2022 CYCRTM JUDGES
KEVIN HAWKINS (CHIEF JUDGE) Kevin Hawkins is certified as a World Sailing International Judge and International Umpire. He has more than 25 years of experience in all roles as a race official, and he currently serves on the World Sailing International Judges Subcommittee as well as the US Sailing Racing Rules Committee. As a principal race officer, he has helmed international distance and buoy races, national match races, and international team races, including multiple class and national championships. As a judge, he has chaired club, national, continental, international, and world championship events. As an umpire, he has called a similar variety of fleet, match, and team racing events. As a racer, he has sailed in all roles on boats from dinghies to 70’ keelboats, including seven years as tactician and skipper on a 30’ keelboat.
MIKE KASPAR (PROTEST SECRETARY) Mike Kaspar caught the sailing bug in 2002 after seeing the America’s Cup on TV. He became an active crew member in the Benetau 40.7 fleet and a member of Columbia Yacht Club shortly thereafter. He started judging in 2006 and umpiring in 2011. Mike is the current Chief Judge and Chief Umpire of Chicago Yacht Club. Mike has been a National Judge since 2018 and National Umpire since 2011. He has judged at at numerous offshore, inshore, and youth events, including the 2018 Farr Worlds, 2018 M32 Worlds, and Chicago NOODs and Verve Cup events since 2006. He is currently the Regional Administrative Judge for Area K and a member of the US Sailing Judges committee. Mike is a Director at the CME Group in their Global Command Center in Chicago, supporting clients in Chicago, London, and New York.
WENDY LOAT
Wendy Loat has been sailing and racing since she was a kid at summer camp, and still races an ILCA 6 and her Thunderbird. She has been a Canadian National Judge for over 12 years, and chairs the Ontario Sailing Appeals Committee as well as the Sail Canada Training and Certification Committee. She is a member of the Long Term Athlete Development Committee representing officials and has served on numerous International Juries at World and North American championships. She is chair of the Ashbridges Bay Yacht Club Sailing Committee and in her spare time assesses international credentials for people wanting to immigrate to Canada.
PATRICIA O’DONNELL
Pat O’Donnell is a life-long competitive sailor, starting in the Junior Sailing Program at Larchmont Yacht Club (NY). She has raced in dinghies, one-design keelboats and racer/ cruisers in team, “around the buoy” and long-distance races nationally and internationally. She still competes when she can, primarily in her home waters around Newport, RI. A US Sailing certified National Judge since 2008 and a World Sailing International Judge since 2013, she was also a US Sailing National Umpire for many years, and continues to umpire keelboat fleet races. A 20-plus year member of the Race Committee at New York Yacht Club, Pat is also a past Chair of NYYC’s Judges and Umpires Committee and is a member of the Protest Committee at Ida Lewis YC. Pat is member of Larchmont (NY) Yacht Club, New York Yacht Club, Ida Lewis YC (Newport, RI) and Royal Bermuda Yacht Club. Off the water, Patricia is a Supervisory Analyst with Morgan Stanley & Co.’s Asia Pacific Equity Research Department.
