Chicago is known for two seasons, Summer and Winter. And Chicagoans live for the Summer. Humid though they may be, Chicago comes alive and everything moves onto a vibrant upswing as the city of big shoulders will be carrying a non-stop lline-upof city wide, neighborhood and annual festivals that will keep the party going well into the Fall season. We all look forward to Hot Fun in The Summertime. The Chicago Defender wanted to highlight some of the key festivals that both Chicago residents and visitors will be interested in placing on your calendar of activities. There is a variety for everyone in every age group and for those on a short budget—you will be very pleased with our recommendations. Once again, the dancing will continue under the stars with the City of Chicago’s Summer Dance weekly series which begins from June 26 – September 26 at the Spirit of Music Garden in Grant Park. The Boys and Girls Club of America inducted some wonderful leaders into the Alumni Hall of Fame at the Chicago Hilton. The event, hosted by Courtney B. Vance, honored alumni who have gone on to make major contributions in their fields from sports to entertainment to business. Their stories are very different, but all started out the same – with the life-changing programs, caring staff and fun, safe environment of a local Boys & Girls Club. The BGCA Alumni Hall of Fame “Class of 2015” inductees include the following: WWE Chairman & CEO Vince McMahon, three-time GRAMMY Award-nominated singer/producer/actor Trey Songz, Fashion and Music consultant for FOX’s hit drama “Empire” and Business Executive Monique Mosley, NFL Hall of Famer Andre Reed , world-renown violinist Earl Carlyss, President and CEO of the Dr. Pepper Snapple Group Inc. Larry Young, two-time Oscar nominated costumer designer Ruth E. Carter, leading opera singer, Denyce Graves and Professional Golfer on the PGA Tour Robert Gamez. Chicago Nowhere Near U.S. ‘Murder Capital’ This past winter we witnessed some brutal below zero frigid temperatures so why would the Black doorman of my building always comment that he loved the cold? As it turns out it’s because it keeps the violence in check according to his experience. It disturbed me at first as one back home in Chicago after 17 years spent living on the west coast. I was missing the daily doses of sunshine and warm ocean breezes. I resented the talk back then from my L.A. friends who referenced what seemed at the time a never ending spree of Black on Black crime. Then there would be the continuous Facebook postings-my Chicago friends discussing the onslaught of senseless murders. And of course there is the moniker Chiraq soon to be a film titled Chi-Raq by Spike Lee. Is it true that my beloved city Chicago had become the American city with the highest crime rate? Why? Chicago the city that works, stopped working. And when people are desperate they do desperate things. Employed people shop in their neighborhoods supporting their local retailers, service providers, buy homes, feed, clothe and shelter their families. When the income ceases, people still face their responsibilities. Mortgages, rent, medical needs, food, clothing and shelter are constant and when you have no income source your life becomes unstable at best. For poor families in under served neighborhoods experience of this phenomena is triple and the depression forces them into deplorable circumstances often leaving them with no hope. Their social-economical and educational situations are bleak and everything spirals downward leaving them with few choices. Many turn to crime for survival sake while the unskilled, uneducated youth look for power, strength and authority, which often leads them to illegal means to earn income. Drugs, theft, robbery,

boosting DVDs, CDs and prostitution are the norm. All of these can and do lead to violence. The recent Memorial Day weekend stands out as a violent one in Chicago, where at least 56 people were shot and a dozen people died in shootings. One of the 44 nonfatal victims over Memorial Day weekend was a 4-year-old black girl. However, in spite of the increasing rate of homicides in this seven-month period since January our homicide rate is down. In May 2014, there were 44 homicides reported in Chicago; through May 20 of last year, the city saw 129 killings. Assumptions are dangerous and misleading, knowledge is power and clarity brings things into focus. So when we discuss the violence in Chicago we have to adjust the numbers by population. When we do so, murder rates are far higher in smaller cities than in larger ones, such as Chicago, New York and Los Angeles. In 2012 Chicago had 500 murders more than any city in the country. So Chicago has been among the top three cities with the most murders since 1985. In 2013 there were and 440 murders in the city. But Chicago also has some 2.7 million residents, more than any other city except New York and Los Angeles, and you’d expect it to have more murders than most other cities simply because there are more people. If we examine the raw numbers for population size to get a murder rate, a very different picture emerges. According to the FBI figures, Flint, Mich., had the highest murder rate of any sizeable U.S. city in 2012. There were 62 murders per 100,000 population. Trailing Flint were Detroit (54.6 murders), New Orleans (53.2) per 100,000 and so on. Chicago, whose population is several times bigger than any of those cities, came in 21st, with 18.5 murders per 100,000, nowhere near the highest in the country. In fact, what’s insightful is that from 1985 through 2012 only six cities have held the nation’s highest murder rates: New Orleans (12 times,); Washington, D.C. (eight times,); Detroit (four times,), Flint, Mich. (twice); Richmond, VA (once,) and Birmingham, Ala. (once,). We have to note that the threshold for having the nation’s highest murder rate has fallen since the early 1990s, when the nation’s crack epidemic helped push violent-crime rates to record highs. In 1994, for instance, New Orleans led with 85.8 murders per 100,000; the next two cities, Richmond, Va., and Washington, D.C., had rates of 70 or more per 100,000. Even in terms of raw numbers, Chicago has come a long way. In 1994 the city had 928 murders. So summer’s on the way and while some of us are looking for ‘Hot Fun in the Summer-time, others are praying for winter’s return just to keep the violence off the streets.

Black Economic Impact of the Obama Presidential Library By Maze Jackson Chicago Defender Contributing Writer

On May 12, 2015, it was announced that the University of Chicago had been awarded academic partnership for the Obama Presidential Library. The announcement came via a YouTube video, in which the Obamas made it clear that Chicago was always the choice. While they have yet to settle on the final site the fact remains, the Obama Presidential Library is coming to Chicago. The question now is how will the Obama Presidential Library impact Chicago’s Black community? The immediate impact of the Obama Presidential Library will be the creation of construction related jobs associated with the actual building of the library. In addition to the construction of the Obama Presidential Library, numerous commercial, retail, and residential developments are anticipated to follow the library into the community, which could potentially convert a community plagued with poverty, violence, and unemployment into one of the most desirable neighborhoods in the city. But will those jobs actually benefit residents of whichever community is finally chosen? Consider that construction jobs are most often controlled by Chicago’s powerful trade unions, who were recently

taken to task by State Representative Ken Dunkin (D-5) on the Illinois House Floor for the exclusion of Blacks among their membership ranks. To further emphasize the complexity of the construction jobs associated with the Obama Presidential Library, Illinois Governor Bruce Rauner is promoting “employment empowerment zones” to exploit the rift between the Black community and trade unions. The construction of the Obama Presidential Library has to be the determining factor in the relationship between Blacks and construction trade unions for years to come. Others point to the long-term jobs that that the Obama Presidential Library will create as the new economic engine of the South Side. Direct jobs will include everything from customer service to facility management. Indirectly, the Black community stands to benefit from the jobs created by small business owners and entrepreneurs who open businesses in the community, hoping to take advantage of the tourists that come to visit. Businesses like hotels, restaurants, coffee shops will also provide employment opportunities residents of the surrounding communities. Some skeptics argue that the jobs created by the Obama Presidential Library will be low wage service industry jobs that will do little to raise the living conditions of the res-

idents in surrounding community. Some critics have gone so far as to say the Obama Presidential Library will actually displace current residents who will no longer be able to afford to live in the community once gentrification has been completed. But in spite of the challenges associated with the Obama Presidential Library, everyone remains optimistic about the library’s impact on Chicago, but more specifically the South Side of Chicago. The City of Chicago has already adopted a policy of decriminalization even though it is not equally applied to Blacks. When it becomes state law, it is hoped that state and city legislators and law enforcement officers will make sure that the law is equally applied. “While I support the decriminalization and the legalization of marijuana, I will do everything that I can to make sure that the decriminalization provisions of this law are applied equally to Blacks as it is to whites. Traditionally, the neighborhood you lived in and the color of your skin determined the extent of the application of the laws of possession and punishment. I want that practice stopped”, said 5th Ward Alderman Leslie HH Hair-

ston. The major features of the new law will reduce the penalty for the possession of small amounts of marijuana from fines of up to $2,500 and up to a year in jail to no court appearance and a fine of up to $125 for persons caught with 15 grams or less. When legislators were asked if this decriminalization law would lead to legalization most said that they doubt that the one necessarily leads to the other. However, public opinion polls consistently show that a majority of Americans support legalization. Black citizens applaud this move and are eagerly waiting for the signing of the bill by the Governor. CD ON THE SCENE the growing enthusiasm to neighborhood residents. The production budget for ‘Chi Raq’ is approximately $15 million and will bring job opportunities for local residents as well as economic stimulation to neighborhoods that filming will take place in. The concept of the script wasn’t revealed at the press conference but the word is, the storyline will be loosely based on a comedy/ drama that centers around women in the neighborhood withholding sex from their men to reduce the vio-

lence that has taken over their lives. Currently, local and national music artists have been approached to submit songs for the soundtrack but to keep with the authenticity of Chicago—expect to hear a combination of popular drill and juke music as the backdrop. It’s obvious that Lee is focused on what he does best—tell the story from a unique perspective that engages the ones that can carry the message to their peers. Either way, they’ve accomplished their goal—they got our attention.

The very word Chiraq conjures up negative feelings by many who think it can do no good. Together Spike Lee and Father Pfleger called a press conference to discuss the concerns of critic’s preconceived notions of the film’s name, Chi Raq. Will this film depict negative images of exploitation that some Chicago public officials are concerned will affect outside perception. The film has come under scrutiny by Alderman Will Burns (4th Ward) in blocking $3 million in tax breaks putting pressure on the Lee’s production efforts. Although, the press conference included about 25 parents of murdered children who have fallen to the violence of crime that plagues our streets and neighborhoods, the name is still unnerving for some leaders. Father Pfleger has been working closely with Lee and his production team in dispelling these concerns and supporting the importance of shining attention to the lost of lives in predominately Black communities. We’ve gathered with people behind me and in front of me and want to tell the story not to just Chicago, not just to the United States but to the world why this film matters.” said Lee. John Cusack added, “The only reason to do this film is to help save lives. The film is set in Chicago but could easily be set in any urban city in America where poverty, violence and desperation are so irrepressible.

This film stands in the long tradition of American films with conscious and art—good art, working valiantly to shrink the gap between words, symbols and the truth people live with everyday and feel underneath their skin.” said Cusack. “Politics, sadly at times can do the opposite with a different agenda. Politicians can be fearful at times and I get it. Move Your Body: The Evolution of House Music Exhibit About three years ago, McKay had initially brought the idea of showing the history of House music to Chicago History Museum but schedules and room wasn’t able to accommodate the exhibit. After awhile, things became at a standstill until the passing of House music pioneer, Frankie Knuckles died in early Spring of 2014. The music programming team from DCASE reached out with an interest to produce the exhibit at the Cultural Center. Soon after, the labour of love of compiling items that represented the real story of the house music scene began to evolve. “I had some things but most of it came from me reaching out to people. Everyone had no clue how comprehensive this was going to be so they went off of the fact that someone else co-signed for me. Certain people I had relationships with such as Robert Williams, Reggie Corner and Terry Hunter along with others also helped provide whatever we needed.” said McKay. Washington St. on the second floor. A special reception was held in Gar Hall where various DJs spun old and new house music featuring DJ Lora Branch, Vic Lavender and Terry Hunter with industry tastemakers in attendance. The exhibit was organized by Greg Longford and David Chavez on the behalf of the City of Chicago Department of Cultural Affairs and Special Events – curated in part by music industry veteran Rob McKay. “The inspiration was bringing the community together. That was the main goal. I don’t think Chicago realized that they have something so valuable. Everybody were kids when this thing happened – when it started to develop. Through record labels and bad relationships, no one knew any better. The industry was new to everyone because everyone was learning ‘on the fly’.” said McKay. “As people became older there were riffs in the community over some stupid sh*t. Now other cities and countries are claiming the music as their own. The story just need to be told that is where it came from.” Celebrating more than 30 years of a homegrown art form that is now heard around the world, this exhibition traces the history of House Music as it developed in Chicago post “Disco Demolition” through the impact it continues to have on global electronic dance music. (the late William) Perkins; nurturing grandmother of Courtney, Ra’oof, Melody, Clais, Mustafa, Sharifah, Karen Rebecca, and Brian; great-grandmother, mentor, and friend of many. Preceded in death by parents Dorothy Clarke Lowe and Dr. Cornelius V. Lowe and two grandchildren, Jack Daniels, IV and Camille Yvette Burns. An avid bridge player, she was always concerned with the welfare of others above her own. She earned a B.A. in religion from DePaul University, a second B.A. in Business Administration and Education from the University of Chicago, and an M.A.in Education, Guidance and Counseling from Chicago Teachers College. Beverly served as a teacher at Englewood High School (her high school Alma Mater), Teacher and Guidance Counselor at Parker High School, and Assistant Principal at Forestville High School and retired having been the Principal of Horace Mann Elementary. Prior to earning her degrees and embarking on a long and successful career in education, she was a veteran of World War II. For many years Beverly was a Co-Leader of the Pilgrim Fellowship for young people at Park Manor Church and a member of the Delta Sigma Theta Alumni chapter of Chicago. After the passing of her husband Jack, she moved to Las Vegas to be closer to her children. Memorial service in Chicago is pending.
