NATIONAL SAFETY COUNCIL: 2018 WAS DEADLIEST YEAR ON RECORD FOR HOT CAR DEATHS Tragically, more children died in hot cars in the United States in 2018 than any other year on record, the National Safety Council recently confirmed. Fifty-one children died last year of pediatric vehicular heatstroke, topping the single-year high of 49 set in 2010. In response, the Council is releasing a free online training “Children in Hot Cars” that provides vital information about pediatric vehicular heatstroke and outlines how distraction and other behaviors can lead to these unnecessary deaths. The “Children in Hot Cars” e-learning course provides information about why cars heat up so quickly, why children in particular can succumb to increasing temperatures in cars, and what parents, caregivers and others can do to prevent these needless deaths. To access the “Children in Hot Cars” e-learning course, visit nsc.org/hotcars.

LAW & POLITICS

UNDERWOOD BILL TO PROTECT PEOPLE WITH PRE-EXISTING CONDITIONS ADVANCES OUT OF EDUCATION AND LABOR COMMITTEE The Education and Labor committee recently considered and passed Rep. Lauren Underwood’s legislation, H.R. 1010, which would help protect Americans with pre-existing conditions by overturning an Administration rule that expands short-term, limited duration insurance, commonly known as “junk plans.” The bill has already been considered and passed by the Energy and Commerce Committee. “No person in this country should be denied insurance coverage as a result of a pre-existing condition. Americans deserve quality and affordable healthcare and I’m proud to see the very first bill I introduced passed by a committee on which I serve,” said Congresswoman Underwood. In February, Underwood joined members to introduce H.R. 1010 following the Administration’s decision to finalize the Short-Term, Limited Duration Insurance rule, which excludes protections for pre-existing conditions and essential health benefits provided by the Affordable Care Act.

Originally Founded To Treat Addiction, South Suburban Nonprofit Now Serves Entire Community Continued from page 1 BY KATHERINE NEWMAN

Restoration Ministries, headquartered in Harvey, was founded in 1988 by Dr. John Sullivan and a group of volunteers with the specific purpose of caring for members of the community who were struggling with drug addiction. Over the last 31 years, it has expanded to not only provide robust addiction services but also a community food pantry, a thrift shop, a boxing club, and several after-school programs for young people. As a Christian based organization, Restoration Ministries was founded on a bible verse that reads, “For I was hungry and you gave me something to eat, I was thirsty and you gave me something to drink, I was a stranger and you invited me in, I needed clothes and you clothed me, I was sick and you looked after me, I was in prison and you came to visit me.” This verse is still at the core of their everyday mission. “Everything we do is with this verse in mind. If we see someone in need or find

something we can help with, that motivates us,” said Karen Vrdolyak, director of development at Restoration Ministries. The organization’s desire to help south suburban residents is evident in its expansion of services over time. What started out as one residential treatment center for struggling addicts, known as Harvey House, has blossomed into a variety of programs and services. “We started in Harvey with the Harvey House program. We began to see a lot of issues around the community and we wanted to be good neighbors so we decided to open our food pantry and that was in 1990. We have been serving the residents of Harvey, Dixmoor, and Phoenix since then with a weekly food pantry,” said Vrdolyak. The Restoration Ministries Food Pantry is supported by the United Way of Metro Chicago and will be a beneficiary of this year’s April Food Day food donation drive. As Restoration Ministries continued to settle into the neighborhood, they noticed that there was a fair amount of young people hanging out around their building

because they saw it as a safe space in the community. This inspired the organization to open its doors to a new demographic and begin offering an after-school program. “We started to offer programs for the at-risk kids because we noticed that they were hanging around our facility. We now have a comprehensive youth development program where Monday through Friday we offer after-school tutoring. We feed the kids every day when they get here and we help them get prepared for high school by making sure everybody is reading at grade level and has access to a tutor,” said Vrdolyak. While the organization has greatly expanded over the last three decades, they still have their core addiction treatment programs. Harvey House still offers free addiction services for men and Tabitha House in South Holland offers addiction services for women. Congresswoman Robin Kelly Donates 120 Books To Homewood-Flossmoor High School

Congresswoman Robin Kelly (left) with Golden Apple Award recipient Catherine Ross-Cook, who teaches English literature and composition at the school.

To commemorate National School Library Month, Congresswoman Robin Kelly recently delivered 120 books to Homewood-Flossmoor Community High School’s library through the Library of Congress’ Surplus Book Program and personally congratulated teacher Catherine Ross-Cook on winning a 2019 Golden Apple Award for Excellence in Teaching. “H-F students impressed me. They are engaged in their school, civically aware and eager to test out new ideas and innovations. This is in large part due to outstanding teachers, like Ms. Ross-Cook, who deservedly received a Golden Apple Award,” said Congresswoman Kelly. “The United States

is known for its ingenuity and innovation, and we have that innovation right here in the Second District. It did not surprise me to learn that our donated books were already on display in the library and have been checked out by students.” H-F received books that included biographies, fiction, folklore, poetry and science. Since taking office, Rep. Kelly has donated more than 3,000 books to schools and libraries throughout the 2nd District, from Chicago’s South Side to the South Suburbs and across Kankakee and Will Counties. The Library of Congress donates surplus books to schools, libraries and non-profits

through Members of Congress. Previous schools that have received books from Congresswoman Kelly through this program include Sandridge Elementary School in Lynwood, Douglas Taylor Elementary School in Chicago, Creative Communications Academy in Calumet City, Strassburg Elementary School in Sauk Village, LaVasseur Elementary School in Bourbonnais, Dr. Ralph J. Bunche Elementary School in Markham, and Crete-Monee High School in Crete. The Congresswoman regularly contacts schools within her district to introduce the program. Schools expressing an interest receive age-appropriate books.

CMS finalizes policies to bring innovative telehealth benefit to Medicare Advantage The Centers for Medicare & Medicaid Services (CMS) recently finalized policies that will increase plan choices and benefits, including allowing Medicare Advantage plans to include additional telehealth benefits. These policies continue the agency’s efforts to modernize the Medicare Advantage and Part D programs, unleash innovation and drive competition to improve quality among private Medicare health and drug plans. “Today’s policies represent a historic step in bringing innovative technology to Medicare beneficiaries,” said CMS Administrator Seema Verma. “With these new telehealth benefits, Medicare Advantage enrollees will be able to access the latest technology and have greater access to telehealth. By providing greater flexibility to Medicare Advantage plans, beneficiaries can receive more benefits, at lower costs and better quality.” The final policies announced recently leverage new authorities provided to CMS in the Bipartisan Budget Act of 2018, which President Trump signed into law last year. CMS is finalizing changes that would allow Medicare Advantage beneficiaries to access additional telehealth benefits, starting in plan year 2020. These additional telehealth benefits offer patients the option to receive health care services from places like their homes, rather than requiring them to go to a healthcare facility. Before this year, seniors in Original Medicare could only receive certain telehealth services if they live in rural areas. Starting this year, Original Medicare began paying for virtual check-ins across the country, mean-

ing patients can connect with their doctors by phone or video chat. Historically, Medicare Advantage plans have been able to offer more telehealth services, compared to Original Medicare, as part of their supplemental benefits. But with the final rule, it will be more likely that plans will offer the additional telehealth benefits outside of supplemental benefits, expanding patients’ access to telehealth services from more providers and in more parts of the country than before, whether they live in rural or urban areas. CMS is also finalizing changes that will make improvements to Medicare Advantage and Part D Star Ratings so that consumers can identify high-value plans. The final rule updates the methodology for calculating Star Ratings, which provide information to consumers on plan quality. The new Star Ratings methodology will improve the stability and predictability for plans, and will adjust how the ratings are set in the event of extreme and uncontrollable events such as hurricanes. The final rule will improve the quality of care for beneficiaries dually eligible for Medicare and Medicaid who participate in “Dual Eligible Special Needs Plans” or D-SNPs. These beneficiaries usually have complex health needs and if they have a complaint about their healthcare or about access to items and services, they have to work with multiple organizations, one responsible for Medicare benefits and another responsible for Medicaid benefits, in order to file an appeal. The final rule will create one appeals process across Medicare and Medicaid, which will make it easier for enrollees in

certain D-SNPs to navigate the healthcare system and have access to high quality services. The final rule will also require plans to more seamlessly integrate Medicare and Medicaid benefits across the two programs, such as notifying the state Medicaid agency (or its designee) of hospital and skilled nursing facility admissions for certain high-risk beneficiaries, to promote coordination of care for these patients. The recent announcement builds on the 2020 Rate Announcement and Final Call Letter released earlier that gives Medicare Advantage plans flexibility to offer chronically ill patients a broader range of supplemental benefits that are not necessarily health related and can address social determinants of health. With these new telehealth and supplemental benefits, Medicare Advantage plans will have the flexibility to provide a historic set of offerings to beneficiaries. Medicare Advantage plans will be able to compete for patients based on their new offerings and overall cost. CMS is working to update the Medicare Plan Finder with these new choices, so that beneficiaries will be able to see their new choices and benefits and can pick the plans that work best for them. For a fact sheet on the CY 2020 Medicare Advantage and Part D Flexibility Final Rule (CMS-4185-F), please visit: https://www.cms.gov/newsroom/fact-sheets/ contract-year-2020-medicare-advantage-and-part-dflexibility-final-rule-cms-4185-f The final rule can be downloaded from the Federal Register at: https://s3.amazonaws.com/public-inspection.federalregister.gov/2019-06822.pdf

Americans Spent More than $16.5 Billion on Cosmetic Plastic Surgery in 2018

Unique.Fashion recently launched in collaboration with OnPoint Manufacturing (OPM) and the Fashion Institute of Technology’s FIT/Infor DTech Lab. The partnership will lay the groundwork for FIT to launch its own branded lines of apparel and accessories. FIT will develop a brand and a series of labels designed, marketed, and retailed by students through Unique.Fashion and manufactured using OnPoint’s innovative mass personalization on-demand manufacturing solutions and services. Unique.Fashion is delivering a revolutionary, new experience for women. Powered by OnPoint’s computer directed manufacturing (CDM System), Unique.Fashion allows the consumer to create a personalized garment based on their preferences for style and color. And in stark contrast to today’s traditional sizing models, Unique.Fashion, in cooperation with OnPoint and the PAAT network, enables the consumer to create a personalized size that equates to a custom-tailored garment by simply inputting a few variables. Consumers who visit Unique.Fashion are guided through a process which takes just seconds, asking for fewer than a handful of data

points regarding specific body measurements. Through advanced backend technologies, these data points are input into the Human Solutions size engine and translated into OnPoint Manufacturing’s state of the art, on-demand mass personalization apparel facility where the garment is produced and delivered to the end consumer in a matter of days. “For years the industry has suffered and continues to be constrained by an outdated and non-consumer centric design, product development, and delivery model, especially when it comes to meeting the need for personalization in apparel,” says J. Kirby Best, chairman, OnPoint Manufacturing and PAAT. “Unique.Fashion and OPM are working with others to soon provide brands, designers and design students with the necessary, affordable tools to get closer to the consumer. It is time for the apparel industry to reap the profitability, sustainability, and speed to market that other industries enjoy by embracing the on-demand model.” OnPoint Manufacturing (OPM) specializes in Purchase Activated On-Demand Mass Customization of apparel. When these procedures are combined it not only provides optimal results, but it can be more economical for patients.” The most-performed minimally invasive cosmetic procedures and their national average surgeon fees: l Wrinkle treatment injections (such as Botox®, Dysport®) (7,437,378 procedures): National average surgeon fee of $397 l Chemical peel (1,384,327 procedures): National average surgeon fee of $669 l Laser hair removal (1,077,490 procedures): National average surgeon fee of $285 l Microdermabrasion (709,413 procedures): National average surgeon fee of $131 Percentage Increases and Decreases The national average surgeon fee for breast augmentation surgery increased 2.8 percent from 2017. The cost for neurotoxin injections, like Botox® and Dysport®, increased by 3 percent from 2017, while the cost for laser hair removal decreased by 2.7 percent. Chemical peel and microdermabrasion fees decreased by 4 percent compared to last year. What’s Not Included Cost factors for most cosmetic surgeries include the type of surgery chosen, location of surgery, surgeon’s experience and insurance coverage. Fees generally do not include anesthesia, operating room facilities or other related expenses. “Cost is always a consideration when considering an elective surgery,” said Dr. Matarasso. “However, the least expensive procedure is the one done correctly the first time.” “When considering a procedure, ask your friends and family, review before and after pictures and take the time to consult with more than one board-certified ASPS member,” Dr. Matarasso continued. “A patient’s primary focus should be selecting a plastic surgeon who places a quality result and the patient’s safety at the forefront of every procedure.”

Prince: Three Years Later Fans say their ‘Guitar still Weeps’ BY STACY M. BROWN NNPA NEWSWIRE CORRESPONDENT @StacyBrownMedia

Three years ago, the world lost another icon: Prince. Prince Rogers Nelson, the Minneapolis-born, Rock and Roll Hall of Fame honoree and multiGrammy-winning artist collapsed in an elevator and died of an accidental prescription drug overdose at his Paisley Park home and studios on April 21, 2016. He was 57. Standing at just 5 feet 2 inches, the legendary Purple Rain singer was proof that physical stature is no indication of the impact an individual can have on the entire world. “No other single album influenced me as a teenager and into my adult years more than Purple Rain,” said Michael Stover, president of MTS Management Group and MTS Records. “The album is sheer perfection, and Prince was a once in a lifetime. I’ve always told people that Prince is the 20th and 21st century equivalent to Mozart or Beethoven,” Stover said. Prince’s groundbreaking 1984 album Purple Rain sold more than 20 million copies worldwide and produced such era-defining hits as “When Doves Cry,” “Let’s Go Crazy,” and the title track, “Purple Rain.” The album earned three Grammy Awards and three American Music Awards while the film earned an Oscar for Best Original Song Score, the last to receive the award. Just two years prior, in 1982, Prince released,“1999,” his fifth studio album which sold more than 6 million copies and was his first to reach the top 10 on the Billboard music charts. It proved that the crossover star was just getting started. Born on June 7, 1958 Prince was named after his father, whose stage name was Prince Rogers and who performed with a jazz group called the Prince Rogers Trio, according to the website PrinceVault.com. In a 1991 interview, Prince’s father, John L. Nelson, said he named his son Prince because “I wanted him to do everything I wanted to do.” With albums like “Prince,” “Controversy,” “1999,” “Purple Rain,” “Sign O’ the Times,” and “Musicology,” Prince released nearly 1,000 songs over his career. He has won multiple Grammy Awards, American Music Awards, a Golden Globe and an Academy Award. In 2004, Prince was inducted into the Rock and Roll Hall of Fame. That same year, he was named the top male pop artist of the past 25 years and Rolling Stone ranked Prince No. 27 on their list

of the 100 Greatest Artists of All Time. “The highlights of Prince’s life are so many – how to pick one? From the first time I watched Purple Rain in the theater – where the girls in Boston screamed at the screen every time Prince was in a scene – to the Rock n’ Roll Hall of Fame solo on While My Guitar Gently Weeps; to the most amazing Super Bowl halftime performance ever where Prince said, ‘Can you make it rain harder?’ when a concerned producer checked in with him before he was supposed to go on; his life was one of brilliance that inspires us to this day,” recalled Terence O’Toole Murnin, a Prince fan who lives in Arizona. Another fan, Nicholas Wolaver, attended what would be Prince’s final concert series in Atlanta in 2016. It was following that show that a plane carrying the superstar was forced into an emergency landing because Prince needed immediate medical attention for an apparent overdose. Doctors revived Prince and less than a week later as a private doctor was arriving at Paisley Park to help the singer with addiction, he was dead. “I started listening to Prince in the fourth grade with Little Red Corvette and other pre-Purple Rain hits on the radio,” Wolaver said. “Later my college journey took me to Minnesota where the local scene was much more informative about Prince’s impact there. I attended three of his concerts in Atlanta, including an arena show, an intimate performance with only a few hundred people and finally that penultimate concert at The Fox Theatre,” Wolaver said. “For the arena and intimate show, he was all about the guitar, while the piano was the centerpiece for the final events – he rocked any instrument he touched. I still have a recording from that penultimate concert on my phone and play it often and reflect on the life he led and music he created. He’s greatly missed,” he said. For Ginna Currie of New York, she said she’s thankful that famed director Spike Lee throws an annual block party in Brooklyn in memory of Prince. “I have been a Prince fan since 1979’s ‘I Wanna Be Your Lover,’” Currie said. “It is still hard to comprehend that there will be no more Prince concerts to attend. Every couple of years Prince was in the New York metro area on tour,” Currie said. “He was the consummate entertainer with singing, dancing and playing guitar, piano, drums. I listen to his music almost every day and I just wish [Prince’s] family would release the music inside the vault,” she said.

Undesign the Redline Exhibit Now Open The National Public Housing Museum (NPHM) invites the public out to the opening of an important exhibition Undesign the Redline, in partnership with Enterprise Community Partners, Designing the WE and Elevated Chicago. The exhibit runs now through May 31 at the museum office on 625 N. Kingsbury St, 10:00AM to 5:00PM. Coming to Chicago on the latest leg of its national tour, Undesign the Redline is an interactive exhibition that explores both the impacts of discriminatory housing policies and the innovative responses of activists to counteract systemic racism and classism. Examining the history of structural discrimination through the near century-old history of Redlining, the exhibit invites visitors to share their own ideas to undesign systemic housing issues in the present day. Featuring stories of housing activism such as Marion Stamps & the Chicago Housing Tenants Organization successful Rent Strike against HUD, Martin Luther King’s Chicago Freedom Movement, and Dorothy Gautreaux’s successful discrimination lawsuit against the Chicago Housing Authority, Undesign the Redline speaks to the troubled past, present and future of racially biased housing policies in America. “The legacies of redlining, including unequal economic opportunities, health and education disparities, and racial segregation, are still deeply part of our city,” says National Public Housing Museum Executive Director Lisa Yun Lee, “and we need to go upstream to solve these issues. And for us, upstream means going back in time and becoming astute students of history to understand how these systems came to be in order for us to undo them for our collective futures.” Also on display at the museum will be a collection of rare color photographs of Dr. Martin Luther King leading the Chicago Freedom Movement, taken by Bernard Kleina during King’s visit to Chicago in 1966. The only known color images of King in Chicago, Kleina’s images capture King’s momentous work to protest unfair housing policies in the city. The exhibit will also feature an installation by photographer Celestia Morgan that explores the history of racial housing discrimination exemplified in Birmingham, Alabama. The opening night party will be held in conjunction with the Chicago Area Fair Housing Alliance (CAFHA). Before its run at the NPHM, the exhibit will be available at the Federal Reserve Bank of Chicago Money Museum. After appearing at the National Public Housing Museum, the exhibit will be hosted in two more locations in Chicago: the Loyola University Museum of Art, from June 18 to October 19, and the Harold Washington College, from October 28 to November 29. For a full schedule of the exhibit’s tour around the country, please visit the Enterprise Community website. The National Public Housing Museum preserves, promotes, and propels housing as a human right, and the right for all to a place where they can live and prosper—a place to call home. The Museum’s permanent home is currently under construction, and will be located in the last remaining building of the historic Jane Addams Homes at 1322 West Taylor. The Museum will include restored apartments from multiple generations of public housing museums, an oral history archive and storytelling spaces, an Entrepreneurship Hub, and public art galleries that bring people together to create positive impact on policy and communities. The exhibit is reachable by public transit. Ample street-meter parking surrounding the office is available as well as a public parking lot at 520 North Kingsbury Street, which charges $12 per hour at the corner of Grand and Kingsbury. This event is wheelchair accessible. Individuals requiring sign-language interpreters, real-time captioners, or other accommodations should contact Mark Jaeschke at 773.245.1621 or mjaeschke@ nphm.org at least one week in advance of the event.
