The skyline of Chicago is one of the most beautiful skylines in the world. It’s one of the first things visitors notice whether their traveling by air, by water or by ground transportation. The modern architecture of today perfectly aligned with the timeless architecture of Wright, Burnham and Sullivan glistering along our gorgeous Lake Michigan shoreline. The delicate manicured trees running down Michigan Avenue, the beautifully curated public art gracing the frame of the city backdrop as tourists navigate through traffic visiting Millennium Park— taking pictures in front of the ‘bean’ Is deeply inhaled. It is a wonderful sight to take in because it captures the soul of the city. And Chicagoans feel a sense of pride when describing the city to non-residents. The cosmetic make-up of the City of Chicago is like a tight, sculptured face that has had a few too many lifts and Botox injections—sooner or later what’s underneath the facade will fall apart. Over the years, the city, known as the ‘City that works,’ budget has had many contractual changes to appease everyone from the Chicago Teachers Union to the Fire and Police pensions. It has become a very bad facelift. While patching the aging programs to continue looking good the inner erosion was pushing the splendid city to near financial ruin. Things were steadily breaking down Mayor Rahm Emanuel in his second term has presented the 2016 City of Chicago Budget Recommendations, which includes $170 million in savings and reforms will save the city over the next 5 years up to $600 million. It may be hard to take but it had to be done. None of us like taxes. We don’t like our taxes increased, so the question becomes, ‘Where will the money come from?’ Leaders have to bite the bullet and bear the back lash of any choice they make which will come under scrutiny. So Mayor Emanuel has thrown back his head butting it forward to push through one of the worse financial deficits ever. So, let’s review what this means to people who reside and pay taxes in the city of limits of Chicago: $544 million property tax increase over the next four years This means the City of Chicago must meet its obligations to both the Police and Fire pensions and the only way to pull monies is to increase taxes on property owners. It also can mean life or death for residents in emergency responder situations. No pay, no play. Breakdown for property owners: $318 million (2015), $109 million (2016), $53 million (2017) and $63 million (2018). pick-up, the City is breaking down the fee to individual homeowners and residential properties with over 3-unit apartment buildings. Seniors will be protected that are on a fixed budget by a 50 percent discount. This doesn’t mean much for an already struggling monthly income and an unapproved State budget. Increasing the fees for building permits to raise $13 million This will increase the wait time for building permits. All new construction projects or renovations should be prepared to dig a little deeper in their pockets for fees. Access new rideshare and taxi fees that will create $60 million in 2016-- the rideshare industry will be responsible for more than 80 percent of this revenue. The excitement of not paying those drastic commercial taxicab fares was a relief for many discovering the benefits of Uber and Lyft. Riders will be charged an additional tax to each ride almost making it just as much as calling a Yellow or Checker cab. Create a new tax on e-cigarettes that will discourage youth from vaping. The tax will generate $1 million in revenue in 2016 with a portion dedicated to support community health services. Any cigarette smoker will tell you increasing the taxes does not prevent reduction of smoking. For young vapers on the rise, if they can find the funds for the latest sneaker pimps, Lolla tickets or hottest Apple watch—then they will ‘vap’ to their heart’s desire. The tax will include both $.25/ml of e-liquid and $1.25/container of e-liquid. We can throw daggers at Mayor Rahm Emanuel for the huge and financially discomforting budget proposal but it’s the hot mess that was left behind from Mayor Richard M. Daley’s administration. It has been a constant ‘elephant’ in the room but one that our city council incumbents are also responsible for supporting over Daley’s 23-year reign. For many Blacks, the decline in our residency has been a blueprint put in place before the tall housing projects of Cabrini Green and the Robert Taylor homes met their destruction. As we muddle through every bad hiccup from the last administration’s decision to pimping off our Indiana Skyway Toll Bridge, to the 75-year parking meter contact handled by the firm in, which he/Daley??? is currently an investor We are deeply up the creek. This 2016 budget will also include funding for the Chicago Police Department to hire professionals to fill administrative roles in order to deploy 319 officers back to the street to fight gun violence. FRONT PAGE Budget from Page 2 60 officers will be assigned to Area Saturation Teams giving Area deputy chiefs discretionary resources to help combat violent crime. 105 officers will be evenly distributed and assigned to areas that have high crime and issued straight time to cut down on overtime as District Impact Officers. Between January 2015 and September 28 there have been 2,271 shooting victims and 389 homicides due to violent crimes. At press time, the top three communities most affected by gun violence: Austin (36 homicides), Englewood (24 homicides), Garfield and North Lawndale are tied (22 homicides). The problem remains how many of the officers assigned to predominately African American areas are Black? How many minority officers have the Chicago Police Department hired in the last four years since Mayor Emanuel have taken

office? In the budget proposal, the District Impact officers will also foster community engagement among residents. This has been the main complaint by the Black community that feel the lack of connection between them and CPD. Although, familiarity is important placing officers that can relate culturally and understand the ‘lay of the land’ can bring down heighten tension. The education and youth component is outlined throughout the budget proposal as it lists the City investing an additional $1.5 million in afterschool programs, which brings the total investment to $16 million. The increase has doubled since 2011 when Emanuel took office serving 27,000 youth in various programs throughout the city. With youth programs being the latest victim slashed in the Illinois State budget cuts, it is vital that these programs continue and the City of Chicago has included this into the 2016 Budget Proposal. $50 million overall in programs

for youth social services $15 million to support preschool programs $15.5 million invested to support the summer jobs for 25,000 youth This is a good program for the summer but questions have been raised at the short length of time for many young adults seeking employment to assist in financial independence in their junior and senior year of high school. $2 million investment over the next 5 years for school-based health centers (SBHC) for students. Only 13 out of 30 locations provide healthy beyond students. By 2019 the City will be adding 5 more locations. Will there be a consideration for mental healthcare facilities to be a part of the new budget? In 2012, the City closed six mental health clinics most of, which were in Black communities. The increase in the number of Cook County jail inmates is due in part to the lack of mental

health treatment according to Cook County Sheriff, Tom Dart. Some of these programs will also be supported by philanthropic grants and City funds in order to support the needs of many Chicago youth. In the 2016 budget proposal, 15 Chicago Public Library Early Learning centers will be added across the City but no breakdown provided as to where they will be placed. Although, there are key points in the 2016 Budget Proposal presented by Mayor Emanuel which break down the obvious concerns of where monies are being pulled from in order to chip away at a $456 million deficit, it is not clear how beneficial this budget will be for residents that are currently struggling trying to turn a dollar out of fifteen cents. “With this budget, we will build on our progress in charting a new course for Chicago’s future and secure the retirements of our police and firefighters in a way that does not hurt those who can least afford

it,” Mayor Emanuel said. As it stands now, the City’s 2016 Budget Proposal lists everything from eliminating 150 vacant positions ($14.1 million), sale of excess City-owned land ($4.8 million), Debt and revenue collection from new auditors ($23.4 million) and getting rid of the old IT, hosting and mainframe system that has plagued departments ($3.9 million) that would bring them up-to-date. Decreased healthcare funding for City of Chicago retiree benefits will also be phased out saving the City $30 million. No matter how you see it or break down the benefits and the woes—Chicago residents will eat the costs. The city’s beauty and cultural diversity truly separates us from other cities around the world. Although, the City of Chicago will hold dear in many hearts – this next chapter in history of the City that works will carry a deep hole in our pockets.

Business Enterprise Program: More Inclusive Program Excludes Blacks

BY MAZE JACKSON Defender Political Editor When the topic of wealth is discussed, the state budget of Illinois is not typically the first thing that comes to mind. But when you consider the fact that the state of Illinois has an operating budget close to $55 billion and spends over $10 billion annually for goods and services, the state budget plays a major role in building wealth in certain communities. While the Black community primarily focuses on social services and jobs, when dealing with state government, the role of business and contracting opportunities cannot be ignored in the discussion of building wealth in the Black community. It ‘s no secret that historically, White males have dominated all aspects of business throughout the country. It is the institutionalized racism that was targeted by the affirmative action programs of the 60’s and 70’s that lasted through the 90’s. Those laws ensured that discrimination in the workplace was illegal, regardless of race, creed, color, or religion. Critics argued that affirmative action laws were unfair because they created racial quotas, “unfairly” denying Whites opportunities because of their race. In spite of years of systemic discrimination, many White’s argued they were victims of “reverse discrimination.” In 2001, the Supreme Court ruled that affirmative action programs were illegal, in the Grutter v. Bollinger case. With that ruling, affirmative action programs around the country were dismantled, and Blacks saw their numbers drop at educational institutions, in the workplace, in contracting, and business. As those levels began to drop across the board and Black people complained to their elected officials, states attempted to address the issue by creating more “inclusive” programs. Those programs included other groups that had been subjected to discrimination at the hands of White males. While White women, Latinos, Asians, Veterans, and the disabled have not suffered the same level of 4 Sept. 30 - Oct. 6, 2015 • THE CHICAGO DEFENDER

discrimination as Blacks, they were all included in the more “inclusive” programs, diluting Black participation in a program that was initially intended for Blacks and fought for by Blacks. The State of Illinois attempted to address the affirmative action issue by creating one of these more “inclusive “ programs. They called it the Business Enterprise Program, and more commonly referred to it as the BEP. The BEP establishes minority contracting goals for the more “inclusive” group at state agencies and state funded institutions, colleges and universities. These agencies are required to report the progress toward those goals annually. Based on the more “inclusive” minority group, one would think the Business Enterprise Program was a smashing success, but upon further examination, that success does not translate well for the Black community. During fiscal year 2015, CMS Acting Director Tom Tyrell, reported that BEP vendors did $425,822,468, which was 38.5% of the $1,106,236,144 subject to that goal. Of the 1,712 businesses in the BEP program, only 301 are Black. Those 301 businesses do a total combined business of $76,269,333 between state agencies and state funded universities, approximately 20.48% of the BEP. Comparatively, Latinos do $69,305, 191 or 18.61%, while Asians do 64,058,131 or 17.2%. But the most striking figure is the fact that White female own businesses do $156,410, 883, or 41.99% of the BEP. Essentially, a program that was initially created to address inequities Blacks face in business due to institutional racism, has been taken over by White women who are often married to White men in similar businesses. In fact, White women do at least twice the amount of business as Blacks or any other group in the more “inclusive” program, effectively selling the reverse discrimination argument with the BEP to the detriment of Black businesses. If Black businesses are not able to participate

in the state business that they pay taxes into, they are not able to take part in the wealth that that comes for institutions that should spur economic growth. This is exemplified by Chicago State University, which by all accounts, is the state’s HBCU (Historically Black College and University). Located on Chicago’s south side, Chicago State University sits in the heart of the Black community, and is a shining jewel of the community. Black legislators like former Senate President Emil Jones, Jr. and State Senator Donne E. Trotter have spent years directing dollars to Chicago State to ensure Black students have access to world class learning facilities. Having expended so much Black political capital on Chicago State, the logical assumption is that like most universities, CSU would become the economic engine and anchor for the local business community. With an annual budget of $88,061,276 and a BEP goal of $12,566,846, Chicago State only has a total of 7 Black contactors, with contracts totaling a miniscule $318,856. While institutional racism is an issue throughout the state, the lack of wealth building opportunities at Chicago State is baffling. With a Black President, a predominately Black board, and administration, Blacks participating in the BEP program at a Black institution should not be a problem. But according to the BEP report Chicago State is one of the worst offenders in the program as it relates to Black people. But Chicago State University is only one example. Consider the Illinois Department of Corrections, which has a 65% Black population has an annual budget of $1,303,767,800 (billions) of which $30,125,105 is subject to BEP goals. Black businesses have a total of 10 contracts totaling, $951,367 while White women have 47 contracts totaling $5,900,920. The story is the same at the Department of Children and Family Services (DCFS), which has a $1.2 billion dollar budget. At DCFS, Black businesses do $377,867 in business while White women owned businesses do approximately 10 times that amount with $4,129,479 in business. DCFS has a $1.2 Billion dollar budget. Nowhere is the irony of Black business opportunities in the state of Illinois more obvious than in the agency titled Department of Commerce and Economic Opportunity (DCEO), which has a $3.3 billion budget. Black businesses have a total of 8 contracts totaling $89,160, while White women do 16 times that with $1,482,427 in business. There is plenty of business and economic opportunity in Illinois, just apparently not for Black businesses.

Defender Executive Editor In what has been touted at another horrendous weekend of violence in Chicago there’s much to be said about last week. Black folks were riding high doing wonderful things making a difference in the lives of other Black folks and the world because I know that when Black folks are well and are doing well we contribute such a huge energy force in the universe that impacts the world. If you don’t know that then all the more reason we must become once more enlightened. So listen while six people were killed and eight others wounded the Historic Black Colleges and Universities, The Chicago Football Classic, The National Congress of Black Women, Metro Chicago Chapter were out and about the business of recruiting, raising money, marketing and promoting their programs, awarding and receiving scholarships. And that’s just the tipoff the iceberg. There were fathers spending playing ball with their sons, mothers combing their daughters’ hair, grandmothers baking cookies for the family, sisters laughing and cooking together, families playing together and simply being together. My point? Where was the news about that? The news flashed about the flurry of gun violence in Chicago steady rising bringing a to 21% surged in homicides and a 20% increase in non-fatal shooting incidents so far in 2015. It makes you want to scream. Deputy Chief Eugene Roy told reporters that gunfire was the cause of death for two women (mother and daughter) and wounded three others including an 11-month old baby boy as they returned from a family outing around 7:15 PM. The pregnant 24-year-old Patricia Chew and her 46-year-old mother Lolita Wells were the mother and grandmother respectfully of the 11-month-old boy.

As Chief Roy stated so poignantly, “In a second, two generations of that child’s family were wiped out. The other two victims were men, both 25 who suffered nonlife threatening injuries. Almost five hours alter and less than three miles away, another woman and two men were murdered, while two others were wounded on the South Side. The shooting happened near a playground when the reported two gunmen opened fire from a nearby alley. The 22-year old Ayanna Northern was shot in the chest and pronounced dead at the scene. The two men shot have not been identified died of shots fired to their heads. The additional two wounded were a man and a woman. Yes they all those described here were Black victims and it just angers me so that after all this time this is where we find ourselves; this is what we have come to? Honestly, I get it. I am full of compassion and empathy to the plight of our people. I get that we have grave wounds from our past, that slavery has done a psychological number on us, I am familiar with and understand the Willie Lynch programming, I understand the ravage that racism and its terrorist tactics have wreaked upon my people, the mental and emotional scars of oppression; how it has our men repressed unable to be themselves alpha males that they are with so many gifts to give and no where for them to live~ Gregory Porter. It’s a horrible thing to be despised by others just because you are who you are. Yet observe them mimic and adopt your style, be their creative muse, and cop your self-expression, steal your rituals however great or small and yet still hate you. In an editorial meeting this past summer one of our interns so innocent and naïve asked the question, “why do they hate us?” as we discussed growing numbers of the police brutality against Blacks captured on video. I was in awe at what they didn’t know, what they don’t know. As journalist, it’s imperative to be well read, to be knowledgeable and exposed to more than your myopic view of life based on your individual experience. How can you begin to talk about this horrific position or state that we find ourselves in if you have no understanding frame of reference of Emmett Till, Malcolm (Little) X’s father? Or the thousands of lynching’s, the mutilation of Black men’s bodies, the brutal rapes and abuse of Black women and the total disregard of both the men and women as human beings. I under-

stand it all, I get it. Yet I want to say, we matte, we are valued, yes Black lives matter

but we must matter first to ourselves, we must value ourselves and it is challenging when we experience

what they have done to us to make us so disrespect of ourselves, so hateful towards ourselves, so self destructive. And still As Maya Angelou would say . . .and still I rise. Yes we must rise from the ashes they would have us suffocate in. The fumes that smother us is the oppression that presses heavy against our chest so unbelievably heavy that we can hardly breathe. So I am not surprised that our youth chose to use “I can’t breathe” as the expletive to capture the aggressive violent behavior towards our people by white police. We don’t deny our crimes against one another but we can’t expect others to solve our problems. We have to accept responsibility for that just as we must accept responsibility for educating and preparing our youth for adulthood. We are responsible for our own.

Michelle Obama Unveils Congressman John Lewis Passes Campaign Focusing on Torch To New Class Of Civil Rights Girls’ Education Leaders In CBC Address

Last week first Lady Michelle Obama introduced a new campaign focusing on education for girls around the world at the Global Citizen Festival in New York City. Michelle Obama appeared in a video Saturday at the event starring Beyoncé, Hugh Jackman and others. She spoke about the 62 Million Girls campaign in front of an excited audience in Central Park. Mrs. Obama cited her travels throughout the world and the many young women with whom she met who have not had an opportunity to receive an education. She said “I see myself in these girls. I see my daughters in these girls. … For me this is truly a moral issue.” She asked the audience to tweet photos of themselves with the hashtag #62MillionGirls and say what you learned in school. Obama said she learned how to “speak up” in school. She said the photos will “show the power of education.” “We are helping adolescent girls worldwide go to school,” Obama also said. Later, super star and women’s advocate Beyonce introduced Michelle Obama and invited her to join her on the stage she had performed an energetic set. “Let’s give it up for the amazing Beyoncé,” Obama said. “I am thrilled to be here tonight … and honored to follow a woman who I admire and adore.” The First Lady went on to stress the seriousness of the 62 Million Girls campaign as she earned a loud applause from the crowd. Driving it home, Michell Obama said, “Right now 62 million girls are not in school … they deserve the same chances to get an education as my daughters and your daughters.” What was not said is what Malcolm X said so many decades ago, “When you educate a woman, you educate a nation. Women as mothers are the first teachers and educated women are more likely to instill and impress upon their children the value and importance of education. The more young girls and women are educated the more likely we are to change the world.

By Kenon White Defender Contributing Writer Congressman John Lewis reflected on the importance of non-violent movements and the lives of three civil rights champions — Rep. Louis Stokes, Mr. Julian Bond, and Mrs. Amelia Boynton Robinson — and implored the next generation of civil rights activists to pick up the baton passed to them in this week’s edition of the CBC Message to America. “These great men and this woman are part of a long and tireless legacy of leadership in the continued struggle our people have waged to help to make us a more fair, more just democracy,” said Lewis. Congressman Lewis reminded Americans that despite all the negativity we hear in the news regarding Blacks, dealing with police brutality, mass incarceration, low graduation rates, inter-community violence, and health disparities, the stories of African-Americans’ sacrifice and “struggle on behalf of every American to make this a better nation” fail to see the light of day.

Rep. Lewis said that as one generation of “nonviolent warriors” fades away, it passes “the torch of transformation [and] change” to the next generation of civil rights activists. “Democracy is not a state, but is involvement, participation, sometimes confrontation and agitation to make sure that we as a nation live up to the divine mission of this nation,” said Lewis. He added to ensure that our society is made into a true democracy and not “just a legacy of inspiration,” the torch, “the symbol of our contribution as a people is passed to you.” Representative Lewis closed his remarks saying, “You have heard that Dr. Martin Luther King, Jr. once said, ‘I have a dream,’ but did you know also he said at the end of the Montgomery bus boycott, ‘if you protest courageously and yet with dignity and love, when the history books are written in future generations, the historian will have to pick up pen and pause and say there lived a people, a Black people, who injected new meaning and dignity into the veins of our civilization.”

Michelle Obama Knocked Them off their Feet in A Vera Wang Gown Defender Staff Contributors Saturday night the White House held a state dinner in honor of Chinese President Xi Jinping and his wife, Peng Liyuan. The president looked good as always in his tuxedo coupled with his own brand of swag. But it was Michelle Obama’s dress that stole the spotlight. Without question she wore it, it did not wear her and she brought it to life with her stunning statuesque physique. Known for her choice of colorful, yet conservative cut or designed gowns, she choose to switch-up as she opted for a black Vera Wang sassy gauzy, off-the-shoulder form-fitted fish tail skirt. In fact her style often compared to Jackie Kennedy, seemed more akin to Princess Diana. Black was a favorite of the Princess as was the more body fitting dress. It was tailored to perfection and showed off her devotion to cult fitness. The strapless dress-showed off her fabulous shoulders and neckline and her most envied asset—those toned arms. Black Folks Say Holy Cross Trauma Center Is Not Enough

STARKS Defender Contributing Writer On September 10th, the University of Chicago Medicine announced a partnership with the Sinai Health System to designate Holy Cross Hospital as the new Level 1 adult trauma center to serve the South and Southwest side communities. Holy Cross located at 68th and California Avenue is west of the Dan Ryan Expressway and according to most of the demonstrators who carried on protests for the last five years, this is not enough to satisfy the needs of the south side communities where most of the traumas occur. Holy Cross Hospital is part of the Sinai Health System. Mr. Toussaint Losier, one of the leaders of the Trauma Care Coalition, was clear in stating that the coalition was happy to have achieved partial victory for the south side and the fact that “It’s happening because of young Black people and allies,” who were persistent in their demands and carried out protests year round over the last three years! “It’s still not enough, U of C hasn’t done enough to show that Black lives matter. There are still large swaths of the south side that will not be adequately served by the new trauma center. South Shore, East Woodlawn, Kenwood, and other South side neighborhoods with higher gun violence rates are still more than five miles away from an adult trauma center,” says Losier and the Coalition. The Coalition organizations that carried on the protests includes Fearless Leading by the Youth, Southside Together Organizing for Power, Kenwood Oakland Community Organization, Students for Health Equity, Jewish Council on Urban Affairs, the Interfaith Leadership Council and the National Nurses United. According to a WBEZ April 18, 2013 report, “Dr. Marie Crandall, a professor in surgery/trauma care at Northwestern University, analyzed 11,744 gunshot patients from 1999-2009. The data found 4,782 people were shot more than five miles from a trauma center. Those patients were 8 Sept. 30 - Oct. 6, 2015 • THE CHICAGO DEFENDER

disproportionally Black and less likely to be insured.” Thus, because of the costs to those hospitals, many are reluctant to treat these trauma patients. The most important conclusion of the Crandall study is the fact that those trauma patients that are injured and are taken to a hospital that is more than 5 miles away are less likely to survive. In 2010, youth activist Damian Turner was shot in the Hyde Park-Kenwood neighborhood near the University of Chicago Hospital. He was transported to Northwestern University Hospital, eight miles away where he died ninety minutes later. The U of C closed its adult trauma unit in 1988 after they claimed that they were losing some $2 million a year. They have maintained a pediatric trauma center and raised the age of child trauma patients and applied to the State of Illinois to raise the age to 18 years. Ms. Jasmine Harris and Veronica Morris-Moore of the Fearless Leading by the Youth organization have stated that “If the U of C had had a trauma center in 2010, Damian Turner would have gotten treatment sooner and lived.” Toussaint Losier and the Coalition, joined by U of C doctors and faculty members stated “After five years the University has still yet to engage in a process that values the young Black voices that resiliently pressured them to making this decision. This decision says to those young people that the University of Chicago is willing to spend $40 million to keep Black victims of gun trauma off of their sacred lands.” Further, “The U of C cannot renege on raising the age limit (of the trauma center), in fact they should raise it further to 21.” The Coalition has vowed to hold the university to the commitment to provide community input into the planning process. Dr. Kenneth Polonsky from the university has agreed to maintain communication with the Coalition and allow their input in further planning in the trauma process. This promise is important given the fact that the Coalition was not involved in the decision to partner with the Sinai System. Veronica Morris-Moore of Fearless Leading by the Youth said “the Coalition was not privy to the negotiations between U of C Medicine and the Sinai Health System.” When J. R. Fleming a fellow protester and cohort of Losier was asked why the U of C did not consider partnering with the Cook County Health System and place the trauma center at Provident Hospital, he gasped. He answered that “Given the manner in which they made the Holy Cross decision that is an indication to me that they did not want Black gunshot victims anywhere close to the U of C sacred ground! Many of us who protested have been barred from the campus. Keep in mind that Provident is only a stones’ throw from the university medical center.” At the same time, Dr. James Doherty, head of the Trauma Center at Advocate Christ Medical Center in Oak Lawn, lamented the fact that they receive the bulk of the gunshot victims from the South side of the city and “We do our best, but we are unable to save them all.” Many die because Christ Hospital is more than 10 miles from the epicenter of the gunshot area on the South side of the city. The Coalition members, especially the Fearless Leading by the Youth, have remained in touch with the parents and family members of those who have died because of long distance travelled to a trauma center. The Coalition has not announced any renewed protests, however, they have been encouraged by Congressman Bobby Rush who has introduced legislation to provide $100 million to entice another hospital on the South Side to add a trauma center. Chicago has 7 trauma centers in the Chicago area, 6 adult Level 1 and one Level 1 for children, none of the adult Level 1 trauma centers are on the South Side.

HistoryMakers: Partner With CPS to Engage Students with Black Leaders The HistoryMakers is doing its part with the 6th Annual Back to School with The HistoryMakers program, which took place on Friday September 25th in 67 cities in 32 states throughout the nation. U.S. Secretary of Education Arne Duncan, national program chair, has been supportive of the program since its inception. This year he traveled to Chicago for the first time to attend the program at Paul Robeson High School. Joining him at the school was Robeson graduate and former advertising company founder Tom Burrell and news anchor Cheryl Burton. Julieanna Richardson and CEO of Chicago Public Schools Forrest Claypool were also in attendance. “Navigating the demands of school can be challenging for any young person. Students in Chicago and across the nation face many obstacles outside of the classroom,” Duncan said. “Hard work, determination and resolve will carry these students through so that their education can create a brighter future, as many of

the HistoryMakers stories demonstrate.” Those challenges, like homelessness and the seemingly endless threats of violence, that the HistoryMakers addressed directly in addition to sharing their own life journeys. They also related how pursuing an education, living a life of meaning, hard work and purpose is possible, and they encouraged students to commit to their education. “So many of these young people don’t have the benefit of repeatedly hearing and absorbing the lessons and wisdom those life stories provide,” said Richardson. When the HistoryMakers shared their stories, they essentially are partaking in an oral tradition that taught generations dignity in the face of slavery, institutional racism and countless other barriers. In the Kenwood neighborhood, Little Black Pearl Art and Design Academy hosted a HistoryMakers ceremony where speakers included media and television producer, Don Jackson of Central City Productions and Don

We are a happy to share that Miss Corinne Porter celebrated her 101 birthday this past August 29. She has been an avid reader of the Chicago Defender for most of her life. You can say that she grew up with us. We are celebrating our 110th year making us just 9 years older than her. Like us she has much to celebrate. She is a graduate of Wendell Philips High School and went onto spend 35 years at DuSable high school where she worked in the food service department making sure that students received healthy meals. She was a member of the Englewood community where she was a resident for 50 years. She continues to own a home there however has recently joined her nephew’s household who keeps a close watch on her. The First lady isn’t new to Disney. In May of 2014 she appeared in an episode of Disney Channel’s Jessie in a special guest appearance. This time Doc McStuffins goes to the White House to meet First Lady Michelle Obama in the October 5 episode of the Disney Junior cartoon, titled “Doc McStuffins Goes to Washington,” the NY Daily News reports. Doc, along with other children doing important work in their communities, are honored by the First Lady, who names Doc the official toy doctor for the White House in a special ceremony. According to the News, First Lady Obama also gets the opportunity to push her “Let’s Move” campaign, which focuses on healthy eating and exercise for young people. She will appear as an animated image of herself. Representation matters and this should be a great episode to watch with your children, especially daughters who so rarely get the opportunity to see girls and women who look like them portrayed in a positive and powerful way. The National Congress of Black Women, $3,000 in Scholarships at 6th Anniversary & Scholarship Benefit

BY ELENA ELAN Defender Contributing Writer Last Saturday was the Sixth Anniversary and Scholarship Benefit hosted by The National Congress of Black Women, Metro Chicago Chapter (NCBW-MCC) awarded three conscientious and community-oriented students with $1,000 scholarships. One of the recipients, Brittney Ward said, “The event was very

exciting and emotional for my family and me. I was able to mingle and meet some talented people who will be very helpful to me in the future.” Two of the recipients were away at their respective colleges, however they were represented by their parents. Harvey, IL native Actor LaRoyce Hawkins of NBC’s “Chicago P.D.” show was a featured guest. The son of a hairstylist and a lawncare-business owner, the 6-foot-3 former high

school basketball player got into acting through standup comedy (he won two state speech championships, for original comedy and humorous duet acting, while at Thornton Township High School). He majored in theater at Illinois State and in 2008 landed his first (small) film role in the Dennis Quaid football drama The Express. In 2012, he auditioned for Chicago Fire. He didn’t get the part (“They changed the race of the character”) but was memorable enough

to nab a spot on the spinoff. During his presentation he delivered heart stirring remarks about the impact his grandfather, Dr. John Bradley, has had on his life. Throughout the event, NCBW-MCC presented awards to five individuals who were selected because they are making a difference in their communities. Awards bear the name of accomplished individuals such as Dr. John Bradley-Lifetime Achievement Award; Dr. LaMenta Conway-Humanitarian Award; Rev. Theresa Dear-Advocacy Award; LaRoyce Hawkins-Performing Arts Award; and Cecil Wilson-Entrepreneurial Award. The evening included exciting and stimulating entertainment from Chicago native and international R& B recording artist, Julian Keyz; and the very talented Rodgers Family. In the spirit, Dr. LaMenta Conway gave an impromptu and very moving rendition of “I Won’t Complain,” a song for which she is well known. It was an authentic moment that rewarded all.

Most Americans still believe in the American Dream: if you work hard and do the right things then you can be anything you want to be. So how is the dream going for Americans today? Not too dreamy: almost 66% of poor children will remain poor as adults and only 4% of Americans raised at the bottom of the economic ladder will rise to the top as adults. The children growing up in our country today will be the first generation of Americans who are less well educated than their parents. Most of us believe in education as the great equalizer. Most of us believe that education is the vehicle to move you where you want to go in life, no matter where you started. Under these beliefs, the American public education system is one of the most important institutions in the world. Is it delivering? The answer, unfortunately, is “no.” Consider the data: Nationally, 4 out of 5 African American students are not reading at grade level by 4th grade; about 6 out of 7 African American students are not performing math at grade level by 8th grade; and only 1 out of 25 African American students finish high school college-ready in their core subjects. When we look at Tennessee specifically, the numbers are equally grim. In 2013, only 1 out of 7 African American 4th graders were proficient in reading. That same year, only 1 out of 7 African American 8th graders were proficient in math. The numbers tell one of the sad-

While we can focus on any of these players as part of the problem, the reality is that we can’t spend time assigning blame. Our students deserve better and it’s our responsibility, as adults, to drive toward solutions. We all acknowledge that social environments and the challenges of poverty disrupt the abilities of parents, teachers, and leaders to educate our children. Unfortunately, we can’t do a lot to alleviate these conditions. But there is one environment where we can have a great deal of control: our schools.

If we can improve the quality of services and education provided within our schools, we have a chance to make sure that more than four out of every 100 African American students are actually ready to make something of themselves in college. If we can exercise the courage to expect more of our students academically, to expect more of our teachers professionally, and to expect more of our parents socially, we have a chance to balance our communities of the future. What will it take to do what so many have tried to do for over 60 years? Just as no one person or community has the answer, no one school has the model for all stu-

dents. That means families need choices. No family should ever feel as if they’re trapped in a failing school without options. We must ensure that we’re utilizing every possible opportunity for our children to have access to an effective school. Now is the time. We can no longer wait. And our children certainly can’t. As leaders in this community, we’re ready to answer the call. We

Datcher Defender Senior Staff Writer Redd Foxx once said, ‘Certain things should be yours when you work your way to the top.’ Simply put, the life of a comedian can often be considered simple, straight with no chaser. The end result is making people laugh. The Black comedy circuit was built upon the bar that Foxx had created and breaking some serious barriers for the next generation of working comedians. Today the new wave of talent on the entertainment business radar reeks of ‘Chicago’. In fact, for the first time in a long time—being Black from Chicago is not about ‘Chi Raq’, it’s about comedy. Who better than Lil Rel Howery to ride that wave of being on the ‘Chicago Comedy Hit List’. He joins a great list of comedy power hitters as NBC premiere fellow-Chicagoan, Craig Robison’s “Mr. Robinson” sitcom. Lil Rel enters into the primetime network arena on the “Carmichael Show,” co-starring with veteran comedian/actor David Alan Grier. “The Carmichael Show is a Black American family conversation on television. It’s the kind of conversation that you have with your mom, dad or siblings about everything that’s going on. We’re going to try our best to represent that family voice and have all of these opinions,” Rel explains. He plays the character, Bobby Carmichael, the oldest son of David Alan Grier and Loretta Devine’s characters on the show. “Bobby will have a bunch of different jobs as he goes through the season because he still hasn’t discovered what he wants to do yet. He has a lot of heart, he’s caring and he’s still in love with his ex-wife,” said Rel. The show premiered in August as part of the NBC mid-summer sitcom line-up but this is not the only show that sports his credits. In July, Lil Rel entered a second season of “Friends of the People,” which he shares co-writing credits. He has been working non-stop outside of the Chicago market for the past three years. From humble beginnings his hustle is an ongoing mix of faith, education and balance. “I attended Crane High School and before that, I went to Providence St. Mel on the West Side. Providence St. Mel was a key place for me from 5th grade to my freshman year. My parents couldn’t afford to send us both so my time was up and it was time for my younger brother. They wanted him to experience Providence St. Mel too so my time was up and his St. Mel experience began. St. Mel impressed upon me that my dreams could come true,” Rel said. “That’s what they teach there--anything is possible if you work hard at it.” Although, both schools were drastically different, shifting from a private institution to a Chicago Public School—he made it work to his advantage. “ While at Crane I made a decision to do comedy. We did a senior talent show in high school. It was my first time writ-

ing jokes and creating a script. I had seen the students heckle people who’ve come to speak to the class,” He laughs, “I was nervous but the first roar of laughter I received – that was it for me. I was addicted.” After graduating from high school, Rel pursued comedy working the clubs and taking on every show and promoter. Slowly, he began to make a name for himself, hosting open mics, fashion shows, and large scale comedy shows. Although, he was keeping his head above water, none of it would have been possible if it wasn’t for the support of his parents. “My mom just told me that if comedy is what I wanted to do, I would have to work hard. When I first started doing comedy and I didn’t have any money, she paid my rent. She saw how hard I worked at it. She believed in me. Later, I found out that my dad helped out as well,” Rel said. Just like Redd Foxx had created a standard for Chicago base comedians such as Bernie Mac, Robin Harris, Corey Holcomb, Adele Givens and others—Rel looked up to Bernie Mac as his inspiration. “Chicago is such a unique city. I remember in the beginning, some people would compare me to Bernie Mac and I would think, ‘I’m not Bernie Mac, I want to be Eddie Murphy,’” he laughs. “Since then, I’ve matured in the game and began to realize how great Bernie Mac actually was.” After the good fortune of a long stint as the weekly host at Bronzeville’s comedy club, Jokes N Notes—he decided to quit. Within a month, Rel was asked to join the Rickey Smiley comedy tour and opportunities began to flood in leading up to working on the new “In Living Color Show” with creator Keenen Ivory Wayans. Although, the series never made it to the air, it opened the door to pitch “Friends of the People” to TRU TV. As Lil Rel’s star continues to rise, his one-man comedy show on Comedy Central, “Lil Rel Howery RELevent” presented by Kevin Hart as executive producer is a hit among viewers. With his rigorous schedule and new goals of creating his own production company, his most important role is fatherhood. “Being a father is the most important thing to me, it changed my mindset about what my next move is about to be. The family is still in Chicago. For the last two years I’ve been in New York and now, I’m in LA. This is my hustle season and I’m on fire.” No matter where he travels, his home is Chicago and the pride that comes with joining a line-up of comedy greats. Still he knows that there’s more work to do overall to bring more spotlight on the city. “All of these great people come from Chicago yet we don’t do anything in our hometown together. It’s very

interesting. I don’t know when that mindset will change,” He adds, “ But I’d love to be a part of this change. We have some great stories that we have to tell ourselves. I don’t want to see an outsider try to tell a ‘Chicago’ story when we have talented actors and writers from our city.”

Dear Chicago Gladiator: Viola Davis’ historic win for Outstanding Lead Actress in a Drama at the 67th annual Emmy Awards was incredibly well deserved and that scene on How to Get Away with Murder – one of my favorites, too! – was such a culturally significant moment for so many African-Americans enjoying this moment in TV history! That scene, like so many others on shows like Scandal, Black-ish and Empire, not only explore cultural nuances, but help to tear down stereotypes of what it means to be Black in America. For the first time in a long time, we’re seeing Black culture, not just Black people, represented on television. For me, that’s refreshing. Even with the dramatic and outrageous plots, the characters are relatable and the emotions, if not the storylines, feel real. However, I do understand your concern, Chicago Gladiator. Black culture seems to be trending in more than just primetime. Fashion, music, beauty have all been impacted greatly by Black culture. So much so that cultural appropriation has become an important area of concern for many African-Americans. It’s easy to clump television into the mix, especially when these shows have such an enormous crossover audience as evidenced in the Twittersphere last year. In our recently released 2015 African-American consumer report, Increasingly Affluent, Educated, and Diverse, we reveal that Empire and Scandal were ranked fifth and sixth of all 2014-2015 national broadcast series on Twitter. Our impact is far and wide, and aligns with what we know about Black culture and its influence on mainstream. But let’s be real here for a second. This is showbiz, key-

word “biz.” I’ve said this before, and I’ll say it again, filling roles with multicultural faces is not just about balancing the scales in the entertainment world, it’s just good business. Do I think we will continue to see diversity on television? Yes. Why? Because it makes dollars and sense. Yes, it is the right thing to do, but when shows do well, they attract the attention of top brands looking to advertise. Marketers and the entertainment industry know that multicultural consumers are younger, living longer, increasing their buying power and staying connected to their ethnic roots. If brands and networks want to continue to make an impact, they will continue to give the people what they want. And as we have seen, the African-American community has been vocal about what we want. As we’ve seen with primetime television, what we collectively support tops the charts. So whether it’s the returning classics or new shows featuring diverse casts like Truth Be Told or Minority Report starring Meagan Good, my bet is that diverse programming will become the new normal. What Increased Taxes Mean to Property Owners and Renters

By Ken Hare Defender Consumer Advocate Writer If Rahm Emanuel’s enormous, 543 million dollar, proposed property tax increase gets approved and goes into effect next year; it will be the largest tax increase in Chicago’s modern day history, Cook County and the state of Illinois. To be phased-in over the next four years, this massive property tax hike is bound to have a deleterious effect on low-to-moderate income homeowners and tenants, residential landlords, and especially senior citizens. Real Estate Attorney LaOuida Glover of Glover Law Office, states that, “Some clients have complained that any additional property tax is beyond their budgets. My response encourages them to address their concerns directly to their alderperson who will vote yes or no on October 8, in the city council. I encourage all concerned that their elected official carries the voter’s voice to the table where the decision will be made. I make it clear that otherwise their voices will not be heard.” According to the official press release, the reasons being cited for such a huge increase is to fund the police and fireman’s pensions which are currently facing a deficit due to decades of neglect; despite Rahm Emanuel’s campaign promises not to raise property taxes. Yet another broken promise. What you might find surprising, in case you missed it, is this is only the beginning of a series of property tax increases that are going to be sold to the public as “unavoidable” and “necessary.” Going back to the recent Daley administration, Chicago’s annual payments to its public servant pensions were deliberately allowed to be postponed into the future and mandated this way by law. Can you spot the flaws and inherent deception in this logic? Where did we all expect the money to come from? On top of the 543 million dollar proposed tax increase will be an additional 170 million property tax levy to pay the school district’s annual pension costs. And behold, the storm that has been brewing over the years, violently churning and gaining momentum in the background, has just arrived in all its glory; replete with super-charged thunder, lightning and hell. No misprint here. “The problem with property tax hikes is that not all homeowners will receive any benefits from the hike. Instead, these funds will go to years of pension deficits and not necessarily to improve the schools or neighborhood services,” says Valerie Wright, Independent Real EstateBroker of The Wright Group in Hyde Park. Welcome to the future of Chicago! In what I’ve newly

coined as, ‘TAXIFICATION,’ which means gentrification through taxation. The collateral damage that’s about to sweep through Chicago again, will permanently wipe out complete groups of the African American and people of color communities.. Here’s an example of how this Taxification could potentially play out; first, starting with property owners whose properties are valued at $250,000 or above, would see an increase of $500.00 added to the annual tax bill. If you’re a senior citizen on a fixed income, where will the extra monies to pay the higher taxes come from? Take a moment to think about that. Unpaid taxes can lead to the dreaded tax sale, or worse, foreclosure, triggering the loss of the home. That’s Taxification. Tenants Take A Hit - The Chicago Residential Landlord and Tenant Ordinance affords most but not all tenants protection from scrupulous landlords, but a rent increase is not one of them. So when the landlord receives a new bill increased by thousands of dollars, they can justifiably pass it along to you in the form of a rent increase, without limitation, as long as they’ve given a thirty days advance written notice. By now you should be asking the rather obvious question. What can I do to help myself or those I care about? As a Consumer Advocate I suggest that you attend two budget town hall meetings presented by the Progressive Reform Caucus organization. The first will take place on October 1, 2015, at Amundsen High School, 5110 N. Damen Ave., and the other is set for October 6, 2015, at Southside Occupational Academy High School, 7342 S. Hoyne Ave. I highly recommend you attend one of these meetings starting at 6:30pm, to gain insight regarding how the tax increase will impact you as a homeowner, landlord, tenant or concerned citizen. Ask questions, voice your opinion then act further if you must. Cook County reassesses the tax value of property every three years and its happening right now. So the timing might just be perfect for you but may not apply to everyone. I’ll explain what I mean in my next article, which will introduce you to the appeals process in print, followed by step by step details online in my soon-to-be blog. Renters, should obtain a copy of the Chicago Residential Landlord and Tenant Ordinance. Knowing your rights can earn you a peace of mind, potentially save you thousands of dollars and you’ll discover a few surprises. Prostate Cancer Affects Black Men Differently By Kayenne Earmes Defender Contributing Writer Prostate cancer is the most common cancer in American men and African American men have the highest rate of prostate cancer in the world, with incidence rates and mortality rates twice that of Caucasian men The question however that we want to examine is “Why do African American men have a higher incidence of prostate cancer?” Some have proposed that it may be a function of genetic or hereditary factors. African American men have been shown to have significantly higher levels of testosterone compared to Caucasian men. Because prostate cancer is stimulated by testosterone production, this higher level of testosterone in African American men may lead to a higher incidence of prostate cancer. However, factors other than hereditary factors may also contribute to the higher rates and more aggressive forms of prostate cancer observed in African American males. Not only do African American men tend to have an increased incidence in prostate cancer, African American men also tend to have more aggressive disease at the time of their diagnosis, which may play some part in the disparity in increased mortality rates from prostate cancer in African Americans. However, it is unknown whether the higher mortality rates of prostate cancer observed in Black males is due to the more aggressive forms of the cancer itself occurring more often in African American males, or the fact that African American men have historically been those less likely to be screened for the early detection of prostate cancer and therefore have more advanced prostate cancer at diagnosis due to delayed presentation. Currently there is no proven way in which to prevent prostate cancer; however, based upon certain observations some suggest that risk reduction for developing prostate cancer may be possible. As discussed, the rate of prostate cancer is highest in the United States, and the incidence of prostate cancer is increasing in other countries where Western diets and lifestyles have been adopted, suggesting that nutritional factors may contribute to prostate carcinogenesis. Specifically, culture and race-specific differences in dietary intake and nutritional factors may play an important role in prostate cancer risk in certain racial minorities. With the observations that obesity and high fat diets are more prevalent among African-Americans, these data support the linkage between diet and cancer risk. A nutritional factor related to prostate cancer risk is vitamin D deficiency. Vitamin D deficiency is more common in African Americans compared to Caucasians and is believed to be due to deficient nutritional intake (i.e., due to lactose intolerance in many African Americans) as well as to the fact that increased skin pigmentation decreases vitamin D production in the skin in African Americans. More importantly, not spoken is the fact that the majority of people of African www.chicagodefender.com

descent living in America do not live in warm climates, which their bodies are naturally acclimated to and where the sun shines from which they receive adequate Vitamin D. It has thus been suggested that lower levels of vitamin D could contribute to the elevated rates of prostate cancer in African Americans. Low fat diets and vitamin D supplementation may lead to risk reduction of prostate cancer in African American males. There is no question that disease or being at dis-ease with ones body is directly related to ones diet, lifestyle and mental health. To be better informed note the symptoms and take care to get diagnosed to catch it early so that you may have a greater chance to beat it. The responsibility of your health is on you so take charge. Urinary symptoms of prostate cancer Because of the proximity of the prostate gland in relation to the bladder and urethra, prostate cancer may be accompanied by a variety of urinary symptoms. Depending on the size and location, a tumor may press on and constrict the urethra, inhibiting the flow of urine. Some prostate cancer signs related to urination include: •Burning or pain during urination •Difficulty urinating, or trouble starting and stopping while urinating •More frequent urges to urinate at night •Loss of bladder control •Decreased flow or velocity of urine stream •Blood in urine (hematuria) Other prostate cancer signs & symptoms Prostate cancer may spread (metastasize) to nearby tissues or bones. If the cancer spreads to the spine, it may press on the spinal nerves. Other prostate cancer symptoms include: •Blood in semen • Difficulty getting an erection (erectile dysfunction) •Painful ejaculation •Swelling in legs or pelvic area •Numbness or pain in the hips, legs or feet • Bone pain that doesn’t go away, or leads to fractures

My mother used to add the phrase “quiet elegance,” when she spoke of the female cousin we all called, “Charlie.” Now, as an adult, I understand Mom’s tremendous compliment. Charlie’s senior year scrapbook from Fisk is highlighted with photographs of Charlie surrounded by demure girls dressed in designer silks and lace. There’s an image of her best friend playing the harp in a formal dress. As an adult, Charlie lived in both St. Louis and Guthrie Oklahoma, where oil had long-ago been discovered on family land. Not having children of her own, my father’s first cousin included my sisters and me when she shared both resources and guidance. Just like the movies, we sat beside her in the early 1960’s during private department store fashion shows as she selected her season’s wardrobe and added little girl school dresses to the mix. During our visits to St. Louis or Oklahoma, she reminded us about proper ways to cross our ankles and gently scolded us if we arrived without white gloves in our suitcases. During her exotic vacations with her “club women”, she sent educational postcards, describing museums and tours, reminding us that she looked forward to the day we would join her travels. Years later, Mom was the first one to notice Charlies’s memory slips before she and Dad arranged for the testing that revealed Alzheimers. I lived in San Francis-

co at the time, and remember how sad I was when I flew home for a visit to find my once self-composed aunt on the other end of the emotional spectrum speaking as if she was still attending Fisk. Charlie didn’t have much of an appetite. Forget-Me-Not Sliders 3 tablespoons barbecue rub 1 brisket roast, from the flat cut, about 4 pounds, trimmed 3/4 cup apple juice 2 tablespoons each: liquid smoke; Worcestershire sauce 1 cup barbecue sauce Brush the inside of a slow cooker with oil using a pastry brush or paper towel. Rub the barbecue spice rub over the brisket. Place the brisket in the slow cooker, fat side up. Whisk together the apple juice, liquid smoke and the Worcestershire sauce in a medium bowl. Place the brisket in the slow cooker, fat side up. Pour the mixture around the sides of the brisket roast. Cover; cook on HIGH 1 hour; reduce heat to LOW. Cook until meat is fork tender and an inserted fork slides out easily with no resistance, about 6 to 7 hours. Turn the cooker off; adjust the cover one quarter turn to uncover some of the pot. Let stand 30 minutes. Gently remove the brisket roast from the slow cooker and transfer to a cutting board. Trim off any excess fat. Cut thin slices across the grain, without cutting all the way through the meat to leave the brisket in one piece. (Cut across the grain by identifying the long fiber lines running through the meat; cut ”against the grain” across these fibers.) Return the roast to the slow cooker; pour barbecue sauce over the roast, using your fingers or a wooden spoon to let the sauce soak down through the still-connected slices. Cook on LOW 45 minutes to 1 hour. Let rest 20 minutes before serving in thin slices. Makes about 8 servings. To make BBQ Sliders: brush small homemade or purchased southern-style rolls with barbecue sauce and layer with chopped leftover brisket for appetizers or snacks.
