PRITZKER SIGNS LEGISLATION BOLSTERING ACCESS TO HEALTHY FOOD IN SCHOOLS NEW LAW ENABLES SCHOOL DISTRICTS TO FURTHER PARTNERSHIPS WITH FOOD PROVIDERS THAT PRIORITIZE THE HEALTH OF STUDENTS CHICAGO – Governor JB Pritzker today signed legislation to increase access to healthy food options in schools across the state, providing Illinois children with the well-rounded, nutritious meals necessary to maintaining a healthy learning environment. “Illinois students deserve healthy, sustainable food options at every turn,” said Governor JB Pritzker. “Schools are a haven. They are where our state’s children spend most of their time outside of the home— and our schools provide reliable, consistent meals for students, day in and day out. With this legislation, Illinois’ schools will be able to serve nutritious food options without having to jump thro Under House Bill 4813, food service providers that participate in any of the USDA’s child nutrition programs are exempt from contract bidding requirements. This legislation encourages school districts to give preference to contracts that promote the health and well-being of students, source local food products, and value the welfare of animals, allowing Illinois school districts to improve the evaluation process for potential food service vendors. All potential food suppliers are required to submit data to the school district at the time of the bid, to the best of their ability with an annual update during the term of contract if it is awarded. House Bill 4813 is the administration’s latest initiative to increase access to healthy foods for Illinoisans of all ages. Earlier this month, Gov. Pritzker established the Healthy Foods Access Program, which expands access to healthy foods in underserved areas. Under this program, grocery stores, corner stores, farmers’ markets, and other small retailers may receive assistance through grants, loans, equipment, or other financial assistance to be awarded on a competitive basis. Additional efforts include public-private partnerships to expand purchasing options for those who receive SNAP benefits, empowering the Illinois Commission to End Hunger to advance the From Food Insecurity to Food Equity: A Roadmap to End Hunger plan, a three-part strategy for connecting residents in need to nutrition assistance programs, and promoting equitable access to food for every Illinoisan.

Sevetri Wilson considers herself a serial entrepreneur. In college, Wilson started an online newspaper and convinced her friends to write for it. She started her first company, Solid Ground Innovations in 2009. Then, in 2016, she started Resilia. Solid Ground Innovations was a communications and management agency that helped non-profit organizations with their day-to-day, and helped large funders with technical assistance to their grantees. Solid Ground Innovations also worked with large corporations. Resilia spun out of Solid Ground Innovations because she wanted to productize the services Solid Ground Innovations was offering to the large funders, corporations and government entities. Wilson also thought about the potential to productize the services it was giving to the non-profits. It is a two-sided software as a service (SAAS) Platform that supports non-profits and funders to help them manage where their money goes, helping funders to scale their impact. Wilson transitioned from a bootstrap company in Solid Ground Innovations to raising $15 million for Resilia. It was also a transition into the tech space, and Wilson had to find a technical team to help her deal with Resilia. The biggest part of it was building a tech team for the venture. Wilson was asked to be a guest for Claima Stories, a podcast from Claima, a professional development brand, co-founded by Bimma Williams. Claima, which comes from Claim a Seat at the Table, has an aim to have creatives talk

about their journeys. Williams and Wilson attended Louisiana State University. “Where we were at 18 and where we are at 35/36, is crazy, with the amount of growth and the amount of opportunities we’ve had. And, the achievements that we’ve accomplished. It truly like a full circle moment,” Wilson said. “ Wilson believes that what Williams is doing to bring the untold stories of people of color and Black people to the forefront is very significant. She said it is important because people are listening and the way Williams tells the stories on the platform is necessary. Also, the stories show there is not a straight line to success and there are ups and downs along the way. Wilson wants to encourage young Black entrepreneurs to find advisors, mentors and the right people who can help them think through their ideas so they can begin to execute their ideas. She added, put one foot in front of the other. The time, commitment and work ensures longevity and sustainability. “Don’t be dismayed, get the right people around you, right advisors around you, people who have done it before, they’re not just going to tell you what you want to hear. They’re going to give you actionable advise of what to do next, and what their successes or failures were like,” she said. As for the best advise Wilson received, it came from her mother: Don’t let your highs get too high that you can’t touch the ground. Or, your lows so low you can’t see the heavens. Gov. Pritzker Signs Legislation Re-enforcing Value of Illinois High School Diploma Chicago — Governor JB Pritzker signed SB3792 into law, amending the code of multiple acts and agencies to replace references to high school equivalency certificates to State of Illinois High School Diplomas. This change recognizes the equal value of a State of Illinois High School Diploma and will aid Illinois graduates in establishing reciprocity with educational requirements in other states. “Graduates of Illinois schools should never have to start their post-secondary career or schooling at a disadvantage,” said Governor JB Pritzker. “This legislation reflects the high standards to which we hold our high school students and protects graduates from unfair misconceptions, both in our state and in others.” In the past, the term “equivalency certificate” carried stigma and the incorrect assumption that the graduate had received a lower level of degree. This change accurately reflects that the high school equivalency certificate is a diploma, ensuring no graduates of Illinois high schools will face challenges based on inaccurate assessment of educational level. This legislation also changes school codes to recognize high school equivalency certificates from other states as the equivalent of a State of Illinois High School Diploma, allowing ease of reciprocity when transferring educational requirements across state lines. The Illinois College Board is also increasing GED test discounts to encourage Illinoisans to complete their secondary degrees. $430,000 of discounts will be available to all test takers and bring the total costs of testing down to $40 for in person tests and $56 for online tests. Previous discount programs in 2020 and 2021 were redeemed by nearly 20,000 test takers. Test takers can us the code ILSAVE20 to reduce the cost of each module when

This will increase job opportunities and improve the future for people and their families,” said State Representative Amy Elik (R-Alton). “Students who’ve completed the requirements to have functionally completed high school deserve the same recognition as those who’ve taken a more traditional path,” said State Senator Cristina Castro (D-Elgin). “By recognizing this achievement as a ‘diploma’, we’re telling our students and their future employers that they are ready to succeed beyond high school, regardless of the path it took them to get there.” “We supported this change because it makes it clearer to employers and colleges that, whatever a student’s path was to completing their high school education, they’ve demonstrated that they meet the standards to move on—whether that’s into the workforce or to postsecondary education or training,” said Eric Zarnikow, Executive Director of the Illinois Student Assistance Commission (ISAC). “If we can remove an unnecessary barrier between students and their career goals, it just makes sense to do so.” “The educational journey to and through college looks different for every student,” said Illinois Board of Higher Education Executive Director Ginger Ostro. “This recently signed bill will help ensure that all students, no matter their path, have equal access to college. ATTORNEY GENERAL RAOUL ANNOUNCES SETTLEMENT WITH PEOPLES GAS OVER CHAMPAIGN COUNTY NATURAL GAS LEAK Consent Order Requires Remediation of the Mahomet Aquifer and Protection for Impacted Homeowners

Attorney General Kwame Raoul today announced a consent order with The Peoples Gas Light and Coke Company (Peoples Gas) over a natural gas leak that reached one of Central Illinois’ largest fresh water sources and nearby residents’ private wells. The consent order, entered in Champaign County Circuit Court, resolves a lawsuit the Attorney General’s office filed after natural gas leaked from a Peoples Gas underground storage facility near the village of Fisher, Illinois into the Mahomet Aquifer and the private wells of nearby homes. Natural gas consists primarily of methane, which is nontoxic but is flammable and, in high amounts, can cause asphyxiation in enclosed spaces. “This consent order will ensure that Peoples Gas is held accountable for cleaning up the gas release and required to provide residents access to safe drinking water,” Raoul said. “My office will continue to work diligently to protect Illinois residents from contamination that threatens public health and the environment.” The consent order requires Peoples Gas to mitigate the release by implementing a Groundwater Management Zone (GMZ) approved by the Illinois Environmental Protection Agency (IEPA). Implementation of the GMZ includes the operation of four new relief wells to remove methane from the aquifer. The wells are located in areas identified through site investigation as most likely to yield migrated gas. If any of the relief wells fail to yield methane, Peoples Gas will be required to locate and install a replacement well.

Peoples Gas must also conduct periodic sampling of a monitoring network to track the extent of the release and the progress of mitigation by the relief wells. Peoples Gas must continue to operate relief wells and sample until IEPA concurs that clean-up objectives have been met. Peoples Gas must then conduct at least three years of additional monitoring to ensure that methane remains within approved levels. “This consent order will ensure the company complies with technical requirements such as the Groundwater Management Zone and takes additional steps to address natural gas affecting the local aquifer, monitor the groundwater, and further study the transport of the dissolved gas,” said Illinois EPA Director John J. Kim. “Illinois EPA will continue to evaluate the effectiveness of the remedy system and assess any needed updates to remediate and protect the groundwater that was contaminated by the natural gas leak from Manlove Field.” The order also provides relief for impacted households. Peoples Gas must offer water treatment systems, bottled water, in-home gas monitoring devices and ongoing water monitoring to any household with levels of methane from the release exceeding an action level identified by the Illinois Department of Public Health (IDPH). “This consent order represents a significant win for the health and safety of central Illinois residents whose drinking water wells have been affected by natural gas and demonstrates our commitment to working with our

sister agencies to protect the environment,” said Illinois Department of Public Health Acting Director Amaal Tokars. “We applaud the Attorney General’s Office for their aggressive handling of this successful environmental enforcement action.” The Attorney General’s office filed the lawsuit in October 2017, based on a referral from the Illinois Department of Natural Resources (IDNR). In 2018, the Attorney General’s office received additional related referrals from IEPA and IDPH. The consent order follows two interim orders, entered in October 2017 and September 2019, that required Peoples Gas to investigate the release and provide relief to impacted households. The order further requires that Peoples Gas pay a total of $575,000 in civil penalties and additional payments: $150,000 to IEPA; $25,000 to IDPH; $225,000 to IDNR; and $175,000 to the Prairie Research Institute at the University of Illinois Urbana-Champaign. In 2018, AMR alone contributed to nearly 5,400 deaths in Canada – about 15 deaths per day.2 It is predicted that by 2050, there will be 10 million deaths worldwide, a 14.3-fold increase. making AMR the number one cause of deaths before cancer or cardiovascular disease.3 In Canada, one out of every 16 patients admitted to hospital will get a multidrug resistant infection and about $250 million will be spent on direct medical costs to treat these infections annually.4 AMR is a global priority and one of the key topics on the agenda of the 2022 G7 Summit.5 The use of precision medicine and rapid diagnostics can determine if an infection is bacterial or viral, identify bacterial type(s), identify any drug resistance, and assess drug susceptibility, thus changing the way antimicrobials are used.

Local elected officials weigh in on Supreme Court Roe v. Wade decision BY DERRELL GREEN CITIZEN’S INTERN

The United States Supreme Court has overturned Roe v. Wade. In the case of Dobbs v. Jackson Women’s Health Organization, Justices ruled in a 6-3 vote to uphold the Mississippi abortion law, and Roe v. Wade was overturned with a vote of 5-4. The ruling sent women and men across the country into panic. Thousands of viral social media posts cry out to the government to take action to continue to protect women’s reproductive rights. And in opposition to those posts, thousands more viral tweets thanked the SCOTUS for their ruling. Even more, citizens started to ask what to do next and how to move forward. As a result of the ruling in Dobbs v. Jackson Women’s Health Organization, states now have the constitutional right to limit or expand women’s reproductive rights. Missouri banned nearly all abortions on the day Roe v. Wade was overturned. It is now clear that the fate of women’s reproductive rights now falls into the hands of state legislators. Thankfully, in the state of Illinois, women’s reproductive rights are protected. The Reproductive Health Act states that women have the “fundamental right” to access abortion services and that a “fertilized egg, embryo, or fetus does not have independent rights.” And not to worry, the state of Illinois doesn’t seem to be changing its position any time soon. State Legislator Ford stated, “I joined Democrats in taking decisive action in Illinois to remove dangerous trigger provisions in our laws to ensure that the right to choose remains safe, legal, and accessible in our state. I backed these efforts, and I remain supportive of ongoing, meaningful action to protect access to reproductive health.” It is now clear that the fate of women’s reproductive rights now falls into the hands of state legislators. Thankfully, in the state of Illinois, women’s reproductive rights are protected. The Reproductive Health Act states that women have the “fundamental right” to access abortion services and that a “fertilized egg, embryo, or fetus does not have independent rights.” Unfortunately, this is not the same for all states. Now more than ever is the time to participate in local and state elections. With Illinois Congresswoman Robin Kelly stating, “The reality is, that the Dobbs v. Jackson decision will result in women’s right to abortion being decided by state legislatures. The right to abortion is enshrined in Illinois state law. Many women in our neighboring states will lose access to this right. It’s critical that every eligible voter participates in all elections—local level, state level, federal elections, and primaries. “ One of the fundamental duties of an American citizen is to vote. Local and state elections have always been important. Because, as stated in the 10 amendments, the powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively. State legislators were able to decide on standardized testing, the allocation of state funds to low-income programs, and now women’s reproductive rights. We got a taste of how powerful state governments are during the early stages of the pandemic when certain states set ordinances that other states did not. So, everyone is encouraged to vote in small elections, state and local. The only way to get your voice heard is to vote and to move people out of power that are not in alignment with the majority. Because currently, the majority of people are not the majority of voters, and it is starting to show in our government.

CDPH Statement on the Response to the Ongoing Monkeypox (MPV) Outbreak Including Allocation of Vaccine Federal partners recently provided welcome updates on the monkeypox virus (MPV) response, highlighting expanded testing capacity at public health laboratories and at large clinical reference laboratories, as well as increased deployment of JYNNEOS vaccine. Nationally, 296,000 vaccine doses will be allocated in the coming days and weeks, and 1.6 million available in the coming month. The goal is to vaccinate individuals with confirmed MPV exposures and those at high-risk of having been exposed: gay, bisexual, and other men who have sex with men (collectively referred to as MSM) who have recently had multiple sex partners in a venue where there was known to be monkeypox or in an area where MPV is spreading. The national strategy is aligned with the work we have already started in Chicago with the help of clinical partners. Individuals can see a healthcare provider to be evaluated for monkeypox if symptoms appear, and follow treatment and prevention recommendations. Those eligible for the vaccine should remain in communication with their provider in coming weeks and months. What Women Need to Know About Stroke Risks (Family Features) It may not be widely known that women face unique risk factors for stroke throughout their lifetime. Things like pregnancy, preeclampsia and chronic stress can increase the risk for high blood pressure, a leading cause of stroke. Cardiovascular disease, including stroke, is the leading cause of death among women, according to the Centers for Disease Control and Prevention (CDC), and 1 in 5 women will have a stroke. However, a large majority of strokes can be prevented. Caring for yourself by understanding your risk factors can help reduce your risk for stroke and provide a better quality of life. Start managing your stroke risk with these tips from the American Stroke Association, a division of the American Heart Association: Monitor Your Blood Pressure The first step you can take in reducing your risk for stroke is knowing your blood pressure and keeping it in a healthy range. High blood pressure is the No. 1 preventable cause of stroke, according to the American Heart Association. The best way to know your blood pressure is to have it measured at least once per year by a health care professional and regularly monitor it at home then discuss the numbers with a doctor. For most people, a normal blood pressure should be 120/80 mm HG or less. In addition to properly monitoring blood pressure, maintaining a healthy weight, being physically active, eating healthfully and reducing or eliminating alcohol and tobacco usage can help control blood pressure. If you do develop high blood pressure, work with a health care professional on a plan to help manage it. Plan for Pregnancy In the United States, high blood pressure during pregnancy is becoming more common, according to the CDC, and medical conditions including preeclampsia, gestational diabetes and blood clots during pregnancy all increase stroke risk during and immediately following a pregnancy. Managing conditions like high blood pressure before getting pregnant helps keep you and your baby healthy during pregnancy and beyond. In addition, your health during and immediately after a pregnancy can shape the lifelong health of you and your child. If you’re planning to become pregnant or are currently pregnant, it’s important to regularly monitor your blood pressure. Take Care of Your Mental Health Some stress is unavoidable but constant stress is not healthy. Chronic or constant stress may lead to high blood pressure and other unhealthy behavior choices, which can increase risk for stroke. Based on findings in a Stress in America 2020 survey conducted by the American Psychological Association, the top sources of stress are money, work, family responsibilities and health concerns. Managing your stress and blood pressure can improve your overall health and well-being. Reclaim control of your schedule and build in time to invest in your health. Find 10 minutes every day to do something for you, like listening to music, meditating or going for a walk. Learn the Warning Signs A stroke can happen to anyone at any point in life. Immediate treatment may help minimize the long-term effects of a stroke and even prevent death. Learn how to spot a stroke F.A.S.T: • Face drooping – Does one side of the face droop or is it numb? Ask the person to smile. Is the person’s smile uneven? • Arm weakness – Is one arm weak or numb? Ask the person to raise both arms. Does one arm drift downward? • Speech difficulty – Is speech slurred? Is the person unable to speak or hard to understand? Ask the person to repeat a simple sentence like “The sky is blue.” • Time to call 911 – If someone shows any of these symptoms, even if the symptoms go away, call 911 and get to a hospital immediately. New Research Sheds Light on How People Are Taking Civic Action (StatePoint) New research is offering insights into how the world can recover and rebuild from the pandemic, along with how individuals and organizations can address issues they care about in their communities. “Civic Life Today: The State of Global Civic Engagement,” which was commissioned by Points of Light and designed and executed by INFLUENCE|SG, studied attitudes around civic engagement in the United States, the United Kingdom, India, and Brazil. “We believe that the most powerful force is the individual who has realized their power to make change happen. However, everyone can be more impactful when working together,” says Natalye Paquin, president and CEO of Points of Light, the world’s largest nonprofit dedicated to accelerating people-powered change. “This report is intended to reveal ways to act effectively -- making it easier for individuals to find these opportunities and organizations to create them.” The report also supports Points of Light’s Civic Circle, a framework that helps people understand that there are many ways to do good. The nine activities outlined by the Civic Circle are: listening and learning, using one’s voice, social entrepreneurship, volunteering, public, national or military service, using one’s purchasing power to express values, working, voting, and donating.
