The Lilac Laser Team Blasted Their Way to Victory CHICAGO – On Saturday, July 29, nine teams of young women put their pedals to the metal in ComEd’s second annual EV Rally. Young women from across Chicagoland applied and were selected to participate in this exciting opportunity to learn about electric vehicles (EVs), science, technology, engineering and math (STEM) principles and clean energy careers while connecting with female ComEd mentors. Each of the 45 students who raced will receive a $2,000 scholarship for completing the program.

After three heats of spirited racing and a tense final round, the Lilac Laser team took first place, holding the winners’ trophy up high. The team’s members were:

“This exciting program is a fun way for teens to get out of the classroom and experience STEM in a hands-on environment surrounded by like-minded peers,” said Michelle Blaise, senior vice president of technical services at ComEd. “The clean energy transition is coming quickly, and ComEd is working to ensure that we have a diverse pipeline of talent ready to fill these new roles and support our evolving communities.”

The ComEd EV Rally is designed to prepare the next generation of the clean energy workforce, while simultaneously helping bridge the gender gap in STEM. Young women from Illinois, between the ages of 13 and 18, were eligible to apply for the program. The student teams worked with ComEd women mentors over four build days to assemble high-tech, electric go-karts while learning about a variety of career opportunities in STEM.

REPS. KELLY, KIM, CASTOR, AND JOYCE LEAD SHINE FOR AUTUMN ACT TO REDUCE STILLBIRTHS

WASHINGTON D.C. – U.S. Representatives Robin Kelly (IL-02), Young Kim (CA-40), Kathy Castor (FL-14), and Dave Joyce (OH-14) introduced the bipartisan Stillbirth Health Improvement and Education (SHINE) for Autumn Act.

This bipartisan bill aims to prevent stillbirth through enhanced data collection, research, education, and awareness by creating the first comprehensive, federal-state partnership to reduce stillbirth rates in the United States.

According to the Centers for Disease Control and Prevention, stillbirth affects 1 in 170 pregnancies, with over 21,000 babies born still each year. In the United States, the annual number of stillbirths far exceeds the number of deaths among children aged 0-14 years from accidents, preterm birth, SIDS, drownings, fire, and flu combined.

The SHINE for Autumn Act is named in honor of Autumn Joy, who was born still on July 8, 2011. Her death tragically impacted her family and propelled her mother, Debbie, toward helping others through stillbirth advocacy. She has been working tirelessly to give Autumn’s short life a purpose, and to shed light on this heartbreaking public health crisis.

The SHINE for Autumn Act (H.R. 5487) passed the House with overwhelming bipartisan support in the 117th Congress.

Citizen Newspaper: What is rheumatoid arthritis and how does it affect young people differently than it affects adults?

Dr. Tamika Henry: Rheumatoid arthritis (RA) is a chronic, systemic autoimmune disease that primarily affects the joints, leading to inflammation, pain, and eventual damage. Unlike osteoarthritis, which is a degenerative condition due to wear and tear, RA results from the body’s immune system mistakenly attacking healthy joint tissues. RA is a complex interplay of genetic predispositions, lifestyle choices, and environmental influences. To effectively manage the disease, we must explore each patient’s unique story and tailor a personalized treatment plan. Traditional treatment focuses on managing inflammation and pain through medications, but functional medicine delves deeper into understanding the factors triggering the immune system’s misdirected attacks.

In young individuals, RA can potentially present a more aggressive disease course compared to adults, often affecting multiple joints simultaneously right from the onset. This early manifestation can lead to a greater degree of joint damage, potentially increasing the risk of longterm disability if not properly managed. Younger people’s active lifestyle and growth phase could also impact how the disease affects them.

Citizen Newspaper: How would someone know if they had rheumatoid arthritis?

TH: Rheumatoid arthritis (RA) can manifest subtly, making it difficult to recognize initially. The onset of this disease is often characterized by persistent joint pain, predominantly in the hands, feet, and knees. Many people experience morning stiffness that lasts more than an hour, noticeable joint swelling, warmth in the affected areas, and even a general sense of fatigue. These symptoms can be particularly alarming and perplexing for younger individuals and their families. My personal journey involved pain and frequent visits to my doctor along with multiple days of hospitalizations.

Determining whether someone has RA typically involves unresolved symptoms, multiple doctor visits and a series of tests. This process can be daunting but is crucial for obtaining an accurate diagnosis and starting the appropriate treatment. In the realm of functional medicine, the approach to diagnosing and managing RA goes beyond simply addressing the symptoms. It emphasizes the need to identify the root cause of the disease, recognizing that triggers can greatly vary from one individual to another. Such triggers might include food choices, exposure to environmental toxins, genetic predisposition, emotional well-being, and the impact of past infections. By understanding these potential stressors, we can better manage the disease and even reduce the severity of symptoms, reinforcing the importance of a holistic and individualized approach to health care.

Citizen Newspaper: Why is health and wellness so important for people with rheumatoid arthritis?

TH: For individuals with RA, maintaining overall health and

wellness can significantly influence the disease’s progression and their ability to manage symptoms. Regular physical activity can help preserve joint flexibility, decrease pain, and increase strength in the muscles around the affected joints. Following a balanced diet, particularly one rich in anti-inflammatory foods (omegas, phytonutrients, cruciferous vegetables), can help reduce systemic inflammation. Other key components for overall well-being and disease management are adequate rest, effective stress management, and good sleep hygiene.

Health and wellness are cornerstones of functional medicine and in managing rheumatoid arthritis. Avoiding processed foods, optimizing sleep patterns, and stress management techniques are indeed very important, but we must not forget to include mindfulness practices to foster a harmonious mind-body connection.

Citizen Newspaper: How can people with rheumatoid arthritis get and stay active?

TH: People living with rheumatoid arthritis (RA), despite their potential physical limitations, can and should strive to remain physically active as part of their treatment plan. Regular physical activity aids in maintaining joint flexibility and muscle strength, decreasing pain, which can help improve mobility and overall health. Engaging in low-impact exercises, such as swimming, tai chi, walking, gardening, or practicing yoga, can be beneficial. These activities help maintain muscle tone and joint function without causing undue strain or damage.

For younger individuals with RA, maintaining an active lifestyle may present unique challenges due to the disease’s potential effects on their growing bodies. It’s crucial to adapt exercises to their needs and abilities, and professional advice from a physical and/or occupational therapist may be useful in tailoring suitable exercise plans.

I believe in empowering young patients by enhancing their understanding of RA and the factors contributing to their condition. By encouraging their active involvement in managing their health, we can foster resilience, promote self-care, and lay the foundation for lifelong wellness habits, despite the challenges of living with RA.

Citizen Newspaper: What tips do you have for children living with rheumatoid arthritis?

TH: 1. Explore a Balanced Diet: Encourage a diet rich in fruits, vegetables, and whole grains while minimizing processed foods and sugary snacks.

2. Stay Active and Mindful: Engage in age-appropriate physical activities, such as swimming, walking, hiking, or yoga, and learn mindfulness techniques to manage stress.

3. Open Communication: Encourage open dialogue about symptoms and emotions to build a strong support system.

4. Balance Rest and Activity: Allow time for rest and recovery when experiencing joint pain or fatigue while maintaining a healthy level of physical activity. Acknowledge the need for rest when joints feel fatigued or painful.

Gov. Pritzker Takes Action to Bolster Illinois’ Hydrogen Economy

CHICAGO — Further delivering on his commitment to make Illinois a national leader on climate action, Governor JB Pritzker signed House Bill 2204, establishing a tax credit for users of clean hydrogen in the state of Illinois.

“Here in the Land of Lincoln, we refuse to deny the looming threats of the climate crisis—and we are taking tangible action to create a more sustainable, environmentally-conscious future for the next generation of Illinoisans,” said Governor JB Pritzker. “This tax credit for users of clean hydrogen won’t just bolster our clean energy economy—it further sets us on a path towards reaching our ambitious goal of 100% clean energy by 2050.”

“We don’t have a moment to spare in the fight against global warming,” State Representative Terra Costa Howard (D-Glen Ellyn) said. “We desperately

need pragmatic new alternatives to carbon fuels, and this tax credit will help to make Illinois a leader in establishing a clean energy economy that includes important new investments in hydrogen technologies.”

“Here in Illinois, we are taking the lead on a nationwide effort to decarbonize,” said State Senator Dave Koehler (D-Peoria). “Providing a hydrogen use tax credit will help Illinois become an attractive option for hydrogen hubs that will support our agricultural, refinery and transportation industries and create jobs for workers across the state.”

“This measure helps to better position Illinois to support developing technologies, attract investment and create jobs,” Assistant Majority Leader Jay Hoffman (D-Swansea) said. “We should always be looking for opportunities to make this state a national leader within an industry, and this tax credit can help us become this region’s hydrogen hub.”

This legislation creates a tax credit of $10 million per year in 2026 and 2027 for users of clean hydrogen. At the conclusion of the tax credit, the Illinois Environmental Protection Agency will run a comprehensive study to evaluate both the emissions impact of the tax credit and the national landscape to recommend additional policy measures to ensure Illinois remains competitive in the clean hydrogen economy and meets the clean energy goals outlined in the Climate and Equitable Jobs Act.

The tax credit was designed to keep pace with the state’s clean energy goals and includes a number of measures to ensure environmental benefit. In addition to the comprehensive study, those measures

include:

Directing funds to eligible uses that have been agreed to by environmental groups and industry to ensure hydrogen investments are made where they can have the greatest impact while also maintaining the state’s electrification goals.

Ensuring that hydrogen projects have community input via public hearings and requiring 40% of the benefit go to equity investment eligible communities as outlined in CEJA.

The bill also contains workforce provisions in line with the nation-leading standards that were set in CEJA, including requiring a minimum equity standard and requiring Project Labor Agreements.

This action builds on the state’s landmark Climate and Equitable Jobs Act, which set a national standard for aggressive decarbonization goals by pledging to be completely reliant on clean energy by 2050. Investing in clean hydrogen is a key component of decarbonizing the transportation, manufacturing, and agriculture industries. By jumpstarting the hydrogen market in the Midwest, the state of Illinois will add to its robust number of clean energy jobs and bring down the cost of clean energy alternatives for those who reside here. Prioritizing clean hydrogen will lead to reduced pollution, enhanced energy security and improved public health conditions for all Illinoisans. Simultaneously, the status of globally competitive industries will be protected, and emerging industries will be encouraged to increase their footprint in the Midwest.

PRESTON CHAMPIONS LAW TO SUPPORT AUTISM AWARENESS EFFORTS ACROSSTHE

STATE State Senator Willie Preston’s plan to issue special Autism Awareness license plate decalswas signed into law by the governor.

“Having optimal options for Illinoisans to show their support of and raise awareness for autism awareness efforts is important,” said Preston (D-Chicago). “As a state we should prioritize raising funds for awareness, research and services. These plates will now contribute to that mission.”

Preston’s law allows the Illinois Department of Public Health to issue special autism awareness decals that are designed with input from autism advocacy organizations. The decal plate compliments an existing autism awareness license plate offered by the Illinois Secretary of State. Like the existing plate, a portion of proceeds from the decal purchase and renewal will go toward supporting the Autism Awareness Fund.

“The impact of autism awareness plates will greatly benefit early intervention efforts for children,” said Preston. “Moreover, these decals emphasize the support we have for each other in this state and speak to the value we see in comradery.”

House Bill 42 was signed into law on Friday.

NEW PETERS LAW INCREASES FINANCIAL PENALTIES FOR CIVIL RIGHTS VIOLATIONS

Financial penalties for civil rights violations will increase starting Jan. 1, 2024, thanks to a new law sponsored by State Senator Robert Peters.

“Civil rights violations are serious—especially if they are committed by a business that receives federal funding,” said Peters (D-Chicago). “The way we handle civil rights violations as a state plays a critical role in the message we are sending to Illinoisans, businesses and our neighboring states.”

Peters’ new law allows state claims for violations of federal civil rights laws to be heard in any court with jurisdiction. The new law allows Illinois courts to award no less than $4,000 in damages or other relief for violations, including damages for past, current, and future monetary losses, emotional pain, suffering, inconvenience, mental anguish, loss of enjoyment of life, and other non-monetary losses.

BELT MEASURE TO ADDRESS TEACHER SHORTAGE SIGNED INTO LAW

Illinois has faced a teacher shortage in recent years, which encouraged State Senator Christopher Belt to champion a new law to address this ongoing issue.

“As an advocate for quality education and the wellbeing of our students, I am always looking for ways to confront issues that negatively affect our state’s schools,” said Belt (D-Swansea). “We should be attracting educators to our schools, not pushing them away. They deserve more from us.”

The new law will provide retention bonuses of $4,000 per year, for two consecutive years to teachers who are National Board Certified and are employed in hard-to-staff schools. A hard-to-staff school is a public school that no less than 30% of the student enrollment is considered low-income. Becoming a National Board Certified teacher is a career continuum for those who start in pre-service teacher preparation, leading aspiring teachers to pursue and achieve National Board Certification.

The law aims to provide an incentive for teachers to work in underserved areas, as these are the areas that are most affected by the current teacher shortage.

“Teachers play an irreplaceable role in shaping the minds and futures of our children,” said Belt. “By prioritizing measures that attract, retain and support qualified teachers, we are investing in the success of our students and empowering educators while doing so.”

House Bill 3801 was signed Friday and takes effect Jan. 1, 2024.

Chicago Public Schools Prioritizes Transportation for Diverse Learners Amid Ongoing National Bus Driver Shortage

CHICAGO – Chicago Public Schools (CPS) announced today (Monday) that it has confirmed school transportation to date for more than 7,000 priority students - Diverse Learners and Students in Temporary Living Situations (STLS), and that these students, who most need support, will remain the priority this school year amid the ongoing nationwide bus driver shortage. All CPS Pre-K-12th grade classes begin on Aug. 21 for the 2023-24 school year.

Moving forward, the District will process new requests on an ongoing, or rolling, basis, and continue to prioritize our Diverse Learners and Students in Temporary Living Situations (STLS) to ensure they will have transportation within two weeks of the start of school, while also keeping a focus on reducing route travel times. Families in those two categories can continue to decline transportation and opt to receive an up-to $500 monthly stipend, ($25 per day and contingent on school days) as an alternative to CPS-provided transportation. Families of more than 3,000 students have already accepted the stipend in addition to the more than 7,000 students who are confirmed for transportation.

General education students in selective enrollment or magnet programs will not have access to school bus transportation on the first day of school but free CTA cards will be available for those students for as long as they are without school bus transportation this school year. Parents/guardians can also request a CTA companion pass to cover the transportation costs of an additional person who may need to accompany a child to and from school. State law requires that Diverse Learners whose IEP requires transportation as a related service and Students in Temporary Living Situations receive transporta-

tion. Amidst the school bus driver shortage, the Chicago Board of Education outlined a framework prioritizing those who are legally required to receive transportation and then, if there is capacity, transportation owed to general education students, selective enrollment or magnet programs.

CPS does not own or operate its own fleet of school buses but contracts with 13 school bus companies, including one additional school bus company and five alternative modes of transportation (such as vans and taxis) added over the past couple years to help address the nationwide bus driver shortage. More than 17,000 of the District’s 320,000-plus students are eligible for bus transportation; most students can walk to school. Last year, the District transported more than 17,275 students, including 8,659 Diverse Learner students, while families of another 2,037 Diverse Learners accepted the stipend.

To date, the District’s contracted transportation companies have just slightly over half the approximate 1,300 drivers needed to transport all students. In the past year, those companies have increased wages with drivers earning between $20 to $25 an hour and many of the companies have increased their recruitment fairs and added referral bonuses.

The following priorities and accommodations have been set for providing student transportation:

All Diverse Learners and Students in Temporary Living situations who are eligible for transportation and have opted in for student transportation by July 28, will have service on Aug. 21, the first day of school. The July 28th deadline was set after offering two prior deadline extensions in an effort to ensure as many families as possible can be part of the complex routing process needed to

guarantee transportation on the first day of school.

While the District works on the routing process, families of Diverse Learners and Students in Temporary Living Situations who have not yet been routed will receive $25 per school day, starting Aug. 21 and continuing until transportation services are provided.

Families with students who are enrolled and identified as Diverse Learners after July 28 can continue to choose the option of receiving an up-to $500 monthly stipend if they do not want to opt into CPS transportation. Payment is issued monthly in arrears and payments are delivered by the U.S. Postal Service to schools.

For general education students eligible for transportation and in magnet or selective enrollment programs, CPS is providing FREE Chicago Transit Authority (CTA) Ventra cards for eligible students and one parent or guardian who may need to accompany a student(s) on the CTA. In order to receive a Ventra card, families must submit a completed CPS form by Aug. 11. The CTA is free for all CPS students on the first day of school, Aug. 21.

The only general education students in magnet or selective programs who will be routed for school bus transportation by the first day of school are siblings of Diverse Learners who attend the same school.

The District shared transportation updates with families on Monday, CPS urged all families who need transportation to submit the necessary applications and District and school officials will continue to update families, the Board of Education, and our community on student transportation up until and through the beginning of the school year.

Gov. Pritzker Signs Slate of Bills Expanding Supports for Active Military Members, Veterans, and Military Families

CHICAGO — Governor Pritzker signed five bills expanding protections for veterans, active-duty soldiers, and military dependents.

“The men and women of this state and this country who heed the call to serve deserve every possible support and protection during and after their time in the military,” said Governor JB Pritzker. “These bills weave together a more comprehensive safety net to protect and uplift veterans and service members dealing with the complexities of life in the military, including the many ways in which service can impact someone’s family and loved ones. To the service members recognized by our newly designed Honor and Remember flag, we thank you for your ultimate sacrifice and mourn with your families and the rest of the state.”

HB0925: House Bill 0925 creates the “Veteran Service Organization State Charter Act.” This act lays out specific requirements organizations must meet in order to be considered state-chartered veterans service organizations. This is a voluntary process that includes demonstrating that an organization must be formed by and for veterans with a majority of board members who are veterans, alongside other financial and legal qualifications.

HB3103: House Bill 3103 eases the process of obtaining a civil no contact order of protection for victims and survivors of military sexual assault. In 2022, Governor Pritzker signed into law SB257, ensuring military sexual assault victims were able to access the same rights and protections as their civilian counterparts. SB 257 allowed Military Protective Orders to be used as a basis for the issuing of criminal domestic violence orders of protection, stalking no contact orders, and gave local law enforcement the ability to enforce a military protective order. This act expands on those efforts to ensure victims and survivors of military sexual assault have access to all necessary resources for protection. The U.S. Department of Defense has cited Illinois’ work in this area as a model for national reform.

HB3295: House Bill 3295 requires the military liaison for the Illinois Department of Financial and Professional Regulation (IDFPR) to notify service members’ spouses of federal assistance programs to reimburse licensing fees when they apply to transfer a professional license to Illinois. Under federal law, military spouses may be reimbursed up to $1,000 for obtaining a professional license required when moving to a new state for military relocation. This includes exam and registration fees. Governor Pritzker has previously prioritized aiding military spouses with relocation by creating a liaison to assist eligible members and their spouses, and by expediting certain applications for review. The licensing reimbursement will be paid by the branch of the military the individual serves in.

HB2856: House Bill 2856 amends the Vital Records Act by adding that the death certificate for an individual who has history of military service may include or be amended to include whether or not a military service-related injury contributed to the cause of death. Having such a classification can expand and expedite access to benefits for the spouse or dependents of the deceased.

SB1072: Senate Bill 1072 designated the Honor and Remember flag as the specific symbol to acknowledge American service men and women who lost their lives in the line of duty. The flag was created by the father of Cpl. George ‘Tony’ Lutz II who was killed in action while on patrol in Fallujah, Iraq. The bill creates a mandate on public entities that would then be required to purchase the flag, which cost $55 each. Twenty other states officially recognize this flag.

HOW TO CARE FOR AN INJURED NAIL

ROSEMONT, Ill., PRNewswire -- It’s easy to injure a nail by slamming a finger in a car door, wearing the wrong shoes, or getting a sports injury. While these common accidents can happen throughout our life, a board-certified dermatologist from the American Academy of Dermatology (AAD) is providing tips to help you treat an injured nail at home, so you’re prepared if it happens.

1. “To prevent a nail injury, I tell my patients to keep their nails short, so they do not bend or catch on objects,” said Shari Lipner MD, PhD, FAAD, associate professor of clinical dermatology at Weill Cornell Medicine in New York. “Not only do short nails stay cleaner and break less often, they’re also good for your overall health because they are less likely to harbor dirt and bacteria, which can lead to an infection. It’s also important to make sure your shoes fit well and have a wide toe box to prevent rubbing. If you play sports, make sure to wear the proper gear to protect your nails.”

2. If you do get a nail injury, Dr. Lipner and the AAD recommend these tips:

3. Treat your wound. If any part of your nail is hanging off, gently trim away the part not connected to your skin. Then, gently clean the wound using soap and water. If the wound is bleeding, don’t put a dry bandage or gauze on top — once the bleeding stops, this will stick. Instead, apply petroleum jelly to keep your wound moist and then cover with gauze or a bandage. Repeat these steps every day while your wound heals.

4. Do not put sticky products on your nail. Make sure to only apply sticky products, such as an adhesive bandage or medical tape, to the skin around your nail on your finger or toe, so you don’t irritate the injury further. Wrapping your wound with an elastic bandage is another good option.

5. Get relief. Apply a cool, damp washcloth to your wound to reduce swelling. Prop the arm or leg with an injured nail on pillows so the nail is higher than your heart. This helps reduce swelling. Taking ibuprofen or acetaminophen can help relieve pain and reduce swelling when your nail injury is new.

6. Protect your nail while it heals. A nail injury can take several weeks to feel completely better. Even after your wound stops bleeding, keeping a light dressing on the nail, such as an adhesive bandage or a small piece of gauze, provides padding and protection.

7. “While nail injuries can be treated at home, some injuries may require you to be seen by a medical professional,” said Dr. Lipner. “If you can’t bend your finger or toe, if blood covers more than half your nail, if your nail is black or purple, or if your injury is particularly painful, see a board-certified dermatologist or get emergency medical care.”

8.These tips are demonstrated in “How to Care for an Injured Nail,” a video posted to the AAD website and YouTube channel. This video is part of the AAD’s “Your Dermatologist Knows” series, which offers tips people can use to properly care for their skin, hair, and nails.
