Serious concerns of things going on behind the walls of the Cook County jail have been brought to the Defender’s attention. These concerns lay not only with the inmates awaiting release, but those currently being shuffled through the Cook County legal system and the guards as well. Discernment and inside rumblings among African American Cook County Department of Corrections officers are the latest list of complaints at the fortress that sits on 26th and California. As gun violence and drug distribution continues to consume Chicago streets—a high percentage of African Americans make up the inmate admissions. According to a 2011, Loyola University study on Population Dynamics and the Characteristics of Inmates in Cook County jail, African Americans make up 67 percent of the population. This is a high percentage compared to Caucasian inmates 12.7 percent and Hispanics at 20.7 percent. The disparity is obvious, because Cook County jail is the largest correctional facility in the U.S. As it relates to CCDC employees, over the years, at least 50 percent of the CCDC deputies have been African Americans. But this picture has been gradually dwindling in the number of Black applicants being accepted into the Cook County Sheriff Academy for training. The Cook County Corrections Academy has graduated 17 classes in the last 36 months and only an average of four to nine African-American Correctional officers have been hired by the Cook County Sheriff’s Department. With the exception of the January 2013 class, only 14 officers were identified as Black graduates and the highest thus far that have graduated since then. Although approximately 24 African-American female officers were hired in the last 3 years, according to unnamed sources, the women officers are carrying the responsibility of guarding both the female and male inmates while their male counterparts are only guarding the men. What does this mean as a CCDC female officer? This typically alters the playing field on the job with many female minority officers being sexually harassed by male inmates exposing themselves on various occasions. In order to protect the identity of the female officers that have stepped forward, we will refrain from revealing their names.
Alleged Sexual Harassment & Racial Discrimination Overshadows Cook County Jail
According to an incident report filed with the Labor Board by a CCDC officer, while a female officer was on duty on her “tier”, a detainee was standing by his door masturbating through the chuckhole in plain view of her. She ordered the detainee to stop immediately and informed her supervisor that she wanted to press charges on the incident—the inmate was issued an infraction report and remained in his area pending a hearing board decision. Apparently, the incidents have gotten so bad that the Chief Union Steward was notified of these complaints by a fellow CCDC Sheriff. According to an internal memo written in early July 2015, a female sheriff wrote in detail about her colleagues continually being subjected to masturbation and several officers have been touched by these detainees. In the month of June, 2015, there were 17 reports on sexual misconduct. The memo continues to point out that up until July 2015, there have been 35 verbal threats and 12 battery assaults to staff within a 38-day period. In wrapping up, the memo asks the question of what kind of disciplinary action has been taken? And, how can there be stricter penalties for these types of actions? In reaching out to the Cook County Sheriff’s Department spokesperson, Benjamin Breit, his response to these allegations states, “In 2015, there have been approximately 70 claims of inmates exposing themselves to Cook County jail officers. In each case, discipline has been rendered on the inmates and Cook County jail’s internal investigators work with the victims to pursue charges. If the officer decides that he or she wants the inmate charged, we work with the State’s Attorney’s Office to secure indecent exposure charges 100 percent of the time. An excerpt of Section II, under POLICY, second paragraph: CCSO employees shall be informed of this Sheriff’s Order and are required to report any and all alleged incidents of discrimination, harassment/sexual harassment or retaliation. Any CCSO employee with knowledge of alleged discrimination, harassment/ sexual harassment or retaliation against another employee who does not report such knowledge is subject to disciplinary action, up to and including termination of employment. According to the women who brought this to our attention the sexual harassment by male inmates has not been taken seriously by management—a simple disciplinary ticket is written without any serious steps to reprimand the inmate. The women sheriffs that we had an opportunity to interview who came forth with their frustrations have had a slow response from both the CCDC and the Local Teamsters Union 700. Since there have not been any legal filings in addition to the internal complaint, the officers have retained outside counsel to begin a deeper investigation based on these allegations. Chicago attorney, Marnie Willenson has taken on the officer’s concerns and is currently investigating these inquiries before taking any legal action for alleged racial and gender discrimination. “This is still an investigation and this is what our investigation is suggesting. I don’t know them to be facts. This is information that has been shared with us and very disconcerning and it could give rise to legal claims,” Willenson said. Willenson has raised two major concerns furthering her inquiries into the officer’s allegations. The first issue of concern is the working conditions that female officers are subjected to within the CCDC. Willenson said, “The female See Cook County Jail, Page 9

They don’t want to be a news story themselves; they don’t want their career ended early, and it’s having an impact.”

In May of this year, Heather MacDonald, a fellow at the right-wing Manhattan Institute, wrote a Wall Street Journal op-ed piece titled, “The Nationwide Crime Wave,” in which she stated “The nation’s two-decadeslong crime decline may be over.” While introducing the notion of “The Ferguson Effect,” she stated that this alleged increase in crime could be attributed to the protests and rallies following the police killings of Michael Brown in Ferguson and Freddy Gray in Baltimore. She was immediately denounced by dozens of writers and activists. MacDonald’s op-ed drew a direct correlation between the alleged increase in crime in big cities and the reluctance of police in these cities to vigorously pursue their duties in controlling crime because of the protests of groups like Black Lives Matter. Accordingly, she reasoned that these policemen are reluctant to pursue criminals and criminal behavior because they do not want to have their actions recorded and going viral on social media such as YouTube and twitter.

Lives Matter movement as he addressed the International Association of Chiefs of Police or (IACP) this past October 27th. Perhaps the strongest denunciation of these claims is from New York Daily News Columnist, Shaun King, in his October 28th column. “Have you heard of the Ferguson Effect? It’s a popular theory that is spreading like wildfire in law enforcement circles.” “In essence,” he says, “the theory states that police are now so afraid of being filmed by bystanders that they are no longer policing communities as aggressively as they used to.” Further, King states, “Except this is a lie. We have every bit of evidence that police are actually more aggressive and lethal than they’ve ever been.” It is clear that King is correct when he states that “2015 is on pace to have more people killed by police than any year ever measured.” Mr. Byron Hobbs of Southsiders Organized for Unity and Liberation (S.O.U.L.) would immediately agree that this trend is occurring in Chicago; and their demonstration at McCormick Place, the site of the International Association of Chiefs of Police (IACP) conference, was clearly justified. “We have a unique opportunity to take this movement to the next level by direct-
ly confronting an organization that is at the forefront of the criminalization and police killings of Black people in this country - the International Association of Chiefs of Police. Hobbs continues, “According to the IACP, one of their main goals is to ‘encourage adherence of all police officers to high professional standards of performance and conduct.’ We say they have failed miserably at this goal when it comes to policing in Black communities.” The S.O.U.L. demonstration, that they called “I Shocked The Sheriff”, drew nationwide attention to police killings of unarmed Black people and set the mood for the Tuesday speech of President Obama. This demonstration was well attended by hundreds of young people who submitted themselves to arrest in this cause. The groups involved included Black Youth Project 100 (BYP 100), Malcolm X Grassroots Movement, Workers Center for Racial Justice, Ella Baker Center For Human Rights, Organization For Black Struggle, International Socialist Organization (ISO), Chicago Alliance Against Racist and Political Repression and many other groups and individuals. These demonstrators were determined to register their case after Mayor Rahm Emanuel joined “The

How many policemen have been indicted and/or convicted for killing an unarmed Black citizen? Is the mayor suggesting that in the words of columnist Leonard Pitts of the Miami Herald Newspaper, “We Don’t Want to Watch the Police – But We Have To.” Pitts asks “Who watches the watchmen?” “Look” says Pitts, “It is important to be concerned about police morale. But what about the morale of Eric Garner’s family? Or Walter Scott’s? Or Freddie Gray’s? Or Tamir Rice’s? What about the morale of all of the families who daily send sons – and daughters – into unforgiving streets, honestly unsure if the police – their police – will be friends or foes? Is it OK if we spare some concern for them, too?” The Black Lives Matter leaders and others in the S.O.U.L. demonstration have asked Mayor Emanuel when will he admit that “The Ferguson Effect” is a myth and when will he show the same amount of concern for those victims of police brutality and the families of those victims killed by policemen? We can now add “The Ferguson Effect” to the hundreds of other racist myths that have been used to describe, criminalize, and oppress Black people throughout this nation’s history. Barack’s Bucket List To those of you grounded in The Word, you’ll get what I mean when I say, “The sun is always shining, no matter what it looks like. All is well.” So today, the sun is shining behind partially cloudy skies and Chicagoans are taking it all in, like a slow deep inhale, holding on to that last hint of summer’s sun, as we prepare for what’s to come.
However, as we wait, like the “Lion In Winter,” our President is taking to task those ideals he walked into the White House with and is only now after having made some headway to be able to put into action the changes he promised that ultimately won him the initial election. He informed us that it wouldn’t happen overnight, and yet we grew irritable and impatient, some even lost faith. We accused him of many things, the worse of course of not caring about us — “The Race.” Perhaps our lesson may be to embrace the old adage that, ‘“or everything there is a season.” And, as we near the season to be jolly, let us be grateful for the gifts to come after decades where our people have been impacted by the disparity of laws that affect our families, communities and our future. For too long ex-felons returning to their communities have been met by obstacles that prevented them to re-enter society. Too many were subjected to being denied equal opportunity to start their own business, banned from affordable public housing, certain jobs, and obtaining grants to go to college all because of their criminal records.
Facing a public that basically rejected and turned it’s back on them created the inability to support themselves and their families. Therefore, most men and women eventually return to the life of crime that entrapped them, the majority who are people of color

And, everything we do should be designed towards that goal. And, if we do that, crime will go down and stay down.”

The NAACP says African-Americans, are jailed at a rate nearly six times that of whites, accounting for half of the nation’s 2.3 million incarcerated population. This highlights racial disparities in the criminal justice system because Blacks make up about 13 percent of the U.S. population,
So what’s new? Two days ago, President Barack Obama revealed to the world, a series of initiatives to revise the criminal justice system, including greater access to public housing, educational grants, and job training reforms that will help Blacks and other people of color. The President addressed the release program for the currently incarcerated serving time for non-violent crimes like possession of marijuana. “Prison continues to fail to rehabilitate behavior, in fact it often enforces criminal behavior, consequently, twothirds of prisoners will reoffend,” says the NAACP. Obama stressed the importance of providing a bridge from prison to the community, “The problem we’re trying to solve is not to just keep catching people and putting them back in jail. The problem we’re trying to solve is to give people a foundation through which they can become productive, good, self-sufficient law abiding citizens. Imprisonment reduces opportunities for young people to prepare them for life, therefore, it reduces their employable hours. As a result, many ex-felons leave prison without skills expecting to be turned away from potential jobs by employers who dismiss them as potential hires once they learn that the potential hire has a criminal record. Obama announced grants to provide job training for people with criminal records, including a software development program while in Newark, this past Monday, Nov. 2nd. He also unveiled a national clearinghouse to help former inmates expunge or seal records. The harshness of the laws is such that most ex-felons are blocked from public housing, a measure of “one strike and you’re out” convictions that gained popularity under the Clinton administration.
What sense did that make? With no place to go other than a relative’s, spouse or friend’s, where were they to go and for how long? It is difficult to imagine that this recidivist cycle was designed as such for the sole purpose of assuring their return to prison because what’s not addressed here is the privatization of prisons (That will be another discussion) that profit greatly off the backs of the detained. Examining the insensitivity and lack in judgment
and harsh punishment towards the men and women after they have served time, President Obama has issued new guidance for public authorities that clarifies when arrest records can be used to determine eligibility for assisted housing. More than 600,000 inmates are released each year, and about 70 million Americans have a criminal record, which makes it difficult for them to find jobs and housing, the president says. The Department of Housing and Urban Development and the Bureau of Justice Assistance at the Department of Justice have launched an $8.7 million demonstration grant to address homelessness and reduce recidivism among the justice-involved population, according to the White House. The program will explore cost-effective means to help people stuck in the endless criminal justice and homeless service systems, while making new permanent supportive housing available for ex-inmates. Finally, the President said, “It means millions of Americans have difficulty even getting their foot in the door to try to get a job much less actually hang on to that job. That’s bad for not only those individuals; it’s bad for our economy. It’s bad for the communities that desperately need more role models who are gainfully employed. So we’ve got to make sure Americans who’ve paid their debt to society can earn their second chance.” President Obama is working the federal angle but we have our local and state representatives who have been working diligently behind the scenes on our behalf, like State Rep. La Shawn K. Ford, D-Chicago, Chairperson of the Illinois House Restorative Justice Committee, Rep, Mary Flowers, Judge Tim Evans and others. Support them and help them help us. Contact them with specific goals and intentions that will benefit our communities. Remember, be precise, clear and to the point. They’re busy people. My point is, we have to make it happen. The selected honorees will join an exclusive society of 400 professional men who have previously received this distinction. The Men of Excellence reception will be held on February 5, 2016 at the Hyatt Regency Chicago. 1. POLITICS Maze Jackson Defender Political Editor During the darkest hours of Mayor Emanuel’s runoff campaign, he worked hard to downplay the looming property tax hike that many insiders knew was inevitable. Last Wednesday, that inevitability became reality when the Chicago City Council passed Mayor Emanuel’s $588 million tax increase. In addition, the City Council passed a much maligned garbage pick up fee that will cost Chicagoans approximately $9.50 extra monthly. Many assumed the inevitability of that
massive tax increase and the impending voter backlash is what led Emanuel to declare during his 2014 campaign, that this would be his last term. But, in what was an unexpected turnabout, immediately following the passage of the historic tax increase, Emanuel announced that he was planning on running for a 3rd term. Perhaps he was emboldened by passage of the tax increase, maybe he has given up his national aspirations after becoming damaged goods in Chicago’s first ever mayoral runoff. May-

MAYOR PASSES $588 MILLION TAX INCREASE, be it could be the lack of a credible challenger on the horizon. Regardless of the circumstances, Emanuel got his tax increase, and Chicago has its Mayor for the foreseeable future. But according to Danielle Stanley, Research Assistant at the Center for Budget and Tax Accountability, Chicagoans are not in the clear. As previously reported in the Chicago Defender, a significant part of the solution relies on a dysfunctional Springfield that has not been able to solve it’s own budget issues. “In the spring of 2015, the General Assembly passed Senate Bill 777 (Cullerton/Currie), which changes the 2010 law and reduces the City’s required contributions to the police and fire pension funds. If SB77 is not signed into law, the city will need other funding/revenue options,” Stanley said. While Mayor Emanuel and Governor Rauner are known friends and associates, the budgetary crises at the state and local levels have strained the relationship between the two men, with Emanuel calling for Rauner to “Stop name calling and do your job!” To which Rauner rebutted with an offer to send Emanuel some dead frozen fish in a not so veiled reference to Emanuel’s past election antics. Regardless, Emanuel will need Springfield to fix his budget. Assuming the two can get their act together approximately 62% of the tax increase will go to shore up police and fire pensions and 31percent will go to debt service. According to Stanley, “The city is responsible for paying the employer contribution for the Firemen’s Annuity and Benefit Fund of Chicago, the Laborers’ Annuity and Benefit Fund of Chicago (LABF), the Municipal Employees’ Annuity and Benefit Fund of Chicago (MEABF), and the Policemen’s Annuity and Benefit Fund of Chicago. Three of the four city pension funds have a current funded ratio below 50 percent.” She continues, “In 2010, Governor Quinn signed into law PA 96-1495 which created tier II of pension benefits for public employees hired after January 1, 2011. The legislation also

created a new funding plan for police and fire funds, which required the City to begin putting more money in those funds starting in FY2015. The total amount the City should have budgeted to contribute to all four pension funds for FY2015 was $1.1 billion. However, the City only budgeted for $557 million.“ So the question remains, how will Chicagoans respond to such a large tax increase, when the funding goes to pay old bills with limited new services. Stanley says the taxes and fees collected would, “bring an additional $125.3 million in revenue for the Corporate Fund Tax (city’s general operating fund).” According to an Emanuel press release, that will provide: • 27,000 youth afterschool opportunities • 25,000 summer job opportunities • 5,500 pre-school slots • Open 15 new early learning centers at Chicago Public Library Branches • Transform 5 CPS-School-Based Clinics into Health Clinics serving 3,000 patients annually per site • Repaving roads • Expand free breast health services and mammography screenings to more uninsured women • Expand primary health care services to low income individuals living with HIV/AIDS • Improvements to sewer and water • Moving police officers from the desk to walk the beat • Expand city services by adding 5 more baiting crews and 10 additional tree trimming crews to eliminate the backlog • Affordable housing for senior-citizens and transit for accessibility And while the Mayor’s office touts the benefits of the budget, Stanley warns of the negative impacts to the
Black community. “A property tax hike will have a negative impact by raising the tax bills for homeowners and, most likely, landlords will shift the cost to renters.” “Senior citizens who are living on a fixed income most likely cannot handle the pressure of additional bills. Working black families who have not received a raise in years are expected to handle the financial burden of annually increasing taxes, garbage fees, and taxi or ride sharing fees on top of their household expenses,” she continues. But she also shared the impacts that Mayor Emanuel hopes will benefit the Black community directly, including, “afterschool opportunities and wrap around services for youth.” “Mayor Emanuel is restoring 5,500 pre-school slots that Governor Rauner slashed from the Child Care Assistance Program (CCAP) last summer.” She also says in the current budget, “Emanuel will also move more police officers to the beat from the desks which means safer streets essentially. Communities plagued with gun violence should receive a stronger police presence in impacted neighborhoods. New officers to the beat, (but those) officers should receive sensitivity and cultural training beforehand.” Regardless, Emanuel and the City Council have done the heavy lifting that they hope will get Chicago on the proper fiscal course. “Four years ago we began charting a new course for Chicago’s future, and with today’s vote, we took a big step toward finally finishing the job,” said Mayor Emanuel. “I want to thank the members of the Council who voted to take decisive and determined action to right our financial ship and put progress ahead of politics. We have a lot more work to do and I look forward to continuing working together to create jobs and ensure the economic opportunities reach every neighborhood of Chicago.” Chicagoans will have 3 ½ years to decide if we are headed in the right direction or if we should change course. correctional officers are expected to work everywhere with the male inmates. But the male correctional officers do not work in the unit where the females are housed. There’s already an insufficient number of female officers so the end result is mandated overtime for the female correctional officers disproportionately.” Working mandated overtime is when an employee is forced to work overtime hours. And though federal overtime law under the FSLA does not prohibit employers from forcing employees to work mandatory overtime, still “It’s very disruptive to their personal lives,” says Willenson. In addition, to the mandated overtime, the complaints of sexual harassment/sexual assault by inmates is still high on the list of priorities to address. “When there’s actual contact made by the male prisoners and there’s inadequate steps taken by management in the facility to do something about that. The response is totally inadequate and what our investigation shows the women are being told that on more than one occasion – that it’s ‘simply part of the job’.” Just recently, Chicago Defender acquired a copy of the FOIA report from the Cook County Sheriff’s Of-
fice, requesting the number of African Americans hired from 2013-2015. As of August 2015, a total of 153 reported CCDC officers were hired and listed their race on the FOIA as “Black”. There were some obvious discrepancies on this listing, showing close to 30 white and Hispanic Correctional Officer Recruits. Cook County Board Commissioner Robert Steele (2nd) District sits on the Criminal Justice Committee and feels that there is a serious disconnect in hiring practices of the Merit Board who works along with the Sheriff’s office. “You can’t get a class of people that qualify to look like the people that they are serving? Something is wrong with that – very wrong with that. I’m certainly interested in finding out why we can’t get people to pass the entrance test,” Steele said. “Is there a word on the test that they’re not saying when they go into the interviews? Here’s what we’re hearing most of the time--’It’s because they didn’t pass the psychological test’.” In response to how many African-American officers were hired in the last three years, Cook County Sheriff’s Office did not give us a breakdown. Instead, they offered us an overall percentage of how many Black officers

were employed out of 4,000 CCDC employees—43.15 percent and 42.2 percent are high ranking officers (sergeants, lieutenants, commanders) out of 322. However, the question remains—how many of these officers employed within the Cook County’s Department of Corrections have 10 years or more under their belt? With older officers gradually retiring from the Sheriff’s Department, the concern is the lack of diversity in the Sheriff’s Department recruitment campaign. Although the hiring culture of the CCDC over several decades has been to employ family members in the work-
place, it is not wavering against its stronghold tradition. The problem lies within the imbalance bias on job recruitment. The Cook County Sheriff’s Department assures their participation in local job fairs and the CCDC website as a way to get information on job postings to the public. But their lack of reaching out to the Black community is becoming increasingly obvious when we noticed a recent job posting on patch.com for the Beverly-Mt. Greenwood community. In response to the complaints filed by the Black female officers, we reached out to Cook County Board Commissioner Stanley Moore, the Chair for the Law Enforcement Committee and he was unavailable for comment. However, his office has released this statement. “If there is any allegations of racial discriminations across the county, he is opposed to any discrimination. As Chair of the Law Enforcement Committee for the Cook County Board, he will be paying close attention to any forms of discrimination but he hasn’t heard of any racial discrimination across the county,” said his spokesperson Joel Isidore. With this most recent statement released from Commissioner Moore’s office, he was one of the few public officials that met with the female
correctional officers regarding these concerns. Although it was a tough decision to come forward with so much at stake—job employment, families and years of hard work earning a fair living. The difference between the jobs of the Cook County Department of Corrections officers and the Cook County Board of Commissioners is that one position holds a constitutional office and the other doesn’t but both work for the County. These officers are also taxpayers, constituents and potential registered voters. Risking backlash by standing on moral grounds of fairness, safety and equal opportunities for career advancement should not be swept under the rug. An investigation into these concerns raised by the officers should not only be left to an outside counsel but also by people in office to shine light on the non-transparency that politics have played in alleged racial and gender discrimination in the workplace. Not feeling confident in how these issues, one officer said, “Recently, an attorney came to the CCDC roll call and said it was a waste of time to complaint to file charges,” Feeling disappointed she continues, “Dart has lost control of the jail and has become a politician.”

Festival curator Marguerite Horberg, Founder and Executive Director of HotHouse, says, “Last year we rolled out the first HotHouse Old and New Dreams Festival as a statement announcing HotHouses’s return and we wanted to do it with a bang! So we brought in some heavy hitters like David Murray who hadn’t been to Chicago in 16 years, and headliner jazz great Pharaoh Sanders. This year we have another great line up.” So this year’s two-day HotHouse Old and New Dreams Festival will provide a mélange of talent complete with unusual musical pairings and long-overdue popular jazz appearances. Since breaking out on the music scene with his first platinum hit singles, “Separated” and “My First Love”— he has been on a non-stop journey having released seven albums in the last 15 years. I try to write from what I see.” With the anticipation of a new album on MO-B Entertainment being distributed through Capitol Music Group, he is preparing to hit the road and introduce followers to his new music. “I’m always trying to have a great release for people that really support R&B. R&B music isn’t dead, we need to tweak it a little bit and make the focus for people that buy music. We chastise our kids all the time about being disrespectful but then we listen to music as parents that is disrespectful. Then when the kids act up in school,
now what?” As a father, Avant applies the same philosophy into parenthood when making music. “I explain to my 12-year old son, ‘This is how you treat a woman, this is how you do this thing.’ What the younger generation is missing, they are missing the people that helped us grow as people—Michael Jackson, Luther Vandross and Babyface,” he said, “They made us who we are in our generation. But now, it’s a lot of ‘b***h’ and ‘hoe’ in this song or that one, and we’re supporting and buying this. I understand the popularity but also we need to define the happy balance of music.” Upon the CD release of VIII, he’s been between promoting new music and performing in various markets to build awareness. Since most of the independent record stores are far and few, he’s had to take a different direction making his music accessible to fans. He said, “To have people still look for your music, that’s very important to me. I need people to press the button and download. What’s really happening now, stores like Target and Best Buy are not holding enough product to move anymore. We only have about 2,000 CDs that they are holding for us, in the previous years, we’ve had thousands of units. Now, I need fans to go online and download the record.” Avant is now in the lane of younger artists looking up to him and emulating his sound and influence. Many of the singers that influenced him during his growth are no longer around but the music he’s created still remains relevant and timeless. “It’s still good music out here. Former African American U.S. Rep. Gus Savage was a newspaper publisher before trailblazing the way for other African-Americans in politics. And though his political career was marred by controversy he still made a difference in the lives of Black people. The Congressman died Saturday after celebrating his 90th birthday, Friday, October 30th.
The former Democratic congressman celebrated with family and friends, then retired for bed. Saturday morning he was found unresponsive at his son’s home in Olympia Fields. Congressman Savage represented Illinois’ 2nd Congressional District, from 1981 to 1993. One of the most politically tortured
and corrupt boundaries in the nation; the 2nd Congressional district included Chicago’s South Side and south suburbs. Like many self-made men Augustus “Gus” Savage was born impoverished in Detroit but moved with his family at age five to Chicago. He attended city public schools and entered the Army in 1943. The segregation of the armed forces during that time further fueled his militant approach to ending racial inequality. His hunger to advance his life from the poverty he grew up in drove him to strive for a better life, and to champion the voice of minorities and the disadvantaged. He attended Chicago-Kent College of Law and Roosevelt University. After his tour in the military, Savage chose to pursue a career in journalism and served as editor and publisher of the Citizen Newspapers chain. He used the newspapers to advocate civil rights. Taking the lead of Ebony-Jet and The Chicago Defender he printed pictures of the body of Emmett Till,

a 14-year-old African-American from Chicago who was killed in Mississippi for allegedly whistling at a white woman. Through his newspaper he pointed out his views that then-Mayor Richard J. Daley was repressing Blacks, and spoke out about the city’s white power structure that controlled the city according to his perspective. When Savage won his bid for Congress in 1980, joining Harold Washington and Cardiss Collins they made history. It was the first time three African-American lawmakers represented Chicago symbolizing the growing political influence of Blacks in the city later proved by the election of Harold Washington as Chicago’s first Black Mayor. During his tenure, Savage became more controversial. He frequently spoke out against Republican President Ronald Reagan and U.S. support for Israel. He decried “the powerful Zionist lobby” as he supported increased rights for Palestine. He accused his political opponents of being financed by “racist Jews.”
Because Savage was unapologetically Black he was on the radar so he was carefully observed and scrutinized under the microscope. In 1992 he was defeated in the Democratic primary amid accusations he made improper sexual advances to a female Peace Corps volunteer during a trip to Africa. Augustus “Gus” Savage, was committed to the betterment of African Americans and was a civil rights activist who spent six tumultuous terms in Congress from the South Side before a scandal unfortunately ended his political career. He was succeeded by Mel Reynolds who also lost the seat to scandal and was convicted of bank fraud and criminal sexual abuse. Reynolds’ successor was Jesse Jackson Jr., who in June 2015, completed serving a prison sentence for corruption. Savage is survived by his son Thomas, his daughter, Dr. Emma Savage-Davis, and three grandchildren: the Rev. Thomas Savage Jr., Chyealla McBride and Alexandria Davis.

Strokes Are No Joke Eleana Elan
Defender Contributing Writer A stroke is one of the diseases that Blacks have a propensity for and is the number three killer in the United States, affecting almost 800,000 people each year, according to the National Stroke Association. Strokes occur in two ways, either when blood flow to the brain is interrupted (an ischemic stroke) or when a blood vessel in the brain leaks or bursts (a hemorrhagic stroke). For 144,000 people each year, the result is death. Hundreds of thousands of others are left with long-term disabilities. So bottom line, suffering a stroke is no joke. The prevalence of stroke in Blacks is about twice that of whites and is more than twice as high in individuals with fewer than 12 years of education, compared to college graduates. Further, stroke risks in people newly diagnosed with type 2 diabetes is double that of the general population, according to various studies. Both uncontrollable and controllable risk factors impact who is prone to strokes and who isn’t, such as genetics, age and race. You may consider familiarizing yourself with factors that contribute to strokes. To begin we have to look at our diets. Foods associated with heart attacks, including red meat and anything fried, can also raise your risk of a stroke. Recently the ASA International Stroke Conference presented findings that post-menopausal women who consumed high-fat diets had 40 percent more incidences of ischemic stroke than low-fat eaters. Processed foods like pastries and crackers were high on the list. The group of women who consumed seven grams of trans fat each day had 30 percent more stroke incidents than those who ate one gram. Choose a Mediterranean-inspired diet, which can lower stroke risk. That means lots of vegetables, whole grains, fish, olive oil, nuts and seeds, and very little red meat and sweets. Another consideration is gender and relationship status. Men would do well to marry if they’d like to cut their chances of a fatal stroke. One stipulation, the marriage has to be a happy one. Men who reported dissatisfying marriages were just as likely as single men to die from a stroke. Another factor is from your emotional state. Being happy is good for your cardiovascular system. Researchers at the University of Texas, Medical Branch in Galveston,
reported in 2001, that among older individuals, positive moods and attitudes protected against strokes. Even incremental increases in happiness helped: For every step up on the researchers’ happiness scale, male participants stroke risk dropped 41 percent. Women’s risk dropped 18 percent per happiness unit. The researchers speculate that happy people are more likely to get medical care, exercise and stay healthy—all protective factors against having a stroke. Obesity is another major contributor to strokes. More weight means higher risk factors according to researchers from the University of Minnesota. In a study presented at a International Stroke Conference, researchers followed more than 13,000 Americans for 19 years and found that the risk of stroke in people with the highest body mass index (BMI) was 1.43 to 2.12 times higher than in those with the lowest body mass index. (BMI is calculated with a person’s height and weight and is considered an indicator of body fatness.) Some stroke risk factors are worsened by obesity such as high blood pressure and diabetes, according to the data collected. Smoking is another risk factor, fortunately, quitting can decrease the risk, even for heavy smokers. One 1988 study found that former smokers had the same rate of stroke as nonsmokers five years after snuffing their last cigarette. Not every risk factor is under your control. Black Americans and females are at a disadvantage when it comes to stroke. Researchers report that Blacks are twice as likely as whites to have a stroke, and women aged 35 to 64 are almost three times as likely to have a stroke as men of the same age. Reasons may be that Blacks have higher rates of high blood pressure and diabetes, and women in midlife carry more abdominal fat than men, all risk factors for stroke. Imagine the swath of stroke-prone states across the Southeastern United States –– have long been known as the “Stroke Belt.” But recent research suggests that just being born and spending your childhood in one of these states raises your risk for stroke, even if you move away later. In 2009, Harvard public health professor Maria Glymour and colleagues reported that Blacks born in the Stroke Belt increased their risk of stroke by 22 percent. For whites, the number was 30 percent. Part of the reason may be due to risk factors like poor diet, smoking and obesity, which may start earlier in southern states.

Granny, my wonderful, generous grandmother, who stirred my long-standing passion about cooking so deeply that writing about family recipes be-came my career, was a snob when it came to country versus city cooking. Yes, my grandmother was an ingredient snob. “Creole is city fare; Cajun is country,” I heard her say with an edge in her voice after Paul Pru-dhomme’s Cajun restaurant opened in New Orleans, a year before she died And Granny was quick to correct me the first time

I pointed to a jar of molasses in the market. “We use a more refined cane syrup,” she said, pointing it out later in Mobile, when she sifted through her pantry to illustrate her sugar cane choice with a clear product labeled, “Steen’s” and “made in Louisi-ana.” My sisters and I were in high school when Granny made what we have referred to ever since as a “Missouri compromise.” During that visit, she so appreciated the rich flavor of our next door neighbor’s backdoor dessert delivered during a Midwestern winter, that Granny added the neighbor’s thin cake of skillet gingerbread to our family’s regular repertoire, referring to the delicious dessert made with molasses, as a “rustic pioneer recipe.”
Pioneer Gingersnap Bread 1 1/2 sticks butter 3/4 cup granulated sugar 1 egg 1/4 cup unsulfured molasses 1 teaspoon freshly grated ginger root 1 teaspoon each ground: ginger, cinnamon 1/2 teaspoon ground allspice 1/4 teaspoon each, ground: nutmeg, mace 1 teaspoon baking soda 1/2 teaspoon baking powder 2 cups flour 2 tablespoons confectioners’ or coarse white sugar, optional Heat oven to 375 degrees. Cream the butter and sugar together with a mixer on medium speed until light and fluffy. Add the egg and beat until well mixed, then add the molasses and grated fresh ginger, mixing well. Set aside. In a small bowl, stir together 1/4 cup of the flour, the ground ginger, cinnamon, allspice, nutmeg, and mace. Stir in the baking soda, baking powder and salt. With the mixer on medium speed, slowly add the flour/spice mixture to the butter mixture, blending just until combined. Gently add the remaining 1 1/4 cup of flour by spoonfuls blending just until combined. Press the thick batter into the a 10-inch skillet that has been lined with foil (overlapping on the sides to allow easy removal) and brushed with butter. Bake until golden, about 30 minutes.
(Begin checking after 25 minutes and lightly cover the top with foil when it reaches the color you prefer.) Transfer the baked Ginger Snap Bread in the skillet to a wire rack to cool about 10 minutes. Gen-tly pull up the overlapping foil to remove the round from the skillet. If needed, use a spatula to remove the round from the bottom of the bread. Dust with sugar, if desired. Serve warm or cool, cut into wedges. Serve plain or with a small scoop of ice cream. Makes up to 20 servings.
