Defender Political Editor On October 15, 2015, reports of a “raid” on the home of Cook County Clerk of the Circuit Court Dorothy Brown surfaced. Brown acknowledged that federal agents issued a subpoena for her county issued cell phone, but maintains that was the extent of her interaction with federal agents. Brown claimed that reports of a full out “raid” were exaggerated. Nonetheless, those reports were enough to launch a string of events that led to the leaders of the Cook County Democratic Party rescinding its endorsement of Brown and switching to powerful Rules Committee Chairman, 8th Ward Alderman Michelle Harris. The string of events leading up to Brown’s stunning downfall were seemingly quite innocuous by Cook County standards, a county with a reputation of having elected officials that often find themselves the targets of ‘investigations’. In fact, with the proliferation of targeted “investigations” that seem to disproportionately focus on Black politicians, many of the Black committeemen quietly expressed concern that it was setting a very low bar for future endorsement reversals. When Brown entered the Erie Café, the odds seemed very unfavorable for her keeping the Democratic Party endorsement. Democratic staffers were hurriedly preparing new packets of petitions to be distributed to committeemen for Cook County Recorder of Deeds Karen Yarborough. Conspicuously absent was the name of Dorothy Brown who had previously been listed with Yarborough, as is commonly the practice of the Democratic Party to make the collection of signatures for endorsed candidates easier. As Brown delivered an impassioned speech to remain the Party’s endorsed candidate, there was a quiet buzz in the room, signaling that Brown’s speech was falling on deaf ears. Brown, in her best attempt to use her law degree suggested that the Democratic Party had entered into a “contract” when they accepted and cashed her $25,000 campaign check. After Brown delivered what was to be her swan song; the committeemen went into executive session and after some discussion, returned with the decision that Brown’s endorsement had officially been rescinded. Thus, opening the doors for reconsideration of the endorsement. As the candidates came before the committeemen one by one: including Brown, Attorney Jacob Meister, former Cease Fire Director Tio Hardiman and Alderman Michelle Harris, it was clear that Harris had the overwhelming support of the Democratic Party leaders. After Harris presented her case, party leaders went back into executive session, and within a span of 90 minutes, the Democratic Party had made an about face. Dorothy Brown was out and the 8th Ward powerhouse Michelle Harris was in. Now, the pressure is on Party leaders to deliver for Harris, who must expand her influence beyond the boundaries of the 8th Ward throughout all of Cook County. While Cook County is still considered ground zero of local politics, Harris will have to rely on a Party organization that is a shadow of its former self. There was a time when county endorsed candidates could rely on a disciplined and powerful Democratic “Machine” to deliver votes en masse, but a look at the last

DEMOCRATS DROP DOROTHY BROWN FOR 8TH WARD POWERHOUSE BUT CAN THEY DELIVER?
two election cycles demonstrates the uphill battle Harris faces getting committeemen to deliver. For instance, Cook County Democratic Party Chairman, Joe Berrios lost two of his most trusted allies in back to back independent challenges. First, Berrios’ daughter Maria “Toni” Berrios lost to upstart Will Guzzardi in a state representative contest. Then, Berrios lost his Alderman, Ray Suarez to independent challenger, Millagros “Milly” Santiago. Santiago, who is rumored to be mulling a challenge to Berrios as Ward Committeeman presents Berrios with a unique challenge if he hopes to remain relevant in party politics. If Santiago wins, Berrios would be forced to resign as Party Chairman. Under those circumstances, Harris would take a back seat to Berrios’ own need for self-preservation. Harris must also count on the support of Illinois Speaker of the House and Democratic Party Chairman, Mike Madigan, who stands to lose the most because of the number of employees he is rumored to control in the Cook County Clerk’s office. By abandoning Brown, many of Madigan’s highest earning captains and lieutenants find themselves in a precarious position because they work in Shakman-exempt positions, meaning they can be hired and fired based on political considerations. In fact, until last week’s decision, Brown’s campaign was being run by Fred Moody, one of the politically famous Madigan twin operatives that are deployed to ensure the Speaker’s will is imposed wherever they land. Because the Clerk’s office is one of the last bastions of patronage and boasts the highest number of positions that pay in upper five and six figure salaries; Madigan has taken particular interest in the office, making his flip on Dorothy Brown curious to say the least. Compound that with the fact that Madigan is infamous for not defending Black candidates. He

will be facing a number of challenges for his members from Governor Bruce Rauner, and is pushing current City Clerk, Susana Mendoza for State Comptroller which will make Harris’ campaign an after-thought. Furthermore, rescinding Brown’s nomination and endorsing Harris doesn’t necessarily mean Brown is not running. Brown began her political career outside of the regular Democratic organization in Black churches and based on her Facebook posts features her in photos with megachurch Pastor Bill Winston, that’s where she looks to return. If Brown is able to collect the necessary signatures, that will place Brown, Harris and Tio Hardiman, three Black candidates in a race against Jacob Meister, a white, gay, Jewish attorney. This fact was not missed by a few white and Latino North Side Committeemen who are openly supporting Meister, in spite of the Party’s endorsement and were palpably giddy when Harris’ endorsement was announced. For Alderman Harris to be successful in her historic run for Clerk of the Circuit Court, she will need to rely on the relationships and experiences of her own 8th Ward Democratic Organization. The 8th Ward has been the epicenter of Black power politics on the South Side since the deceased Cook County Board Chairman, John Stroger, made it that way from the 70’s to the present day. Should she win or lose the Clerk’s race, as Chairman of the Chicago City Council’s Committee on Rules, Alderman Michelle Harris will be influential for years to come. But, if she wants to win this one, it will require more than the endorsement of Party leaders.

On Tuesday, President Barack Obama addressed the International Association of Chiefs of Police at the 122nd Annual IACP Conference and Exposition in Chicago, Illinois. This was the largest gathering of law enforcement leaders in the world with more than 14,000 public safety professionals and 700 exhibiting companies in attendance from October 24-27 at McCormick Place. The IACP has played a prominent role in furthering many of the Administration’s criminal justice efforts. The President joined more than 75 administration officials, including U.S. Attorney General Loretta Lynch, who also participated in the IACP Conference this year. He addressed the room making sure that attendees understood that he was well aware of the day to day duties that officers perform daily. “Everyday you risk your life so that others are protected. By the way, your families serve beside you,” President Obama said. “On behalf of the American people, thank you, thank you—thank you.” As his image appeared on two huge jumbo screens and his voice resonat-

ed throughout the McCormick Place convention hall, he pointed to the audience. “This country is safe because of your efforts, look at the statistics. Police have helped cut the homicide and murder rate by almost half.” He clearly wanted a message to be conveyed to police chiefs before he hammered into the controversial side of where improvement lies. “Lesser known are the countless acts of kindness, helpfullness that you officers perform in your neighborhood everyday. I reject a story line that says, ‘When it comes to public safety, it’s an ‘us’ and a ‘them’.” But just some thirty blocks South in Hyde Park, where the Obama family house sits on a quiet street, has also experienced gun violence. Just over a mile away Hadiya Pendleton lost her life in Harsh Park in 2013. He reminded attendees that he understands first hand, “People want more police presence not less,” the President said. “Data shows violent crimes are lower than last year and significantly lower than they were in previous decades,including here in Chicago. Gun violence and homicides have spiked—in some cases it has spiked significantly.

closer to passing a budget that will keep the government and country working on behalf of Americans. With the following key points that he is committed to providing more federal government assistance: 1)Resources 2) Criminal Justice reform to make jobs fair 3) Reducing the risks for officers in the field with ‘common sense’ safety laws. 4) Creating a blue alert system. Being in his hometown of Chicago, the President stood his firmy, staring sharply into the crowd, he discussed the uncomfortable elephant in the room - racial bias and mistrust between minorities and police officers. He said, “Good community policing has to be a two-way street. The communities that desperately need effective policing have to give police officers the benefit of the doubt. They have to work with the Police Department to make sure you have the resources to effectively implement the strategies that we know work.” The room erupted into applause from the majority of law enforcement officers but the President went on to drive his point home. “The flip side of it is when an individual officer does display bias or insen-
sitive force which is going to happen just like there’s going to be politicians that do stupid things or business leaders that do stupid things,” President Obama continued. “Sometimes people screw up. We have to have departments that honestly and fairly address it and not just close ranks and stand down.” As he wrapped up his keynote to the full house of registrant attendees of the IACP conference, President Obama left them with this ‘food for thought’. “We can’t stop every crime, or prevent every tragedy. There’s just some bad people. You don’t know why. Sometimes, it just is. You can’t always make excuses for it-- sometimes you can’t even understand it. That’s why we need laws, that’s why we need law enforcement. That’s why your job is dangerous,” he said, “We can’t eliminate all of that but if we take some of the actions that I’ve talked about; we can be able to help you do what you do everyday which is save people’s lives. We’ll make sure that society is a partner with law enforcement. We’re all working together tackling these hard problems.”

Defender Contributing Writer Bernard “Bernie” Sanders was born September 8, 1941 in Brooklyn, New York. He attended New York City public schools and a Hebrew school. After graduating from high school, he attended Brooklyn College for a year in 1959-60 and transferred to the University of Chicago where he graduated in 1964 with a B.A. in political science. While at the U of C, he participated in campus demonstrations against segregated university housing and the Chicago Public Schools. He attended the March on Washington in 1963 and joined the ranks of the Student Non-violent Coordinating Committee, CORE, and Student Peace Union in solidarity with the anti-war movement. After graduation, he married and bought a summer house in Vermont and spent some time in Israel on a kibbutz. Sanders says that he is “proud to be Jewish,” but “not particularly religious.” His current wife is Roman Catholic and he often quotes Pope Francis on issues of economic inequality and climate change. Sanders was first elected to public office in 1981, when he was elected Mayor of Burlington, Vermont, where he served until he was elected to the U. S. House of Representatives in 1990. Throughout his political career, he has always identified himself as a progressive and/or a Democratic Socialist. He was the co-founder of the Congressional Progressive Caucus in 1991. After a very progressive tenure in the House, he announced a run for the Senate in 2006, and ran as an

Given this progressive background and his stance on the major issues that Americans in general and African Americans in particular are concerned about, one has to wonder why he hasn’t attracted more African American supporters. His platform includes a position on economic issues such as income and wealth inequality, universal healthcare with a single payer, free public college and university education, raising the minimum wage, saving Social Security, paternity/sick leave and vacation time similar to that which is present in European nations like Demark and Sweden. Further, he has adopted the concerns of the Black Lives Matter Movement, campaigned against the Trans-Pacific Partnership and the Citizens United decision by the U. S. Supreme Court that allows unlimited funding of political campaigns by corporations and billionaires. According to Lynn Sweet of the Chicago Sun-Times, as of September 30th , “Illinoisans have donated $5,310,546 to 2016 presidential campaigns - $3,071,265 for Democrats and $2,239,281 for Republicans. Hillary Clinton $2,600,793, Jeb Bush $478,795, Bernie Sanders $360,903, Ted Cruz $324,395, Marco Rubio $283,520 and Ben Carson $252,359.” Hillary Clinton is a native of Illinois, and the former First Lady of a president that was popular amongst Black voters. While she was defeated in the 2008, Democratic Presidential Primary, by Barack Obama, she is still considered by pollsters and election experts as leading amongst Black voters. Thus, Bernie Sanders is not considered able to come close to threatening her lead in the Black community.
However, there is a small but determined group of Black veteran political activists who are determined to bolster Bernie Sanders’ standing in the Black community. Since August, these activists have joined with Sean Niewoehner, Illinois Ballot Access Organizer for the Sanders Campaign to get Sanders on the Illinois ballot. Their first task is gaining ballot access. This effort was led by Mr. Bruce Crosby and his brother Will Crosby. They began in the 1st Congressional District with plans to do the same in the 2nd and the 7th. Unfortunately, Bruce Crosby made his transition this past Thursday morning. His death has set back this effort temporarily. However, Will Crosby will no doubt pick up the mantle and continue the effort. “We have to win Illinois for Bernie – and that’s going to take our concerted effort to build an effective structure here. Further, we will be able to organize for state and local elections, and much more effectively promote a progressive agenda,” says the Crosby brother. He believe that the push for Bernie is seen as a catalyst for the promotion of progressive politics and policies in Chicago and throughout the state. Bernie’s ‘message’, they say, is powerful and reaches people, but, to accomplish these goals in the long term, he needs us. It’s going to take a form of people-powered-politics we’ve never experienced before. It’s going to take good neighbors, strong communities, and a huge concerted citizen’s movement in all wards and communities to do this.” As early as August, public intellectual and writer Cornel West endorsed Bernie Sanders in these glow-
ing terms: “The American Empire is in decline. Our market-driven culture is in decay. The criminal justice system has failed us. And the political system is collapsing due to the weight of corrupt lobbyists and greedy capitalists. Only organized power of courageous and compassionate people can turn around these catastrophic realities. Social movements in the streets and jails over against the Establishment in both decrepit political parties are fundamental. And prophetic politicians – always with their faults and blind spots – who tell the truth about Wall Street, white supremacy, empire, patriarchy and homophobia, deserve our critical support. Yet even more important is the issue of integrity.” Yet, in spite of the local organizing efforts and the high profile endorsement for Sanders, nationally, Black voters have not gravitated towards him. Thus, while he is leading Hillary Clinton in virtually all white Iowa, when he moves to the primaries in South Carolina, Georgia, and the south where Black voters are in abundance, he will find these voters solidly behind Hillary. Black activists in Chicago cite the fact that Bernie Sanders draws more attention from younger people. His crowds have been predominately young people. These activists have now begun to focus on young voters. They are especially focusing on those young voters who are savvy in social media and IT. Hopefully, these millennials will join Team Sanders and deliver the same kind of enthusiastic win that Barack Obama received in 2008 and 2012. At the same time, experts point out that younger Black voter turnout dropped by almost 7 percentage points between 2008 and 2012 and a greater drop off in the 2014 election. Ms. Patti Guinn of University Park is still hopeful that the Black activists and organizers will succeed in raising the bar for Bernie Sanders in the 1st, 2nd, and 7th Congressional Districts. Guinn and her group are looking for the equivalent to Iowa’s Michael Beasley who has according to ABC news, “spent the last two months volunteering seven days a week in southeastern Iowa for presidential candidate Bernie Sanders. The 23-year-old is one of over 7,000 volunteers the Sanders campaign says is working throughout the state to reach out to potential caucus-goers leading up to the Feb. 1 caucus. While these Black Activists are energetic and anxious, they will have to move past the Chicago Democratic Machine in order to make a strong showing for Bernie Sanders. The young and the progressives will support him, however, the majority of Black voters and organizers will support Hillary Clinton.

Spring Valley Forward Push Yesterday, our publisher, Cheryl Mainor called me into her office and said, “I’d like you to sit and listen to
something.” So I acquiesced, sat down and listened to a mainstream media source describing an incident involving a police officer and a student. The way in which it was described lead us to believe that the young lady in question was disrupting the class and had apparently been dismissed by her teacher. When she refused, he called for assistance and in walks the school officer. The article reads that ‘when the police officer asked her to leave, she refused and he then walked over put his arm around her neck and she fell to the floor and a struggled ensued.’ “Got it?” Cheryl asked. I said, “yes,” so we discussed what had been reported by a legitimate news source. Then she said, “Lets watch the video. We watched several versions of the video to observe from several angles to assure what had actually indeed occurred. One thing is for sure; we did not see what had been reported. At the end, we both said in unison, “And that’s why we have to report our news from our own perspective.” By now you know that I am describing the incident that took place at Spring Valley High School in Columbia, South Carolina. You most likely have seen the video. As an observer, you instantly know that the student who was allegedly

disruptive was not disruptive. In fact, the officer tells her that she has to leave the room and she says nothing. He instructs her to get out of her seat and she doesn’t. He then tells her that he will make her get up and proceeds to grab her around the neck and attempts to drag her out of her seat and at that moment drags her in the chair to the floor, as the chair flips with her still caught in it, he then, from a different angle grabs her and commences to pull her out from the chair and literally lifts her up a little off the floor and throws her towards the front of the class room. And, if that weren’t shocking enough, was the fact that a teacher, a Black man, standing in clear eyesight said absolutely nothing. That dumbfounded me! Well, the rest of the story is the same old same old story. The South Carolina school district in Columbia is investigating the officer’s actions after videos circulated widely on social media Monday, showing him violently ripping a student from her desk. However, a second student, Niya Kenny who was arrested along with her classmate, says “that her classmate was using her cell phone, maybe texting.” Niya Kenny, 18, is speaking out af-

Ms. Kenny explained that she was horrified at what she was witnessing and was in disbelief. As she puts it . . .”I had never seen anything like that in my life, a man use that much force on a little girl. A big man, like 300 pounds of full muscle. I was like ‘no way, no way.’ You can’t do anything like that to a little girl. I’m talking about she’s like 5’6”.” So finally to the point. The obvious disparate treatment towards Blacks whether male or female seems to have given White males the license to mistreat, abuse and/or murder defenseless Blacks. We’ve seen it over and over again. I don’t care that the local superintendent, Dr. Libby Roof has spoken out saying the district will not “tolerate” such violence and will be hosting its own investigation while cooperating with the Richland County Sheriff’s Department. However, it is the request from Sheriff Leon Lott to get federal agencies involved that may accelerate and ultimately close the case. Lott announced late Monday that Deputy Fields will not be returning to any school and is not working for the department at the moment, given the current investigation. Here are some additional facts about
Deputy Fields that are relevant to the case: 1) He Has Been Sued For Excessive Force Before 2) He Has A History Of Racially Profiling Black Teens A lawsuit from 2013 with Ashton James Reese is still pending. 4) He Threatened The Assault Victim Before Throwing Her From Her Desk 5) He Has A Reputation For Roughing Up Teens, Including A Pregnant Girl What angers me is the fact that Deputy Fields, with his track record, was still working in his line of work. It’s clear that he had a history of using excessive force. We can’t continue to allow this to happen. We have to demand that these ‘officers’ are better trained to deal with the diversity of the public. It must be mandatory that they are adequately and swiftly reprimanded for their misconduct. And, there should be a strict psychological component to evaluate all officers, before, during and especially when allegations of excessive force are at hand. So what must we do to make certain that this does not happen again? You tell me.

Tenant Rights & Lanlord Retaliation Ken Hare Defender Contributing Writer During the late Mayor Harold Washington’s 1983 mayoral campaign, he championed the issue of tenant’s rights and once elected, he supported the grassroots organizations that created the framework that led to the city’s first Residential Landlords and Tenants Ordinance. Often referred to as the ‘Tenants Bill of Rights’ or ‘RLTO’, prior to its enactment in 1986, there were very few protections for renters in Chicago. Upon its enactment, grassroots activists and their supporters had scored a major victory and forever changed the dynamics of the relationship between landlords and tenants. A relationship that almost all Chicago
CONSUMER AFFAIRS renters benefit from, with a few exceptions: owner-occupied buildings containing six units or less, coops and owner-occupied condos are not covered by the ordinance in general. That was almost 30 years ago, but you might raise a brow to know how many renters aren’t aware of its existence. But you’d be shocked to learn that there are landlords who willingly ignore the RLTO; its requirements and most importantly, the consequences. If this is news to you whether you’re a first-timer or long-term renter, allow me to introduce you; the ordinance in full is 32 pages and can be downloaded at: http://chicityclerk.com/ legislation-records/municipal-code/ scroll down and click on Residential Landlords and Tenants. For my readers that are old school you can call the City Council Division, directly, at 312.744.6770 and request that a copy be mailed. For starters, most agreements to rent an apartment whether you have a lease, renewal or an oral agreement must be accompanied with a ‘summary’ of the RLTO. The summary is normally a three page overview and it isn’t your landlord’s responsibility to provide you a complete copy. Make sure to get a complete copy as soon as you can, it contains import-
ant information that you need to know right now. For example, if your landlord fails to give you a copy with your lease, renewal or oral agreement, then upon written notice, you can terminate the lease and may be entitled to recover $100. The RLTO even has a provision for landlords who retaliate against tenants for reporting them for various reasons from building code violations, illegal lockouts to infestations, etc., etc.. Such is the case of Tenant X, who was renting from the 6550 SUA LLC and Ebko Inc. Management Company this past summer. Tenant X was a tenant since 2010 and always paid the rent on time and sometimes even in advance. When Tenant X first noticed rodent droppings in the apartment they began to document it. Over a period of time, the sightings became more frequent and the droppings grew bigger. When they brought it to the management’s attention, management downplayed the situation as though it was an isolated event and not a reoccurring issue. This is not an uncommon response from some management companies of smaller properties where the profit margins are smaller. They don’t always address the problem(s) immediately
due to budgetary concerns and this can cause tension in the relationship especially when you’re dealing with quality of life issues. According to Tenant X, “I noticed a peculiar smell emanating from a utility closet that had a big hole in the wall near the floor. This was the point of entry for the rodents so I contacted the management company explaining that this was an ongoing problem. I even offered to help them fix it. I hired two outside contractors that submitted bids for the repair work.” During this period, Tenant X’s lease was up for renewal and a representative of the management company had verbally agreed to renew Tenant X’s lease in a phone conversation, before the repairs had been done. But, instead of Tenant X receiving a renewal of their lease, it was terminated and they were given less than 35 days to vacate the premises. Tenant X found themself in a very stressful and unfortunate situation which they
construed to be nothing less than retaliation. Tenant X requested that their name not be used for discretionary reasons. However, I found their story compelling to tell, not only because of its merits, but also because Tenant X is an attorney and a sitting judge! You would think that a corporation and/ or LLC would have respect for the law. Apparently not. Investors from outside the community often form LLC’s and corporations to escape accountability. They often have no ‘real’ ties to the community or vested interest in the tenants other than collecting rents. Tenant X has since moved and is currently suing the former landlord. In fairness, I reached out to the landlord’s attorney of record to hear their side of the story. So far, no response. “MY SOUL IS A WITNESS” “Val Gray Ward has made major contributions to the cultural life of Chicago and America through her work as dramatist, founder and principal creative force behind the Kuumba Theatre,” said Bill Michel, executive director of the Logan Center. “We are delighted to welcome her back home to Chicago by sponsoring this special presentation.” Founded in 1968, Kuumba is one of the early African American theaters to come out of the Black Arts Movement in Chicago. Kiswahili for “clean up, create, and build,” the theater was dedicated to the revitalization of the Black community through the arts. Those who are fortunate to have experienced the Kuumba phenomena will recall the unexpected improv moments by Kuumba on the El Trains. Yes! The doors would open and Kuumba Theatre cast would walk on and begin a performance. It was creativity at it’s best and the marketing at it’s best. With Kuumba, Ward produced and directed such plays as The Amen Corner by James Baldwin, Welcome To Black River by Samm Art Williams, Five On The Black Hand Side by Charles Fuller and Sister Sonji by Sonia Sanchez. Ward took the cast and crew of Useni Eugene Perkins’ play, The Image Makers to Lagos, Nigeria as part of the FESTAC ‘77, an international African arts festival. She also brought Kuumba’s musical production, The Little Dreamer: The Life of Bessie Smith to Japan in 1981 and produced Buddy Butler’s In The House of The Blues in Montreal, Canada. Kuumba also toured in cities such as Louisville, Atlanta, San Antonio, Milwaukee, Montreal, and Osaka, Japan. Ward and
Val Gray company received Emmy Awards for the PBS television production of Precious Memories: Strolling 47th Street in 1988. “I am absolutely delighted to return to Chicago where I have so many wonderful memories and so many amazing friends,” said Ward. “As we go into ourselves, we come to ourselves naturally.”

Valeria Gray on August 21, 1932 in Mound Bayou, Mississippi, one of America’s oldest all Black towns, Ward showed an early interest in performance beginning at age four in her father’s church. In 1951, she moved to Chicago where she became active in Chicago’s African American cultural community. She was a regular at the South Side Community Arts Center and the DuSable Museum of African American
History as she developed friendships with Dr. Margaret Burroughs, Gwendolyn Brooks, Don L. Lee (Haki R. Madhubuti) and Abena Joan Brown. She was mentored by Dr. Burroughs, Margaret Walker and Hoyt Fuller. For 50 years Val Gray Ward has been married to journalist Francis Ward. She is the mother of five children, grandmother of five and great grandmother of eight children. Val Gray Ward is the recipient of numerous awards; most recently she received the Benjamin Banneker Lifetime Achievement Award with her husband, Francis, in the Spoken Word category; the King Arts Complex “Legends & Legacies” Award in Columbus, OH, the DuSable Museum Lifetime Membership Award and the 100 Black Women Award. She has received the keys to the cities of Detroit, Osaka, Japan and Tuskegee, Alabama. She is most proud of the generosity of Ollye B. Shirley, a childhood friend who has given 38 acres to build a museum in her name in her hometown of Mound Bayou, Mississippi. In conjunction with “My Soul is a Witness,” at 2:00 p.m. Sunday, October 25th DuSable Museum of African American History presents “Precious Memories: Strolling 47th Street,” a documentary film written by Francis Ward, which reenacts the days when 47th street was the entertainment hub of Black Chicago. Erin Edmonds Defender Contributing Writer We know that there is a high volume of gun violence involving Black males but less known in the same context is that Black women also face a disproportionate risk of lethal violence. The reasons Black women suffer disproportionately from abuse are complex. Racism and sexism are two of the biggest obstacles that Black women in America face. But, because many Black women and men believe racism is a bigger issue than sexism, racial issues trumps sexism. I disagree since history shows that women have been considered and treated like property since the beginning of time. However, the Black woman’s strong sense of cultural empathy and allegiance to community and race translates into silence, thus, our stories are rarely told. One of the major obstacles is our mistrust in the police or the justice system. As a people, we don’t necessarily feel comfortable turning our men over to the abusive treatment of a racist police state. Somehow we rather endure them than send them where their life will end. We feel the burden of keeping a father for our children no matter the insanity. As women, we hesitate because we don’t trust police who have disdain for us and disrespect us. We do not feel safe calling police officers who may actually harm us instead of helping us. We witness this daily so we choose not to try today to see if white police have changed. All of these are real issues that we have to face and address so sisters are caught between a rock and a hard place. Domestic and intimate partner violence (DV/IPV) is a well-kept secret in our Black communities. On top of that, the church often supports this secrecy and the abuse over divorce. I know God-fearing women who have gone to their minister and shared the spousal abuse they suffer and have been told to pray with them, pray for their husbands, pray for their marriage, pray for their family. We quietly return home and bear the pain. We shun the ridicule, the shame and somehow believe the hype that praying will miraculously make it all go away. the many examples in the Old Testament where danger lurked. One that stands out is the story of David and Goliath. The danger was clear and eminent. So did David pray or did he slay the giant, mind you with the help of God’s Angels? And, when we do speak out or seek help, we too often experience backlash from members of our communities who believe we are revealing our secrets making ourselves look bad in front of white people. A study produced by the Violence Policy Center organization with data from the FBI’s unpublished ‘Supplementary Homicide Report’ reported, that Black women are murdered by men, at a rate more than two and a half times higher than white women. In 2011, the most recent year for which such data is available, Black females were murdered by males at a rate of 2.61 per 100,000 in single victim/single offender incidents. For white women, the rate was 0.99 per 100,000. To understand these numbers, consider first—that the primary risk of violence does not come from strangers. Ninety-four percent of Black women were murdered by someone they knew (a proportion that is equally high for white women). If not strangers, then who are the killers? At least half of the murders were a result of domestic violence.

Among the Black female victims who knew their offenders, 52 percent were wives, common-law wives, ex-wives, or girlfriends. Also, 93 percent of the homicides were intra-racial. And the vast majority of homicides of Black females were not related to any other felony crime. Most often, they were killed in the course of an argument. In cases where the circumstances could be identified, 87 percent were not related to the commission of any other felony. Stats show that gun violence plays a predominant role in homicides among Black women. When the murder weapon could be identified, 51 percent of Black female victims were shot and killed with a gun. Within that group, 82 percent were shot and killed with a handgun. But why? It’s not about possessing a gun. I grew up with guns in our home. My father taught all three of his daughters how to shoot. He never once threatened our mother—his wife, or us with a gun. We understood that it was there for protection.
So we have to examine complex issues like racism and sexism which when added together means Black women become victims more often. And, for Black women, this is a big problem: Black women are almost three times as likely to experience death as a result of DV/IPV than white women. And while Black women only make up 8% of the population, 22% of homicides that result from DV/IPV happen to Black Women and 29% of all victimized women, making it one of the leading causes of death for Black women ages 15 to 35. Statistically, we experience sexual assault and DV/IPV at disproportionate rates and have the highest rates of intra-racial violence against us than any other group. We are also less likely to report or seek help when we are victimized. Why? Access to employment and economic self-sufficiency play an important role. Racism has a disparate impact on Black people, men especially, who have, for the past six decades, consistently been caught up in high unemployment. TheBlack unemployment rate is consistently twice that of whites. In a society that measures “manhood” primarily by one’s ability to provide, being denied access to the means to provide can cause some men to seek power through dominating women. For some men, the venting of anger turns violent and their partners suffer the greatest blows. Black women also face employment disparities,
earning less than Black men and white men and women. This wage disparity limits available options and leaves many women, particularly mothers, feeling trapped in bad relationships where financial needs trump all. Spiritual beliefs and stereotypical views about mental health issues also impact why many Black women remain with abusive partners. Only one in three Black Americans who need mental health treatment actually receive it; because Blacks are more likely to rely on religious guidance and faith-based practices to work through relationship issues. Religious beliefs often discourage divorce, encourage forgiveness and may even condemn the use of psychiatric services in lieu of faith. Black women’s perceptions of what constitutes abuse have been influenced by their harmonization of spiritual and mental health beliefs and how the two have shaped our paradigms. Interestingly enough, research findings state that Black women account ‘feeling more obligated to fight back’ than to report abuse and that is reflected in the disproportionate rates of DV/IPV reported by Black men. When you hear our men describe us they often, state, “She’s a strong woman . . . “ This they state above all else as a qualifier. And, so we attempt to live out the “strong Black woman” stereotype and it has often done more harm than good, to us and those we love. One thing I know for sure is that we cannot afford to sit back and accept a society where Black women face a higher chance of getting killed. Women should be aware of resources that are available to help them escape domestic violence situations. And if churches want to be progressive then they need to point women to other options for help while they pray and forgive. Further, we simply cannot wait any longer before we make changes in our belief systems that put us in harms way. And finally, we need to advocate to pass effective laws to stop our national epidemic of gun violence. Bates Foundation Breast Wellness Center to be a reality

Barbara Bates Foundation knocks it out one year ahead of its committed date. Four years after committing to raise half a million dollars to fund a center where women of color could be afforded a warm, welcoming and beautiful space to receive information and treatment for their breast cancer, The Barbara Bates Foundation has crossed that ‘to do’ off their list a year ahead of time. Those who know Barbara are not surprised because she is an over achiever and excels at all that she does. The “Knocking Out Breast Cancer” Fashion Show at Macy’s this past Saturday drew a standing room only crowd, of more than 500, whose presence helped solidify the fundraising for the Barbara Bates Foundation Breast Wellness Center at Mount Sinai Hospital. Going into the event the Foundation had secured just under $450K. Candy McCrary who attended last year’s event said, “Once they raised the money that they did last year, I knew the foundation would make their commitment this year and they did. What a wonderful way to win!” “Knocking Out Breast Cancer” is

special. While most fashion shows present the slinky mannequin models KOBC showcases survivors of breast cancer and or those currently battling the disease. It’s such a beautiful thing to see the triumphant jubilee expressed through each model’s strut and their sheer joy to be alive mixed with the beautifully designed fashion attire by Barbara Bates. “Bright moments” during the show, are etched in our minds forever such as seeing the Chambers twins, both of whom are survivors - in a warm embrace after having “ripped the runway.” The show-stopping finale brought people up on their feet with the audience cheering for their mothers, aunts, daughters and cousins and even a male survivor who took to the runway because men get breast cancer too. Windy City Live’s Val Warner looked out into the audience and noted that they were quite fashionable themselves. She and WYCC’s Robin Robinson served as co-mistresses of ceremonies for the show. Guests at the standing room only event included Hyatt’s Tyrone Stou-

what they can and cannot do to meet her commitment to Mount Sinai. So she and her committee members led by Toi Salter and Zara Johnson, raised funds on the job, through special fundraising events like the “Walk Where You Live” 5K and by collecting spare change. Team members even worked for tips at local restaurants most notably, Truth Italian Restaurant on Pershing St. “We could not have had a better more committed partner than Barbara”said Karen Teitelbaum, Sinai Health System president and CEO, when she took to the stage on Saturday night. “Sinai has never forgotten its commitment to the community and neither has Barbara.” Asked about plans moving forward, Bates plans to deliver a final check to Mount Sinai Hospital next week and work with them to see the Wellness Center through to completion. “I’m open about what comes next,” she says, but I want to make sure the center is up and running for the community and I want to continue my relationship with Sinai. Bates says she is even considering taking her “fighting with fashion” event on the road but most important she wants to properly celebrate her 30 years in business in 2016.

The “breasts” of an adult man are similar to the breasts of a girl before puberty. In girls, this tissue grows and develops, but in men, it doesn’t. But it is still breast tissue, men can get breast cancer. So when it was announced that movie star Richard Roundtree had been diagnosed with cancer in 1993 we were all stunned. “The doctor told me, ‘You have breast cancer,’” recalls Roundtree, who
played John Shaft in the iconic 1971 film “Shaft.” I heard the cancer part first -it was only later that I heard the breast part. I couldn’t believe it.” Roundtree found the lump while filming a movie in Costa Rica. Fortunately for him, different than most men he did something about it. However, like most men he kept his his diagnosis and treatment for breast cancer, secret. Roundtree kept quiet about his status as a cancer survivor. It didn’t matter that he had beat something that so many women die from. While at a celebrity golf tournament to raise money for a mobile breast cancer diagnostic unit, Roundtree decided to spill the beans. “I just got up and told everybody

MEN CAN GET BREAST CANCER that I was a breast cancer survivor. The room was totally silent,” he says, laughing. “I think it dawned on people that men can be affected by this, too.” Male breast cancer comprises only 1 percent of all breast cancer cases, not a surprising figure, since men’s bodies contain only about 1 percent of the breast tissue found in women. Still it matters. The Male Instinct Men have a tendency not to share their difficulty or challenges so to expect them to talk about breast cancer can be as difficult as it is important. It is documented that men whose female relatives test positive for cancer-causing gene mutations are at higher risk for cancer, but often don’t know it. Family history is important to share, because people with a higher genetic risk for developing breast and other cancers should be more vigilant about breast self exams and getting regular mammograms. The BRCA1 and BRCA2 gene mutations put family members at a higher risk of breast cancer in men and women, in addition to pancreatic and prostate cancer.
The major problem is that breast cancer in men is often diagnosed later than breast cancer in women. This may be because men are less likely to be suspicious of something strange in that area. Also, their small amount of breast tissue is harder to feel, making it harder to catch early enabling tumors to spread more quickly to surrounding tissues. What Are the Symptoms of Breast Cancer in Men? Most male breast cancers are diagnosed when a man discovers a lump on his chest. But unlike women, men tend to delay going to the doctor until they have more severe symptoms, like bleeding from the nipple. At that point the cancer may have already spread.
How Is Breast Cancer Diagnosed and Treated in Men? The same techniques that are used to diagnose breast cancer in women are used in men: physical exams, mammography, and biopsies. Likewise, the same treatments that are used in treating breast cancer in women -- surgery, radiation, chemotherapy, biological therapy, and hormone therapy -- are also used to treat breast cancer in men. The one major difference is that men with breast cancer respond much better to hormone therapy than women do. About 90% of male breast cancers have hormone receptors, meaning that hormone therapy can work in most men to treat the cancer.

You got to be vigilant.” Which Men Are More Likely to Get Breast Cancer? It is rare for a man under age 35 to get breast cancer. The chance of a man getting breast cancer goes up with age. Most breast cancers happen to men between ages 60 and 70. Other risk factors for male breast cancer include: • Breast cancer in a close female relative • History of radiation exposure of the chest • Enlargement of breasts (called gynecomastia) from drug or hormone treatments, or even some infections and poisons • Taking estrogen • A rare genetic condition called Klinefelter’s syndrome • Severe liver disease (called cirrhosis) • Diseases of the testicles such as mumpsorchitis, a testicular injury, or an undescended testicle How Serious Is Breast Cancer in Men? The Power of Parents’ Love: Playing It Forward Mary L. Datcher Senior Staff Writer The power of giving is the most gracious and selfless acts that one can perform. We often feel that participating in charitable causes must come with extended time, donated monies and long winded fundraising but that’s not true. In each of us, lies a philanthropist and this comes with the daily gift of caring. Whether it’s donating coats to your community church or raking the leaves from your elderly neighbor’s front yard—it is the thought that manifest the act. Carrie and Terry Meghie learned another level of giving when they were caring for their ill son, Jackson Chance at Lurie Children’s Hospital over three year ago. Jackson spent most of his young life in the Intensive Natal Unit where his room was transformed into a nursery to create an environment of home and comfort. His parents never left his side and at 10 months old, he died. Their cherished son was no longer with them. Carrie recalls the days she and her husband spent with Jackson. “He was very sick but he was such a happy baby. We had so much joy with him while he was in the hospital. Because we were with him everyday, we turned his hospital room into a nursery. We were so blessed to be there with him everyday,” she said. “While we were there, we realized how many babies were there alone without their families. They didn’t have the support that Jackson was able to have. It quickly became clear that the cost of parking and transportation was a real obstacle for parents and families. We wanted other families to experience that same kind of joy while they are in such a scary situation so we eliminated that burden for them.” So, without hesitation, the Meghies established the Jackson Chance Foundation. The foundation created the NICU Transportation Program to partner with hospitals and alleviate the transportation expenses of all families each and every day their child wasin the NICU. Prior to the NICU Transportation Program, monthly or daily parking passes did not exist, and families did not have access to in and out parking privileges. Most of the families have babies in the neonatal intensive care unit (NICU) and establishing the Jackson Chance Foundation allows them to spend more time with their critically ill baby. 14 Oct. 28 - Nov. 03, 2015 • THE CHICAGO DEFENDER
After Jackson’s death, the foundation was established in 2013 and in order to raise funds to support the program, they decided to host the 1st Annual “Playing it Forward” Ping Pong Ball Tournament at the Hard Rock Hotel. Each year, the fundraiser has become a fun and successful ‘Who’s Who’ of Chicago celebrities and tastemakers coming together to play a competitive game of ping pong with professionals. As a father, Terry put himself in the shoes of other parents going through such a hard and challenging time. “In large part, we recently expanded which opened up our reach. In the beginning, it was me and Carrie, our friends, family and business colleagues to help spearhead this mission. With the help of social media and various media opportunities and community outreach. This foundation is dear and near to us and it’s a small sacrifice in bettering the lives of critically ill children.” Carrie also oversees the operations of Becker Ventures, a multi-million dollar real estate investment company. She is most proud of running the Jackson Chance Foundation and the pouring of support from every part of the country. “The response has been overwhelming. We will hit the $1 million mark after this fundraiser. Our goal was to raise $20,000 the first year,” she said, “Once word got out, the donations and support started pouring in. The emails and calls we received from families who are so thankful and articulate the impact the program has had on them, just make me feel proud to be Jackson’s mom. He inspired this.” This year will be the 3rd Annual, Playing It Forward, Ping Pong Ball Fundraiser, taking place on Thursday, October 29th at the Hard Rock Hotel and it features a virtual auction and celebrity chefs Art Smith and Phil Frost. People are welcome to visit the foundation’s website to sign up for the auction, purchase tickets or make a monetary donation if they are unable to attend. With the Jackson Chance Foundation growing and finding ways to assist other urban area hospitals who have parking challenges, it’s never a challenge for Carrie and Terry Meghie to give when Jackson enters their mind. Never taking for granted the gift of life, the couple has a second son. Carrie reflects on her blessings. “In my mind, I view the foundation as a way of taking care of Jackson’s legacy, like I would have taken care of him if he was still with us today.” www.chicagodefender.com

Dear Cheryl: How will the 2016 election be different from 2012? Dear Cheryl: The last two presidential elections were epic. We elected and re-elected the country’s first African-American president! I’m interested to know how 2016 will be different from the previous presidential elections for African-Americans? Black Debater Dear Black Debater: Election season thus far has been interesting to say the least, but it always is, right?! The Black vote is just as important as it was four years ago, especially since we are increasingly affluent influential and diverse. Based on Nielsen’s recent African-American consumer report, there are many factors I believe can make this election different for African-Americans. Two stand out in particular: The diversity of the Black population and the fact that Blacks are still moving to the south. Let’s start with the diversity of the Black population. People make the mistake of thinking we are a monolithic group. That’s simply not true. From Jamaica, Haiti and Nigeria to the Dominican Republic, Ghana and England the influx of Black immigrants into the United State has more than quadrupled since 1980, reaching a record 3.8 million. One out of 11 Blacks are foreign-born. Yet media coverage of the ever important immigration issue rarely includes the Black immigrant perspective. Foreign-born Black household income is 30% higher than that for U.S. –born Blacks. Fifty-four percent of Black immigrants are U.S. Citizens vs. 47% for all other immigrants, which is a key consideration since citizenship status determines voter eligibility. Seventy-four percent of Black immigrants ages five and older from Caribbean nations are proficient in English. Certain metro areas like Miami (34%), New York (28%) and Washington D.C. (15%) are home to the largest Black immigrant populations. All of this makes immigration a very real and relevant www.chicagodefender.com
dialogue we should be tapped into. As candidates continue campaigning and preparing for debates, they should consider how a diverse Black population with a growing global perspective will impact views on foreign policy. The southern shift of Blacks to the South isn’t new news. But the untold story is that there has been a shift in the top 10 metropolitan areas with the largest percentage penetration of Black households earning incomes over $100,000. Both Detroit and Chicago have been replaced by southern cities. Baton Rouge, La., Columbus, Ga., and Augusta, Ga. and Aiken, S.C. have joined the list of top cities for this income bracket. What does this mean for the upcoming election? A shift in the issues that are important to African-Americans, and a shift in the regions where those issues will be raised. Candidates should be aware of how a growing wealthy Black population in the south will impact party affiliations and how the evolving demography has the potential to shift the balance across some swing states. And as always, they will need to recognize the growing affluence and incomes for campaign funding and support. We’re in for a ride this time around for sure. We shouldn’t just stay tuned to watch how candidates respond to our changing Black community, we should be a part of the conversation. Using our collective power for good, especially during an election season, is always important. So make sure you, your cousins and play brothers and sisters (along with your real ones) and your friends are registered to vote. We can’t simply Tweet about the social injustice issues that are prevalent in our communities and not be a factor in creating change. That’s what voting can do. So stay engaged and active. Syndicated Columnist, (Black Press Syndicate) I was preparing these lemon bars for a taste test with my nieces and nephews when I first heard the new television commercial quoting one of my grandmother’s favorite expressions reminding us to avoid regrets by not take life’s chapters for granted, especially raising a family, when “the days are long, but the time is short.” Long ago, when Granny first gave this advice, it was almost impossible to ever imagine my grey-haired grandmother as a carefree young girl who loved to dance or as a young mom with toddlers. Today, I’m sure my nieces and nephews feel the same way incredulity about their Aunt Donna who was a young mom in California with a lemon tree growing outside her kitchen window, long before she became an avid family cook. When I recall that amazing tree bursting with fresh lemons, I’m filled with regret about the pies, lemon bars and other desserts I now make now with expensive citrus shipped in to my market many days off the tree. Then, I remember another saying my grandmother repeated about choosing to live in the present instead of the past.

Granny always pulled me close to whisper her secret to happiness, which I’m remembering now after purchasing lemons big juicy lemons in the market at almost $1 a piece during my last shopping trip. “Choose what you have…and you’ll always be happy,” Granny reminded her brooding granddaughter with a serene smile. Because I count these bars among my favorite desserts, I’ve spent the past few weeks testing this skillet version for an upcoming cookbook. This rustic, cast-iron version tastes as delicious as my Aunt Ella’s much more elegant “special occasion” lemon dessert bars. When selecting lemons from the ground below the tree or from a supermarket bin, choose heavy fruit with thin skins. I use an old-school press and roll the room temperature lemons on the counter several times before pressing to help them release more juice. Be careful to leave the bitter white skin behind when removing the zest to flavor this recipe.
Skillet Lemon Bars 1 cup all-purpose flour 1/4 cup plus 2 tablespoons confectioners’ sugar 3/4 teaspoon salt 1 stick, plus 2 tablespoons butter, (1 stick, 1 tablespoon melted,) (1 tablespoon softened) 2 large eggs plus 1 egg yolk, at room temperature 2 tablespoons cake flour 3/4 cup granulated sugar 1/4 cup light brown sugar Juice of 2 medium lemons, about 1/4 cup 1/2 teaspoon baking powder Grated lemon zest from half lemon Heat oven to 350 degrees. Stir the flour, 1/4 cup of confectioners’ sugar and 1/4 teaspoon salt in a medium bowl. Stir in the melted butter with a wooden spoon until completely blended, completely blending with your hands if needed. Butter the skillet with the remaining 1 tablespoon of softened butter. Add the dough to the skillet, pressing to cover the bottom of the skillet evenly. Bake on a rack in the middle of the oven until the crust begins to brown, about 17 to 20 minutes. Remove from the oven; place on wire rack while preparing the filling. To prepare the filling, beat the eggs and yolk with a whisk until light and fluffy. Whisk in the cake flour, granulated and brown sugar. Whisk in the lemon juice, baking powder and remaining
1/2 teaspoon of salt. Transfer the filling to the top of the baked crust in the skillet. Add the lemon zest with a zester. Bake on the middle rack until the filling sets and begins to turn golden about 20 minutes. Transfer to a wire rack to cool. Sift the remaining 2 tablespoons of confectioners’ sugar over the top. Cool Completely before cutting into small square or wedges. Makes about 24 small squares.
