Welcome to 2016, where it will be most remembered as the year the architects of musical design and genius left loved ones, friends and fans memorializing their memory. We turn on our radio to be informed, entertained, engaged and sometimes inspired. Throughout this entire process, we connect with the voice that wakes up in the morning, carries us through our daily commute and the music that contributes to the backdrop of our lives. How ironic that Chicagoans felt a double whammy as we had to hear of the sad passing of 30-year radio veteran and broadcast legend Doug Banks on April 11, followed by the tragic news of Minneapolis favorite son Prince being found dead in his home ten days later on April 21. All we could do was ask ourselves, “WTF?” Both men’s lives ended at age 57. There are those that would love to bring numerology and the philosophy of some kind of illuminati theory to both Banks’ and Prince’s age, but what they most had in common was that both were successful African-American men loved and admired by millions of fans and listeners.

Early Lives

Prince Rogers Nelson was born on June 9, 1958 just two days before Doug Banks in Minneapolis. His father, John Nelson, was a jazz singer and musician that went under the stage name of Prince Rogers and his mom Mattie Shaw often sang with the band.

& Doug Banks: Major Losses As early as age seven, Prince was playing the guitar and the drums by 13, already considered a child prodigy. At 10, he was brought onstage to do a show off his dance skills during a concert with legendary Godfather of Soul James Brown. By the time he was in high school, he had mastered playing multiple instruments and soon formed his first band, Grand Central, with classmate Andre Anderson and Morris Day. The band would be changed to Champagne and Anderson would adopt the stage name of Andre Cymone. Doug Banks was born in Philadelphia, but was raised in Detroit. There, he began his early broadcasting path at Southfield High School radio station, taking a temporary late night on-air slot on country station WDRQ. With his unique and high-pitched voice, he immediately connected with listeners while he was at KDAY in Los Angeles and then at KMJM-Majic 108. As a young jock, his moniker as “The Unknown DJ” was a hit in 1979. As he moved from one station on to the next with stints at KLAV-AM in Las Vegas, KDIA in Oakland, California, Banks landed

in Chicago on WBMX. He was hired by Lee Michaels, who was the program director at the time.

Their Rise

As Banks was adjusting back to Midwestern life, Prince was signed by Warner Bros. Records and had already released For You, followed up by Prince. Every urban music radio station was blazing the hit song, “I Wanna Be Your Lover.” It crossed over to top 40 formats and spawned his first top 20 hit record. A year later, “Dirty Mind” was released in 1980 and Controversy in 1981 – igniting a wave of sexual explosive lyrics with hit joints that included “Sexuality” and “Do Me Baby.” Prince’s musical career continued to rise with the 1999 album giving fans party anthems – “Little Red Corvette” and “Delirious,” as well as the title hit. What would rock the music world and set an entire generation on fire would be his 1984 release, Purple Rain. Based on a semi-biographical storyline, Prince stars in the film and composes the soundtrack of the same name. The film grossed $70 million in the U.S. and earned him an Academy Award for Best Original Song Score for the title track, “Purple Rain.” The soundtrack would cover the Billboard charts with multiple hits, including “When Doves Cry,” “Let’s Go Crazy,” “I Would Die 4 U,” “Take Me With U,” along with the controversial cut, “Darling Nikki.” After purchasing the album for their daughter, Tipper Gore and then-Senator Al Gore pushed for stricter parental advisory warning labels on music product. continued on next page

As Prince continued his music reign on the charts and on the airwaves—the on-air jock making noise at Chicago’s WBMX soon followed Program Director Lee Michaels to cross-town urban rival station WGCI in 1986. At the time, Barbara Prieto was the Music Director at WGCI and she can recall her first time meeting Doug Banks. “When I first met Doug at GCI, he was friendly and I got the feeling that he could fit in anywhere,” Prieto says. He was one-of-kind and they continued to stay in touch over the years. “Doug was a natural friend on and off the air. That’s what made him so special. Banks and Tom Joyner were considered the “kings of Black radio” and affectionately known as the “turntable Brothers.” Banks stepped into the afternoon drive when ABC Radio Network offered him a nationally syndicated show. Lisa E. started at WGCI in 1992 and was introduced to the Banks and Company team by Harold Lee Rush. As a Columbia College student, she vowed that one day she would work at the number one radio station in Chicago. “Doug would incorporate me into being a part of the team. Working with him was magical – you knew you were going to laugh. He always thanked you and showed his appreciation. I couldn’t wait to come into to work with him because I knew something silly would happen,” says Lisa E. Not one to hold back on having fun, traveling and indulging in one of his favorite past times – eating – Lisa said Banks would often send her downstairs to the convenience store three or four times for large lemonade fountain drinks. Diagnosed with diabetes, Banks was very open with his listeners on the changes that he had to do in order to keep the disease under control. His closest colleagues – from Jerry “the Curl Man,” Bonnie DeShong, JJ Jackson (deceased), Shirley Clark (Strawberry) that made up the original Banks and Company – was

out from the Black community in Chicago. His admiration for great vocalists included Chicago natives Chaka Khan, who covered Prince’s 1979 song “I Feel for You” and soul/ gospel legend Mavis Staples, whom he later signed. In the HBO documentary, Mavis!, she says Prince called in 1986 when the Staples Singers were having a slow period due to the disco era. “Pops called and said, ‘Mavis, this guy Prince is looking for you.’ I said, ‘Daddy, what prince?’ He said the man called looking for you. I said, ‘I don’t know no prince!’ He said, ‘Girl, the one they call ‘Purple’!” They both collaborated on her album, Time Waits for No One on Paisley Park Records/Warner Bros. Records. “Can you imagine, putting on the headphones and hearing Prince’s music in the headphones? Amazing. Just crazy. Oh, that music sounds so good.” In the mid-1980s, Barbara Prieto met Billy Sparks at WGCI before she was promoted to music director. Sparks was a part of Prince’s management team and was a regular visitor at WGCI – if you wanted Prince’s ear – he was the pipeline. Barbara recalls, “I was not in management when we first met, but I do remember that Billy was a good person to represent Prince. They were willing to work with us because WGCI was very competitive at the time. So in a way, we

standing the test of time – unlike many R&B hits today.” Although his music was the platform and blueprint of innovation that had no boundaries – often blending soul, metal, rock, blues, jazz and gospel genres – Prince understood the disparities and racial discrimination towards African Americans. After releasing several albums including Around the World in a Day, Parade, Sign ‘O’ the Times, Diamonds, Love Sexy, the Batman soundtrack and Love Symbol with the New Power Generation, his ongoing battle with Warner Bros. Records in 1993 brought feelings of having limited creative control. So Prince changed his name to the glyph, which includes the combination of the female and male astrological symbols. To lessen the confusion, he was often introduced as “the artist formerly known as Prince” to pull himself away from the record company. After finishing out his obligations for the label, he released his first album under his NPG label Emancipation in 1996. His new freedom from having a major label shadowing his every move was like an albatross being removed and he released several other albums, including Crystal Ball, Rave Un2 the Joy Fantastic, Musicology, Planet Earth, LotusFlow3r and 20Ten. continued on page 07

I also went to the YMCA where I joined the Black Achievers.” Although the love and support of her family wasn’t enough, she fell into the wrong group in high school— drinking and dodging school. After a short two-week stay in youth detention—it was a valuable lesson. As she entered her senior year in high school, her grades immediately improved and she was college bound.

Defender Senior Staff Writer Lately a great deal of our story headlines have included the troubling challenges that our Black youth face everyday in school and personal life. The upside to these challenges is the determination and hope of organizations that have provided resources to enable a pathway to a fulfilling education. LINK Unlimited Scholars is celebrating 50 years of providing Chicago area high school students with the tools needed for academic success. The organization was founded by John and Carolyn Parmer in the Bronzeville community working with St. Dorothy in 1966. Since its inception, LINK Unlimited Scholars have created opportunities for growth for more than 2,200 scholars. One of the unique attributes of this program is the commitment to help academically talented students from low-economic households meet their goals of achieving a high quality education through partnerships with private educational institutions. President and CEO of LINK Unlimited Scholars, Dr. Rosalind Blasingame-Buford explains their unique process. “We serve specifically African-American youth, providing them with the resources need to access success. We enroll them when they’re in the 8th grade. The summer before Freshman year, they attend summer camp for six weeks so that they’re prepared to matriculate into a private high school. For many of our scholars this can be a culture shock.” For some of their student scholars, the transition from a predominately Black community such as Austin or Englewood to a predominately White private school brings a different level of pressure. “We make sure that they’re pre-

Prince One of our most prolific lyricists, writers, composers, musicians, innovative performing artists has made his transition. Prince died. And there will be no other like him. Much has been written about him. Many have made statements in testimony as to who he was to them, to the music industry, to his fans, to the world. Prince leaves behind his magnificent body of work. But more importantly is the memory of Prince as the activist for artist rights. The visual image of Prince branding himself, “The Artist Formerly Known as Prince,” appearing publicly with the word “slave” painted on his face making a statement about the music industry was powerful and prolific forever etched in my mind.

In that moment Prince became my hero. Prince signed to Warner Brothers records in 1977, he was 18 and they released the biggest albums of his career - among them Purple Rain, Sign O The Times and the soundtrack to Tim Burton’s Batman movie in 1989. But by the time of 1991’s Diamonds and Pearls, the relationship had tanked.

“He didn’t want to be told what to do any more,” the star’s publicist Chris Poole told his biographer, Matt Thorne. In 1993, a legal battle ensued between Warner Bros. and Prince over the artistic and financial control of his musical output. Specifically, he wanted to be able to release more music, more often. Furthermore, he felt he should own the original master tapes for his hit albums. Warner Bros. feared that the release of his music too often would over-saturate the market. It was during the intense lawsuit that he appeared in public with the word “slave” written on his cheek and became, The Artist Formerly Known as Prince. What a brilliant move on his part. Warner Bros. disagreed on both counts, informing him that for all practical purposes they owned his name, that as “Prince,” he was under contract. That evoked Prince to take on his new persona. The audacious move was not expected and Warner Bros. could do nothing. “People think I’m a crazy fool for writing ‘slave’ on my face,” he told Rolling Stone magazine in 1996. “But if I can’t do what I want to do, what am I? When you stop a man from dreaming, he becomes a slave. “That’s where I was. I don’t own Prince’s music. If you don’t own your masters, your master owns you.” Prince eventually fulfilled his contract by delivering Warner Bros a series of albums packed with off-cuts and lacking the trademark Prince exciting material - including Chaos and Disorder and Old Friends 4 Sale. What we want to remember is that Prince’s career was fraught with legal battles for control because he chose to fight. One of the things he wanted control over was how his music was managed, distributed, sold and listened to over the Internet. The available usual choices did not meet with his satisfaction. So if you’ve attempted to stream Prince’s music in tribute to him upon learning of his death, you were probably disappointed because Prince yanked his music from the major streaming providers. Instead, online users had to turn to the smaller Tidal (owned by Jay-Z) with whom he had a contract, where much of his music streams exclusively. It was either that or purchase his music by downloading it through the iTunes Store or as a physical CD. Frustrating? Well the man born,

Think of Prince as brave. He was not afraid to take adversarial stands against anyone he perceived to be a threat to his artistry or his livelihood. Consistent throughout many of Prince’s battles was an insistence that he should be paid for his music, an idea running counter to the Internet’s culture of free. He wasn’t alone in that fight. Artists from Thelonious Monk to David Bowie famously fought with their record labels, and when iTunes and Pandora came along, the industry had no shortage of holdouts, including bands such as AC/DC and Pink Floyd. “I don’t see why I should give my new music to iTunes or anyone else,” Prince told the Daily Mirror in the U.K. in 2010. “They won’t pay me an advance for it, and then they get angry when they can’t get it.” While other artists accepted and embraced digital exposure at the expense of lost revenue, Prince fought vigorously to gain control of his music from the masses as user-generated media proliferated. Each new digital platform seemed to incur his wrath. In 2013, his NPG Records issued a complaint under the Digital Millennium Copyright Act against Twitter’s Vine, a short-form video application, over eight six-second clips that featured Prince’s music, and in 2014, he sued 22 fans for posting links to bootlegged copies of his concerts on file-sharing sites. Listen, bootlegging is theft, plain and simple. Young Prince Like Banks, Prince often gave people an opportunity to excel. He put women in front to shine – breaking stereotype barriers – from forming the first sexy girl group, Vanity 6 to curating recording artists Apollonia, Sheila E., Wendy & Lisa, and later forming his backup band 3RDEYEGIRL. When Banks was out, his replacement was often Babes and Company, which included on-air personalities Bonnie DeShong, Sybil Wilkes and AJ Parker. He welcomed people and often gave others a platform to broadcast their talent. Bank’s syndicated show ended with ABC Radio Network and he re-launched in 2008 under The Ride with Doug and DeDe – eventually joining the American Urban Radio Network family under yet another title, The Doug Banks Show, in 2010. A four-time Chicago Emmy award recipient, Banks continued to co-host 190 North for 10 years with ABC7 television journalist Janet Davis. Over his 30-plus years in the broadcast profession, he won numerous awards. His philanthropic work included the Doug Banks Literacy & Scholarship Initiative to raise awareness of literacy across the country. Doug Banks’ last public appear-

ance was at the Black Woman’s Expo two days before he died and the challenges of diabetes had taken its toll. Fans and long-time colleagues like Bonnie DeShong and Ramonski Luv gathered around the 57-year old Banks like it was yesterday, sharing old stories and embracing him with love. When Bonnie first saw him she knew he wasn’t well. She said, “I asked him if he was okay and he told me yes but he was tired. He explained that he had dialysis that morning and then caught a flight to Chicago and headed straight to the Expo so he was very tired and was going to fly back the next day and rest up. We talked, laughed, and said we loved each other.” She said they had plans to talk the following week and took a photo together. Banks leaves behind his wife Wendy, three daughters, a son and two grandchildren. As television networks gather colleagues and industry friends that have worked with Prince, there is a deeper void felt within our community. Prince is added to the passing of singer and musical royalty Natalie Cole, who died on New Year’s Eve 2015, the death of 1980’s icon Denise Matthews (Vanity), Billy Paul (“Me and Ms. Jones”) and rock and pop icon David Bowie, whose music graced

Defender Staff Writer Loyalists of the original Democratic Party can trace its roots back to the early 19th century. Starting in the mid- 1830s, the organization grew in strength for nearly a century but was primarily divided along ethnic lines, namely: the Polish, Italians, and Irish. The Irish, in particular, were being recruited to the Democratic party in return for petty political favors and an occasional elected office, according to the book “Ethnic Chicago” published in 1995. Edward Kelly, who served as mayor of Chicago (1933–1947), and Patrick Nash, a political boss, came together and consolidated the democratic base into the brand that became known as the Democratic Machine. Around the same time, both men began inviting Blacks to join the party, thus starting a political migration en masse away from the Republican party. Prior to that, Blacks were loyal Republicans because Lincoln, the Illinois Republican President had emancipated slavery. The Cook County Democratic Party by-laws states that the party exists to: “Attract, endorse, and support qualified Democratic candidates for office, to develop positions on issues of public importance, to advance the ideals and principles of the Democratic Party, and to seek to improve the lives of the people of Cook County through effective, efficient, and fair government.”

He earned his B.A. in Political Science from Southern Illinois University. In 2011, Mr. Cratic joined Alderman Jason Ervin’s 28th Ward staff. He served the Alderman for four years. His first two were as Communications Director, and then as Chief of Staff for the remaining two. “I really enjoyed working with Alderman Ervin and the ward residents and business owners,” says Ty. “During my tenure, I was able to streamline some city processes, which effectively sped up the services that flowed through the Alderman’s office that residents came to rely upon.”

By Michael Bradford Guest Contributor Migration. The word is imagistic. Evocative. Poetic. I’m not sure what brought the word into my sphere of thinking, but once it happened I couldn’t put it down. I remember telling a friend the word had struck something elemental inside of me and that I needed to explore/investigate/ discover why it resonated so powerfully for me. A few days later this particular friend gave me a video about the migratory pattern of birds. I was certainly not interested in writing anything about the migratory pattern of birds so I put the video aside. At some point I thought better of my myopia and watched it. There was something elemental about the impetus flight taken, something necessary about the course taken, something intrinsic to their need for survival. Not long after this the Schomburg Center for Research in Black Culture in Harlem, NY, presented a selected showing of Jacob Lawrence’s, “The Migration Series.” The pieces themselves are quite small, but the scope of the work is monumental, covering life in the South, the journey North and finally life in the North. The images and color explode off the canvas. The simplicity of the figures and the objects in their worlds juxtaposed with the underlining sophistication of the compositions settled the topic for me. These people were my family, my story, my history. I left the Schomburg and went directly to a café across Lenox Ave and started taking notes and sketches out the larger movements of a play. The process of researching the period and the people within it has been one of the most satisfying investigations for me as a playwright. At the beginning of the process I was able to travel to Jackson, Miss., to interview elwww.chicagodefender.com

There were stories of dogs literally nipping at their heels as they ran for trains, sharecrop debt tugging at their sense of dignity, lynch mobs that had gathered more than once in their front yards, the wayward discovery of a body

They had clear eyed perspectives about what the differences would be and what they wouldn’t be, about the degree social and institutional openness, the chance of a decent education, the fairness of housing policies and finally financial stability. They had no expectations the Northern white world would offer a sea change and were therefore never surprised when situations arose that were redolent of the places they had just escaped from. They simply learned the new lay of this new place. They learned which racial restrictions were codified by law and which were simply understood and as always, simply, methodically moved forward. Even after each horrific riot in the “Red Summer” of 1919 they buried their dead, celebrated their lives, picked up the pieces of their neighborhoods and moved forward. They’d already developed this muscle from battling institutional racism for over two hundred years and they put that knowledge to use without nary a backward glance. Life in the industrial North did offer that smallest of openings though and true to our history that was all we needed to fashion a new life. 100 years later “the issue of the color line” sadly still figures prominently in our national conversation, but here we stand, surviving, struggling, prospering; demanding inclusion and respect. We may not be where we want to be, but we’re not where we were. So we take a moment to remember and celebrate the bravery and sheer tenacity of our ancestors who turned into the wind in search of a better sunrise. The next 100 years lie before us. A next journey. A new Migration.

Most Americans have seen firsthand what the downside of diabetes can do to the human body. If you haven’t contracted the disease from a young age, then many acquired it through years of a bad diet and lack of exercise. Just like heart disease, it is considered a silent killer among African-Americans. According to America’s Diabetes Challenge, both African-American and Hispanic/ Latino adults are at a higher risk for developing type 2 diabetes than any other ethnic group, and it is the fifth leading cause of death among both populations. This is a serious and life threatening disease that can be reversed if caught in a timely fashion with the change of one’s diet as well as applying a daily exercise routine. S. Epatha Merkerson is a familiar face on the small screen and theater has transfixed us with her extraordinary performances on Law & Order for 17 years as Lieutenant Anita Van Buren and earned an Emmy and Golden Globe award for her performance in the HBO film, “Lackawanna Blues.” She has been battling with type 2 diabetes for thirteen years and is now one of the featured celebrity spokesmen for the “Americas Diabetes Challenge.” “I teamed up with Merk and the American Diabetes Association because they wanted to encourage people with type 2 diabetes like me to know their A1C levels. Although there was a history of diabetes in her family, it didn’t resonate that the disease would come knocking at her door years later. “When I was diagnosed, I had a family history. My dad died, my grandmother lost her sight, my uncle lost his limbs I had every opportunity to be aware of what this disease does to you. Creating your first budget can be extremely overwhelming. So overwhelming, in fact, that only 40% of American families have a working monthly budget. But it’s worth the effort. Developing a budget that you can maintain over the long term has been definitively linked to building wealth, while simultaneously helping you get out of debt and cut expenses. You may know approximately how much money you annual household income is, but never brake down your expenses by category to figure out what you can actually afford on a recurring basis, or how much money you could regularly invest. In short, you may be spending money on the things you need and want without determining first whether your income can bear the expense. After overdrawing your checking account once or twice, and having to pay several bills with credit cards because of your lack of a working budget, you should be ready to get real and create a budget that will first, avoid the overdrawn bank account status and fees due. If you’re a first-time budgeter, here are 12 steps to make the process as smooth and painless as possible.

1. Decide to Start a Budget If you are reading this article, chances are that you have already made the decision to begin a working budget. Congratulations! For many people, myself included, this is the hardest part. Read on to get started with next steps.

Know How Much You Have If you have savings, checking accounts, investment accounts, or any other financial instruments, you will want to know how much money is in each account as well as the interest rates and expenses of each one. Make note of this information as it will become important in determining your net worth and the best use of your capital in the future.

3. Know How Much You Make For some people, this is easier than others. Those on a salaried pay scale can easily find their monthly income. For hourly employees or those who work in a business where income may rise and fall unpredictably, this can be much more difficult. The most important consideration, regardless of how you earn your monthly income, is to determine the average monthly amount of income that you receive. A good way to do this, if you receive irregular income, is to average out the last 6 to 12 months of recurring income and use that figure. This number will tell you the value of your financial resources. For me, this number was an eye opener. When I built my first budget, I had a negative net worth. I assume this is fairly common in America, especially for young people just starting out.

Once you have an established budget, you will want to keep it in check. The discipline and associated knowledge that you are making good long term and short term financial choices will provide you with a great deal of comfort, and will take you from living paycheck to paycheck to being able to see the long term results of your disciplined savings and financial planning.

Black America Donna Battle Pierce Syndicated Columnist, (Black Press Syndicate) Knowing the history of segregation at the University of Missouri, I was surprised to find a reference in Missouri’s State Historical Society describing Henry Kirkland (1858-1938), a former slave, as “possibly” the first Black to teach at the University of Missouri. “Wow,” I said aloud on the train from Chicago to St. Louis, where I was researching the correlation between beautiful (and tasteless) berries in our markets and the odd-shaped but delicious ones we grew up eating during Missouri’s short strawberry season. The Historical Society’s disclaimer that followed brought me back to reality, offering more details about Kirland’s tenure:“…he did so in an informal, unofficial capacity, as the university did not allow blacks to hold official teaching positions during his lifetime.” The article explained that Kirkland stood outside campus buildings to give his volunteer lectures. Kirkland had been long gone, when my siblings and I joined neighborhood children to gather berries near what had once been his informal experimental garden, but these native Columbia strawberries retained the touch of Kirkland’s greatness. In my memory, they still hold first place as the sweetest, most delicious berries I’ve ever eaten…with sweetened biscuits, spongecake, pound cake and more.

1 cup chopped strawberries, plus more reserved whole or halved, for serving 1/2 cup white sugar 1 tablespoon water 1 3/4 cups flour 1 3/4 teaspoon baking powder 3/4 teaspoon salt 3 eggs 3/4 cup white sugar 1/4 cup brown sugar 1 1/2 teaspoons almond extract 1 cup half-and-half or milk

Heat oven to 350 degrees. Lightly toss chopped and whole strawberries with sugar. Sprinkle with water; set aside. Stir the flour, baking powder and salt together in a medium bowl; set aside. Beat the eggs and sugars with a mixer on medium speed until light and fluffy. Slowly spoon in the reserved flour mixture, beating just until combined. Slowly pour in the half-and-half. Use a scoop or ladle to evenly fill a 12-cup cupcake pan that has been lined with paper liners. Bake until an inserted tester comes out clean, about 18 to 20 minutes. Set aside on a wire rack to cool.

Serve with purchased or homemade whip cream made by beating 1 1/2 cups heavy cream with 1/3 cup confectioners’ sugar and 1/2 teaspoon almond extract until stiff peaks begin to form, about 3 to 4 minutes. Spread cupcakes with whipped cream and garnish with reserved, sweetened berries. Makes 12 cupcakes. To patrons of Commonwealth Edison Company:

Commonwealth Edison Company (“ComEd”) hereby gives notice to the public that on April 13, 2016, it filed with the Illinois Commerce Commission (“ICC” or “Commission”) its annual formula rate update, including updated cost inputs, a revenue requirement reconciliation, and supporting testimony and other information, all for the purpose of determining, pursuant to Section 16-108.5 of the Illinois Public Utilities Act (the “Act”), updated rates for delivery services applicable throughout ComEd’s service territory in northern Illinois to be applicable beginning with the first monthly billing period of 2017.

As provided in Section 16-108.5 of the Act, the updated costs are based on final historical cost data for calendar year 2015 reflected in ComEd’s most recently filed annual FERC Form 1, plus projected plant additions for calendar year 2016, as well as the associated adjustments to accumulated depreciation (change in depreciation reserve), depreciation expense, and accumulated deferred income taxes. In addition, ComEd’s 2015 actual costs, which are now known, are reconciled with the corresponding costs that had been used as part of the prior formula rate update filing. Those updated costs and other inputs, and that reconciliation, collectively result in a distribution revenue requirement on which new delivery services rates are to be based (referred to in the filing as the “2017 Rate Year Net Revenue Requirement”) of $2,652,852,000. This is an increase of $137,515,000 from the analogous revenue requirement approved by the ICC in last year’s annual update. For residential customers receiving bundled fixed price electric service from ComEd, the delivery services charges are only a portion of the total bill. The remaining portion includes the cost of the electricity supply and other services, which are subject to the procurement process established by Section 1-75 of the Illinois Power Agency Act and the provisions of Section 16-111.5 of the Public Utilities Act and/or to regulation by the Federal Energy Regulatory Commission. Using rates applicable with the April 2016 billing period for such other components, the estimated total bill impacts of changes in the delivery component are provided herein. Increases are denoted by a + sign and decreases are denoted by a – sign.

For such customers, the delivery portion of electric bills represents approximately 42% of the total electric bill, on average, while the supply portion accounts for about 44%, the transmission portion accounts for approximately 8% and other charges such as taxes account for the remaining 6%. As a result, all other things being equal, the updated rates for the delivery portion result in an overall change in the total residential bills, on average, of +$2.23 per month or an estimated +2.7%. Total bill impacts for residential customers vary by delivery class and electric usage. For example, the estimated total bill impact, on average, for multi-family residential customers without electric space heat utilizing on average 343 kilowatt-hours (“kWhs”) per month, is -$0.53 per month or -1.1%. Likewise, the estimated total bill impact, on average, for single-family residential customers without electric space heat utilizing on average 748 kWhs per month, is +$3.82 per month or +4.0%. Furthermore, the estimated total bill impact, on average, for multi-family residential customers with electric space heat, utilizing on average 798 kWhs per month, is -$0.79 per month or -0.9%. Additionally, the estimated total bill impact, on average, for single family residential customers with electric space heat, utilizing on average 1695 kWhs per month, is -$0.72 or -0.4%. ComEd does not estimate total bill impacts for residential customers supplied by Retail Energy Suppliers. The updated delivery service rates for nonresidential customers in the Watt-Hour and Small Load delivery classes (100 kilowatts (“kW”) or less of demand), with varying usages result in an overall percentage change in the total bill in the range of +3.3% to +2.0%. Nonresidential customers with larger electric loads (greater than 100 kW) have a wide range of electric load characteristics in addition to electricity supply costs that cannot be reasonably estimated; therefore, the overall effect of the updated delivery service rates on an electric bill for such customers cannot be determined. The updated delivery service rates include ComEd’s updated costs of delivering electricity through its distribution system and apply to all ComEd customers independent of whether electricity supply is procured and provided by ComEd or by a third party (i.e., a Retail Electric Supplier). These updated rates will take effect beginning with the first day of the January 2017 monthly billing period.
