City Prepares After Laquan McDonald Video
Alvarez acknowledged would still be going on had it not been for the judge’s order to release the video. She said that to help quell violent public protests after the video is viewed, she wanted to announce the first-degree murder charges first. She said she had decided to press the charges earlier, but was holding the action until federal investigations into the incident could also be completed. In short, the judge’s order to release the video caused the city and the Cook County State’s Attorneys office to throw Van Dyke under the bus – which some think should have happened a long time ago – and to try cover their own responsibilities in explaining why actions against McDonald had not been taken before now in the 13-month old case. On Monday and Tuesday, Mayor Emanuel held emergency meetings with community leaders, ministers and activists to urge them to help control their constituents in the wake of the video’s release, when public protests are sure to come. The mayor wants these community leaders to help ensure those protests are peaceful. Some met with Emanuel and some didn’t, in what was described as a “tense, contentious meeting.” A common theme seemed to be that the mayor has generally been unresponsive to concerns of the Black community – including a request in October by the City Council Black Caucus that he fire police Supt. Garry McCarthy – until Emanuel needs the community’s help in addressing a crisis such as this, or when he needed Black votes to win his run-off election.

Before Thanksgiving, the world witnessed the dashcam video of Black teen 17-year-old Laquan McDonald being brutally murdered by White Chicago police officer Jason Van Dyke. McDonald was shot 16 times over a 14-second period, mostly while he lay helpless on the ground, by officer Van Dyke, who had been on the scene for less than 30 seconds before he opened fire on McDonald and was the only policeman to shoot at the teen. That is according to Cook County State’s Attorney Anita Alvarez, who spoke at a press conference on Tuesday, November 24 to explain why Van Dyke was suddenly charged with the first-degree murder of McDonald. The charges came just a day before the deadline a Cook County judge set for the dashcam video to be released to the public and after more than a year of what Alvarez called “complex” official investigations into the shooting, which happened in October 2014. At the press conference, Alvarez said Van Dyke began shooting within six seconds after exiting his squad car and that McDonald spent at least 13 seconds on the ground being shot. She added that Van Dyke was the only one of five to eight officers on the scene to discharge his weapon and that other officers stopped him as he began to reload his Smith & Wesson 9 mm semi-automatic handgun after all the initial rounds had been fired. The family’s attorneys, Jeff Neslund and Michael Robbins, wrote in a letter to the Corporation Counsel that, “This case will undoubtedly bring a microscope of national attention to the shooting itself, as well as the city’s pattern, practice and procedures in rubber-stamping fatal police shootings of African Americans as ‘justified.’ This particular shooting can be fairly characterized as a gratuitous execution as well as a hate crime.” Because of the video’s graphic nature, Chicago Mayor Rahm Emanuel fought against its release since the murder, even though the evidence of Van Dyke’s guilt was so egregious that the city awarded McDonald’s family $5 million even before they filed a lawsuit. Yet the evidence was apparently not damning enough for Van Dyke to be assigned to a paid police desk job during the investigation, which

Like other teens growing up in the bowels of the inner city, Laquan McDonald had seen more than his fair share of the uncertainties of life, all at the tender age of 17. Coming from an abusive home, he was taken from his mother twice, shuffled through DCFS and placed in foster homes several times, according to sources. There he would endure further betrayal and abuse by the hands of those who had been selected by the state and entrusted with his care. The sacred parent-child bond that establishes the foundation that Laquan needed for protection and a sense of security was broken amidst further allegations of abuse and sexual misconduct while in the foster homes. POLITICS Robert Starks Defender Contributing Writer On August 9, 2014 at 12 noon in Ferguson, Missouri, 18-year-old unarmed Black teen Michael Brown was shot dead by White police officer Darren Wilson. The shooting set off months of demonstrations and protests in Ferguson that intensified after a grand jury exonerated the policeman officer on all charges. The vast majority of demonstrators and protesters were Black millennials who defied the police in the streets of Ferguson where Michael Brown was shot down. In the subsequent months, these young people expressed their outrage at the repeated shooting of other unarmed Blacks across the country and the continual justification of these killings by prosecutors and grand juries. They made note of the fact that this pattern was not a new one. In fact, the major reason for their outrage was their understanding that this was a longstanding systematic pattern of absolute disregard for Black lives. Thus, the Black Lives Matter Movement was born! Young protesters like Black Lives Matter co-creator Alicia Garza began to organize nationally and attracted followers in almost every state. The bourgeoning group was joined by other Black millennials who had similar organizations that shared some of the same concerns: police shootings of unarmed Blacks; Blacks dying while in police custody; mass incarceration of Black men and women; Black unemployment; poor education; income inequality; and stifling and systemic racism. These concerns are currently shared by Black college students across the country. And now, again in the state of Missouri, a spark of university protests has set off a national college and university revolt by Black students.
Victory At University Of Missouri Only a year after the killing of Michael Brown, graduate students at the University of Missouri staged a series of Racism Lives Here rallies throughout September 2015 because of continual racial slurs they experienced and the unresponsiveness of the campus administrators to do anything about it. Last month, a group of demonstrators seeking Missouri University system president Tim Wolfe’s attention interrupted the homecoming parade. Police reportedly threatened them with pepper spray and Wolfe declined to get out of his car to speak with the students. Many considered that proof of his unwillingness to hear their concerns. Wolfe later apologized, but the damage was done.
Today And Yesterday, Black College Students Fight For Equality
Protests and rallies continued while all the Black student organizations and alumni groups, including the Concerned Student 1950 and the Legion of Black Students, joined together in a combined effort. In early November, the Black Lives Matter Movement spirit appeared and graduate student Jonathan Butler started his hunger strike. He pledged to refrain from eating until he died or Wolfe was removed. Still, there was no real movement on the part of President Wolfe and/or the school’s administration. Two days later, after Butler’s hunger strike and the student protests were broadcast nationwide, faculty members joined students in walkouts and sit-ins. Then, on November 7 and 8, Black football players and their coaches announced that they would not practice or play unless and until Wolfe resigned. This announcement threatened the cancellation of the November 14 football game against Brigham Young University and that was the economic straw that broke the camel’s back. Following the football boycott announcement, on November 9, after a flurry of meetings between the governor’s office, the university system’s governing board and campus administrators, Wolfe resigned effective immediately. Chancellor R. Bowen Loftin, who led the university system’s main campus and reported to Wolfe, also resigned his post but negotiated to stay on at the school in a research role. professor and associate dean, was appointed interim vice chancellor for inclusion, diversity and equity. While the Board of Curators (the system’s governing board) made some concessions, the climate of racism on the campus and in the surrounding area itself saw little change. Almost immediately, a White racist posted an online threat to “shoot every Black person I see.” Hunter M. Park, a White, 19-year-old sophomore at the Missouri University of Science and Technology, was arrested and charged with making terrorist threats for the post. Campus and city police put Black students, faculty and Black residents near the school on alert. After classes were cancelled because of the threat, the university realized it had to move quickly to meet some of the demands of the Black students and faculty. The USA Today newspaper reported on November 20 that a total of 13 groups – mostly consisting of graduate students – attended a two-hour meeting with the Board of Curators. Their specific demands ranged from increasing minority student retention to providing child care services, but the most common demand was for “shared governance” with the Board of Curators.”
Intersectional Black Power The significance of the University of Missouri protests is that it has brought together the Black Lives Matter demands with the overall demands of students on college campuses and high schools across the country. This means that Black millennials
have come together to form a united front to fight against racism in all of its aspects: police brutality, income inequality, teaching Black history in classrooms, adding more Black faculty at every level from elementary school to the college and university classrooms, and eradicating classism, which is the foundation of income and social inequality. These demands and this coalition of millennials harkens back to the 1960s and 1970s, when Black students were in the vanguard of social change in this country. Historian and revolutionary C.L.R. James called this merger of race and class essentially two sides of the same coin, and labeled it “Intersectional Black Power.” He constantly preached the gospel of the connection between racism and capitalism and emphasized that one cannot be eradicated without the eradication of the other. Civil rights fighters of the 1960s, like Stokely Carmichael, made Intersectional Black Power the mantra of their movement. Before his untimely demise, Dr. Martin Luther King, Jr. was planning a Poor People’s March in recognition of the intersectional relationship between race and class. During the 1960s, protests erupted on college campuses as students demanded an end to the Viet Nam War as well as an end to racism.
Students Join Forces Nationwide Today’s students are raising the same concerns nationwide, two weeks after the University of Missouri protests. Hundreds of students and faculty at the University of Nebraska at
Lincoln held a Black Lives Matter rally to protest racial injustice and police brutality. At Lewis and Clark College in Portland, Oregon, a Black student was allegedly assaulted in a reported race-based attack, after students and a Black Lives Matter contingent marched on the Oregon state capitol last week demanding that the Mississippi Confederate flag displayed in an adjacent park be taken down immediately. In addition, they demanded the hiring of Black faculty and an end to racist harassment of Black students. Students at Mount Holyoke College in South Hadley, Massachusetts last Wednesday at noon interrupted classes and announced that they were “leaving to participate in a national walkout in solidarity with students at Mizzou who have been facing racism on their campus,” according to USA Today. Black Students for Revolution at the University of Illinois at Urbana-Champaign also rallied in solidarity with the University of Missouri students. They, too, called for an end to the racism at their university and an increase in the number of Black faculty. The Rock Chalk Invisible Hawk group and the Black Student Union at the University of Kansas at Lawrence took over the stage of a town hall meeting on diversity to issue demands that included more diversity and an end to racism on the campus. Similar rallies of support were held at Ithaca College in New York, Smith College in Massachusetts, Yale, UCLA, and at Harvard after White students there defaced photographs of Black faculty members. Writing in the magazine In These Times, Ethan Corey quotes Alicia Garza, co-founder of Black Lives Matter, and Kendall Fells, organizing director of Fight4$15, as saying, “We’re fighting back against anti-Black racism, but we’re also fighting for dignity and equality for all persons.” Corey believes that this generation of civil rights fighters are now “connecting the dots between the ‘identity politics’ of Black Lives Matter and class politics.” Most observers believe that this is indeed the case and that this phase of the Black struggle in this country is about to move forward in high gear. University of Missouri Alumni Jana Williams, from the Class of 2001, mentioned that while she experienced overt racism on campus, she also witnessed some in the areas surrounding the university. Williams said, “I am happy that the students at Mizzou and the students around the nation are now coming together to stand united in the fight to end racism as my parents did in the ’60s and ’70s while they were in college.” The mantra of Black alumni of the university is, “Mizzou, we know you; this is nothing new!” www.chicagodefender.com

Reflections On Laquan McDonald The United States is riddled with contradictions accepted as the norm by its citizens. Clearly from the beginning this was true. Imagine a country built upon the principle of freedom for all men and whose motto is, “In God We Trust.” The Declaration justified the independence of the United States by listing colonial grievances against England’s King George III and by asserting certain natural and legal rights, including a right of revolution. Abraham Lincoln made it the centerpiece of his rhetoric (in the Gettysburg Address of 1863) and his policies. Since then, it has become a well-known statement on human rights, particularly its second sentence: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with
certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.” It has been called “one of the bestknown sentences in the English language,” containing “the most potent and consequential words in American history.” The passage came to represent a moral standard to which the United States should strive. This view was notably promoted by Lincoln, who considered the Declaration of Independence to be the foundation of his political philosophy and argued that the Declaration is a statement of principles through which the United States Constitution should be interpreted. Exactly 152 years ago on November 19, Abraham Lincoln praised “government of the people, by the people, for the people.” These are samples of all that is wonderful about the United States (in theory). However, as people of African descent brought over to America in chains as slaves, we would be remiss if we were to forget our beginnings here.
The Black Contribution We would be empowered if we were knowledgeable of our history before we came as slaves. It would reveal that we came before Columbus as free people and that Africans made major contributions to the world. It would reveal Africa’s advanced knowledge in mathematics, astronomy, art, agriculture, architecture, medicine, navigation, and the arts. It would also construct a frame of reference from which we can surmise history’s interpretation influenced by race that suppresses the Black view and undermines any truth of who and what Blacks have done to advance from slavery to building America.
The real facts would have us proud to be Black, grounded in our history and steeped with triumph against obstacles that most have not been able to conquer. This has come to the fore with our youth who now proclaim, “Black Lives Matter,” much like my generation hailed “Black Power.” Still, we are faced with the racism that oppresses our freedom and allows those hired to protect and serve the people to act as predators who hunt and kill us. Unfortunately, the police have become symbolic of racial domestic terrorists.
In that context, the Declaration of Independence never meant to include us and, in fact, we were listed as threefifths a person. The continued thinking of Blacks as less than human and non-deserving of humanity is demonstrated throughout history and has become more prominent with the development of modern technology. However, understand that this is not new; it has always been going on. Police (not all, but some) have always abused their authority and have as agents of the law gotten away with it. Only since the onslaught of smart phone videos capturing the murders of Blacks by White police officers has what we have been saying for decades been heard and recognized as fact.

After a year of investigation, Cook County Circuit Court Judge Franklin Valderrama ruled that police must release dashcam video showing the death of 17-year-old old McDonald, who was shot 16 times by Van Dyke in October 2014.

The judge not only ordered the video released, but also denied a motion from the city to appeal the decision, which all but assured it would happen. The video shows the officer shooting McDonald for about 13 seconds as he lay on the ground. On Tuesday, Jason Van Dyke, the officer who shot McDonald, was charged with first-degree murder. The release of the video was politically complicated, but legally simple. Consequently, Mayor Rahm Emanuel found himself between a rock and a hard place. He had supported the Chicago Police Department’s claim that the release of the video might compromise an ongoing investigation. However, last week, the Mayor’s Office released a statement suggesting Emanuel’s struggle regarding the video’s release. “Police officers are entrusted to uphold the law, and to provide safety to our residents,” the Mayor said. “In this case, unfortunately, it appears an officer violated that trust at every level.” Politically, it’s complicated and, in fact, the mayor’s statement could strain his relations with law enforcement. Legally, it was a simple decision – public information is supposed to be public. We’ve heard the story: Police say McDonald had PCP in his system when he died and was refusing police commands to drop a 4-inch knife. And the usual, “the officer feared for his life,” therefore he shot and killed Laquan McDonald. The story doesn’t bother to explain why Van Dyke fired 16 bullets into the victim, and apparently, Van Dyke was never asked.
The fellow officers who were present did nothing to stop him until Van Dyke began reloading his gun and further, they corroborated his accounting. They all did so comfortably. Why? I would conclude, because it was business as usual. They followed Code Blue and whether or not they agreed with what had gone down, they would protect their fellow officer. For that they should also be charged as accomplices, as well as with aiding and abetting a criminal. In addition, they may be the same four to five officers who unlawfully entered the Burger King near the location of the incident and demanded to see the video the restaurant’s cameras may have captured of the fatal shooting. The Burger King District Manager, Jay Darshane, gave his password to the equipment and the officers proceeded to view the video. They then deleted 86 minutes of what we can only assume was incriminating evidence. Viewing the dashcam video, it’s clear that Van Dyke went with the intention to kill the suspect. We can see McDonald walking fast in the middle of the street holding something in his right hand. Van Dyke pulls up, gets out of the car and BAM! shoots McDonald and down he falls to the ground. Then you see Laquan McDonald’s body respond over and over to the bullets riddling his body. Laquan never threatened Van Dyke or any of the officers. He was, in fact, running from them. All those directly involved need to be called to task and held accountable, especially the police who stood by and witnessed the shooting. Chicago Police Supt. Garry McCarthy and Cook County State’s Attorney Anita Alvarez also have to accept some responsibility in not bringing Van Dyke up on charges sooner. It’s a total disregard to the law across the board and an affront to the Black community. And as much as I hate to say it, the police have the nerve to ask for peace in the protests against the video – this coming from those who condone the terror against Black men. Shame on them! Black men, keep rising! Let us not lose our humanity and join the monsters who seek to destroy us. We should not be surprised. Tomorrow we celebrate a day of giving thanks and yet history tells of the Native Americans who broke bread with the Pilgrims and shared their food in giving thanks, only to later have the Pilgrims kill most of them in their effort to settle their land. Where some individuals might become disillusioned by such a jarring start to life, Laquan was determined to succeed, according to those familiar with his case. The principal of Sullivan House, Thomas Gattuso, commented that he came to school everyday (willingly) with a smile on his face. Determined to succeed and beat the odds, McDonald had just held down a summer job, was proud of his accomplishments, and most likely, looking forward to his future. Approximately six weeks after the 20th anniversary of the Million Man March, where the rallying cry was “Justice or Else,” Chicago finds itself at the center of international attention. On October 20, 2014, Laquan met his fate at the hands of Chicago Police Officer Jason Van Dyke in what some liken to an act of domestic terrorism; Van Dyke was responding to a call for backup from his fellow officers who had requested merely that a Taser be brought to the scene, before things got out of hand. If ever the Black community is to receive justice, then Laquan McDonald’s should be the textbook case. There are two eyewitness testimonies; an autopsy ruled a homicide; a pre-emptive move by Corporation Counsel Stephen Patton offering an out-of-court settlement of $5 million to Laquan’s family; excessive use of force; not to mention the dashcam video.
Where’s The Accountability?
With the release of the video, justice is almost sure to come in Laquan McDonald’s case. But beyond that, what about accountability? What’s the lesson learned here by the powers that be? What’s to stop this from happening again? Should heads roll? Van Dyke’s case is the first time in nearly 35 years that a Chicago cop has been charged with first-degree murder for an on-duty killing. Since Anita Alvarez took office in 2008, there have been at least 267 reported police shootings under her watch and nine out of 10 of those shootings were of people of color, as reported by Huffington Post. Police were rarely held accountable in any of those cases and only two were ever charged with a crime and faced trial. One was the Rekia Boyd case, where officer Dante Servin was acquitted of manslaughter after he fired into a group of people in March 2012, killing Rekia Boyd, an unarmed Black woman. Judge Dennis Porter disagreed with the charges Alvarez brought, ruling that according to Illinois law, acting recklessly is required to prove involuntary manslaughter. Judge Porter said Dante Servin’s actions were beyond reckless; they were intentional – meaning that murder should have been the appropriate www.chicagodefender.com
FRONT PAGE JUMP charge. There was a large public outcry that Servin literally got away with murder due to Alvarez under-charging him. Defense Attorney Sam Adam Jr. argues that Alvarez’s charging “mistake” was intentional “to curry favor with” the Fraternal Order of Police. In the meantime, public opinion continues to mount against the Cook County State’s Attorney’s Office as the Black community continues to witness the over-charging of Black defendants while her office coddles the police department, passing over their violations of the law and holding no one accountable.

The Democratic Party didn’t endorse her this past August for re-election. And there is the question of what message her office is sending to the Black community in light of no charges being filed against officer Jason Van Dyke for over a year until the pressure really kicked in? The Chicago Police Department
The Chicago Police Department, headed by Supt Garry McCarthy, has a cozy relationship with the Cook County State’s Attorney’s Office. They prosecute criminal cases together on a daily basis. According to Jamie Kalven, a Chicago journalist who runs the Invisible
Institute, which monitors police accountability, “The data we have would suggest conditions of virtual impunity for abusive officers. There are a small amount of them on the force, but they have a huge impact.” Since this falls under Supt. McCarthy’s purview, some wonder if his head should roll. On October 5, the City Council Black Caucus collectively called for Mayor Emmanuel to fire McCarthy, saying, “(Black Aldermen) have been troubled by the superintendent’s lack of responsiveness to our concerns and requests as we face this crisis.” At the time, they were talking about the escalating violence in the city’s under-served neighborhoods, not specifically the Laquan McDonald case. “In addition, we have been deeply concerned about the superintendent’s failure to place African Americans in a position of leadership throughout the department, as well as the reduction in new African-American police recruits despite our repeated efforts and inquiries,” said 6th Ward Ald. Rod Sawyer, Chairman of the Black Caucus.
T he FOP – Membership Has Its Privileges
The Grand Lodge of the Fraternal Order of Police (FOP) is the union that represents 8,202 Chicago police officers. Whenever a Chicago police officer shoots someone in the line of duty, FOP spokesman Pat Camden consults with union representatives who have spoken to the officer(s) and provides a third-hand account to the media. According to the message Camden relays from the FOP, nearly every shooting is justified. A few days ago, Camden gave out the FOP’s opinion in the Laquan McDonald case; their view is that McDonald threatened the officers and they were in fear of their lives. The dashcam video reportedly shows that nothing could be further from the truth. The FOP vehemently protects its membership when it comes to shootings both “on and off-duty.” But this past Monday, obviously frustrated by the slow-moving pace of the McDonald investigation, Ald. Sawyer stated, “We need an explanation as to why Officer Jason Van Dyke is still on the payroll.” Sawyer acknowledged that a “process must be followed” before an accused officer can be fired, and said he needs to understand what that process is as outlined by the union (FOP) contract. “I need clarity on what it takes to terminate somebody,” Sawyer said.

In a official statement, they are hoping that “Americans refrain from shopping on Black Friday and instead stand with the citizens of Minneapolis, Ferguson, Baltimore, Chicago, D.C., Stat-
en Island, Oakland and all those who have suffered atrocious and at times fatal race-based and class-based acts of hate and brutality.” Lovè C. Ackleburn, said, “Sure, we can summon people to gather via social media, but staging a boycott is protesting on a whole different level. Maybe asking people to boycott over the Internet sends a greater message. It symbolizes the ability to organize and galvanize the numbers. But how will that help us achieve our goal? That is the question. What actions to take to achieve an end?”

On November 14, Georgetown University President John J. DeGioia announced the university will rename two buildings on campus named for two 19th century Georgetown University presidents: Thomas F. Mulledy, who in 1838 arranged the sale of 272 slaves from Jesuit-owned Maryland plantations and used the profit to pay Georgetown’s construction debts, and William McSherry, who also sold other Jesuit-owned slaves and was Mulledy’s adviser. The sales ignored the objections of some Jesuit leaders who believed using the money to pay off debt was immoral and their demands that families be kept together. Georgetown’s action followed a student sit-in outside President DeGioia’s office, but it was part of a longer ongoing process examining the university’s historical connections to slavery. The renaming was one step recommended by the Working Group on Slavery, Memory and Reconciliation established by the President this school year. Recently, student protesters at Yale University repeated calls to rename its Calhoun College honoring slave owning Vice President and South Carolina Senator John C. Calhoun, already a subject of campus wide discussion. For years the college featured a stained glass window depicting Calhoun with a chained Black slave kneeling in front of him.

Georgetown and Yale are among the growing number of colleges and universities struggling to come to terms with their historical connections to slave owners, slave labor, and slave profits and the scars they leave on campuses and our nation today. What values do we want to hold up for our young as worthy of honor and emulation?

Brown is far from alone. In his groundbreaking 2013 book Ebony & Ivy: Race, Slavery, and the Troubled History of America’s Universities, Massachusetts Institute of Technology scholar Craig Steven Wilder documented many of these connections.
Many university founders and early presidents owned personal slaves, including Dartmouth, Harvard, the College of New Jersey (now Princeton University) and more, and some colleges owned slaves.
Brown University in Providence, Rhode Island was the first Ivy League university to move forward with a large-scale investigation of its history under the leadership of former president Ruth Simmons. In 2003 she appointed a Committee on Slavery and Justice to learn more about Brown’s past ties to slavery and wealthy benefactors involved in the trans-Atlantic slave trade.
In the book’s prologue he says: “In short, American colleges were not innocent or passive beneficiaries of conquest and colonial slavery . . . The academy never stood apart from American slavery—in fact, it stood beside church and state as the third pillar of a civilization built on bondage.”
The Brown family included slave owners and slave traders as well as

The nation’s oldest colleges depended on direct and indirect wealth from slavery and the slave trade. Slaves helped build many university buildings, including some at Thom-
William and Mary, one of the slave owning colleges, produced one of the most awful stories Wilder shares—that of founding trustee Reverend Samuel Gray, who “murdered an enslaved child for running away”: “Rev. Gray struck the boy on the head, drawing blood, and then put a hot iron to the child’s flesh. The minister had the boy tied to a tree, and then ordered another slave to whip him. The boy later died. Gray argued that ‘such accidents’ were inevitable, a position that seems to have succeeded, as a court declined to convict him.”
Slave corpses were used in a number of the colleges’ medical and scientific experiments. In one of Wilder’s examples, Dartmouth College founder Eleazar Wheelock’s personal doctor arranged for a slave’s skeleton to be wired up for study and his skin tanned at the college shop and made into a cover for his instrument case. Ongoing university “research” throughout the nineteenth century bolstered many of the race-based claims used to support slavery. Across our country, this ugly and profoundly morally defective past is finally being brought into the light. Brown University’s Committee on Slavery and Justice said: “We cannot change the past. But an institution can hold itself accountable for the past, accepting its burdens and responsibilities along with its benefits and privileges.” More universities and institutions must follow Brown’s example and engage in a thoughtful process of truth telling of their own and America’s history in order to lift the indefensible blot of slavery on America’s dream which plagues us still. College students, faculty, and administrators seeking an honest historical accounting on their campuses are to be applauded. Only the truth will make us free and move us forward together. City Charges To Haul Trash Phillips Football Team Ken Hare Defender Contributing Writer Chicago’s recently passed 2016 budget includes, amongst other items, a flat fee for garbage collection for single-family homeowners and residential landlords with fewer than five units. This will be the first time in the history of Chicago that the city has charged home and property owners for refuse pick-up. According to the official press release, the City of Chicago spends approximately $244 million a year to collect garbage at 613,000 residential households. If the city covered the full cost of garbage collection services, each household would be charged $33 per month. Along with this new tax come questions that every household should know. The Mayor’s Press Department explained to the Chicago Defender how the new tax will work. Defender: How soon will homeowners start receiving bills? Mayors’ Office: Homeowners will start receiving bills in 2016. How will the billing be handled? The city will include the garbage fee on the residential water bills, which goes to the owner of the property or unit. How will delinquent accounts be handled? First, the city will not stop collecting garbage. Garbage collection is a sanitation issue, and we will not stop collecting it. The city will follow a similar collection process as the water bill. A property owner will have their water shut off for failure to pay the garbage collection fee. How long will it take before an account is considered delinquent? About two billing cycles. Are there exemptions provisions to the new tax? If so, what are they? The city will offer a discount to seniors eligible for the Cook County Assessor’s Senior Freeze Program. The city will provide a 50 percent discount per household, per month. Approximately 40,000 Chicago senior residents participate in the program.
The Linda Construction Lawsuit
A company called Linda Construction Inc., is having a legal dilemma with the City of Chicago www.chicagodefender.com
over garbage collection. The City of Chicago has a set aside program for minorities called the Minority and Woman-owned Business Enterprise Program, also known as MWBE. The goal of the MWBE program through the Department of Procurement is to increase minority and disadvantaged business participation in the awarding of city contracts. Linda Construction’s attorney, Maurice Salem, states, “The city says it wants to award contracts to Black-owned companies, but in has not done so. In fact, the city works with white-owned companies to ensure that no Black-owned company gets an opportunity bid for city contracts. This is what the lawsuit is about…to increase the number of Blacks who are unemployed in Chicago.” Linda Construction Inc., (LCI) a family business, has been in existence since 1990 and transports city refuse and household garbage from transfer stations to landfills. According to a suit filed October 1, 2015, against the City of Chicago – Department of Procurement, Republic Services Inc., Allied Waste Transportation Inc., and others, LCI purports to be the only African-American company in the state of Illinois qualified to transport Chicago’s garbage to various landfills. The suit opens up by laying out the basis of how Chicago’s garbage contracts have been dominated by white-owned companies for decades since the Mayor Richard Daley era. It alleges that the City of Chicago ran an established practice of not awarding any contracts to minority or women-owned companies. After this fact was discovered, the city was pressured to award contracts to minority-owned companies. To increase minority participation, Chicago added provisions into its contracts with its primary waste haulers that included stipulations that they hire minority subcontractors. LCI is a subcontractor of Allied Waste Transportation according to the suit. The suit goes into details of how, at just about every opportunity, the City, Allied Waste Inc., Republic Services Inc., and many others conspired to cause LCI to fail to meet certain benchmarks. At stake here is the future of the only African-American company qualified to haul the city’s garbage. The numbers show $244 million, 613,000 households, one white primary vendor, and zero Black subcontractors. The next court date is scheduled for January 14, 2016, where the Honorable Harry D. Leinenweber will preside.

positive impact on the entire community, but it’s an assertion that you would have to confirm with the community itself. We had a huge report card pickup night, which made us very happy. A part of that is that people want to see what’s going on.” Wendell Phillips Academy High School holds a great deal of that history as it moves into its 110th year. Located at 244 East Pershing Road, the school proudly boasts such recognizable alumni as Pulitzer Prize-winning author Gwendolyn Brooks, Sam Cooke, Marla Gibbs, and Dinah Washington. Over the years, as the Chicago Public School system experienced the challenges of budgets, school closings and spiraling enrollment, Phillips also suffered speed bumps along the way. It is the last remaining open enrollment high school in its area and was on the verge of being shutdown in 2011. In 2010, however, under the close watch of CPS, community leaders and public officials such as Ald. Pat Dowell, Phillips was thrown a life preserver. A fresh staff of faculty was put in place to initiate a turnaround plan for the ailing school to gradually build back its academic strength. The process has been challenging, but in an effort to improve student participation, academic standing and sustain enrollment, other programs at Phillips began to strengthen. That included the sports programs. Byrne previously was teaching at Orr High School located on the West Side of Chicago and had dreams of building a successful athletic program such as the one Phillips now enjoys. He feels a positive commitment from the entire faculty at Phillips has made a difference in the energy of the student body. “The beauty of this particular building is that the adults in it have been totally committed and that’s hard to do,” Byrne says. “That is the foundation for the success for everything that we’re doing, both academically and athletically. They have committed themselves to maintaining that climate where our kids have a chance.” The entire city offers prayers and cheers for this awesome group of young men on the football team representing the public league as they continue to follow in the footsteps of the great alumni who have walked the same hallways of Wendell Phillips Academy.
For a second year, the Wendell Phillips Academy football team will advance to the State Finals thanks to a 47-7 win over Marengo High School last weekend. Led by Coach Troy McAllister, the Phillips Wildcats are ready for the IHSA state finals in DeKalb, Illinois on November 27 at 7 p.m. against Belleville’s Althoff Catholic High School. The last public league high school to make the state playoffs was Roberson High School in 1982, and that team was defeated. Phillips Academy Athletic Director John Byrne explains the team’s success. “This is really a terrific group of student athletes. They are really nice and easy to be around and they have come this entire season with a kind of focus,” he says. “Every one of our senior players is on track to graduate. The majority of the players are NCAA qualified. This means they could qualify for an NCAA division scholarship by virtue of their grades and test scores. We’re proud of that because it addresses the kind of commitment that they’ve made to themselves.” Some of the country’s top colleges and universities have already sent offers to senior players. The team’s quarterback, Quayvon Skanes, has accepted the University of Connecticut’s offer, while Amani Jones will be attending the University of Iowa on a full scholarship next fall. Pittsburgh University, the University of Minnesota, Rutgers and Syracuse have serenaded Amir Watts, and cornerback Donald Gardner has received offers from Valparaiso, Eastern Illinois and Ball State University. Seven players have made the All-Public League football teams across several leagues; it’s the largest number of student athletes to be selected from one school. The Black Panthers: Vanguard of the Revolution
It was a sign of the times for Black life in the ‘60s. Police brutality. Poor housing. Few job opportunities. Little chance for higher education. The response to the oppression in the South was demonstrations, sit-ins and peaceful civil disobedience. The response that bubbled to the surface in Oakland, Calif. was sheer anger and defiance. As Stokely Carmichael put it, “You tell all the white people in Mississippi that the scared ‘N-Words’ are all dead.” And so the evolution of the Black Panther Party began.

Spreading from northern California to metropolitan areas across the nation, a movement was born. Something in the swagger of the Panthers, the high-self esteem, intelligence and physical appearance (berets, leather jackets and sunglasses) attracted young disenfranchised African Americans. It’s taken 40 years for the story of their grassroots social revolution to be told in a feature-length documentary. At the helm is veteran non-fiction filmmaker Stanley Nelson (Jonestown: The Life and Death of Peoples Temple). He and his crew are well up to the task of sharing this bit of history. Jamal Joseph, former Black Panther, sets the stage: “You didn’t walk down the street with the same sense of safety as a white person. Police beat you up and put a gun at your head on a daily basis.” Elaine Brown, a female ex-Panther, concurs: “We couldn’t unsee what we saw.” Party founder Huey P. program “Counterintelligence Program Black Nationalist-Hate Groups” was right from the devil’s playbook. Several key moments standout: 1.) Panther members starting a breakfast program for kids, meals for the poor and free health clinics. 2.) Little Bobby Hutton following Cleaver’s misguided call for an armed war on cops after MLK’s death, and meeting his own. 3.) 21 NYC Panthers are charged with terrorist activities and jailed for years. 4.) Fred Hampton, Deputy Chairman of Illinois Black Panther Party, gives a profound speech in Chicago with the verve of a born leader, “You can jail revolutionaries, but you can’t jail a revolution.” 5.) Liaisons with the Latino group the Young Lords and the Young Patriots, white boys from Appalachia, are noted. Whittling down what must have been countless hours of possibilities into a coherent film was done by director/producer/writer Stanley Nelson and editor Algernon Tunsil. The pacing starts off slow, and seems to build as the dramatic moments of the Panther’s existence materialize. Then, like a decades old drama, that energy splinters and flickers out. The music (Tom Phillips) and sound (JT Takagi) are perfect effects. There are plenty of incidences of the Panther’s being under attack, none on view of the Panthers attacking. Surely a loosely organized national group like this, who didn’t vet members, some of whom had prison records, made more mistakes than are accounted for in this film. There is only a brief bit about the sexist dynamics between the women and men that drove some female members out of the group. This aspect needed more explanation. There is no mention of Panther member George Jackson, who was shot to death in San Quentin Prison during an attempted escape. Cleaver’s arrest for rape is not divulged. Bobby Seale, who is still alive, is not interviewed. Why? Sometimes you don’t feel like you’re getting a “warts and all” accounting. Stick with this movie. It has a lot to say, a lot to reveal and is pertinent to today’s testy police/civilian race relations. For four decades, possibly in a very imperfect way, some determined people sought to change the course of American history. Some lofty goals, such as dismantling capitalism, were not achieved. Some ideals are now part of the fabric of the country, like breakfast programs for inner city kids. There is no change without unrest. There is no change without a combined effort. For outsiders who viewed the group as anti-white racists, they are wrong. Bobby Seale said: “We don’t hate anyone because of their color. We hate oppression,” Bobby Seale. the nature of a panther doesn’t strike anyone. When he’s assailed, he’ll back up first. But if the aggressor continues, he will strike out.” The difference between the Oakland crusaders for racial equality and their counterparts in the South was sheer audacity. These men/women openly carried guns. In fact, they went en mass to Sacramento to stop a law that would forbid people to carry weapons. That show of force garnered media attention and put the Panthers on everyone’s radar. It also marked a beginning of them using the media to their best advantage as they sought to break down a capitalist system, which in their eyes harbored racial and economic inequality. Ex-Panthers like Kathleen Cleaver, who are now senior citizens, narrate the proceedings, adding background and personal anecdotes to visions of iconic Panthers like Newton (the visionary), Bobby Seale (the personality) and Eldridge Cleaver (the intellectual). The trio went through a metamorphosis, camaraderie to mistrust, rivals to enemies. A barrage of interviews with police, FBI informants, journalists, historians, Latino and White supporters and plenty of detractors gives a full perspective on how that party, it’s leaders, members and goals where perceived. Archival footage, TV appearances, photos, newspaper headlines, terse discussions, inspiring or inflammatory speeches from podiums at huge demonstrations … few stones are left unturned. In 1h 53m, what parades before your eyes is an historical montage that starts out like an old-school educational documentary, then adds on layers of facts, figures, recollections and shocking revelations that make you question how anyone lived through those times without being politically or socially involved. The most eerie and unsettling subplot is the insidious, evil and dastardly machinations of the FBI, under the direction of J. Edgar Hoover. Encouraging local police to assassinate Panther members, planting informants in the party whose duplicity lead to murders, sending letters implying infidelities to spouses of party members, manipulating the relationships between Newton and Cleaver so they were at each other’s throats. There was little they would not do to thwart any gains towards racial equality, which they saw as a threat to the government. If only half of the FBI dealings in this film are true, it makes you rethink the assassinations of Malcolm, JFK, RFK and MLK. Hoover’s www.chicagodefender.com

he world of comics has grown from a unique community of loyal followers and collectors to big business for major licensors, including film companies and video gamers.
He eventually began work on the television sitcom, Living Single, which became his second job. “The director at the time was married to the president of Malibu Comics and he would come to the show every Tuesday when they taped,” Seaton says.
Since the days of the first comic books featuring characters such as Popeye and the first superhero, The Phantom, the combination of creating colorful illustration with the art of storytelling has become embedded into American culture. Young readers escape into another world of heroism and self-expression as they read volume after volume, waiting for a happy ending for their favorite superhero or villain. Television director and comic author Eric Dean Seaton is all too familiar with the fascination of comics. Born and raised in Cleveland, Ohio, his love for reading comics began as a way that he and his dad bonded. His father worked out of town during the week in Chicago, but “he would come home for the weekends and would take me out to comic book shops, bookstores and coffeehouses,” Seaton says. “I would hang out with him on Saturdays, and sometimes I would just sit in the car and read comic books.” As he read, he remembered how he would escape through the pages of each book in each story. “The first comic book I ever read was Teen Titans,” Seaton recalls. “I wasn’t a teen yet, but it was about teenagers and it hit every note. The story was about their life behind the scenes and it was interesting because I could relate to the things they were going through.” These early experiences growing up became the catalyst of Seaton’s career as a filmmaker and director. He has built a solid reputation as a television director with a long list of credits to his name, including the popular

TV Director Cracks the Diversity Ceiling in hit Nickelodeon series, Nicky, Ricky, Dicky & Dawn, The Thundermans, Belle and the Bulldogs, and Disney’s That’s So Raven. Seaton has directed nearly 200 TV shows, but in an effort to experience another level of creativity, he decided to try his hand at his own comic book, so he conceived, wrote and published Legend of the Mantamaji. It is at this point a three-book graphic novel series whose sweeping tale of magic and mystery is centered around Elijah Alexander, a cocky assistant district attorney in New York who learns that he is the last of the mystical Mantamaji knights that once protected mankind. When an ancient evil is reborn, Elijah becomes responsible for protecting the future and turns his back on his career and passion. The books feature a diverse cast of mystical super heroes and heroines. Seaton wrote the scripts about eight years ago and worked for six years with an artist he discovered on the internet but actually just met in person for the first time last summer. “We would’ve met sooner but I thought he lived far away. It turned out that he

lives in Azusa, California, which is only 30 minutes away from Los Angeles,” where Seaton is based, he said. Being an African-American graphic novelist in an industry with very few Black lead characters or superheroes in the comics, Seaton admits to the challenges he faced publishing the Legend of the Mantamaji series. “I grew up watching certain African-American characters and they were good. I liked them, but they weren’t major characters in the comics,” he says. “Marvel Comics is going to do Black Panther, but it will be the 18th movie they’ve made. That’s the feeling that you get when you’re not in the top 10…you’re 18th.” But Seaton is pleased overall with the traction being made to bring more diversity within the culture of comics, feeling that it should reflect its fan base. In his creative approach to graphic novels, Seaton uses some of the basic tried-and-true formula, but also
adapts to the modern process. “In the old days, comic books were written where they crammed more words and big things into 22 pages – it was very educational and entertaining at the same time,” Seaton explains. “Now everything is so cinematic, like video games and movies. Even my books are more spread out.” Long Way From Being An Architect Having graduated from Ohio State University, filmmaking wasn’t Seaton’s first career choice. He majored in architecture “because I didn’t think you could become a film director from Ohio,” he says. “I didn’t know anybody and I hated it. One day I was walking across campus wondering what I was going to do with my life when I saw a friend of mine carrying a video camera. I asked him where he was going and he said to film school. I didn’t know they had a film school so like a cartoon, I followed him to class,” Seaton smiled. “I sat in that class and the next day, I changed my major. I became an ‘A’ student after that because it was my passion. It was something that I really wanted to do.”
“I would drill him about comic books and he eventually invited me down to their offices. They gave me a tour and I never asked him for a job, but at the end of the tour, they asked me if I wanted to write a Spider Man special. It was based on a ‘Stop the Violence’ special I had written. From that moment, I became hooked.” Working up the ladder and combating issues of acquiring work as a Black director is a concern, but it’s one that Seaton understands. Spike Lee was one of his role models growing up as an aspiring director and Seaton has been fortunate to work with producers such as Bill Lawrence on NBC’s Undatable show. Seaton directed two episodes of Undatable that aired over the summer. Producer and writer Shonda Rhimes has also earned Seaton’s respect and admiration. “Shonda Rhimes is amazing to me,” he says. “For minorities working in Hollywood, it’s hard. “She received an award at a Director’s Guild Association dinner and pointed out that it’s not necessarily racism in Hollywood; it’s that people hire their friends. What makes it hard for minorities in Hollywood outside of racism is that the people in charge are not friends with enough minorities and that’s where the separation comes from.” Seaton himself takes great pride in working with some of the industry’s youngest talent, which also allows him the flexibility of creating the Legend of Mantamaji series. He reflects, “I think it’s because I’m still a teen at heart and I have a lot of fun with them. I have as much as fun as they have!”

Leading cast members not in attendance for the premiere was Hollywood’s finest, Samuel L. Jackson and Angela Bassett. You Are What You Eat and What You Believe Eleana Elan Defender Contributing Writer Blacks have come to believe that they inherit disease when in truth they inherit the belief system and lifestyles that perpetuate the disease and illnesses seen in generation after generation. Consequently our Black community has been disproportionately affected with lifestyle diseases such as obesity, heart disease, high blood pressure and diabetes for far too long. Shawn McClendon an ACE-Certified personal trainer, health and fitness blogger, columnist, and author says, “In fact, being African-American is even listed as a risk factor for such diseases. I disagree with the notion of race being a risk factor.” Shawn believes, “Our Black community has to increase its knowledge on what really matters for health and weight loss, and then act on that knowledge. The truth is, if we do not believe the right things to be successful at living healthily and losing weight, we won’t do the right things.” Shawn said that he noticed from several of his experiences as a personal trainer, as well as from simply living, that, “There are several beliefs that we tend to have that consistently hold us. Some of the beliefs come from our own misconceptions of health and fitness, while other beliefs, unfortunately, are perpetuated by the ever growing, $61 billion health and fitness industry.” In my book, 13 Things to Stop Believing to Become Healthy and Lose Weight, I’ve outlined 13 different beliefs that I’ve found hold so many of our people back from living healthy lives. Here, I’ve shared the top three that I feel might be our biggest hindrances: 1. I have to weigh myself several times a day – Many believe that if you weigh yourself several times each day, you can effectively manage your weight and keep yourself from gaining any extra pounds. In truth, however, repeated weighing each day can become a sort of bondage. Our bodies are incredibly complex, which makes it almost impossible for the pounds you’ve gained between breakfast and dinner to be fat. More than likely, the weight is either water weight, or waste that you have yet to get rid of. The better approach is to weigh yourself once every week or two, because the trend of your bodyweight is what is most important, and that trend cannot be noticed over a matter of hours. 2. If it says “low fat”, “no fat”, “reduced fat”, “sugar-free”, etc., it’s healthy – The biggest problem with this belief is not so much that products with these claims aren’t healthy, but rather, that the healthiest food you can eat will never be found in a package. If you want the best health, the foundation of your diet must be vegetables and fruits.
Natural foods, which don’t come from factories, are the best foods for your natural body. To add, many packaged foods may have little or no fat, sugar and salt, but companies often must add replacement chemicals to those foods so that they can still satisfy consumers with the same tastes, and often those chemicals are hazardous to our health.
3. (Fill in the blank) runs in my family, so I’m gonna get it, too – We commonly believe that if a disease runs in our families, like diabetes or heart disease, we’re bound to get the disease ourselves. It is true that we can have genetic predisposition toward certain diseases, but it is also true that we can sometimes determine whether or not those bad genes express themselves by how we live. In other words, instead of worrying about things you can’t control, like genes, focus on the factors that you can control. Were your parents diabetic? If so, there’s no excuse for you to overeat and indulge in sweets. Does hypertension run in your family? That’s more reason for you to work hard at cutting out extra weight, extra salt, and stress from your life. Dr. Terry Mason, Chief Operating Officer for the Cook County Department of Public Health, which protects the health of the more than 2.3 million residents of suburban Cook County across 125 different municipalities, says, “Health and diet are related and there isn’t a health issue that can’t be managed by a diet and awareness.” Herman Bell, author and doctor of Osteopathic medicine, a distinct form of medical practice in the United States, explains that Osteopathic medicine provides all of the benefits of modern medicine including prescriptive drugs, surgery and the implementation of technology to diagnose disease and evaluate injury. However, it also offers the added benefit of hands on diagnosis and treatment through a system therapy as osteopathic manipulative medicine. Dr. Bell says Osteopathic medicine emphasizes helping each patient achieve a high level of wellness by focusing on health promotion and disease prevention. We advocate that your health is your responsibility . . . That you have to do what is going to give you optimum health. Diet and belief system affect our over all well being.” In agreement, Shawn concludes, “At the end of the day, we are all responsible for our own wellbeing. Let’s do ourselves a big favor and make sure that we believe the right things about living healthily so that we can really be in control, and so that the health of the Black community can experience a turnaround.’’ Though Dr. Mason, Dr. Bell and Shawn offer different perspectives they agree that, ‘‘Your health begins with you.’’ 16 Nov. 25 - Dec. 01, 2015 • THE CHICAGO DEFENDER

Of course, I remembered “back in the day” when my siblings and I returned home for family vacations from college and first jobs. During these festive get-togethers, everyone also joined in for informal Bid Whist tournaments. These enthusiastic, long-running matches included our parents, neighbors, family and friends. Trump cards, often played with a flourish, usually meant a surprise winning hand in the card game. Looking back, I’m sure our astute mother renamed these old school side dishes after replacing whipped cream with an exotic topping to “trump” her “trying-to-be-trendy” daughters con-

stant requests to update old-school recipes that had been passed down for generations. Creme fraiche, just edging into U.S. food section popularity during those times, offered a rich tangy flavor some have described as a European blend of sour cream and yogurt. It’s not too late to add this delicious side dish to your holiday table. Or better yet, use leftover mashed sweet potatoes to fill orange halves for a second or third-day treat. Today, after growing into my much deeper appreciation for tradition, I prepare them both ways. But Mom’s nouveau addition does add a tasty sparkle.
Mom’s Trumped Sweet Potato Cups 4 medium sweet potatoes, unpeeled 1/ 2 stick (1/4 cup) unsalted butter, softened 1/ 2 teaspoon each, ground cinnamon, sea salt 1/4 teaspoon ground nutmeg 8 Clementines or very small navel oranges, halved, juice from 8 of the halves, pulp removed and reserved for other use from remaining 8 halves reme Fraiche, to taste for C garnish, see note
Heat oven to 375 degrees. Cover potatoes with water in a large pot; heat to a boil over medium high heat. Cook until fork tender, about 20 minutes. Place in a ricer and press out flesh. Or, peel potatoes and mash in a large bowl. Stir in butter, orange juice, cinnamon, salt and nutmeg until creamy. Spoon or pipe into orange halves. Bake until warmed through, about 15 minutes. Serve with a small dollop of creme fraiche. Note: Creme Fraiche is a European-style cream available in the dairy section of most supermarkets. Substitute Greek yogurt, sour cream or whipped cream. These orange cups
can be prepared ahead to bake right before serving. Fill and cover with foil or plastic wrap and refrigerate if you wish to prepare these ahead and bake right before serving. PROPOSED 2015 SENIOR DESIGNATED HOUSING PLAN ATTENTION ALL PUBLIC HOUSING RESIDENTS and HCV PROGRAM PARTICIPANTS The Chicago Housing Authority (CHA) released proposed updates to the Senior Designated Housing Plan (SDHP) for public comment. The changes made to these policies are to ensure compliance with federal regulations and state and local laws, as well as to allow CHA to adopt or change housing management practices.
The 30-day public comment period, which began on October 19 (8 a.m.) has been extended an additional 30 days and now ends December 18, 2015 (5 p.m.). While CHA encourages and welcomes all program participants, residents, and the community-at-large to review the proposed updates to the SDHP and attend the hearings, you are not required to attend the public comment hearings in order to submit comments.
