PRITZKER SIGNS LEGISLATION BOLSTERING ACCESS TO HEALTHY FOOD IN SCHOOLS NEW LAW ENABLES SCHOOL DISTRICTS TO FURTHER PARTNERSHIPS WITH FOOD PROVIDERS THAT PRIORITIZE THE HEALTH OF STUDENTS CHICAGO – Governor JB Pritzker today signed legislation to increase access to healthy food options in schools across the state, providing Illinois children with the well-rounded, nutritious meals necessary to maintaining a healthy learning environment. “Illinois students deserve healthy, sustainable food options at every turn,” said Governor JB Pritzker. “Schools are a haven. They are where our state’s children spend most of their time outside of the home— and our schools provide reliable, consistent meals for students, day in and day out. With this legislation, Illinois’ schools will be able to serve nutritious food options without having to jump thro Under House Bill 4813, food service providers that participate in any of the USDA’s child nutrition programs are exempt from contract bidding requirements. This legislation encourages school districts to give preference to contracts that promote the health and well-being of students, source local food products, and value the welfare of animals, allowing Illinois school districts to improve the evaluation process for potential food service vendors. All potential food suppliers are required to submit data to the school district at the time of the bid, to the best of their ability with an annual update during the term of contract if it is awarded. Pritzker established the Healthy Foods Access Program, which expands access to healthy foods in underserved areas. Under this program, grocery stores, corner stores, farmers’ markets, and other small retailers may receive assistance through grants, loans, equipment, or other financial assistance to be awarded on a competitive basis. CHICAGO — Mayor Lori E. Lightfoot and the Department of Assets, Information, and Services (AIS) has announced several measures to modernize the City’s information technology to deliver more accessible city services for residents, businesses, and other constituents. These efforts will provide more efficient IT systems, enable transparency through broader access to data, and maintain protections for residents’ privacy and security. “As we saw with initiatives like Chicago Connected, technology when properly wielded, has the tremendous power to uplift residents in all of our communities,” said Mayor Lightfoot. “By providing equitable access to better technological resources, we can empower our residents — giving them the tools they need to access opportunities, resources, and so much more. This new technology approach will help ensure that moving forward, City government uses technological resources in a way that benefits all and not just some.” Chicago’s new approach to technology will guide enhancements to city services, increase transparency, and ensure equity and accessibility by: Lowering the cost and burden of receiving city services and benefits. Reengineering outdated business processes and adopting new technologies for our future to ensure collaboration and leverage across City Government. Making public services accessible digitally and easier to use by Chicagoans. Improving data integrity to enable more robust, transparent, and accessible use of data. Reducing the IT burden on City departments, allowing them to spend more of their resources delivering services to residents instead of maintaining outdated systems. “I have seen firsthand how residents will be helped by these new technology initiatives,” said 40th Ward Alderman Andre Vasquez. “As my office continues to collaborate with city agencies to build more transparency and a better customer experience into city service delivery, today’s announcement sends a strong signal that Chicago recognizes the power of technology to deliver better services.” The announcement is a small part of Mayor Lightfoot’s broader strategy to close Chicago’s digital divide. In addition to enhancing city services, the new approach will contribute to a more equitable Chicago and build on the Mayor’s launch of Chicago Connected, a groundbreaking initiative that provides free high-speed internet access to 100,000 Chicago students and their households for four years. The City’s new technology strategy also complements the Chicago Digital Equity Council, a cross-sector, community-driven effort to understand and tackle the nuanced barriers to digital equity. As the City investigates these barriers and dismantles them, gov-

ernment benefits, and services must keep pace with demand and be easily accessed online. Leadership Changes At the heart of Chicago’s technology transformation are two city officials responsible for executing these goals. Nick Lucius will step into the newly created role of Chief Technology Officer in the Office of the Mayor. In this role, Lucius will be responsible for developing policy and ensuring the City’s technology strategy implements Mayor Lightfoot’s goals of equity and better service delivery. For the past two years, Lucius has served as the City’s Chief Data Officer, overseeing Chicago’s data strategy during its response to the global pandemic and subsequent economic recovery. He has a law degree and a master’s degree in computer science from DePaul University, and a bachelor’s degree from Ohio State University in political science and psychology. In addition, Kurt Peterson has been named as the City’s Chief Information Officer. In his new role, Peterson will manage the Bureau of Innovation and Technology at AIS (AIS IT). Under Peterson’s leadership, the City will implement technology that enables the city to work more efficiently. The City will also build tools that enable collaboration between departments, allowing them to provide better services. Peterson has more than 25 years of experience in the private, not-for-profit, and public sectors, serving the City since 2011 as Deputy Commissioner and more recently as First Deputy Budget Director. He holds an M.S. degree in organizational leadership from Regis University, an M.Div. degree from North Park Theological Seminary, and a bachelor’s degree from North Park University. Information Technology Modernization (IT MOD) The City is announcing an ambitious plan to transform its IT enterprise by modernizing legacy systems, processes, and services for users. These improvements will enable the City to accelerate its transition to more user-friendly, mobile-enabled, and modern methods of conducting business that are easier to use and accessible for all. At present, City departments face challenges caused by paper-intensive systems, fragmented data, and aging legacy systems. The IT MOD covers a variety of IT activities including refreshing job titles, reengineering business processes, and replacing old computer systems. The City is supplementing IT MOD with an innovation and solutions hub that solicits ideas from our employees and residents. The hub will enable collaboration between various stakeholders and the City of Chicago to complete rapid prototyping and solution implementation.

ATTORNEY GENERAL RAOUL ANNOUNCES SETTLEMENT WITH PEOPLES GAS OVER CHAMPAIGN COUNTY NATURAL GAS LEAK Consent Order Requires Remediation of the Mahomet Aquifer and Protection for Impacted Homeowners

Attorney General Kwame Raoul today announced a consent order with The Peoples Gas Light and Coke Company (Peoples Gas) over a natural gas leak that reached one of Central Illinois’ largest fresh water sources and nearby residents’ private wells. The consent order, entered in Champaign County Circuit Court, resolves a lawsuit the Attorney General’s office filed after natural gas leaked from a Peoples Gas underground storage facility near the village of Fisher, Illinois into the Mahomet Aquifer and the private wells of nearby homes. Natural gas consists primarily of methane, which is nontoxic but is flammable and, in high amounts, can cause asphyxiation in enclosed spaces. “This consent order will ensure that Peoples Gas is held accountable for cleaning up the gas release and required to provide residents access to safe drinking water,” Raoul said. “My office will continue to work diligently to protect Illinois residents from contamination that threatens public health and the environment.” The consent order requires Peoples Gas to mitigate the release by implementing a Groundwater Management Zone (GMZ) approved by the Illinois Environmental Protection Agency (IEPA). Implementation of the GMZ includes the operation of four new relief wells to remove methane from the aquifer. The wells are located in areas identified through site investigation as most likely to yield migrated gas. If any of the relief wells fail to yield methane, Peoples Gas will be required to locate and install a replacement well.

Peoples Gas must also conduct periodic sampling of a monitoring network to track the extent of the release and the progress of mitigation by the relief wells. Peoples Gas must continue to operate relief wells and sample until IEPA concurs that clean-up objectives have been met. Peoples Gas must then conduct at least three years of additional monitoring to ensure that methane remains within approved levels. “This consent order will ensure the company complies with technical requirements such as the Groundwater Management Zone and takes additional steps to address natural gas affecting the local aquifer, monitor the groundwater, and further study the transport of the dissolved gas,” said Illinois EPA Director John J. Kim. “Illinois EPA will continue to evaluate the effectiveness of the remedy system and assess any needed updates to remediate and protect the groundwater that was contaminated by the natural gas leak from Manlove Field.” The order also provides relief for impacted households. Peoples Gas must offer water treatment systems, bottled water, in-home gas monitoring devices and ongoing water monitoring to any household with levels of methane from the release exceeding an action level identified by the Illinois Department of Public Health (IDPH). “This consent order represents a significant win for the health and safety of central Illinois residents whose drinking water wells have been affected by natural gas and demonstrates our commitment to working with our

sister agencies to protect the environment,” said Illinois Department of Public Health Acting Director Amaal Tokars. “We applaud the Attorney General’s Office for their aggressive handling of this successful environmental enforcement action.” The Attorney General’s office filed the lawsuit in October 2017, based on a referral from the Illinois Department of Natural Resources (IDNR). In 2018, the Attorney General’s office received additional related referrals from IEPA and IDPH. The consent order follows two interim orders, entered in October 2017 and September 2019, that required Peoples Gas to investigate the release and provide relief to impacted households. The order further requires that Peoples Gas pay a total of $575,000 in civil penalties and additional payments: $150,000 to IEPA; $25,000 to IDPH; $225,000 to IDNR; and $175,000 to the Prairie Research Institute at the University of Illinois Urbana-Champaign. Canada needs to continue to invest and build broad based testing infrastructure and capacity to safeguard the health of Canadians. In 2018, AMR alone contributed to nearly 5,400 deaths in Canada – about 15 deaths per day.2 It is predicted that by 2050, there will be 10 million deaths worldwide, a 14.3-fold increase. making AMR the number one cause of deaths before cancer or cardiovascular disease.3 In Canada, one out of every 16 patients admitted to hospital will get a multidrug resistant infection and about $250 million will be spent on direct medical costs to treat these infections annually.4 AMR is a global priority and one of the key topics on the agenda of the 2022 G7 Summit.5 The use of precision medicine and rapid diagnostics can determine if an infection is bacterial or viral, identify bacterial type(s), identify any drug resistance, and assess drug susceptibility, thus changing the way antimicrobials are used.

CHA dedicates South Side senior building to current longest-serving Commissioner The Chicago Housing Authority yesterday dedicated a recently refurbished South Side senior building, located at 6360 S. Minerva, to its current longest-serving Commissioner, Dr. Mildred C. Harris. Dr. Harris, who was initially appointed to the CHA Board of Commissioners by Mayor Richard M. Daley on July 7, 1999, is widely recognized as an influential teacher, author, pastor and board member. Dr. Harris has consistently used her platform to help serve and assist public housing residents, and particularly seniors, by contributing thousands of dollars in scholarships over the years to CHA students and pioneering many CHA-related efforts such as the “Adopt-A-Building” program, establishing a food pantry and collecting thousands of canned goods for CHA seniors.. In nearly 23 years as a member of CHA’s Board, she has not missed a single meeting. “I am humbled and greatly touched to have this building named after me,” Dr. Harris said. “I will continue to serve the residents of this building to the best of my abilities.” CHA CEO Tracey Scott called Dr. Harris a calming

Nationally, 296,000 vaccine doses will be allocated in the coming days and weeks, and 1.6 million available in the coming month. How to Set a Proper Budget for

YOUR HOME REMODEL “If a homeowner or contractor doesn’t pull permits and something goes wrong, the homeowner is liable to fix the problem.”

(Family Features) When you decide to renovate your home – whether to sell or make improvements for you and your family to enjoy – setting a budget can be a challenge. Knowing what you want to accomplish may be the easy part but avoiding the bad advice out there and determining what you can actually afford takes research and detailed planning. Consider these tips from National Association of the Remodeling Industry (NARI) member contractors to help build an appropriate remodeling budget. Identify your project scope and ideal budget. Start by creating a list of everything you would like to include in your renovation then separate your list into wants and needs. From there, determine a proposed budget for the project based on how much you’re comfortable spending and your home’s value. “Get your bids after you know what the project is,” said Michael Anschel, principal of OA Design+Build+Architecture. Meet with remodelers. Set up a meeting with a local remodeling company and share your proposed scope of work and budget to see if it’s feasible. An experienced, professional remodeler who is a member of an organization like NARI can share feedback on the costs in your area and any challenges involved with your project based on experiences with homes

like yours. Once you have a better understanding of the true scope of the project, meet with other contractors to gather a few estimates to compare. “Are you hiring an installer or are you hiring an expert guide?” asked Barak Steenlage, co-owner of Anchor Builders. “The difference is worth the investment.” Beware of low estimates. When evaluating companies for your project, remember estimates you may find online don’t typically account for regional variations, the cost of various types of labor and necessary permits. “Cost estimates you find may be national averages that are lower than the costs in your city,” said Bjorn Freudenthal, homeowner advisor at New Spaces. “Also, they may only account for the cost of the replacement materials, not other costs like changing the floor plan or updating electrical, plumbing and HVAC systems. They might also be missing the costs of removal of hazardous materials like asbestos and lead paint.” The COVID-19 pandemic has also caused some materials to rise in cost, so it’s important to account for these increases. “Bad contractor stories come from people cutting corners and hiring unqualified people,” Anschel said. “When you’re paying bottom of the

barrel, there’s no bandwidth for the contractor to solve problems.” Ensure you have proper permits. Not all projects require permits, but it is important to determine if your project requires one from your city or county. Make sure you (or your contractor) obtain one, if necessary, to ensure the safety of the work and its compliance with building, construction and zoning codes. “If a homeowner or contractor doesn’t pull permits and something goes wrong, the homeowner is liable to fix the problem,” Anschel said. “This additional cost could be a large percentage of the original job, and maybe more.” Understand your timeline. The purpose of your renovation can impact the long-term value of the project. Making updates to prepare your home to sell, for example, is a more immediate cost than updating a space you will spend time in for years to come. “When the homeowner is looking to stay 7-10 years or more, it impacts lifetime value because you can spread the cost out over a longer period of time,” Steenlage said. New Research Sheds Light on How People Are Taking Civic Action (StatePoint) New research is offering insights into how the world can recover and rebuild from the pandemic, along with how individuals and organizations can address issues they care about in their communities. “Civic Life Today: The State of Global Civic Engagement,” which was commissioned by Points of Light and designed and executed by INFLUENCE|SG, studied attitudes around civic engagement in the United States, the United Kingdom, India, and Brazil. “We believe that the most powerful force is the individual who has realized their power to make change happen. However, everyone can be more impactful when working together,” says Natalye Paquin, president and CEO of Points of Light, the world’s largest nonprofit dedicated to accelerating people-powered change. “This report is intended to reveal ways to act effectively -- making it easier for individuals to find these opportunities and organizations to create them.” The report also supports Points of Light’s Civic Circle, a framework that helps people understand that there are many ways to do good. The nine activities outlined by the Civic Circle are: listening and learning, using one’s voice, social entrepreneurship, volunteering, public, national or military service, using one’s purchasing power to express values, working, voting, and donating.
