Research Finds That Affluent African Americans Are More Likely To Start A Business Continued from page 1 BY TIA CAROL JONES
KNOCKING STRESS OUT. STUDENTS IN THE RING FOR MENTAL HEALTH AWARENESS. Students from Excel Academy of Englewood, part of the Chicago Public Schools’ Options Network, recently learned a healthy new method to blow off steam and proper boxing technique at the TITLE Boxing Club Wicker Park. Organized by The B.I.G. Homie Project, the event focused on the importance of releasing stress and bottled-up feelings in fun and healthy ways, and destigmatizing conversations around mental health. The Excel Academy of Englewood is an accelerated schoolof-choice for students, ages 15-21 years old, who have fallen behind in their studies. Students can earn up to five credits per semester and 10 credits per year, allowing them to graduate in two and a half years or less. B.I.G. Homie Project is a non-profit dedicated to connecting youth from within communities of color with mentors and opportunities to reach their full potential. CHICAGOLAND PERFORMING ARTS VENUES AND PRODUCERS UNIFY AROUND VACCINATION AND MASK REQUIREMENTS FOR AUDIENCES The League of Chicago Theatres shared today that a growing coalition of more than 65 performing arts venues and producers across Chicagoland have agreed upon Covid-19 Vaccination and Mask Requirements for audiences through the end of 2021. This unified COVID-19 protection protocol will be in effect by September 1, 2021, for indoor productions, requiring audience members to provide proof of vaccination or negative test certification upon entry and to wear masks. These venues and their performers, backstage crew and staff will comply with vaccination requirements and testing protocols to further ensure the safety of all guests and company members. Organizations will begin notifying ticket holders for performances scheduled through December 2021 to ensure awareness of the new policies. Specific guidance and other venue specific requirements can be found on the organizations’ respective websites. The current protocols were developed by the coalition in consultation with public health officials. They will be reviewed regularly and may include an extension or relaxation of certain provisions if the science dictates. Specific protocols may vary by venue, but in general, patrons will need to be masked and fully vaccinated with an FDA authorized vaccine in order to attend an indoor performance and must show proof of vaccination and identification at their time of entry into the venue with their valid ticket. “Fully vaccinated” means the performance date must be at least 14 days after the second dose of a two-dose COVID-19 vaccine, or at least 14 days after a single-dose vaccine. Where negative tests are accepted, guests may provide proof of a COVID-19 PCR test taken within 72 hours of the performance start time, or a negative COVID-19 antigen test taken within 6 hours of the performance start time. This includes accommodations for children under 12 and people with a medical condition or closely held religious belief that prevents vaccination. All patrons will have to wear a mask throughout the performance and during their time in the venue. Where refreshments are available certain restrictions may apply based on the organization you are attending.
Merrill Lynch Wealth Management conducted a study with 455 affluent Black and African Americans as part of its Diverse Viewpoints: Understanding Affluence in the United States. The study was conducted to understand the beliefs, motivations, priorities that influence wealth and investment decisions among the Black and African American community. Insights were found using qualitative and quantitative techniques. ‘Affluent” in their terms refers to those Black and African Americans with $100,000 in investable assets, which includes cash, funds in bank accounts, money in retirement accounts, mutual funds, stocks, bonds, certificates of deposit and insurance contracts with cash value. Out of the 455 respondents, 50% were married, 40% were age 55 or older, 37% had investable assets between $100,000$250,000 or more and 52% were women. Craig Young, National Business Development Executive at Merrill Lynch, said the goal of the study was Merrill Lynch’s effort to better understand the communities it serves. Findings include the importance the community places on giving back and recognizing the people who got them to their affluent status. Financial stressors included taking care of family members who aren’t in the $100,000 or more range. The study found there is a deep sense of responsibility to uplift future generations. Forty percent of Black and African Americans are more likely to feel it is important to give back to their
communities. The study also found that 25% had a desire to set future generations up for success. “We talk about lifting as we climb in our community and what I just thought was awesome about both of those statistics when you combine them together, it’s a recognition of who got us here standing on the shoulders of giants and also a recognition of the importance of lifting as we climb and not turning our backs on the future generations,” he said. Four times the number of affluent Black and African Americans plan to start their own business in the future, compared to the affluent general population. Young believes this points toward a notion that hard work is the way to make money. Conversely, the study also found a skepticism of financial markets and an inability to make money passively, without hard work. More than half of the community, 58% of affluent Black and African American respondents work with a financial advisor. Ninety one percent report they have a financial plan. Young said that mindset and skepticism about passive income, such as the financial market, is putting members of the community at a disadvantage in saving for retirement. He said there is an opportunity to talk and empower the community more. To also help them understand how investing in the market and in companies is very similar to running and owning a company. When asked how an institution can build trust, 47% percent shared those financial institutions could be more welcoming and inclusive. They also felt institutions could demonstrate that they understand
the unique issues within the Black and African American community more. “That’s why this type of research becomes important for us, as an organization, to better understand the communities that we want to serve going forward,” he said. “This type of reporting, research and insight that we get helps our advisors become more in tune with how to support and work with the Black/African American community.” Said Young. Hiring was something else respondents said were important to them with a focus on hiring from within the community, as well as giving to causes that the community cares about. The research from the study will help Merrill Lynch get to know the community better. The focus is on empowerment and the way to support the community, with a desire to understand the unique needs of the community. “The better you’re able to understand an individual and/or a community, because the community is not monolithic, so there’s a lot of different data points and things to understand about the Black/African American community. And the better we are at doing that, the better we are at serving the community at large,” he said. Merrill Lynch also conducted research on Hispanic and Latinos in “Diverse Viewpoints: Exploring Wealth in the Hispanic/Latino Community” and the LGBTQ+ Community in “Diverse Viewpoints: Exploring Wealth in the LGBTQ+ Community.” Said Young. Lupus Foundation of America and Lupus Canada Award Grant for Study Examining Cognitive Dysfunction in People with Lupus WASHINGTON PRNewswire -- Today, the Lupus Foundation of America and Lupus Canada announced Zahi Touma, MD, PhD, Associate Professor of Medicine with the University of Toronto; Clinician-Scientist, Staff Rheumatologist, University Health Network/ Mount Sinai Hospital and Michelle Barraclough, PhD, post-doctoral research fellow, University Health Network, as the 2021 Lupus Canada Catalyst Award recipients for their study examining cognitive dysfunction and fatigue in systemic lupus erythematosus. Drs. Touma and Barraclough will be researching the causes of cognitive dysfunction in patients with lupus. Cognitive dysfunction can affect up to 75% of people with lupus, which often manifests in the form of cognitive fatigue, or “brain fog.” Brain fog can be a common and disruptive symptom of lupus, routinely reported by patients in clinic. The study aims to look at ways of grouping people with lupus according to causes of cognitive problems to help develop future studies to test treatments and ultimately improve these symptoms. The study will use a brain imaging technique known as functional Magnetic Resonance Imaging (fMRI) to compare the brains of people with lupus to healthy volunteers. This will show if the brains of people with lupus must work harder during cognitive tasks and could explain feelings of “brain fog” due to cognitive dysfunction. “Cognitive dysfunction is highly prevalent in people with lupus and a commonly reported symptom, however

Rep. Kam Buckner Receives Human Trafficking Task Force Appointment Buckner, has been appointed to the newly crated Human Trafficking Task Force to help develop policies and best practices for combating Illinois human trafficking isssues. “Illinois is a national and international crossroads for goods and transportation. Unfortunately, that also makes Illinois a crossroads for human trafficking,” Buckner said. “As a member of the Human Trafficking Task Force, I will work to improve our response to human trafficking and ensure that the resources necessary for human trafficking prevention and survivor support are available.” Buckner sponsored Senate Bill 1599, recently signed into law by Gov. J.B. Pritzker, to create the Human Trafficking Task Force. The task force will work to improve data sharing and collection between government agencies about human trafficking and study how the state can work with private and non-profit entities to prevent human trafficking and provide assistance to survivors. The task force will also identify best practices for reducing disparities in the treatment of missing persons cases based on gender and race. Plans are also in the works to expand clothing options to include shirts and ties. “The custom suit program will begin in Spring of 2022,” stated Holland. “It’s very exciting to be operating on this level of volume and distribution, as it’s entirely new for me. It takes me back to the beginning where I served in the United States Marine Corps and traveled the world designing custom pieces for myself. After completing my graduate degree in education, I taught high school History. Then I went out

NEWS 2020 Cook County property tax analysis: A heavier burden for businesses, Black and Latino suburban property owners Businesses in Cook County and Black and Latino suburban property owners are bearing the brunt of 2020’s property tax increases, according to a first-of-its-kind analysis of nearly 1.8 million bills by Treasurer Maria Pappas’ office. The county will collect more than $16.1 billion in property taxes this year. That’s an increase of $534 million, or more than 3.4%, from last year. Second Installment bills were posted online August 12 and will be mailed to taxpayers later this month. The analysis, along with more than 100 pages of detailed tables on suburbs, townships and Chicago, is available at cookcountytreasurer.com. Key findings include: • Commercial and industrial property owners in Cook County – in its suburbs and in Chicago – are carrying a heavier share of the increased tax burden. Businesses are being billed more than $7 billion, an increase of $410 million, or 6.2%. Homeowners are being billed $8.9 billion, an increase of $114 million, or 1.3%. • Property tax increases are hitting majority Black and Latino communities – both their homeowners and businesses – the hardest. These communities make up six of the top 10 areas with the largest tax increases for homeowners and seven of the top 10 increase for commercial properties. • In the south suburbs, where taxes are already greater than in other parts of Cook County, some property owners are paying three to five times as much in taxes as the owner of an equally valued property in Chicago. “Our research shows that inequities in the property tax system persist, particularly for businesses and Black and Latino property owners, and especially in the south suburbs. The 2020 property tax increases are exacerbating financial stresses in these communities
and thwarting economic progress and generational wealth-building,” Pappas said. Not all property owners will see their bills increase because a number of factors determine property taxes. For 2020, several items affected the tax bills: • As scheduled, the Cook County Assessor’s Office last year revalued all properties in the suburbs south of North Avenue. • The Assessor’s Office lowered the assessed values of many properties elsewhere in Cook County, citing the economic effects of the COVID-19 pandemic. The value of all residential properties was reduced by about 10%. Not all commercial properties received COVID reductions. • Elected leaders in several suburbs increased the overall amount taxed, meaning property owners in those communities will see much higher bills. The analysis found commercial and industrial property owners generally will see bigger increases in their bills than homeowners, as the overall tax burden continues to shift to them. The higher taxes come as many businesses continue to struggle with a loss of revenue as a result of the COVID-19 pandemic. In 2020, business properties in the south and southwest suburbs took on another 1.5% of the tax burden, compared with a 1.1% shift from residential to commercial in the north and northwest suburbs and a 1.3% shift from residential to commercial in Chicago. The shift in the tax burden in the south and southwest suburbs is striking, particularly for commercial property owners: • In Rich Township, which includes all or portions of Matteson, Olympia Fields, Flossmoor and Richton Park, the median business property tax bill rose by $3,895, or 13%, to $33,075. The median bill for homeowners declined by $114, or 2%, to $5,518. • In Bloom Township, which includes all or part of Glenwood, Chi-

cago Heights, South Chicago Heights, Lansing, Lynwood, Ford Heights and Sauk Village, the median 2020 tax bill for commercial and industrial properties is $12,563, an increase of $1,459, or 13%, from a year earlier. The median residential bill declined by $117, or 3%, to $3,321. • In Calumet Township, which includes all or portions of Blue Island, Calumet Park and Riverdale, the median business property tax bill rose by $1,712, or 17%, to $11,508. The median bill for homeowners declined by $380, or 13%, to $2,652. The 18 highest Cook County tax rates, which are multiplied by a property’s assessed value to determine how much a property owner pays, are in the south suburbs. Park Forest tops the list, with tax rates almost five times as high as Chicago, followed by Phoenix, Riverdale, Harvey, Markham, Ford Heights, Calumet City, Country Club Hills and Hazel Crest — all of which have tax rates that are three or more times higher than Chicago. In the western suburbs, property owners are not immune to higher bills because tax levies rose and properties were reassessed. As a result, homeowners in suburbs including Bellwood, Maywood, Hillside, Cicero and Berwyn will see significantly higher 2020 bills. In the north and northwest suburbs, the median residential tax bill this year is $6,015, a decrease of $26, or 0.4%. The median commercial tax bill is $27,651, an increase of $2,026 or 7.9%. More than 80% of business property owners, and about half of homeowners, received higher bills than they did last year. In Chicago, tax bills vary widely from ward to ward. About 84% of business property owners, compared with half of homeowners, are being billed more than last year. The median residential tax bill is $3,341, down by $1.63, or .05%. The median commercial tax bill is $9,659, an increase of $761, or 8.6%.
