Defender Contributing Writer For the public to fully grasp what is currently taking place not only in Chicago but across the country when it comes to disciplining wayward police officers, one has to look no further than the Fraternal Order of Police contract with the city as the tail wagging the dog and controlling events whenever there is a police shooting or allegation of misconduct involving a police officer in Chicago, or mostly anywhere in America for that matter. By way of background – The Grand Lodge of the Fraternal Order of Police (FOP) is a non-profit group organized under the laws of the Commonwealth of Pennsylvania on January 7, 1915. On January 7, 1963, the Grand Lodge granted a charter to the Fraternal Order of Police, Chicago Lodge No. 7, as a subordinate lodge with “full power” under its jurisdiction for the City of Chicago. On August, 19, 1981, Chicago police officers chose the FOP as their collective bargaining agent and its union for its current membership of 8,202 police officers, according to their website. The Fraternal Order of Police is a national fraternal organization of sworn law enforcement officers with a reported membership over 325,000 strong, spread amongst 2,100 chapters. There are local and state chapters (lodges) organized under the auspices of the Grand Lodge in Pennsylvania. The FOP has both labor lodges and fraternal lodges and calls itself a “full service member representation organization.” It not only provides labor representation, it also promotes legal defense for its members and even lobbies Congress and regulatory agencies on their behalf. The FOP contract is one of four contracts that the city has with the police unions, with each rank having its own contract. There is the: • Sergeants’ contract with the Policemen’s Benevolent & Protective Association of Illinois, Unit 156 contract (107 pages); • Lieutenants’ contract – Policemen’s Benevolent & Protective Association of Illinois, Unit 156 contract (97 pages); • Captains’ contract – Policemen’s Benevolent & Protective Association of Illinois, Unit 156 contract (101 pages); • And there’s the rank and file’s contract with the FOP, Chicago Lodge 7, which is 159 pages.

Article 6.1L states:
“If an Officer provides a statement during the investigation conducted promptly following a shooting incident and then is later interrogated by the Employer, IPRA or IAD as part of an investigation related to such incident, the Officer shall be provided with a copy of the portion of any official report that purportedly summarizes his or her prior statement before the interrogation.” Attorney Jon Loevy of Loevy and Loevy, one of the nation’s top civil rights litigators, has won his firm’s clients millions in settlements against the City of Chicago in police brutality and corruption cases. Loevy says, “When ordinary citizens are accused of serious crimes such as killing people, the police aggressively interrogate their suspects, often obtaining incriminating information. When the police are accused of using inappropriate deadly force, they are treated very differently. “For example, the contract provides that they are only to be interrogated while on duty, preferably during daylight hours. An officer must be given breaks to use the bathroom, eat, make phone calls, and rest during an interrogation. The length of the interrogation must be ‘reasonable.’ “Two interrogators may not question an officer simultaneously, with the secondary interrogator only speaking when invited to by the primary, and only for follow-up questions. POLITICS Robert T. Starks Defender Contributing Writer In his 1970 book Future Shock, Alvin Toffler describes “future shock” as the “shattering stress and disorientation induced in individuals by subjecting them to too much change in too short a period of time.” In the world today, the future is dictated by the pace of the march of science and technology, which accelerates the rate of social change and the negative reactions to it. Many White people who have less than a college education and are living in the shadows of the recent recession are now facing a suicidal push against the change that is coming in 2016 and beyond. Future shock occurs when cultural and social changes are out of sync with the scientific and technological changes. The most evident sign of this disjuncture is the political cry of White Americans that “We want to take our country back!” First and foremost, these Americans identify themselves as the only real Americans and as a result, always see their rights and privileges as superior to those of any others. America has elected an African-American president who has entered into trade agreements that have resulted in the importation of jobs overseas, watched the immigration of thousands of non-Europeans who have different cultural values, and entered a post-industrial era that has sped up the pace of change by a factor of 50 compared to just 20 years ago. The political response to this group of Americans is to hitch their political fortunes to the candidacy of Donald Trump and the Republican right-wingers, who have promised to perform the miracle of reversing the tide of future change and assist them in “Taking back America!” In Chicago, future shock and its “shattering stress and disorientation” is evident in the loss of population and the change in demographics. According to Chrissy Mancini Nichols of Reboot Illinois, Chicago gained 14,000 inhabitants in 2014, but brought in smaller households – it’s likely that singles are moving to the city or larger families moving out are replaced by a single person or a non-married couple with no children. Further, according to Nichols, “Of the top 20 (cities), most had higher rates of family household growth than Chicago, especially those cities whose population grew above five percent, which makes sense because family households tend to be larger than non-family households.”
2016 Predictions An increasingly larger portion of White, college educated non-family households means that these residents are more likely to distance themselves from that White lower-middle-class family household population that is reliant on manufacturing, government employment (police and fire department), and the few working class jobs left in the city. These educated Whites are not in competition with Hispanics and Blacks for working class jobs, thus they will leave the competition for these jobs to Blacks, Hispanics, and the working-class Whites. They are unlikely to share the political and social attitudes of their fellow White working class and family householders. It is with this background that we begin the task of predicting the outcomes of 2016 in Chicago and the rest of the nation.
International • In the last 12 months of his administration, President Obama will be consumed with outlining his presidential legacy. Thus, he will finalize the Iranian nuclear agreement, finalize the Trans-Pacific Partnership Trade Treaty, and make some major inroads in the war against ISIS. • Further, he will give some major financial and military assistance to Nigeria and other African nations that are at war with ISIS affiliates and Boko Haram in Africa. • Immigration from the Middle East and North Africa will increase, while European nations will continue their efforts to discourage and legally bar African immigration to Europe.

“2016 will be a year of real and meaningful movement towards political and economic power for Black Chicagoans.” National • President Obama will succeed in the passage of gun control legislation. • He will be able to persuade the Congress to reform the legal system and lessen the number of persons imprisoned for nonviolent offenses, as well as increase the number of pardons, commutations, and prison releases of nonviolent offenders. • He will make a last ditch effort to reduce the cost of college for students attending public schools. • He will announce the placement of his presidential library in Washington Park and award the design to African architect David Adjaye. • He will make some major strides in reforming the Affordable Health Care Act to make it less costly and more attractive. It will be listed as one of his most popular domestic legacies. • Hillary Clinton will continue to have to defend her actions in the fallout from her e-mail scandal. It will plague her throughout her presidential campaign.
• Hillary will be pushed further to the left in her policy pronouncements by the candidacy of Bernie Sanders. However, she will win the nomination and face a rightwing Republican opponent, likely Ted Cruz. • Dr. Ben Carson will withdraw his candidacy after losing the Iowa Caucuses. • The national economy will continue to improve slowly, but African Americans will feel few of the benefits. Black unemployment will remain in the double digits overall and continue to threaten the stability of the Black community. • Mass shootings by White assailants, domestic terrorists, and ISIS-inspired terrorists will continue and increase despite stepped-up intelligence efforts of federal agencies. • Mexican and South American illegal immigration will decrease, and the deportation of illegals will increase dramatically. President Obama’s efforts to reform the immigration system will fail in the Congress.
Chicago And Illinois • Illinois will continue to lose population in 2016 due to out-migration, and the 2020 Census will drop Chicago to fourth place amongst big cities behind New York, Los Angeles and Houston in population. • Governor Bruce Rauner will continue to stall on the state budget until he has received some major concessions on social programs budget items. He will make some minor concessions on higher education, but the budget will not reflect the previous levels.
• Attorney Andrea Zopp, candidate for U.S. Senate, will win the endorsements of all of the major Black elected officials and political leaders, however, she will struggle to gain wide support of voters downstate. • Clerk of the Circuit Court Dorothy Brown will be re-elected. • Kim Foxx will be elected Cook County State’s Attorney. • There will be an increase in the number of Black judges elected in Cook County and in the Municipal Court. • There will be a major change in the juvenile justice system’s detention of Black youths and their education while in detention. • An announcement will be made of the establishment of a major African-American research and policy institute in Chicago that will have a national impact. • The DuSable Museum will announce some major improvements in its physical plant and its programming shortly, including its move towards archival collections. • The Black United Fund of Illinois will receive an increase in its funding that will enable it to expand its philanthropy and social programming. • Mayor Rahm Emanuel will not resign. • Rahm, however, will be forced into some major changes in his administrative approaches to policing and his overall policies towards African Americans due to the continuing demonstrations, petitions for his resignation and recall, and the criticism that he is receiving from every corner or the nation. • Mayor Emanuel will appoint a Black Chicagoan as Superintendent of the Chicago Police Department in an attempt to appease the Black community and dampen the protests and demonstrations. • Demonstrations and protests will continue throughout all of 2016 because of continued exposure of police misconduct, abuse, and killings of innocent Black people. • Younger Black activists that are gaining valuable lessons from their elders, who manned the frontlines in the Civil Rights Era of the 1960s, will emerge from 2016 as veterans. The Chicago demonstrations and its young leaders have attracted international attention. • 2016 will not be a great and altogether pleasant year in Chicago for Blacks, but it will be a year of struggle, reflection, planning and practicing for the eventuality of a real and meaningful movement towards political and economic power. Ten years from now the world will note that 2016 was the year of the turning point for Black Chicagoans. www.chicagodefender.com

Datcher Defender Senior Staff Writer As we move into the New Year with a fresh outlook on life, positive affirmations and personal resolutions, political candidates have begun to put their campaigns in high gear for the Illinois March primary elections. One of the most highly anticipated political races is for the Cook County State’s Attorney Office, in which incumbent Anita Alvarez is being challenged by candidates Kim Foxx and Donna More. After the release of the dashcam video in November of Laquan McDonald being shot 16 times by police officer Jason Van Dyke, public outrage was heightened. The stalling tactics of Anita Alvarez’s office in bringing charges 400 days after the 2014 incident was just another example of the long history of the office sweeping police misconduct under the rug. The persistent demand for Alvarez’s resignation has shined a spotlight on candidates Kim Foxx, former Chief of Staff to Cook County Board President Toni Preckwinkle, and Donna More, a managing partner for the law firm Fox Rothschild. Since both candidates announced their run for the Cook County State’s Attorney’s seat over the summer,

Her first job out of law school was working at the Cook County State’s Attorney Office. She worked in the Appeals Division and eventually became the Supervisor in Appeals. As a young attorney, she was asked by then State’s Attorney Richard M. Daley to work on special projects in the Financial Crimes investigation office. After a couple of years, she was promoted to work as a prosecutor in the U.S. Attorney’s Office for the Northern District in the Criminal Division. After working as a prosecutor for almost 8 years, More had tried countless bench trials and one day received a call from a colleague urging her to consider a career move to the Illinois Gaming Board. “I got a call from a former first assistant, Bill Conklin. They had just passed riverboat gambling. I was asked to come over to be the first General Counsel for the state agency. I went over and at that point in time, there was only Nevada and New Jersey,” More explained. “I had to learn the substance so that I could write the rules and regulations. I made sure it was clean and made sure the bad guys stayed out. We put 10 boats in the water, along with putting in disciplinary procedures. I took a stand that was unpopular that prompted a CNN interview where I publicly stated that Bill Cosby was a victim of a media lynching. I took a lot of flack for that. They called me again right after his charge. I stated that my stance has not wavered. I don’t care if a hundred women come forth, I still believe that people/Bill Cosby has to be tried in a court of law and is innocent until proven guilty. They did not have me appear on air this time around. Empire premiered on Fox television on January 7, 2015 as the new Lee Daniels’ brainchild drama and gave television writer/producer Shonda Rhimes a run for the number one spot. Filmed in Chicago, Empire has created employment opportunities for Chicago-based talent and continues to hold its own. Also hot last year at this time were the state and local elections, which left Chicago and Illinois reeling. The elections seemed tampered with after Cook County election judges received a call over the weekend before the Tuesday voting, which left many polling places closed on election day. This had to impact the votes and yet incumbent governor Pat Quinn let the matter pass. Bruce Rauner won the gubernatorial seat and here we are facing the worse budget cuts in the state of Illinois ever, which has led to the loss of significant social service funding and much more. The Black community in general is up in arms with Black community leaders who supported Rauner. The mayoral race was pushed to a run-off between Chuy Garcia and Mayor Rahm Emanuel, with a shocking third-place finish for dark horse candidate Willie Wilson, who took that as an omen to enter the 2016 presidential race. That hasn’t been as great for him. In February, the Chicago Defender launched its CD Magazine and announced its annual “Journey to Empowerment Exhibition” at the Harold Washington Library. Chicago’s Jackie Robinson West Little League team was stripped of its United States World Series Champions title – it was no fault of the young players, but rather rules broken by the team’s leadership. There was much ado about where President Obama’s Presidential Library would go and the South Side of Chicago got it! The movement of “Black Lives Matter” continued, sparked as a reaction to the murders of Black men

In the news related to Black Lives Matter, unfortunately, were Michael Brown, Akai Gurley, Tamir Rice, Eric Garner, Freddie Gray, Sandra Bland and the list continues. Meanwhile, trouble brewed after Chicago Public Schools Superintendent Barbara Byrd Bennett made front-page news when she chose a leave of absence in lieu of her contract renewal. Eventually she admitted guilt and chose to cooperate with investigators around fraud she perpetrated at the school board. It left the Black community very disappointed.
In July, Chicago’s Chosen Few hosted its 25th annual July 4th weekend, bringing more than 30,000 out to a peaceful lakefront picnic. The Defender celebrated 110 years at a South Shore Country Club reception with its public. In August, the Defender celebrated our 86th Annual Bud Billiken Parade and more than one million citizens participated. Chicago native Sandra Bland died in a jail cell in Waller County, Texas and it was deemed a suicide. How did a routine traffic stop escalate to her imprisonment?
“In 2016, we must be the change!” The “Bloody Sunday” March re-enactment in Selma, Alabama captured the nation’s attention as it commemorated the 50th anniversary of that eventful day. Chicagoans Rev. Jesse Jackson, Rep. Robin Kelly, Cong. Danny Davis and the Obamas were amongst the prominent present for the historic celebration of what it accomplished. Friends and family expressed shock that someone as highly regarded as Martese Johnson, a brilliant Black Chicago college student, could wind up bloodied on the ground after a run-in with police outside a pub in Virginia. But he did. It happens to Black men all the time. In April, Freddie Gray made national news as another Black man dead while in the custody of police. Maryland State’s Attorney Marilyn J. Mosby announced indictments against six Baltimore city police for their alleged role in Gray’s death. Chicago hosted the NFL Draft weekend and it was a huge financial win. It went over so well that Chicago may become the NFL’s permanent Draft Town.

Datcher Defender Senior Staff Writer President Barack Obama Tuesday held his first press conference of the New Year announcing his plans to make gun control regulations already in place stricter. In light of the random mass shootings around the country in the past five years, the President addressed the nation, the press and victims of gun violence and families present in the room. Obama discussed how more than 30,000 Americans have lost their lives by gun violence that includes suicides, domestic violence, accidents and gang shootings. He noted that the United States is not the only country with violent and dangerous people, but the U.S. frequency of violence surpasses other advanced countries. He said, “Instead of thinking about how to solve the problem, this has become one of our most polarized, partisan debates, despite the fact that there’s a general consensus in America about what needs to be done. That’s part of the reason why, on Thursday, I’m going to hold a town hall meeting in Virginia on gun violence. Because my goal here is to bring good people on both sides of this issue together for an open discussion.” The announcement is an historic milestone for those who have fought for stricter gun control laws. Although opponents have challenged the President’s stance on suppressing 2nd Amendment rights, he said 90 percent of Americans supported that idea. “Ninety percent of Democrats in the Senate voted for that idea. But it failed be-

Although Congress will still need to pass stricter laws, Obama is putting forward a series of executive actions to tighten up the rules and systems that are currently in place. This includes gun shows and Internet purchases. Background checks will expand to cover violent criminals and those applicants that suffer from mental health. It won’t stop everything, but we have to do everything we can.”

The Union put forth various proposals desired by its membership.” The Chicago Defender reached out to the City of Chicago’s chief negotiator at that time, Attorney Darka Papushkewych, to gain insight into the process and to ask the questions: Who represented the interest of the People? And how did the city end up with a contract that some consider skewed in favor of the Union? Attorney Papushkewych has retired from the city and now is the General Counsel at Metropolitan Pier and Exposition Authority. As of the Defender’s press time, she had not yet responded with answers to our questions.
IPRA Is A Problem
Official documents the Chicago Defender received through the FOIA, in short, state that to initiate an investigation of an excessive force complaint or police-involved shooting, a CPD Supervisor or Commander prepares a report
containing the allegations and refers it to IPRA. Created in 2007 as an independent agency of the City of Chicago, separate from the CPD, IPRA’s mission is to “conduct fair, thorough and timely investigations into allegations of excessive force, domestic violence, weapons discharges, etc.” Once IPRA receives a complaint, it creates a CR (Complaint Register) number; it then collects and reviews evidence, interviews witnesses and even has the power to subpoena. In general, IPRA can take up to six months to conclude its investigation and submit its findings and recommendations back to the Police Superintendent, who can then agree or disagree, triggering another process which can add 90 more days to the investigation. According to Attorney Loevy, “One of the most serious problems with the system for disciplining police misconduct is that the process is far too protracted. The IPRA investigations take too long, and reject all but a tiny percentage of the allegations. Even in the rare case where IPRA does recommend discipline, there are a number of opportunities to appeal, which not only takes years, but there are too many opportunities for police officials (such as the Supervisors or the Chief of Police) to overturn the recommendations.”
On page 106 of the contract is a letter from the FOP’s General Counsel, dated November 17, 2000, addressing the possibility of a DOJ investigation into “Pattern and Practice” litigation. In the letter addressed to Darka Papushkewych, the Lodge shares its concerns that DOJ investigations in other cities has led to consent decrees being entered that impact the “collective bargaining agreement in effect.” FOP’s Attorney Pleines said that at the time, “the city was dealing with some high profile and controversial events. In 1998 Officer James Comito and Matthew Thiel had an encounter with Jeremiah Mearday, which resulted in Mearday sustaining serious injury and allegations of excessive force after the officers beat him. Additionally, in 1999, there were two police shooting incidents involving LaTonya Haggerty being shot and killed by Officer Serena Daniels and a motorist named William Russ who was also shot and killed. There was a lot of media coverage of these three incidents and the community and the City Council were very vocal with their concerns about a lack of discipline and transparency.” The conclusion of the matter is that no DOJ investigation ever occurred.

But if they didn’t read this contract before they voted on it and now are blaming us, shame on them.” Attorney Loevy, when asked if he had hope that the current contract would be changed said “I have been asked that question for more than 10 years, and my answer has always been the same: Things will change only when the politicians decide it is worth spending the political capital to enact a more effective and efficient system for weeding out problem police officers. “The result is a disciplinary system that doesn’t work, which means that misconduct occurs more than it should. (But) people have finally had enough, and are literally in the streets. The Mayor says he’s ready to make changes. I hope he means it.”

LOCAL NEWS (From Defender wires) A year-end fatherhood symposium empowered single fathers and provided community leaders and ministers with survival strategies for single dads to help in their direct interaction with them. The event was the tradition free annual fatherhood symposium held by the Illinois Council on Responsible Fatherhood (ICRF) at the Oak Park library, moderated by ICRF Chairman and Attorney Jeffery M. Leving. Statistics indicate that positive paternal involvement helps to improve academic test scores, reduce teenage pregnancy, and encourage confidence in children. “The ICRF functions to provide a solution to absentee fathers by promoting positive father involvement and contributing resources to support all dads in all communities,” said Leving. “Justice should not be a luxury only the rich can afford.” The symposium presented professionals who spoke on a wide range of critical fatherhood-related topics focused on keeping children safe. ICRF council members want to ensure that fathers are provided the essential support and parenting tools to assume the important role they play in their children’s lives.

Those who have broken bread with me and teased me about cooking so much and not gaining weight have likely heard me repeat my fashionista grandmother’s philosophy about maintaining a healthy weight by limiting indulgences to only the most delicious food with small bites. “There’s plenty of time for seconds tomorrow,” I still hear her whisper when I’m tempted to overdo. January 6 (the 12th night after Christmas) marks the beginning of Carnival Season.

In other words, this launches the high season for gumbo, friend oysters, shrimp creole and the Mardi Gras culinary mascot: king cake, an oval pastry decorated with the Mardi Gras purple, green and gold colors. The 12th night always stays the same on the calendar, but Fat Tuesday is measured back from Easter (the first Tuesday more than 47 days before Easter.) This year, an early March 27 Easter means an early February 9 Mardi Gras followed by 40 days of Lent, a time for spiritual reflection and fasting, beginning February 10. Until then…let the good times roll with these King Cake Cookies….one small bite at a time.
King Cake Cookies 2 sticks (1 cup) unsalted butter, softened 1 cup each: confectioners’ sugar, granulated sugar 2 eggs 1 cup peanut or other vegetable oil 2 1/2 teaspoons almond extract Grated zest and juice of 1/2 orange 4 1/2 cups all-purpose flour 1 teaspoon each backing soda, salt, cream of tartar Sugar Cookie Icing Glaze, recipe follows Heat the oven to 350 degrees. Beat the butter, confectioners’ sugar and granulated sugar with a mixer on medium speed until light and fluffy. Add the eggs, one at a time, beating until light and fluffy. Reduce the mixer speed to low. Slowly pour in the peanut oil, mixing until combined. Add the almond extract and grated zest of half an orange. Set aside. Sift together the flour, baking soda, cream of tartar and salt. With a mixer on low speed, add to the batter, beating just until combined.
To make the Purple, Gold and Green Cookie Icing, add 1 1/2 cups of confectioners’ sugar to a medium bowl. Stir in about 2 teaspoons of orange juice, milk or cream. (Do not add any more liquid until you have stirred in this amount.) Because this has a tendency to become too creamy too fast, add more liquid only by the drop full until the icing has reached the consistency you want. Because Icing/Glaze hardens quickly, spread immediately on cookie. Quickly spread light-ly on cookie. Sprinkle with purple, green and gold sugar crystals (available from the supermarket baking section or specialty spice markets.
Use the size scoop of your choice (or tablespoons) to transfer dough to a parchment lined cookie sheet. (I use a 1/4-cup scoop (#16) for very large cookies. Trash has become a major point of discussion not only across the nation but throughout the world. Trash keeps piling up and the type of trash unique to modernization just keeps growing as the world becomes more modernized. So landfills once limited to the civilized world has now broadened its horizons as third world countries have evolved and joined the modern world adopting the cosmopolitan life styles of New York, Paris, Milan, Berlin, London, Barcelona etc. Dumping trash into landfills, burning it in incinerators or shipping it off in trucks and barges have increased creating a major problem in the world. So engineers around the world are focused on the four R’s of waste management (Reduce, Reuse, Recycle and Rot). New solutions to waste management is critical to the very survival of urban environments globally. So the timing of the 2015-2016 Future City Competition is perfect. Underway now the national project based learning experience where students in 6th through 8th grade imagine, research, design and build cities of the future. Participating students are asked to address an authentic real world question: How can we make the world a better place? to keep the engineering design process and management front and center. This years theme, Waste Not, Want Not, encourages students to design waste management systems for residential use and small businesses by examining issues like collection, sorting, processing, recycling, health and safety, energy efficiency, environmental impact and cost. Students learn how engineers and city planners address and deal with sustainability and solid waste management. They also research cutting edge technologies and apply their imagination to design plausible and futuristic solutions that can exist for generations. They work as teams with an educator and engineer mentor. Students present their solutions and vision of their future city in a virtual city design (SimCity™ software); a 1500 word city description; a scale model of city; and a short presentation. For five years as General Counsel for the Illinois Gaming Board, More felt her time putting in policy and regulations for the gaming industry also contributed to about $1 billion in tax revenue and approximately 15,000 jobs for the state. Although there was a great deal accomplished during her time on the Gaming Board, she transitioned into private law practice, representing clients within the gaming, banking and medical marijuana industry. “I’ve also done some pro bono work, where I’ve helped three young men who each has had a brush with the law when they were younger. They’ve really turned their life around, yet they couldn’t get a job because of a felony conviction,” More says. “One case I’ve worked on for 15 years. I’m not talking about a serious crime. I’m talking about a retail theft for over $300 when he was 15 years old or something similar. I believed in these young men and their abilities to change their lives around. One is graduating this June with a double major in mathematics and physics.” She reflects on how working with these kinds of cases has helped her focuse on the bigger picture. “It has taught me a lot about reform, and about second chances,” More says. “It’s not something you get to do when all you’ve done is be a prosecutor. It’s given me a lot of perspective. That’s what I’ll bring to the office.”
On The Current Leadership The Cook County Department of Corrections has approximately 89 percent Black and Hispanic inmates occupying the facility, with many cases stemming from low-level offense cases. On her plans to rectify this, More says, “First of all, I think that you have to have the

“The State’s Attorney must be willing to use your office and your power for good.” leadership at the top of the office. I don’t think that we’ve had leadership in any shape or form. There are prosecutions that you hear of anecdotally where in the city you might have a young man and it’s a low-level possession case. In the city, the young man gets a conviction and now he’s part of our criminal justice system. In the suburbs, they call the mother or father at the police station and they come and pick up their kids.” With the level of non-transparency that has taken place over the years in the Cook County State’s Attorney’s Office, the Defender asked if she had come across John Burge cases during the time she worked for then State’s Attorney Richard M. Daley. At the time, More was new as a young attorney and she explained, “I didn’t have any cases either on appeal or at the trial level where Burge was the detective. I think the bulk of those cases were going through the system before I went to 26th and California. I didn’t have any experience with them.” She also says there was a different method and skill set that was required when she was working in the felony trial courtroom, which is not always being practiced in the current system. “The incumbent talks about meticulous prosecution,” More says. “In her office, it’s an oxymoron. You need to inspire, you need to give encouragement to get the best prosecution. Part of that is giving the assistants discretion in a courtroom.” More and her husband have come under scrutiny for donating $2,500 to the Bruce
Rauner for governor campaign. She stands firm on her belief at the time that change was needed, but admits that she was wary with that decision. She also has made it very clear that the couple also made contributions to President Barack Obama and Cook County Board President Toni Preckwinkle’s campaigns. “As Democrats we always have to make sure we have good choices,” More said. “I wanted to hope that maybe with some different faces, we would get more cooperation. That didn’t happen. I’m certainly not defined by one thing. No more than we’re defined as women, or African-American women or White women. I view this as a label.”
Improving Race Relations Chicago is currently under the microscope when it comes to our critical breakdown in race relations and mistrust between the Black community and the police as well as a broken criminal justice system. More witnessed firsthand the turn out of activism and outrage at the Black Friday march in protest of the Laquan McDonald murder. “I was happy that it was a peaceful protest because had there been violence it would’ve
taken away from the message,” she said. “I think it’s unfortunate that to get the people in our county riled up about violence you have to do something as dramatic as to say, ‘Listen, people ought to be concerned about this daily.’ “But it encouraged me that people were demonstrating in what they believed in and the economic impact to this city made people sit up and take notice. If I were Cook County State’s Attorney, we would’ve charged that case back at the end of November 2014. We would’ve been in a courtroom right now.” More is married to public relations executive Hud Englehart, and they reside in Lincoln Park with their 11-year-old daughter. She sits on the Adler Women’s Board, where she works with young girls from around the city encouraging them to participate and learn science, math and physics in the STEM program. Her time also includes the Chicago Jesuit Academy on the West Side, a preparatory school that works with young male students from fourth to eighth grades. More understands that it will be gradual process in building solid relationships within the Black community and gaining trust. She’s met with various community groups, churches, and has talked with families that have been affected by crime, including parents of murdered victims. “I take an activist view on what the State’s Attorney office must be willing to do because you have to use your office and your power for good. It’s not just about crime; you can do a lot of other good things in the community,” she says.

Brenda Easley Sims Thomas Brenda Easley Sims Thomas was born to the union of Johnny and Alice L. Easley Sims on June19, 1952. She departed this life, after a lengthy illness, on Thursday, December 17, 2015, surrounded by her husband, her mother, and special cousins (twin/sister) Ricky and Eve. Brenda attended the Howalton Day School in Chicago, Illinois from Gr 1-8. Then she attended and graduated from Evanston Township High School in Evanston, Illinois. She received her Bachelor’s degree from Clark Atlanta University in Atlanta, Georgia and a master’s degree from Roosevelt University in Chicago, Illinois. Brenda worked for the Chicago Public Schools for thirty-four years. She served as a classroom teacher, music teacher, assistant principal, and was principal of the Fairfield Academy in Region 5 for her last eight years before retiring in 2007. Brenda met, dated, fell in love, and then married Maurice E. Thomas in 1992. It was a great union characterized by mutually loving, caring ways; respect; attending social events together; and traveling extensively! They formed the “MET and BET” Travel Club. MET and BET represented their respective initials. They arranged and went on weeklong cruises every other year. Brenda’s zest for travel and new experiences was contagious. The group grew to over forty faithful fellow travelers visiting, Aruba, Las Vegas, and cruising all over the Caribbean. Brenda was a faithful and very active member of the Gorham United Methodist Church since childhood. Through the years she served as member, and then chairperson of the Worship Committee; coordinator of special worship services such as Easter and Christmas programs; member of the Easlian Players; PastorParish Committee; Anniversary Chair and Co-Chair, member of the Couples’ Ministry, member of Club 27 (fund-raising); Chair, and Vice Chair of the Church Council, Financial Secretary and member of the Finance team; and Director of both choirs.
years, Brenda also directed the Chancel Choir, demonstrating her ability to sing/ direct anthems, and the “Hallelujah Chorus” from Handel’s Messiah. And, she directed all music for worship services. All members of the choirs felt the love and respect of Brenda. And they loved her back!!! Brenda dedicated her adult life to singing in choirs. While at Clark College she was a member of the Philharmonic Society traveling to various places. Then she began with James Cleveland and Thompson Community Singer, known as the “Tommies”. She and good friend Anita Gathings formed the BMCR Mass Choir. (Black Methodists for Church Renewal). This mass choir brought together young African-American youth from across the Northern Illinois Conference of the United Methodist Church. In February of this year Brenda was diagnosed with Stage 4 Gall-Bladder cancer, which had metastasized to the liver. She fought valiantly! And, she continued to take charge. She decided to come from the hospital to her home on hospice care. The choirs came to sing to her a week and a half ago. Brenda “directed” with a finger, a couple of the songs. She leaves to cherish her memory: her faithful and loving husband, Maurice; her mother Alice E. Smiles; her father, John H. Sims, mother-in-law Julia Calhoun, her special cousins Eve-Lynn Garnett Harris (Darryl), William (Ricky) Garnett, Lynneis Ranay Myers, Evelynn Marissa Scott Wills (CJ), with Cadence Arissa Wills and Calyse Alexsa, Thadius Scott; her step-sisters Janice Johnson, Angela Navarra (Arold), Phyllis Wiggins (Kenney), step-daughters Jennifer Thomas Wilson (Edward), Candace Thomas, sisters-in-law Sandra Mitchell (Leroy), and Deborah Corney (Earl); Godmother Grace Allen, God-sisters Danita (Toni) Hutson and Brittney Penny; along with a host of God Holden, and other relatives and friends.
Brenda formed and began directing the Willie B. Clay Inspirational Choir almost forty years ago!! It was her passion!! She became known for encouraging, mentoring/guiding, and loving her choir. Young persons visiting the church were approached by Brenda and invited to join. And she took the choir to places of which many of the young people never dreamed. The choir traveled to and sang in Atlanta, New York, California, New Orleans, Omaha, Nebraska, and Madison, Wisconsin. The choir published a record, and later a CD. They traveled to Memphis, Tennessee where they won the Verizon Rhythm of Gospel Award. In latter

The Danielle Ashley Group is saddened to announce the passing of our team member and friend, Royal Allen, director of business development. Allen played a major role in the growth of the company’s First Ladies Health Initiative, which has helped provide tens of thousands of free health screenings across the country. Allen, 52, passed away of congestive heart failure New Year’s Day. Allen, who was an entrepreneurial senior marketing executive and project developer and manager, began working at Danielle Ashley Group six years ago on the Chicago-based First Ladies Health Initiative, which the company founded. With his assistance, the initiative, comprised of 155 pastors’ wives, has expanded to five urban markets hosting annual Walgreens-sponsored First Ladies Health Days that have enabled more than 200,000 individuals in African-American and Hispanic communities to get free health screenings. Through Allen’s efforts, the multi-denominational initiative has garnered support from more than 2,200 clinical volunteers and nearly 200 health care providers. “Royal was a treasured colleague and friend who played an indispensable role with the First Ladies Health Initiative,” said Tracey Alston, founder of Danielle Ashley Group and executive director of the First Ladies Health Initiative. “His work made a difference in helping save lives in African-American and Latino communities. Our First Ladies Health Initiative family deeply mourns his loss. His family is in our prayers.” “I am thankful for the contributions Royal made to the First Ladies Health Initiative,” said John Gremer, Walgreens director of Community Affairs. “His presence and contributions will be truly missed.” Allen’s previous employers included Burrell Communications, Stedman Graham & Associates, The Leo Burnett Company and Kemper Lesnik Communications.
