Despite the recent release of 56,000 police misconduct records ranging from 2001 to 2008 and 2011 to 2015, another continuing battle looms over the fate of more records dating back to 1967, perhaps over half a million based on preliminary estimates, according to sources. Currently underway in Circuit Court is a case before Judge Heil H. Cohen that may determine the fate and possible future of Chicago policing and reformation. In the case, the Fraternal Order of Police (FOP) and the Policemen’s Benevolent & Protective Association of Illinois are fighting Jamie Kalven and his dedicated team of attorneys, law students and community activists over the destruction of police records and their decade-long efforts to protect the public’s interest surrounding the matter. The Chicago police contract negotiated with the unions contains a portion – Section 8.4: Use and Destruction of File Material – which states: “All disciplinary investigation files, disciplinary history card entries, IPRA (Independent Police Review Authority) and IAD (Internal Affairs Division) disciplinary records and any other disciplinary record or summary of such record other than records related to Police Board cases, will be destroyed five (5) years after the date of the incident or the date upon which the violation is discovered, whichever is longer, except that not sustained files alleging criminal conduct or excessive force shall be retained for a period of seven (7) years after the date of the incident or the date upon which the violation is discovered, whichever is longer, and thereafter, cannot be used against the Officer in any future proceedings in any other forum, except as specified below ...” By way of background, on April 12, 2004, Professor Craig Futterman of the Mandel Legal Aid Clinic at the University of Chicago filed a federal lawsuit, Bond v. Utreras, against five police officers and the City of Chicago that was later amended on April 5, 2005, to include: Philip Cline, then-Superintendent of Police, Terry Hillard, former Superintendent, and Lori Lightfoot, then-head of the Office of Professional Standards, who is now currently head of IPRA via appointment by Mayor Rahm Emanuel.

The Fight To Save Police Misconduct Records The suit arose out of independent reporting that was conducted by journalist and community activist Jamie Kalven, who served as a consultant to the resident council of the Stateway Gardens housing projects prior to its demolition. Diane Bond, a Stateway resident, and family members had allegedly been victims of repeated police brutality and abuse, according to the suit. Her attorneys asserted that her constitutional rights had been violated via the equal protective clause of the 14th Amendment by way of “excessive force,” and “unlawful seizures and illegal searches,” amongst other allegations. Also in the suit were allegations that the City of Chicago failed “to properly supervise, monitor, discipline, counsel, and otherwise control its police officers,” and that top police officials were aware “these practices would result in preventable police abuse.”

Unsealing Documents In a suit that has lasted more than a decade and produced some very interesting discovery under a protective order, a fascinating twist occurred in 2007. According to Kalven, he alone joined the suit. “I intervened on behalf of the public and asked the judge to unseal various documents about police misconduct that had been produced in the course of discovery, where parties exchange information.” Further, he said, “In the course of civil discovery, the lawyers had asked for a list of officers that had the most complaints against them and the disciplinary records of the five defendants in the case.” “The process is done under judicial order that says the parties can share the information, but it can’t be made public. Turning 100 the day after the birthday of Rev. Dr. Martin Luther King Jr., WWII veteran Harry A. Cecil will celebrate his first century of life on Saturday, January 16, 2016 – as well as his fourth wedding anniversary to Mrs. Olivia Cecil, whom he wed at age 96! They were married at Sara’s Café in South Shore. Like Dr. King, Harry Cecil, affectionately called Cecil by his friends, is a peacemaker and well liked by many. He was a corporal in the U.S. Army during WWII, with his base being Camp Atterbury, Indiana. During the war, he was stationed in France, where he wrote letters in French for fellow servicemen during his free time.

Frank Chapman has long been critical of Chicago’s top officials, including a City Council that shelled out more than $500 million in taxpayer money to settle police brutality cases over the years, and a mayor and police force that uphold a system allowing such abuses. Chapman talks a big game, but the Chicago Alliance Against Racist and Political Repression (CAARPR), the group for which Chapman is an organizer, back his talk with a solution: a proposed civilian police accountability council (CPAC).

In the meantime, CAARPR has set up committees in Englewood, Austin and Woodlawn – communities with a high incidence of police violence – to advocate for systemic change in the department.

Dr. King Displayed A Generational Commitment Here we are at that time where we take a moment to peer into the life of a man who envisioned a dream that encompassed the sentiment, the prayers and the passion of millions of people throughout the world. His commitment to his ministry of world peace on the foundation that all people are created equal has inspired and influenced many, but not enough, however, to make the change that he foresaw for the future, that “One day…” The vision of Rev. Dr. Martin Luther King Jr. of a world where his children (representative of Black people) would “one day be judged by the content of their character rather than the color of their skin,” has not come to pass. Not even with laws stating that Blacks are to be perceived equally and share in equal education, employment, social, economic and other opportunities in America, the land of the free. So what manner of man becomes the sacrificial lamb for the betterment of a people? It would seem that it was in Dr. King’s blood to embrace such leadership and commitment to the advancement of Black life.

From His Grandfather After all, his maternal grandfather, the Reverend Alfred Daniel Williams, founder of Ebenezer Baptist Church, was charismatic yet acceptable to the good sisters of the church congregation.

Unlike his grandson, he had few credits in theology at Morehouse College, but he spoke the language of the people he served. He was financially secure and independent of Whites and therefore played an important role in race relations. One year after the Chicago Defender was founded, the 1906 Atlanta Race Riot impressed the Black/White issue upon Rev. Williams’ mind and compelled him along with others to organize a local chapter of the NAACP. That newly formed chapter, under his leadership and that of other prominent citizens, led a successful movement to defeat a city bond issue that made no provisions for the construction of Black public high schools. Out of this effort emerged Booker T. Washington High School, the first Black school for secondary education, built in the 1920’s. The Hearst-owned local newspaper, The Georgian, published an editorial denouncing the opponents of the bond issue as “dirty and ignorant” protestors. Rev. Williams, again at the forefront with his colleagues, called for a boycott of the newspaper, which contributed to its eventual demise. So the presence of the realities of the boycott were alive and well in the young Martin’s life, not as some intangible historical fact, but rather a very strong link to the future he had yet to accept. This missing experience is a very important factor where our youth of today are concerned – being able to connect the dots separating reality from dream as far as outcomes and consequences are concerned.

From His Father On the other side of King’s family tree, his father Martin Sr., picked up the mantle and established Ebenezer as one of the largest, most prestigious Baptist churches in Atlanta. Under his father’s tutelage, young Martin’s upbringing was marked by reference for deity and devotion to divine worship and deeply influenced by the great activities arising out of his father’s pastoral responsibilities. So it’s a known fact that his precocious vocabulary and his natural appreciation for the rhythm of language were clearly the influence of two generations of fundamentalist ministry. It is no surprise why he knew by instinct the code that unleashed the powerful emotions of Black people; in particular Blacks entrenched in religious worship.

It is noted that Martin Luther King, as early as four-years-old, evoked people’s response with his power of conjecture and “rocked with joy” to his rendering of spirituals and other religious songs. Further, Martin Sr. continued on in the manner of Rev. Williams. He was a member of the Atlanta Voters’ League, an active Republican, and a sponsor of programs for Atlanta youth. Martin Sr. had put himself through college and later was elected to

Martin Sr. was a man to be reckoned and not played with. As a child, young Martin recalled several instances of racism he encountered more as an observer than one involved, although he was present. It opened his eyes to the racial effrontery.

Early Bouts With Racism On one such occasion in rigidly segregated Atlanta, an arrogant traffic police officer mistakenly addressed Martin Sr., as “Boy,” and was instantly reprimanded with the Rev. King’s correction, “That’s a boy,” pointing at young Martin sitting beside him. “I‘m a man,” Martin Sr. continued. Another incident that remained a vivid memory to Martin Jr. was when a shoe clerk refused to serve him unless he and his father moved to the rear of the store. His father growled, “We’ll either buy shoes sitting here or we won’t buy any shoes at all.” And he marched young Martin Jr., to the door.

Rev King Sr.’s strength of character, oratory skills and theological knowledge were just part of his son’s training that would lead him to his destiny. What his father did that was most impressive was keeping his word. From his grandfather and father’s examples, Martin Luther King Jr.,

to be affected by it, and “that he was as good as anyone else, White or Black.” But the experience left its small cutting impact, the same as it affects all Black people. It happens all day long, more back then than today, whether it’s more subtle or indirect. When he was 11, while in a department store, a White woman he had never seen before walked up to him and slapped his face. “The little nigger stepped on my foot,” she explained.

Three generations of King. Martin Luther King Sr., Jr. and III. learned the greatest contribution, the power of the manifestation of one’s goals, the accomplishment of one’s objectives. He learned that there is little one cannot do if one sets one’s mind to it. This understanding laid the groundwork for the conception of a dream. More of his training came from the interaction and exchanges with his father. Yet even though he was protected and insulated against the most brutal aspects of Southern bigotry, young Martin continued nevertheless to confront its mindand emotional-boggling bitter manifestations. The experience in the shoe store remained perennially etched in the memory bank of his personal documentation. But there were more disappointing experiences, like the loss of two White school mates whose parents owned a store in the neighborhood. Once in elementary school, he discovered that his playmates had been instructed by their parents not to associate with Martin and his brother. Martin’s mother told him not

What Manner Of Man? Fortunately for him and for us, his encounters with racism did not turn his distain into blind anger, hate or despair, but instead gave him reason to fight for the God-given right of a people. So what manner of man sacrifices himself for The Race? A reluctant one, yet one prepared for the job. Martin wanted to be a doctor, but was called to the ministry of world peace. He could have run from it, but he faced it and chose to be a champion of peace. He won the Nobel Peace Prize. When we come together this month to commemorate his contributions to the world, let us be reminded of what made the man what he was and reflect on our choices. What are we doing right now to make a difference in the world in which we live?

I intervened and made the argument that the protective order should be lifted with respect to these documents because they belong to the public, they are public. And the judge bought the argument.” However, the city “moved frantically to appeal,” according to Kalven, and “stay the decision.” An appeal was filed in the United States Court of Appeals, which finally settled in the city’s favor, denying Kalven the records. But the judge’s ruling allowed him leeway to pursue the records through the Freedom of Information Act. Kalven filed a FOIA request with the CPD asking for the police misconduct records and was denied. His legal team filed a separate lawsuit in the Illinois Appellate Court challenging the denial. According to court documents reviewed by the Chicago Defender staff, on November 16, 2009, Kalven submitted FOIA requests to CPD for two types of documents: (1) lists of Chicago police officers who amassed the most misconduct complaints (referred to as Repeater Lists or RLs); and (2) complaint register files (referred to as CRs) related to CPD’s completed investigations into allegations of police misconduct against five officers. On December 8, 2009, CPD denied the requests. Kalven filed his lawsuit on December 22, 2009, seeking an injunction requiring CPD to produce the documents.

isconduct Records M Are Public Records The CRs are CPD’s records of investigations into complaints made by citizens against police officers. Upon receiving a citizen complaint, CPD generally creates records cataloging the investigation into any officer’s alleged misconduct. The CR files consist of the complaint itself and documents created during the investigation of the complaint. The RLs, in contrast, were first compiled by defendants as part of Bond v. The Moore RLs identify officers who received more than five complaints from May 2002 to December 2008, as well as officers who were accused of excessive force more than five times during the same time period. Speaking of which, the Chicago Police Department is currently under a pattern and practice investigation by the Department of Justice. So the question that begs answering is: If potential discriminatory patterns exist from just several years of data, how much more information could be gleaned from more records that go back to 1967? Those algorithmic patterns could potentially show racial bias and prejudice that could possibly lead to convictions being overturned; that would not bode well for the city, the state’s attorney and especially the police department. Craig Futterman, the University of Chicago Law School professor who was, in part, responsible for securing the release of the Laquan McDonald video, says “We obtained a band-aid order, in which

Dr. Frances Cress Welsing’s publication of “The Cress Theory of Color-Confrontation (White Supremacy)” changed the contours of the conversation about race and racism in America and eventually across the world. This renowned psychiatrist, lecturer, and author died on Saturday morning, January 2nd as a result of a massive stroke. She was born on March 18, 1935 in Chicago from the union of Dr. Henry and Ida Mae Cress. Dr. Welsing received her B.S. degree from Antioch College and her M.D. from the Howard University College of Medicine. After receiving her medical degree from Howard and working as a pediatric specialist, she joined the medical school faculty. Dr. Welsing published several scholarly papers while on the medical school faculty, including her most controversial essay in 1970, “The Cress Theory of Color-Confrontation.” In this essay she states, “Racism (White Supremacy) is the local and global power system and dynamic, structured and maintained by persons who classify themselves as White, whether consciously or subconsciously determined, which consists of patterns of perception, logic, symbol formation, thought, speech, action and emotional responses, as conducted simultaneously in all areas of people activity (economics, education, entertainment, labor, law, politics, religion, sex and war), for the ultimate purpose of White genetic survival and to prevent White genetic annihilation on planet Earth – a planet upon which the vast majority of people are classified as non-White (black, brown, red and yellow) by White-skinned people, and all of the non-White people are genetically dominant (in terms of skin coloration) to the genetic recessive White-skinned people.” This thesis changed the intellectual discussions of race and racism because it shifted the emphasis from the sole focus on the social aspects – i.e., institutional racism – to a focus on all aspects of human activity in which Black and White people interact. The Cress Theory forces the researchers, the intellectuals, and the common man to look underneath the surface of social interaction to examine the historical, psychic, and genetic reasons for a universal system of racism. Dr. Welsing’s work forces us to examine the reasons for the existence of a worldwide system of White domination (racism and White Supremacy) and a socially enforced notion of Black inferiority that has unfortunately seeped into the psychic fabric of too many Blacks!

Remembering Afrocentrist Psychiatrist

Dr. Frances Cress Welsing

(March 18, 1935 – January 02, 2016) Though the reach of this momentous psychiatrist was worldwide, she was denied tenure at the Howard University Medical School because of the controversy that followed the publication of her Cress Theory. Her 1991 book, The Isis (Yssis) Papers: The Keys to the Colors (Third World Press), has become a standard book used in African and African-American Studies programs around the world. She was in high demand on the speaking and book signing circuit, crisscrossing the nation more than 100 days out of the year. While a regular guest on radio and television, Dr. Welsing reached vast audiences and influenced scores of thinkers and fellow scholars. Students in Black Studies programs recognized her from her appearance in the films 500 Years Later and Hidden Colors, both of which are shown in classes around the world. As an African-centered scholar, she was on a first name basis with fellow African centered scholars and public figures. Rapper and entertainer Chuck D declares that she, her work and scholarship, was the inspiration for his Fear of a Black Planet. Dr. Welsing participated in a most controversial television debate in 1974, when she confronted Dr. William Shockley, inventor of the transistor and an ardent promoter of the gospel of African inferiority and a promoter of eugenics. “I think that, even though most White people are not consciously understanding their problem in genetics, they are certainly aware that they are genetically dominated by people of color; that’s why there’s the statement that one drop of Black blood makes

you Black. Because people of color have the genetic capacity to annihilate White people,” she stated in her debate with Shockley. In the preface of her book The Isis Papers, she states: “This work is dedicated to the victims of the global system of White Supremacy (racism), all non-White people worldwide, past and present, who have resolved to end this great travesty and bring justice, then peace to the Earth.” She credited her friend and fellow scholar, Neely Fuller, with the inspiration for her work. “If you do not understand White Supremacy (racism) – what it is and how it works – everything else that you understand will only confuse you,” Neely Fuller, Jr. said in 1971. “When this definition of racism as a strategy for White genetic survival is mastered, one can understand precisely not only the present global power formations and realignments (i.e., U.S.A./U.S.S.R. linkage and European unification), but also all present urban (non-White) center epidemics. “I am speaking of the concurrent urban crises of drug use, drug addiction, drug-related murder, teenage pregnancy, infant mortality, Black academic under-achievement, Black teenage unemployment, Black adult male unemployment, Black male incarceration, single parent (female-headed) households, chronic welfare dependency, poverty, AIDS and homelessness. “These very disturbing individual and group- destructive pathological forms of behavior are the direct and indirect by-products of a behavioral power system fundamentally structured for White genetic survival, locally and globally.”

The Cress Family It is no surprise that Dr. Welsing became the outstanding African-centered scholar that she was because of the history of her family. She was born to Henry N. Cress, a physician and mother, Ida Mae Griffin, a teacher. Her maternal great grandfather, Charles Augustus Griffin, came down from Canada in 1862, and joined the Union Army. After the war he opened several businesses, including a music store. His son, Steven A. Griffin, inherited his father’s business acumen and the Griffin Funeral Home was born. Steven’s son Ernest Griffin took over the business upon his father’s death. After Ernest Griffin’s passing, his wife Alice and daughters, all experienced morticians and funeral directors, Dawn Griffin O’Neal and Pearl Griffin Martin, operated the business until its closing in 2010. The Griffin Funeral Home was considered one of the best and most successful in the nation. The last location of the Griffin Funeral Home was at 32nd and King Drive. Charles A. Griffin, her mother’s brother, was a New York City stage actor who was a colleague of Paul Robeson. Her paternal grandfather, Henry Clay Cress, was a physician who came to Chicago in 1887. “He was a race man, according to my Cress grandmother,” says Frances’ sister Lorne Cress Love. “He was a contemporary of Ida B. Wells, whom he joined in many campaigns to fight for the rights of Black people. In fact, my grandmother said that he spent more time fighting for civil rights for Blacks than he did practicing medicine. Frances was following in the footsteps of her grandfather and her father.”

Lorne Cress Love is a veteran civil rights fighter who worked in the Student Nonviolent Coordinating Committee (SNCC) with Bob Moses in the Mississippi Summer of 1964. She was an organizer for the 1963 March on Washington, and the school boycotts of 1963 before moving on to the University of Massachusetts at Amherst. There she created a Black radio broadcast project to train Black students from U Mass and the surrounding universities. Her youngest sister, Barbara Cress Lawrence, is the widow of Robert Lawrence, the first Black astronaut. Barbara was an outspoken member of the Black Women Renaissance group that helped to elect Harold Washington mayor. Her cousin, Ethel Minor, served as a Spanish translator for the Honorable Elijah Muhammad; was communications secretary to Malcolm X; a staff member of SNCC; and a close associate of Stokely Carmichael (Kwame Toure). Ethel’s sister, Judith Minor Starks, served as administrator of education programs at Northern Illinois University, at Northeastern Illinois University, and was the principal of the Benjamin Mays Alternative School at Kennedy-King College.

La Grande Clegg, Minister Louis Farrakhan, Julius Garvey (son of the Honorable Marcus Garvey) and hundreds of others. “Radio talk show host Carl Nelson of WOL in Washington, D.C., dedicated an entire program to saluting my sister, in addition to Pacifica Radio that also did the same,” says Lorne. Dr. Anderson Thompson, Professor Emeritus, Northeastern Illinois University, who met Frances while both were in high school, says, “She was one of the most outstanding African-centered scholars to emerge from Chicago.” Dr. Harold Pates, former president of Kennedy-King City College, says, “We have all benefited from her scholarship and tenacious advocacy for Black people. We owe her a great deal. She has now joined the constellation of our ancestors that we will revere.” A Washington, D. C. memorial for Dr. Welsing will be held January 23rd at the Metropolitan A.M.E. But he is starting to feel the heat from area Black politicians and mayors. • After a recent mainstream Chicago newspaper article reported that over 143 Cook County Department of Corrections officers called off work, forcing a mandatory lockdown, sources reveal that over 300 officers have retired from June 2015 to December 2015. After a Chicago Defender front page story in October revealed low numbers of new African-American hires since 2014, somehow over 140 officers called off sick in one day, when many were retired in the last six months? • Some Chicago faith leaders are gearing up to boycott the City of Chicago’s 30th Annual MLK Breakfast this Friday at the Hyatt Regency McCormick. Leading the group are Bishops Larry Trotter, Travis Grant and James Dukes. Demonstrators will be present to try to block guests from entering. “It would be a horrible slap in the face to Dr. King and the pioneers of the Civil Rights Movement to attend the mayor’s breakfast while the mayor, his aides, his law department, his police department and police board have engaged in cover-ups against African Americans in this city,” says Bishop Dukes.

• Is Toni Preckwinkle the new boss of the Cook County Democratic Party? With County party chair Joe Berrios on the ropes and Illinois Democratic Party chair Mike Madigan locked in a death match with Gov. Bruce Rauner, Preckwinkle seems to be taking advantage of the vacuum. Several other universities and organizations around the U.S., such as Arizona State University, Greater D.C. Cares and City Year participate in the Dr. Martin Luther King Jr. Day of Service.

Year after year since his untimely death, Black Americans have commemorated the life of Rev. Dr. Martin Luther King Jr. sacrificed for the advancement of The Race. However, the idea of Martin Luther King, Jr. Day as a holiday was promoted by labor unions in contract negotiations. After King’s death, U.S. Representative John Conyers (a Democrat from Michigan) and U.S. Senator Edward Brooke (a Republican from Massachusetts) introduced a bill in Congress to make King’s birthday a national holiday.

A King’s Dream

The bill first came to a vote in the U.S. House of Representatives in 1979 and fell five votes short of the holiday and questioned whether number needed for passage. New York City experienced such a situation in 1965 when it attempted to include civilians on a police review board. Police unions railed against the idea, which was eventually defeated in a citywide vote. It was nearly two decades later that the city re-established civilian oversight of the police.

A Soul Music Pioneer Mary L. Datcher Defender Senior Staff Writer On Saturday, January 8, the world awakened to the sad news of the death of legendary soul and gospel singer Otis Clay. The day before, the Mississippi-born musician suffered a fatal and massive heart attack. The news of his death was both shocking and yet another blow to the music world as R&B icon Natalie Cole was put to rest on Monday and rock legend David Bowie succumbed to an 18-month battle with cancer. Clay had a long and successful career building a solid fan base as one of the leading traditional classic soul singers in the music business. Born February 11, 1942 in Waxham, Mississippi, he arrived in Chicago during the mid‘50s and soon after joined the Gospel group, the Golden Jubilaires. He became a member of Charles Bridges’ Famous Blue Jay Singers in 1960. After that, his distinctive voice traveled among various hometown groups such as the Holy Wonders, the Pilgrim Harmonizers, the Gospel Songbirds and the Sensational Nightingales. Having signed with the Chicago indie-based label, One-derful Records, Clay debuted with his first secular single, Flame In Your Heart in 1965. While there, he had success with his first national R&B hit, That’s How It Is (When You’re In Love), followed by a string of releases. As his voice became a familiar sound on the soul music circuit, record label owner George Leaner decided to leave the music business and sold Clay’s remaining contract to Cotillion Records. He recorded for Cotillion in Chicago with fellow soul screamer Syl Johnson at the helm; the torrid Hard Working Woman was one of their session’s highlights. “I said, ‘Man, this could be another Who’s Making Love,’” Clay once said. “So Syl said, ‘Why don’t you take it home and finish it, and then we’ll record it?’” George Daniels, owner of George’s Music Room, recalls Clay’s growing popularity during this special time. “He was the most unique of all of the artists that came out of Chicago,” Daniels said. “Only a couple came out in that era in the ‘60s. Otis would sing at the popular nightclubs – the Bonanza, the High Chaparral on 78th and Stony Island, and Peyton’s Place. “I’m naming these clubs because that’s where local artists performed. Every club had a house band. The Scott Brothers Band would back Otis, Tyrone Davis, Harlow Maxwell, David Scott, Chuck Bernard, and Sugar Pie DeSanto. Otis performed a great deal with this band.” www.chicagodefender.com

After leaving Atlantic Records, Clay signed with Hi Records, Al Green’s label, where he recorded several songs with Green’s producer Willie Mitchell in Memphis. He credited WVON’s Pervis Spann for making that collaboration happen. He would pen some of his most notable work during his time at Hi Records, including Home Is Where The Heart Is, Jackie Moore’s Precious, Precious, and Trying to Live My Life, the song with which Clay made a Soul Train appearance in late 1972. Chi-Lite’s member and friend Marshall Thompson remembered Clay: “Otis had his own thing, he sang with feeling. During that time, he had never got what was due to him,” Thompson says. “He was caught up in the Memphis sound and they didn’t get a chance to put him on the big shows because they concentrated on other artists on Hi Records. “If so, he would’ve been as huge as the other artists. The timing was just wrong, but Otis did a great job. He was the most loved guy in the industry. He sang at both my mom and my wife’s funeral at Liberty Baptist Church.” Clay launched his own label, Echo Records, in the mid-‘70s and released both full-length albums and singles, building up an international fan base along the way. He also had distribution partnerships and recorded live albums in Japan, along with releasing I’ll Treat You Right (1992) and This Time Around (1998) under Bullseye Blues. A long-time resident of the West Side of Chicago, Clay was an active board member for People For New Direction, a community based organization focused on economic development, and he was an integral part of the Harold Washington Cultural Center construction as Chairman of Tobacco Road, Inc. As an established singer and songwriter, Commissioner Jerry ‘Iceman’ Butler said, “Otis was one of those rare talents, he was gifted. There’s a distinction that’s very hard to define. Otis was probably better outside of the city of Chicago than he was here. It demonstrated what a great influence Sam Cooke had been to young people around the world. Otis was in that rare group that could walk that line.” Chuck Barksdale, a founding member of The Dells, mourned the lost of his long-time friend. “Not only was Otis a class act, he was a friend of our family,” Barksdale said. “His daughter, Rhonda is a wonderful person who took great care of her father. We loved him – every one of the Dells. We used to sit down and have great conversations like men do. He would always sing, When The Gates Swing Open…now, the gates have swung open for him.”

Years later, when delivering an important book to Mari Evans, my favorite Black Studies college professor, I noticed her kitchen table centerpiece filled with a fresh batch of what the famous poet described as her favorite lunch. “They’re a healthful root vegetable; a cross between a turnip and cabbage,” she said, adding, “I roast one in the oven almost every day for lunch.” When I mentioned that I had never eaten one, she immediately assigned a chapter from a collection of essays written in the ’60s by her friend, Langston Hughes. Written soon after the 1964 Civil Rights Act, Hughes described a “nice old lady” entering a posh restaurant near the White House to see if she would be served.

When the waiter and headwaiter answered, “Sorry, Madam …those dishes we do not have,” to a succession of her ’soul food’ requests that included pig tails, blackeyed peas, ham hocks, collard greens, chitterlings, cornbread and rutabagas, Hughes wrote that the lady stood up to leave the table with dignity. “Honey,” she said smiling, I knowed you-all wasn’t ready for integration.” My mother laughed after I read her the essay during a long distance telephone call, which I knew she really enjoyed when she ended with a comment instead of complaining about the expense incurred by reading an essay with expensive long-distance rates. “You owe me a big thank you, because you’ve been eating and enjoying rutabagas your whole life,” she said. “They add the sweetness and flavor to my Top-Secret Mashed Potatoes.”

Mom’s Top-Secret Mashed Potatoes 3 l arge potatoes, peeled and cut into 1 1/2-inch chunks 3 medium rutabagas, peeled and cut into 1 1/2-inch chunks, see note 2 t ablespoons unsalted butter, cut in several pieces, softened 1 teaspoon salt 1 /4 teaspoon ground mace, optional Freshly ground pepper 1 /4 to 1/2 cup warm buttermilk Place potato and rutabaga cubes in a large saucepan. Cover with water. Cook until fork-tender, about 25 to 30 minutes. Drain well. Add the butter, salt, mace (if using) and pepper. Add about 2 tablespoons of buttermilk. Beat in the saucepan with an electric mixer on medium speed until light and fluffy, adding more milk as needed to reach desired consistency. Makes six servings.
