programs are closely aligned with practice. The Biden-Harris Administration believes that support for high-quality residency programs is a critical part of ensuring that all students have access to well-prepared and qualified educators, as these programs produce teachers who are more effective and likely to stay in the profession than less comprehensive pathways. Applicants are also encouraged to apply for partnership grants for the establishment of Grow Your Own (GYO) Programs. The Biden-Harris Administration has called for more investment in high-quality teacher
preparation, including GYO programs, to strengthen teacher pipelines and address shortages, and increase and support the growth of teachers. As with teaching residency programs, GYO programs can help address teacher shortages by increasing retention rates while also enhancing educator diversity. Additionally, the Leadership Program priority in the TQP program provides an opportunity for applicants to carry out an effective school leadership program that will prepare individuals for careers as superintendents, principals, early childhood education program directors, or other school leaders. The Department recognizes the value of supporting educators and is committed to the providing resources and opportunities that lift up the educator workforce. The Notice Inviting Applications is available here.

How Small Businesses Can Attract and Retain Employees (Family Features) Small business administrators are typically among the most competent multi-taskers, but even the most talented jugglers occasionally end up with too many balls in the air. Attracting and retaining employees doesn’t have to be part of your juggling act; in fact, having the right team can make the rest of your business run smoother. As a small business administrator, you may wear many hats, such as running the front desk, ordering supplies, managing accounting, onboarding and more. When you have extra hands to allocate the work, your business is likely to be more efficient and productive. Make employee retention a priority for your business with these practices: Create a positive work culture When employees enjoy coming to work each day, it shows. Your customers recognize it, and your internal team can feel it, too. A positive work culture encourages excellence, forgives mistakes, and leaves plenty of room for having fun. You can create a positive culture by making sure expectations are clearly defined and giving feedback that is consistent and fair. Provide an appealing salary and benefits package A competitive salary that aligns
with expertise is an obvious edge in hiring top talent. You can become a more attractive employer by offering a benefits package that includes paid time off, insurance and other extras. Voluntary benefits, such as those provided by Unum and Colonial Life, offer customizable solutions for businesses and their employees. These benefits can provide flexibility to employees by catering to certain stages of life and lifestyles and to employers by offering various funding options like 100% employee-paid or employer-employee shared funding. With low premiums, many small business owners can achieve significant returns and invest in benefits to attract talent and retain loyal employees. Allow for flexible schedules In large part due to the pandemic, employees have learned to juggle their work and home lives like never before. The businesses who recognize this need have an edge, particularly for employees who need flexibility to care for family members. The degree of flexibility you can offer may vary depending on the business model. Communicating with your employees and working to make reasonable accommodations can go a long way toward attracting strong candidates and retaining current employees.

EASY, AFFORDABLE
BATHROOM UPGRADES (Family Features) Long among the most popular areas for homeowners to undertake improvement projects, bathrooms can be some of the easiest rooms in the house to renovate without spending a fortune. If you’re looking to update one of the most-used spaces in your home, consider these easy and cost-effective ways to give your bathroom a facelift. Accessorize with Color There are numerous ways to create a new look without lifting any tools. Replacing linens and other soft surfaces like rugs, window treatments and shower curtains can help brighten up your space. Adding a fresh coat of paint is another low-cost way to modify the look and feel of a space. With a variety of paint colors and finishes to choose from, you can add a splash of color as an accent or go all out to create depth and contrast.
racks can help eliminate moisture, resulting in less growth of mold and mildew. Some freestanding models come ready to use and take as little as 5 minutes to set up. An option like the UL-certified Jeeves Wet-Rated Kit allows homeowners to install a high-quality, stainless steel heated towel rack inside moisture-rich environments like wet rooms, shower alcoves and walk-in showers or above bathtubs to make their bathrooms more functional while adding a touch of comfort.
Update Cabinetry and Light Fixtures Keeping your existing vanity and other bathroom cabinetry, especially if they’re in good condition, can be a cheaper option than replacing all the cabinets. To create an updated look, add a different coat of stain or paint, replace the hardware and add pullout shelving or drawer dividers. Replacing old, out-of-date light fixtures with modern, efficient options – including the appropriate bulb selections for each fixture – is another cost-effective way to help the space look and feel brighter.
Swap Out Decor and Accessories A quick, inexpensive way to transform your bathroom is to update the decor and other design elements. Installing a new toilet seat, faucet or showerhead and adding matching accessories, such as a toilet paper holder, shower control knobs or a toothbrush holder, can make the space feel new and interesting. For even more impact, add artwork that matches the theme of the room, greenery or floating shelving.
Install a Heated Towel Rack Consider investing in a multi-purpose appliance to help refresh the look of your area. For example, a heated towel rack can save time and money while providing comfort and convenience. Companies like Amba Products offer a variety of styles and finishes to fit almost any decor that produce radiant heat to gently warm and dry towels, which can save time, water and energy by not having to do laundry as often. In addition, the
Add Accent Tile You can create a luxurious look with your backsplash, flooring or shower by adding a pop of colorful tile. Cheaper than purchasing an entire room’s worth of tile, creating a chevron or herringbone pattern in one of these oft-seen areas of the bathroom can make a fresh statement. Get started on your bathroom remodel with more tips and ideas at ambaproducts.com.

This recycling truck is made from plastic that’s 90% reclaimed, which means less waste goes into landfills. Beginner recyclers can hop on this lean, green recycling machine and drive around while learning about the “Three Rs” –reducing, reusing and recycling.
