Defender Senior Staff Writer Lately, our headlines and soundbites have amplified the crime, budget crises, social disparities and broken criminal system that have been pushed to center stage, fueled by police misconduct. As another life is taken through a senseless homicide or when the scrutiny of political misappropriation is under the spotlight, our legal system is often at the center of defining the final outcome. It is before the scales of justice that thousands await their fate when they find themselves inside the third largest court system in the country and the largest in the Midwest. The Cook County courts are as intricate as understanding Chinese checkers if you’re not very familiar with the process. The typical Chicagoan has probably had some type of minor introduction to the system through an appearance in traffic court, and as our laws have gradually changed, unfortunately, probably more have had the discomfort of having far more familiarity with the system because of child support, divorce and drug court issues. With various measures already in place to assist those who find the court system intimidating at times yet reassuring when needed, Chief Judge Timothy C. Evans is hoping to bring still more transparency and education to this process of familiarization. As the presiding Chief Judge of over 400 judges in the Cook County Circuit Court, he has the heavy responsibility of maintaining order throughout the judicial system. As the first African-American Chief Judge of the Circuit Court, Evans has deep political roots. He was the alderman of the 4th Ward for almost 20 years and the late Mayor Harold Washington’s floor leader and Chicago City Council Finance Chair during his administration. His bid to fill Washington’s post after his death was defeated by Eugene Sawyer and Evans later lost during a special election against Richard M. Daley, running as an independent candidate. In 1991, his reign as 4th Ward Alderman ended when Toni Preckwinkle won that city council seat. Never one to back down, a year later, the John Marshall Law School graduate was sworn in as the first Black chief judicial officer in a court system that had been criticized with a long history of non-transparency before his takeover. Evans understands the distrust and misinformation that people feel about the court system, primarily people of color. He said, “They don’t know that we protect their constitutional rights. All of the rights that they cherish are protected by the court system. Free speech, practice of religion – all of those things they studied back in high school or college – we actually protect. “In conjunction with the latest round of considerations involving police brutality or crimes in our neighborhood, so-called ‘Blackon-Black’ crimes, our court system ultimately deals with all of that as well.”

Chief Judge Tim Evans: Reforming the Cook County Circuit Court Bonding Out Laquan’s Killer

The Cook County Circuit Court’s Central bond court is located at 26th and California, where close to 10,000 jail inmates are also housed. Approximately 89 percent of inmates are African-American and Hispanic detainees either waiting on bond, unable to make bond for non-violent crimes, mentally disabled, awaiting trial, or somehow in transition. Many have criticized the bond that the Cook County Circuit Court set for White Chicago Police Officer Jason Van Dyke after he was charged with first-degree murder for killing 17-year-old Laquan McDonald. On November 30, 2015, at his courtroom bench in the Leighton Criminal Court Building, Cook County Judge Donald Panarese Jr. watched the police dashcam videotape of Van Dyke shooting McDonald 16 times, mostly while the Black teen lay on the ground. Afterward, Panarese set Van Dyke’s bail at $1.5 million, requiring a 10 percent down payment of $150,000, which the police officer’s father paid with a cashier’s check, allowing his son to walk free from Cook County Jail where he had been detained

for the previous six nights after previously having been denied bail. Although Evans says it was a hard pill for him to see the video, he made it clear about the role the courts play in such cases, noting that the court is not the prosecution or the defense. “Some people have gotten the impression that the bond process ought to reflect whether they believe someone is guilty or innocent. That’s not the purpose for bond at all,” Evans said. “The bond process is in place to support the proposition that someone is considered innocent no matter whether they are police officers, whether they’re citizens, whether they’re immigrants – whatever the arrestee’s position in life happens to be, he or she is still presumed innocent. “At the same time that we presume that they’re innocent, we have to protect the public while the case is pending.” But, Evans added, “I can point out that the court’s commitment to justice is what happened in this case. You may recall that it was the judiciary that ordered the video to be released in the first place so that the public could see it.” See Tim Evans, Page 07

Robert Sengstacke Abbott moved to Chicago to pursue employment in printing while attending law school, when he discovered that whites would not hire him. The same was true of white law firms when he graduated from Kent Law School in the fall of 1897. Finally the printing trade he had studied at Hampton would come in handy. Armed with the inspirational words of his stepfather, John H.H. Sengstacke, that “a newspaper is the strongest weapon ever to be used in defense of a race, which was deprived of citizenship right,” and the examples of Fredrick Douglass and Ida B. Wells, he took advantage of the opportunities to be self-expressed as a man. Robert Sengstacke Abbott chose self-determination and he founded the Chicago Defender through which he instigated the Great Migration – the movement of six million Blacks out of the rural Southern United States to the urban Northeast, Midwest, and West that occurred between 1910 and 1970. Blacks moved from 14 states of the South, especially Alabama, Mississippi, Louisiana and Texas, to the other three cultural regions of the United States. Georgia was especially affected, seeing net declines in its Black population for three consecutive decades after 1920. Robert Sengstacke Abbott wrote scathing editorials informing Blacks of the opportunities in the North and urging Blacks to leave the oppressive South. The Defender papers were transported by railroad porters, waiters, and theater people carrying bundles of the paper to cities across the country, and smuggling them into the South. By 1916, the Defender was distributed in 71 cities nationally – underground. Inspired by Abbott’s editorials and armed with courage, African Americans moved as individuals or small family groups. There was no government assistance, only hope, but often northern industries such as the railroads, meatpacking factories and stockyards, recruited workers and sometimes paid for transportation and relocation. The primary push factors for migration were segregation, an increase in racism, the widespread violence of lynching (nearly 3,500 African Americans were lynched between 1882 and 1968), and lack of social and economic opportunities in the South. Other factors included labor shortages in northern factories due to World War I that resulted in

thousands of jobs available to African Americans in steel mills, railroads, meatpacking plants, and the automobile industry. The draw of jobs in the North was strengthened by the efforts of labor agents sent by northern businessmen to recruit southern workers. Northern companies offered special incentives to encourage Black workers to relocate, including free transportation and low-cost housing. By the end of the Great Migration, Blacks had become an urbanized population. More than 80 percent of Blacks lived in cities. A bare majority of 53 percent remained in the South, while 40 percent lived in the North, and seven percent in the West. In 1991, Nicholas Lemann wrote that the Great Migration was one of the largest and most rapid mass internal movements in history, perhaps the greatest not caused by the immediate threat of execution or starvation.

He wrote, “In sheer numbers it outranks the migration of any other ethnic group – Italians or Irish or Jews or Poles – to the U.S. For Blacks, the migration meant leaving what had always been their economic and social base in America, and finding a new one.”

Spreading The Black Seed Seven major cities attracted twothirds of the migrants – New York and Chicago, followed in order by Philadelphia, St. Louis, Detroit, Pittsburgh, and Indianapolis, were the principal destinations of southerners throughout the Great Migration. The migration drained off much of the rural Black population of the South, creating “the disappearance of the ‘black belt’ as one of the striking effects” of the Great Migration, according to historian James N. Gregory. The growing Black presence outside the South changed the dynamics and demographics of numerous cities in the North, Midwest

and West. By 1970, more than 10.6 million African Americans lived outside the South, 47 percent of the nation’s total. Because the migrants concentrated in the big cities of the North and West, their influence was magnified. “Black metropolises” developed an important infrastructure of newspapers, businesses, jazz clubs, churches, and political organizations that provided the staging ground for new forms of racial politics and new forms of Black culture. The Great Migration created the first large urban Black communities in the North. In 1900, Chicago had a total population of 1,754,473. By 1920, the city had added more than 1 million residents. Between 1940–60, the Black population in Chicago grew from 278,000 to 813,000. These solid numbers later helped Harold Washington become the first African-American Mayor of Chicago. Although educated Blacks were better able to obtain jobs, eventually gaining a measure of class mobility, they still encountered significant forms of discrimination. Yet they made substantial gains in industrial employment, particularly in the steel, automobile, shipbuilding, and meatpacking industries. In cities like Newark, New York and Chicago, Blacks integrated more rapidly into society, as they lived and worked more closely with European Americans. This period marked the transition for many Blacks from lifestyles as rural farmers to urban industrial workers. After moving from the racist pressures of the south to the northern states, African Americans were inspired to different kinds of creativity. This phenomenon gave birth to a cultural boom in cities such as New York, resulting in the Harlem Renaissance. Out of Detroit came Motown. In Chicago, the neighborhood of Bronzeville became known as the “Black Metropolis.” Robert Abbott lived and housed the Chicago Defender office in Bronzeville, as did many of the community’s Black entrepreneurs. The increase in the number of “backwards” Blacks moving into the Black Metropolis was cause for concern in the native community. The first African-American YMCA was located in Bronzeville and it worked to help incoming migrants find jobs in the city. But the geographical and racial isolation of this community, bordered to the north and east by Whites, and to the south and west by industrial sites and ethnic immigrant neighborhoods, made it a site for the development of an urban Black community. Today Bronzeville has emerged from revitalization after going through several transformations and is still evolving. www.chicagodefender.com

“ Just Keep Living … And Connect The Dots” Here we are in 2016 and I’m feelin’ my parents when they’d say to me in a matter of fact way, “Just keep living.” As any other young person might, I had no idea what they meant at the time, not the volumes their words spoke. But now, as a full-fledged adult with life lived behind me and life to live in front of me, I am in full understanding now of what was meant when stated, “Just keep living.” So much of what we think we know, what we don’t want to hear at the time, and what we think we want to do and how we will do it as youth – all that impacts our lives in ways that as young people we are totally unaware of, of life and its realities, the harshness and the grace. True. We all go through it. The challenge is how to communicate and convey this significant aspect of learning to our children so that they are prepared for life – its confrontations, challenges, rewards, benefits and trickery. As I speak, I think of times gone and now of times coming and I know that we cannot look ourselves in the face and ask what

happened to today’s youth as if they happened all by themselves. If we are to move forward and correct what is not working in our communities nationwide, then we must first accept responsibility. From that vantage point, we must begin the process of change. After acknowledging and accepting responsibility, we have to examine closely with wise eyes what and where the problems lay. Baby Boomers walked through doors kicked opened by the Civil Rights Movement and the emergence of Black Power inspired in part by Malcolm X and the Nation of Islam. They were the voice empowering us to know our greatness independent of our life “Before The Mayflower.” It may seem small and yet as you live life, you come to know and recognize the importance of that distinction. Knowing who we were as a people before White or European influence, when we became “peoples,” and who we have become is invaluable. To understand that America begins our history with our enslavement is most important. No other group in America’s history begins with their introduction to America on this soil in bondage. All Europeans began their history with the people who run America long before traveling here. The same is true of the Native Americans, the South Americans, Africans, Asians, and people from the Middle East. Each has a full and rich history. However, the African American has been made to believe that we come from very little of importance or contribution. That we emerged out of the bowels of slavery was intended to keep us enslaved mentally, emotionally and definitely socio-economically. This is directly connected to the progress and lack of progress of Blacks in America. In a previous ENotes, I discussed at length the politics of the Black experience in America and how it is tied directly to everything that impacts us in our lives on a daily level, impacting us as micro-aggressions. These micro-aggressions are particularly manifested in our so-

cial behaviors, including language, and are expressed most powerfully through public policy – though not as law, but rather as fact.

Well let’s begin by looking at the Constitution that describes slaves (Blacks) as ⅗ths of a man, thus giving the Church jurisdiction to rationalize that Blacks are in fact descendants of Ham, the cursed race of men. and its ilk was motivated and justified through this belief and perpetuated by the very horrendous acts that they carried out against us and were never charged for or found guilty of. Imagine picnics – thought by contemporary man as family outings – as occasions to witness lessons in terror. White Americans established gatherings where they would rally to Pick a Nigger and lynch him or them. This in time was shortened to “Picnic.” According to some, this is where the term came from. These family outings were

“Knowing who we were as a people before White or European influence, when we became “peoples,” and who we have become is invaluable.” the Canaanites to the Israelites, but in later centuries, the narrative was interpreted by some Jews, Christians, and Muslims as an explanation for black skin, as well as slavery. Nevertheless, most Christian denominations and all Islamic and Jewish denominations now strongly disagree with such interpretations due to the fact that in the biblical text, Hamm himself is not cursed and race or skin color is never mentioned. The change in interpretation is too late to make a difference in ideology since it has been ingrained in the American psyche, supported by the social-political culture, and is therefore systemic. This is tied directly to economics, which is manifested through policy, although not written into law. Discrimination is the direct result of this sort of thinking grounded in what is considered sacred and therefore justified. If Blacks are assumed descendants of Ham, then anything that is done to them is their karma and is justifiable. This is never spoken, but has subliminally been passed down generation after generation. The impetus of organized terror against Blacks by the Ku Klux Klan

where White families came together and brought food, blankets and watched as Black men were brutalized and lynched, sometimes tortured and castrated – and then often burned alive. One Mississippi newspaper referred to such occasions as “Negro barbeques,” according to the Jim Crow Museum of Racist Memorabilia (www.ferris.edu/jimcrow) Wives and children laughing, eating, drinking, and playing games watched as these depraved acts defamed the character and value of the Black man and woman. So it became a natural phenomena and expectation by the Whites who committed such heinous acts. According to the Jim Crow Museum website, “In 1938, a White man in Oxford, Mississippi declared that it was ‘about time to have another lynching. When the niggers get so they are not afraid of being lynched, it is time to put the fear in them.’ “There were many Blacks lynched randomly, to send a message of White supremacy to Black communities. As noted by Dominic J. Capeci, a historian, when it came to lynching, ‘one Black man served as well as another.’”

This is impressed upon children as normal so even after laws have been put in place to prevent it, it is still a part of the socio-political culture. That’s why Emmett Till’s murderers thought that they could do what they did and get away with it…and they did. Even tough they had shared their crime with their neighbors, family and friends, no one would testify because they believed their belief to be correct. This same philosophy of belief perpetuates the policy, though not law, and has continued to serve White America through its White supremacist point of view. It has emerged as white idolatry that we see carried out today through public policy that decides the success and failures of the Black race in America because it determines the opportunities in education and employment, which affects the socio-political and economic circumstances of Black people. In other words, public policy determines that low-income Blacks will be directed to live in projects, whereas low-income Whites will be given stipends to live amongst the thriving White middle class. Ask yourself, where are the White projects? I did. Note that White police officers and firemen live in their communities and are thought of as heroes in their communities, because they are there for them. They serve and protect their family and extended families. I’m going to pause here and share another old adage my parents used to say, “Don’t walk blindly through life. Connect the dots.” So this Black History Month, continue reading from the list I recommended last week and let’s begin the dialogue from our observations on what works and what doesn’t for us, and then move to correct things. He never looked back and was inspired by great Black attorneys such as Supreme Court Jus-

Yes, from the African-American community, but for any community that feels oppressed, I can open that door and let them see how the justice system works.”

POLITICS Maze Jackson Defender Political Editor While many people in the world think of Chicago as the focal point of Illinois, it is really Springfield, a small town in central Illinois with a population of just under 120,000 people that makes the state go. Springfield, like any other city, has a local government with a mayor and city council, but unlike any other city in Illinois, it also has a monarchy, run by its king and the most powerful man in Illinois, Speaker of the House Mike Madigan. Madigan runs things through his court of legislators, lobbyists, lawyers, and union members. It’s a world that many in the Black community do not understand, but it controls our very existence. Madigan is the state representative of the 22nd District, a Southwest Side ward centered near Midway Airport that is comprised of Chicago, Burbank, and the Bedford Park communities. Madigan was elected state rep of the District in January of 1971, became Speaker of the House in 1983, and has remained in that position since that time, with the exception of two years. Madigan was defeated as Speaker of the House in 1995, when the Republicans led by Lee Daniels, took control of the Illinois House of Representatives. It is said that Madigan, known for his determination, discipline, and relentless pursuit of power, began knocking on doors the morning after his defeat, and at the very next election in 1997, he retook the House. He has remained the unquestioned leader of Springfield since that time. Madigan was born a Democrat, the son of a “New Deal” Democrat father also named Michael, who believed in the benefits government could provide people. He passed that tradition along to his son and namesake, who would eventually ascend to the position of the most powerful Democrat in the state. Madigan grew up in the Clearing neighborhood, a predominately Irish Catholic community, attended St. Adrian’s elementary school, St. Ignatius College Prep, and the University of Notre Dame. He went on to attend law school at Loyola University in Chicago. Madigan distinguished himself early in his political life by becoming a favorite of Mayor Richard J. Daley. Eventually, Madigan and Daley’s eldest son, Richard M., would start their political careers at the same time, when the two served as delegates to the Illinois Constitutional Convention. Even though Madigan and the younger Daley eventually became bitter rivals, Mayor Richard J. Daley would eventually go on to appoint Madigan to a job in the City Law Department, which helped him pay his law school tuition. After completing school, Madigan partnered with fellow Loyola graduate Vincent J. “Bud” Getzendanner, Jr. to form Madigan & Getzendanner, a property tax appeals firm. Since forming the law firm, Madigan

The Madigan Machine While Madigan himself is a millionaire, he has used his position as Speaker of the House to amass power through the distribution of wealth, jobs, and contracts to build a political organization “so gangster that Don Corleone would be scared to mess with him,” says a Springfield insider who asked to remain anonymous. While federal investigations and Shakman decrees have crippled the once powerful Democratic Machine in Illinois, Madigan’s Machine just keeps on rolling. Many complain that Madigan has no real concern for the people, just the power. They point to his recent financial outpouring of over $200 million for new schools in the Latino community, while CPS was closing over 50 schools in predominately Black neighborhoods. Madigan even jettisoned his White state senator and replaced him with a Latino state senator to burnish his Latino credentials. The engine that makes the Madigan Machine go is a compliant legislature willing to go along with the Speaker’s programs regardless of the impacts on their community. To ensure compliance, Madigan works hard to make sure that his members have no opponents in their elections. By doing this, Madigan makes it possible for the legislators to defy their communities to do his bidding with no consequence. With no opponent to campaign against, most members of the state legislature can take the rose garden approach to campaigning, only going where they are fawned over and com-

That insulation is what provides Black legislators in particular the cover from having to explain why the state’s economic resources so often miss the Black community, while making it to areas like Beverly, Oak Lawn, and Evergreen Park. Madigan’s iron fisted control of the legislature is what drives the whole machine, so Madigan uses whatever tactics are necessary – fear, intimidation, contracts, eliminating oppositional candidates, etc. – to maintain that control.

Lawyers In His Pocket Madigan’s ability to manipulate the laws of the land also plays a significant role in his power. Madigan employs a team of lawyers that are subject matter experts in every area of the state and in politics. Often times those lawyers are former Madigan staffers and loyalists who have gone on to graduate from law school. During their time in law school, they are generally assigned to Madigan’s consigliere, Atty. Mike Kasper, to handle

challenges against Madigan’s House members. Once they have completed law school, those lawyers are dispersed in legal departments throughout state, governmental agencies, and corporations. While in those positions, they make lucrative salaries and make sure the Speaker’s will is carried out on demand. Madigan also uses law firms to reward political loyalists while staying away from the public scrutiny. Even though lobbyists play a key roll in the transfer of money, it is through law firms that Madigan enriches his most loyal subjects and members, by forcing corporations to do business with his preferred law firms. In turn, those law firms raise hundreds of thousands of dollars for Madigan by way of campaign contributions. Outside of labor unions, members of the Illinois Trial Lawyers Association are among Madigan’s top contributors. While lobbyists have garnered a nefarious reputation, they are key to passing the laws that govern our state. Lobbyists serve as trusted policy experts on specific issues for legislators who are bombarded with thousands of bills each session. On small issues, it’s an every man for himself mentality, but whenever a company has a big issue that they need solved in Springfield, the lobbyists are expected to collect the king’s ransom. It’s often said in Springfield, “every bill that passes makes or loses someone millions of dollars.” With so much at stake, companies are willing to do anything they are told, and they often ask the Speaker who should they hire as a lobbyist. Based on whose “turn” it is, or the issue, they are assigned a lobbyist. The lobbyist assignments for both sides are

given out by Mike McClain, a former legislator turned lobbyist, who is now commonly referred to as “Mike Madigan’s Messenger to Corporate America.” Once hired, generally at fees upwards of $10,000 per month, the lobbyists set out to “convince” Madigan’s legislators to vote for or against the issue. The Speaker knows how the vote will go in advance and the game is fixed, but win or lose, Madigan’s lobbyists get paid their fees. In turn, they pay their “tax” through the companies they represent. Unfortunately, the number of Black lobbyists in Springfield is extremely small and their clients tend to be small social service agencies. When they do happen to get large clients, they are often responsible for lobbying the entire Black Caucus. Conversely, their White counterparts make double the fees for one tenth of the work. Outside of Springfield, Black lobbyists would have an EEOC claim for a hostile work environment. When the big deals get cut, often times the lobbyists work out the deals with no Black lobbyist in the room, leaving the interests of the Black community unaddressed. Typically, when the final bill is voted on, there has been no Black input. And because Madigan controls the compliant legislature with an iron fist, most Black Caucus members are unwilling to challenge him, even when it means the Black community gets left out.

Union “Enforcers” If lobbyists are considered Madigan’s messengers, then the trade unions could be considered Madigan’s enforcers. Trade unions are made up of and led by predominately White Irish males. The trade unions supply Madigan with an endless supply of troops and “resources” (dues) to fight and finance anyone who dares challenge Madigan. These same trade unions are often accused, by members of the Illinois Legislative Black Caucus, of limited Black membership and relegating potential young Blacks to never-ending apprenticeship programs. Black Caucus members have quietly fought trade unions on this to no avail, while the Speaker remains silent on the issue. Because they know they serve as the Speaker’s enforcers, the trade unions are protected from their openly discriminatory practices without fear of retribution. Over the last 45 years, governors have changed, members have changed, even centuries have changed, but one thing remains constant in Illinois, Speaker Mike Madigan. At age 73, Speaker Madigan will not have to deal with consequences of his 40-plus year reign, but Illinoisans will be paying for it for generations to come. So as the House that Madigan built crumbles under its own weight, the question that remains is – will Illinois survive?

It was announced recently that Advocate Trinity Hospital is the first hospital in Chicago to be certified as Baby Friendly, a designation from the World Health Organization recognizing the highest level of support for breastfeeding mothers and babies. It’s a step forward in addressing the city’s childhood illness and obesity epidemic. Providing infants with human milk gives them the most complete nutrition possible because it provides the best mix of nutrients for each baby to thrive. “We are pleased to receive this certification that recognizes our efforts to promote breastfeeding and best-practices in mother/baby bonding,” says Michelle Gaskill-Hames, president of Advocate. “The health and economic benefits of breastfeeding are significant and we want to do our part to educate our community.” Scientific studies have shown that breastfed children have far fewer and less serious illnesses than those who never received breast milk, including a reduced risk of SIDS, childhood cancers and diabetes. In honor of the achievement, every baby born at Trinity in 2016 will receive a free onesie. Baby Friendly, a global program, was launched in 1991 by the World Health Organization and the United Nations Children’s Fund. The initiative encourages and recognizes hospitals and birthing centers that offer an optimal level of care for infant feeding. Currently, just 326 American hospitals and birthing centers in 48 states and the District of Columbia hold the breastfeeding designation, according to Baby Friendly U.S.A., the accrediting body for the Baby Friendly Hospital Initiative. “The City of Chicago congratulates Advocate Trinity on being recognized as Chicago’s first Baby-Friendly Hospital,” said Chicago Department of Public Health Commissioner Dr. Julie Morita. www.chicagodefender.com

Often our patients have no prenatal care, let alone know anything about breastfeeding. “They don’t have support from family or friends and some have cultural biases or think negatively about breastfeeding as it relates to body image. “With these obstacles, it is an uphill battle just to get them to try,” Roe said. “Knowing that breastfeeding could be the difference in rates of obesity, diabetes, asthma or other chronic illnesses prevalent in our community, we had to put our best efforts forward and we did.”

Last week, the Police Accountability Task Force (PATF), held the second of four community forums dealing with reforming the Chicago Police Department and its perceived culture of impunity. Created in December 2015, the PATF is charged with developing detailed, comprehensive findings with specific recommendations for change in the short, interim and long-term within the Chicago Police Department. The goal of the task force, which will focus on reforms in five important areas, is to elevate integrity and accountability as the primary values that drive every member of the Chicago Police Department, according to a glossy brochure distributed at the meeting. Held in the historic South Shore Cultural Center dining room, a diverse crowd filled the room to capacity. The seven-member task force, chaired by Lori Lightfoot, president of the Chicago police board, consisted of Deval Patrick, former Governor of Massachusetts, and other board members. They heard testimony from community residents regarding police reform. The individual testimonies were as diverse as the crowd itself, with many recounting personal encounters of police brutality. Despite attempts by Mayor Rahm Emanuel’s administration to recast the CPD as being transparent and wanting to hold officers accountable, there was quite a bit of cynicism in the crowd. Pat Hill, a retired CPD officer and former executive director of Chicago’s African American Police League, received an ovation when it was her turn to speak at the podium. “Are there any grassroots organizations operating in these five working groups?” she asked. “Also, of the five working groups … they are all redundant, we’ve been here before. “There are laws in place that govern police behavior; there are general orders in place that govern police behavior; there’s a Constitution of the United States that covers police brutality. So it not about law, this is about the will.” “White male supremacy is not something you can legislate or unlegislate, it is what it is,” she said to a responsive audience. Douglas Bevel of the Community Accountability Council was in attendance with his co-founder, William Calloway, who was in part responsible for the release of the now infamous Laquan McDonald videotape. Bevel said, “With all of us gathered here to fix the problems within the CPD, I wonder how many of us know that the misconduct records of the Chicago police are slated to be destroy on March 15?” “There is also an election on March 15th to further misdirect the public. How can we correct any of the problems with the police force if we don’t have these records?”

“We Do Not Support Torture” Joe Shaw, a Chicago police officer for over 23 years, was the only candidate vying for the police superintendent’s seat who attended the meeting. He had a lot to say about police accountability. Shaw challenged the Fraternal Order of Police in court over its defense of Jon Burge back in 2008. Burge is a convicted felon and former Chicago Police Department detective and commander who gained notoriety for torturing more than 200 criminal suspects between 1972 and 1991 in order to force confessions. “This is a high-profile case and we don’t want that type of indication going out to the community. We stand in lock-step with the community because we have this incident here,” Shaw said. “We do not support torture. We do not condone torture. We will never support that type of behavior in the department.” Shaw went on to address what accountability would look like under his leadership. “We must provide a clear method of processes and procedures consisting of internal and external checks and balances,” he said. “An internal example would be performance evaluations and written policies with early interventions for problem officers. An external example is understanding bias-based policing, which is the intentional practice by an individual officer who incorporates prejudicial judgments based on race, ethnicity, gender, sexual orientation, etc.” Shaw added that he would recommend that a percentage of police personnel work and live within their own communities, so that they would have a vested interest in their neighborhoods. Also at the meeting, Khari Shaw, a brilliant, young Black, 11-year-old, stunned the crowd when he stated that he and most of his friends were afraid of the police. When asked outside what he thought about the meeting, Khari said, “I thought that it was not a (complete) waste of time, but it was a little bit of a waste of time because they’re not doing anything to the police officers. “A lot of police officers kill and harass people for no reason. There are some good cops and some bad cops.” Lori Lightfoot stated, “It is certainly our intention to make sure that we are clear that we have problems across a number of areas and that we identify some very specific recommendations for change.” The next community forum will be held February 23rd at Benito Juarez Community Academy, 1450 West Cermak Road. Registration starts at 5:30 p.m. and public comments begin at 7 p.m. The task force will submit its final report to Mayor Emanuel and the city council on March 31.

Last year, she held a roundtable with childcare workers to discuss the soaring out-ofpocket costs of childcare and the need for paid family leave. On Wednesday’s visit, Geneva Reed-Veal, mother of Sandra Bland, will join Clinton. The event takes place Wednesday February 17, from 11 a.m. through 1 p.m. at the Parkway Ballroom. Cobb says, “Though the event is closed to those without a reservation, we urge you to register and go to the polls March 15, 2016 and cast your ballot.” In addition to running The Publicity Works, Delmarie Cobb is also president of Deleco Communications Inc., a television production company that produced the award-winning, nationally televised newsmagazine program, Street Life on PBS affiliates. Cobb started her media career as a television news reporter working for network affiliates in various markets throughout the country. Upon returning to Chicago, she became a radio talk show host, a television

producer, and a columnist writing social and political opinion pieces for N’DIGO Magapaper. Her career path led her into the political arena when she took on media duties in 1988 as national traveling press secretary to presidential candidate Jesse Jackson. As a supporter of New York Senator Hillary Clinton’s historic presidential bid in 2008, Cobb was sought after for interviews by local, national and international media. In 2000, she served as Illinois State Director for presidential candidate Bill Bradley. In 1996, she became the first African-American press secretary to the Democratic National Convention. Cobb was a political consultant for former Illinois Comptroller Dan Hynes and communications director on the re-election campaigns of Dick Devin for Cook County state’s attorney. The Publicity Works also served as the political consulting firm to U.S. Rep. Jesse Jackson Jr., in the 1995 special election, developing the need for the

South Suburban airport as the major plank of his campaign platform. Three years earlier, she helped to orchestrate a victory for then Alderman Bobby Rush against incumbent U.S. Rep. Charles Hayes. Cobb has consulted on many other statewide and national campaigns. She brings to a project her knowledge of the media, the respect of her peers, and her experience in hard news reporting and politics. It is these attributes that make her invaluable to corporate and non-profit clients in developing public policy, strategic planning, crisis management, community outreach and messaging. Cobb’s knowledge of politics and political campaigns is much sought after by the media. Over the years, she has made many appearances on Chicago Tonight, 848, and Beyond The Beltway. 7. M isplacing things and losing the ability to retrace steps

A person with Alzheimer’s may put things in unusual places. They may lose things and be unable to go back over their steps to find them again. Sometimes, they may accuse others of stealing. This may occur more frequently over time. What’s a typical age-related change? Misplacing things from time to time, and being unable to retrace steps to find them.

Too many Americans dismiss the warning signs of Alzheimer’s Disease, believing that these symptoms are a normal part of aging. This is of even greater concern for African Americans, who are twice as likely to develop late-onset Alzheimer’s than Whites and less likely to have a diagnosis of their condition, resulting in less time for treatment and planning. The Alzheimer’s Association has partnered with Alpha Kappa Alpha Sorority, Inc. (AKA) to help raise awareness about Alzheimer’s and increase education, care and support resources in the African-American community. This national partnership will engage campus and alumni members of AKA through local community outreach efforts and participation in The Longest Day, a team event to raise funds and awareness for the Alzheimer’s Association that takes place annually on the summer solstice. By working together, they hope to reduce the risk factors and reverse the growing trend of Alzheimer’s Disease among African Americans. Because African Americans are more likely to have vascular disease (disorders affecting the circulatory system), they may also be at greater risk for developing Alzheimer’s. Although it may be hard to know the difference between age-related changes and the first signs of Alzheimer’s, it is especially important to be aware of how to distinguish between them. To help differentiate, the Alzheimer’s Association has created this list of warning signs for Alzheimer’s and related dementias:

1. M emory loss that disrupts daily life One of the most common signs of Alzheimer’s is memory loss, especially

People with Alzheimer’s often find it hard to complete daily tasks. Sometimes, people may have trouble driving to a familiar location, managing a budget at work or remembering the rules of a favorite game. What’s a typical age-related change? Occasionally needing help to use the settings on a microwave or to record a television show.

For some people, having vision problems is a sign of Alzheimer’s. They may have difficulty reading, judging distance and determining color or contrast, which may cause problems with driving. What’s a typical age-related change? Vision changes related to cataracts.

4. Confusion with time or place People with Alzheimer’s can lose track of dates, seasons and the passage of time. They may have trouble understanding something if it is not happening immediately. Sometimes they may forget where they are or how they got there. What’s a typical age-related change? Getting confused about the day of the week but figuring it out later.

They may pay less attention to grooming or keeping themselves clean. What’s a typical age-related change? Making a bad decision once in a while.

9. Withdrawal from work or social activities A person with Alzheimer’s may start to remove themselves from hobbies, social activities, work projects or sports. They may have trouble keeping up with a favorite sports team or remembering how to complete a favorite hobby. They may also avoid being social because of the changes they have experienced. What’s a typical age-related change? Sometimes feeling weary of work, family and social obligations.

6. N ew problems with words in speaking or writing People with Alzheimer’s may have trouble following or joining a conversation. They may stop in the middle of a conversation and have no idea how to continue or they may repeat themselves. They may struggle with vocabulary, have problems finding the right word or call things by the wrong name (e.g., calling a “watch” a “hand-clock”). What’s a typical age-related change? Sometimes having trouble finding the right word.

10. Changes in mood and personality The mood and personalities of people with Alzheimer’s can change. They can become confused, suspicious, depressed, fearful or anxious. They may be easily upset at home, at work, with friends or in places where they are out of their comfort zone. What’s a typical age-related change? Developing very specific ways of doing things and becoming irritable when a routine is disrupted.

Lately, the more I’m asked to explain my insatiable passion for seeking, reproducing and placing our Black food contributions into a cultural context, the more I’m convinced that De Knight and my maternal grandmother (who were both born in 1909), together with Leah Chase, my cousins and other relatives and friends, nurtured by unwavering determination to celebrate Black recipes, chefs and family cooks as a career. Stirring that inspiration together with passed down kitchen and restaurant memories from my paternal grandmother, Gran; my debutante Cousin Charlie; Bill Laurie and his friend, actor Bill Smallwood I’m deeply into work on a big project about this glamorous family friend and others who paved the way for me to appreciate a recipe such as this simple banana bread, a bread not a dessert. With my slight adaptations based on testing with today’s ingredients, this recipe from “A Date With A Dish” brought me back to my grandmother’s sorority teas. when slices from this barely sweetened loaf were spread with whipped cream cheese for for tea sandwiches. Cherished home flavors come to mind whenever anyone mentions Freda Anderson De Knight, the Midwestern-born Johnson Publications food editor and fashion director. This family friend wrote “A Date With A Dish,” the passed-down version of this 426page book published by Hermitage Press in 1948, rates among my most cherished small list of cooking references, but I’m just one of many African Americans from several generations. A Date With A Dish still holds a special place in many Black kitchens. As a young girl, I grew up hearing public and private stories about glamorous De Knight, whose connections to both sides of my family included roles as a confidante, buddy, traveler, fellow-show business wife and editorial co-worker. Personal friends and readers knew her as a lovely woman whose search for beauty and “deliciousness” steered her to kitchens and fashion showrooms around the world. To me, she will always represent a mid-century Black woman culinary pioneer and international traveler. Following her Midwestern childhood in Kansas, Missouri and South Dakota, her residential addresses in this country spanned from New York to Los Angeles.
