Victim: Bettie Jones Last month, on the morning after Christmas, 55-year old Bettie Jones received a phone call from her upstairs neighbor to let Chicago police officers enter the building due to a domestic dispute with his 17-year old son, Quintonio LeGrier. Upon entering the West Side residence, Chicago police officers shot LeGrier six times, killing him. They alleged he charged at them with a baseball bat. In the process, they also accidentally shot Jones in the chest, killing her as well. What happened next would shake an already fragile city, forcing two families to plan funeral services for their loved ones during the holiday season. Larry Rogers, Jr. is not your ordinary attorney – his reputation as a trial attorney is as prodigious as his record for winning cases for his clients. In addition to being a part of the legal team on the Sandra Bland case, he was brought on as co-counsel with Sam Adam Jr. to represent the family of Bettie Jones in filing a civil lawsuit against the City of Chicago for her accidental death, caused by the fatal shots from a Chicago police officer. Although Rogers has worked on previous police misconduct cases and other cases challenging the City of Chicago, the Jones cases is a delicate situation coming on the heels of the Laquan McDonald videotape released to the public just a month before Jones was killed. Rogers said, “It’s generally my practice to avoid filing suit before a funeral. I don’t like to do that because the family is grieving. But when we didn’t get information as timely as I thought we should and when another lawsuit was filed, I didn’t want something to happen in that situation that would impact their case. “So, I filed that Monday and the funeral was Wednesday. That way I could be sure that nothing was occurring that would impact the case, that I wouldn’t be able to interject.” Before Jones was laid to rest, Rogers spoke with the mayor’s office and the city’s general counsel because it was important to look at key evidence, such as 911 dispatch calls, police audio and video footage as well as neighborhood surveillance. Rogers said, “I think it is important that they reached out to me in the context of the mayor wanting to meet with the family to relay condolences. I told them what I wanted, which was some information. So, they gave me some information – verbally. I had requested written information, which they had not produced before that meeting and still have not produced. I think largely it’s because of the FOP contract. “My investigation at this point is requesting things from the department and also doing an independent investigation of witnesses, going to the scene, hiring expert witnesses,”

There are factual witnesses that established that the officer was as far back as the parkway beyond the sidewalk. As well, there are factual indications that the shell casings from the officer’s weapon from the bullets that he fired are as far back as the sidewalk.” Rogers broke down the process of seeking fair damages when representing the family of Bettie Jones against the City of Chicago. It’s not just about cutting a check, but understanding the nature of the relationships of the children, along with the value of worth earned by the deceased, he explained. “There are different divisions within the court system, one of which is referred to as smalls claims court,” Rogers says. “Cases under $15,000 go into the municipal division of the courts. The cases that are in the law division are a minimum of $50,000 and you have to sign an affidavit attesting to the fact that the claim is worth $50,000 or more and you have to plead that. “The plea actually says that the claim is valued well in excess of $50,000, but the press read that we’re asking for $50,000. You can’t identify the value of the claim until you get through the discovery process to identify the nature of the liability, then the nature of the relationship that you’re claiming.

Although neither the Chicago Police Department or IPRA has confirmed the officer’s identity, having it released through the media is a testament of the system’s ongoing non-transparency.

Finding The Candidate

Given the continued erosion of trust in the Emanuel administration, the unraveling of the legal, extralegal, Democratic Party practices, the go-along to get-along habits of Black aldermen, and the racist arrangements that are embedded in city government, Blacks have no choice but to begin the process of identifying a progressive Black candidate that can win. One of the current arguments for the retention of Rahm is that he is a technocrat that has the support of the president, knowledge of the federal bureaucracy, corporate connections, and governmental experience. However, it is clear that with all of these assets combined, and a callous disregard for Black people and their rights, the result would be a lethal Machiavellian mix that is most detrimental to the interests of Black people. What is needed is a Black candidate with some technocratic skills, compassion for Blacks and all under-served citizens, as well as a willingness to surround himself or herself with experts who are like-minded. Further, this candidate must be willing to subject themselves to learning those aspects of government and administration that they do not know. Who are some of the potential candidates and the criteria that should be considered in this process? Unfortunately, there is no Black potential candidate right now that has the understanding of government and compassion of Harold Washington, who was able to move into the office and begin from day one organizing for a sound administration dedicated to fairness for all. Thus, a potential candidate or candidates must be identified as soon as possible and put into training. Young Black activists, veteran leadership, and the grassroots must come in an agreement to cooperate in the selection of a single progressive Black candidate that has crossover ballot appeal. Without these basic ground rules and agreements, the Black community will revert to the divisive electoral behavior it has practiced over the last 30 years. However, optimism reigns supreme within the activist youth community. That youthful enthusiasm is so viral that it has set off a movement that will finally compel unity of action throughout the Black community!
It is clear that the grassroots in the Black community lost the little trust that they had in Chicago Mayor Rahm Emanuel during his first term, when he closed 50 inner-city schools without any substantial consultation with the communities affected. He was perceived by most Blacks as arrogant and non-caring of the wishes and needs of the Black community. This perception was reflected by the fact that he was forced into a runoff election last year. Black voters showed some distrust of Rahm and his administration by voting against him in his first election. Then he was forced into a runoff election on April 7th of last year because he failed to win more than 50 percent of the vote in the February primary. While he had some substantial support amongst Black elected officials and some Black elites, he did not receive the support of the majority of grassroots voters. He won the April runoff election and a second term by a 56-44 percent margin. The runoff election and the margin of victory was an indication of his continued drop in Black support. Shortly after his re-election, the Chicago City Council, including the majority of the members of the Black Caucus, voted 47-0 to award a $5 million settlement to the Laquan McDonald family. Laquan McDonald had been shot 16 times by policeman Jason Van Dyke on October 14, 2014. Critics of the mayor are convinced that Emanuel attempted to prevent the video from being released, and delayed its release for a year, because it would hurt his chances of re-election. The video was only released after a Freedom of Information Act (FOIA) request was filed and the court ordered it on November 24, 2015. As a result of the video release, Cook County State’s Attorney Anita Alvarez brought first-degree murder charges against Van Dyke. Protests and demonstrations began immediately at City Hall, Millennium Park, and Michigan Avenue, where thousands closed down shoppers and vehicle traffic along the Magnificent Mile on Black Friday, November 27th.
Will An African American Succeed Rahm As Mayor? Demonstrations and protests have continued unabated in dozens of venues since, including City Hall, Soldier Field, Midway Airport, the mayor’s house and the mayor’s annual MLK Holiday Breakfast at the Hyatt Regency this past Friday. In a November 30, 2015 op-ed piece in the New York Times, University of Chicago Law Professor Craig Futterman joined the chorus by calling for the resignation of city officials, including Mayor Rahm Emanuel, because of the killing of Laquan McDonald and the delay in the release of the video.
Covering His Rear Sensing the seriousness of the situation that he was in, Emanuel fired Police Superintendent Garry McCarthy, declaring that McCarthy had become a “distraction.” As a result, protesters raised the level of their demands that Rahm and State’s Attorney Anita Alvarez resign immediately because of their delayed response to the killing of Laquan McDonald. Emanuel and Alvarez stated that neither had any intentions of resigning from office. Changes were made in personnel in the administration of police, the city’s law department, the Independent Police Review Authority (IPRA), and the head of the Police Department. At the request of Illinois Attorney General Lisa Madigan, the U.S. Department of Justice (DOJ) was asked to come to Chicago to investi-

At the request of Reverend Jesse Jackson and the alliance of protesters, the DOJ was asked to broaden their investigation to include the city’s handling of police misconduct from the mayor’s office and all of its sections that deal with police misconduct. Virtually every day since the end of December, 2015, some area of the Emanuel administration has been shown to have made some serious missteps or displayed negligence in the handling of police matters, especially as it relates to Black citizens. Because of that, right now, according to pollsters Ogden and Fry, some 51 percent of Chicagoans
think that the mayor should resign. The basis of this opinion is the belief that the mayor has orchestrated a massive cover-up of police misconduct and that his administration is incapable of changing perception. Mistrust of Rahm and his administration has multiplied just since the brief beginning of 2016. There is now a raging debate within the Black community as to the ability of this community to coalesce around a single progressive candidate to run in a recall election, or an election that would occur as a result of Rahm’s resignation, or in the next election following the end of this mayoral term in 2019. It is abundantly clear that Rahm will not run for re-election again in 2019, and if he did, he definitely would be defeated. Therefore, the question that is being debated is, can a consensus Black candidate be elected? The obvious answer to this question is yes! However, many observers have conjured up the disastrous and suicidal political outcome in the attempts to arrive at a consensus candidate after the death of Mayor Harold Washington, and the replication of this pattern in every mayoral election since, including the 2011 and 2015 elections. There are many in the Black community, though, especially the young activists and demonstration leaders, who believe that a consensus candidate can be identified and supported by the majority of Black voters.

Righting Our House As We Move Forward The year behind us and those that preceded it were filled with too many injustices for us to keep accepting such egregiousness as “Just The Way It Is.” So going forward, we are standing up and facing the music. It’s time to choose, people; you can no longer ride the fence. You are either with us or against us. Real. As we continue moving forward into 2016 with our integrity intact, we have to face some obvious truths that we have been hiding from while trying to pretend that all is well and that, therefore, we are well. The truth is that Blacks have been suffering the impact of racism in America at the hand of terrorists and their systematic implementa-
tion of unfair practices that result in non-equal opportunities for us in the areas where life thrives – education, employment, entrepreneurship, business, and health. Of course we have to get our house (community mind) in order first; it’s a work in progress, but definitely something we must keep working on. This is not a stagnant once-in-alifetime affair, but rather a movement we are speaking of – to right our house, to build a community foundation from which we can all stand firmly for the good of our advancement and contribution to our race and ourselves. This is key. So much of the challenge has been where to start. Where do we begin, because the enemy has attacked us on all levels, within and without? Perhaps we begin with us. Life really does flow in tandem; life is organic and everything is always happening simultaneously. So as we work to make changes from the inside out, we must be cognizant to also make changes from the outside in. What do I mean? Example – we say that we are not happy that schools were closed in our community under Mayor Rahm Emanuel’s administration. However, we were not the best shepherds of the schools in our communities prior to their closing. Not all, but many, of the schools that were closed were not in great physical condition or academic standing – making them unsafe and not a conducive environment for learning; they were poorly funded and did not share state-of-the-art technical equipment to compete adequately with schools that are competitive and successful. This was their state under Mayor Richard M. Daley. Who among us was the watchdog then? Better yet, who among us is the watchdog now? Let’s look at the Chicago Police Department’s track record of abuse against our community and investigate not only the cases involving
police brutality, but how it has been allowed to occur. On January 6, the Chicago Defender did an investigative article on the Fraternal Order of Police (FOP) revealing that the FOP police contract with the City of Chicago, for all practical purposes, wags the dog. Again, that contract was negotiated under Daley’s watch. What we learned is that there is little that those in leadership can do to go against the contract, which was written to protect the police in cases of misconduct, among other matters.
e Need To Change W The Contract
The police contract renewal will take place in 2017 and we need to be very familiar with it and make a checklist of reasonable changes that we want to see implemented to protect our interests. This means working with the elected officials we have put in place that will have to deal directly with the city’s corporate counsel negotiating the contract. We must, in fact, examine whether the whole process needs an overhaul. We must get ahead of the game and stop reacting to things once they happen. Instead, we have to plan and direct our destiny. We need to state what we want. Plan how to execute it. Then work the plan. Of course there are a lot of working parts involved to make this happen, but it’s doable. The important thing is that we stop functioning as victims and act as architects of our own destiny. This very idea is why Malcolm X, SNCC, the Black Panthers and any other seemingly action-oriented organization or individual have perennially appealed to rambunctious youth, the same as the current dynamics appeal to the youth of today. Action is what they should be interested in, however they should also be open to looking back at history and checking in with the elders for

The ongoing continuous delays by the city’s law department, the Independent Police Review Authority (IPRA), and the Fraternal Order of Police (FOP) have created multiple delays in the process of getting answers for victims’ families, Adams believes. He says, “They are interacting with citizens and using that interaction to their own advantage instead of for the citizens they should be protecting. Bettie Jones is that case. “This is a 55-year-old woman who did everything right – she was a good mother, she was a good grandmother, she was the type of woman who went to the door to answer the call of duty so that she could let in some police officers. She was shot down for it.”

Mark Smolens, Mottweiler & Smolens, LLP Victim: Cedrick Chatman Last week, a federal judge ordered the release of the videotape of another fatal police shooting, that of 17-year-old Black male Cedrick Chatman. The shooting took place three years ago, across the street from South Shore High School as the victim was running from police officers. Officer Kevin Fry fatally shot the unarmed teenager, who was carrying a black iPhone case. Brian Coffman and Mark Smolens are the attorneys representing the Chatman family in the wrongful death lawsuit against the city. Coffman, who has represented similar police misconduct cases in Chicago and around the country, is disturbed by how a fistfight with a man trying to sell a stolen phone to Chatman and his associates could result in senseless death. Coffman said, “Mr. Rankin, the alleged victim that was beat up in this case, was in the neighborhood to sell a stolen cell phone to Akeem Clark and Martel Odom. During that process, a disagreement occurred as far as the price or what was going to happen. “They got upset and started beating him up with their fists and their feet, no knives, no guns. They told Mr. Chatman to take his car because they felt it was some type of neighborhood justice,” Coffman continued. “Mr. Chatman jumped in his car and started driving away. Mr. Rankin himself even told the 911 operator that these guys didn’t have any knives or guns, that they kicked and punched him. That was the extent of it. He was able to run away, but that was never communicated to another officer or anyone else.” Although both Clark and Odom were 10 blocks away from where the crime occurred, under Illinois www.chicagodefender.com
law, anyone who sets in motion a chain of events that results in the death of another individual is to be charged with murder. It is clear on the videotape that both Officer Fry and Officer Toth shot at Chatman, bringing him down in broad daylight at the busy intersection of 75th and Jeffrey Blvd. “This is a case that could potentially effect every other case across the country,” Coffman says. “You have a federal judge making comments how this investigation has been handled. How the City of Chicago has handled practices of filing a motion and opposition three years ago, not wanting the video to be released. “It can have a ripple effect on how they handle police misconduct cases. Times have changed. The same thing that we’re doing is not going to work anymore and people are not going to stand for it.” As for the next steps in the case, Coffman says his team is in the process of scheduling the deposition of Lorenzo Davis, the former IPRA investigator fired as a result of his findings in this case by Scott Ando. “Once his deposition is complete, we’re going to be back in court in March and at that time, we’ll be getting a trial date set,” Coffman said. “The unfortunate thing in our case is that we have numerous levels of cover-up, from the inaccuracy of the police report to even the medical examiner’s report. How Mr. Chatman was stopped in the streets, pointing a black object at the officers. “The video is proof of what you see. We have issues of how these cases are reported. You have Pat Camden of the FOP making statements that are entirely baseless, but FOP takes it as word,” Coffman said. “The police officers need to be re-trained on when and how to use deadly force and when that’s necessary. “When you look at cases like Laquan McDonald and Ronald Johnson, was it really necessary to use deadly force? In this case, you have a kid running away and it wasn’t clear that he had anything in his hand as he was running away. The police officer to use deadly force was totally irresponsible. That’s the real problem with this case.”
Cannon Lambert Karchmar & Lambert, P.C. Victim: Sandra Bland A month ago, a Waller County, Texas grand jury did not return any indictments against any officers in the death of Sandra Bland. It’s been seven months since Bland was found dead in her jail cell where she had been detained for three days, arrested for allegedly assaulting Texas State Trooper Brian Encinia.
Since then, Sandra Bland’s voice of advocacy continues to ring loud from the grave and her legal champion proudly continues to fight for her family in seeking justice. Attorney Cannon Lambert and his family attend the same church as members of the Bland family. A mutual friend first contacted him when the Bland family was contacted by Texas jail officials about Sandra’s death. “They had made contact with Ms. Geneva and had made a series of assurances to her,” Lambert says. “I went down there to be her eyes and ears. I was relying on the follow through on those assurances. “Preliminarily, the rangers met with us and they were cooperative in terms of communicating with her. They told us that they were going to see what happened to her. We came with more questions than answers. “They did help us in the way of letting us see the dashcam video ahead of when it was released to the media. Once that happened, then things kind of shut down,” Lambert said. “Once we got Sandy back home, the day we got her back for her home-going, we got correspondence from the Waller County District Attorney saying that we needed to preserve her for additional medical tests to be run on her. That is unheard of because you don’t release a body until you’ve done what you had to do.” Though Officer Encinia was charged with misdemeanor perjury and fired, that is not enough justice for the family. Lambert said, “We’re trying to obtain as much information as we can that would help support the theories that we have in our case. It has to do with the facts. There are certain things that we’re looking for, like the police reports. “These would contain investigations that have been done already by people that were looking into this situation right after it happened. They would’ve arguably spoken to witnesses and we’re going to want to know what those witnesses said so that we can dispose them,” Lambert said. He strongly affirms this case was tainted by the actions of Waller County attorney Darrell Jordan, who was one of five special prosecutors appointed by the Waller County District Attorney to launch an independent investigation into the case.
“How is that something that suggests independence? It’s not when the District Attorney of Waller County said that Sandy was not a model person, before he appointed these folks. It was all for show.” Lambert says he has grown close to the Bland family and admires their strength in fighting for truth and justice. Both Bland’s mom, Geneva Read-Veal, and sister, Sharon Cooper, continue to publicly speak out in light of the latest developments. Lambert has worked on previous police misconduct cases and understands all too well the cultural disconnect law enforcement has had with the Black community.
“When you have an attorney that can relate to what your experiences are because either they’ve gone through it themselves or their father, son, daughter or relatives – we talk about these things at the table – we prepare our children on how they need to interface with the police because of the risks,” Lambert said. “It doesn’t matter who you are or what you’re gender is – that’s what this case is about. The final frontier. They’ll do anything to anybody; that’s the case in this particular circumstance, that’s the fear that people have. You see how she got treated on the streets – you just see that they don’t care.”

Its enrollment has almost completely consisted of wards of the state since the Illinois Dept. of Children and Family Services was established in 1965.
Since 1999, a statewide entity known as the Teen Parenting Service Network has worked with all of the pregnant and parenting teens and young adult parents and their children in the foster care system in Illinois – over 73 percent of whom are African American.
In 2002, the Uhlich Children’s Home changed its name to Uhlich Children’s Advantage Network (UCAN) to reflect the wide variety of services it provides. Reaching more than 10,000 youth and families each year, UCAN offers a continuum of services to meet the needs of Chicagoland’s at-risk populations.
The network of nearly 40 partnering organizations, known as TPSN, is a collection of statewide case management, placement and parenting services providers that exclusively focus on the pregnant and parenting youth who are wards of the Illinois Department of Children and Family Services (DCFS). This group of young parents makes up almost 13 percent of the entire population of youth in the care of DCFS. Thanks to the creation of TPSN, pregnant and parenting teen youth in foster care have gained better lives and are raising safer children, while preventable baby deaths have declined through the programs it offers.

The UCAN Connection Since 1999, UCAN has served as the lead agency for TPSN. UCAN is one of Chicago’s oldest and most innovative social service agencies. It began in the early 1860s, when members of St. Pauls United Church of Christ made a promise to care for the children of its members if they became fallen soldiers as they fought in the Civil War. This past August at the Cook County Democratic Party slating, party leaders were split on whom to choose for the coveted Democratic Party endorsement in the race for Cook County State’s Attorney. On the one hand, there was incumbent Anita Alvarez, who had the support of powerful White party bosses like Illinois House Speaker Mike Madigan and Chicago City Council Finance Chairman Ed Burke. On the other, there was Kim Foxx, Cook County Board President Toni Preckwinkle’s former Chief of Staff and handpicked choice to run for the office, and gaming attorney Donna More. It was obvious to everyone that the real battle was between Alvarez and Foxx, despite More’s presence. Preckwinkle was said to be lobbying committeemen hard to break tradition and endorse Foxx against the incumbent Alvarez. Alvarez was already facing challenges in the Black community for her selective prosecutorial habits even before the release of the Laquan McDonald video, but Foxx suffered from “too much Preckwinkle” syndrome. Black committeemen quietly grumbled that Preckwinkle, who they maintain has not been willing to share the lucrative jobs and contracting opportunities at the County, was taking advantage of a weakened Cook County Democratic Party structure and could amass too much power. White committeemen, who have long run the judicial system, expressed concern about giving Preckwinkle the ability to indict through Foxx. To ease everyone’s concerns, the Cook County Democratic Party took the safe route and chose not to endorse anyone for the office of State’s Attorney. On November 24, 2015, the city of Chicago released the Laquan McDonald dashcam video, after fighting to have it suppressed for over 13 months. The release of the video set off a series of ongoing actions and protests, including against Alvarez for waiting so long to bring charges www.chicagodefender.com
Cook County Dems Now Want Foxx For State’s Attorney “I am beholden to the people that have been failed,” Foxx said, emphasizing that there is plenty of work to be done. against Chicago police officer Jason Van Dyke, who killed McDonald. The release of the video focused international attention on Chicago and what many protestors call a 13-month cover-up. With Alvarez unlikely to step down to protesters’ calls for her resignation before the rapidly approaching March 15 Democratic primary, party bosses recently got together to decide whether to throw their weight behind Foxx. Under the circumstances, the new decision to endorse Foxx by the Dem party leaders seemed obvious. Alvarez is an albatross around the necks of Democrats with their most loyal constituency – Blacks – for her delay in prosecuting Van Dyke. Alvarez also continues to refuse to prosecute the additional officers on the scene who corroborated the obviously false police reports stating that McDonald “lunged” at them before he was shot. The Black community’s continued
outrage over Alvarez’s treatment of the case made the choice to give Foxx the endorsement easy and gave the Cook County Democratic Party an opportunity to save face with the community. At a hastily arranged meeting that Alvarez refused to attend, reading the writing on the wall, speeches were given by Donna More and Foxx. After a brief executive session, Foxx emerged as the Cook County Democratic Party-endorsed candidate for State’s Attorney. While the endorsement does not guarantee election, it does give the candidate a leg up on her competitors. But Foxx is savvy enough to know that the party endorsement doesn’t mean that everyone in the party is endorsing, or working for, her personally. There is speculation that Alvarez supporters, like Burke and Madigan, are still supporting her in spite of the party endorsement. When asked whether she expects any electioneering shenanigans, Foxx answered like a seasoned political veteran: “I hope that there is uniformity, although I know that not everyone is supportive of my campaign,” she said.
“I remain optimistic, but I wouldn’t be surprised.” Worries about those possible political tricks pale in comparison to insiders’ fears of Toni Preckwinkle’s “world domination,” however. It is a concern that Foxx recognizes and is quick to take head-on when challenged. “It’s a fair question, and one that should be asked,” Foxx said. “To know me personally and professionally is to know that my life goal is to transform the justice system that has not always worked to the benefit of some people. “But to think that I could be beholden to one woman, to one politician, when we have an entire criminal justice system that has failed Black people? The notion that one woman could change all of that? “I am beholden to the people that have been failed,” Foxx said, emphasizing that there is plenty of work to be done. Although she doesn’t say it, she is clear the party needs her just as much as she needs it if they hope to restore the confidence of a discontented Black voter base. “I am honored to have the party support,” Foxx said. “Last August was a different landscape, and after the past two months of scrutiny, we see how important the Office of State’s Attorney is. It is good to know the party won’t be sitting on the sidelines.”

When most of us think about the energy field, we often identify it with a “Go Green” or “Clean Air” initiative that triggers the shame of not recycling like we should. But the energy and environmental industry goes far beyond just pulling out the little blue container to separate our paper from plastic. It is a multi-billion dollar industry that has allowed us all on this planet to function and prosper through the necessities of clean water, clean air, electrical and gas from our regional utility providers. The Illinois Commerce Commission (ICC) plays a major role in keeping utility companies in line with key rules and regulations. The latest have ranged from the recent $66.7 million consumer rate decrease order from ComEd’s Formula Rate Update to investigating the latest acquisition of People’s Gas by WEC on the company’s reported $8 billion gas main line costs in Chicago. The five-person commission is appointed by the governor and often works closely with energy companies in complying with key policies, legislation and bringing awareness to the various opportunities of career choices within the industry. In February 2013, Sherina Maye Edwards was appointed by Governor Pat Quinn to become one of the five members of the Illinois Commerce Commission and serve a five-year term as the newest commissioner. A corporate attorney, Edwards was the youngest commissioner to be appointed and at 29, had never served in government or worked in the energy field. In two years of her term, the young attorney has contributed to bringing light to the lack of the diversity within the energy and utilities industry. She has established the Women’s Energy Summit and its offspring, the Chicago Chapter of the Women’s Energy Network, along with colleague and former legal policy advisor Danisha Hall. Just recently in November, a group of utility executives, contractors and policy makers convened a seminar to discuss the changes and opportunities for minority owners at the Illinois Utility Business Diversity Council Think Tank. “We have some legislation here that requires the utilities to submit numbers on their diversity spending, diversity procurement and their goals, and whether or not they’ve met those goals,” Edwards says. “Each year, the ICC has a hearing where all of the CEOs give updates on supplier diversity and diversity initiatives within their companies.

From Across The Pond Born in Manchester, England, Edwards’ family relocated to Long Island, New York when she was younger due to her father accepting a job offer. Growing up, her love was dance, and she religiously practiced daily and on the weekends under the guidance of her teacher. “The executive director of my dance center was fabulous. She was actually an AKA from Dartmouth,” Edwards says. “She taught so much, not just about the art of dance, but about being a Black woman and how to be successful. I learned a lot from her. Her name was Vanessa Baird-Streeter. “There have been a lot of mentors in between, especially at Spelman.” Edwards attended Spelman College, earning a Bachelor of Arts degree in Psychology, cum lade, and her law degree from Howard University School of Law. Soon after, she received an offer from the prestigious international law firm Katten Muchin Rosenman LLP. “It was an offer I could not turn down,” Edwards said. “I moved here and practiced law for about five years. One day, I was in my office and

He said there’s a position open and the governor thought I would be a good fit.” “At that time, I wasn’t familiar with the position and didn’t have a desire to work for the government,” Edwards says. She was hesitant because she wanted to stay at the firm and continue toward her goal of becoming a partner and practicing finance litigation. But after some deep thought and talking with colleagues about the opportunity, she accepted the offer. With Chicago being a very competitive field of attorneys, engineers and policy makers, what made her stand out among the pack? Edwards said, “I was told that someone recommended me to the governor because they thought very highly of me and thought I did great work, but didn’t want to be revealed. Until this day, I thought, ‘God, this is the biggest gift that was ever given to me.’ I
wish I could thank them. I don’t know what made me stand out.” Without missing a beat, Commissioner Edwards dived into her new position, learning the ropes by attending various energy and utility driven conferences and seminars. Since she was new, she made use of her skills of networking, research, and team collaboration to learn the industry. As an attorney and the only African American when she worked at her most recent Chicago law firm, she wasn’t surprised that there was a lack of women in the energy industry, about 13 percent. “I think that I never felt I could slack or I could take some time off; I felt like I had to work. I think that’s been embedded in me,” she says. Newly married and eight years being a Chicago resident, Edwards has adjusted well and continues to contribute her time to community outreach work. She sits on several boards, including the National Executive Board of Delta Sigma Theta, the Founding Board of Directors of the Great Lakes Academy Charter School, and is a member of both the Leadership Greater Chicago Fellows Class of 2015 and the Lakeshore Chapter of the Links, Inc.
Teaching Energy To Kids Part of her time is spent volunteering at both Hefferan Elementary and Frazier International Magnet Elementary schools. “I asked ComEd to come out and speak to them about
doing an energy program with materials and talking to students about what they do. Every one of those students wake up every day because of electricity, so it’s important for them to understand the importance of energy. That’s how I merge my roles – that’s how I think I’m very successful. I also know I did not get here by myself. It takes a village to raise a child. I was raised with that concept,” Edwards says. One of her collaborative efforts includes work with Chicago Public Schools on a STEM based program. This allows students to work with the utility companies on a current program called “Think Energy.” “The program talks about how energy works, how gas and electric works and what it does for them,” Edwards explains. “It’s opening their eyes about what energy is and talks about different energy careers. The career options expands from A-Z. I think that’s important to know about utilities.” Edwards is looking forward to staying consistent in helping to bring more women and people of color into a field that is still broad but steadily growing in the job market. She feels it all starts with educating young students as early as elementary school. “I brought a ‘job shadow day’ into the ICC, which had never been done,” Edwards says. “We bring 20 students and we partner them with different people throughout the agency. They’re there the entire day and spend a day-in-the-life in our seat. The second part of the day is a resume and mock interview. We go through their resume and interview them, talking to them about interview skills. It’s been very successful. Some of my best and brightest mentees have come out of the program.” As she moves through the concrete jungle juggling various hats, Edwards is grateful for the guidance and advice of those that have paved the way before her, such as prominent attorney and U.S. Senate candidate Andrea Zopp. “Andy Zopp is a huge mentor of mine,” Edwards says. “She took the time to talk with me when I first got into the position. I’ve called her at 11 p.m., I’ve called her at 6 a.m., and asked for her advice and she’s been there. She’s awesome.” About her career change, Edwards continues, “I didn’t know this industry existed. I had electricity and I had gas, but I never thought about this industry. I would love to stay in the energy industry – I don’t know specifically what that means, but I want to continue to make a great change. I want to continue to learn. “There is so much going on right now with the modernization plan that we have going. We have the smart grid. It’s such a great time to be in this industry – to keep the wheel going and to be in the middle of it.” www.chicagodefender.com

In a carefully construed argument, he used the public’s interest to bolster the case for Detroit not cutting officers’ pay – comparing it to higher suburban police salaries – in the face of an extreme budget deficit.
Last week on January 15 in Judge Peter Flynn’s courtroom, the drama surrounding the FOP (Fraternal Order of Police) v. the City of Chicago case centering around the destruction of police misconduct records continued. In a room full of attorneys for both sides and journalist/activist Jamie Kalven and University of Chicago law professor Craig Futterman representing the people, a status hearing took place updating Judge Flynn on the decision arbitrator George Roumell Jr. rendered on January 12 ordering the city to start destroying police misconduct records dating back to 1967. After the hearing, FOP Attorney Pasquale Fioretto said, “We are pleased with the interim award and look forward to a final order, which hopefully will be issued by April 15.”
However, in his ruling last week regarding Chicago’s preservation of police misconduct records, Roumell goes against the interests and welfare of the public by ruling in favor of the immediate destruction of records, possibly beginning as early as March 15, notwithstanding county, state or federal intervention.

Roumell, a 1954 graduate of Harvard University, is credited with making over 6,000 arbitration decisions. The Chicago Defender could barely find any trace of these decisions online for review. It brings to the fore yet another layer that appears shrouded and referred to in the 2002 negotiations process as an “extremely complicated disciplinary system” for Chicago police. When reached over the MLK holiday weekend and asked if he could issue an executive order to stop the destruction of the records, Governor Bruce Rauner said that he would have to check with his legal team. Law professor Craig Futterman said, “The city has the power to appeal the arbitrator’s decision. It’s important that the public insist that the city do so. If the city did so and did not destroy any records, that could buy a bit more time for the legislature to act.”

Expressions Challenge Awards Over 15K In Cash & Prizes
The Walgreens Expressions Challenge awarded over $15,000 to Chicagoland high school students on Jan. 7, 2015 at the Museum of Contemporary Art. This year’s finalists were Amber Saul of Bolingbrook High School, Daijanah Plunkett of Innovations High School, Claire Pikul of Downers Grove South High School, Andrea Castillo of Mather High School, Garrett Miller of Kenwood Academy High School, and Ebony Marshall with Global Girl Media, an After-School Matters program. Each student and their school received cash awards. “This drawing is a depiction of my acceptance. It wasn’t until just recently I began accepting who I am, and because
of that I want to share my message in body image,” said Andria Castillo about her winning Expressions Challenge entry. John Gremer, director of community affairs for Walgreens reminded attendees why it was important for high school students to have a voice as he made the cash awards. Dawn Hasbrouck of Fox 32 News was the Emcee for the awards ceremony and has a strong passion for the arts and empowering youth. The keynote speaker for the award ceremony was Tragil Wade, sister of NBA star Dwayne Wade, and Director of Wade’s World Foundation (WWF), an organization that promotes education, health and social
skills for children in at-risk situations. Wade delivered a heart-felt speech which ended with a roaring applause from the audience. Expressions Challenge is a peer-to-peer healthy choices contest that runs annually from October 1 to November 30, where students are able to voice their opinion on issues that affect them through creative writing, visual arts and media arts. Walgreens gives teens a voice through the Expressions Challenge, and this year over 1,600 entries were received from high school students. She was not saddened by this reality. She accepted it and made her priority the girls, as her husband’s career kept him traveling and away from home.

My sister – a nurse, mother, wife and friend – returned to the doctor’s office to find out the results of the needle biopsy of her left breast. When the doctor told her, “It’s not cancer, but we want to keep an eye on you; please keep us informed of any changes,” my sister was elated.
Fortunately, her initial surgery, chemotherapy, and radiation treatments were paid for by her insurance. She even had Aflac – “Gotta love her,” I remember thinking. She was always the anal sister, organized, the one who planned ahead and prepared for everything while our younger sister was disorganized, chaotic and lived in the moment.
Milestones Not To Be
She had complained of difficulty lifting and turning her patients, but attributed it to the car accident she had experienced months before. Being the nurse that she was, she actually kept a daily journal of her body’s changes, pains, temperature, sleeping patterns, everything. That’s how she observed over time that she was often winded when assisting her patients. So she scheduled an appointment with her doctor. They found a “white spot” which was determined to be non-cancerous and would be treated accordingly and removed. That was in January of 1996, some 20 years ago.

But in May of the same year, she was back in the doctor’s office and this time the doctor told her, “it does looks like you have a cancer.” It didn’t matter that she was a nurse and had to deal with people with such diagnoses everyday. Her heart sank.
She said quite adamantly, like one in the healthcare industry, “I don’t fit the profile. I don’t smoke.”
The sun was shining as she left the doctor’s office in a daze and she felt the avalanche of “what-if’s” – the biggest being what if I die? What about my daughters? And they continued to escalate from there.
We talked about it openly and she shared her fears, her concerns and, of course, the daunting possibility of her early death.

We took advantage of her health before the procedures and chemo began. We identified key moments, milestones and benchmarks in her daughters’ lives that she may not get a chance to share – first dates, Prom, cotillions, graduations, college acceptance letters, going away to college, sorority initiations, engagements, shopping for wedding dresses, wedding days, husbands, babies. So she wrote letters, recorded cassette tapes, and made videos with her talking to her eldest daughter and the younger twins about each event. My sister continued working and we implemented for her a healthy organic diet plan. I’d leave Chicago every Friday and drive to Cincinnati to take care of her; bathe, dress, prepare her meals and just be there for her. Sunday night I’d return home and report to work on Monday.
She returned to work and busied herself with the demands of her job as a private nurse, losing herself in the healing of others. WHAT A DIFFERENCE A DAY MAKES When Malvina Hoffman first presented her statues, “Races of Mankind’ in 1933 the 104 figures, busts and heads though at hit amongst White America, reinforced outdated notions of some peoples as primitive, others having made evolutionary progress. That’s what scientists do,” said Alaka Wali, the Field anthropologist who curated the new “Looking at Ourselves: Rethinking the Sculptures of Malvina Hoffman,” which puts the bronzes firmly in a scientific historical context. “But the social Darwinists of that time who guided this exhibit said that human cultural evolution was progressive, so that we went from primitive to barbaric to civilized. And then the civilized were always the Europeans.” “These sculptures shaped and sustained notions of race for over 30 years,” said Kinkel, an art historian at Washington State University. After “Races of Mankind” was de-installed in 1969 at the Field ,they were used in a different perspective at Chicago’s Malcolm X College. Plaster replicas of a selection of the sculptures were displayed for decades at Malcolm X, supporting the school’s afro-centric educational foundation. Artists like Fred Wilson borrowed some of the sculptures from the Field Museum for a 1994 installation at the Museum of Contemporary Art Chicago entitled “OpEd”; its aim, Wilson said at the time, was “to create a postmodern dialogue about race, culture and difference in the art museum setting.” After closing the Hall of Man exhibit in 1969, the museum, beginning in 1971, scattered some of the Hoffmans about the building, turning them into art objects rather than scientific illustrations. People felt free to touch them. One figure stood outside the museum’s ground floor McDonald’s. Another had his stiff sword bent over time into something more closely resembling a scythe. “That’s when noses and penises and other parts started getting very shiny,” said Hong. “They all got degraded and damaged.” So the new presentation, in addition to its function as art, lets the sculptures serve as scientific illustrations anew. This time, though, it’s for a study in anthropological history and the museum sciences.
