Crystal Windham (center) of General Motors talks to the 2016 NNPA journalism fellows | Photo by Andrea Stinson-Oliver/GM). Benjamin F. Chavis, Jr. History is more than the memory and documentation of the past. We all learn from the trials, tribulations and triumphs of prior generations. History sets the stage for the transformation of the present into the future. Such is the case today for more than 45 million African-Americans and millions of others across the United States. This year is another national election year. The value and purpose of the right and responsibility to vote is more important today than in 1965 when the Voting Rights Act was first made law. Yet, if we somehow forget that the right and opportunity to vote were only gained as a result of struggle, sacrifice and vigilance, then too many of us will take for granted both the past and the present. The genius of the Black Press in America has always been its audacious courage to print and distribute the truth even in the face of injustice and inequality. Frederick Douglass said it best when he declared, “Freedom is a constant struggle.” Douglass was a writer, publisher, orator, scholar and a freedom fighter. Next year will mark the 190th anniversary of the Black Press. On March 16, 1827, John Russwurm and Samuel Cornish began Freedom’s Journal in New York City as the voice of Black America. From the very first publication of the Black Press

Benjamin F. Chavis, Jr. up to today, our newspapers covered local, state, national and international news about the conditions and progress of African people as well as all of humanity. Keeping the legacy of Freedom’s Journal alive in 2016 is vital and mandatory. The struggles for freedom, justice, equality and empowerment continue with new vibrancy and urgency. Each generation has to rise to the occasion pushing forward to ensure that the quality of life in our communities is improved and celebrated. Today there are more than 206 African -American owned newspapers and media companies in the United States who are members of the National Association of Newspaper Publishers (NNPA). Chicago’s Top Cop: Eddie Johnson Changing the Face of CPD By Mary L. Datcher Defender Senior Staff Writer The battle between the Black community and the Chicago Police Department has stemmed from decades of racial tension, discrimination, unwarranted arrests and convictions that have built a wall of distrust and anger. The very same wall has also become an albatross around the innocent necks of residents who keep a silent tongue about or disregarding the growing violence — choosing not to snitch out its predators, afraid of both them and the police. Since Mayor Rahm Emanuel’s recent appointment of then CPD Patrol Commander Eddie Johnson as superintendent, the move has been both criticized and praised. After a tedious process of town hall community forums led by Lori Lightfoot, chair of the Chicago Police Board, to give residents a voice in the police disciplinary process, the civilian body of members presented three prospective candidates for the CPD superintendent seat. Under pressure from community stakeholders, faith leaders and public officials from the Black community led to Mayor Emanuel’s appointment of Johnson, a police veteran with an inside knowledge of Chicago Police Department culture, solid relationships among peers and a deep outreach into the community. Growing up on the Near North Side, Eddie Johnson lived in the Cabrini-Green housing projects, where he attended Jenner Elementary. Eventually, his family moved to the South Side, where he transferred to Mt. Vernon Elementary School. He quickly made the adjustment, which at the time included two-parent households and neighbors who often looked out for each other’s kids. Attending Corliss High School, Johnson played both baseball and football. He graduated then went to Eastern Illinois University, where he says he majored in “having a good time” and pledged Phi Beta Sigma fraternity. “I didn’t get my degree from there. I got my degree from Governor’s State, where I got serious.” Johnson graduated from GSU with a 4.0 GPA. He joined the Chicago Police Department

does the gun violence. Just this past weekend, seven people were killed and 35 other people were victims of gun violence. One of the youngest victims was a 5-year-old girl wounded in Marquette Park when a gunman opened fire on her and a 34-year old woman. At press time, this has brought the estimated number of shootings to 1,450, with 289 homicides this year alone. A staggering number of causalities, the highest since the 1990s. The Chicago Police Department has named 1,400 to the Strategic Subject List (SSL) — a system developed by the Illinois Institute of Technology. The system calculates the probability of their committing gun violence or being targeted. “CPD has also done a great job in arresting these individuals. The piece that we’re missing is actually holding the repeat gun offenders accountable for their acts. We need to do a better job in holding them accountable,” says Johnson. He is confident that they will be able to monitor subjects without bias — it monitors based on previous criminal history. “The great thing about the SSL, it doesn’t Chicago Police Superintendent Eddie Johnson. | Photo by Mary L. In Covering Orlando Massacre, Media Overlook Black Tragedies E NOTES By Kai EL’Zabar

Defender Executive Editor I don’t have to tell you how horrible the massacre was that took place Sunday in Orlando. We are all horrified by the senseless deaths at the hands of a madman. We know the bottomless pit of pain that bores in our soul from loss of those gone too soon. I am not going to spend time recounting the horror of it all, but rather, share with you the rage you shared with me regarding the incorrect accounting of mainstream media as it pertains to facts. The Orlando massacre has been reported repeatedly as “the worst mass killing in American history.” You called, emailed and texted us to make sure that we got it right. I hear you. I get it. I couldn’t help but think of my people whose shoulders we stand on, the “Sturdy Black Bridges” we’ve crossed over to be where we are. My heart was heavy with sorrow and pain for our anger toward the lack of respect, the denial of us as worthy of acknowledgment. But it in fact inspired me because your fire, your outrage informed me that we are who we say we are. We are the voice of the Black community in Chicago. We are the Defender and so we must do what we’ve always done — tell our story. You see, as those who called and wrote to say set the record straight, it’s important that we tell our truth — that we not leave that to others. And so we exist because we do. It’s true Orlando’s horrendous loss by the murderous rampage by one sick man was not the worst mass killing in America’s history. To say so is, in fact, a distortion of history, ignoring, overlooking — and worse, disregarding — the history of Blacks in America.
Like Sojourner Truth, I wanted to shout out from my screaming chest, “Ain’t we human” . . . “And ain’t I a woman?” asked one tiny Black woman who dared to confront a nation when denied her reality. As she bore her breasts to a huge, mixed crowd at the Women’s Convention in 1851, she said, “Look at me! Look at my arm! I have ploughed and planted, and gathered into barns, and no man could head me! And ain’t I a woman? I could

work as much and eat as much as a man — when I could get it — and bear the lash as well! And ain’t I a woman?” Yes, I begged the question “Ain’t we human? Don’t our lives matter?”

This is Not Acceptable

History is there, in black and white, written to document what has been. Even more important is the fact that we need to know our history to make sure that we are not misguided. This total disrespect and disregard for our lives and worth is not acceptable. It is right that you should be outraged. I am, because of all the senseless murders of Malcolm X, Martin Luther King, Medgar Evers, Fred Hampton, Emmett Till, Trayvon Martin, Michael Brown, Laquan McDonald, Freddie Gray, Philip Coleman and all those who were killed by those who terrorized them first all over again. Police killed at least 102 unarmed Black people in 2015. Oh, we experience the taking of Black Lives. We have marched, protested, sat in, sat down, stood up, sang, prayed, cried, hooped and hollered. We have faced their demons as well as our own. We have fought wars under the American banner, we have nursed their children, and still we are denied. Two hundred Blacks were massacred in 1919 as they met in a Black church in Elaine, Arkansas, by whites hell-bent on Jim Crow justice. The guilty were never charged, tried or convicted.

Letter to the Editor Orlando Tragedy Was Not the Worst What happened in Orlando on Sunday was cowardly, senseless cold-blooded murder. However, classifying this as the worst mass killing in American history is a continuation of distorting and discounting Black history. Let me just refer to three incidents.

In 1919 in Elaine, Arkansas (in the Democrat Jim Crow South), 200 blacks were massacred and several others were arrested, executed simply because they met in a Black church to discuss how they could stop their white landlords from cheating them out of their cotton crops. No one was arrested, tried or

“Don’t these incidents of mass killings of Americans on American soil by Americans qualify as larger than 50 deaths?” On May 31, 1921, a Black business district in Tulsa, Oklahoma, was attacked, aerially bombed and razed, with victims dumped in mass graves and the town burned down. The white convicted and no one classified this as a “hate crime.”

Two years later, on May 31, 1921, 300 Blacks were murdered, 800 others were wounded and 6,000 were arrested when whites went on a killing rampage after the Tulsa Tribune newspaper released a front-page article falsely claiming that a Black man raped a white woman. In addition to killing 300 Blacks, they burned down an entire Black community consisting of 35 city blocks. Again this took place in the Democrat Jim Crow South. No whites were arrested or charged and no one classified this as a hate crime or a mass murder (even today).

One year after this incident, on December 31, 1922, in the Democrat-controlled city of Rosewood, Florida, not too far from the incident of Orlando, 100 Blacks including small children were massacred after it was alleged that a Black man had raped a white woman. May I say again, this took place in the Democrat-controlled South. Why does the media intentionally ignore these historic incidents? In each of these incidents no whites were ever arrested or charged, nor did the police come in and shoot

mobs, including the KKK and government forces, who did this killed 300 Blacks, wounded 800, and thousands were arrested. No whites were ever brought up on charges. On December 31, 1922, in Rosewood, Florida, near Orlando, 100 Blacks, — men, women and children — were murdered in cold blood over a rumored rape of a white woman by a Black man.

Don’t these incidents of mass killings of Americans on American soil by Americans qualify as larger than 50 deaths? Have we not slaved to build this country? Have we not contributed to the country it is today? Ain’t we human? Black Lives Matter? You tell me.

the murderers. They ignored them.

In each of these terrible incidents, the president never ordered the flags to be flown at half-staff to recognize the deaths of these Blacks, and today the media intentionally ignore these past incidents and placed the Orlando incident as the worst mass murder in American history. Perhaps they are doing this because Black lives do not matter. The Rev. Wayne Perryman

You also can respond to other letters, but make it about the issues instead of a personal attack on another letter writer. 6. Writing, “I dare you to print this, you Uncle Toms!” on your letter doesn’t really affect your chances of getting published. 7. We usually don’t consider more than one letter from a writer every 30 days, and we do keep track. 8. We don’t print poetry. 9. Lots of groups ask members to send “campaign letters” to their local newspapers, but we don’t print them. Usually the first one we get on a given subject gets through, but when we see that a campaign is going on, we cut them off. We don’t print form letters, nor “third person” letters, such as “an open letter to the President.” 10. out of every three letters it receives. Here’s what you should do to increase your chances of having your letter published. 1. Your letter must carry three pieces of basic information to make it from the starting line: your full name, your hometown and a voice telephone number at which we can reach you. This includes e-mail letters. Including your work phone number – if you can take calls there – speeds things up. Usually, we don’t even read anonymous letters. 2. Please print or typed double-spaced. 3. Keep it short. We suggest an upper limit of 300 words, but shorter is better, and we try to condense every letter. We do edit all letters for length, clarity, and taste. Writing “Do not edit” on your letter usually guarantees that we won’t … but we won’t print it either. 4. Help us verify your factual information. A letter that says, “According to the January issue of Speak Out, youth are more likely to rally and march than to engage in dialog,” will get printed before one that just says, “Youth rally and march but don’t engage in dialog.” 5. “You can’t fix it until you acknowledge that problems exist, so I’m telling you that CPD is not perfect, but we are working to correct these issues.” – Eddie Johnson ment. How will CPD move forward under his watch to mend those deep wounds? Former Chicago police officer and 29th Ward Alderman Chris Taliaferro understands deeply the mistrust that has placed a serious void between officers and the African-American community. In Austin, shootings and homicides have increased, and it holds the number one position as the most violent area in the city. “I think that’s an indicator at the level of trust between the residents of this city. When you gain that trust then you feel at ease about talking about what’s going on in the streets. They may be afraid if ‘I do talk to the police, my name will be released in some shape or form or they start questioning me regarding what I know about the crime.’ That’s a strong indicator that we don’t have the level of trust that we need to see reduction in violence. Our superintendent has to have the goal or the intent which I do believe he has in forming that relationship,” said Taliaferro. The 27-year CPD veteran admits there is a long way to go, but one of the first things that is necessary is going out and touching the people — listening to them. He feels it must start at the top and work its way down in order to lead by example. “If I do it, then my command staff will do it, they do it — then the people that work under them will do it. It’s not going to happen overnight, but that’s the goal that we’re reaching for. If the rank-and-file police officers and command staff have dialogue with citizens, they will start to get more comfortable with us. In turn, they will help us solve some of the crimes out here and there,” he added. “Until they trust the police, they’re just not going to feel comfortable with telling us or giving us information. I get that.”

Cultural Disconnect

The events that have put the Chicago Police Department on center stage from the senseless deaths of Rekia Boyd, Philip Coleman and Cedrick Chatman to the 55-year-old mother of six, Bettie Jones — it goes back to a cultural disconnect between officers and Black residents. President of Violence Interrupters, NFP and community activist Tio Hardison has been in the trenches over the last two www.chicagodefender.com

decades mediating gang and street disputes between various factions across the city. He feels despite Johnson’s goodwill efforts — change must begin within one of the oldest law enforcement agencies in the country. “The reality is that it doesn’t matter if the police superintendent is white, Black, Hispanic or Asian — the reality is the ‘code of silence’ that has existed in Chicago within the police department for over a hundred years,” Hardison explains, “The only disagreement that I have with him is that he stated previously that he never witnessed an act of police misconduct, but a guy like Eddie Johnson — a veteran police officer?” Hardison said it’s hard to not be privy to conversations that may have involved police misconduct because of the police culture that supports the “code of silence” era.

More Minority Applicants Sought

Today, many of our ethnic neighborhoods are patrolled by predominantly white officers — some not trained for the cultural divide. Johnson just recently pushed to increase more minority applicants to join the Police Department. “I’m a firm believer we should reflect the demographics of the city. In order to get that, we need the particular segments to step up and apply for the job. We just had an entry exam, we made a big push to apply for the test.” In keeping with the traditional outreach of notifying potential applicants such as television, print and aldermanic offices — they didn’t receive the necessary young people of color to apply. They had to readjust their strategy and outreach. “We had to go back to the drawing board and we realized that the young folks now look to social media to get their information. We made a big push this time around and as a result, 70 percent of the applicants are minority applicants for this next round. Testing has been done. Now we’re going through the process of vetting them,” said Johnson. As the CPD moves forward in preparing new police officers to adjust to serve Chicago communities by partnering with several high schools — forming peace circles. Johnson explains, “What that’s doing is letting those recruits that

Eddie Johnson come from a different culture meet with the minority teenager so they can see that all these kids aren’t bad kids. Also, so that these teenagers can see these officers as people — so it works both ways. But I think one of the problems we’ve had in the past, we have people from different cultures and when they don’t know each other, they fear each other. When you have fear like that, sometimes we make bad decisions.” The father of three understands the importance of having solid role models in young kids’ lives. His own father was a constant inspiration and strong presence in growing up. “My father was a hard-working man. Anything he touched turned to gold. He was a strict disciplinarian. I had five brothers, six boys. He just didn’t tolerate nonsense and taught us right from wrong.” He said a childhood incident could’ve put him on a totally different path when one of his friends suggested he and his friends try to rob the neighborhood candy store. Fearing the wrath of his father, Johnson said he and his best friend chose not go along with the other boys. Unbeknownst to the group — the kid who led the group to the candy store had a pistol, and the attempt to steal a handful of penny candy turned into an armed robbery.

ment agencies in building a better level of trust and transparency. “The problem is for us, one cop doing bad things — it paints us all in a negative light. That boulder becomes too huge to keep pushing uphill, so I have to create a mechanism so that police officers first report what they see without fear of retribution; second — I have to make it so that they’re not stigmatized or ostracized for reporting a misconduct.” Johnson said he’s working on this currently and will announce a new policy soon. “You can’t fix it until you acknowledge that problems exist, so I’m telling you that CPD is not perfect, but we are working to correct

these issues.” As the paper was going to print, this recent development came across the wire:

Recent Police Update In a statement, police spokesman Anthony Guglielmi said: “After careful consideration and reviewing the video footage, Superintendent Johnson has decided to relieve one of the officers involved in the incident that occurred on the 3900 block of West Greenshaw of his police powers while IPRA (Independent Police Review Authority) investigates the case.”

Johnson said two neighborhood beat cops came across the kids and all were arrested as he and his friend waited in the park for their return. “My life could’ve taken a different turn had I chose to participate in that. That’s why the decisions you make in life and your role models are so important. I had good role models — my dad, my uncles or just men in the neighborhood.” He reflects on moving at nine from the concrete walls of Cabrini-Green to the South Side. “When I moved out South, all the families were two-parent families and the men who lived on the block all helped raise us. I like to think that little piece of them, I carry inside of me every day.” Johnson is looking forward to completing his thesis to acquire his master’s from Northwestern University as he finds time, but for now, his first priority is turning around one of the world’s largest law enforce-

said. It’s not hard to damage such a fragile circumstance. While using the term “baby daddy” may seem innocent to some, its connotation is often overwhelmingly not a positive one. As the perceived idea that Black fathers are absent both from the physical home and from their children’s everyday lives grows, it can shed a dark light on all fathers who are no longer in a romantic relationship with their children’s mothers. This single term can mean much more than just its literal definition and can add another crack to a relationship parents are aiming to repair. “The connotation is often negative — stereotyping fathers as uninvolved, uninterested, or irresponsible,” Doyle said. Many fathers are simply offended by that undertone. When such negative connotations are associated with an everyday term, it can be insulting to single fathers who have an active role in their children’s lives. “I’m not a baby daddy, I’m a father, and fatherhood is encompassing,” Fountain said. The stereotypes themselves may be mostly mythical. The idea that Black fathers are less involved than other races, Doyle said, is a misconception. “That negative connotation may be influenced by longstanding stereotypes about Black men in general, and Black fathers specifically,” Doyle said. Looking at numbers alone may be to blame. Although there are almost twice as many African-American children who live with just their mothers compared to about a quarter of the overall population, those numbers don’t fully reflect the quality of those father-child relationships. In-depth research of behavioral effects shows that Black fathers generally do play an active role in their children’s lives, contrary to stereotypical beliefs. “Research consistently shows that Black fathers are often involved with their children, even after the relationship with their child’s mother has ended,” Doyle said. “It even supports that this involvement is just as much, or even greater, than the level of involvement of white and Hispanic fathers.” These healthy relationships are fostered when co-parenting works, regardless of whom the child lives with. Co-parenting, as defined by Dr. Mark Feinburg, is “the way that parents support each other.” With that support, both parents can have a significant part in raising the child, regardless of whom the child lives with. According to experts, a father’s presence can be influen-

tial wherever he is and in whatever role works for that family unit. “What’s more important than prescribing a specific role to a father, is that co-parents are able to experience supportive, collaborative relationships rather than conflictual relationships,” Doyle said.

Poor Communication Can Lead to Conflict

Conflict does arise, though, when there is miscommunication. Using terms that a parent views as an insult is a barrier to effective co-parenting, adding tension to the parents’ relationship. “The most important thing for parents to understand is that it’s not about them,” Fountain said. “So, to use any term that the other would deem derogatory can eventually hurt the perceptions of the children and potentially damage the relationship with either parent.” That poor communication can eventually lead to no communication. In the Psychology of Men & Masculinity article “You gotta have a good help mate: African-American fathers’ co-parenting experiences,” Doyle and her colleagues interviewed 30 African-American fathers who described both positive and negative co-parenting experiences. The study found that communication was a key element for co-parents to be successful. When parents clashed and couldn’t resolve their issues, it was harder to continue to communicate. “Some of the avoidance of communication was due to undesired conflict or inability to hear each other out,” Doyle said. “Rather than getting into an argument of having some conflict, some fathers just avoided [talking to the mothers of their children] altogether.” Similarly, the opposite is true. Parents who learn to communicate well are often able to resolve their conflicts much easier. “Communication is also a necessary ingredient to resolving conflict or understanding someone else’s point of view,” Doyle said. The reason parents in co-parenting situations should be sensitive in keeping lines of communication open is clear: At the end of the day, a respectful co-parenting relationship is the best thing for the child. The need for mutual respect also extends to grandparents and other parental figures. Not talking bad about a child’s father is something that Fountain stressed. “Adults have to be careful not to bring in their own disdain, their own contempt, and their own perceptions of a situation,” Fountain said. “This is their father.” www.chicagodefender.com

BUSINESS

Hyde Park’s Precious Silver: Entrepreneur Eric Williams By Arionne Nettles Defender Contributing Writer

O

n 53rd Street, in Hyde Park’s bustling economic center lies the Silver Room — a store with handcrafted jewelry, original art, and music captured on vinyl. It’s a place where you can learn French one day and tango the next. It’s eclectic, it’s inviting, and it’s certainly a place that you can’t walk by without peaking inside its glass doors. Entrepreneur Eric Williams knows this. Since his days of slinging shirts at concerts to earn cash while in college, he’s always had the gift of being able to sell. So when the Silver Room’s ambience and carefully laid-out merchandise pulls you in, it’s an intentional effect and one that is perfect for the artsy, culturally explosive area. “People like the small, independent business owner.” Williams said. “It’s a lot of excitement down here. It’s just a lot happening right now, so I’m happy to be here for sure.” Born in Harvey and raised in Robbins, Williams attended Northern Illinois University and then transferred to the University of Illinois at Chicago. The finance major had his sights set on the stock market, but he still had to make money in the process. He started selling shirts, hats and sunglasses around town. After making hundreds of dollars selling shirts outside of a KRS-One, he could recognize his own talent. He continued to sell items throughout college, and after graduation, finally headed into his dream job. But after just a short time selling stocks, he realized it wasn’t the kind of sales job he honestly enjoyed. “I did it for six months and I hated it, so, I quit,” Williams said. “I didn’t have a job, so I went back to selling. One year went to two years, then three, I started to get more into it and I started to actually print my own T-shirts.”

Cultural Expression Williams moved to Wicker Park in the early ‘90s. There, he decided to set up shop. He saw that the neighborhood was changing and as small retail stores started to pop up, he wanted to be a part of the economic action. Seventeen years and three locations www.chicagodefender.com

As an entrepreneur with such a full plate, Eric Williams keeps everything spinning by streamlining the type of work that is important to him. later, the store’s current Hyde Park home now serves as a base of cultural expression. In addition to being a store, it works hard as an event space, art gallery, and gathering space. Last year’s Hyde Park move wasn’t planned, but it was possibly fate. The stars aligned when as a part of its efforts to add and build up business on and around 53rd Street, the University of Chicago invited Williams to open a second store in the neighborhood. But instead of signing another longterm lease at his Wicker Park location, Williams decided to pack it up and head to the South Side. “I had a great opportunity here and I just took it,” Williams said. “It was the best move.” The Silver Room’s move hasn’t been the only part of its evolution. It’s expanded what it sells while still keeping its focus on creativity and people. “The store isn’t the same store it was 17 years ago, but I think it still speaks the same language,” Williams said. “You can’t be so inflexible that you get stagnant. You always want to stick to your core, but evolve. That’s the tricky part.” Although the Silver Room is Williams’ entrepreneurial home base, his endeavors don’t end there. He’s been DJ’ing and throwing parties for 30 years and is also heavily involved in the area’s event planning. He helps other businesses like restaurant and 53rd Street neighbor A10, and is currently focused on a number of events for the university like the Harper Court Summer Concert Series, which features a different genre of live music each: blues, jazz, Latin and Afrobeat. “They want to market Harper Court and bring some awareness

to what’s going on here,” Williams said. “And we put together these events to help foster that.” The biggest event, though, is right around the corner. Held in Hyde Park for the first time this July 16, the Block Party will turn thirteen in Williams’ new business home after 12 years in Wicker Park. “We probably have about 10,000 people down here for that,” Williams said. “It’s a day of art, music, dancing, kids, adults, bands, you name it.” And as an entrepreneur with such a full plate, Williams keeps everything spinning by streamlining the type of work that is important to him. “It’s a lot of running around,” Williams said. “But it’s fun and I really enjoy it. It’s all based around culture, music, art, entertainment, people. So to me, it’s all very sim-

erything,” Williams said. “Really do something that you like to do, not just what you can make money at. It may sound like a cliché, but if you like doing something, you’ll sacrifice the most for it.”

his past weekend, Grammy-winning artist Common joined the National Park Foundation to celebrate the 100th birthday of the National Park Service at Chicago’s Washington Park as part of the Find Your Park movement. The Chicago community joined the Hypnotic Brass Ensemble featured in Beyoncé’s Lemonade and New Orleans’ Treme Brass Band, which recently finished a 58-city arena tour, “Paul Simon and Sting Together.” The Black Men of Labor joined to form a second-line jazz band in the Southside of Chicago as a part of the Park Exchange event series. Common returned to his home of the Southside to celebrate this momentous moment with a message “similar to what Muhammad Ali said – spread love and equality.” For kids who don’t have the privilege or freedom to travel beyond their neighborhoods, Common said, “To be able to go to the local park and hang out with your friends or play the games you enjoy or chill out and listen to some music is good. I remember being at the parks and having performances — that was one of my favorite things that I got to experience as early as breakdancing,” he said. “It’s a real concern to know that when you’re out. To try not to approach our communities living in fear — it’s easier said than done at times. Also adults have to stay aware if they see something wrong going on that could escalate, it’s best to go to a safer area. Overall, we still have to live in freedom.” Community organizations on hand at the centennial festivities included the Historic Pullman Foundation, the Great Migration organization and other corporate partners. The Oscar-award winner who grew up in the Chatham community is very aware of the ongoing violence that has put his hometown in a different spotlight. He addresses attendees before leading the second line. “With all the violence going on, I just want young people to know there is hope and they can overcome that to achieve whatever they want.” A New Orleans tradition shared around the globe, the second line brings its ability to engage communities and promote healing.

OP/ED

Why the Lucas Museum Belongs in Our City Kurt Summers Defender Guest Columnist In 2014, I agreed to serve as co-chair of the Site Selection Task Force commissioned by the mayor to make the case that Chicago would be the best place in the world to locate the Lucas Museum of Narrative Art and present the ideal location for this tremendous prospect for our city. The opportunity was staggering – a billion-dollar gift, the largest in Chicago’s history, was being pledged to build a one-of-a-kind cultural institution that promised to reinvigorate our city’s rich architectural, artistic and creative traditions. I was personally drawn to George Lucas’ vision to celebrate the art of storytelling and Mellody Hobson’s vision for creating a place where Chicago’s kids could come to get educated, get inspired and see the world through the eyes and collection of one of this era’s greatest living storytellers. Having grown up on Chicago’s Southside and a product of CPS, I knew firsthand what this investment could mean for young people just like me, in neighborhoods like mine, whose lives could be impacted by this cultural and educational venue. Not to mention the job opportunities, career paths and economic opportunities that would be created by the single-largest private investment we’ve ever seen. So we got straight to work. Together with

Gillian Darlow and 10 pre-eminent task force members representing Chicago’s civic, labor, arts, business, academic and environmental community, we undertook an intensive, thorough process to scour the city to find the ideal site worthy of the vision and investment that Lucas was making. We started with a simple set of criteria: (1) the site had to be accessible to everyone – Chicago’s youth, neighborhood residents and tourists; (2) the setting had to befit a new iconic structure consistent with our wonderful cultural setting; (3) it had to have the requisite space to support construction and operations; and finally, (4) it could not cost Chicago taxpayers A single dollar.

57 Locations Considered

Were

The in-depth analysis also considered the contribution of additional green space and the potential for public space improvements, creating legacy assets for generations of Chicagoans to enjoy. Ultimately we considered 57 potential locations, solicited ideas from more than 300 CPS students, hosted a large public forum, and launched a website that generated more than 250 location, curation and design ideas from Chicago residents, not to mention 40 plus interviews with cultural, civic and educational leaders across the nation. By any standard, our process

Kurt Summers

“By any standard, our process was extensive, transparent and detailed at great length in the Task Force report released in May 2014.”

was extensive, transparent and detailed at great length in the Task Force report released in May 2014. I recount this because over the past several months, allegations have been made and reports surfaced suggesting that Lucas stubbornly refused to consider alternative site plans. The truth is that neither George Lucas nor Mellody Hobson chose the site now in question – our committee, appointed by the mayor, was responsible. As an investor and an advocate for our city, it is my position that the recommendation we made was the right one – converting a rarely used concrete parking lot to an iconic cultural institution that would add 4 acres of parkland, create 2000 construction jobs, 400 permanent jobs, $2 billion in economic revenues and roughly $150 million in new tax revenues for the city at zero cost to taxpayers is a great deal. No other site in the city offered the access, the benefits and the advantages comparable to the parking lots just south of Soldier Field.

Do we need more investment in schools, public safety and neighborhood economic development? Absolutely. But that’s not the question here. Reasonable people can differ on whether we made the right location recommendation, but the fact is it was a choice made with widespread input from everyday Chicagoans, and no one can dispute the magnitude and significance of this investment in Chicago, its residents and its youth. Still, the charges that have been leveled against Lucas and Hobson over the course of this debate are at best inaccurate and at worst motivated by a calculated desire to destroy a project that most believe would be invaluable to the cultural, economic and educational fabric of our city. In these times, Chicago would benefit from as many people as possible declaring that our city is worthy of investment. We need to be attracting investment in our great city, not discouraging it. Kurt Summers is the treasurer of the City of Chicago.

rue of False? Corn is a vegetable. Because I come from a long line of food and trivia buffs, trust me to answer this one for the team. The answer is false. Corn is a grain. We may cook and enjoy corn’s fleshy seeds like a vegetable, but from a botanical standpoint, this food first cultivated about 7,000 years ago in Central America is a grain available in many varieties. Corn kernels can be found in several color combinations including white, yellow, red and deep blue or purple. But even when my choices are plentiful, I choose unblemished mixed white and yellow kernels covered in green husks, which can be dried for making tamales. This week, roasted asparagus and these early corn recipes earned an ovation at my dinner table after returning from my neighborhood market’s inaugural session with tender green stalks, sweet corn and a small fig tree.

Heat oven to 350 degrees. Toss cornbread cubes lightly with 1 tablespoon olive oil and place on a baking sheet. Bake until crispy, about 18 minutes. Cool on wire rack, at least 10 minutes. Set aside. Place the torn lettuce, tomatoes, cucumber, bell pepper and green onions and parsley in a medium bowl. Sprinkle with Creole seasoning. Set aside. Whisk together the lemon juice, vinegar, and garlic in a small bowl; while whisking, slowly add a stream of the remaining 1/4 cup of olive oil to form a dressing. Pour dressing over vegetables and cornbread mixture. Toss to coat vegetables and lettuce. Makes four servings. Note: to remove kernels from corn, hold the ear of corn near the top with the cut side down cutting board. Use a sharp knife to gently remove kernels from the cob slowly. Each

Ridesharing: Regulated vs. Unregulated By Ken Hare Defender Staff Writer Imagine a Chicago without Uber or Lyft. If Alderman Anthony Beale’s proposed changes to Chicago’s Public Chauffeur’s license ordinance passes, this scenario could come true. This past May 25, Uber’s Chicago general manager, Marco McCottry, gave testimony before the City Council regarding the proposed changes and how they would affect ridesharing companies like Uber and Lyft, potentially disqualifying thousands of current Uber and Lyft drivers and limiting passenger options in Chicago. Currently, Uber and Lyft boast of having thousands of drivers from the West and South Sides of Chicago registered on their platforms. Both companies put their drivers through a rigorous background check — including a criminal check at the local, state and federal levels — and receive customer feedback on each driver after a trip is completed to spot potential problems early. Ninth Ward Alderman Beale, chairman of the Committee on Transportation and Infrastructure, sponsored the proposed changes, currently being supported by 32 Aldermen, including Southside 3rd Ward Alderman Pat Dowell and Westside 27th Ward Alderman Walter Burnett Jr. Based on Illinois State Board Records, 13 aldermen accepted a total of $51,500 from the Illinois Transportation Trade Association’s Political Action Committee last year. The objective of the PAC is to “garner support for the Illinois taxicab industry.” In a meeting with the Chicago Defender’s editorial board, Beale insisted that regulation is necessary “for the public’s safety.” “The truth has not been getting out,” he stated. “ . . .When we got to the point where we could bring Uber in under some type of umbrella, they were totally resistant to any government regulation. What company is opposed to any government regulations? “They’re using our streets, they’re picking up people every single day. And so I started taking a real good look at it and

Alderman Anthony Beale found out that people’s safety is at risk. Because you don’t know who you’re getting in the car with. You don’t know what these people are. Who they are. What their background is,” he stated. “Uber is basically policing themselves.” Uber’s general manager, Marco McCottry, testified “Those regulations, which are in place today, require background checks, vehicle inspections and extensive data reporting. For example, ridesharing rules require $1 million of commercial insurance coverage for riders and drivers during a trip, nearly 3 times the requirement for taxis. And unlike the laws in place for taxis today, the ridesharing requirements contain far more stringent disqualifying criteria based on the criminal history of individuals who sign up to drive. “

Cites Safety Concerns

Uber basically says trust us, Beale insists, and said he couldn’t sleep in good conscience knowing people who were getting into the cars could be at risk. This is what he says prompted him to look into these industries, thus spurring the changes to the Public Chauffeur’s License ordinance. Admittedly, he says, “At the same time you have this industry, unregulated, and another

Because you don’t know who you’re getting in the car with.” Alderman Anthony Beale industry that’s totally regulated and probably overregulated, which is the taxi cabs,” he said. “And how can we have both these companies co-exist in the city of Chicago?” Alderman Beale says Uber launched a campaign saying he

was trying to run them out of the city of Chicago. “I’ve never said that,” he claims. “I’m not opposed to Uber. I’m not opposed to technology. I’m opposed to having a two-tiered system in place.” He suggests the city of Chicago has a responsibility to level the playing field before the federal courts step in and mandate changes. But critics say some of the changes he has proposed such as fingerprint checks and marijuana convictions in the past 5 years would disproportionately affect Black and brown drivers. “What I’m proposing streamlines the whole process. You can get your background check, fingerprinting and license in one day.” If Uber wants to provide their background check to the city then the city will vet it, he says. When it comes to fingerprinting, if anything comes up within the past 5 years, the person will be flagged and examined closer to see if there was a conviction, he said, and left it at that. Former U.S. Attorney General Eric Holder sent Beale a letter, dated June 2, 2016, warning him of the negative consequences of his proposed fingerprinting requirement for “non-law enforcement purposes.” They are based on the FBI’s Criminal Justice Informa-

Eric Holder tion System, which even the FBI has acknowledged is incomplete and lacks information about the final outcomes of a significant percentage of cases. This can have a discriminatory impact on the communities of color, he asserts. McCottry believes: “These rules will require potential drivers to pay hundreds of dollars out of pocket before they even take their first trip, take mapping classes at a community college in an era of GPS, and undergo a licensing process, which, as shown in a recent White House report, can have a disproportionate negative impact on Black and Hispanic communities. Fingerprinting can unfairly discriminate against African-Americans, who in Chicago are arrested at six times [a] higher rate, but are often never actually convicted for these arrests.” Beale said, “My whole argument is safety. Uber does not share their background checks with the city of Chicago. Are they background checking their people? We don’t know.” The next vote on the proposed changes is June 22. If you believe that having a choice is good for the consumer, then contact your alderman and let them know what ridesharing means to you. www.chicagodefender.com
