Mayor admits errors but keeps cash Frank Ottman Staff Reporter Citizens of Chicago are requesting a review of the current policies and practices as they pertain to parking, red light, and automated speed enforcement. Initiating a petition, State Representative La Shawn K. Ford, D-Chicago, urged the City of Chicago to place a moratorium on red light cameras that have tagged thousands of Chicago drivers for tickets that many feel are undeserved; the process is under investigation.

Science Fiction is Science today.Since "The Jetsons" first aired in the early 1960s, flying cars have been a staple of science fiction, appearing in films like "Chitty Chitty Bang Bang," "Star Wars," and "Back To The Future." But now flying cars aren't science fiction, they're just science. AeroMobil, a company based in Slovakia, released a video on Wednesday featuring it's latest prototype of a flying car. The AeroMobil 3.0 is capable of driving down a road, or taking off from a runway. The two-seat vehicle can travel at more than a hundred miles per hour as a car, and nearly a hundred fifty miles per hour when converted into a plane. Even better, it fits into an average parking spot and runs on gasoline.

Corrections Officers and Inmates and others charged Smuggling Pot in County Jail

Young Voters of 17 years old can vote after it was found hidden inside two sandwiches that a Cook County corrections officer Jason Marek, 29, formerly of Orland Park allegedly tried to smuggle into the Jail last year in exchange for a $200 bribe. As a result of that seizure and an allegedly broader conspiracy, the corrections officer, three inmates, two civilians, and a Chicago police dispatcher are facing federal charges in connection with alleged smuggling of marijuana and other contraband into the jail. Three jail inmates allegedly conspired with two civilian women to bribe Marek, a corrections officer since May 2011 according to a three-count criminal complaint that was filed early October. The investigation was a joint effort between the FBI and the Sheriff’s Office of Professional Responsibility, with Sheriff Dart’s full support, to improve the security and integrity within the Cook County Jail. According to the charges, an ounce of marijuana, which sells for approximately $200 outside the jail, could be sold for five times as much, or $1,000, inside the jail.

For the first time in state history, thousands of Chicago 17 year olds will be eligible to vote as they were able to do in the Primary Election of 2012. “We’re proud to have so many young people who can make history this election,” said Langdon D. Neal, Chairman of the Chicago Election Board. “Thanks to a new law, this will mark the first time that 17-year-olds will be able to vote in the Primary Election if they will turn 18 by the November General Election. The idea of this law is to let those who will be 18 have the power to help decide which candidates will be on the fall ballots.” Since the law took effect on Jan. 1, the Chicago Election Board has worked with numerous schools and civic organizations to register 9,044 young voters, including: 3,444 who will be 17 at the Primary but 18 by the General Election; 4,641; 18-year-olds; and, 959, 19 -Year olds. By Chinta Strausberg First elected in 1996, the controversial Judge Clayton J. Crane has been endorsed by the Cook County Democratic Party, but mayoral hopeful Robert Shaw is urging African Americans and “fair-minded” white voters to dump the controversial judge who is seeking retention on November 4th. Shaw, who made his comments during his Sunday WVON talk show, said Crane, who is a former Cook County assistant state’s attorney, “should not be re-elected because he presided over the trial of Morgan Howard” a black former Chicago policeman then current railroad detective who was shot 28 times by four white Chicago policemen. But the Cook County Democratic Party is way ahead of Shaw having already put out a huge approved party sample ballot asking votes to punch 226 to retain Judge Crane. However, Shaw is urging blacks to punch 227 he says is a 'no' vote. Morgan, then 53 with no criminal history, was Judge Clayton shot by Chicago policeJ. Crane men, John Wrigley, Eric White, Timothy Finley and Nicolas Olsen on February 21, 2005 going down a wrong street near his home. The police shot Morgan, a former Chicago policeman and then current detective for the Burlington Northern Santa Fe Railroad, 28 times mostly in his back claiming he fired first—a charge Morgan and a lone eyewitness deny. A jury acquitted Morgan on the discharging of a firearm charge. Morgan survived and was charged with aggravated battery, attempted murder and discharging a firearm. In 2007, Morgan was found not guilty of battery or firing a gun, but no verdict was return on the attempted murder charge. So, the states attorney’s office tried him a second time leading to his conviction in 2012 and ultimate sentencing to 40-years in prison. While Judge Kathleen Mary Pantie had set Morgan’s bail at $2 million despite Morgan’s lawyer, Sam Adam, Jr.’s request for a lower bond, it was Judge Crane who upheld the $2 million bond. Morgan’s 2007 trial where he was found guilty of attempted murder was an emotional

one with blacks accusing the cops of murder. Morgan, whose wife, Rosalind, had raised $12,000 towards his $2 million bond and who received the balance of the $2 million from an anonymous person,went back to jail having had his bond revoked after the guilty verdict. Morgan swore he never shot at the police, and David Protess, president, Chicago Innocence Project, is still asking a myriad of questions like “Why wasn’t a gunshot residue test done of Morgan’s hands” after the shooting? “Why was Morgan’s car destroyed before forensic testing could be conducted, including of the bullets that pierced it? Why were only three bullets preserved from the dozens of rounds fired, as Morgan’s advocates claim? “Under the circumstances, how do we know whether any of the remaining bullets that hit Morgan were fired form his own weapon by police”? asked Protess. Even more troubling for Protess and the black community was the question “Why was Morgan shot 21 times while his back was turned? Weren’t seven direct its to his front torso enough to subdue him? And, was race a factor in the shooting”?asked Protess. He added, “The first question goes to the issue of who is truly responsible for attempted murder…Morgan or the cops who repeatedly shot him”? Flipping the script, Protess asked, “Would the case have been handled differently if the four officers were black West Siders and the shooting victim was a white Gold Coast resident”? The key question remains—did Howard Morgan receive due process of law or was the fix already in? He said that given an historical prospective… it is liken unto the days of yesterday. The ‘P’ that was in Penitentiary, is the same ‘P’ that is in Prison… the same ‘P’ that is in Plantation. Bailey said “The game is still the same, only players have changed”. Many political analysts agree that race has continued as a factor in the mayoral race, but will not be the main factor. Candidate William ’Dock’ Walls, looking at the landscape, says no one candidate for Mayor has ever been able to match the Machine's money or ability to get out the vote. “Several candidates combined have a better chance of achieving that goal of replacing Emanuel.” according to Walls in announcing his third run for Mayor. “The main objective is to defeat Rahm. To do that we must first make sure Rahm does not get 50 percent of the vote.” Along with the Mayoral candidates running in the February election are approximately 215 candidates running for alderman, an apparent anti-incumbent movement, a potentially powerful backlash against the immovable block of aldermen who have been inexorably tied to Rahm, at the expense of citizens, many seem to feel. This dynamic likely to boast voter turnout. Kicking off the first Mayor Debate, Chicago Street Journal asked Rev. Bailey if he would be taking a major role in this election as the late Lu Palmer did in the election of Harold Washington. Rev. Bailey pondered, and hasn’t answered. City Treasures Stephanie D. Neely is stepping down from her elected position to work for the private sector. Mayor Rahm Emanuel announced that he has selected Kurt Summers Jr. to fill the vacancy effective December 1, 2014. The appointment is pending City Council approval. Neely, a native Chicagoan who grew up on the Southside, is one of three citywide elected offices in City of Chicago government; the other two are Mayor and City Clerk. As Treasurer, she was elected in 2007 and was reelected in 2011. Summers will be submitting petitions to be place on the ballot to be elected in February 2015. Summers previously served as Chief of Staff to Cook County Board President Toni Preckwinkle and as her appointed Trustee for the Cook County Pension Fund. “I want to congratulate Kurt Summers on his appointment as Treasurer for the City of Chicago. I witnessed firsthand Kurt’s commitment to service, drive and work ethic when he served as the head of my transition team and then as my Chief of Staff. Summers is excepted to run for the elected post for Feburary 2015 city elections. “I am humbled and honored that the Mayor has presented me with this opportunity to serve as the next Treasurer of the City of Chicago,” Summers said. “I intend to bring to the Treasurer’s office a focus on financial stewardship, accountability, innovation, and investment. This is not a short-term investment for me. I am committed to having a long-term impact, and I will work to earn the support of Chicagoans. The group of activists, which will present to United Nations Committee Against Torture in Switzerland, is calling for a response from CPD, identification of the department's treatment of colored youth as torture, and an investigation by the U.S. Department of Justice. "Behind these stories and numbers are real people—real people’s severe pain, humiliation, suffering, and death at the hands of those charged with the duty to 'protect and serve' Chicago," the report reads. Though about 33 percent of Chicago's population is AfricanAmerican, the city's arrest rate of black youth is disproportionately high, according to the report. In 2011, 77 percent of the Chicago Police Department's youth arrests were of black youth. In 2012, that percentage increased to 79 percent. The report also notes that black and Latino targets were involved in 92 percent of the Chicago Police Department's uses of stun guns from 2009 to 2011. Throughout the first half of 2014, black targets have been involved in 78 percent of the department's stun gun uses, the report notes. The use of stun guns has also failed to significantly reduce the

number of police-involved shootings since they were implemented by the department in 2010, the report notes. Black Chicagoans are, again, drastically overrepresented among those who are shot by police. As the Chicago Reporter previously observed, black Chicagoans are 10 times more likely than their white peers to be shot by a police officer. The report notes it's also rare for a Chicago police officer to be held accountable for misconduct allegations. Among 10,149 complaints of excessive force, illegal searches, racial abuse or false arrest filed by residents between 2002 and 2004, only 124 -- 1.2 percent -- were sustained, and only 19 cases led to a penalty of suspension of at least a week or worse, according to the document. Citing a 2007 report by a University of Chicago Law School professor, the report notes that a brutality complaint filed against police in Chicago is 94 percent less likely to be sustained than elsewhere. In the city, only 0.48 percent of brutality complaints are sustained, compared to 8 percent nationally. Specifically, the group is calling for the United Nations Committee Against Torture to demand a response from the CPD "regarding the steps it will take both to end this treatment and to fully compensate the individuals, families, and communities impacted by this violence." Bobby Rush… isn't much of a presence in the district or on Capitol Hill. He took a leave of absence to deal with his wife's illness, no doubt a big reason he missed more than a third of votes in 2013. But he's had one of the worst missed-vote records in Congress for several years. Constituents complain that his office doesn't return phone calls; local mayors say they field those pleas for help instead. It has been 14 years since an energetic up-and-comer — Barack Obama — tried and failed to beat Rush. There are plenty of other up-and-comers, but they're waiting for Rush to abdicate the throne. It's time.” Yes it’s time. But will the person who steps into this challenging position be ready for the task? Growing up in a well-known and prominent Chicago Democrat family, he says he was Michael J. Fox of his family, a “closet Republican” while his platform, I notice, balances a mix of ideologies that traditionally would be considered both “conservative” and “liberal.”

He has devoted much of his campaigning to hours of dialogue with voters in farm and suburban areas, as gerrymandering has changed the constituency of this previously Democrat Black majority stronghold. Will County farmers and suburban small business owners tell him they are hurt by Illinois’ excessively tight regulations, they would like local control of school curriculum and funding, school choice, and while we’re talking, please offer relief from unaffordable mandates the Affordable Care Act paradoxically imposes upon struggling middle-class families. This does not mean he won’t promote the Black agenda, with reauthorization of the 1965 Voting Rights Act, nonviolent offender reentry, police demilitarization and John Conyer’s Reparation Proposals on his prioritized action item list. As the only Republican Black Caucus member and backed by the majority party, he believes he will be uniquely empowered to get the job done. With a practice run in the 2012 Republican primary for the same office under his belt, and a 2010 run for Metropolitan Water Reclamation District Commissioner, in which he garnered over 160,000 votes, while not winning that race, Tillman is ready, in 2014, to win this election. I find his extensive dialogue with many different groups in Chicago and dedication to bipartisan answers that will help small businesses refreshing. He has shown a tireless willingness to go the extra mile to hear and represent the concerns across a diverse constituency. I believe Jimmy Lee Tillman is the right man to fill the large shoes that Bobby Rush has, through many dedicated years of service—while family issues have lately interfered—left for young, vigorous leadership to fill.

West Side Nonprofits Rise to the Challenge A cohort of nonprofit organizations on Chicago’s West Side have recently signed on to take the 30-Day Compliance Challenge. The program was developed by Valerie F. Leonard to help nonprofits increase their fundraising capacity by ensuring that they are current with all the necessary filings at the state and federal levels within 30 days. This will remove one of the many barriers to fundraising, freeing organizations to focus more on the day-to-day activities of running programs and services. Leonard, an expert in community and organizational development, cited the need for organizations to step back and review their

nonprofit filings. “I work with organizations on a number of issues, including strategic planning, financial management and board development”, she said. “What I found, is, no matter what issue I’m hired to address, all roads lead to compliance. Organizations-- large and small-- have challenges navigating the requirements of state and fed er al r eportin g for nonprofi ts. ” Between 2010 and 2014, over 25,000 Illinois nonprofits lost their tax-exempt status for failure to file Form 990 for three consecutive years. Approximately 43% of the state’s nonprofits were impacted. Over 8,900 of those

organizations were in Chicago. Likewise, 40% of the nation’s 1.4 million nonprofits lost taxexempt status during the same period. Some organizations that have lost tax-exempt status have been able have it reinstated after paying taxes, penalties and interest and submitting applications to the IRS. Given the costs and time involved to have tax-exempt status reinstated, most impacted organizations decide to close their doors. Paul Norrington, the Vice President of the K-Town Historic District, signed up for the 30Day Compliance Challenge to do a reality check for his organization. “There are so many people in our communities who fight every day to make our lives better. Many of them form or join organizations to make a bigger difference”, Norrington said. “Unfortunately, too many of those organizations fail because they don't understand the ‘business’ of nonprofits. ating one ticket per day to 56 per day for a two -week period last summer before mysteriously dropping back to normal. Tickets for so-called rolling right turns on red shot up during some of the most dramatic spikes, suggesting an unannounced change in enforcement. One North Side camera generated only a dozen tickets for rolling rights out of 100 total tickets in the entire second half of 2011. Then, over a 12-day spike, it spewed 563 tickets — 560 of them for rolling rights. Many of the spikes were marked by periods immediately before or after when no tickets were issued — downtimes suggesting human intervention that should have been documented. City officials said they cannot explain the absence of such records. The mayor and his Chicago Department Of Ttransportation chief “gave it due consideration” but decided to keep the $7.7 million. City Hall’s top watchdog announced last July that he has launched a sweeping probe of

the city's red light camera program in response to a Tribune investigation that found suspicious ticket spikes at dozens of intersections throughout the city. Inspector General Joseph Ferguson said his office will examine the shortcomings exposed by the Tribune’s reporting to ensure the program is run “more efficiently, fairly, and in a manner fully deserving of the public’s trust.” “It is only fair to the people who drive the streets of Chicago that a moratorium be placed on the automated traffic violation system until it has been determined that the process is fair and just,” said Rep. Ford. “Fair and just practices should be the goal government in Illinois, as it aims to protect the welfare and safety of everyone living in and visiting Illinois.” Ford said he plans to file legislation to support the will of the many people calling for the city to put an end to the red light cameras. A petition is being circulated stating, “We further request that the fees, fines and other revenues collected associated with these poli-

cies be given a cap, that they would no longer double in amount.” The final warning and subsequent ticketing has begun. Automated Speed Enforcement (ASE) cameras are issuing the tickets to speeding motorists in the City of Chicago. Chicago’s red-light camera enforcement, begun in 2003 to increase safety on Chicago streets, has become a prime revenue venture. Fines for violations: $35 for vehicles traveling 6-10 miles per hour over the posted speed limit and a hefty $100 for vehicles traveling 11 or more miles over the posted speed limit. The City also reported where ASE cameras have been installed, the number of recorded speeding events has dropped by nearly two-thirds from the first week of warnings to the third week of ticketing. On May 14, 2013, the Office of Government Inspection published an audit of the City’s Red-Light Camera (RLC) program. The audit found that Chicago Department of Transportation (CDOT) was unable to substantiate its claims that the City chose to install and maintain red-light cameras at intersections with the highest angle crash rates in order to increase safety. Citizens to Abolish Red-Light Cameras (C.A.R.L.C.), a group committed to the removal of red and speed light cameras throughout all Chicago, has staged protests calling for the immediate removal throughout the city of Chicago. WVON talk show host Mark Wallace, who helped organize C.A.R.L.C., has circulated petitions to put the question on the 2014 election ballot. “Chicago is an operator of predatory ticket cameras for the sole purpose of collecting revenue that comes almost entirely from safe drivers. Chicago uses deliberately improper traffic light timing and under-posted speed limits so that thousands of very safe drivers who are not causing traffic hazards for anyone will get tickets for the "crime" of safely operating their vehicles,” said James Walker, a concerned citizen. C.A.R.L.C. point out that the camera at 99th and Halsted has brought in $9 million since it was installed, with red light camera operating company receiving the bulk of money; the city would receive substantially more if these tickets were written by an officer from the municipality. Redflex Holdings Ltd., the red light camera Australian parent company contracted with Chicago, revealed recently an internal investigation uncovering evidence that its 10 year old

Chicago program appears to have been connected to a $2 million bribery scheme involving a past Chicago city official. Other red light camera companies' tactics have been questioned for years. Senator Dan Duffy (R-Barrington) tried to ban red light cameras in 2010, his attempted legislation shut down by political insiders. The US Attorney's office is launching a federal investigation of financial connections between Chicago insiders and red light camera lobbyists. Duffy says the $300 million obtained through "illegally-installed" cameras should be reimbursed to ticketed drivers. Senator Duffy said he's preparing to introduce legislation that would push for reimbursement of red light camera tickets. C.A.R.L.C. feel that the city’s red and speed light camera program is a violation of its citizen’s constitutional rights designed solely to increase financial coffers of select city insiders. “We urge the City to order a moratorium on the expansion of the camera system. Then the City should initiate a thorough and open review of this surveillance system, including whether to reduce the number of cameras. Finally, for those cameras that remain, the City should implement new rules to safeguard individual privacy. After calls to several city officials for comments, responses included “Chicago has made it possible for drivers to view videos of their red light violations. You will need to enter your license plate information to retrieve your red light violation video,” and “Drivers who are unable to pay their red light ticket will have “an arrest warrant issued” and their “license will be suspended.” This can result in an inability to renew your license and/or vehicle registration until the fine has been paid.” C.A.R.C.L.’s objective is for 100,000 signatures to send a message to the city’s aldermen and Mayor Emanuel. The law requires 47,000 signatures or 8 percent of the total number of voters in the last municipal election, which were 585,628. Wallace said the difficult part is not in getting the signatures to the Board of Elections 90 days before the election, but finding a city alderman willing to sponsor the referendum. He said they have a few people in mind, but admitted it will have to be an alderman with a lot of political fortitude, who is willing to stand against the mayor.. During the first decade of the 21st century, many North American local governments, school systems, transit agencies, and even airlines passed laws and regulations against the practice of wearing sagging pants, although no state or federal laws have been enacted banning the practice. US presidential candidate Barack Obama, speaking just before the 2008 US Presidential Election appeared on MTV and said that laws banning the practice of wearing low-

slung pants that expose one's underwear were "a waste of time ... Having said that, brothers should pull up their pants. You are walking by your mother, your grandmother, your underwear is showing. What's wrong with that? Come on. Some people might not want to see your underwear. I'm one of them." Municipalities across the South, most recently in Tennessee, have cited concerns for the health of their residents — among other reasons — in expansions of local public indecency laws to include people whose pants droop well below their waist. Chiropractor and wife sentenced to Federal Prison for $1 Mil. Insurance Fraud Scheme A former suburban chiropractor and his wife, who was a fitness instructor and personal trainer, were sentenced to federal prison terms for engaging in a $1 million health insurance fraud scheme that continued for a year after they were indicted in 2011. Wendy Carr, 43, was sentenced to 28 months in prison, a week after her husband, Andrew Carr , 45, both of Lake in the Hills, was sentenced to eight years in prison. Between 2005 and June 2011, Andrew Carr submitted health insurance claim forms for at least 376 patients to six different private health care insurers, knowing that more than $4.2 million worth of claims were for services that were not provided, and as a result, he fraudulently obtained payments totaling approximately $865,697. Between January 2009, when Wendy Carr joined the scheme, and June 2011, she processed the insurance claims, knowing that claims were for services that were not provided. After the couple were indicted in June 2011, they submitted an additional 596 fraudulent claims totaling more than $475,000 for 51 additional patients over another year and, as a result, fraudulently obtained an additional $164,168. Each pleaded guilty to health care fraud earlier this year.

Representatives from 25 organizations, armed with the Durban Declaration and Program of Action, met on the corner of 47th Street and Wentworth Avenue as reparations enforcers. The group being led by the National Coalition of Blacks for Reparations in America (N’COBRA) and the Coalition for the Enforcement of Repair and Restoration (CERR) carried out their plan to present to Norfolk Southern Rail Road a Compensation Presentment for past crimes against Afrikan humanity. With chants of “Reparations is a human right,’ and “If there were no crimes against our humanity, there would be no violence in our streets”, the group proceeded west toward the Norfolk Southern Rail Yard. Concluding their march, the group proceeded back to the 47th Street Rapid Transit station. There, in the midst of early evening travelers, they made statements on their intent on continuing their efforts. As each organizational representative concluded their statement, shouts in unison declared “NO JUSTICE NO PROFIT.” The organizers vows to return with continued non-violent direct action protest if NS does not agree to begin earnest conversations in regards to the settling the presentment.

What Matters Most to You? Tell Somebody! Dear Editor; uesday, November 4, 2014 is Election Day. This time we get to choose several different city, state and federal offices including Governor, Cook County Board President, US Senators and Illinois senators and representatives. (See the second page of this release for a complete list). We will also have a chance to weigh in on an increase of the minimum wage to $10.00 per hour. People will tell you that voting does not matter. They will say that it is a waste of time. It is not! When you vote, you are telling the world what matters to you. Voting is your voice! We are living in hard times. Hard times that are, in many ways, the result of choices and decisions made by other people. People who you may not know and you may not have voted for, shape the things that are happening. African Americans are unemployed and underemployed, overextended and living in and near neighborhoods where violence and police brutality is normal. Keeping our homes is harder. Neighborhood schools have been shut down and the ones left continue to fail our children. Even with ObamaCare, too many of us use emergency rooms as doctors and can't afford the tests they suggest. And if you live on the south side of Chicago, you have no trauma center. We are living on the edge.

rom comment of Chicago Street Journal story (September 11, 2014) ‘Max-ing the Minimum Wage Agenda’ has, against the precedent set for this election by Chicago's corporately sponsored media providers, made the commitment to endorse Pat Quinn in the Illinois

gubernatorial race. CSJ is a non-partisan publication dedicated to looking at all sides of each issue through the lens of what best fulfills the needs of the working residents of Chicago. This endorsement decision was not made for partisan, or historical, reasons. While both parties agree, in theory, that government aid should not be needed by full time workers to afford housing, transportation, food, clothing, and medical care, only Governor Quinn has committed to supporting an increased minimum wage. Welcoming Bruce Rauner, who has advised lowering it, to the discussion table, CSJ is looking forward to meaningful dialogue on how to restore America's dwindling middle class through wage/living expense parity. Understanding the burden raising the minimum wage presents to small businesses, if this is not the candidate's preferred solution, then we hope to hear workable alternate solutions offered. We feel living wages are important enough to eclipse many discussions, as where working people, including teachers, police, and those others able to find employment in Chicago, and throughout Illinois, cannot afford living expenses, the system we understand ceases to work. Societal structures giving collective bargaining power on behalf of workers have increasingly been privatized. The question whether unions have historically enjoyed "too powerful" a bargaining position in a few instances becomes mute if collective bargaining is replaced across the board by privatized structures. From charter schools to government owned entities such as Navy Pier and Chicago parking, which, outsourced, no longer contribute to worker pensions, Illinois has, in recent years, increased the privatization of previously government owned services. As collective bargaining is increasingly removed from the picture, what remaining protections to ensure living wages for the working class remain? CSJ is dedicated to covering all sides of the important debate regarding raising the standards of living for the working class--including contributions from Independent and other parties, write-in candidates, should they care to make statements on (and not limited to) the issues. Believing that healthy dialogue is the key to solutionfinding, and informed citizen activism drives the most effective representation, CSJ is committed to providing a forum where all sides of the important questions are presented fairly; let the people decide how best to respond.

The Great Moral Majority is Alive and Well. Dear Editor; Many of us during the civil rights movement and desegregation became all too aware of the group of people who referred to themselves as “The Moral Majority” and its intent to change what they perceived as societal injustices. Dr. Martin Luther King Jr. who was then the leader of The Moral Majority led well with his unwavering positions that “all men are created equal”, of which, its’ very concept was borrowed from the US Constitution. Richard Nixon often referred to some members of the Moral Majority as the Silent Majority, of whom, I now have the responsibility of collaborating with and the honor of consulting and leading. Preparation for my leadership as Moral Majority Leader began as a child and has culminated with my having acquired: rich enlightening life experiences, 30-35 years strong business experience (banking & finance, entrepreneur in cosmetics, and real estate) accompanied by my earning Suma Cum Laude designation that accompanies a BS degree in Business Administration. s the big media outlets, including the Chicago Tribune, the Chicago Sun-Times and Crain's Chicago Business have endorsed Rauner. Unsurprisingly, This political milieu brings me back to another era in history, when the then South Street Journal interviewed the Tribune editor, asking why they were endorsing George Bush over Al Gore. The Tribune identified themselves, at that time, as a Republican newspaper, and stated, “Yes, the Clinton administration with Gore has done a good job, but we just want our man in office. It’s our turn.” With endearing enduring consistency, the Chicago Tribune once again seems to state, “They got their turn, now it’s ours.” As a publisher who has watched the literary political tide ebb and flow through the years, I observe that the Chicago Sun Times has oft changed direction like the wind. In 2012, they finally announced they would no longer endorse candidates. The Crain Chicago, with its big business agenda, of course supports Bruce Rauner. Every press endorsement should reflect thoughtfully on the meaning of the election, weighing issues according to readership epistemology, from the smallest paper to the largest, and identify priority issues, supplying evidence to back the panorama we paint. Consistency is a responsibility, helpful to readers and non-readers; a good conservative publication can be counted on by progressive readers to present views diametric to their own and vice versa. What of the paper that strives to represent all sides, truly in balance? A challenging equipoise. Chicago Street Journal strives to represent to such a diverse readership. Rauner endorsements have been made by a number of well known African-American ministers. Rev. James Meeks – Founder and Senior Pastor of Salem Baptist Church of Chicago and former Illinois State Senator—for one. He says he's backing Rauner because it's time to shake up the Democratic Party and hold them accountable to the promises they make on the campaign trail. He is not alone in his view. We agree that accountability is important, believing that Meeks might well start in Chicago. Is Chicago’s Mayor to be held to the same level of accountability as Illinois’ governor? We don’t think so. Rauner attacked the governor for failing to address African American issues. “Gov. Quinn is taking the AfricanAmerican vote for granted,” he charged, adding that Quinn was the “worst governor in America” and had done little to nothing for African-Americans. The truth of the matter is that Quinn opened the doors to many more contracts for minority vendors.

We thank him, while questioning his long term dedication, noting an ABC7 Chicago report: not one African-American to be found among top executives at his private equity firm, GTCR. He couldn’t, according to the interview, find any black folks to hire. “They weren’t there.” Quinn did not have the same difficulty building a diverse cabinet, with a number of African-Americans heading departments. Dr. Willie Wilson sponsored the Chicago State early summer forum at which Rauner talked over solutions the Baptize Institute presented to him, perhaps resulting in some clergy and community leaders endorsing Gov. Quinn, including Rev. Albert Tyson, Michael Pfleger and Bishop Claude Porter. Governor Quinn won the 2010 election over Republican Senator Bill Brady without endorsements from Illinois' major media outlets. Chicago Street Journal is proud to support Governor Quinn’s reelection campaign not because he is Democrat, we are nonpartisan. We note that he has demonstrated commitment to the working class, not wavering to wellpaying special interest lobbies. Rauner’s nonstop TV commercials and campaigning have cost over $20 million so far vs. Quinn’s $15 million. Rauner comes from the business world, with no visible roots connecting him to community. His recent donations to the South Side Federal Credit Union and a building grant, while appreciated, had such support been demonstrated before the campaign it would feel more sincere. Yes, elected officials must understand businesses in order to grow and create jobs for the State. Working with the Illinois Black Chamber of Commerce was an example. We expect the Governor to also show active support for the Black Wall Street Districts of Chicago agenda of worker parity as well: workers should share ethnic characteristics of the predominant group of residents in any neighborhood in order to ensure hiring fairness across the board. The underserved in Illinois deserve representation throughout the next four years. Quinn has been consistent, from early days, as a consumer advocate, pushing for affordable housing, early childhood educational opportunities, fair wages and sustainable development for all, including underserved communities. President Obama, in support of Quinn, I join President Barack Obama, therefore, in recommending: Vote for Quinn.

Please Note: in order to effectively implement strategies and promote fair evaluations, stipends are needed to cover costs such as: research, operating costs, construct legislation, and lobby for the passing of legislation etc. Also speaking engagements for churches and organizations will be scheduled for 2015.

Even though 52-years ago the U.S. Supreme Court voted 6-1 to ban prayer in schools, Spencer Leak, Sr., CEO, Leak & Sons Funeral Home and chairman emeritus of Liberty Baptist Church, met with scores of ministers and church members at Josephine’s Cooking Restaurant where he vowed to lead the fight needed to restore prayer in Chicago Public Schools (CPS) Leak, a member for 45-years of Liberty Baptist Church, said his pastor, Rev. Dr. Darrell Lamar Jackson, will hold a planning meeting in three weeks at Liberty located at 4849 S. King Drive. Leak said Rev. Jackson “is going to take the lead in our quest to get the bible in the CPS.” Black On Black Love is also involved. Leak explained that meeting “will be timed after the Nov. 4th election because the election we are concerned about is the one for mayor and 50 aldermen who we are going to put this proposition to. We are going to make this a part of their campaign. They are going to have to answer to us whether we can get this done and if not we need an elected school board to get this done.” He will be inviting the aldermanic candidates asking for their support. “We know the timing is right for us to get this done. Since the HUD grant expired in January 2014, the program has been supported by the U.S. Department of Transportation, the U.S. Economic Development Administration, the Illinois Attorney General, the Illinois Department of Natural Resources, the Illinois Environmental Protection Agency, and The Chicago Community Trust. The Chicago Metropolitan Agency for Planning is the region's official comprehensive planning organization. Its GO TO 2040 plan serving seven counties and 284 communities of northeastern Illinois to implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues. Rev. Koen organized local citizen involvement in voting rights through cooperation of IL Legal Aid, whose historic voting right case, Illinois “Kendricks vs Moss”, replaced IL’s at-large city form of government with single member districts known as an Aldermanic form of government. He served as the Executive Director of the United Front, Inc from its organization in the sixties until 1988. In 1976 Rev. Charles E Koen was nominated by President Jimmy Carter to serve as Rural Development Board downstate coordinator, on the board 1978 to 1984. In 1979 he was elected to head National Association of Neighborhoods based in Washington D.C. In 1980 he was elected as an Alderman joining the Cairo City Council. In 1982, he became Vice Director of Southern Christian Leadership Conference (SCLC), serving until 1986. In 1981, after being called by the community of Roseland-Pullman, chosen Chairman of the Board of Union National Bank of Chicago. He served as National Rainbow Coalition Field Director from 1996- 2002, and appointed Elder in the Church of God in Christ, Southeast Jurisdiction, MI, to develop the southern IL and southeast MI area, providing low and moderate income rental housing, and addressing other issues including troubled youth in the two-state area. On March 28. 1989, he was arrested and charged in the Southern District of IL with 24 counts for arson, mail fraud, misapplication, and embezzlement, and false representation. He was convicted on January, 21, 1991, sentenced to 12 years in federal prison. He spent 52 months in federal prison, released on parole in September, 1995, after which he served 8 years of probation. While on parole he served as Pastor of Christian Hope Baptist Church in Chicago, Illinois. At Christian Hope, his leadership revised a church credit union into a community development credit union, able to function across America, planning ownership of a historical African American Graveyard and organization of a school to teach young Black men carpentry skills and assist them to become union members. On January 24, 2008, Charles Koen was again indicted, with a number of United Front members, and is still serving time. On October 7, 2014, his petitions for executive clemency were heard by the IL Prisoner Review Board, asking for humanitarian consideration due to advanced age and serious health issues been exacerbated by Illinois’ dismal prison conditions. Between February 2005 and May 2006, Ballentine engaged in a similar, separate scheme with others to defraud various lenders into

The Chicago Defender has announced the appointment of noted journalist and editor, Kai El' Zabar, to the position of Executive Editor of the weekly newspaper. Real Deep Associate Publisher It brings me great pleasure to introduce to the readers of the Chicago street journal Mr. Hector “witness” Dominguez. From the Latino section of the HOODHOPEMOVEMENT, Witness hails the HHM vision: World peace by way of social media, music and community activism. Witness was born and raised in Chicago, in Humble Park. Though all of his brothers were involved in the street life, Witness had a calling on his life. The only male in his family besides his father who chose not to affiliate with the street tribe culture, he nevertheless faced many life difficulties due to both of his hard working parents seldom being present. At age 15 he attempted suicide by jumping out the window. At 17, both of his parents became pastors, while he wasn’t fully comfortable in the pew. At 19, his best friend, Katie, died in a car wreck and taking the loss hard, though with mixed emotions, he fled the church, returning to Christ at age 21. He took a liking to hip hop early in life, listening to Bone Thugs, Harmony, and 2pac. Rapping since 1996, he has no problem being labeled a Christian rapper. One of his earlier freestyles tells the story: “I know what you thinking you the pastors boy /but I was 17

when I became the pastors boy/and even then it’s hard to hear the pastors voice/when the only pastor you ever heard was pastor troy….. (Pastor troy is a hardcore southern rapper with a message saturated with heavy street references) He and his wife of 10 years have children together and run a church youth program catering to all ethnicities. A sneak peek of some of his material, definitely on point, was a much needed breath of fresh air in a hip hop climate thick with disrespect of women and criminality. His song “can’t do“ inspires—don’t allow anyone to tell you what you cannot do. Praying for the whole world, and in particular his hometown of Chicago, he plugs “Forgiven Boutique”, a Christian clothing store owned by a comrade of peer, Chief Keef, then reveals plans to release a freestyle or remix a month for eight months leading to release of his long awaited album: “leading while bleeding “on HPTP (He paid the price) records. work. In 1989 as an opening act for Ice-T, he met MC Light and Big Daddy Kane backstage. In 1990 he was crowned best Chicago high school rap artist at the HS City-Wide Jamboree. He founded P.O.E.T (People Of Extraordinary Talent), and began touring schools with edutainment programs. FATHERHOOD & ENTREPRENEURSHIP Upon the birth of his first child in 1993, Blaq Ice opened New Jack Jewelry in the Englewood Mall. Its success led to more ventures, including record shops, beauty salons and clothing stores. His second son was born in 1996. Throughout the 90s, business thrived and P.O.E.T. continued touring. POLITICAL CAREER In 2000, as first Chicago Hip Hop artist to run for office, and near youngest candidate to run in the 17th ward or the city, Blaq Ice ran for Alderman with campaign slogan, "Tradition has gotten us where we are, change will carry us into the future." Winning several debates, he finished second to the incumbent, again in 2003 and 2007, second in those races. The real victory was in demonstrating to youth an example of an educated, loquacious young black man, getting involved, speaking out. THE INTRODUCTION OF BLAQ ICE In November 2000, inspired by a show produced by Strawberri Taylor (Queen of Erotic Poetry), he entered the spoken word scene. A coworker, thinking she was being condescending, called him black ass Ice. Black Ice became his new stage name. Then Russell Simmon's Def Poetry Jam hit the airwaves, and, discovering another using the name, he changed the spelling. In 2004, Blaq Ice was awarded Most

He is also an affiliate of HoodHope movement and doing a lot of work in the community with regard to redemption. Part of that redemption includes employing people from the hood with his record label and t-shirt business. Also part of his efforts in giving back is agreeing to be a part of HoodHope movement hip hop summit in the capacity of spokesperson. Included also as a part of the collaborative effort is Dr. James Jones who possesses several degrees in history, education and African American studies. Dr. Jones has also specialized in studies involving the civil rights movement, black popular culture, hip hop culture and has just completed his first book. He is currently revising a doctoral dissertation about the Black Panther party and is currently a professor of history at Prairie view A and M University. This is being organized to unify celebrities and entertainers to create accountability regarding uplifting impoverished communities and conveying a positive message to our youth. Sagging clothing is a violation of some school dress codes, and the prohibition has been supported in the court systemSeveral other laws passed in towns throughout Alabama, Louisiana, Florida, Georgia and Mississippi, is the inclusion of an express declaration that “the exposure of a person’s buttocks, and genital area or undergarments is offensive and indecent.” The definition for indecent exposure of undergarments is provided as anyone “wearing pants or skirts more than three inches below the top of the hips.” The ordinance requires a fine of at least $25 for an initial offense, and up to $50 for each subsequent offense. Cagle said that in the month since the law went into effect, the Pikeville police haven’t had to write a single citation for public indecency. “We haven’t even had to give a warning yet,” he said. The initial passage of the law by Pikeville garnered widespread media attention

Although laws targeting sagging have been around since at least 2007, the wording related to “the health of the wearer,” seems to have first appeared in an ordinance passed by the city council of Dublin, Ga., in late 2010. Additionally, in April of 2012, an Alabama judge sentenced a man to serve three days in jail for contempt of court for sagging in the courtroom where he was entering a plea on charges of receiving stolen property. However, there is some question to the constitutionality of laws requiring that a person’s bottoms be a certain distance from their hips. According to Neil Richards, a professor of law at Washington University, these laws don’t fare well when challenged on First Amendment grounds. And the ACLU has been known to challenge similar laws on the basis of the Fourteenth Amendment’s equal protection clause. Challenges to the laws go back several years, including a similar law in Florida that was ruled unconstitutional by a Florida Circuit Court judge in 2008 because of the case’s “limited facts,” after a 17-year-old Riviera Beach boy spent a night in jail on accusations of exposing too much underwear. my honest humble opinion, mainstream rap has betrayed the black community. From its very inception, rap music was the visceral voice of the black community, particularly with the song "The Message" by GrandMaster Flash and the Furious Five, released in 1982. With this song and others like it that followed, rap become the social commentary of the black community. Rap was the medium, and rappers were the reporters. Rap music had many different genres, such as party rap, comedic rap, and even battle rap, but social commentary rap always seemed to be the standout form. This form of rap, literally began to change the minds and collective conscious of the black community. In the late 80's and early 90's rappers such as KRS1 and groups such as Public Enemy, used their music to not only shed light on the plight of black African people in America, but also this form of rap began to teach and uplift the black community. Rap at this time, made it cool to know African roots and be proud to wear an African medallion, and be knowledgeable about African history. Matter fact if you didn't have a lil knowledge, and have an African medallion, you were not cool, and part of the lame unpopular crowd. Rap began to change with the début of the group N.W.A. Rap still had its social commentary perspective, however it seem to now be from the perspective of those forced to live the street life due to the poverty inflicted by America's institutions of racisms. Even though rap had evolved into a more gritty and violent art form, it still was a positive force, by shedding light on many issues that news media simply refused to address such as police brutality and how drugs affect families, as well as showing the consequences of living the street life. Rap, often times affectionately labeled "gangsta rap" continued to evolve, as more gritty rappers emerged from the west coast, east cost, as well as the southern states. Rap even was taken to a new plateau with the emergence of Tupac Shakur, whom exemplified the seeming duality of rap, showcasing its social conscience side and its gritty street life side. However as time went on, more and more rappers, often referred to as "studio gangsters", seem to come out and just glorify and promote the negative aspects of street life, without giving the same social commentary and showcasing the consequences of street life. Whereas rap once made it cool to be knowledgeable about African history and culture and be proud

of it, now rap made it cool to sell drugs, shoot other black people and disrespect black women, and it only continues to get worse. Rap no longer produces any KRS1s, Furious Fives, or Tupac Shakurs, but rap is turning out dozens of studio gangsters daily. Why is this? Well depending on who you ask, you'll windup with different answers. Some will say, that rap has just evolved to mirror our culture, others will say that rap has influenced our culture into its current self destructive state. I'm inclined to believe the latter reason. There has been a rumor for years, that major executives and other wealthy powerful people in the white community who were fearful of the positive effects rap was having on the black community, all got together to form a plan to manipulate things so that rap would instead be a force of negativity to the black community. Now to some that is just a crazy conspiracy, myself however, I've seen pretty strong evidence to suggest it is true. I wont go into all of that, nor will I say that is soley to blame for rap's betrayal of the black community, even though its a major factor and a root factor in my opinion. I will just say this, I feel rap has betrayed the black community, because many aspiring rappers have forgotten the true meaning and purpose of what rap was....to be a relevant and entertaining form of social commentary. We no longer have many aspiring rappers who have the guts to make a song like the message, who have the guts to put knowledge and African pride in their music like Public Enemy, who have the guts to evolve from the THUG into the AFRICAN WARRIOR like Tupac, who have the guts to refuse a big paycheck for making negativity promoting music. Now there are a few pappers who are making socially conscious music, such as Jasiri X and Sa Roc, however they are mostly underground artist who have garnered loyal followings off Youtube. The fact is, while I admire rappers like them very much, there is just not enough of them right now. Not enough rappers willing to have some real integrity, not enough rappers who are doing it out of love and not a paycheck, not enough real rappers with pride for themselves and their community. Which is why I believe, RAP HAS BETRAYED THE BLACK COMMUNITY.

You can’t tell me that people shouldn’t be judged by the way they dress if they are dressing for the purpose of fear. We wanted to look like Satan loving lost children even though we weren’t. The kids today want to look like thugged out gangsters, so they dress like thugged out gangsters. They also turn to selling drugs because it’s just easier than the alternative. At some point you grow up and move on. You leave the childish things behind you. You wear clothes that are not too tight or too baggy. You put the spikes and gold chains away. An ordinance approved June 30 by the City Council of Pikeville suggests evidence exists “that indicates that wearing sagging pants is injurious to the health of the wearer as it causes improper gait.” According to language in the ordinance, the state public indecency law “allows for some behavior that is considered indecent.” Sagging pants fit the definition, Mayor Phil Cagle told TNReport although he said the ordinance is meant to give cops authority to arrest people for wearing “anything that’s

When this was brought to my attention I was shocked and appalled, however being a historian I was not surprised at all. And it made sense because at the same time the “gangster” rap was being promoted, the billion dollar prison industrial complex was being built fuled by a poison called crack cocaine in which the real Rick Ross was used as pawn by the president of the united states of America Ronald Regan and the c.i.a to distribute this poison and the money was utilized to fund a illegal war known as “the Iran contra scandal” This is fact and can be researched and also read about in a book the Real Rick Ross has out entitled “crack in the system” (Continued on page 22)
