BBB issues warning for scam websites Receiving reports of products ordered, but not delivered NORTHERN INDIANA – BBB serving Northern Indiana has issued a warning for consumers about possible scam websites allegedly based in Northern Indiana. BTOXFI, MilaniCarter and KBKSRE have all been investigated by the BBB after multiple reports from consumers of unfulfilled orders. Consumers also have reported being unable to reach customer service for these websites. The websites all have northern Indiana residential addresses listed, but complaints have been received from all over the country. At this time, the BBB cannot verify the legitimacy of these businesses as attempts to reach out to the companies have been unsuccessful. Use BBB’s tips to avoid fake websites: Pay attention to contact information and shop policies. Legitimate online stores should provide you with a physical address and working phone number in the contact section. If those elements are missing, it’s best to take your business elsewhere. Do a search for reviews and potential scams. If you still can’t tell if a website is real or fake, try typing the website name along with the word “scam” or “reviews” into your web browser. If other people have been victims of a fake site, you’re likely to find reports when you
search for scams. Look closely at the domain name. One way fake websites trick people is by using a domain name that is extremely close to a real business’ or organization’s domain name. Upon closer examination, you might notice that two letters are swapped or it’s just slightly misspelled. Watch out for tricky subdomains. Sometimes attackers hope you will confuse a subdomain with the real domain name of their website. For example, a scammer might use the domain name netflix.com.movies.com hoping you won’t notice the real domain name is actually movies.com. Be careful with links in emails. Phishing scams are extremely common. A scammer might send you an email that looks like it comes from a reputable business in hopes that you’ll click on the links without a second thought. Always hover over links in unsolicited emails and even in emails that come from a brand, business, or person you think you know. If you spot a scam, whether you’ve lost money or not, report it to BBB’s Scam Tracker at BBB.org/ScamTracker and the FTC at ReportFraud.ftc.gov. New Tool Makes It Easier for ComEd Customers to Take Control of Their Bills and Energy Use Smart Assistance Manager guides customers to individualized financialassistance and energysaving options
With the launch of its Smart Assistance Manager (SAM), ComEd has made it easier for families and individuals to access customized financialassistance options, as well as programs to help them manage their electric bills. SAM is an online self-service tool for all residential customers that finds and displays support options based on their household information, such as energy usage and billing history. Customers who create an online account with ComEd through the “My Account” tool can log in while using SAM to get even more personalized, targeted results. “Previously, customers may have had to search for information to enroll in energyassistance programs,” said Nichole Owens, ComEd’s vice president of customer channels. “With ComEd’s Smart Assistance Manager, customers can access the website – anywhere and on their own time – and be guided to the options best suited for them. What’s better, they will also be connected to the people and forms so they can get assistance as soon as possible to take advantage of them.” SAM matches customers with the payment-assistance programs for which they
may eligible – including deferred-payment arrangements, the Percent of Income Payment Plan assistance program (PIPP) and the Low Income Home Energy Assistance Program (LIHEAP) – then provides guidance and links to apply. SAM also provides recommendations on energy-efficiency offerings that can save customers money and energy, including free home energy assessments and discounts on energy-saving products. Enhanced Bill-Assistance Options ComEd also reminds customers about recent changes to payment features to further support customers struggling to pay their electric bills. New Survey Confirms Majority of Americans Prefer Telehealth During COVID-19 SAN DIEGO PRNewswire -- Independa, an award-winning TV-based platform providing remote engagement, education and care, today announced the results of their second-annual commissioned survey of U.S. adults caring for their older adult parents. The results of the survey showed a vast improvement in attitudes about the COVID-19 pandemic compared with the results of Independa’s first survey, conducted in November 2020, at the height of pandemic concerns. The survey found that in 2022, only 23% of older adult parents felt isolated, compared with 85% of respondents at the height of the pandemic. The second-annual survey uniquely touched on the topic of telehealth and found that having a virtual option for doctors office visits was a major contributor to helping adults feel more comfortable for the well-being of their older adult parents. When asked what features of telehealth were the most comforting, 69.5% preferred the comfort and convenience of telehealth, nearly twothirds (62.8%) shared that they were thankful to save travel time, and over half (55%) preferred telehealth in order to avoid contracting infectious diseases like COVID-19. The nationwide survey of 1,000 American adults with an older adult parent (over 70) who lives alone found that during the COVID-19 pandemic: Nearly two-thirds of older adults missed physical
healthcare appointments during the pandemic. 82.6% of adults felt more comfortable with the well-being of their older parent with telehealth as an option. 75% of older adult parents attended telehealth appointments, with 74.4% enjoying their experience. “It is heartening to hear this important news. SIMMONS LEADS MEASURE TO INCREASE MENTAL HEALTH SUPPORT FOR STUDENTS
Efforts to empower students and provide them with greater access to the resources they need, State Senator Mike Simmons (D-Chicago) initiated and passed a measure, Senate Bill 4028, that will require Illinois elementary and high schools to discuss how and where to find access to mental health treatment. “Our children have been through constant stress the last two years,” said Simmons. “Their sacrifices from the pandemic have exacerbated the growing mental health crisis among our state’s youth.” The measure also will create a Student Mental Health Council that will include 6 youth from across Illinois, and 3 community-based mental health providers, including one that will be LGBTQ-led, one led by a person of color, and one woman-led, bringing underrepresented communities to the table to evaluate gaps in existing mental health services and to recommend systemic improvements so our youth feel empowered and supported by mental health providers. The Student Mental Health Council will also identify gaps in mental health services and treatment for youth and identify ways to destigmatize getting help when needed. The council would meet quarterly and be comprised of community-based organizations that are doing mental health focused work for youth. The measure originated from a people’s legislative council that Simmons held with a group of community members in 2021. “This bill will send a message to our youth that they are loved and their mental and emotional health matters,” said Simmons. Senate Bill4028 passed the Senate and moves to the House for further consideration.
MARTWICK SPONSORED MEASURE TO RESTORE EMISSIONS STATION IN CHICAGO ADVANCES A plan will be presented this fall to replace dismantled vehicle emissions inspection stations in Chicago after a measure supported by State Senator Robert Martwick (D-Chicago) passed the Senate Friday. “This legislation will help restore a badly needed service in Chicago and in the northwest suburbs,” Martwick said. “People shouldn’t have to drive for miles and wait in long lines in order to meet this requirement for their vehicles.” Senate Bill 1234 as amended would require the Illinois Environmental Protection Agency to submit a written report to the General Assembly by Oct. 1 2022, which would include a plan to replace the dismantled emissions inspection stations within the City of Chicago. The plan would help establish a pilot program or permanent replacement program as well as a timeline to implement the plan. The measure is designed to address the lack of available vehicle emissions testing stations in Chicago following the closure of four stations in 2016. Test sites in Bucktown and Harwood Heights were closed leaving the City of Chicago without a testing station. Two suburban facilities in Elk Grove Village and Tinley Park were also closed. “The closure of these stations in 2016 created a burden for our residents, and I’m glad that we are going to create a plan that will make emissions testing more convenient for the residents of Chicago and the near suburbs,” Martwick said. Senate Bill 1234 passed the Senate Friday.
JOYCE-SUPPORTED TAX CREDIT FOR CLASSROOM SUPPLIES PASSES SENATE
State Senator Patrick Joyce (D-Essex) supported legislation that will increase the tax credit to teachers and other school staff who purchase classroom materials at public or private Illinois schools to $300. “Educators deserve a break on the costs of classroom supplies” said Joyce. “This legislation will address the long-held practice of educators purchasing classroom supplies out of their own pocket.” Senate Bill 1143 allows for a tax credit in the amount paid by the educator or other school staff like teacher aids or school counselors for classroom materials up to $300 beginning in taxable year 2023. In current law, the maximum credit allowed is $250. “Educators always want what is best for the kids, allowing for an additional write off just makes sense,” Joyce said. “Educators invest in our children’s future, so we should invest in educators.” At the highest reported amount in record, teachers spent an average of $750 on school supplies out of pocket during the 2020-2021 school year. Approximately 30% of teachers spent $1,000 or more on school supplies. Purchases often include professional development books, office supplies, tissues, art supplies, snacks for students who might not have enough food at home and clothing. SB 1143 was approved by the Senate Thursday and will now head to the House for further consideration.

Rep. Davis, Sen. Durbin, and Rep. Schneider Champion Bill to Help Illinois Recover from the Pandemic by Waiving Interest on Federal Unemployment Loans Representative Danny K. Davis (D-IL) joined with Senator Dick Durbin (D-IL) and Representative Brad Schneider (D-IL) to champion the Continued Waiver of Interest on State Unemployment Loans during the Pandemic Act. This legislation would extend the waiver of interest payments on federal unemployment loans during the pandemic to help Illinois and other states financially as they support their constituents and respond to the dual economic and health crises. Congress has waved the interest on unemployment loans three times during the pandemic. Multiple state comptrollers – led by Illinois State Comptroller Susana Mendoza – raised the need for the federal government to extend the waiver on the interest on these loans since the country is still grappling with the pandemic and since states continue to cope with the financial consequences of these dual crises. Indeed, the National Association of State Workforce Agencies supports a continued moratorium on interest accrual and payments because, if required to pay the interest, states will be forced to either increase employer unemployment taxes or divert state resources that could be used for economic recovery. The business community also supports the waiver extension. The increased unemployment resulted from the pandemic, not from the normal functioning of the labor market or the actions of employers. Given that the pandemic continues, Illinois and other states continue to need financial relief to improve their recovery. The bill would extend the period of interest-free loans from September 6, 2021, to September 30, 2022. The provision is set up to be contiguous with the date of the lapse of the interest-free waiver, meaning there would be no gap in the relief to states. It would operate retroactively as if the interest-free nature had never expired. A further extension of the waiver on unemployment loan interest will improve state and business recovery in many states.

NAREB LAUNCHES CAMPAIGN TO CHANGE POLICIES AND REGULATIONS LIMITING GAINS IN BLACK HOMEOWNERSHIP WASHINGTON – With the gap in homeownership between Black and White families wider today than when housing discrimination was rampant decades ago, the National Association of Real Estate Brokers (NAREB) is launching a “Revive the American Dream of Homeownership” campaign to change public policies that limit the ability of minority and low-to-moderate income families to purchase homes. As of last summer, the Black homeownership rate was 44.6% compared to 74.2% for Whites, a gap of 29.6%. In 1960, before Civil Rights and Fair Housing laws were enacted, there was a lower 27-point gap between Black homeownership (38%) and White homeownership (65%), demonstrating the substantial need for policies that support homeownership. “It is a travesty that in 2022, some five decades past the Civil Rights movement, there has been very little progress in Black homeownership,” said Lydia Pope, NAREB’s President. “It is time for us to act. We must alert Congress and the Biden Administration that public

policies must be enacted and changed to provide more opportunities for families to purchase homes. The American Dream of homeownership must be revived.” Specifically, NAREB is taking aim at four policy areas they have identified as detrimental to homebuying for minorities and low-to-moderate income families: Ø Down Payment Assistance. NAREB is fully supportive of the down payment assistance plan in President Biden’s the Build Back Better legislation. Currently, there are options for down payment assistance available for families, but most come with conditions that can hurt their ability to get a home loan. For instance, some programs tack on a second mortgage or stricter wage and credit score requirements. Other proposals want to link down payment assistance to a tax credit, but that kind of relief does little to help a family that can’t close on house because they can’t afford the down payment. NAREB supports a grant program for down payment assistance so that participation doesn’t impact the ability to qualify for a mortgage.
